"The ores of the Iberian Pynte Belt are typically massive sulphide ores with very fine grained mineral textures. EuroZinc Mining Corporation is currently evaluating one of the massive sulphide deposits located near the town of Aljustrel, in South Central Portugal. The deposit contains significant grades of lead, zinc and silver. The ores are comprised solely of sulphide mineralization consisting of pyrite, sphalerite, galena and some secondary copper minerals. Liberation requirements for these ores are typically 22 to 25 microns. A selective flotation process has been utilized to produce separate lead and zinc concentrates for sale to off-site contract smelters.This paper outlines the process test results and describes the process parameters required to optimize the process parameters. Ths test program has been conducted in support of the re-opening of the facilities in Aljustrel. The 3500 tpd mining and milling facility was commissioned in 1990 and operated for 18 months before closing. The previous facility was designed to produce three products using a selective copper-lead-zinc flotation process. EuroZinc Mining Corporation is proposing to re-open the operation, selectively mining from a lead-zinc phase of the massive sulphide deposit and produce only lead and zinc concentrates.Results are presented and discussed.PROJECT HISTORY AND CURRENT PROJECT OBJECTIVESThe EuroZinc Aljustrel Project is a potential major producer of lead, zinc and silver located in the Iberian Pyrite belt of south-central Portugal. The town of Aljustrel is historically associated with mining dating to the time of the Romans. The area is rich in pyrite deposits, and sections of the pyrite deposits contain significant zones of copper, lead, zinc and silver. Mining in Aljustrel during the last century (1900’s) included a major pyrite mining operation, which produced feed for sulphuric acid production. Pynte mining operated from the 1930’s to the early 1970’s and a short-lived base metal operation from 1989 to 199 1."

Raw water import requirements for oils sands mines depends mainly on factors such as ore processing rate, ore material characteristics, tailings processing technology, tailings storage systems, process water storage operations, the phase of tailings production, and non-recoverable seepage losses from tailings ponds. These factors can be readily quantified to calculate raw water import needs. Nevertheless, mine water balance continues to be misunderstood by some regulators, stakeholders and possibly even mine operators. Confusion over consumptive uses has led to a focus on recycling which is not necessarily applicable to a closed circuit water management system. Some water conservationists focus attention on raw water intake rules instead of the technical decisions that control consumptive uses. Typical oil sands mine water balances for various types of tailings operations, are analyzed to illustrate the effect of controllable and uncontrollable parameters as well as major options that need to be explored for reducing water demand. Uncontrollable parameters including tailings fines content, oil content of ore, connate water, mine depressurization water inflows and surface water hydrology. Controllable parameters include storage operations, advance water supply ahead of mining operations, type of tailings operation, net tailings pond seepage losses, and tailings impoundment operations. Potential reductions of raw water supply rates may be obtained by providing greater on-site storage to attenuate fluctuation in water demand, advance water accumulation prior to mine start up, early commencement of CT operations, thickened tailings disposal and paste technology. Water conservation measures should be focused on reducing on-site process water storage and water content of tailings material.

The Narragansett Bay Commission (NBC) is a regional sewer authority that serves ten communities in the Providence, Rhode Island metropolitan area. From 1992 to 1999, the NBC developed a comprehensive facilities plan to abate Combined Sewer Overflow (CSO) pollution in the Upper Narragansett Bay. The plan underwent many major evolutions during this period, most notably the addition of a stakeholder?s process by which NBC demonstrated a site-specific plan to control the pollutants and meet water quality standards. The favored solution consisted of deep tunnel storage with treatment at existing wastewater facilities that had been recently upgraded. In 1999, a final plan was accepted which included two tunnels, five CSO interceptors, twelve sewer separation projects, a wetland facility, and a wastewater treatment facility upgrade. The program is to be constructed over 20 years in three sequential phases (Figure 1). Phase I of the program includes a 4,963 m (16,284 ft) long, 7.9 m (26 ft) diameter, 70.1 m (230 ft) deep storage tunnel; seven drop shafts with connecting adits; ancillary facilities; and a pump station. Construction of Phase I began in 2001 and is expected to be operational by October 2008. This paper focuses on design and construction of the Fields Point Tunnel Pump Station (FPTPS)located at the south end of the main spine tunnel. A189 Ml/day (50 MGD) pump station is required to lift CSO flows from the tunnel to the Fields Point Wastewater Treatment Facility (FPWWTF). The pumps are to be housed in a 35.6 m × 18.6 m ×20.7 m (117 ft × 61 ft × 68 ft), 91.4 m (300 ft) deep cavern excavated in a complex meta-sedimentary rock of the Rhode Island Formation, and connected to the surface by 9.7 m (32 ft) and 3.4 m (11 ft) diameter shafts. Factors which influenced selection of the size, configuration and location of facilities included the preferred arrangement of pumps, critical aspects of site geology, and estimated cost. Technical and value engineering reviews also affected the final design. Following Notice to Proceed (NTP), concerns were raised by the contractor regarding constructability and design. Additional geotechnical investigation and independent engineering review were employed to validate the design assumptions. The cavern was successfully excavated and sup-ported in rock, completed on schedule and within budget in 2005. In 1992 the NBC retained Louis Berger Group (LBG) as Program Manager (PM) for the CSO Abatement Program. LBG thereafter formed a design team including: Jacobs Engineering Group(JEG) as the designer for underground structures and near surface collection facilities; Black and Veatch(B&V) to design the pumping system and associated facilities; Haley and Aldrich (H&A) to oversee the geotechnical program; and Malcolm Pirnie to design the system-wide instrumentation and control system. Construction management, resident engineering, and inspection services were provided by the joint venture Gilbane/Jacobs Associates (G/J).

In 1984, at the request of Bureau of Land Management, the U.S. Bureau of Mines studied the 13,730-acre Burnt Lodge (MT-065-278) Wilderness Study Area (WSA) in order to evaluate the mineral resources. The WSA is located in Phillips and Valley Counties, MT, about 55 miles south of Malta adjoining the Charles M. Russell National Wildlife Refuge. It is underlain by near horizontal sedimentary beds of the Hell Creek Formation, Fox Hills Sandstone, and Bearpaw Shale. No mines or prospects were found in the WSA. Bentonitic beds were examined, but are generally less than 1 ft thick and, except where exposed, are deeply buried. Kaolin-bearing sandstone in the Colgate Member of the Foxhills Sandstone was sampled and may have potential for use in structural clay products. However, remoteness and inaccessibility of the area make it unlikely that the material could be economically extracted even though some of the material is marginally useful.

"A 2400 acre extension to the existing Tailings Area is under development at Inco's Copper Cliff Milling operations.The new area is being developed in stages as production levels dictate thus minimizing immediate capital expenditures while permitting disposal operations to proceed as further site work progresses.The first stage of the new storage site will be fully operational by early 1987 and will include a 400 acre site specific to the storage of Pyrrhotite rejected from milling circuits. The Pyrrhotite site is located in the centre of the Tailings area and is designed for water cover throughout much of its projected life.The new development incorporates perimeter dams designed to operate with low phreatic levels for maximum structural stability. Acid seepage water is collected behind secondary impermeable dams for return to the Tailings Pond.Tailings are deposited by up-stream methods permitting segregation of coarse fractions for use in future lifts of the perimeter dams."

Introduction The impact of the Comprehensive Environmental Response, Compensation, and Liability Act, or Superfund, as well as the Resource Conservation and Recovery Act (RCRA) and their state counterparts underscore the intention of the nation's lawmakers to reduce the risk from hazardous substance to American society. The promises and requirements embodied in these laws, together with their prospects for liability, will continue to have a very substantial impact on decision making in the mining industry. These laws present the prospects for staggering liabilities, often of an unquantifiable nature in terms of time and amount. It is therefore necessary to keep them in clear focus. This is particularly true in light of President Reagan's signing into law the Superfund amendments on Oct. 17, 1986, and in light of the Environmental Protection Agency's (EPA) major policy pronouncement of July 3, 1986, regarding solid wastes from extraction of ores and minerals. This article examines the general trends as well as the specific provisions of these laws in an effort to assess the prospects of liability for the mining industry of releases of hazardous substances into the environment. Hazardous substances vs. hazardous wastes The distinction between the terms "hazardous substances" and "hazardous wastes" is important to appreciate for the purposes of assessing the potential for liability for a mining operation. Hazardous substance is a term that appears in and is defined in the Superfund Act. In Superfund, it is defined by reference to other substances that have been declared to be hazardous under other federal environmental statutes, such as RCRA, the Clean Air Act, and the Clean Water Act. Hazardous waste is a term that is less all-encompassing than hazardous substance, as that term is defined by RCRA. Hazardous substances do not need to be wastes to be considered hazardous for the purpose of Superfund liability. A "release" of a hazardous substance into the environment can bring about potential liability under Superfund. Many mining wastes, even though they are not considered hazardous wastes by EPA under RCRA, have been determined by that agency to be capable of bringing about liability under Superfund if they contain chemical substances, such as the heavy metals copper, lead, mercury, zinc, silver, and others. Therefore, it is not sufficient for the mining industry to be able to answer whether one has hazardous waste at a mining site. That question only goes partway in addressing the potential for liability. The next question is, do one's solid or liquid mining wastes contain hazardous substances that could bring about liability under Superfund? Superfund 1980 law: A review Some provisions of Superfund as it existed before its recent amendments must be considered. The law provides that the owners and operators of mining sites, together with those who transport hazardous substances to such sites, can be held jointly and severally liable for the cost of cleaning up the site. The concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of cleanup. The Ameristar Casino expansion project included the design and construction of a 25-story hotel and 9-story parking structure expansion. The site is located in a floodplain on the banks of the Missouri River in Saint Charles, Missouri, where the underlying soils are potentially liquefiable. The geotechnical engineer performed subsurface exploration and analysis, which included site-specific seismic response and liquefaction, and provided geotechnical design recommendations. In the event of an earthquake, post-liquefaction settlement was calculated to be approximately 14 inches. Additional project constraints included wetlands protection, construction adjacent to the existing facility, flood protection and river bank stability. Because of the liquefaction issue, the geotechnical engineer consulted with a specialty geotechnical contractor on ground improvement methods. This consultation led to a proposal to eliminate deep foundations from the design and support the structures on shallow and mat foundations. The geotechnical engineer assisted the design team with foundation design analysis and value engineering assessments. Together with the project team, the geotechnical engineer used the data to evaluate foundation options and construction methods to overcome the site challenges and concluded that ground improvement was the optimum course of action. Because of the nature of the site constraints, a number of ground improvement methods were needed. The geotechnical engineer evaluated the methods proposed by the geotechnical contractor and provided the technical specifications for the ground improvement bid package, which included vibro-compaction, compaction grouting and micropiles. The ground improvement allowed for the use of shallow foundations (mat and spread footings), which provided the client with significant time and cost savings over the deep foundation alternatives.

Polkowice region (Lower Silesia, Poland) is an area, where the copper mining activity started about 40 years ago and new technologies were applied. There are 3 underground mines, 3 processing plants, tailings pond (the biggest one in Europe), pipelines for flotation waste transport, railways. Although new technologies were applied during the copper ore exploitation, the environment in this area were polluted mostly by dust containing copper, lead, zinc and arsenic. Estimated values of heavy metals in polluted soils were compared to the natural contents of this metals. The geochemical background for Polkowice area was defined. The pollution zones occur around mining facilities. Copper ore exploitation and processing is planned for the next 20-40 years depending on market situation. After mines and other facilities closing the most important problem will be sustainable development of this area. To evaluate the scope of revitalization activities the analysis of recent soil environment condition will be necessary as well as forecasts for pollution migration. Geostatistic methods used also in mining will be very helpful for this task.

As part of the addition of eight new combined cycle generating units at the Florida Power & Light Sanford Plant, 2,129 piles were to be installed. The existing plant elements were supported on driven piles, and the variation in pile lengths during previous work, as well as available subsurface information, indicated a complex stratigraphy. At the request of the owner, the designer/construction manager developed a program to evaluate the use of pressure-grouted displacement piles. A pre-design load test program in areas that represented the apparent extremes in subsurface conditions indicated that the system was feasible; however, the presence of existing features that were to be demolished later precluded the clear delineation of subsurface conditions in advance of construction. A contract was negotiated with the pile installer based on the best estimate of potential pile lengths, with modifications to pile lengths to be set based on additional exploration. A total of 52 cone penetration soundings and five load tests were performed immediately prior to and during pile installation to establish correlations between the CPT data and pile performance. Pile depths were set based on these correlations. Pile installation was completed 6 weeks ahead of schedule and 15 percent under the original budget estimate. This paper documents the evaluation of pressure-grouted displacement piles as an emerging technology, and illustrates the benefits of a close working relationship between the owner, designer, and pile contractor at a site with variable subsurface conditions.

In the minerals industry allocating capital for setting up a new project or for upgrading an existing facility usually requires that a compromise be found between the initial cost of equipment, its operating performance and on-going operating costs. To maximise the return on the investment usually requires that various possible combinations and layouts of equipment be assessed. This task is both difficult and time consuming. Computer simulation can be used as a means of determining the expected operating performance of a range of alternate equipment configurations. Simulation is a particularly important technique for analysis as it is one of the few approaches that allows the analyst to take into account the variability inherent in a mining process. While computer simulation is a well established technique its use, until recent years, has been limited to large organisations with access to substantial computing facilities. However, with the current availability of low cost computing platforms combined with easily understood animated displays, simulation is now becoming more widely used across the industry.

This report describes the feasibility test of an electromagnetic method for locating boreholes, with or without casing, that have been drilled in conjunction with mining operations but whose location with respect to the tunnel is not precisely known. The first tests were conducted with the cooperation of the Kerr-McGee Corporation, Church Rock Mining Operations, New Mexico, in September 1977. These tests demonstrated that accuracies of better than ±5% of range and ±1° of bearing can be achieved with a simple system and setups. Subsequent tests, in January 1978, on a horizontally drilled pipe line river crossing application, by Titan Contractors of Sacramento, California, demonstrated that accuracies of better than one-half percent of range and a few tenths of one degree of bearing can be achieved by using refined techniques. The demonstration tests were done at ranges on the order of 100 to 200 feet but the method is capable of working at much greater distances.

The Monotube is a uniformly tapered high-strength steel shell pile manufactured for friction pile applications. The Monotube pile was developed in the early 1920's in Canton, Ohio. Its first commercial installation was an Ohio railroad trestle in 1926. The Monotube has been manufactured in the same Canton plant since its inception. The Monotube is produced in four diameters, 12, 14, 16 and 18 inches, with U. S. Standard Gage wall thicknesses of 9, 7, 5 and 3. The uniformly tapered Monotube section can be manufactured in one of three rates of taper.

"Silicosis was first reported by the ancient Greeks and is apparently as old as human history. The prevalence of this illness peaked in the last half of the 19th century and the early part of this century, when mechanized industry was developing and the relationship between dust exposure and disease was less well understood. Yet, even today in devel-oped countries, sporadic outbreaks of silicosis occur when workers are consistently exposed to silica particles of respir-able size (0.5 to 5.0 µm in diameter) at levels exceeding those recognized to be safe.Silicon dioxide or silica. is the earth's most abundant mineral. Silica is considered to be either free (i.e.. unbound to other minerals) or combined. Minerals with high amounts of free silica include quartz (including granite) flint. Chert, opal, chalcedony, and diatomite. Combined forms of silica are called silicates and include, among others, asbestos talc and kaolin.In the crystalline form, silica exists as quartz, cristobalite, and tridymite (Fig. 28). Of these quartz is ubiquitous in the environment and occurs as sand and as a part of many rocks. Cristobalite and tridymite occur naturally in lava and can be formed by the heating of quartz or amorphous silica. Cristo-balite is more tibrogenic than quartz. Amorphous silica is noncrystalline and, therefore, is relatively nontoxic and does not cause silicosis. It occurs as diatomite (skeletons of pre-historic marine organisms) or as vitreous silica (glass), the result of carefully melting and then quickly cooling free crystalline silica. Heating diatomite with or without alkali (a process known as calcining), forms cristobalite and adds the respiratory toxicity of free crystalline silica.There are many opportunities for occupational exposure to respirable crystalline free silica. Some of the commonly en-countered occupations in which the risk of silicosis exists are reported in Table 20.Silicosis. the pulmonary disease caused by the inhalation of silica particles of respirable size, is most commonly cate-gorized by findings on the chest radiograph. The most typical presentations simple silicosis and progressive massive fibrosis appear different radiologically but are grouped under the category of classic silicosis because they are a part of the radiographic spectrum of this illness. Radiographically, simple silicosis appears as small (less than 10 mm in diameter), rounded opacities, typically predominant in the upper lung zones. Progressive massive fibrosis is the result of the coalescence of these small nodular opacities and appears as larger opacities (more than 10 mm in diameter), again typicallydistributed in the upper lung zones."

The estimation of the shear stress distribution around an excavation is important to the design of the excavation since shear stresses can generate cracks, loosen grain boundaries or otherwise degrade the mechanical and physical properties of the rock and lead to stability problems. In this study, the distribution of shear stresses in a pillar were back-calculated from the deformation measurements made from the SPDV (Site and Preliminary Design Validation) area at the Waste Isolation Pilot Plant (WIPP) site. A plausible pattern of shear stress around an excavation has been suggested based on the Zero Strain Boundary (ZSB) calculation, computer simulation using FLAC, and back-calculation using measured deformation rates in the pillars.

"This paper examines test results and grinding mill design for the recent Fortune Minerals’ NICO Project, located in the Northwest Territories. SAG milling and rod milling options are compared. Rod milling is clearly shown to be the best option because of the ore’s extreme resistance to breakage in a SAG mill environment.Surprisingly, the Bond Ball Mill Wi was 13 kWh/t for this ore. The Bond Rod Mill Wi was 20 kWh/t, whereas the SAG pinion energy to grind the ore to T80 1.7 mm was 30 kWh/t. The existence of ore with this ratio of SAG hardness to Bond BM Wi has not been previously observed. If not considered, this critical relationship may adversely impact the accuracy of mill design. This paper substantiates the significance of these findings to achieve successful grinding design on ore that is macro-competent during primary size reduction, but relatively normal during secondary grinding.INTRODUCTIONThe NICO Cobalt-Gold-Bismuth-Copper deposit is located 160 km northwest of the City of Yellowknife, Northwest Territories. It is the largest IOCG-type deposit (aka Olympic Dam-type) currently recognized in Canada with Mineral Reserves of 21.8 million tonnes contained within a larger 57 million tonne, lower-grade Mineral Resource. The project, owned 100% by Fortune Minerals Limited, has been assessed in a positive definitive feasibility study, subject to underground test mining and pilot plant testing, and is now in the permitting stage to develop a combined open pit and underground mine and process plant. An updated process flow sheet incorporates conventional crushing, grinding and bulk flotation, followed by filtration for shipment of a concentrate to a purpose-built refinery proposed to be built near Saskatoon, Saskatchewan. At the refinery, separate bismuth and cobalt concentrates will be produced following regrinding. The hydrometallurgical process methods include: pressure acid leach, precipitation, ion exchange, and electro-winning for recovery of cobalt as 99.8% cathode; solvent extraction and electro-winning of by-product copper cathode; ferric chloride leach and electro-winning for recovery of bismuth as 99.5% cathode; and cyanidation of the leach residues for recovery of gold as doré."

"The role of mixed collectors in enhancing the metallurgical performance of sulphide flotation processes was reviewed in 2008, and later published as an integrated theory by Lotter and Bradshaw, 2009. The theory proposed that xanthates, dithiophosphates and dithiocarbamates could be synergistically combined in an optimal formula to deliver improved grade and recovery. The approach uses a five-step structure, viz.1. A mineralogical study of the ore to be treated, identifying and quantifying the economic minerals (with hosting and association) and gangue species present.2. Selection of candidate collectors from this mineralogical information and from the known pulp conditions of that operation (e.g. Eh, pH).3. Design and execution of a factorial experiment to estimate and test the main effects and interactions, and to model the response surface for an optimum formulation [Box et al., 1978].4. Use of a High-Confidence Flotation Test platform in the factorial to reduce overall errors and allow for clearer observations [Lotter, 1995; Lotter and Fragomeni, 2010].5. Statistical design of a plant scale trial to measure and validate the gains [Napier-Munn, 1995; Lotter et al., 2009]. Eland Platinum, which was commissioned in November 2007, appointed a team to apply this theory to formulate an optimized mixed collector suite for use in the operation. The West Pit ore (UG2 - Normal ore) was sampled at site and brought to Xstrata Process Support, Sudbury, Canada, for mineralogical and metallurgical testing in 2008. Microprobe and QEMSCAN measurement characterized the type, grain size and textural association of the discrete Platinum Group Minerals (PGM) present. From the mineralogical data, it was clear that a mixture of dithiocarbamate and two xanthates would be a likely reagent suite selection. A factorially designed set of High-Confidence Flotation Tests studying these was performed, concluding that an optimal suite using certain amounts of these collectors was a viable formulation that would advance the grade and recovery performance at Eland above the standard PIBX by approximately 2.13% 4E PGE. The plant trial, which used a form of the replicated block design after Napier-Munn, 1995, and Lotter et al., 2009, exceeded this estimate with an overall PGE recovery gain of 2.48% (absolute basis) and a concentrate grade gain of 26.4 g/t PGE (absolute basis), as well as reducing chrome in concentrate from 2.04 to 1.62% (absolute basis). These gains proved to be statistically significant using the analysis of variance method, and have validated the theory."

While the income tax changes are taking shape, much work still needs to be done on the sales tax side of the coin.IntroductionOn December 16, 1987 Finance Minister Michael Wilson tabled measures to implement the changes to Canada's income tax system that were proposed in the June 18, 1987 White Paper on Tax Reform. The measures were set out in a Notice of Ways and Means Motion; draft legislation relating to preferred shares, research and development expenditures; and draft regulations regarding capital cost allowance, certified films, flow-through shares, and the resource sector. The reaction of the government to the recommendations made by the Finance and Economic Affairs Committee Report on Tax Reform (the Blenkarn Committee), the Report of the Standing Senate Committee on Banking, Trade and Commerce and through consultations with interested groups and organizations, business, labour and individual Canadians is set out in a booklet of supplementary information.The basic features of the reformed income tax system set out in the White Paper remain. However, a number of significant changes have been incorporated in the Notice of Ways and Means Motion and other material. The following comments address those area s where changes have been made to the original White Paper proposals."

THIS paper gives a brief summary of the process of manufacture of sterling silver, and some of its more important physical properties, as observed in commercial production of rolled sheet and wire. Although papers have been published by Turner and Smith,1 Rose,2 Sperry3 and Jordan,4 there are few technical data available, and unfortunately the time allowed for the preparation of this paper has not been sufficient to make it as comprehensive as the title might indicate. ANALYSIS OF STERLING SILVER Fine or pure silver is too soft for coinage and the manufacture of articles in which strength and resistance to wear are desired. From the earliest times of which we have record, copper has been the metal generally used to harden silver. Analyses of coins and silver articles from ancient tombs show varying amounts of copper, and old Roman silver objects in the British Museum have approximately the same analysis as our sterling. The first authentic record of the establishment of a stand¬ard alloy is during the reign of Henry II in England. During the twelfth and thirteenth centuries, the people in the Eastern Provinces of Germany had a reputation for the standard and purity of their silver coinage, and it is said that Henry II employed some of these Easterlings, as they were called, to improve and standardize the English coinage, which had become debased. Each reference is evaluated by keywords, providing the reader with a means of rapidly sorting through the references to locate only those dealing with the coal mining region and subject of interest.
