There are well recognized procedures for determining the various tensile, fatigue, and other mechanical properties of the common structural materials. This makes it possible for engineers to design structures of various materials which have adequate initial strength to stand the stresses to which they are subjected in service. There is also considerable general information about protective measures suitable for protecting the usual structural materials from the effects of ordinary environments. However, often insufficient quantitative information is available on the combined effects of stress and corrosion to permit the designer satisfactorily to appraise the structure from the stress-corrosion standpoint. This situation is further complicated by the fact that the stresses causing stress¬corrosion failures are usually not the design stresses but rather the residual forming and assembly stresses which are generally of unknown magnitudes. Thus, tests which will rapidly evaluate the susceptibility of materials to stress-cor¬rosion failures are extremely useful. Of particular value are tests which can be applied to built-up structures as well as to simple specimens, since, as mentioned above, residual stresses often are caused by fabricating procedures and assembly operations. THE copper-zinc phase equilibrium diagram has been the sub-ject of many investigations. Until recently, however, the boundary of the terminal solid solution of copper in zinc (eta) has not been thoroughly investigated. This paper reports determinations of the solid solubility of copper in zinc at temperatures from 100° to 400° C., the course of the liquidus and solidus for the eta solid solution and determinations of the peritectic temperature and peritectic point for the reaction between epsilon and the melt to form eta. The liquidus of the eta phase was determined by thermal analysis and the solidus by the microscopical examination of specimens quenched from temperatures above and below the solidus. The temperature of the peritectic horizontal was obtained by thermal analysis and the com-position at the peritectic point was determined by extrapolation of the solid solubility boundary of the eta phase to the peritectic horizontal. The solid solubility boundary of the eta solid solution was investigated very carefully. Particular care was used to achieve equilibrium in the alloys at each temperature selected. The X-ray, electrical con-ductivity and microscopical methods were used in determining the solid solubility limits. The X-ray method measures the changes in the solvent lattice with increasing solute content and in this manner locates the composition of the alloy at which no further change in the solvent lattice takes place, the limit of solid solubility. The method of electrical conductivity measures the conductivity of the alloys of a graded series of compositions, whereby the solubility limit is indicated by a discontinuity in the conductivity-

Possible interactions of the perfect dislocations of six slip systems or the c dislocation with the (10i2f (ioii), {ioIi}(ioiZ), {1122}(1123), and {1121}(ii26) type twins in hcp metals have been analyzed from the crystallographic and the energetic points of view. Twenty-six distinct types of possible interactions were identified, and those selected based on crystallographic constraints were examined for their energetic feasibilities by use of the anisotropic energy factors. No long-range elastic interaction exists for a dislocation when its Burgers vector is parallel to the twin interface. Under a suitable applied stress, a screw dislocation can cross slip at the twin interface. For basal mixed dislocations in cadmium and zinc, the interaction with {1012} twins is found to be attractive, indicating that incorporation of these dislocations into the twins is energetically feasible and that twin growth will result. On the other hand, the interaction between both basal and Prism mixed dislocations and the {1012} and (1121) twins is found to be repulsive in Mg, Co, Re, Zr, Ti, Hf, and Be. This indicates that under an applied stress a local stress concentration will develop due to a dislocation pileup at the interface, which may result in a site for either the nucleation of other twins or the formation of a crack, depending on the cleavage strength. WHEN a metal undergoes plastic deformation, a certain configuration of slip dislocations will result in a state of dislocation pileup against an obstacle. The stress concentration thus developed may enhance the process of twin nucleation and also twin growth. Furthermore, once formed and dispersed in the crystal, twins can act as effective barriers against slip dislocations. The degree of such mutual influence or interrelation between slip and twinning is generally known to be pronounced in the case of hcp, metals. It is also known that deformation by twinning occurs more commonly in hexagonal metals than in cubic metals. In fact, under suitable stress states, all hexagonal metals exhibit {1012) <1011> type twinning.&apos; In addition to this common type, deformation by (1151) <1126> type twinning occurs in zirconium, titanium, and rhenium, which show remarkable ductility.&apos; The importance of twinning during general deformation to the ductility of hcp polycrystals has been briefly discussed in recent review works.2&apos;3 The purpose of this paper is to analyze the interaction between slip dislocations and twins in the hcp structure and to discuss the nucleation and growth processes of twinning and the role of twinning in the <"°" noil) o, 1/3[112O] (OOO2) 1/3[1123] Fig. l—-Slip systems in hcp structure. ductility of hexagonal metals. The problem will be discussed from the geometric and the energetic points of view in a manner similar to that of the previous work on zinc.4 Since hcp crystals deform by several slip and twin systems, numerous interactions result as possibilities. The Burgers vectors of six slip systems and the c dislocation shown in Fig. 1 and the four twin systems listed in Table I are considered here. A complete tabulation of the possible interactions is followed by discussion of those that are more likely to occur on the basis of crystallographic constraints and energetic considerations. 1) CRYSTALLOGRAPHY OF TWINNING The crystallographic elements, K1, K2, n1, and n2, for the four compound twin systems are now well established.= A unit cell with the base vectors n1, and n2 is shown in Fig. 2 for each twin system. The unit cell before twinning is shown in solid line, and the corresponding unit cell after twinning is shown in dashed line. Also shown in Fig. 2 are the following crystallographic parameters: S is the plane of shear, d the interspacing of the twin habit planes K1,Ø Iis the acute angle between n1, and n 2, e is a numerical factor, and q is the number of K, lattice planes intersected by 17&apos;. These parameters can be expressed in terms of the axial ratio, y = c/a, as listed in Table 11. The macroscopic shear strain of twinning, s, and the magnitude of a "unit twin dis-l~cation,"4 bt, are also expressed in terms of y and given in Table 11. In Table 11, K1 and q1 are given in both Miller-Bravais and Miller indices. In double lattice structures, shuffling of atoms in addition to a homogeneous shear of the lattice is generally required if the original crystal structure is to be restored after twinning. (Cleveland Meeting, October, 1912) THE following notes are submitted in the belief that they may interest some of the many owners of small water-power plants, so generally used in mining-work throughout the West. A small and somewhat primitive quartz-mill was taken over by a leasing company, and a 10-stamp battery was installed. Originally, power had been furnished by a Pelton wheel ; but, since the supply of water depended on the rate at which snow was melting on the mountains, a steam-plant had been added to help out during cold spells. This auxiliary plant was antiquated and expensive to operate, and, soon after starting up the remodeled mill, it broke down completely; so that it became necessary to get all the power possible out of the Pelton wheel,. with its ever-varying water-supply. The pipe-line, about a quarter of a mile long, was made up. of assorted sizes, from 7 to 11 in. in diameter; and, since it was buried deep under snow, there were no data from which to calculate the theoretical size of the nozzle. The stream being at this time at a low stage, it was important to make the most efficient use of the available water. This was done by using a nozzle large enough to pass the whole supply-taking care, however, to limit the size so as not to lower the water-level in the tank at the head of the pipe-line. As the weather became warmer, the nozzles were gradually enlarged to meet the increasing volume of water; but a point was finally reached where further enlargement only gave decreased power. Evidently the loss from friction had more than balanced the gain from the increased flow through the pipe. However, the area of nozzle that developed the, maximum power from the pipe-line had been found. This was used; and the surplus water was allowed to run to waste at the head of the line.

THERE have already been so many subjects of a purely mechanical nature presented to the Institute of Mining Engineers, that it is unnecessary for me to apologize for adding another to the list. When a new invention, or what is supposed to be a new invention, claiming simply an improvement on the well-known devices, is to be described, it is usual to point out the defects of the old and give a history of the object or the art up to date. But, as no doubt a large proportion of the members of this Institute know as much, or more, about the history and use of the steam-engine indicator than I do myself, I will not further preface the subject, than to remind you that what called for the Richards&apos;s improvement on the Watt&apos;s indicator was high speed ; that the leading improvement was the reduction of momentum in the reciprocating parts; and that this was accomplished by making the parts lighter, and reducing the travel of the heaviest of them, and consequently the speed and momentum. The use of the indicator has been extended, for the speed of steam-engines and other prime movers has been increased, until one engineer at least, John Cooper, of Philadelphia, says, "I want an indicator that will work up to a thousand revolutions." Mr. Thompson, of the Buckeye Steam-Engine Company, of Salem, Ohio, has improved on the Richards&apos;s indicator by another reduction in the momentum, which is done by putting the parallel motion nearer the fulcrum of the pencil arm, reducing both weight and travel. The characteristic feature of the indicator I am going to illustrate is a still further reduction in the same direction, which is accomplished by dispensing with the parallel motion altogether. An evaluation of the operating performance of a recently designed pneumatic centrifugal classifier is presented. This classifier has been modified from a separate air and feed input design to an entrained solids in air feed input. The evaluation first required determining the size distributions for the three streams (feed, fine, and coarse). Using size distribution data and mass flow rates, a size selectivity curve was calculated for each operating condition tested. This curve, in turn, was characterized by appropriate selectivity parameters (i.e., the equiprobable or cut size, the sharpness index, and the apparent bypass values). The variation of these parameters with classifier operating conditions was examined. From these evaluations, the "best" operating conditions for the classifier were then determined.

Dislocation half-loops, artificially introduced by sprinkling with carborundum, were subjected to stress using three-point loading. The different stages of loop expansion and multiplication were then correlated with the macroscopic stress-deflection curve. Loop expansion started at approximately one-third of the "yield stress," defined here as the motivation stress. Above one-half of the "yield stress" simple multiplication commenced while about two-thirds of the yield stress gross multiplication developed short slip-line segments. These values were not affected by the age of surfaces exposed to both dry and wet air. Slip was not detected on unsprinkled crystals below two-thirds of the "yield stress." Thus the stress to activate intrinsic sources, defined here as the activation stress, was approximately twice the motivation stress. This relationship was independent of the strain rate used. It is concluded that lattice resistance takes the form of a viscous drag rather than a static type of force. THE importance of surface condition and environment as one of the more significant factors controlling the mechanical properties of ionic solids has recently received renewed attention.1-4 In some materials, notably the alkali halides, exposing freshly cleaved specimens to the atmosphere results in a progressive hardening and embrittlement of the crystals. This has been attributed to the surface layer becoming "aged," thereby restricting the motion of dislocations in such a way that pileup and eventually fracture results. It is necessary therefore in studying the mechanical properties of ionic crystals to inquire first into the density and distribution of dislocations in the normal cleaved surface and to understand the role these dislocations play in the onset of plastic flow. Knowledge of the effect of environment on this behavior will then assist in understanding the mechanism of embrittlement on aging. In the work reported here a method is described for studying the initiation of plastic flow from dislocation sources in the surface of magnesium oxide crystals. Preliminary results are described of the influence of surface age on this behavior. EXPERIMENTAL TECHNIQUES The magnesium oxide used in this investigation was obtained from the Norton Co. and had a nominal purity of 99.5.pct. Single-crystal specimens, having dimensions typically 1/4 by 1/8 in. cross section and 1 in. in length, were prepared by cleavage over (100) planes from the parent crystal. They were deformed under three-point loading with 3/4 in. spacing between the two end supports and a constant rate of deflection at the center of 0.001 in. per min. The maximum strain rate therefore was 1.5 X 10-5 sec-1. Reasons for choosing this particular form of loading will become apparent in a later section. In addition, a number of confirmatory type tests have been performed at higher loading rates where the maximum strain rate was increased to 1 x 10-3 sec -1. Following deformation the crystals were etched to reveal the dislocation distribution. In a previous paper5 we described a satisfactory etching solution consisting of 5 parts of saturated ammonium chloride, one part of sulfuric acid, and one part distilled water. Immersion of the crystals for 1/4 hr at room temperature developed reproducible conical etch pits at the points where dislocations emerged through the surface. It should be mentioned that dislocations freshly introduced by room temperature deformation gave sharply pointed etch pits which generally distinguished them from the almost flat-bottomed pits obtained on "grown-in" dislocations. The distinction is obvious in the photomicrograph included in Fig. 5(b). Annealing crystals at 1000°C for 12 hr on the other hand gave sharper etch pits on the grown-in dislocations and the distinction was no lower -possible; a similar observation has been reported for lithium fluoride. We have succeeded furthermore in chemically polishing magnesium-oxide crystals. Boiling in fresh 85 pct ortho-phosphoric acid for only 1 min resulted in a microscopically smooth surface which could again be etched to reexamine the dislocation distribution. This boiling time was sufficient to remove the surface damage introduced by cleavage (see next section). In reheating quenched steel to remove part of the hardness, the softening effect has generally been considered to be a function of temperature and time. The temperature effect is well known, and long before pyrometers were heard of the blacksmith was able to do a good job of tempering, by rule-of-thumb methods and experience in judging temperatures. Modern conditions, which demand steel that will withstand the severest tests, require that the heat treatment be carried out with every possible precaution to secure the best results obtainable. Pyrometers and heat-treatment furnaces of many types are on the market and improvements are continually being made so that it is now possible to regulate the temperature in heat treatment very accurately. There is still a question regarding the time that the steel should be subjected to treatment. It is customary with all operators to insure the desired temperature throughout the specimen and it is generally supposed that a longer treatment of a hardened steel produces a further softening but there are few published figures showing the exact effect of time of treatment at constant temperature. A search of the literature disclosed several brief statements that the tempering effect was a function of both time and temperature, but in no case were any figures given. The opinion is very generally held that the well-know tempering colors are accurate indicators of the degree of tempering. This is disputed by Brearley (The Heat Treatment of Tool Steel, page 102) who states: It has been said that the result would be the same in respect to both hardness and other properties whether the colors were obtained by a shorter heating at a higher temperature or a longer heating at a lower one. This, to say the least, is a very doubtful conclusion, and is certainly not borne out by mechanical tests on oil-hardened and tempered motor car steels which, after tempering for periods varying from 15 min. to 2 hr., show no very great bifferences. The present investigation had for its object the obtaining of some definite data regarding the effect of time, which might serve as a guide to those engaged in the heat treatment of steel. Mr. Chairman, Fellow Members and Guests, our chairman this morning got over into the geneological field, so perhaps I may be pardoned if I revert to some of my ancestral training and give you a text. I always like to talk about some special little text that may illustrate what we want to say. So the text that I will take for this afternoon is a very simple one, "Win the War." That is the guide for all of our actions, or should be. We should question everything we do to see what it does to contribute to winning the war. If we fail to do that, nothing else is going to count. On the wall of the office of one of the branch chiefs in the Copper Division in Washington there is a little slogan which I think we should take very deeply to heart, "The difficult we do right away. The impossible takes a little longer." I think that is a very good guide for us to follow in the work that lies ahead of us in the metallurgical field and in the handling of these secondary metals and the things that result therefrom. My subject is "Conservation and Specifications." Some people would wonder just where that fits in, and how you might define "conservation." One very good definition would be "the utmost use of our resources." If you will pardon my going back to some of my earlier experience for a little simile, those of you who know me know that for ten years after the last war I was in the railroad business. If we are with the engineman in a cab, and we have a green signal ahead of us, that is a clear signal and tells us to proceed at full authorized speed. Now suppose we come to a yellow signal that is caution, slow down to one-half authorized speed and be prepared to stop. Now if you do slow down, the chances are that that obstruction that was ahead of you will move out of the road, and you may get another yellow or caution signal at the next block, and be able to keep going at a slow speed. As of the date of Pearl Harbor our tin supply took on a very yellow tinge, and it threw the caution sign right in our faces. If we had not heeded that sign, and cut down our consumption of tin, we would not have any today; but because we have done so we are in a much better position today than we were a year ago, that is comparing our visible supply with our present rate of consumption as contrasted with the visible supply a year ago and our then rate of consumption.

TWENTY-TWO sections and all four of the divisions sent delegates to the annual meeting. They became so interested in the wide ranging dis6ussion of old and yet ever-new problems of Institute affairs that three instead of two sessions scheduled were necessary. Monday morning the meeting assembled with President Bassett presiding in the absence of President-elect Tally, who had been called to Baltimore by the serious illness of a brother. Thursday morning Vice-president Turner presided until Mr. Tally appeared after which the latter guided the sessions. Since reports from all of the active sections save one had been mimeographed and sent in advance to the delegates, detailed reports from each were dispensed with. The discussions dealt largely with membership problems, both local and national, with financing, speakers and programs, visits from national officers, and the conduct of the annual meeting. Many interesting and constructive suggestions were made and will be reported back to the sections by the delegates.

Bethlehem, Pa.-In discussing the question personally with Mr. Matteson I have found that he simply proposed this as a suggestion and he recognizes, as well as a great many other oil geologists and oil operators, that to put into practice such a suggestion would mean the overcoming of many difficulties. Yet perhaps it may be possible to overcome the various objections that may be offered. Undoubtedly one of the most serious objections is that of incomplete and inaccurate well records. Faulty records are worse than no records at all. Perhaps, however, definite instructions and insistence on their observation may remedy this defect after a time. THE CHAIRMAN (M. L. REQUA, San Francisco, Cal.).-This subject is a. very important one, but just how far the National Government can go in .taking action is a question: It involves, of course, the question of State rights. California, I .think, has done very well up to date and probably will do better in the future. The law that was passed at the session of the Legislature 2 years ago is working as satisfactorily as anything of that kind can work with so little experience to guide the framers of the statute. We recognize in California the vital necessity of conserving the oil of the State. We have come to the conclusion that there is not as much oil ,in California as we thought there was. In the month of December the State drew on its oil stocks to- the extent of 1,800,000 bbl. and I think that the January statistics will show probably as much more. There is more or less of a.: panic at the present time among the large marketing concerns regarding the question as to where they are going to get their oil for future requirements

Two-axle trucks operate continuously over the road- way but the asphalt top shows none of the wash- board wear usually seen on dirt haulage roads during use by heavy vehicles. The following data cover construction of this road, and results of its use by Asarco and Isbell Construction Co., the road&apos;s builder.

Over a period of years the writer has presented a number of studies1 on various aspects of proration, in a progressive attempt to analyze critically and constructively the economic complexities of this interesting institution, which in a decade has revolutionized the economics of oil production in the United States. In the course of the investigations leading to these papers, the changing nature of proration and the principles underlying its evolution have gradually become clear, so that it is now possible to depart from the analytical method and to construct a synthesis of the steps that, if furthered by the industry, should carry proration past the economic hazards that still surround it to the goal of maximizing the value of the petroleum resource to the industry and the public alike. Nature of Proration Proration literally means the allocation of demand among competing producers on a pro rata basis, but the term now carries a much broader significance for it is employed to describe the entire process by which the production of crude oil in the United States is regulated. There is naturally much confusion of thought on the subject, for proration is an evolving system of control based upon principles of conservation and equity and embracing a body of practices that are tending to adjust themselves to the needs of the situation but are subjected to varying and divergent influences in the process. As it is now constituted, proration is a planned production measure designed to prevent waste, insure ratable takings, and balance supply and demand. The procedure is administered by State regulatory bodies through use of the police power of the States under authority of State conservation laws; the practice is supported by a considerable degree of voluntary conformance on the part of operators; and the Federal Government has accorded its cooperation by providing advisory quotas, circumscribing imports, checking movements of hot

AT A MEETING of the Shareholders of the Russo-Asiatic Cons. Ltd., in London, Oct. 23, 1922, LESLIE URQUHART, chairman of the com- pany made the following statement:* I come now to our recent negotiations with the Soviet Government and to the agreement which has resulted from them. You will remember that the conference at The Hague broke up without having achieved anything very definite. It was not, however, a failure. It elicited from M. Litvinoff an offer which will, I think, come to be regarded as a milestone in the progress of Russia from a ruinous and unpracticable Communism towards a modified form of capitalism. The offer made by M. Litvinoff at The Hague amounted in effect to this: that in return for political recognition on our part the Soviet Government would first acknowl-edge its liability for Russia&apos;s national foreign debts, and, secondly, would give the original foreign owners of property in Russia effective compensation. A very great advance that. It showed-and there have been many other signs to confirm it-how real and persistent has been the internal evolution of Russia during the past year from Marxism to the economics of the Western world. I will not now detain you with the reasons why M. Litvinoff&apos;s highly promising and significant offer came to nothing. The fact that it had been made and the further fact that The Hague Conference had separated indefinitely were the important things. The first fact seemed to indicate that the Soviet rulers, after all, proved to be people with whom one could do business. The second fact rather emphatically showed that the way to do business with them was not by unwieldy poly-glot conferences of ministers, officials and experts representing a few dozen different governments and a few dozen different sets of national interests. That method had been tried at Genoa. It was tried again at The Hague. Each time it failed, and having failed it left the road clear for a simpler and more direct approach.

It has been generally recognized that, owing to the extreme friability of galena, fine grinding has a tendency to cause excessive sliming of the mineral, so operators of lead mills have attempted to avoid this condition by commencing concentration at as coarse sizes as any mineral is freed. Jigging has been the basis of the milling process, making a clean coarse concentrate and a large amount of tailing, which was considered sufficiently low-grade to be rejected. However, developments and improvements in concentration processes are everywhere changing the low-grade tailing of yesterday into material worth re-treating today. Investigations of the work of the Hancock jig on the Bonne Terre ore have shown that the best results to be expected will give a tailing assaying 0.75 per cent. lead; the average for all conditions and grades of ore will be between 0.80 and 0.90 per cent. By crushing the jig tailings in ball-mills and retreating by tables and flotation, a tailing of considerably lower grade can be made; the problem then becomes an economic one of increased crushing costs versus higher recovery. In considering the entire elimination of jigging, the increascd smelting charges due to a greater amount of slime galena will be counterbalanced by the lower operating cost, increased recovery, and the many advantages of a simpler flow sheet. In developing these problems in the Bonne Terre mill of the St. Joseph Lead Co., a long series of tests has been carried out covering every stage of crushing and concentration, and a large number of possible flow sheets were considered and tried. Only the final results and a few comparisons will be given here. At the same time, a careful and detailed cost-keeping system has enabled us to compare milling costs with the various Bow sheets, and to calculate the economics of the problem with great accuracy. Concentration Problem The ore occurs as widely scattered deposits of galena disseminated through limestone; it has a specific gravity of 2.8 and the following composition: Pb, 4.00 per cent.; Fe, 3.00 per cent.; Zn, 0.32 per cent.; S, 3.10 per cent.; MnO2, 0.73 per cent.; SiO2, 4.20 per cent.; Al2O3, 3.20 per cent ; CaO, 28.60 per cent.; MgO, 16.85 per cent.; CO2, 36.00 per

HAPPILY, a large group of the non-ferrous fraternity have long valued a personal association with the new Chairman of the Institute of Metals Division. Many others who will meet him, either officially or unofficially this year, will find themselves sharing the enthusiasm with which he has been welcomed to his new office. Albert A. Smith, Jr., was born at Butler, N. J., on Dec. 28, 1904, and moved to New Haven in time to initiate his preparation for Yale University on the home grounds. After receiving a B.S. degree cum laude in 1926, he stayed on for graduate work at the Hammond Laboratory under C. H. Mathewson, and was awarded an M.S. degree in 1928.
