The Pilares mine of the Moctezuma Copper Co. is situated at Los Pilares de Nacozari, Sonora, Mexico, about 75 mi. (120.7 km.) south of the international boundary and about 7 mi. (11.26 km.) east of the town of Nacozari de Garcia. It is situated at an elevation of 5000 ft. (1524 m.) in one of the northward trending ridges that form part of the mountain mass that culminates in the Sierra Madre de Mexico. To the east, south, and west, the topography is rugged and diversified; to the north less diversity exists, ranges of mountains rise sharply out of almost level ground and give the basin range structure characteristic of the Southwest. The climate is dry, the average rainfall of 15 in. (38 cm.) being confined almost entirely to the months of June, July, and August. The winter consists of a few days of disagreeable weather when a little snow may fall; the remainder of the year is thoroughly delightful. Vegetation is typical of a semi-arid region. In the canons near the mine, where water flows intermittently, willows thrive; on the northern slopes of some of the mountains and in some of the broader canons pines may even become abundant. The dominant rocks are flows and pyroclastics which are cut by dykes, stocks, and batholiths. The mountain just west of Nacozari is, in part, composed of limestone of an unknown age which occurs as a syncline and is undoubtedly a part of a prevolcanic land surface. Overlying the limestone and faulted against it, are the volcanics; cutting the limestone is a coarse biotite granite. Whether the granite is older or younger than the volcanics has not been definitely established. No attempt has been made to differentiate the rock types of the volcanic~, of which there are exposed 3000 ft. (914 m.) in thickness of basic and acid flows (andesites, latites, and rhyolites) and andesite and latite tuffs and breccias. The latite breccias, the youngest of these volcanic~, cover the highest mountains in the immediate vicinity. The

THE session* on Non-ferrous Metallurgy held Monday morning was conducted in a most satisfactory manner with F. F. Colcord, vice-president, U. S. Smelting Co., in the chair. In spite of the early hour and the fact that members desired to register first, the meeting started quite promptly, with almost every chair in the room occupied. About 65 men were present and during the morning many more came but, not being able to find room, drifted away to other fields of activity. The first paper presented, "Lead Refining Practice of the Bunker Hill Smelter of the Bunker Hill & Sullivan Mining & Concentrating Co.," by Alfred F. Beasley (T. P. 303), was read in abstract by Edward H. Robie, and an animated discussion followed in which Messrs. Johnson (written discussion), Brewer and Jones and Professor Hayward participated. The discussion hinged principally on the liquation of the zinc crusts, but Professor Hayward called attention to the fact that the practice of keeping the gold and silver crusts separate was not new and the present scheme illustrated the axiom that processes based on fundamental principles should not be considered as extinct; one can never tell when it may be found advantageous to make use of them again.

The creep behavior of an aluminum alloy hardened with a finely dispersed phase of aluminum oxide was investigated. The as-extruded alloy shows an approximate steady-state creep in which the creed rate depends exponentially on the applied stress. The activation energy of creeb is abbroximately 150,000 cal per mole. The recrystallized alloy shows no steady-state creep. ONE method of improving the creep resistance of a metal is to introduce a finely dispersed second phase into the metal matrix. The improvement of the creep resistance has been qualitatively explained by assuming that the dispersed second-phase particles act as obstacles to dislocation motion. If the main effect of second-phase particles is simply to hinder dislocation motion then it is possible to derive a high-temperature creep equation for a dispersion-hardened alloy in a straightforward manner. In the Appendix of this paper such an equation is derived from a creep model which works very well for pure metals. Recently, F. V. Lenel has fabricated, for the first time, powder extrusions of aluminum-aluminum oxide in a large-grained recrystallized form. This alloy, designated as MD 2100, consists of a fine dispersion of aluminum oxide plates in a matrix of commercial purity aluminum. A considerable amount of investigation has been carried out concerning the microstructure and physical properties of this alloy.&apos; ) The aluminum oxide is present in the form of flakes 130A units thick and 0.3 u on edge. They are dispersed in the aluminum matrix with an average spacing of approximately 0.5 jx. The spacing varies in the range of 0.05 to 1.5 µ. The alloy structure is extremely stable at high temperatures. For this reason the alloy offers a unique opportunity for a fundamental study of creep of a very finely dispersed two-phase alloy. Lenel supplied specimens in both the unrecrystallized and recrystallized condition. This paper reports high-temperature creep experiments carried out on these specimens. The results obtained were rather unexpected. No steady-state creep was observed in the recrys-tallized material. In fact, after some transient creep which takes place upon loading, the creep rate is essentially zero ( < 10-8per min). If the second-phase particles acted solely as obstacles to the motion of dislocations, measurable steady-state creep would be expected. Since none is observed it appears that the main effect of the fine dispersion in the recrystallized material is to inactivate the dislocation sources themselves, rather than hinder the motion of dislocation loops created at these sources. EXPERIMENTAL DETAILS Specimens were tested in wire form, 0.087 in. in diam for the as-extruded alloy, and 0.035 in. in diam for the recrystallized alloy. These samples were held in friction-type wire grips; a gage length of 2.5 cm was used for all the creep tests. The specimens were held at 600°C in the test apparatus for at least 15 hr prior to each test. The tests were run under the condition of constant loading and, since the creep strains were small, can be considered as constant stress tests. The temperature of testing was held constant within 3°C. Elongations were measured with an optical cathetometer which was capable of measuring strains as smaIl as 0.00012. This allowed the measurement of strain rates as low as l0-8&apos;per rnin. In addition to the creep tests optical micrographs were made in order to determine both the grain size and microstructure of these materials. RESULTS Fig. 1 shows a few typical creep curves obtained from the as-extruded material. The elongations were somewhat erratic, but each curve shows a region of quasi-steady-state creep from which an approximate steady-state creep rate can be obtained. In general the higher the stress at a given temperature, the greater the total elongation before fracture. The lower the applied stress, the longer is the region where the creep rate is almost constant. Summary data from the creep tests of the as-extruded material are listed in Table I. The steady-state creep data of the as-extruded material for a range of stresses at a constant temperature follow a creep equation of the type creep rate = K&apos; = A exp (&) [11 where A and B are constants, k is Boltzmann&apos;s constant, T is the absolute temperature, and a the stress. The standard error of estimate of the data received is less than one order of magnitude. As shown in Fig. 2, if one compensates the creep-rate data for the effect of temperature over the range of test temperature, the steady-state creep data roughly follow a creep equation of the type Temperature compensated creep rate = K* = A exp

THE mineral industries in this country have now had about a year of national planning. Al. though the period is short, the volume of activity and legislation designed to make that planning effective has been nothing short of enormous. Those who have been privileged to see and study a few of the codes to regulate our mineral industry, such as those for oil, coal, steel, and copper, are driven to the conclusion that nothing was really known about the proper way to conduct those industries in this country prior to June, 1933; or if anything was known, nobody in actual practice made use of that knowledge. And yet those industries, in days gone by, helped to make this country the most prosperous in the world, and to maintain a standard of living even today higher than that of any other country. Without wishing to assume any first-hand knowledge of the Russian standard of living, I must confess that the evidence seems to indicate that even with dictatorial authority, national planning encounters unexpected difficulties. There are regularly manufactured in the eleven Bessemer steel rail mills of the United States, 119 patterns* of steel rails, of 27 different weights per yard. This list does not include patterns which, although still largely in use, are regarded by experts as obsolete, and which would swell the number to nearly 300; nor does it include all the patterns for which rolls are kept on hand to fill a passible demand; nor does it include extra patterns rolled in one finishing groove by opening or closing the rolls so as to get different weights with the same contours. The list embraces only those separate patterns which are subject to current orders. How thoroughly modern these patterns ere, is shown by the fact that of the whole 119, there are but five patterns of conspicuously bad shape; all the rest more or less completely illustrate the standard features,—a heavy head, light web and Hanges, and a good angle to hold the fish-plate. Sixty-two per cent. of the patterns have the "Chanute" head, which was not designed until 1874.† Sixty-four per cent. of the 119 patterns are embraced under five weights per yard,; three only of these vary from standard type; there are thus 76 patterns, all of them modern and standard, to represent five different weights, for which five patterns would perfectly answer. Of the 60lb. rails, there is only one of the pear-head type, while a dozen of the bevelled head templets cannot be distinguished from each other

The formal descnption of the decay of an isolated scratch can be written in terms of an appropriate Fourier integral. With the application of certain approximations, this description leads to the second-moment analysis developed by King and Mullins. It is shown that the second-moment analysis does not adequately describe the behavior of a decaying, isolated scratch, and that it is difficult to obtain internally consistent values of the surface self-diffusion coefficient, D,,from this analysis. This inconsistency arises from contributions of higher-order moments to the decay process. Two new analytical methods, based on the Fourier integval representation of a scratch profile, have been developed for determining values of D, from the decay kinetics of isolated scratches. In the profile-matching method, a given initial profile is resolved into its Fourier components, the components are allowed to decay exponentially over an annealing time interval, At, and finally they are synthesized to form a decayed profile. The predicted profile is adjusted to fit the experimental profile by varying only the parameter, D,At; the contribution from volume diffusion is directly taken into account and the integrals involved in the Fourier analysis are evaluated by numerical integration on an electronic computer. In the kinetic method, the widths, W, of a series of predicted profiles are determined for various volume-diffusion contributions, and the results are plotted in the form W vs DSAt. For a fixed ratio of surface to volume diffusivities, R, these plots are linear; the slope of the lines increases as R decreases. A simi-lar analysis can be performed on the depths of the predicted profiles. In this case, plots of (l/df3 vs D,At are found to be nonlinear. The proper value of Ds is found by superimposing the data for the experimental widths and depths on Plots of this kind and adjusting Ds until a fit is obtained with the line having the appropriate value oj R. An analysis of the slopes of these plots for R —= (surface diffusion only) reveals that they do not give the correct value, 2276, for width tf second-moment standard profile. This finding allows one to modify the second-moment analysis in such a way as to obtain internally consistent values of Ds. ThERE are several processes, involving a flow of matter along a surface, due to gradients in curvature of the surface, that may be used to determine the surface self-diffusion coefficient, Ds. These processes are commonly known as 1) thermal grooving, 2) single and 3) multiple scratch decay, 4) blunting of field-emitter tips, and 5) sintering. In this series of papers, the first three of these processes are examined in detail in an attempt to subject the phenomenological theories governing these processes to a critical test and, furthermore, to make a critical comparison of the values of D, obtained from these techniques. Although the thermal grooving technique has been established&apos;&apos; as a reliable method for determining D, , this has not been the case for the process of scratch flattening. Mullins and coworkers374 have proposed phenomenological laws governing the growth of the width and the decay of the amplitude of an isolated scratch, but only in one study5 has the width-growth law been supported by experimental evidence. In paper I of this series detailed experimental evidence is presented that points up the deficiencies of the second-moment analysis; the origins of these deficiencies are also discussed. Following this development, some new analytical procedures, based on representing the scratch profile by Fourier integrals, are presented as a means of obtaining reliable values of D, from the kinetics of the scratch-flattening process. Further applications of the Fourier integral approach are reported in papers 11&apos; and 111,~ where the method has been useful in interpreting the anisotropy of flattening rates of isolated scratches (paper 11) and in describing the multiple scratch decay process (paper 111). Columbia College has the honor of founding the first well-organized School of Mines in America. The University of Michigan, however, shared with her the honor of graduating the first class, in 1867. Prof. Thomas Egleston was the pioneer in the new movement. He drew up the original plan for the Columbia School of Mines in 1863, and was in 1864 appointed its first professor. The Massachusetts Institute of Technology turned out a class of mining students a year later, and others followed in the order of their first graduating class, as shown in Table I., condensed from the Engineering News of August 11, 1892. Besides those mentioned, mining schools have been organized in the States of Arizona and Nevada, and more or less instruction is advertised in connection with other engineering schools. It will be noticed that Columbia easily heads the list with reference to the number of graduates; the Massachusetts Institute of Technology stands second ; the California University third, and then follow Lehigh, Washington University, the University of Michigan, Lafayette College, Michigan Mining School, Missouri, Colorado and the others. The total number of graduates from these 16 schools in 26 years, has been 871, or an average of 33 per year; but as all these schools give a partial education to many who do not graduate, it is probable that from 2000 to 3000 mining students have received from them considerable training. An interesting comparison of the rate of growth of the engineering schools has been recently instituted by the Engineering News, for the period between 1860 and 1892. Table 11. shows that civil engineering had the advantage in numbers from the start, and maintained the advantage until 2890, when it was surpassed by mechanical engineering. I Introduction Coal fuels China. Roughly 70 percent of all commercial energy demand is supplied by domestic coal production and with the recent Chinese opening to the West, the Chinese Coal Industry may figure prominently in the export market as well. Because of the importance of China&apos;s coal industry to the future of China and the Pacific Rim energy balance, this paper reviews the industry and offers some cautious projections for its outlook. II Energy&apos;s Position in the Current Political and Economic Climate Traditionally, Chinese society has been dominated by the policies of its most important government leaders. Deng Xiaoping, Vice Chairman of the Communist Party is the current leader of China. Deng and his proteges are pragmatists. Although China&apos;s government structure is based on Marxist/Leninist tradition, Deng and his followers are promoting experiments with market economics and expanded relationships with Western Countries, which have encouraged foreign investment in China. Energy companies represent just one type of industry that is interested in helping the Chinese to develop their abundant natural resources. Although China&apos;s leadership is committed to a program of economic modernization, that program currently is experiencing what the Chinese government terms "readjustment". Readjustment cuts back in imports due to deficient foreign exchange and deemphasizes heavy industry, while it encourages agricultural and consumer goods output and, most imporant, energy production. Increased Chinese coal and oil production is essential both to fuel industry and, equally important, to provide foreign exchange. If sufficient energy production is not forthcoming, then economic growth will be severely retarded. China&apos;s 1979 per capita GNP of $260 is only slightly better than the weighted average achieved by low income countries of $230. (1) Delays in growth could lead to social unrest, threatening the position of the current leadership. Since there is no institutionalized mechanism for leadership succession and policy continuation, it is reasonable to assume that leadership changes could result in energy policy changes. III Energy Consumption Energy production is important to China&apos;s future economic health as highlighted by the World Bank. If China&apos;s economy grows rapidly, 5 percent to 6 percent during this decade, the Bank noted, a significant energy shortfall could occur as early as 1985. This state of affairs contrasts sharply with China&apos;s current position as a net hydrocarbon exporter. (2) To assure a healthy economic future, China&apos;s leadership is attempting to reduce its rate of increase in energy demand through conservation as well as to boost energy output. A massive conservation promotion program has been underway since 1979 and there is much room for improvement. China&apos;s industrial sector is only about half as energy efficient as is U.S. industry. (3) During the last two decades, each percent of increase in GNP has been accompanied by a 1.8 percent of increase in energy consumption. (4) This compares rather poorly with the United States where a less than one-to-one relationship exists. IV Energy Supply The short term prospects for oil production are uncertain. Production increases were rapid in the 1960&apos;s and early 1970&apos;s, averaging 20 percent annually, but most of this increase came from one field, Daquing. Now that Daquing&apos;s production has peaked and the offshore potential has yet to be developed, petroleum production has maintained a plateau of 2.1 million b/d, at least temporarily, of which approximately 15 percent is exported. In 1827, chromite was discovered near Baltimore by Isaac. Tyson, Jr., who initiated the mining of chrome ore and later (1845) the manufacture of chromium compounds in this country. From 1828 to about 1560 the United States, supplanting Russia, supplied chromite for most of the world. Chrome deposits were found also in California, and the Tyson Company shipped ore to Philadelphia by way of Cape Horn. In 1848, J. Lawrence Smith, an American in the employ of the Porte, discovered large bodies of chromite in Asia Minor. They were developed in 1865 and became the chief source of the world&apos;s supply for a number of gears. The discovery of the large high-grade bodies in New Caledonia., and later in Rhodesia, with other foreign sources, gives at present an abundant supply for all demands. For a number of years before the great war. the United States produced only a few hundred tons of chromite annually, for local use, but during the war the demand for domestic ore resulted in a production of more than 82,000 long tons of crude ore in 1918, and it was demonstrated that the United States has reserve deposits equal to a war demand of several years&apos; duration. Now that the war is over, the country is con-serving its domestic supplies by employing higher-grade but cheaper ore from foreign countries.

The only essential difference among the three methods of collecting the precious metals from their low-grade ores by fusion is comprised in the nature of the vehicle in which those metals are concentrated. If lead- or coppper-ores are used, the processes are respectively lead- or copper-smelting; but when the sulphide of iron forms the matrix in which the gold and silver are collected, the process is known as pyritic smelting. The latter method presents rarely any advantages when lead- or copper-ores are available at rates which permit profitable treatment. Pyritic silver-smelting, defined by Percy as " the smelting of silver-ores, which are either free from lead or do not contain it in sufficient quantity to collect the silver, in conjunction with pyrites, in order to produce a regulus in which the silver may be concentrated," is not, as the name would imply, confined to ores of this metal alone, but embraces auriferous silver-ores, or even gold-ores simple. This method of collecting the precious metals from lowgrade dry ores, employed at Freiberg by Barthel Kohler in 1585, does not appear, up to the present, to have been introduced into this country on a working scale. And yet the possibility of getting rid in a single operation of all the earthy or siliceous gangue of a lowgrade ore and concentrating the precious metals in a matte without loss of lead (which includes gold and silver) by slagging, or volatilization, at the same time producing a highly siliceous slag, very nearly if not quite as clean as is usual in lead-smelting, certainly commends itself. AT the Morenci branch of the Phelps Dodge Corporation, of which Frank Ayer is manager, several new types of machines that have been developed by Charles Mitchell, shop foreman in the drill steel shop, invite comment for their time and labor-saving qualities. Foremost of these is an adjustable gage-block and gaging device for attachment to drill-sharpening machines, developed and patent applied for by Mr. Mitchell. It replaces the blocks on the standard Ingersoll-Leyner drill steel sharpener No. 5. Features of the device are gage blocks with a flat surface which can readily be removed when worn and planed in any flat planer; blocks that can be adjusted with a templet to give a far more accurate gage than was formerly possible; and a center stop that is adjustable and can be accurately set to center any standard size drill steel.

INDUSTRY has yet to find a universal solution to the problem of engineer personnel selection. Today, the choice of the right man for the right job is even more pressing than ever before. The age of the hard apprenticeship seems to have passed. In its place one finds the interviewer who must determine through personal contact and evaluation of college grades whether a graduate engineer will fit into his company&apos;s scheme. The problem, as it is constituted today, may be broken into four parts: Need for better use of human resources (there is a shortage of engineers, scientists, and skilled workers), productivity with higher efficiency, encouragement of personal pride in work performed, and employee&apos;s happiness on the job and away from it.

During the time I was in charge of this mine, from 1914 to 1915, I had occasion to read the interesting papers by T. T. Read and C. M. Weld about these deposits, to find how far their observations corroborated mine. To quote from the paper on "The Mineral Production and Resources of China" by T. T. Read:&apos; "The iron ores at Tayeh * * * * lie along the contact between a marble and an intrusive body of a dark gray syenitic rock. * * * * At one place it is slightly magnetic, apparently having been partly reduced to the magnetic oxide by the action of reducing solutions, which have deposited small amounts of copper and iron sulphides along the foot wall." To quote from the paper on "The Tayeh Iron Ore Deposits"2 by C. M. Weld: "I find the orebodies described as occurring along an approximately E-W contact between hornblende-granite and limestone. * * * * The granite is a granitoid rock consisting essentially of quartz, potash-feldspar and hornblende."&apos; These quotations show the differences of opinion entertained by two observers. My own study of these interesting deposits has been intermittent amid the manifold duties devolving upon a superintendent. General DescriptLon of the Deposits The deposits are situated to the west of the Yangtse River, being connected with the river by a standard-gage railroad of 66 li (18.16 miles, 26 km.) in length, as shown in Fig. 1. The general topography of the region is of mature age, showing broad valleys with sluggishly meandering streams. These deposits are worked as two mines, named the Tieh Shan Mining Department and the Teh Tao Wan Mining Department; the former consisting of three orebodies more or less connected, named Tieh Man Kan, Sha Mau Tze and Lung Tung, and the latter consisting of Chang Pei Shan, Sze Tze Shan, Ta Shih Men, Yeh Chih Ping and Tsin Shan, also more or less connected, as shown in Fig. 2.

THE so-called Kick law&apos; is generally accepted to . mean that for each reduction to one-half in particle diameter, in a unit weight, the same amount of work is required. In crushing-efficiency calculations on crushing tests it is customary, when basing the calculation on Kick&apos;s law, to assign ordinal numbers to each standard sieve size. These ordinal numbers increase by a constant difference with each successive sieve aperture, because standard sieve apertures are in constant ratio. Minus 200-mesh is generally assumed as equivalent to 37 microns in size. By definition, the ordinal number multiplied by the per cent material of any size is equal to the energy units in the material of that size in a unit weight of sample. The sum of all energy units is the energy units content of a unit weight of sample, whether it be crusher feed or product. The difference between the energy units in the product and that in the feed is the tangible result of the work input per unit weight of feed. From this the amount of work necessary for one energy unit may be calculated. This has been done for a quartz crushing-test made at the Intermountain Experiment Station of the U. S. Bureau of Mines at Salt Lake City, in which the net work going to crushing was carefully measured. The results of this crushing test are given in Table 1.&apos;

THERE has been a running discussion over the past several years with respect to the life and adequacy of our natural gas reserves. Some of the experts agree on one phase of the subject at least-that eventually it will be necessary to augment deliveries of natural gas in the northern markets by the development of a more or less comparable synthetic gas made from coal. The purpose of this paper is to point out: 1. It may be later than a good many people think-the demand for addi¬tional domestic and commercial pipeline gas in at least one section of the North will probably be felt rather keenly before an adequate synthetic pipe¬line-gas project, developed on economic lines, could be completed, even if initiated in the near future. 2. The evidence is considerable that such a project would be technically sound and economically self-supporting, although the margin of profit at first might be so small and the magnitude of an economic enterprise so great -that financing would be impossible without Government aid in some form or other. The part of the country referred to is the heavily populated section in the northeast of the United States. To simplify an examination of the situa¬tion, let us take the potential marketing areas within range to the north and east of the three pipelines: 1. Tennessee Gas Transmission Co. as it enters Erie County, New York state. 2. Texas Eastern Transmission Corporation just before the tap that sup¬plies the general Philadelphia area. 3. Transcontinental Gas Pipe Line Corporation as it enters the state of New Jersey. The sources of gas for these three pipelines are in Texas and Louisiana. The ultimate maximum combined capacity of the three lines at the points stated is approximately 1,200,000,000 cu ft per 24 hr at the maximum load factor probable of attainment in normal operation. The areas supplied by the three lines north and east of the points stated, or assumed as eventual markets, are: 1. Central New York state, from Buffalo to Albany (both inclusive).

To MOST mine operators, it seems evident that there is a drill-steel problem, although under certain conditions the amount f drill-steel breakage does not appear serious. What is at fault? It may be one or a combination of circumstances. The development of rock drills to the hammer-drill type in place of the old reciprocating piston drill, probably is one important cause for the greater steel breakage. Perhaps the manufacturers of drill steel have failed to realize what alloys are needed for this new service or have overlooked the changes in the art of rock drilling. Although suitable alloys are provided, they may not be so handled in the manufacturing process as to be in the best condition to withstand the demands of rock drilling. The mine operator may be at fault in desiring to use the smallest possible drill-steel section in order that the gage of the drill bits may be correspondingly small and the amount of footage drilled per unit of labor may be greater; or the black-smithshop practice at the mines may need improvement. The miner who uses the drill steel may also require more intensive supervision and education. Again, the manufacturer of rock drills may have failed to study the types of blows the steel alloys will withstand satisfactorily and which their tools are delivering and so he may not know whether or not a different design of rock drill would equal or excel their present drilling speeds without treating the drill steel so severely. All of these hypotheses probably have their supporters. On the other hand, perhaps we are seeking too much service from drill steel and we need a fuller realization of the fatigue strains developed and should prepare to relieve these by a periodic heat treatment of the steels. However, we do not find any proof that any of these suppositions may be held responsible for the drill-steel breakage attendant to mining. The proposed investigation of this matter by the U. S. Bureau f Mines is fully warranted in the promotion of the conservation of labor and material, and the safety of the workmen. As political tensions in African and Asian mineral producing regions increase, the orientation of Latin America&apos;s economic development assumes importance not only in the U.S. hemispheric policy but also in our mineral-based economy. Latin America as a mineral supply source has been confronted with regional, political and economic problems which may, at best, have limited further investment and, at worst, have suggested possible repudiation of existing investments. Historically, the mining industry has provided a basis for the national economies of Bolivia, Chile and Peru, and recently the governments of these countries have sought to force increased development of the industry through new and somewhat revolutionary mineral legislation. The extent to which the mineral industries are intended to finance economic development is uncertain and the influence of this legislation on economic freedom and incentive for foreign and domestic investment is a matter for some thought. Two facts are outstanding: first, mining, at present, provides approximately 80% of the foreign exchange in Chile and Bolivia and 42% of that in Peru and, second, existing tax revenues are insufficient to finance a developing economy.

DURING the winter of 1946 to 1947 potash operations in Germany, France and Spain were visited by the author. The U. S. Department of Commerce, through its Field Intelligence Agency Technical, sponsored the inspection of German properties by representatives of the American Potash Industry. Vast deposits of potash salts occur in the above-mentioned countries, and the production and marketing of these salts are important in their respective economies. Germany An area of some ten thousand square miles of north central Germany is underlain by lenses of potash salts interbedded with greater thicknesses of sodium chloride or common salt. These salt measures are relict deposits from the evaporation of an arm of the Zechstein (Permian) Sea which formerly covered northern Europe. During the peak year of 1940, Germany produced salts containing 1,860,000 tons of K,O and, next to coal, potash is its most important mineral raw material. The German deposits are found in the synclinal areas flanking the Flechtingen, Hartz Mountain and Thuringian uplifts, and, to the north they lie beneath the plains of Hannover. The regional dip of the salt measures is to the north, hence, lenses of potash found at depths of 500 to 1000 m* in the Two general depositional provinces of potash concentrations are recognized: (1) the main basin, and (2) the subsidiary basin.
