THE sinking of a new shaft at the Newport mine, Ironwood, Mich., was started in May 1931 and completed on Aug. 3, 1932. During this period, 2665 ft. of shaft in granite was completed, at, an average advance of 6 ft. per 24 hr. In November of 1930, experimental work was con-ducted oil 65 ft. of shaft through 22 ft. of overburden where ledge was encountered, and this work convinced the operators that all drilling could be clone with vertical holes with the blasting relief to a 4 ½ -in. hole drilled vertically in the center of the cut. The reason for not adopting the conventional V-cut was to get away from damaging the shaft steel. The blasting in a V-cut naturally tends to throw the broken material upward, but with the cut as adopted the relief was in a horizontal direction to a large extent. The scheme of mucking employed made it necessary to keep the steel shaft sets within 511 ft. of the bottom at all times. This could not be clone without serious damage with a V-cut when blasting in granite. The cut as drilled also broke 10.53 ft. per round of drilling, which was considerably more than the experience with a V-cut in the sane material. The extended cut reduced proportionately the delays for charging, blowing smoke and handling drilling equipment in the shaft. Another advantage was the ease in drilling vertical over inclined holes, and the preservation of the proper spacing of the drill holes at the bottom of the cut.

Since World War II, U. S. chemical companies have loosed a flood of synthetic organic insecticides. These synthetics fall into two broad categories. DDT is the best known of the chlorinated hydro- carbons and Parathion is the most famous (or infamous) of the organic phosphate nerve gas type. Insecticide poisons are not applied at full strength but as dilute sprays or dusts. This permits a broader and more efficient distribution of the active killer.

A description of the methods used in driving two tunnels, 2 miles long each, one a 9-ft. and the other a 19-ft. diameter section, for the Owyhee Irrigation Project, Oregon. One heading of the smaller tunnel was driven 1315 ft. in 73 shifts in one month and 10,966 ft. of this section completed in ll½ months using two shifts for eight months and three shifts the rest of the time. This is a good illustration of the proper use of a mechanical shovel and the importance of careful selection of supplernentary equipment to secure best results. Large cars, speedier and heavier locomotives, 36-in. gage track of 45-lb. rail, and a good switching method increased actual shoveling time and cut down muck removal period about 45 minutes from average. The larger tunnel, after trying out standard electric revolving shovels of both the rail mounting and caterpillar tread types, was excavated with a mechanical mucker. This is the first time that a tunnel of so large a section has been handled this way. This record work was accomplished without drill carriages.

The problem of mine pumping is so much affected by local conditions, and those conditions are so liable to changes during the life of a mine, that the best system to use is difficult to determine. The experience of the writer has been that, in general, for copper mines, electric pumping is most satisfactory unless the quantity of water to be pumped is great or the mine does not use electric power for any other purpose. As a rule, however, figuring on the cost of necessary power plant, the total cost of installation is greater with electric pumps than steam pumps. As the water is liable to be gritty, outside-packed plunger pumps are to be recommended, and if the water is not acid, or only slightly so, chilled cast-iron plungers pay for their extra cost very quickly in diminished cost of packing. With chilled plungers it is possible to use metallic packing instead of soft packing, if the water is not too gritty or the lift too high. In vertical pumps this packing is satisfactory for lifts up to 400 ft., in the experience of the writer, and may be found satisfactory for higher lifts. For water slightly acid, cement-lined pump bodies have given good satisfaction. For acid water, both plungers and puhp bodies should be made of acid-resisting bronze. For high lifts, especially with gritty water, a satisfactory pump valve is difficult to find. To reduce the unbalanced pressure on the valve at time of opening it is advisable to have narrow seats; this, however, brings high pressures on the seats when the valve is closed. On large valves for lifts of 600 to 1,000 ft. we have used leather, hard rubber, vulcanized fiber, and soft brass; for clear water the latter has given best satisfaction. The difficulties due to grit make it advisable to have large sumps where water can settle, and if possible, to have two of them so that they can be cleaned alternately. At the mines of the Old Dominion Copper Mining & Smelting Co., Globe, it was found that a small air ejector discharging into a mine car provides a very convenient way to clean mud and sand from a sump.

THE need for a practical method of deciding upon new alloy steel analyses to widen its markets was the problem facing the Chrome Steel Works at the beginning of 1927. In addition to determining the physical properties of the alloys under consideration, it was necessary to test their value in service. Small melts of steel in a crucible, from which test specimens could be made, were insufficient to determine more than physical properties, therefore actual castings and ingots had to be made before the products could be placed in service. Furthermore, to save further experimental work, it was desirable that these heats should be made on a "pilot" basis; that is, actually duplicating regular open-hearth furnace practice. Therefore a one-ton (2000-lb.) acid open-hearth furnace was built. FURNACE DESIGN There are no special features in the design of this furnace. Standard acid open-hearth practice is followed, with the reproportioning of the dimensions necessitated by its small size; notably, a considerably increased length in proportion to width in order to get proper flame propagation. After the first heat was made it was found that the checkers were insufficient. The checker chambers were increased in size and the checker openings were made much smaller. The furnace was started late in March, 1927, and made 65 heats. Experimental work was then stopped until the data accumulated could be worked up and summarized. The run was resumed in November and the furnace is still operating, having made at this writing 60 additional heats. For the last series of runs, there was some rebuilding of both the furnace itself and the checkers. Slag pockets were added. Fig. 1 shows details of construction; Fig. 2, the, general appearance. All designing was done by the operating and engineering staff. Construction materials were those available around the plant. The reversing valve is a standard butterfly type taken from an old furnace.

SILICON is the most commonly used deoxidizer and an important alloying element in steelmak-ing; hence a detailed study of this element in liquid iron containing oxygen is of considerable interest. The equilibrium between silicon and oxygen in liquid iron has been studied by a number of investigators but generally with inconclusive or incomplete results. The variation of the activity coefficients of silicon and oxygen with composition is entirely unknown. Published investigations deal with the reaction of dissolved oxygen with silicon in liquid iron and the results are expressed in terms of a deoxidation product. For consistency and convenience in comparison of the published information, the deoxidation product as referred to the following reaction is expressed in terms of the percentage by weight of silicon and oxygen in the melt in equilibrium with solid silica: SiO (s) = Si + 2 O; K'l = [% Si] [% 012 [I] Theoretical attempts to calculate the deoxidation constant for silicon in liquid iron from the free energies of various reactions yielded results which were invariably lower than the experimental values. Thus, the deoxidation "constants" calculated by McCance,1,2 Feild,3 Schenck, and Chipman were of the order of 10, which is below the experimental values by a factor of more than 10. Experiments of Herty and coworkers" in the laboratory and steel plant resulted in an average deoxidation constant of 0.82x10 ' at about 1600°C. The technique employed in their investigation was crude and the reported temperature was quite uncertain. The concentration of silicon was obtained by subtracting silicon in the inclusions from the total. Since at least some of the inclusions resulting from chilling must represent a fraction of the silicon in solution at high temperatures, such a subtraction is not justifiable. Results of Schenck4 for K'1 from acid open-hearth plant data yielded a value of 2.8x10-5, which was later revised as 1.24x10 at 1600°C. Similarly Schenck and Bruggemann7 obtained 1.76x10-5 at 1600OC. The discrepancies and errors involved in the acid open-hearth plant data as compared with the results of more reliable laboratory techniques were attributed by these authors to the lack of equilibrium and the impurities in liquid metal and slag, and are sufficiently discussed elsewhere." Korber and Oelsen" investigated the relation between dissolved oxygen and silicon in liquid iron covered with silica-saturated slags containing varying concentrations of MnO and FeO. The deoxidation products obtained by their method scatter considerably, and their chosen average values of 1.34x10, 3.6x10-5, and 10.6x10-5 1550°, 1600°, and 1650°C, respectively, represent the best experimental results which were available until quite recently. Darken's10 plant data from a steel bath agree approximately with their data at 1575° to 1625°C. Zapffe and Sims" investigated the reaction of H2O and H2 with liquid iron containing less than 1 pct Si and obtained deoxidation products varying by a factor of more than 20. Inadequate gas-metal contact and lack of stirring in the metal bath should require a longer period of time than the 1 to 5.5 hr which they allowed for the attainment of equilibrium. Furthermore, their oxygen analyses were incomplete and irregular and confined to a few unsatisfactory preliminary samples. Their results did indeed indicate that the activity coefficient of oxygen is decreased by the presence of silicon, although they made no such simple statement. They chose to attempt to account for their anomalous data by the unlikely hypothesis that SiO is dissolved in the melt. Hilty and Crafts" investigated the reaction of liquid iron with acid slags under an atmosphere of argon, making careful determinations of silicon and oxygen contents at several temperatures. Despite erroneous interpretation of the data at very low silicon concentrations, their data represent the most dependable information on this equilibrium that has been published. In the range 0.1 to 1.0 pct Si, their data yield the following values for the deoxidation product: 1.6x10-5, 3.0x10- ', and 5.3x10 at 1550°, 1600°, and 1650°C, respectively. The purpose of the work described herein was to study the equilibrium represented by eq 1 as well as the following reactions, all in the presence of solid silica: SiO2 (s) + 2H2 (g) = Si + 2H2O (g);

Many experimental and theoretical investigations have been made on the processes involved in annealing and recrystallization of metals. Most of these, however, have treated the time element as constant and heat-treatments used have been for relatively short times. Aside from the early work by Carpenter and Elam,' the few that have investigated the effect of time on the processes have usually done so for fairly short time periods. During recent years the growing interest in long-time creep properties of metals and alloys under stress has made increasingly important a better knowledge of the recrystallization during prolonged heating. The recrystallization temperature of 70-30 brass given by Clark and White" in 1932 was somewhat above 400°F. (204°C.) but under 500" (260°C.), whereas in our laboratory recrystallization has been observed in creep specimens at 204°C., the lowest temperature of Clark and White's range. Since the creep properties are quite different above and below the recrystallization temperature, erroneous conclusions can readily be drawn by the application of short-time recrystallization data to creep problems. It was thus considered of both practical and theoretical value to make long-time annealing studies near the minimum recrystallization temperature. In this way useful additions could be made to data on recrystallization temperatures and, since the reactions in this range are relatively slow, additional insight could be obtained into the factors involved in annealing. Several comprehensive reviews of recrystallization processes have been written,3-6 therefore only a brief review of the generally accepted facts will be given here. Though the effects of heat-treatment usually are expressed as related to observations with varying temperatures, it is logical to assume that the same order of occurrence will exist with time as a variable. Thus, we may postulate that with increasing time we mill observe the following

At today's mineral prices, unproductive or low productive work in any underground mine must be kept at a minimum to insure a profit. Improper level and raise spacing can be one of the contributing factors to high production costs, and little can be done to reduce these costs after the spacing interval has been chosen. The objective in selecting level spacing is to find the most desirable interval which produces ore at the least cost per ton while still operating within the highest margins of safety and efficiency to the workmen. In addition, maximum possible recovery of ore under the conditions must be attained.

NOTEWORTHY because of the amount of explosives used, the tonnage broken, and the wide range involved both vertically and laterally, was a large underground blast fired last November at the Hidden Creek mine, Anyox, B. C. Stoping methods and mining prac¬tices at the Hidden Creek mine have previously been described in the technical press. Earlier mining methods employed included shrinkage stoping, glory-holing, and "spiral" stoping. The latter especially has been a practice peculiar to the Granby company, having been used for years at its Phoenix mines and later at the Anyox property where conditions as to size of orebodies and strength of ground both in the ore and walls were similar. These methods all leave tremendous excavations supported at key points by pillars and braces that may only be safely mined by big blasts.

THE problem of extracting alumina from clay and low-grade bauxites has been the subject of considerable interest for some time. The basic reason, of course, lies in the fact that known reserves of high-grade bauxite are not inexhaustible and that the present commercial process cannot successfully cope with low-grade bauxites or clay. Ultimately it may be necessary to use these poorer raw materials for all commercial operations. An unprecedented demand for aluminum during the war emergency and the constantly threatened shortage of imported bauxite caused the United States Government to take an active role in this problem. Through the National Academy of Sciences, the War Production Board and the Defense Plant Corporation, it investigated processes and finally selected four to be used in the construction and operation of four experimental plants. Each plant was to be designed in such a way as to facilitate its incorporation into a larger commercial plant should the need arise. The Chemical Construction Corporation process, or "Chemico" ammonium sulphate process as it is better known, was one of the four selected. The extensive literature and patents on record before the war generally follow one of two process-types depending upon the extracting reagent used. One group uses an acid reagent, the other an alkali. The Chemico process uses an acid reagent. For those interested in other processes described in literature, there is a short bibliography at the end of this paper. The basic steps of all acid extraction processes are: (I) to make the aluminum silicates acid soluble, (2) to separate the released alumina from impurities and insoluble gangue, and (3) to recover the reagent for re-use. THE PROCESS AS PLANNED In April 1941, a group of chemists and engineers of the Chemical Construction Corp. became interested in the problem of extracting alumina from clays and low-grade bauxites and, under the leadership of Mr. Blakeslee Barnes, Vice President and General Manager of the Company, first drafted a process in July of that year-five months prior to Pearl Harbor. The work continued in our research laboratories and with a small pilot plant. By June 1943, the work had progressed to a point where it was possible to apply for a patent on the process which was U.S. patent 2,405,426, granted August 6, 1946. Immediately prior to the development of the Salem plant, the process was envisaged to be as follows: I. The first step was to make the aluminum silicates acid soluble. It was planned: (a) Clay or low-grade bauxite would be roasted at 700 to 800°C (1292° to 1472°F), (b) The roasted ore would then be leached with hot aqueous ammonium bisulphate to form a slurry. I have continued the investigation of the Pottstown Iron Com pany's basic Bessemer keel plates on the line referred to in my paper of last October (Trans., xxi., 766)) and have added a study of the hardening effects of sulphur, which were not taken into account at that time. The results are so encouraging that I now give them in full. For some months we have graded all the steel at these works by the table given in my former paper, and checked the grading by the forging-tests as described in the paper of Mr. Joseph Hartshorne, read at the same meeting (Trans., xxi., 748). The steel thus graded was bloomed for the plate orders. Then one slab was rolled into a plate for the order, and a tension-test was made of this plate. By the result of this tension-test we were guided in rolling the balance of the heat. Out of several hundred heats graded in this manner, 95 per cent. met the requirements of the orders in every respect, and were accepted; but these results will no doubt be improved upon, when the influence of sulphur is also considered.. The hardening effect of sulphur seems to be about 500 pounds per each .01 per cent. of increase. In the table accompanying the pres ent paper, the ultimate strength with .06.5 per cent. sulphur agrees with the old table where sulphur was not considered; that is, for all steels with less than .065 per cent. sulphur we now get lower re sults, and for those with more sulphur, higher results. Making this allowance for sulphur, the assumed ultimate strength of a 3/8-inch plate of pure iron is reduced from 38,000 pounds per square inch to 34,750 pounds. With this as a basis, I have constructed my new table, giving each of the elements, carbon, phosphorus and manganese the same hardening effect as before, to wit : Carbon is credited with a constant effect of 800 pounds per each, 0.01 per cent. Phosphorus shows greater effect in high-carbon than in low-carbon steels. For 0.07 and 0.08 C, it has about the same effect as carbon, that is, 800 pounds for each .01 P. This increases to 1500 pounds per .01 P in 0.15 C steel, or nearly twice the effect of carbon. This

THE paper on "Cross-cuts in Coal Mining," by J. J. Rutledge (published in MINING AND METAL-LURGY, February, 1927, p. 64) was brought up for discussion at the annual meeting, where the follow-ing comments were made T. D. Thomas (Lehigh Coal & Navigation Co., Lansford, Pa.) : This question has caused me a lot of worry, not in the particular district in which I am, but throughout other districts. There are always several angles to consider. If you are in a hurry to push development work, you might increase the distance between cross-cuts from 60 to 350 ft., but if you have a 40-ft. chain pillar every 60 ft. it will cut down your entry driving a whole lot. Looking at it from the ventilation angle, I agree that too many cross-cuts in entries are bad things. You have a tremendous amount of leakage, and I have seen currents starting out with 45,000 cu. ft., and after passing about 30 or 40 cross-cuts the current has dwindled down to about 18,000 or 15;000 cu. ft. The result is that the question of putting in auxiliary fans is raised. That involves several points into which I do not want to go too far, but I am in favor of not getting in too many cross-cuts, putting them in only where they are necessary: I think the state mining laws are wrong in a number of places on that, and that when you finish with a cross-cut it should be in the room. It should be well sealed on an entry. There are several ways of tightening up the cross-cuts so as not to have the great amount of leakage and wastage of: air that we now have. 'I prefer tile stopping; other people prefer cement or brick, but there is a big fac-tor to all mines, saving the mine. I checked up on the number of fans in the anthracite region and found there are 651. That was derived from the state report of 1921, and it enabled me to compute from the power the weight of the air. In the anthracite region of Pennsylvania we put in 9 tons of air to every ton of coal we get out. Tracing that back again and taking the Government's figures which they made some time ago, I found but 20 per cent of the air got to the faces where it was actually needed. That is a tremendous big loss and shows a possibility for saving, money for the various coal companies. Chairman Rice: I think what Mr. Thomas refers to was an investigation by R. Y. Williams, of the Bureau of Mines in Illinois, where a study was made of 100 typical mines, and, speaking off-hand, my recollection is that we found as little as 15 per cent of air reached the faces in one of the mines and another was as much as 50. That seems to be a reflection on the type of stoppings and general ventilation scheme.

Oil bearing rocks, usually found at depths of 2,000 to 10,000 it, are elastically deformed by overburden pressure. Although the change in porosity with pressure in a number of example rock.: has been shown to be small, it was thought that overburden pressure might have a significant effect on permeability. This note presents results of an investigation to determine the magnitude of the change in permeabilty with pressure. In routine core analysis permeabilities are measured on rock samples which are not under overburden pressure. If permeablity measured in this way differs from permeabilities measured under overburden pressure, a systematic error is introduced into well productivity calculations. The experiments described in this report were made to determine the magnitude of the change and thus to give an estimate of the error introduced into the calculations. The error introduced by the neglect of the change in permeability when overburden pressure is removed may account for part of the difference between well productivity calculated from core analysis and the actual well productivity. The results obtained in this investigation have only quali-tative significance because of the difficulty in reproducing in the laboratory the stress conditions on the rock buried in the earth. The assumption which is usually made is that the rocks in the earth are under a uniform pressure equal to the weight per unit area of the vertical overburden column from the rock in question to the surface of the earth less the pressure of the liquid in the pores of the rock. For an overburden consisting of sandstones and shales (of assumed average specific gravity of 2.3) and for a liquid pressure equal to the pressure in a salt water column (of specific gravity 1.0) reaching from the rock to the surface, the resulting net pressure on the rock is approximately 0.56 psi per ft of depth. EXPERIMENTAL METHOD Clean, dry sandstone core plugs one in. in diameter and about three in. long were mounted in a copper foil jacket as shown in Fig. 3 or molded in a Lucite jacket as shown in Fig. 4. All cores except those labeled "2" in Fig. 1 and "8" in Fig. 2 were measured in the copper foil jacket. Cores "2" and "8" were measured in the Lucite jacket. The jacketed core was placed in a high pressure hydraulic bomb in which the liquid pressure outside the jacket could be raised to 15,000 psi. Flow lines from the core were brought out of the bomb through special fittings in the bomh head and connected to a laboratory type gas permeameter. Measurements were made with nitrogen gas; the maximum mean gas pressure in the core was 16.1 psia. RESULTS The specific permeability of sandstone decreases with in. crease in overburden pressure. Most of the decrease takes place over the range of zero to 3,000 psi overburden pressure. If the net pressure on the rock is assumed to be 0.56 psi per ft of depth as discussed above, 3,000 psi of overburden pressure is equivalent to about 5,000 ft of overburden. At 3,000 psi overburden pressure, the permeability of the eight sandstone core samples tested ranged from 59 to 89 per cent of the permeability without overburden pressure. Figs. 1 and 2 show the permeability reduction as a function of overburden pressure. The permeability of the eight cores without overburden pressure ranged from 4.35 md to 632 md; these permeabilities are listed in Figs. 1 and 2. REFERENCES 1. The traces of fossils herein described were discovered in or upon piles or heaps of iron-ores upon the docks at Erie, Pa. The author has worked among these ore-piles since 1890, when his attention was first directed to what looked like organic remains upon certain specimens collected. All the specimens described and figured herein were found by him, and, as no ironore is used at Erie, and no other iron-ores, save those of the Lake Superior region, find their way to the stock-piles at this place, there can be no question but that the specimens in question are genuine ore transported from that region over the great lakes, and cannot have been brought in from other ironore regions. The author has reason to think that no fossil remains have been reported hitherto as occurring in the iron-ores of the Lake Superior region, and he believes that these specimens, however imperfect, rank among the oldest forms of which man has any knowledge. The illustrations are engraved from photographs of drawings. The specimens themselves have not been photographed, because their condition would have prevented bringing out, by that process of reproduction, all the markings as clearly as is necessary, and would have rendered the specimens otherwise less distinct by reason of the blotchy character of their colors, the presence of cracks, or of marks more or less in contact with those of the organisms. In drawing these remains, therefore, I left out everything upon the specimens of ore that did not seem to belong in any way or contribute to their value as illustrations of the fossils. According to information obtained from the dock superintendent at Erie, Pa., the majority of these specimens came from the Chapin mine, Iron Mountain, Menominee range, Mich. Heats of formation of Au-Zn alloys of compositions Au3Zn and AuZn were rneasured at several temperatures by liquid tin solution calorimetry. The data for Au3Zn show that much smaller heat and entropy effects are associated with the a2- a1 transformation than for the a1 - a transformation. This result is consistent with reported X-ray diffraction studies which indicate that the a1 and (a2 phases have ordered structures which only slightly differ, whereas the a phase is disordered. The heat of formation of AuZn(ß') does not change significantly between 322o and 8000 K, confirming that the ß' alloy remains highly ordered to high temperatures. Not many measurements have been made of the energies of order-disorder transformations in alloy phases. In many cases these energies may be conveniently determined by measuring heats of formation as a function of temperature. Many alloy phases approximately obey Kopp's law of additivity of heat capacities; as a consequence their heats of formation do not change with temperature. In ordered alloys, however, a decrease in degree of order with increasing temperature will contribute an endothermic component to the heat of formation. Thus, for ordered phases where other anomalous contributions to heat capacity in the alloy or its pure components are absent, a measured change in the heat of formation may be attributed to the energy of disordering. A portion of the Au-Zn phase diagram1" is shown in Fig. 1. The composition AuZn(ß') has a well-ordered superlattice structure of the CsCl type at room temperature. The alloy is considered to remain ordered to its melting point,1 although, from X-ray diffraction data and electromotive force measurements of zinc activities, Terpilowski3 concluded that considerable disordering began at -673°K. The Au3Zn composition is a disordered fee solid solution (a) at high temperatures. Between 693o and 543oK, the ailoy orders to form the a1 phase, having a structure based on the L12(AuCu3) type, but with a regular distribution of ordering faults in the c direction, making it tetragonal. Below 543oK, the alloy orders further by means of slight atomic shifts, without diffusion, yielding a complex long-period orthorhom-bic superlattice structure, a2.4-7 Heats of formation of Au3Zn(a2) and AuZn(ß') were measured at 363°K by Biltz et al.8 by aqueous solution calorimetry. Heat capacities of several alloys between 14.9 and 38.4 at. pet Zn in the range from 373" to 723°K were measured by Iwasaki ef al.6 Stoichiometric Au3Zn, however, was not included in the alloys measured, the nearest composition being 26.1 at, pet Zn. Also, the heating rate used for the measurements, 2 deg per min, may not have permitted equilibrium to be reached in the neighborhood of the transformations. Heat contents of solid and liquid AuZn were measured between 488o and 1138°K by Kubaschewski.9 It was decided to determine the ordering energies of Au3Zn and to check on the possible disordering of AuZn by measuring the heats of formation of these alloys at several temperatures. The present paper reports measurements by liquid tin solution calorimetry of the heats of formation of the three phases of Au3Zn at temperatures within their regions of stability, and of AuZn at a low (322°K) and a high (800°K) temperature. EXPERIMENTAL Alloy Preparation and X-Ray Examination. Ten-gram ingots of Au3Zn and AuZn were prepared by melting weighed amounts of gold (99.95 pct Au) and zinc (99.99 pet Zn) together in sealed evacuated Vycor tubes at 1060°K, followed by rapid quenching. The resulting ingots were homogenized at 900°K for 10 days. The Au3Zn alloy lost no weight in preparation, the loss from the AuZn alloy was enough to introduce an uncertainty of only 0.1 at. pet in its composition. Filings for X-ray examination were taken from various parts of each ingot and strain-annealed at 723°K for 20 min in vacuo. The Au3Zn filings were quenched rapidly to retain the disordered phase. Diffraction patterns were determined with an X-ray dif-fractometer using copper Ka radiation.

The cost of transporting mineral raw materials and products will receive greater attention in the next 10-20 years because raw material sources and markets are changing. Today, shipping costs may equal 20%-80% of the landed or delivered cost of raw materials and products. Companies are learning that total costs are what count to the company and customers. Transportation has historically been priced at "What the traffic would bear" and little real effort has been made to analyze the shippers problem and provide them with effective and low cost transportation. This climate existed in both ocean and rail transport. The shiplines and railroads did not understand the shipper's problems and few shippers understood transportation and how to buy it. Recently more consideration has been given to the advantages between the American Merchant Marine- American Flag and Foreign flag vessels. The discussions held focused on what action is desirable to encourage American flag operations. Based on extensive studies made by both A. E. Gibson, Maritime Administrator and R. J. Blackwell, Deputy Maritime Administrator, the resulting statistics show that the potential for ocean transport is as follows: U. S. Foreign trade is estimated at 620 million long tons annually in the early 1980's. It was 418 million tons in 1968. In 1968 only 6.4% of the U.S. ocean borne trade was carried on American Flag vessels. About 50 million tons of early 1980's trade will go ill container ships. That leaves over 500 million tons to go as bulk or "neo-bulk" cargo.

THE presence of carbon de terre along the banks of the Illinois river was noted by the members of the Joliet and Marquette expeditions in 1673, and that may be referred to as the birthday of coal in the Middle West. The march of progress in the majority of indus-tries radiating from Chicago-one of the phenomena of history-is due in no small measure to this same carbon de terre and to the development and exploita-tion of the vast coal resources, which nature in a generous mood spread so lavishly over almost the en-tire state. The geological records indicate that coal-bearing rocks underlie three-quarters of Illinois, in-cluding 85 of the 102 counties and the entire area is estimated at from 36,000 to 42,000 square miles. Not all of the coal in this great area may be mined under the conditions existing today; producers are now taking the "cream" since industry demands the best quality and the lowest cost, thereby forcing competition among operators, which, in turn, com-pels the development of mines in those areas where the coal may be most readily .won, leaving the coal that is more difficult and expensive to mine to pos-terity. This is not such a bad arrangement, since the engineers of succeeding generations will enjoy the advantage of the experience of their ancestors, where-by they should profit and know how to mine a 2-ft. seam with as much economy and dispatch as we today work coal of thrice that thickness. During the period between 1830 and 1850, Illinois coal-mining progressed from the art of scratching along the outcrop to the development of small mines, mostly slopes, drifts and shallow shafts, but the real progress in the industry was coincident with the con-struction of railroads.

IN VIEW of the wide publicity given to the charges by the Couzens Committee of the United States Senate of discrimination by the Bureau of Internal Revenue in favor of the copper companies, it becomes a matter of interest to consider the basis for these charges. The point to be determined is whether they rest on a foundation of fact or are purely and simply matters of opinion. The whole question boils down to the purpose of the Tax Law as applied to mines, which is to afford the same protection to them as provided for all other taxpayers, namely: that they were to be allowed to pay back as depletion to their owners the values of their properties as they existed or were estimated to exist on May 1, 1913, free from tax. To determine these valuations it was? necessary to select from a wide range of possibilities a set of values for a number of essential factors.
