Since 1933, the Coal Mine Rating Schedule in Pennsylvania has provided credits in the Workmen's Compensation insurance premium rates for the use of safety hats, goggles and shoes. In that year, the worth of such protective clothing had just been well established and satisfactory articles were being made by a number of manufacturers. Standards for these three items of safety clothing' were written in the Rating Schedule and have been little changed through the years. The credit in the premium rate for a bituminous mine is $0.14 for hats, $o.08 for goggles, $o.08 for shoes. In order to earn such credit, it is necessary that all the employees in the particular mine be equipped with safety hats, goggles or shoes, as the case may be. In fact, it is not unusual for mines to qualify in all three categories, thus earning a rate reduction of $o.30 per $100 of payroll. These credits have been a decided stimulus to the use of safety clothing, and at present insured bituminous mines are credited as follows: Hats........ 63 per cent, or 22,600 employees Goggles..... 28 per cent, or 10,000 employees Shoes....... 44 per cent, or 15,800 employees Of course, many other employees wear these protective articles but they are in mines that are not fully equipped and so are not given the rate credit. The growth in use of this equipment has not been spectacular but it has been steady, as shown in Table I. An interesting thing about this is that it covers virtually all of the small and medium-sized bitumi- nous mine operations in Pennsylvania. A number of large operations are included, but many large mines are self-insured. It is difficult to keep alive interest in safety work in the smaller mines: first, because employment of safety engineers is out of the question and the one or several mine officials employed are often concerned only with production; second, because the life of many small mines is brief, so that safe conditions although established do not last long. Conditions as to safety in mines of this class rest chiefly with inspectors of state mine departments and of casualty insurance companies. MAGNESIUM alloy tubing and hollow shapes are finding increasingly wider usage in practical applications today. Square and rectangular tubing and hollow shapes find [ ] greater diversification in use than standard round tubing. Typical applications are roller conveyors, ladder rungs, spools, furniture, tank car loading tubes, athletic equipment, and business machine parts. In general, the amount of tubing and hollow shapes produced represent a minor portion of the magnesium extrusion business. The magnesium alloys in which tubing and hollow shapes are being produced together with typical properties are presented in Table I. MI A alloy is a low cost alloy possessing good welding and stress corrosion characteristics together with moderate formability and corrosion resistance. It is widely used for low strength applications. AZ31 B, alloy is used for moderately stressed applications and possesses good corrosion resistance and formability with fair welding characteristics. AZ61 A alloy has slightly higher physical properties than AZ31 B alloy together with good formabil- [ ] ity and corrosion resistance but slightly poorer welding characteristics. AZ80 A, ZK60 A-F, and ZK60 A-T5 alloys are used where the maximum in physical properties is required. AZ80 A alloy possesses fair corrosion resistance but with formability and welding characteristics inferior to' the other alloys. ZK60 A-F and ZK60 A-T5 alloys, while only recently offered for com¬mercial use, are finding favor due, to the higher permissible extrusion rates. These alloys possess greater toughness than AZ80 A alloy and, while of moderate formability at room temperature, are very formable at 300° to 500°F. The major portion of tubing and hollow shape production at the present time is in AZ3I B alloy. IN 1901, the United States produced 69 million barrels of crude oil, which was 41.4 per cent of the world production. By 1931, these figures were 850 million barrels and 62.1 per cent respectively, showing over this period of thirty years an increase in the world production of 718 per cent. Over this same period, the increase in the demand for technically trained men in the industry was much greater than the increase in crude-oil production. This was because much of the increase in production was secured by the application of geology and physics to the finding of new oil fields and by .the development of engineering methods and equipment incident to drilling and producing from much greater .depths.

There are three things that all coal consumers look for when they burn coal: (1) suitability for their particular requirements and burning equipment, (2) uniformity of shipments, and (3) quality as expressed by heating value and other chemical and physical tests. Suitability, or proper application, is determined generally from previous buying experience. It is a function of (1) the reliability and integrity of the shipper and distributor, (2) of a certain coal field or seam and of (3) uniformity and quality. Quality is limited by the location and geology of the seam and mine, the mining and preparation methods and equipment and the knowledge and ability of the personnel. Uniformity of shipments is in many ways the most important factor in coal selection. Lack of uniformity in chemical quality, size consist and treatment cause most of the customer complaints that arise from faults of the coal shipper. Lack of uniformity destroys suitability and quality standards, causing a large customer turnover, and greatly increases sales expense and reduces the net return to the operator. Oil and gas fuels are more uniform in quality than solid fuels, and there will be more gas and oil competition for coal markets after this war than before, because the size of their market is a direct function of the dimensions of their pipe lines, which have been greatly increased during the war. Present mechanical coal-cleaning equipment based upon gravity concentration has gone a long way toward giving us a coal of uniform ash content. The chart in Fig. I, by Hebley,1 shows the greater uniformity of the ash content of washed coal as compared with that of raw coal. Wide variation in the nature and amount of ash in the coal feed to the washer leads to a coal of non-uniform ash content. Mechanica1 cleaning equipment does not understand such terms as ash-softening temperature, coking properties, size consist and sulphur content. Unless the feed to the washer is uniform, the washed coal probably will not be uniform. Table I shows the ash, sulphur and ash-softening temperature of two mines in the Pittsburgh bed, both raw and washed, loaded over the same tipple; also No. 3 and No. 4 Pocahontas seams, both raw and washed, loaded from the same preparation plant. It is obvious that they must be blended or loaded separately if a uniform product is to be obtained. Why Is Blending Necessary? It was natural for the operators of captive mines producing by-product coals to recognize the necessity for blending raw coals of different quality and coking characteristics. They have had many years of experience with blending high, low and medium volatile coals at their oven plants. RESEARCH looking toward the reduction of the cost of roof support by substitution of longer-life materials for wooden timber is fully justified by the fact that roof support is an important element of all production costs. Permanent or semipermanent roof support will reduce the expense of timber-maintenance crews during steady operations, but even more markedly during idle periods. The management, therefore, is faced with the important problem of timber renewals, which in times of regular operation are frequently obscured by more urgent problems of production. Increased use of timber in the Anthracite Region of Pennsylvania is caused mainly by increased percentage of coal obtained from robbing areas, which requires more timber for safety than develop-ment work, and maintenance of long haulageways through crushed ground despite the fact that less coal is transported over them. The timber reserve in the immediate vicinity of the mines has been depleted to such an extent that it is necessary to secure 70 per cent of the timber requirements from distant sources. Originally, mine timbering in this region was done by largely utilizing round props or legs with round collars. The whole cross section of the tree from which timber was cut was utilized by forming the joints between the legs and the collars with saw and adze, using plank or round saplings for lagging behind the legs and over the collars to prevent material falling between them. The Mine Inspectors' report of 1898 records an important digression from the use of round timber, when two tunnels at the Babylon colliery, near Pittston, Pa., were timbered with 12 by 12-in. square timber sets with mud sills, through quicksand for distances of 425 and 160 ft., respectively. The timbers were lagged with 3-in. plank to control sand.

" John Maynard Keynes INTRODUCTION The principles of time value of money concepts were discussed and illustrated in Chapter 3. The importance of time value of money and the role it plays in the discipline of engineering economy have been well established. Chapter 9 further illustrates that project evaluation criteria that fail to consider this aspect are seriously deficient in providing appropriate capital budgeting decisions. Obviously future project receipts and expenditures must be discounted to permit valid comparisons with current cash flows. Although the concept of discounting is widely accepted, the selection of the appropriate discount rate has been the source of considerable debate and much disagreement. This chapter, then, provides an overview of the theoretical and practical considerations for determining or calculating the appropriate rate for discounting, the corporate cost of capital. Note specifically that the assumption of constant business risk among the various investment alternatives is maintained throughout this chapter. THE INTUITIVE APPROACH The fact that interest exists suggests that all money has a cost associated with its use. The cost of this money may be the result of either explicit or implicit charges or some combination of the two. Any time an individual or a firm consumes less than the total earnings generated in a given time period that individual or corporation has either consciously or unconsciously decided to "invest" these excess funds in some type of activity. For instance, the individual or corporation may decide to invest the excess funds in tangible property, place the funds in a money market account, or simply keep these funds in cash. In any case, these funds have been invested in some type of activity which promises the investor some return on the invested capital. Remembering that the firm's primary objective should be the maximization of shareholder wealth, then intuitively it seems reasonable to suggest that the firm should not invest in any project where the anticipated return does not exceed the cost of funds (capital) committed to the project. Indeed, if the firm always invests in projects having returns in excess of the cost of capital committed to them, then the wealth of the firm (as measured by the price of common stock) should be in-

Superior raw materials have been basic to the success of the Japanese steel industry, and they are just as essential to the American steel industry in winning its competitive battle against foreign government subsidized steel imports. Therefore, the mine operator and the ore beneficiation engineer must strive to produce the highest quality raw materials possible to meet the precise demands of the modem blast furnace and steel plant.

The characteristics of surface ground strains due to longwall mining are reviewed with special reference to U.K. coal mining observations. The current empirical method of estimating ground strain is discussed. A method of determining surface ground strain above a longwall extraction is described whereby strain can be accurately represented along a line in any direction. The discussion is supported with examples of its application to common subsidence engineering problems.

Resident Instruction: The character of an institution, the varying demands made upon it, its geographical location, its own internal organization, all are factors that predispose against rigid standards, curriculum-making, research programs, and extension services. Mineral industries educators must keep in mind that the under- graduate is the core of the college, a philosophy that implies a set of inviolable principles.1 They will want to turn out graduates with overwhelming talent in their field, together with incorruptible ethics, prepared to deal with people, as well as with theories and things. Curriculum-making is a popular educational pastime. No course makes or breaks a curriculum. The particular qualifications and interests of individual students must find expression. However, selection must be made under guidance so that the student's individual needs are realized. In this way, specialization can be introduced into curricula previously conceived to be of general science or engineering nature only. In its essence, formal education is society's endeavor to put old heads on young shoulders, to implant the experience of centuries in the youthful generation. More than twelve years were spent by Wöhler at the instance of the Prussian Government in experimenting upon the resistance of iron and steel to repeated stresses. The results of his experiments are expressed in what is known as Wöhler's law, which is given in the following words in Du Bois's translation of Weyrauch:* " Rupture may be caused not only by a steady load which exceeds the carrying strength, but also by repeated applications of stresses, none of which are equal to the carrying strength. The differences of these stresses are measures of the disturbance of continuity, in so far as by their increase the minimum stress which is still necessary for rupture diminishes." A practical illustration of the meaning of the first portion of this law may be given thus: If 50,000 pounds once applied will just break a bar of iron or steel, a stress very much less than 50,000 pounds will break it if sufficiently often repeated. This is fully confirmed by the experiments of Fairbairn and Spangenberg, as well as by those of Wöhler; and, as is remarked by Weyrauch, it may be considered as a long-known result of common experience. It partially accounts for what Mr. Holley has called the " intrinsically ridiculous factor of safety of six." Another "long-known result of experience"—although this has not, as the writer believes, been investigated by scientific experimenters—is the fact that rupture may be caused by a succession of shocks or impacts, none of which alone would be sufficient to cause it. Wrought iron will crystallize by repeated blows in service and become weaker than cast iron. Iron axles, the piston-rods of steamhammers, and other pieces of metal subject to continuously repeated shocks invariably break after a certain length of service. They have a "life" which is limited. A. R. POWELL*—Mr. Doherty has outlined in a most thorough manner valid arguments for the development of an industry in this country making syn. thetic liquid fuels from coal. No thoughtful person will dispute the statement that it is essential to carry on fundamental and applied research and acquire engineering "know-how" by the erection and operation of two or three large plants in the near future. Considerations of national security indicate that this should be done, irrespective of any temporary present surplus of natural petroleum. It is the belief of the discusser and of many others interested in coal technology that our energy picture of the future will include an increasing utilization of coal directly, without any conversion to liquid fuel, as a source of energy. A fact that is sometimes forgotten is that petroleum fuels have often been cheaper than coal in many locations and over long periods of time, and this price factor has been of great importance in expanding the use of petroleum fuels at the expense of coal. Synthetic liquid fuel made from coal must necessarily be several times as costly as the coal from which it is made, and this fact alone will have a profound effect on the future energy pattern of our country. This complete change in the economic relationship between solid and liquid fuels will lead to the substitution of coal itself for many uses now supplied by the relatively cheap petroleum fuels. From the standpoint of conservation of our natural resources, the substitution of coal itself for liquid fuels wherever possible when the age of synthetic liquid fuel arrives is also logical. At least 50 pct of the energy of coal is lost during conversion to liquid fuel. Nor is this com-pensated for by a higher utilization effi-ciency of the liquid fuel in most cases. For example, modern steam-boiler plants can operate at equal fuel efficiencies with either coal or fuel oil.

THE year 1937 started off most hopefully for the metal industry but the prices for nonferrous metals declined after reaching a peak in the first quarter. E. & M. J. average prices for March were: -electrolytic copper f.o.b. refinery for domestic delivery 15.775c., lead 7.19c., and zinc 7.38c. There was the usual talk of shortages and the accompanying peak in the market prices of securities of producing companies. In retrospect it now appears that this was the peak of general security prices as well and of most commodity prices. On Dec. 1 copper was back to 11c., lead to 5c., and zinc to 5.5c. At the same time metal security prices had fallen to less than 40 per cent of their March highs. This has not been a purely domestic phenomenon. Metal prices have followed a similar course in London, in spite of the fact that in all three metals a tariff wall separates the domestic market from the foreign. There is nothing in the record to suggest that planning has so far had any stabilizing effect on prices. It is doubtful whether anybody will he found to claim credit for the planning. Strong evidence supports the conclusion that domestic demand for these and the other metals has been dammed back by the uncertainties confronting those who are considering long term construction commitments. This is particularly true with the public utilities, who are the largest consumers of copper and lead. If the plans were designed to maintain employment rather than to maintain political control of the Government, it would appear that they should be discarded. The course of the steel industry has been followed so closely in the press that no comment is necessary to indicate its similarity.

It is with great pleasure that I read Mr. Howard M. Wells article in the December 1978 issue of MINING ENGINEERING entitled: "Optimization of Mining Engineering Design in Mineral Valuation." Mr. Wells very adequately presents the case and point that there are a great number of variables which must be analyzed during an economic evaluation of an FUND RESOURCE, such as copper or uranium.

The Year Book of the Institute is mailed with this Bulletin. Its membership lists, both alphabetic and geographic, are corrected to Jan. 1, 1918, but its list of officers is revised inn accordance with the elections in February, 1918. The amendment to the Constitution, relating, to qualifications for membership, adopted at the same time, is also inserted in its proper place. We would call attention to the Honor Roll, heading the list of membership. This includes the names of those whom we know (in February, 1918) to be on active military duty, as well as those who are rendering emergency service to the Government in other branches. We are aware that the list is not complete, and shall be grateful for information as to any omissions or corrections. Because of the rapid movement of the military members, their addresses have been omitted from the alphabetic list. Mail addressed to such members, and sent to the office of the Institute, will be forwarded to the best of our information at the time.

This paper presents some of the results of a rock mechanics instrumentation program designed for, and implemented at, longwall panel 4N at the York Canyon Mine near Raton, New Mexico. The objective of this particular instrumentation program was to determine the response of the rock mass to longwall mining of a thick coal seam utilizing shield-type supports. Measurements were made in the rock along the ground surface, above the coal seam, in the coal seam, and immediately below the coal seam. Longwall test panel 4N had a total developed length of 762 m (2500 ft) and a face width of 168 m (550 ft), Fig. 1. The seam mining height in the panel area was approximately 3 m (10 ft). The average depth of overburden above the panel is 107 m (350 ft) although it ranges from 73-134 m (240-440 ft). Roof support at the face was provided by 116 Hemscheidt 320 HSL shields. These shield-type supports weigh 11.4 metric tons each.

MISSOURI's famous lead area, in what is known as Southeast Missouri, is locally termed the "Lead Belt." These deposits are in the Bonne Terre dolomite of late Cambrian age which has a thickness of nearly 400 ft. Underlying this is the La Motte sandstone which varies in thickness from 0 to 400 ft. The La Motte beds are deposited directly on the ancient erosion surface of Pre-Cambrian porphyries and granites of probably Algonkian age. The buried igneous peaks extend up into the Bonne Terre in several areas within the Lead Belt. Overlying the Bonne Terre are shales and siliceous dolomites of late Cambrian and early Ordovician age. Within the Lead Belt these have a thickness of from 0 to 500 ft.
