Much criticism has been directed at the Coal Mine Health and Safety Act of 1969 from many sources, but few specific charges have been leveled, at least publicly. Yet, if the criticism is truly valid and can ever hope to become constructive, the issues must be approached head on. Therefore, the authors consider this an initial article and invite responses from others for contributions in subsequent issues. Dialogue is today's popular term and perhaps many of the problems associated with the implementation of the Act are the lack of communication between interested parties. There are two criticisms generally made concerning the philosophical approaches taken in the Act. The first is that there is an over-kill in some of the legislation, some provisions are not justified based on past accident history and economic considerations. Generally speaking in this category, no order of priority was considered consistent with safety and economy. The second category includes those situations where new provisions were imposed to improve safety in one area without adequately considering the consequences in another area, let alone the economics of the situation. While the authors do not always agree with the placement of items in these two categories by some industrial representatives, they will give specific examples that they believe may have a certain degree of validity.

Anderson, mining engineer and geologist, has resigned from the Raw Materials Div. of the U. S. Atomic Energy Commission where he was assistant chief of the Denver Exploration Branch. He will enter private practice in Golden, Colo. James E. Atkinson, consulting mining engineer and geologist, left New York for Colombia, S. A., as general manager for Cia Minera Choco-Pacifico, S. A., operating five dredges in gold and platinum on the Pacific coast of Colombia. Russell H. Bennett has been elected a director of Placer Development, Ltd. with head office in Vancouver, B. C., and is also a director of its subsidiary, Canadian Exploration, Ltd., which mines and mills lead, zinc, and tungsten ores at a property near Salmo, B. C.

Since the commercial acceptance of the liquid ion exchange process in the mineral processing industry, it has been predicted that eventually the hydrometallurgist would have a wide selection of commercially available chemical reagents to make separations efficiently and economically of virtually all metals in solution under a wide range of conditions. Several years ago, General Mills began a research and development program to determine if it were possible to develop a reagent to extract a specific metallic ion from solution at a cost that would allow large scale commercial application. A giant step toward reaching this objective was announced in late 1963, when development quantities of LIX®-63 reagent, a highly selective reagent for the extraction of copper, were first offered to industry. The properties of this reagent were de- scribed in a previous paper.1

MANY studies of comminution have been made to ascertain the size distribution of the product and to evaluate the work of comminution in the light of the size distributions of the feed and product. Up to now, these studies have been essentially statistical in character, that is, a certain lot of feed was subjected to comminution in some specified way, and the aggregate product was fractionated into sizes, thereby losing all knowledge of individual relationship of feed to product pieces. Radioactive tracers offer a means to do something in this respect which could not be done before, namely, to follow the rupturing of some particular piece in its normal environment of other pieces. That is, it permits going beyond the usual statistical limitations of size distribution studies to what may be termed a personalized or individualized study. The purpose of this paper is to present some preliminary experiments conducted with this tool.

A GREAT labor, surely, is that of the coppersmith, since his every work must be hewn from the mass of copper by force of the hammer. At the beginning, middle, and, end all his works are inconvenient pieces and unpleasant to handle. If the work is done on the forge with the fire, it is done in order to refine or compose it into masses again, for drawing these out while hot with the blows of some heavy hammer, or in order to put the works in a condition that allows them to be drawn out while cold and worked. In this he puts all his labor and industry. He who works at this art often makes use of large hammers, sometimes of small ones, and sometimes of those that have a long iron head and a short handle. With these he is obliged ever to proceed in one of these activities, either extending the work lengthwise, narrowing it, or widening it. This is achieved by the manner and direction of striking and therefore it is sometimes hammered on the inside, sometimes on the outside, sometimes with the peen, and sometimes with the flat head. For instance, when he wishes to close it up he strikes it on the outside with the peen, and if he wishes to widen it he strikes it on the inside with either the flat head or the peen. In this way he proceeds to shape it with constant patience, and to make all the vessels that he works graceful. This metal, as I have told you, is soft, flexible, and tenacious under the hammer. It yields with a certain toughness, provided, however, that it is fine and without admixture of a trace of tin or other metal. That craftsman is a good master of this art who best makes every desired work

THE present ruling principle in shop and factory, induced by conditions of. keen competition, is to do the greatest amount of work in the shortest time, or in other words, to secure the greatest output at least cost, a condition which generally necessitated the substitution of machinery for manual labor. The chemical laboratory in our industrial establishments has remained a factor of minor importance, and, for this, reason, not only has progress been permitted to lag, but the methods of analytical work have been carried on along individual traditional lines. Some works-laboratories are equipped with such conveniences as Gooch filters, suction-pumps, compressed air, shaking-machines, centrifugal machines, crushers, etc., yet there is much room for improvement, particularly in laboratories of metal smelting and refining plants, in which long series of filtrations and stirrings are performed singly by hand in a slow and laborious manner. There are also many other instances in which collective handling appears rational. As a rule the chemist wastes much time by such manual labor, which, in a modern establishment and under up-to-date management, could be more advantageously applied to useful chemical work; and such higher chemical work is gradually and surely becoming recognized as an essential extension of old-time methods of assaying. While it maybe said that in some laboratories, boys and not chemists do the manual labor, it should be borne in mind that all chemical work requires care and accuracy and in these respects boys are naturally a source of concern to the responsible chemist. Moreover, the cheapness of child-labor is largely offset by the increase in the expense-account of laboratory materials, caused chiefly by breakages resulting from care¬lessness. WITH the modern trend toward motor drive in coal mines, more careful forethought should be given to future layouts than has usually been done in the past. Both top and bottom equipment of future new mines is likely to differ radically from those of a decade ago. No one is able to predict very far ahead, but provisions can be made to allow for uncertainty. One thing stands out: the mine of the future will be laid out for long life compared to that of the small mine of the past, where an inexpensive top plant, simple equipment, a small timbered shaft, small cars, light rail, hand loading and mule haulage all contributed to a short economical life.

Earlier work1-4 has shown that commercial mild steels under static loading at the lowest natural operating temperatures fracture in a brittle manner only when damaged by a suitable history of straining. Notched and then compressed plates have fractured in subsequent tension at loads as low as 10 pct of the limit load and precompressed smooth bars at a subsequent extensional strain as low as 0.01. The comparison of the average net fracture stress with the flow limit stress was shown to be an excellent criterion of brittle or ductile behavior of mild steel structures when only loads and general stress levels are known. The present investigation shows that the deformation at fracture is a far more sensitive measure of brittleness than the fracture stress. Both criteria, deformation and stress, are used to determine the amount of uniform precompression of two mild steels, ABS-B and Project E-steel, resulting in brittle fracture under the strong constraint of a subsequently machined severe circumferential groove. The fracture stress equaled or exceeded the theoretical flow limit Ól = 2.680., ('based on the elevated yield stress at each prestrain) up to prestrains of about 0.20 and then fell off to about 1 at prestrains of 0.60. Yet a prestrain of only 0.05 reduced the elongation at the shoulders by a factor of about 4. The total plastic elongation of a region surrounding a sharp notch in prestrained steel deternines whether or not fracture will be initiated in large structures, hence is a direct and realistic measure of the remaining ductility and provides an excellent test of the material's resistance to embrittlement. ALMOST all engineering structures of mild steel which failed in service in a so-called "brittle" manner exhibited appreciable local plastic deformation (more than 1 pct) and a mixture of "cleavage" and "shear" fracture surfaces. Furthermore, the peak local stress in an advancing crack is always high. Such simple criteria as pure cleavage, absence of plasticity, or fracture stress, so useful in other fields, are insufficient to characterize brittleness in engineering structures at ordnary temperatures. The "brittle)' behavior of engineering structures is caused by the limited ductility at cracks or notch regions, as shown by recent work at Brown University summarized and extended in Refs. 1 to 4. It was also shown that the local ductility of mild steel may be catastrophically reduced by a suitable strain and temperature history similar to those which may occur in real structures. Localized yielding begins at the notch roots at low loads but is contained by surrounding elastic regions. The plastic strains are hence small. They increase slowly with the load up to the flow limit or limit load for an ideally plastic material. Unrestricted plastic flow then occurs. At such strains the real material locally st rain-hardens and fractures. With work-hardening materials no flow limit exists, and the transition from low to high plastic strains is gradual but increases more rapidly at loads close to the flow limit of an equivalent perfectly plastic material. When the available ductility is sufficient for reaching the limit load, the behavior is normal or "ductile". With insufficient ductility, fracture will occur at a low load and will be defined as "brittle". Accordingly the sufficiency or not of the ductility at a notch is reflected in the magnitude of the fracture load or average net stress as compared with the limit load or flow limit. The application of this criterion gave surprising results. Service failures under semistatic loading occurred mostly below the limit load, hence were "brittle". On the contrary all static tests with undamaged commercial mild steels reached the limit load in spite of the deepest notches and temperatures below Charpy impact transition (say about -30°F or higher). Notched bars showed no brittleness even under fully dynamic axial loading up to 1.5 x107 psi per sec at -23°F and about 2.5 x l06 psi per sec at -ll0°F, but broke in a brittle manner at -200°F and l03 psi per sec.' To propagate a fracture at low load, experimenters had to trigger it by superimposing a strong dynamic impact at a notch cooled by liquid nitrogen as in the Robertson5 or Esso tests.' Once started the cracks would run through warmer regions of smaller stress. Obviously the ductility of the apparently undamaged commercial steels was "sufficient" in the laboratory tests but not in the service fracture, where it must have been reduced by some embrittling procedure of fabrication or service. These conclusions were confirmed by the achievement of low static stress (brittle) fracture initiation in unwelded steel after a local reduction of ductility by simple prestraining. Symmetrically notched plates of undamaged mild steel cooled below the Charpy V-notch transition range were tested in central static tension: Undamaged plates withstood loads of limit intensity, but when subjected to prior in-plane com-pressive prestraining perpendicular to the notch axis and to accelerated aging, the plates fractured completely or partially at very low static loads, as low as one-tenth of the flow limit.2-4 However, damage could not be easily related to the strongly variable prestrain around a sharp notch. MORTON WEBB, Germiston, Transvaal, South Africa (communication to the Secretary*):-The experience of Mr. Boehmer in the Leadville district and his reputation as an engineer assure the interest of anything he may write on the ore-bodies of that district; and all engineers who have operated in Leadville will agree that the theory of the origin of the Leadville deposits, as given by Mr. Emmons in his famous monograph, does not adequately explain the genesis of all the deposits. The solution of the problem does not, however, appear to be quite so simple as Mr. Boehmer would make it; and the advance pamphlet issued by the U. S. Geological Survey, pending the completion of the main report, shows that there is still much ground for controversy. No doubt the later eruptives had a greater influence on the deposition of the ore-bodies than was thought at the time of the first investigation by the Survey; but it has always appeared to me that the influence exerted by these dikes was more in the nature of a physical than a chemical one. The weight of evidence in recent years is mostly in the direction of ascension rather than lateral secretion; and one of the strongest evidences is the fact that most of the ore-bodies lie under one of the comparatively impervious layers which help to make up the structure of these hills. On Iron hill I have found a very persistent white porphyry sheet, split off from the overlying porphyry and lying from 30 to 60 ft. below the main white porphyry and blue limestone contact. This sheet varies from a few to 50 ft. in thickness, and where found adds another "contact" to that region ; some of the largest ore-bodies on Iron hill lie immediately under this sheet. (written discussion ?).-Mr. Sherman's paper, entitled "Measures for Controlling Fires at the Copper Queen Mine," embodies two new and very important features: First, automatic closing of doors communicating with the dangerous area; second, the use of a portable storage-battery fan. His other procedures, such as giving a general fire alarm, getting workmen to the surface, etc., are equally important, but have long been in use in other places. Fire and ventilating doors in connections leading to shafts, air raises, and other large timbered areas, have been in use at other mines; but the method described by Mr. Sherman for operating these doors by compressed air, through a valve on the surface, is, so far as I know, original, and should be installed in every mine where there is danger of fire. Nearly all large mines are now using artificial ventilation, with the result that there are strong air currents in the shafts and other important workings. The most important feature in mine fires is a quick and positive control of the ventilation, for it takes but a few moments for smoke to travel over a large area, with the usual results of suffocation, and destruction of property. A strong air current in an upcast shaft acts as a draft in case of fire, and unless quickly cut off the fire would soon get beyond control. An upcast shaft usually changes to a downcast when large amounts of water are used. Human lives are in more danger from downcast currents, as the smoke travels into the workings.

The Tintic mining districts of central Utah com- prise one of the major silver-lead producing areas in the United States. Ore valued at nearly $450 million has been produced from these districts since the initial discoveries, in 1869, of veins cutting the Silver City monzonite stock. Subsequent production from the famous manto-type "ore runs", which characterize the Main Tintic district, was followed during the past 40 years by discovery of the blind orebodies of the East Tintic district, including the famous Tintic Standard mine and the most recent discovery, the Burgin mine, currently being brought to full production by Kennecott Copper. The occurrence of blind orebodies of exceptional size and grade in both the Main and East Tintic districts has made this area a field laboratory of major importance for the study of geochemical dispersion halos and alteration features associated with known ore, and has led to the discovery of additional concealed orebodies. The larger share of the basic data-gathering and interpretation has been done by members of the U.S. Geological Survey who have been studying the Tintic mining areas since before the turn of the century. These studies have been supplemented and expanded by the geological staffs of the local operating mining companies, by exploration geologists and by students.

As the work carried on by this Company, of which the writer has been in charge for the past two years, is somewhat unique, the following account of it may be of interest, and, on that account, is offered to the Institute without any attempt to claim this practice as the best. Mines. The mines supplying ore to the Company arc situated in three groups: the Guanaco field,.about 80 miles N.E. of the port of Taltal (lat. 25" S., long. 70" 30' W. of Greenwich); the Sierra Overa, about 63 miles S.W. of Taltal; and Paranao, about 42 miles due N. of Taltal (12 miles N. of the small town of Paposo, once famous for its copper-output). Guanaco. This field lies in the center of an absolutely waterless mountainous desert, where not a sign of vegetation can be found for miles. The dryness is such that ivory and horn crack and open, while raw-hide must be used in place of leather, which -would become worthless in a very short time. Water is brought about 21 miles by piping from the Cordillera, but only in small quantities, and costs in the Guanaco $7 (= $1.78 gold) per cubic meter. The railroad haulage system was started at Kennecott's Bingham Mine in 1906 and has remained a prime mover of ore and waste for the succeeding sixty years. As the stripping ratios increased contract stripping on the upper levels of the mine was introduced employing truck and shovel methods. The ore production then was 90,000 tpd. Analysis of expanding the ore production to 108,000 tpd revealed that the increased ore production and continually rising stripping ratio would result in waste production requirements that exceeded the capacity of the rail haulage system above 6290 level. The advent of larger haulage trucks (65-100 tons) in the early 1960's made available to the Bing- ham Mine economic and operating factors which showed truck haul- age to be the best replacement for rail haulage on the upper levels of the mine. As part of that analysis it was concluded that company stripping would replace the contractor stripping in the top area of the mine.

The trite maxim that man is a tool-using animal might nowa-days be amended by saying that man is a tool-choosing animal. The chipped flint, at first all-sufficient, gave way to hammered bronze, and that, in turn, to wrought-iron and steel. As our knowledge of metals increases, we learn to specialize; we temper and anneal; we alloy and intermix; and we fashion for ourselves a metal suitable to our necessities. The knowledge of the properties and uses of the various metals and their alloys has become the capital of every constructive engineer, and the currency of every intelligent brass-founder aid blacksmith. Prom year to year, the specifications of the designer become more rigid, and the steel-maker is forced to study more closely the qualities obtainable by changing the treatment, or altering the composition, of his metal. Of making alloys there is no end. We have heard much, during the last decade, of manganese-steel and chrome-steel, of aluminum and tungsten, of titanium- and silicon- and copper-steels, and of every conceivable union into which steel could be coerced or cajoled. Without denying to each of these alloys novel and valuable properties, it. must be admitted that, of all alloys, the one which shows the greatest range of adaptability, and has met the largest measure of popular approval, is nickel-steel. Introduced to public notice by Mr. Riley, in 1889, its field of usefulness has been rapidly enlarged, until, at the present day, the use of nickel-steel is as thoroughly recognized as that of carbon- or manganese-steel. Concerning the properties of nickel-steel numerous articles have appeared in the technical journals. THE transformation from the face-centered cubic (Al) to the face-centered tetragonal (A6) structure in certain alloys of the indium-thallium system reported in the preceding paper1 exhibits many interesting crystallographic and metallo-graphic features, most of which presumably are similar to those of other cubic to tetragonal transformation such as, for example, the one which occurs in the chromium-manganese system,2 the one which, judging by microstructures and X-ray pat-terns,3 probably occurs in the copper-manganese system, the ones accompanying ordering in FePt,4 Copt,&apos; and AuCu,5 and the transformation near 115°C in barium titanate.6,7,8 If, as mentioned in ref. 1, the transformation is second order, the phases in equilibrium do not differ in composition, and it is both possible and likely that the mechanism is a diffusionless one. The present paper reports the results of a detailed study of the indium-thallium transformation and presents a theory for the atomic movements of the transformation which accounts for the observations. Experimental Crystallography of Transformation Markings The transformation from cubic to tetragonal in the indium-thallium alloys produces microstruc-tures of the type illustrated in fig. 1. These structures are observable either as relief effects produced on a smooth surface by the transformation, or after polishing and etching. These microstruc-tures are markedly similar to those found in copper-manganese alloys: iron-platinum alloys," and barium titanate,7,8 where it has been demonstrated that the lamellae are parallel to the (101) planes of the original cubic crystal. That the observed lamellae in indium-thallium alloys are also parallel to the (101) planes was proved by the following analyses performed on single grains in polycrystal-line samples containing 20.75 atomic pct T1. A study of the microstructures of a number of specimens revealed the fact that in many specimens the transformation markings continued unchanged in direction across the (111) interfaces of annealing twins. This at once demonstrates that the lamellae are parallel to a plane that is common to both parent and twin orientations, i.e., a plane in the zone <112>. This conclusion is compatible with the lamellae being parallel to (101) planes. To make a more complete determination of the habit plane of the lamellae, two grains were selected in which annealing twins ({Ill) twins) had been present in the high-temperature modification (cubic). The traces of the annealing twins, and of the transformation markings in both parent and twin crystals, were plotted together in stereographic projection, and a parent-twin pair of orientations was found that accounted for all lamellae as (101) planes. The projection of one of these twinned grains is reproduced in fig. 2. In view of these results the probability of there being another solution for the habit plane remote from (101) is very small, but to explore the possibility that the habit plane deviates slightly from (101), a more precise analysis was undertaken. In this, the orientation of a grain in the cubic modification was determined from a Laue back-reflection photograph taken with the sample at 90°C.
