IT has been demonstrated in the laboratory by A. J. Phillips1 that a transformation or conversion from beta directly to alpha may take place in a brass of 61 to 62.5 per cent copper content. The completion of the transformation is dependent on a rapid rate of cooling from the all-beta field through the alpha + beta range to the alpha field. Phillips states that in a slowly cooled alloy containing 62 per cent copper and 38 per cent zinc the copper content of the beta is progressively decreased from 62 to 56 per cent by precipitation of alpha. Rapid cooling tends to prevent the separation of alpha with a copper content of more than 62 per cent by reducing to a minimum the time required for passing through the alpha + beta range. Upon crossing beyond the (alpha + beta.)/(alpha) boundary to the all-alpha region below, the material is transformed from beta to alpha. It is essential that there be no change in composition. Phillips obtained his results by quenching a 62:38 copper-zinc alloy from 850° C. in iced brine at -8° C. No reference to the occurrence of this transformation in a manufacturing process has been found in the literature. An investigation of the microstructures of a number of hot forgings made from leaded brass rods yielded one forging in which this striking conversion from beta to alpha had occurred. The purpose of this paper is to describe the transformation and certain conditions under which it may occur during the hot pressing of brass. The conversion was noted in a shape forged from a leaded brass rod, the composition of which was: Cu, 60.26 per cent; Zn, 37.86; Pb, 1.88. In this study the lead content was disregarded and the alloy was considered to be equivalent to an alloy of 61.40 per cent copper and 38.60 per cent zinc (98.12 parts = 100 parts). The possibility that the lead might obstruct or accelerate the precipitation of alpha was not studied. The lead appears as black globules in the photomicrographs and has a negligible solubility in the alloy.

EVERY producer of crude oil knows what is meant by the Rule or Law of Capture. It means that the ultimate ownership of a migratory substance such as oil is not determined until that substance is reduced to physical possession. Unless, therefore, the producer moves quickly to capture his share from the common pool, he may lose to any neighbor who is drilling and producing more rapidly than he a portion of the oil originally underlying his property. And there is no recourse open to him if his property is so drained. Under this rule it is obvious that the owner of an oil property, if he is to protect his' ownership, must be governed in his development and production policies by the activities of his neighbor rather than by his own business requirements. He must drill as densely and as fast as the other operators in the field or lose part of the oil to which he should be entitled.

DURING the past fourteen months, this committee has had under consideration and study the subject of the licensing or registration of engineers. The fifteen members of the committee as appointed by Council, were selected from thirteen states, viz., Connecticut, New York, Pennsylvania, Ohio, Georgia, Louisiana, Illinois, Missouri, Iowa, Minnesota, Colorado, California and Washington, and therefore represent practically all sections* of the United States, as well as mechanical, electrical, mining, hydraulic, municipal, sanitary, railway and' structural engineering, and also colleges of engineering. The first work of the committee was to investigate the general subject and to collect, so far as possible, avail¬able material bearing upon the subject in hand,. in-' eluding opinions from many engineers as to the need or desirability of legislation, as well as copies of all state laws passed and proposed, having to do with licensing or registration of engineers, architects and surveyor, This preliminary investigation disclosed that very pronounced views were held by engineers throughout the country, both for and against state licensing or registration. The general sentiment one year ago was more opposed to such measures than it is today. The older members of the profession did not as a rule favor licensing nor did they feel there was need for state regulation of engineering practice, while among the younger men there was a feeling that licensing or registration by the states would add prestige to professional engineers and in many ways benefit -the profession, as well as individual engineers.

One of the most difficult problems associated with modern mechanised longwall mining is the lack of system flexibility to deal with local changes in geology, seam thickness and the face design parameters. As a consequence of system rigidity and the quest for increasing the coal face performance, the percentage extraction in the U.K. is currently below 52%. The paper outlines the current guidelines used in face design which permit coal to be left in situ for various purposes and discusses the strata control implications in extracting subsequent panels in the same and adjacent coal seams. The paper examines the application of strata mechanics to the design of longwall layouts for maximizing .the percentage of coal extraction. Remedial measures include optimizing pillar dimensions, reduction in roof coal left for support purposes by improving the use of available powered support technology and application of thick seam mining methods including sub-level caving and techniques of extracting coal from odd shaped pillars. Case studies are described where coal extraction has been maximized by adopting a new single heading retreat mining system; a shallow seam partial extraction system utilizing, existing heading machines and minimisin8 coal sterilization in pillars by replacing longwall access roadways by goaf scour.

THE years 1914-15-16 were a pioneering period in mining, milling, and copper metallurgy generally. It was uncertain just what path the crushing, grinding, and concentrating processes would take. This situation was quite embarrassing to the directors of some of our large porphyry properties, then being equipped for production. Inspiration had already made several designs for its proposed 15,000-ton concentrator, incorporating in them the latest devices developed in the art of gravity concentration, only to have the work vitiated by the rapid march of events. In a little improvised plant, built on ground that is now in the crater of subsidence over the Inspiration- Miami orebodies, flotation was being experimentally ' applied to Inspiration ore by Minerals Separation engineers in 1914, with results indicating that this process would be of major importance in the concentration of the sulfides. How best to apply it, and especially how to crush and grind the ore to the very much finer sizes required for the new process, was a serious question, properly to be answered only by doing it, in full- sized machines, under regular 'operating conditions.

The design of mine airways receives, in general, very little engineering treatment. To a large extent this is, of course, due to the fact that information upon which to base calculations is seldom available in definite form. In many rnines the extent of the workable deposits may not be known at the time an air course is planned, and the length of service is indeterminable. Volume of air required for ventilation rnay also increase with extension of the life of a property, and natural obstacles, such as heavy ground, often place limitations upon the size of opening that can be maintained. Perhaps most of the shafts used in the ventilation of metal mines were originally intended as hoisting shafts, and many of the tunnels and crosscuts similarly used, were also designed as haulage ways or for other operating purposes. Even when a shaft is sunk solely for ventilation, custom usually dictates a size and shape consistent with the type commonly used for ordinary operations, because experience has demonstrated it can be excavated and maintained. In fact, most ventilation openings were never made with any consideration as to economic design for such use. When an air course is required to pass air between different parts of mine workings under a fixed pressure, the size of opening required for a given volume of flow, is, of course, determined by the resistance factor of the air course. It is then impossible to proportion the opening with reference to economics of power consumption, and this paper is limited to the design of openings where ventilation pressure or power consumption may he varied for economic advantage. As the size of an air course is increased, the expense involved in excavation and support is, of course, also increased, but the charge for power is decreased. In the case of a mine that has only a short assured operating life, it would not be ecouomical to provide large openings in order to reduce power bills; but when operations are likely to continue for a long time, the power charge becomes a very important economic factor. Although lack of definite information on such factors as service life and costs of excavation and support affects the design of an air course, it appears, from a mathematical analysis of the problem, that considerable variations may be made in estimating these factors, without greatly

THIS paper attempts to show the various major operations used in nonferrous tube mills and does not necessarily represent the current practices at the two plants of the Wolverine Tube Div., of Calumet and Hecla Consolidated Copper Co. Inc. The operations now utilized in the production of tubing are quite varied and show the continual interest and advance metallurgically and mechanically to produce the best quality at the lowest cost. Naturally, any advance or lowering of cost is dependent on large production runs, which mean longer machine running time with maximum worker productivity. Standardization of tube sizes and elimination of unnecessary alloys are therefore very necessary, otherwise the development of costly new production machines would be of little benefit to the consumer as a whole. It should be noted that in such a short presentation it is impossible to describe in any detail the major operations. The short descriptions, it is hoped, will enable all who are interested to obtain a general idea of present, day practices in the copper tube producing field. Fig. I is a flowchart or sequence of operations showing the steps usually employed in tube production. RAW MATERIALS Quality starts with the raw material, and it is absolutely necessary that raw material be controlled and held to rigid specifications. Little need be said, however, regarding the raw materials for the casting of bars or billets, as the material always is purchased and checked against the various governing A.S.T.M. specifications. CASTING Casting, as is indicated in Fig. I, is quite varied and for convenience can be classified into two groups: The casting of solid billets, and the casting of hollow tubes, each of which is the base for subsequent operations. In the melting of the raw materials various types of furnaces are used, and the selection of any one is dependent on many factors outside the scope of this paper. However, as of general interest, a short description will be made of each. Induction Furnace (Low Frequency) This is popular in the melting of copper-base alloys, Fig. 2. In the induction furnace the principle of an inefficient transformer is used for the production of the necessary melting heat. The primary coil is.arranged around a transformer core made of high permeability silicon steel sheet. The secondary circuit is through a melting channel around the primary coil and opens into a hearth which contains the main charge. The heat is generated only in the melting channel, but because of the stirring action there is a constant flow of metal around the channel, which when mixing with the charge causes very rapid melting. The volatilization losses are very low as the furnace atmosphere above the charge is heated only by the heat from the melting metal. IN 1877, Professor Thomson delivered at the Franklin Institute, [Philadelphia, five lectures on electricity. The object of the lectures and the demonstrations, which were numerous and many of them original even to the employment of special apparatus constructed by the lecturer, was to show clearly that electricity, of whatever name, was the same., differing only in tension (as it was termed) and in the current flowing, or quantity (the old term), in steadiness or in wave-like character. In those days, the textbooks divided the subject into statical and dynamic electricity, with sub-divisions such as frictional electricity, voltaic electricity, magneto electricity, electromagnetism, thermo electricity, and animal electricity. The well-known Ruhmkorff coil,' or spark coil as it is now called (as when used for the ignition of automobiles), was employed to step, up a battery current to a high-tension discharge which would charge condensers, such as Leyden jars.

IT is a pleasure to realize even at that day the dignity of the engineer's calling was upheld. May I also add my firm belief that today there be many engineers who will qualify to the specifications of our interesting author. Since that time, the development of the world has been chiefly due to the engineer, and so far as human brain can foresee, the material tasks of the future will continue to follow the directions of his judgment. Popular opinion says this is the age of the engineer; literature, which in the long run, voices public sentiment, shows it in the number of engineers who figure as characters of fiction. The engineer has been doing the big things necessary to increase the comfort and efficiency of mankind, but while a certain amount of fame and repute falls to him, too often he figures as the hired man of the entrepreneur, using that term not in the offensive sense of a mere promoter, but to mean the great visioned master of enterprise who has seen ahead of other men, recognized the coming needs of the world, and through ability to inspire others and to hire capital for his use has also been able to hire engineers as needed. Justly enough, therefore, to such men comes the fame as well as the prize of the game.

Until recently, probably the best means of sampling airborne dusts has been the impinger method. Dust-laden air is drawn into a sampling tube, and the particulate matters separated from the air and collected in the liquid in the impinger. A sample of the suspension is prepared on a slide and counted through a projection microscope. This method is simple and reliable, but it does suffer drawbacks. Since the collected particles must be counted visually, results of the dust count are not immediately available at the time the sample is taken. This seriously impedes studying the effectiveness of dust inhibitors, such as water sprays, or making adjustments in equipment. Greatest disadvantage of all, however, is the tedious task of counting particles in the sample. With the growing desirability of taking more samples, the effort involved in making these counts is a real factor in the cost of dust control. Finally, it is generally recognized that impinger dust counts can be related to health hazard only for specific kinds of dust and under similar conditions. This is because the rather complex mechanism of dust damage depends so much on size distribution of the dust. The solubility of nitrogen in liquid pure iron has been measured as a function of pressure and temperature. Sieverts' Law is obeyed at all pressures up to 1 atm and the temperature coefficient of solubility is 8 x 106 %/°C. The solubility of nitrogen in liquid iron alloys has been studied by the Sieverts' method and by the sampling method. The solubility is decreased by Al, C, Co Cu, Ni, 0. Si atzd Sn, and it is increased by Cr, Cb, Mn, Mo, Ta, W, and V. Interaction coefficients eN, for the effect of these elements on nitrogen dissolved in liquid iron, are reported. 1 HE effect of nitrogen upon the properties of steel may be desirable or not, depending upon the composition, processing treatment, and the use of the product. To understand the behavior of nitrogen in the various steelmaking processes, it is necessary to have reliable fundamental data pertaining to the solubilities, rates of solution, and chemical reactions of nitrogen in steel, particularly in the liquid state. In an effort to extend our knowledge in these areas, an investigation of the thermodynamics and kinetics of the solubility of nitrogen in liquid iron alloys was undertaken. The thermodynamic aspects of the study are presented in this paper. The solubility of nitrogen in liquid pure iron has received the attention of several investigators whose results are summarized in Table I. Reasonable agreement among the more recent researches1-l8 is found for the solubility of approximately 0.044 wt pct at 1600°C and 1-atm pressure of N,, for the temperature coefficient of solubility being small but positive, and for adherence to Sieverts' law for pressures up to 1 atm. The solubility of nitrogen in a number of binary liquid iron alloys has been studied: Fe-A1,3 Fe-As,16 Fe-C,3, 71 18, 19, 20 Fe-Cr ,5,7, 10, 11, 15 21 Fe-Co,'4, '6 Fe-Cu,'6 Fe-Mn,10, 11, 18 Fe-Mo,13, 16 Fe-Ni,10, 11, 13, 15, 16 Fe-O,16, 17, l9 Fe-p,7 Fe-S,l6 Fe-Sb,16 Fe-Se,lg Fe-Si,4) 97 '77 187 19>2° Fe-Sn,16 and Fe-v.51 '3 A few ternary systems have been studied, most of which were reviewed by ~angenberg" who applied the methods suggested by WagnerPz3 Chipman,24 Darken and G~rry, and Morris and Buehl26 for predicting solubilities in multicomponent alloys. Langenberg22 and Humbert and Elliott15 compared the solubilities computed from simple binary alloy systems with experimental measurements of nitrogen solubilities in liquid iron containing two or more alloying elements. In an attempt to determine the relative collecting ability of 18-carbon fatty acids, studies were performed on rutile in aqueous solutions of the fatty acid soaps. The preceding article reported the electro-kinetic properties; this article outlines the flotation behavior. Results of these flotation experiments are described and correlated with the electrokinetic results. Recent studies of the electrokinetic1-4 and the electrochemical5,6 properties of a few solid-liquid interfaces have provided a better understanding of the flotation process. A number of investigators have attempted to determine the relative collecting ability of 18-carbon fatty acids, but their published results (even for the same mineral) vary widely. Such lack of agreement indicated a need for further investigation. In an effort, therefore, to resolve the problem, electro-kinetic studies were made on rutile in aqueous solutions of the fatty acid soaps. Following the determination of the electrokinetic properties, the flotation behavior of rutile was studied. Results of these flotation experiments are described in this paper and are correlated with the electrokinetic results. MATERIALS AND EXPERIMENTAL PROCEDURE Materials: Pure -28, + 35-mesh rutile crystals were used for all flotation tests, and nitrogen-saturated conductivity water was used throughout. Sodium hydroxide and hydrochloric acid were added for pH regulation. The methods of purification for these materials and the preparation of the soaps have been described elsewhere. 7 Equipment: A Hallimond cell, constructed in a manner similar to that described by Fuerstenau, Metzger and Seele,8 was used for the flotation of mineral particles; however, a coarse pyrex frit was substituted for the capillary. Procedure: Purified nitrogen was led through a two- way stopcock into a graduated cylinder partly filled with water. The gas forced water from the cylinder back into a header tank until the water level in the cylinder coincided with a predetermined mark. Reversal of the stopcock then allowed water in the tank to force nitrogen into the cell until the water in the graduated cylinder rose to a second predetermined mark. In this way a constant volume of nitrogen under practically constant pressure was used for each flotation test. However, the flotation time varied, depending upon the amount of mineral floated and the pH of the solution. Rutile crystals were transferred under water from a storage bottle by a glass scoop holding 1.7 g. Consistency of the scoop samples was good, varying from a low value of 1.67 to a high of 1.74 g. The water added to the conditioning bottle during mineral transfer was drained off, and then 2 cu cm of either hydrochloric acid or sodium hydroxide were added. The concentration of pH regulator was adjusted to give approximately the final soap solution pH that was required. The order of addition of reagents did not affect the results within the limits of experimental error. Soap solution of the required concentration was added under nitrogen pressure to fill the bottles completely. Conditioning for 1 hr was carried out on rolls rotating at 35 rpm. After conditioning, 2.5 cu cm of solution were run off into the container of a Beckman (model G) glass electrode pH meter. The electrodes were rinsed in this solution, which was then discarded, and 2.5 cu cm more were added for pH determination. The remaining solution and the mineral were transferred to the cell; care was taken to ensure that all mineral was washed out of the bottle by the conditioning solution. With the cell back in its flotation position the liquid just reached the desired level, and the test was started immediately. The amount of agitation in the cell was kept constant, and flotation was carried out without the use of a frother. In each series of ten tests one was run with no collector added to ensure that the mineral had not become contaminated, and two were conditioned at the same pH to check reproducibility. After each test the cell was dismounted, soaked in cleaning solution, washed in hot water and then rinsed with distilled water.

The constraints which are being imposed on metallurgical operations in respect to the environment and worker hygiene are having a substantial influence on the various processes which are being studied and developed for future use. The unit process of solvent extraction can be no exception. It is therefore vital that sufficient be known about the effects of a solvent extraction process in terms of its environmental and hygiene impacts before the process gets to the construct- ion stage. The purpose of this section is to bring these matters to the readers' attention, and to indicate, albeit briefly, some of the problems, and what we know about the effects, of SX processes from an ecological point of view. THE bases of the work by the committee whereof I am chairman were (1) the abolition of extra-lateral rights and (2) the preservation of the maximum of the existing laws. The matter of extra-lateral rights had been under prolonged discussion among mining men and up to the time when our com-mittee began its work (in 1917) the expression of opinion in every way whereby it could be made known -and those ways were extensive-was only a little short of being unanimous that extralateral rights ought to be abolished. I have not observed important evidence indicating a change of opinion on the subject since 1917. ABOLITION OF DISCOVERY LOGICAL Now, when it be decided that extralateral rights ought to be abolished, there can not be merely a simple change to that effect, but it is found that consequential changes are necessary all the way through the existing laws. Abolition of extralateral rights implies abolition of discovery as a prerequisite to location, for otherwise there would be no legal means for locating claims on the dip of a vein. Quite apart from this consideration, abolition of discovery as a prerequisite to location is supported by other good reasons. Among these are the occurrence of orebodies with no exposure on the surface and which often are hidden at great depth. A prospector who has reason to suspect the occurrence of such an orebody must have legal means for the location of a claim within which to explore, and obviously he may. not be able to make any discovery on the surface sufficient to locate and hold legally such a claim under the terms of the law as it stands at present. As a matter of fact, discovery as a prerequisite to location was abolished by common consent many years ago, not only for the reasons that I have given here-inbefore but also for others. It is highly desirable to revise the mining law in this respect, so that it will conform to the conditions of practice and not require people to perjure themselves in making locations, even if it be for praiseworthy purposes.

George E. Collins, Nacoochee, Ga. (communication to the Secretary): The results tabulated below were obtained at the Reynolds mill, White county, Ga. They were noted, not with a view to investigating the point discussed by Mr. Clark, but in course of a test on a working scale to determine the com parative saving from a given free-milling ore on copper and silvered plates respectively. In every case the bullion assayed was the result of a separate clean-up on a considerable quantity of ore. The ore varied widely in grade and in other respects, but the runs bracketed in the table were made at the same time, in adjoining batteries, and on similar types of ore. In a * Result modified by the addition to the bullion-shipment of a little impure bullion left over from previous clean-ups.. On these occasions, the strips of copper were removed from the tables, and: their lower surfaces were cleaned. Hence the higher yield reported.

In the years ahead, the industrial minerals producer will face several major challenges. Not only will he have to market increasing quantities of his product economically, but he will have to do so from lower grade deposits that are farther away from the marketplace. At the same time, he will have to comply with more regulations controlling the handling and disposal of waste products and get along with relatively less available labor than he has at present. Accordingly, industrial minerals developments of the next 30 years will be directed primarily toward helping the producer meet these challenges. There will be greater raw materials usage, new processes, new marketing practices affecting plant location, size and complexity, and maximum automation-all aimed at producing more materials at lower cost. Processes To Make the Most of Materials In future processes for industrial minerals, there will be great emphasis on more or total use of the initial raw materials or plant feed stock. This approach will result in the application of more and more concentration methods to the treatment of industrial minerals-both conventional processes and new ones that might be developed in conjunction with pyro-processing. High-intensity and electrostatic separation are certainly two areas which will see greater use in the field.

IT is not the intention of the writer to enter into a discussion of the relative merits of the duplex process as compared with the straight scrap and pig iron process, working under the same conditions, but rather to present in a general way several modifications of the former process, and then describe the method adopted by the Maryland Steel Co., as best suited to local conditions, and also to meet the metallurgical problem presented in the removal from the iron of an unusual constituent-chromium. The principal factors to be considered in deciding whether or not duplexing should be employed are: (1) Chemical constituents of pig iron. (2) Variety and quantity of steel to be produced. (3) Relative cost of pig iron and scrap. (4) Regularity of operation. (5) Capital to be invested. (6) An existing Bessemer plant. Having decided to adopt the duplex process, several combinations may be used, viz.: (1) Acid-lined converter with basic open hearth. (2) Acid-lined converter with electric furnace. (3) Basic-lined converter with basic open hearth. (4) Basic-lined converter with electric furnace. (5) Basic open hearth with electric furnace. The combination of an acid-lined converter with a basic open-hearth furnace is the one most commonly employed, and as it is the one best adapted to the conditions encountered at the plant of the Maryland Steel Co., we will briefly outline the advantages and disadvantages of the different methods of working.

The structure of steel, when rendered coarse by over-heating, is made fine by re-heating to a certain temperature, the determination of which has received much attention from eminent metallurgical authorities. Among these, I may particularly mention Prof. D. Tschernoff' [Chernoff], who, about thirty years ago, studied this question in connection with his investigations on the structure of steel in genera1. † Some years later, Mr. J. A. Brinell took up the inquiry, and arrived at many important conclusions, stated in his well-known rules on the treatment of steel. ‡ These two gentlemen, however, based their reasoning chiefly upon the aspect of fractures—a method which, though it affords valuable information, does not readily reveal the different steps by which a change in structure takes place. For further light on the subject, we owe much to more recent microscopic investigations, which have made us better acquainted with the internal structure of metals. Such an investigation, closely connected with the present subject, and made by Mr. John E. Stead a few years ago, was first published in 1898.6
