Four types of slope failures in waste dumps are recognized debris flow, foundation failure, edge slump, and blowout. The first three types, although at times causing considerable damage to property and interfering with mine operations, are not usually dangerous to personnel because of their slow rate of movement. The fourth type, the blowout, is the most dangerous because of its explosive mode of failure and lack of forewarning. The December 1969 failure at Verona dump is presented as an example of a blowout. Data from piezometer holes indicate that the blowout was due to perched leach solutions near the face of the dump. The level of water in this zone is very closely related to the rate of leach water application on the dump. A detailed analysis of core samples indicates that the impounded water was perched on a zonal accumulation of jarosite which is associated with a buried dump surface. Drain holes proved successful in controlling perched leach solutions in the critical zone near the face of the dump. Monitoring of the water level in the perched zone is considered essential in preventing blowouts. The use of drain and piezometer holes has allowed an increase in the rate of water application on the dump while preventing additional failure.

A letter has been received by the Secretary of the Institute from Mr. C. W. Purington, Honorary. Secretary of the. American Committee of Engineers in London, whose offices are at 6, Copthall Avenue, London, E. C. 2, which will be of interest to any member who may be intending to go to England. Mr. Purington says: "A Committee of Americans has been formed here, consisting mostly of Mining Engineers, and those interested-in mining and allied industries. We should be very glad, among other duties, to give assistance to any American engineers arriving in England on official business connected with the war. This assistance would probably take the form of offering advice and hints as to saving time in approaching British official Departments, and generally in getting. about." This Committee of Engineers was organized with the approval of the American Ambassador to Great Britain, who has recommended its services to the United States Government in connection with the conduct of the war.

CHROMIUM, one of the most vital of the strategic metals, has constantly increasing importance as research expands potential uses in alloy steel metallurgy. All signs point to a steadily growing use for chrome ore, and the general subject has received a great deal of attention recently.1 A relatively little known country, Southern Rhodesia produced a total of 5.949 million tons, or 18.6 pct of the total world chrome output, between 1906 and 1950, according to figures from the U. S. Dept. of Commerce. According to U. S. Bureau of Mines figures, Southern Rhodesia produced 291,525 tons in 1950 and 300,267 tons in 1951, or approximately 13 and 11 pct, respectively, of world production for the two years. In 1953 the Rhodesian Vanadium Corp. produced about 85,000 tons of which probably 7,000 tons were concentrate. Production by other companies was high. Large in themselves, the figures assume even greater significance because most of this output is of metallurgical grade.

The mineralogy and geochemistry of Pennsylvanian shales and underclays were studied to determine their suitability for lightweight aggregate and refractory ladle brick. Eighty percent of the variation in bloating of shales and clays was explained by the variation of Si02, A1203, and fluxes (Fe203, MgO, CaO, Na20, and K20); 60% by variation in quartz, kaolinite, illite, and chlorite. The best bloating was exhibited by marine shales, whereas freshwater shales and underclays experienced little or no expansion. Regional paleogeographic maps o f Pottsville and Allegheny shales permit bloating to be geographically predicted. It was found that clays meeting the specifications for refractory ladle bricks were obtained from underclays having over 34.5% mica, over 40% kaolinite and less than 15% quartz. Underclays of this composition are confined to the lower Allegheney outcropping along the near-margins of the coal basin. The best clay is that underlying the Lower Kittanning coal. Porosity of the first fired brick was found to be inversely correlated with reheat expansion.

This paper compares the general characteristics of Florida phosphate rock for the manufacture of fertilizers and phosphoric acid. The subjects covered are relative reactivity for superphosphate manufacture and various properties of the rock for use in phosphoric acid production, including gypsum filterability, sulfuric acid consumption, foaming, relative cor-rosiveness, chemical composition, and others. Comprison will include rocks of North Africa, the western U.S., and other locations. This paper reviews some of the important properties of phosphate rock, giving particular attention to a comparison of Florida phosphate with some of the major phosphates produced in the world. It also discusses some of the techniques available for evaluatine Phosphate. rock for phosphoric. acid and fertilizer use. The use of Florida rock outside the U.S. has been increasing steadily, evidence in itself of certain desirable properties of this rock. Table I is a list of the major producers and exporters of phosphate rock as of 1965. Florida, meaning in this case Central Florida, was the largest producer of phosphate rock and the largest exporter of rock. Of a total world production estimated at 60 million tons, about 50 million tons were produced during 1965 by the areas listed in Table I. One major producing area omitted from Table I and from subsequent evaluations in this paper comprises Nauru, Ocean, and Christmas Islands, whose output totaled about three million tons in 1965. This phosphate is marketed entirely by the British Phosphate Commissioners, primarily in Australia and New Zealand, and does not get into the world market elsewhere to a significant degree at the present time. South Africa, Egypt, Israel, and North Vietnam also produce lesser quantities of rock for the international market, and these materials are also excluded from this review. The phosphate industry is now seeing the introduction of several new areas that will be significant factors in the rock market in the future. The North Carolina and North Florida areas each have capacity at present or in the near future for producing about three million tons per year. The Djebel Onk mine in Algeria has a potential of about 800,000 tons per year. In addition, announcements have been made of significant development of deposits in Peru and in the Spanish Sahara, and sizable expansions are planned in several of the existing areas that are now of minor importance. Competition for the rock market appears to be increasing so that more attention will probably be paid to evaluating phosphates available from different areas. It is not possible here to go into all the properties of even a few of the materials listed in Table I. However, it is practical to discuss some comparative properties important for making phosphoric acid and fertilizers, and to touch on the techniques used for the evaluation of various phosphate rocks. Table II gives typical analyses of the major phosphate rocks available in the world as of 1965. There is, of course, an inherent danger in labeling any analysis as typical, but it appears that variations between two samples of rock within one given area are generally less than between two samples from different areas. The analyses listed were compiled from several years of data so they may not be representative of the present output of any particular area. PUBLICATION of this little volume is a luxury that the Institute itself could scarcely afford. In truth, no engineer nor geologist, no assayer nor metallurgist would be likely to enhance his knowledge, improve his technique, or cut his own operating costs by reading this excellent translation of two booklets first published circa A.D. 1520. It is doubtful if the present enterprise would, in a practical or tangible way, "promote the arts and sciences connected with the economic production of the useful minerals and metals." And such, is the prescribed purpose for which the funds of the Institute should be spent. Fortunately for the Institute, the Seeley W. Mudd Memorial Fund is not so circumscribed; and the Fund Committee enjoys, greater liberty of action. The sponsorship by the Mudd Fund in 1942 of the publication of The Pirotechnia of Vannoccio Biringuccio, as translated by Dr. Smith and Mrs. Gnudi, was an innovation-indeed something of an experiment. Not only was the content of the volume significant mainly for its "cultural" and "scholarly" attributes; -but the format, an outstanding example of the fascinating art of bookmaking, bore no resemblance to the ordinary technical book. The Committee, frankly, was surprised at the enthusiastic reception accorded the volume. When a second edition was required, the Committee became convinced that the publication of material of this type, particularly if printed and bound in attractive form, was an appropriate avenue for utilizing a moderate proportion of the monies available from the Fund. The Bergbüchlein and the Probierbüchlein antedate by some years the first publication of De la Pirotechnia and of De re Metallica; but Georgius Agricola, the author of the latter work, made good use of the material in the earlier volumes. John Griffen (Consulting Engineer, Pittsburgh)— This paper presents much data offering tentative answers to many technical questions that have been raised by the employment of dense-medium processes and, particularly. by use of the drum-type vessel. It is to be hoped that the Bureau of Mines will publish complete detailed data for the 50 or more tests so that it may be studied and analyzed by everyone interested. Such study will take considerable time and effort. The writer is therefore obliged to confine his discussion to a few points he has noted as being open to question. The data in Table VI which shows the recovery efficiency for the 1 to ½-in. fraction as 100 pct raised a question concerning the accuracy of these calculated figures; washability data on the washed coal and refuse show that such a figure is impossible. When the ash content of the misplaced material in the washed coal is higher than that of the misplaced material in the refuse, recovery efficiency must be less than 100 pct. A etudy of the data In Tables 111, IV, V, and VI suggest that this error probably arose from slight errors in calculating the data in Table V and more probably from the small scale used in plotting the washability curves from the Table V data. Using the size consist data and the weight and ash percentages of individual gravity fractions of each size as given in Tables 111 and IV and the reported recovery of 80 pct of washed coal, a revised Table V was calculated, carrying weight and ash percentages to hundredths of a percent instead of rounding off at tenths. This washability data for each size of Belling-ham reconstituted feed was then plotted on large scale washability curves. From this data the new Table XIV was prepared, which agrees very closely with data shown in Table VI except for two important values, theoretical yields and recovery efficiencies. As will be noted the recovery efficiencies in Table XIV are significantly lower than those given in Table VI. A study was then made of the data showing distribution of the specific gravity fractions to washed coal and refuse. This study indicated that when this distribution was based on the fractions as tested at 0.1-sp gr intervals the number of points obtained were insufficient to establish the distribution curves with reasonable precision, which in turn would affect the accuracy of the values for the specific gravity of separation and the error areas. The data in Tables III and IV of the paper and curves prepared therefrom make it possible for the specific gravity fractions to be subdivided further. This was done using 0.05-sp gr fractions and the distribution data so obtained is given in Table XIV, with resulting values for the specific gravity of separation and the error areas. There were two official representatives of Foreign Governments as guests at the Chicago Meeting. One was Frederick Goransson, managing director of the Saudvikens Steel Works, who represented the Jernkonteret, the Iron and Steel In-stitute of Sweden, and who came to this country especially for our meeting. The other distinguished guest was Commander Toublet, who repre-sented the French Embassy. Commander Toublet delivered a most polished address at the Banquet, dealing with the felicitous relations existing between this country and France for the last 150 years. Com-mander Toublet was accompanied by Mrs. Toublet, who won the hearts of all the ladies present, whose guest she was.

The Combined Metals Reduction Co.'s plant is at Bauer, Utah. It was built primarily to treat ore from the Combined Metals mine at Pioche, Nevada. Shortly after its completion, the company acquired the old Honerine mine, and ores from this mine, as well as custom ores from widely scattered districts, are now being treated at the Bauer plant. Pioche Ore The Pioche ore, which comprises about 50 per cent. of the mill feed, occurs as a replacement of an impure thin-bedded limestone. The lime beddings are separated by thin layers of micaceous shale containing appreciable quantities of sericitc and graphite. The ore is an exeeptionally fine-grained, dense mixture of minerals and gangue, assaying approximately 0.03 oz. gold, 7.2 oz. silver, 7 per cent. lead, 15 per cent. zinc, 16 per cent. iron, 29 per cent. insoluble and 1.5 per cent,. lime. Of the total lead 7 per cent. is in the form of sulfate and carbonate. Approximately 10 per cent,. of the ore consists of chert nodules impregnated with barren pyrite; the nodules average 0.8 mm. in size, and ire extrcmely hard, compared with the other constituents of the ore. Microscopic examination of Pioche ore ground to 80 per cent . minus 150 nicsh shows pyrite, sphalerite and galena still attached. Early Attempts at Ore Dressing Metallurgists, both professional and those working for private companies, have been more or less familiar with the Pioche ore sinee. 1913; in fact, a total of 35 commercial and plant laboratories expenmented with the ore between 1913 and 1921. The work during this period was decidedly negative, it being seemingly impossible to effeet a satisfactory separation of the valuable minerals into marketable products. In 1913, it was recognized that fine grinding-—that is, about minus. : 200 mesh—-was required to liberate the minerals from one another, and from the gangue, but such fine grinding was not considertd practicable at this time.

A new method is proposed to obtain automatically an unbiased estimate of the interdendritic spacing A. It is shown that the structure can be built by a random distribution of a rectangular basic unit. The usual definition of the interdendritic spacing yields a value 1 which, coupled with A, gives the shape of the basic rectangular unit. A study of the relationship between dendrite arm spacing and solidification rate was conducted as a part of a research program on dendritic solidification. For any comparison between theory and experiments to be meaningful, it is necessary to measure reproducible and clearly defined spacings. Fig. 1 shows clearly that even in a fairly simple structure such measurements are difficult. if we compare photos (a) and (b), we can hardly assess which one shows the larger spacing. Moreover, the quantity to be measured can be defined in several ways. On a small scale, dendrites seem to be distributed in a very regular and ordered way. However, on a larger scale, this regularity no longer exists. The usual way to measure spacings is to pick up some rows of dendrite stalks; such measurements are obviously biased since less orderly regions are not taken into account. A more objective method is to section the picture with randomly oriented straight lines and average the measured interdendritic spacings. The purpose of this paper is to show that such measurements, which can be conducted automatically, yield objective and reproducible results which are directly related to characteristic features of the dendritic structure. I) THEORETICAL ANALYSIS 1-1) Mathematical Morphology and Function of Co-variance. Matheronl and Serra2 enlarced- the definition and geometrical meaning of the notion of covariance to encompass problems in mathematical morphology. A brief review of part of their theory can be stated as follows. THE year 1929 has shown a surprising growth in the attention given by mining men to the subject of ground movement and subsidence from mining, as evidenced by the large number of articles that have appeared in technical journals, also papers and discussions in mining societies in the leading mining countries of the world. These have not been confined to consideration of the narrower limits of the subject but in application have extended to many of the fundamental questions involved in mining. The papers and discussions have been concerned with .ground movements resulting from mining of a great variety of minerals, metallic and lion-metallic. Examples of the former are: the mining of gold ore at Johannesburg, South Africa, and in the Kolar field, India; mining copper ores in Arizona and Utah; and lead and zinc in the Joplin region. Examples of ground movement resulting from mining non-metallic minerals are found in: the mining of. coal in many countries; potash mining in Germany; the mining of- common salt in several parts of the' United States; and the mining of sulfur in Texas and Louisiana; and examples of subsidence in the non-metallics are found exceptionally in the extraction of petroleum by wells, as in the Goose Creek field, on the Gulf Coast,' and recently in the Sour Lake field' of Texas

In May 1975 the U.S. Bureau of Mines contracted with the University of Missouri-Rolla, Rock Mechanics and Explosives Research Center to develop a Hydrominer modification to a longwall shearer unit, wherein the rotating pick-laced drums and connecting gear drives are replaced by a water jet cutting ahead.1 The concept of the water jet cutting head is based on using the high localized energy of the water jets to isolate a slice of coal by cutting a slot under, at the back of, and at the top of the web. The plow blade of the head then advances into the cut and wedges the coal cantilever over onto the conveyor (Fig. 1).

A MAN who is a first-class metallurgist, engineer, and scientist and an outstanding organizer, administrator, and executive and who, at the same time, has an innate ability to "make friends and influence people" everywhere he goes is an exceptional personality at any time. And if such an individual can retain this combination of virtues during a great war despite the fact that the Government loaded him with enough work and responsibility for three such men. he is a most exceptional personality. And if he can keep his head and maintain an unfailing sense of humor during the trying war years and, while dealing with hundreds of jittery metallurgists and metalworkers, with Army and Navy brass, and with red-tape-entangled war agencies by the dozen, he is a rare personality indeed. Such a man is Clyde Williams, director of Battelle Memorial Institute. who will be President of AIME in 1947. The Institute is fortunate in having him as its mentor during what may be a critical and important year.

To THE members of the American Institute of Mining and? Metallurgical Engineers who were fortunate enough to be able to attend the Fiftieth Anniversary at Wilkes-Barre, it was brought home that commercial anthracite requires not only expensive mining but that the milling or preparation of it is also a costly operation, requiring very large capital expenditures and high maintenance and labor costs. The great trouble that coal men meet in discussions of coal problems today is the difficulty the average coal user, especially in the East, finds in distinguishing between anthracite and bituminous coals. They are two entirely separate problems and yet the people who are burning coal complain bitterly of the high cost of anthracite and quote the figures furnished in regard to the prices of bituminous coal and feel that the anthracite operators are making an excessive profit, without realizing the enormous difference in the cost of production in the two fields. The great difference that can be marked is that in this year of industrial depression the prices of anthracite have been not only maintained but have increased during the summer, while the price of bituminous coal has been continually dropping since the first of the year, and yet the same law of supply and demand governs both anthracite and bituminous. In order to understand the situation the two problems must be considered from their separate points of view.

A NUMBER of new plants for the treatment of copper ores were completed or under construction during the year. Among these may be mentioned the plants of the International Nickel Co., those of the Hudson Bay Mining and Smelting Co. and of the Roan Antelope Copper Co. Three copper re- fineries have been constructed, one at El Paso, Tex., and the other two in Canada. Two more are projected, one in France and one in England. The International Nickel Co.'s plant consists of an 8000-ton concentrator and a smelting plant containing thirty 10-hearth Herreshoff roasting furnaces, five reverberatory furnaces, and eight Smith-Pierce converter5 . The smelting plant is estimated to have a capacity of 5000 tons of ore or concentrate per day. The roasters are superimposed on the reverbratory furnace plant. As a consequence of this arrangement, the furnace building is unusually high. being 183 ft. from yard level to highest roof elevation.

CONSIDERABLE interest has been shown in recent years toward determining the crystal structure, mode of formation, and chemical composition of the x phase, designated as such by Andrews,' who was the first to establish its presence in Fe-Cr- Ni-Mo alloys . Later work2 by the same author has shown that the occurrence of x depends on the presence of some molybdenum in the alloy. The phase, which appears to be identical or very similar to a manganese, has a body-centered-cubic structure and is closely related to s phase. Koh observed a similarity in composition between x and s and speculated as to whether x might be an ordered structure of u which is known to have a tetragonal crystal

At Balmat in northern New York State, the St. Joseph Lead Co.'s 2100-tpd zinc mining and milling operation is utilizing a unique thickener in conjunction with conventional crushing, grinding and flotation methods. From 1930 through 1962, zinc concentrates went directly from flotation to the filtering, drying and loading facilities, all of which had to operate 24 hr per day. Wide fluctuations in tonnage also had to be accommodated due to variations in the grade of ore. Many problems were thus encountered in filtering and drying, but the cost of installing a conventional, large diameter thickener could never be justified. In 1963, after thorough investigation, an unconventional thickener that is unusual in several respects was installed at Balmat. The tank depth is 16 ft instead of the normal 8 ft. The rakes are raised and lowered by having the main drive gear located on a movable platform. Automatic controls are programmed to raise the drive platform and rakes during one shift of storage. During the next two shifts of withdrawal, the controls are programmed to lower the drive platform and rakes.

Introduction The Surface Mining Control and Reclamation Act (PL 95-87) lays a new challenge before the surface mining industry by requiring that prime farmlands must be reclaimed to equivalent or higher levels of yield as nonmined prime farmland in the surrounding area (section 510d). We must now evaluate the situation and plan a mining and reclamation program that will achieve that objective. We must recognize that soil and land needs vary with intended land use and climatic setting. Also, various site conditions determine the potential for constructing a productive soil and the best procedures to accomplish that end. It is necessary to plan the land reconstruction program on a site by site basis in order to achieve the best results. Discussion The Prime Land Concept Terms like prime agricultural land have been used loosely for many years to refer to lands that are highly productive and well suited to agricultural use. The concept of what qualified as prime land varied considerably from one geographic area to another and from one person to another.
