THE value to the engineering profession of a liaison between the engineering societies of Russia and America, through Engineering Council, was the subject of a meeting in the Engineering Societies Building attended by over 500 persons. In introducing the subject, Mr. N. A. Stephanoff, President of the Russian Society of America, said: In Russia, engineers were divided into two classes: those who had graduated from the high technical schools and the practical engineers who had graduated from special technical schools. These technical schools were divided into three groups: The first corresponded to the German polytechnical schools with many departments, mechanical, chemical, metallurgical, mining, etc. The second group corresponded to the French special schools of the "Écoles des Ponts et Chaussées." "École des Mines." The third group was formed by the Military and Naval Academies of Engineers. In 1910, Russia's high technical schools had about 45,000 students, whose training covered a period of not less than five years, and who enjoyed all opportunities afforded by laboratories in no way inferior to those of Germany.

Reagent control in flotation is more an art than a science. Operators vary the amount of re- agents used according to the metallurgy obtained. The amount of collector may be increased, for example, if tailings losses are high and decreased if concentrate grades are low. Often control decisions are based on only one assay, such as the tailings analysis by microscopic or quick assaying techniques. This method of control has given reasonably satisfactory results but is clearly far from perfect. No adjustment in reagent addition can be made until information is received that metallurgy has deteriorated, that is, until the optimum time for adjustment has already passed. The first adjustment probably will be an overcorrection or an undercorrection, and time will be required to establish the best new addition rates. The seriousness of the problem depends on variability of the ore. In ore of continually shifting composition and complexity, mill results will shift back and forth from excessively high concentrate grades and high tailings losses to excessively low concentrate grades and low tailings losses. Economic incentive for improved control also increases with increasing size of mill. Even a small improvement in percentage recovery in a large mill pays for expensive control equipment.

Engineering education for the mining industry has been undergoing a gradual change in recent years, to an extent that many employers may not realize. The result of this change is that the new graduate comes to his first employment with very little knowledge that is immediately valuable in operations. He is in fact, simply "half-baked" and needs much education on the job before his schooling will pay out in any significant way. To the employer who fails to recognize this, and fails to give the necessary training to finish the educational job, the modern graduate is likely to be unsatisfying. Moreover, the young fellow's future competence will be impaired. However, to the employer who assumes the educational burden, the effort should pay out as the half-baked products, after a few years, ought to be more useful than their predecessors and should have a greater potential to solve problems or cope with change. The reasons for this development are given below in the foreword to a questionnaire survey circulated by the SME Committee for On-the-Job Training.

DURING the 30-year period spanned by these annual Howe Memorial presentations, many lecturers could proudly claim a kinship either as a student or an associate of the man whose memory we honor. Although it has been my good fortune to have attended many of these annual lectures, it was not my privilege to have known Henry Marion Howe personally. However, his great repute as teacher and scientist was known to all undergraduates of my day and the later years have enhanced my appreciation of his wisdom and foresight. Those who knew him well have said he derived particular pleasure from speculations on the future world of metallurgy. For this reason, I feel that perhaps he would not be unsympathetic to a lecture in his honor which departs from the highly instructive scientific presentations made in the past by so many able Howe Memorial lecturers, and which is concerned more with the practical phases of various steelmak-ing processes and some speculations on their future form and relative importance. The word "revolutionary" is frequently applied to each seemingly important improvement in the production of steel ingots, but in retrospect these changes, impressive as they appear at the time, are merely steps of progress. In the hundred years from the inception of tonnage steelmaking, only three processes can be truly classified as revolutionary. They are the pneumatic process, known in this country as the bessemer process; the reverberatory method called the open hearth process; and, the electric furnace process. There have been many variations and combinations of the three fundamental methods, but they remain truly the only revolutionary methods in steelmaking since its early history. Everything else has been evolutionary, in effect. doing the same things that we have done in the past but doing them better, correcting our errors through experience, and slowly but inevitably reaching a higher state of accomplishment. It has often been said that coming events cast their shadows before, and the production of steel ingots is no exception. As a result of the unrelenting demands of World War I1 and the years that followed, truly impressive progress has been made in steel ingot production. The incessant pressure for immediate results during this period required the employment of initiative and daring, as in few past decades, and many developments were brought to fruition. Of equal importance is the possible effect on future steelmaking methods of the many ideas initiated but still in formative stages. Fig. 1 portrays ingot production in the United States by the three fundamental processes over a period of 75 years and is interesting because it poses some questions as to future trends. The early ascendancy of the bessemer, its replacement in importance by the open hearth process, the amazing growth of the latter, and the recent challenge of the electric furnace are evident from the chart. Management is fully aware of these changes, but is even more interested in the future trends. Our concepts of the relative importance of the more recent developments and their possible effect on future processes may perhaps be best exemplified by a specific, hypothetical problem. Let us assume management is contemplating a new ingot producing plant with an output of 100,000 net tons per month, located in an area where some purchased scrap may be obtained but where by far the largest component will be own-produced blast furnace iron. Management requires a process or combination of processes which will yield highly uniform quality characteristics in the ingot form, and represent the soundest selection in investment and operating cost. Under these conditions, the obvious selection for the past four decades has been the open hearth process but, in view of more recent developments, management may believe that it is no longer permissible to disregard other possibilities with impunity. Accordingly, to be assured of the best possible selection, they request that you review not only the possibilities of utilizing the conventional open hearth, duplex, bessemer, and electric furnace methods, but also the more recent developments, such as the turbo-hearth, the Linz-Donawitz method, the Perrin modifications, and other possibilities. With this background, one might then appraise the relative importance of these methods to meet a specific need, and concurrently speculate on the forms that future ingot processes will assume and the relative importance of these processes.

Leach represents in his professional life both of the major phases of the fraternity of mining and metallurgical engineers. In his personal characteristics, his wide circle of true friendships, his kindly, sympathetic interest in the problems of his fellow engineers, be they the junior men of the mineral industries or the mature and experienced men, he typifies the characteristics and attitude so desirable in the professional man.

A paper on this subject can cover but a limited range. A thorough visualization of the subject would contemplate a comparative analysis of haulage machines and batteries of various types; the relationship of the storage-battery locomotive to other types of mine haulage should be considered and limiting factors in each case should be carefully developed. This paper will deal briefly with these factors. So far as the writer has been able to determine, the first storage-battery locomotives for mine haulage were manufactured in 1897 or 1898 and were tried out in the Pocahontas coal field, but they were not sufficiently satisfactory to justify their continued use. Battery explosions were frequent and caused serious damage to the wiring, electrical equipment, and the clothing and bodies of the motormen. Sulfuric acid was used as the electrolyte. Experiments were then conducted with locomotives bearing reels of flexible cable through which connection between the motors of the locomotive and the trolley wire was maintained. At first, these reels were turned by hand. Later, the reels were revolved by contact with the wheels of the locomotive, being raised out of contact with the wheels, by a lever, when necessary. About 1902, the plan of operating the reel, by chain and sprocket wheels, from one of the locomotive axles, as is still the practice, was devised. The popular floating motor-driven reel had its inception in the Pocahontas fields prior to 1906. The maximum radius of operation of the reel-type locomotive is about 500 ft. (150 m.) from point of connection with trolley wire. This is ample for room work and certain entry work, but the need for a machine that would operate entirely independently of the trolley wire was so great that, with the development of the storage battery, renewed efforts were made to manufacture a successful storage-battery locomotive. About 1908, the gasoline locomotive was introduced. In spite of many objections to this type of machine for such work, the fact that hundreds of these machines were purchased was proof of the need for a machine operating independently of the trolley.

WHEN mining operations were first instituted in the mines of the Miami Copper Co., at Miami, Ariz., the relatively hard character of the ground in the western section of the property made it seem advisable to use a wide shrinkage stope and pillar system. The system as finally evolved was applied to the mining of 2,300,000 tons of ore by the use of stopes and pillars each 50 ft. in width. Development, mining and extraction of this reserve has been continuously in progress since 1910, and the final stages of extraction are now reached. A complete survey of all phases of this system can therefore be made. Modification in working methods was obviously necessary, and the system to be described is believed to be typical of the best features. DEVELOPMENT The preliminary work had three main objectives: The opening of a haulage level, the construction of a drawing-off level, and the driving of sublevels for use in stoping. In addition to these, some extra sublevel drifting was necessary to determine exactly the boundaries of the orebody, the general outline having been determined by churn drilling. This development was based on the requirements of stopes 50 ft. wide, with pillars 50 ft. wide between each stope. The length of these units varied from 200 to 500 ft.

MARCH 15-Industry is rapidly snapping back from another coal crisis, other business news is in general favorable and the outlook through the Spring is by most observers considered quite promising. Most industries report comfortable backlogs of unfilled orders, department store sales in recent weeks have equalled in dollars those of the corresponding period last year, retail sales of automobiles show again over the same period a year ago, and new orders for machine tools are at the highest figures since August 1946. Orders for railway freight cars have shown a very encouraging pickup, with a total of 9385 cars in January and the N. Y. Central alone ordering 4500 in February. Construction continues very active. In January new housing starts totaled 80,000 against 50,000 a year ago and the daily average contract awards, according to the Dodge reports, were 57 pct larger. In the first 22 days of February the increase in awards was 27 pct. Lumber orders since Jan. 1 have run 22 pct above last year. All of these favorable factors bolster the opinion that the upturn in industrial output and employment which began last summer has not yet spent itself and that the setback caused by the strikes will be made up when people get back to work. Only in a few lines are there indications that primary production may be outrunning the consumption of finished goods, although inventory build-up would seem to be rather modest as the National Association of Purchasing Agents reported in February that 78 pct of its members were buying for 60 days or less. Industrial prices as a whole show no significant trend despite the continued alarm over both the immediate and the long-term possibility of inflation caused primarily by the government's increasing expenditure and its inability to balance the budget. A recent advance of 1.9 pct in primary market prices is viewed by some people as the surface symptom of renewed inflation, but even so it is more than two years since the alltime high was reached by the daily index of sensitive commodities in November 1947. Over two years have passed since prices received by farmers hit their peak and about a year and a half since all wholesale prices and the consumer price index touched their highest points in August 1948. The decline in the wholesale price index has been almost continuous, interrupted only twice by slight advances in the monthly figures from February to March 1949, and, later in the year, from August to September. Of course, this continued decline in the last half of 1949 largely reflects a downward movement in farm and food prices. Wholesale prices for commodities other than farm and food leveled out after June and now stand only slightly under the June level. Farm products are down by 22 pct from January and by 18.6 pct from August 1948. Food prices are down only slightly less. Consequently, the farm price support program is in serious trouble and has imposed a heavy financial burden on the Treasury. In those commodities other than farm products only building materials, chemicals and textiles have come down as much as the average, while housefurnishings and metals and their products have fallen hardly at all. Glancing away from the domestic front, the results of the British general election indicated a highly inconvenient situation, that public opinion there is so exactly deadlocked as to divest the victors of much ability to make forceful decisions or create significant policy. It is generally considered that another election in the near future would give substantially the same result. The British people are equally divided and the politicians are not likely to precipitate another appeal to the country until there is manifest reason to believe that external and internal circumstances have changed sufficiently to permit one party or the other to obtain a decisive verdict. Because of the lack of a clear mandate steel nationalization will likely lag in Britain. In the meantime there is considerable discussion going on as to whether the European steel industries as a whole are at a disadvantage in world competition with the American industry. An article in the "Statistical Bulletin" for January of the British Iron and Steel Federation takes issue on this point with the authors of the Geneva report, observing that they wrote before devaluation, and this particular conclusion "has been overtaken by events." The "Bulletin" also contends that the statement was in any case incorrect so far as Britain was concerned, and that it was based on scanty and insufficient evidence. To support the rebuttal a detailed and extensive comparison is made of the home prices of certain steel products in Britain and in other countries of the world. The accompanying table gives a selection of the prices published. It sets out the changed position since devaluation and since the recent increases in American steel prices. These are home market prices; no doubt in competitive export business some of the price levels could be brought closer together at need.

The Rainbow Lode is situated at Walkerville, in the Summit Valley mining district, Silver Bow County, Montana Territory, about one mile from Butte City. It was so named ill 1876 by Mr. J. E. Clayton, in recognition of the broadly-sweeping curve of the outcrop across the rounded surface of the eastern slope of a granitic mountain, at an elevation of about 6000 feet above the sea-level. It is on the western side of the range which divides the waters of the Missouri from those of the Columbia. History.—The history of the district is an instructive one. The water-courses and flanks of the hills were worked for years for placer gold. Millions of dollars' worth of low-grade gold have been washed out of the surface gravels below the veins of the district. Missoula Gulch and Silver Bow creek, just below Butte, are noted for their rich placers, and they continue to yield largely, producing within narrow limits from $50,000 to $100,000 dollars' worth of golddust yearly. It is ragged vein-gold, and evidently is near its parent source. It is no doubt derived from the disintegration of the veins of the district, and this conclusion was soon forced upon the miners. The veins which were seen outcropping boldly upon the slopes above them were located, and prospecting commenced. These outcrops were found heavily stained and blackened with oxide of manganese, and were porous and honey-combed in places, showing that the quartz was formerly filled with pyritous ores, and that these ores had decomposed and dissolved away, leaving, however, portions of the precious metal behind, especially at and near the surface of the ground. Assays of the croppings gave variable and often contradictory results; but the fact. that these were the outcrops of lodes bearing gold and silver in depth was patent to any experienced observer of mineral veins. The lodes of the district were first brought prominently to notice by Mr. Clayton in 1876, and in October of that year the Alice mine, upon the central portion of the lode, was opened by Mr. Marcus Daly, now so well known as the superintendent of the Anaconda Copper mine, upon another extremely interesting lode, in the same region.

THE MEMBERS of the Phelps-Dodge, Phelps-James co- partnership differed widely from one another in certain aspects of temperament and personality; but in one thing Anson Phelps, William Dodge, and Daniel James were fundamentally alike. They were all bred in the English Puritan tradition. Their creed, moreover, was the stern, militant, uncompromising creed of John Calvin and John Knox. The present generation, harshly intolerant of such a creed, has little understanding of the authority it exercised on the thinking and conduct of its adherents or of the contributions that those same adherents made to human welfare and social progress. The men who accepted its authority "were characterized by a blend of strong individualism and an equally strong sense of social duty, and they submitted their own souls to the same searching scrutiny that they applied to their business ledgers." To all three of the immediate founders of Phelps Dodge, their religion was the most real and important thing in life. It was with them day and night, in joy and sorrow, in loss and prosperity, in their most trivial personal affairs, in business transactions of the greatest moment. It was with

FEW men are better known in fuel engineering circles in the Middle West than the present Chairman of the Coal Division of the A.I.M.E. - Julian Elnathan Tobey. Now vice-president in charge of engineering of Appalachian Coals Inc., of Cincinnati, he has served that pioneer regional marketing agency since Aug. 1, 1934, when he became manager of its engineering department. His duties have included field promotion work in the interest of use of the agency's coals from eastern Kentucky and Tennessee, south western Virginia, and southern West Virginia in new plants of all types. He has been especially interested in certain industries which have shown an alarming tendency to change to natural gas or hydroelectric power; also in the development and practical application of small stokers and other mechanical equipment.

Until recently, probably the best means of sampling airborne dusts has been the impinger method. Dust-laden air is drawn into a sampling tube, and the particulate matters separated from the air and collected in the liquid in the impinger. A sample of the suspension is prepared on a slide and counted through a projection microscope. This method is simple and reliable, but it does suffer drawbacks. Since the collected particles must be counted visually, results of the dust count are taken. This seriously impedes studying the effectiveness of dust inhibitors, such as water sprays, or making adjustments in equipment. Greatest disadvantage of all, however, is the tedious task of counting particles in the sample. With the growing desirability of taking more samples, the effort involved in making these counts is a real factor in the cost of dust control. Finally, it is generally recognized that impinger dust counts can be related to health hazard only for specific kinds of dust and under similar conditions. This is because the rather complex mechanism of dust damage depends so much on size distribution of the dust. Counts determined by impinger samples cover a limited size range that does not necessarily correlate with retention by the lungs and upper respiratory tract.

COALS, other than anthracite, have been so thoroughly studied under the microscope during recent years, that we now know what kinds of plants and what parts of plants form the bulk of lower rank coals from peat to bituminous coal. The microscope has also shown the state of preservation of such vegetation as well as the nature and distribution of products of plant decay. These and further details have been ascertained mainly through the employment of two methods of attack, section cutting and maceration. Anthracite has failed to respond to these methods, so well adapted to the study of lower rank coals and, therefore, has been neglected by investigators to such an extent that there is much doubt as to its microscopical characteristics. The object of this paper is to lift anthracite from its realm of obscurity by demonstrating the wealth of microscopical detail that is revealed when reflected light is used on a properly polished and etched surface and, further, to show the relationship between anthracite and bituminous coal.

In many places throughout the Western mountain plateau regions of the United States coal beds in place have been burned over very extensive areas, the fire evidently originating on the nakedly exposed outcrop of the coal bed and gradually burning its way into the bed for considerable distances under very heavy cover. The surface evidences of the burned-out coal beds are seen in the calcined and discolored rocks overlying the places of the outcrops. The greater the mass of the burned coal the higher the results of its combustion can be seen in the overlying strata. I have noted many instances of this condition in the States of South Dakota, Wyoming, Colorado, New Mexipo, and Arizona. In the lignite fields of Dakota and Wyoming I noted stretches of level country many square miles in extent where the surface rooks were roasted and vitrified by the burning of a great bed of lignite lying nearly level and with a light cover; this is probably the most favorable natural condition for the burning out of a coal bed. The less the depth of the rock covering overlying the coal bed, the better the chance for a continuous supply of air to the fire; but when the coal bed dips heavily into the ground, or even if level, if it passes under a hill or mountain which gives the bed a heavy covering of strata, the fire has more chances of being extinguished from natural causes than in the first condition described. The distance which a crop fire may extend into a coal field is very much influenced by the dip, the thickness of the coal bed, and the nature of the rock covering immediately overlying it. In reasoning on this subject, it would seem logical to assume in the case of a coal-bed cropping at the base of a hill and dipping into it, with an extensive drainage surface above the crop line, that a crop fire would be promptly extinguished by the caving in of the overlying strata and the precipitation of the rainfall from the drainage surface above the outcrop through the breaks formed in the caving strata. This consideration would be more or less effective according to the climate of the location and the nature of the overlying strata. In a humid climate where the rainfall was heavy the water from the natural precipitation alone would probably extinguish a crop fire before it could work its way very far under cover, but in an arid climate this preventive does not seem to be effective.

F. JOHNSON,* Birmingham, England (written discussion t).--. Mr. Skowronski's first melting experiments tend to show that ingots with a "level set" may be obtained without oxygen. Now it is characteristic of all metals which occupy a smaller volume when solid than they do when molten to "pipe." In vertical-cast ingots, this pipe resembles a horn-shaped cavity, with the wide mouth uppermost. In horizontal-cast ingots, the pipe is a longitudinal furrow along the center-line of the ingot surface. If copper be successfully deoxidized and degasified, this furrow will inevitably be produced. In the author's oxygen-free ingots, it is. clear that gases were occluded and these gases effectively opposed the formation of a pipe or furrow by shrinkage (fluid contraction). It is riot a special property of any particular gas which produces this effect. Hence it is not surprising that the author has succeeded in producing level and overpoled ingots through the agency of sulphur. dioxide gas. That he has counteracted the overpoling influence of sulphur by means of oxygen is somewhat difficult to explain, since the well known reaction between cuprous sulphide and cuprous oxide should result in the production of sulphur dioxide gas. Why the presence of excess cuprous oxide should neutralize the overpoling influence of this gas without eliminating sulphur is not at all clear. It is to be regretted that the oxygen was not determined in the bars given in Tables 3 and 4. It is by no means established that sulphur is responsible for the over, poling of ingots given in Table 4, since carbon was used for overpoling. If, however, the same kind of poling treatment was given as that applied in the case of ingots in Table 1, the responsibility of sulphur assumes more definite shape. The author rightly points out that Mr. Johnson's theory of the equilibrium between gases and cuprous oxide does not explain why a simple addition of cuprous oxide does not correct an overpoled charge. Such a charge must be re-worked to "set" copper. This re-working (rabbling) undoubtedly forcibly removes the excess gases, which are not removable by cuprous oxide.

Principles of fluid motion and turbulence which have been found to be of use in mixing and agitation problems are discussed, as well as suggested applications in extractive-metallurgy processes. Various types of impellers are described, together with other conditions that affect flow pattern and turbulence. The choice of equipment for particular requirements is considered, and equations for power input are given. Modern heavy-duty mixing and agitation equipment can take an increasingly important part in such extractive-metallurgy processes as solids handling, crystallizing and leaching, chemical operations, and flotation. Application of mixing and fluid-mechanics principles to extraction methods can lead to greater process rates and a resultant saving in time and money. MIXERS are being applied with increasing frequency to problems in the metallurgical industries. The increase represents in part the modernization of mechanical equipment used through the application of unitized drives, modern electric motors and speed reducers, and recently developed materials of construction. Some applications have resulted from process changes and the use of techniques for operations similar to those that have been demonstrated and proven in the chemical industry. Still more applications are being developed through the use of fluid-dynamics principles not previously recognized as applicable to these operations. It is the purpose of this paper to describe those principles of fluid motion and turbulence which have been found to be of use in mixing and agitation problems, and to suggest applications for them in the extractive-metallurgy processes. Modern mixing equipment has been designed to provide the fluid motion consistent with that best suited to different operations.' When properly applied, these more efficient fluid-handling mixers result in lower process-production costs. Metallurgical operations usually involve large amounts of solids. The characteristics of the ore control the process and only enough liquid is added to provide sufficient fluidity for handling and processing. The reactive part of the ore, the mineral value to be extracted, is likely to be low in percentage, and the quantity of reagent required is similarly low, but excessive dilution makes additional reagent necessary and therefore is undesirable. Thus, the primary problems in minerals processing are to handle as high a concentration of solids as possible and to distribute reagents uniformly. These pulps, or slurries, are in a range of solids concentration where hindered settling rates apply, and care must be taken to agitate and mix sufficiently to maintain suspension and flow throughout the equipment. Such slurries have high densities which are the weighted average of the components and viscosities that are spoken of as "effective viscosities" but are difficult to evaluate. It is convenient to separate metallurgical operations involving mixers and agitators into three categories: solids handling, mechanical or physical operations, and chemical operations. In each of these categories fluid motion is required to maintain suspension, to distribute surface-active agents, to blend components and reactants, and to induce high rates of chemical reaction. In the manufacture by the Bessemer process of soft steel suitable for rolling into fine sheets, tubes and 60 forth, a difficulty is sometimes met with, in the tendency of this kind of metal to rise violently and boil in the moulds while being cast; this results in hollow-topped ingots, and consequently in an undue amount of scrap in the subsequent rolling. It has been noticed that this peculiarity does not pertain to all pig-irons, some grades producing a blown metal which pours quietly, while others, in whatever way the blow may have been conducted, give a metal which rises in the moulds, accompanied by the evolution of large quantities of hydrogen and carbonic oxide gases, and requiring a long time to solidify. The pre-production interval, beginning with the recognition of an orebody's best potential and ending with significant production, contains time-dependent conditions well appreciated by miners but not always understood or appreciated by the landowners, investors, and legislators with whom a miner must deal. The expression persists, even outside of Western fiction, that someone has "found a mine." From a slightly more knowledgeable position, the question is asked "How long does it take to make a mine?" and an all-encompassing answer is expected. By scanning the discovery and development history of hundreds of mines and rejecting those which involve rehabilitation or expansion of older mines, some generalizations can be attempted. It should be kept in mind that while physical conditions involving the geology of the orebody and the geographic surroundings do not change markedly with time, technologic and economic conditions do change from year to year. The new methods, facilities, markets, land tenure, and politics form a pattern in which today's mines are made and which do sometimes modify the pre-production interval.

DURING the past few years the Bureau of Mines has been studying hydrogen-sulfide corrosion in the petroleum and natural-gas industries. Early work was confined to investigating the various practical, or operat-ing, factors that control the corrosion reaction when ordinary mild steel is being attacked. In that work it was shown that, if the optimum operating conditions1 are obtainable, . gas containing hydrogen sulfide can be handled at ordinary temperatures without serious corrosion resulting. However, frequently "sour" gas must be handled under other than optimum operating conditions, and combating corrosion then becomes a problem to be considered more during the construction of a system than during its subsequent operation. That is, where economi-cally practicable in such cases the designer will seek to substitute for mild steel other steels or ferrous metals more resistant to corrosion by hydro-gen sulfide. The comparative resistance of various commercial steels and alloy steels to corrosion by hydrogen sulfide at elevated temperatures has been reported systematically by previous investigators,2 but similar information for corrosion at ordinary temperatures is available only from scattered sources, representing different methods of testing.
