Strategic alignment throughout a mining organization is critical to effective strategic execution and good business performance. The alignment of strategic goals and objectives in the different operations and functions in a large global operation is a challenge facing executive management in light of legacy organizational structure and processes. An additional confounding factor in strategic alignment of acquisition and new project expansion is that mining projects and operations are frequently multi-cultural in terms of country origin as well as organizational culture. This brings together many cultures to accomplish the project or complete an acquisition (Financial Times, 2006). The mining industry presents numerous challenges to executives and mine management by the nature of the operation and organizational processes used in running it. For example, there seems to be an inherent conflict between the individual goals of the components that constitute a mineral processing operation (the mine, the mill, the smelter and the refinery), and lowest cost production of the final product. Managers of these component operations have specific objectives passed down from the corporate executives. Those site managers tend to be compensated based on throughput and perform to this main metric. This tendency to maximize throughput for an individual operation can contradict the general process flow of a best-fit solution to producing the final product at the lowest cost. In an effort to become more aligned, firms are increasingly using balanced scorecard derivatives at great cost and effort (whether internally or externally sourced) in an attempt to help with strategic alignment. Balanced score-cards have been effective in providing a good strategic scorecard to companies with some measure of strategic alignment. Many firms make this effort of using balanced scorecards. However, most firms are not strategically aligned or, at best, are sub-optimized, in terms of strategic alignment (Kaplan and Norton, 2006). The tendency in mining operations is to focus on operating individual components as optimally as possible and stretching existing assets to the best possible production rates. ?Making tons? is the common operational focus. Numerous factors underpin this focus and can affect the ability of the operation?s ability to align properly with the corporate strategy and strategic goals. Critical factors are legacy organizational structure, culture, processes and performance measurement systems. Changing anyone of these factors to affect better strategic alignment requires significant attention to managing change.

"This paper describes the objectives and design parameters for the operation of a computerized In-The-Hole (I. T.H.) Drill. The principal objective is to add computer control to an Inco 00-60 I. T.H. (CMS-CD-90) drill in order to drill holes with greater accuracy. The computer provides control of the angle of the hole by maintaining the orientation of the drill head, and optimizes the straightness of the hole by maintaining a constant force on the drill bit.The second objective is to provide the greatest degree of operational automation, so the objective outlined above can be accomplished with a minimum of operator intervention.In order to provide full operational automation it was necessary to also provide the capability for the computer to add and remove drill rods. To accomplish this, a rod-handling mechanism consisting of a rod storage rack and rod manipulator arms was used.IntroductionMining machinery that lacks automatic control has been found to show a high degree of variation in work output and performance quality when operated by different personnel. Differences in operator attitude, judgment, and skill are reflected directly by production statistics. The addition of automated control has the potential for considerable improvement in machine life and performance. Even with a more acceptable mine environment and much safer conditions than ever before, situations still exist where it is preferable to remove personnel for reasons of safety as well as productivity. Typical advantages of such situations are automated skip loading and hoisting, and the use of remote control load-haul-dump units exposed to open stopes.Other cases arise where heavy work is required under conditions where lighting is poor, floors are slippery, noise levels are high and dust and oil mist exist in the atmosphere. I.T.H. drilling is carried out under such conditions and is one operation where automation can easily be justified."

The International Seabed Authority and a number of countries have or are in the process of developing environmental impact assessment guidelines and legislation for seafloor mineral development. The formal decision to grant a project an environmental permit is based on an environmental and social impact assessment (ESIA), culminating in an environmental impact statement (EIS). The EIS needs to be supported by sufficient data upon which an assessment of impacts can be made and mitigation measures developed. Given the remote locations of many seafloor prospects, collection of sufficient environmental data to inform an EIS is often a difficult, expensive and lengthy process.

During the last 20 years, more than 80 km (50 miles) of tunnels have been constructed in the Los Angeles, CA area. Recent projects include The East Central Interceptor Sewer (ECIS), completed in 2004. It spans more than 18 km (11 miles). The Northeast Interceptor Sewer (NEIS), completed in 2005, spans 11 km (7 miles). And the 2-km (1.3-mile) Metropolitan Transportation Authority?s Gold Line Eastside Extension (MCGLEE) was completed in 2006. All of the tunnel routes lay beneath heavily populated urban environments so minimizing ground surface settlement was critical to the success of the projects. Previous tunneling efforts in the Los Angeles area using open shield methods resulted in significant settlement that damaged roads, utilities, buildings and other structures. Earth pressure balance (EPB), or slurry machines, were specified for these projects to reduce subsidence risk. The contractors chose EPB tunnel boring machines (TBM) for the work. The closed and pressured face of the EPB TBM reduces loss of ground at the tunnel face and, when the machines are used in combination with gasketed pre-cast tunnel liners and backfill grout behind the installed segments, losses from over-cut of the excavated surface are also reduced.

Quarries around Auckland have reached or are reaching the ends of their lives, which raises issues about rehabilitation. Significant volumes of 'cleanfill' are generated by the City, particularly during phases of urban renewal and development. Emplacement of the fill in quarries removes the problem of fill disposal and provides an opportunity for restoration of the quarry site.There is a compatibility between quarrying and cleanfilling because at quarries:Truck routes are already established Neighbours are accustomed to the effects and appropriate buffer distances have been established Bringing fill into a site attracts aggregate sales and is very efficient. Fill originates from construction sites and ad-hoc excavations and therefore it is not surprising that sampling has shown the quality to be variable. Both Winstone and the Auckland Regional Council have surveyed undisturbed soils in the region to attempt to determine natural background levels of common contaminant substances. Comparison of these levels with delivered fill shows that a high proportion of delivered materials can be regarded as mildly contaminated. Therefore the term 'cleanfill' is, in the Auckland region at least, a misnomer and the term 'managed fill' has been adopted.Historically and presently the only control on quality of 'cleanfill' has been some visual inspection. This leaves the fill operator open to potential liability for creating a contaminated site. Implementation of controls at WinstoneÆs operations has progressed slowly, over some ten years. This is mainly due to the perception that mobility of contaminants within and out of the landfill will be very limited because of the near-neutral pH and abundance of clay minerals in the fill. The methods of control and results of environmental risk assessments at WinstoneÆs Puketutu Island Quarry will be briefly described.

Economic conditions after WorId War II made the recovery of Australian sources of sulphur one of considerable national importance. From 1947 to 1949 an investigation was made of recirculation techniques to produce acid plant grade gas from the Dwight-Lloyd down-draught sintering plant.During 1949 it appeared feasible to produce a gas of suitable 802 concentration and a decision was made to construct a gas purification train and a 150 tons/day contact acid plant. However, a number of difficulties remained in the production of the gases for sulphuric acid manufacture and as a result of research conducted to overcome these troubles the continuous up-draught sintering process was developed.The principal difficulties were:(a:) The down-draught sintering practice, as developed, produced an unusually high metallic lead precipitation in the windboxes. The disposal of this lead interrupted sintering operations and the delivery of gas to the acid plant.(b) The production capacity of the existing sintering plant was fully extended and the adoption of recirculation of gases, in an endeavour to satisfy acid plant requirements, would probably reduce the plant production capacity.(c) The prevailing high temperature of water available for purification train cooling required a higher than...

As cities are growing all over the world, the need for urban transportation facilities are on the rise. Designers (of these facilities) today are faced with a number of constraints for their design, of the most is the space limitation and impact of new construction activities to the community. A typical subway station, as the focus of this paper, is approximately 600 to 1000 feet long, 50 feet wide and 2 to 3 story high. With such a large volume of construction activities, it is easily realized why underground stations are becoming obvious choice for larger cities eventhough the cost could be 2 1/2 to 3 times as much as an aerial station and 4 to 5 times that of an at-grade station [O'Neil et. al.(1977)]. Since cost is an important factor which is always increasing, therefore, the designer should have a good planning, consider alternatives for design and come up with a realistic design with minimum impact to the community. This paper is about the geotechnical considerations that the designer should be aware of. PLANNING A 1977 report [O'Neil et. al.(1977)] on the construction costs for a number of underground subway stations indicate that about 4 0% of the cost is site-controlled, 35% is structural items, and 25% is finish and equipment. It is seen that of opportunity exists for cost savings in the site selection and proper use of the site. Once the site is selected, the cost of construction become controlled by urban conditions at the site, geotechnical conditions, station size and depth. Therefore, the design-solution is very much site-specific. The geotecnical designer should collect the following information at the early phase of the design:

"Autoclaves were first used in the metallurgical industry in 1893 to recover alumina from bauxite. In the 1940s and 1950s, several high temperature and pressure processes were invented in the laboratory of Professor Frank Forward at The University of British Columbia, in parallel with advances in equipment and processes by the Chemical Construction Corporation. Sherritt Gordon Mines Limited enlisted these groups to help develop the nickel sulfide ammonia leach process that was commercialized in 1954. Autoclave processes that have since been commercialized include high-pressure acid leaching of laterites, zinc pressure leaching, and pressure oxidation of refractory gold feedstocks. Denis Papin (Figure 1a), one of the inventors of the steam engine, was the first to make use of a safety valve to control steam pressure. He is credited with inventing the autoclave in 1679. Papin’s “digester” (Figure 1b) was a type of pressure cooker that was originally used to liquefy bones. Most commercial autoclaves are horizontal, multicompartment vessels with mechanical agitation, as shown in Figure 2a; however, the steam-agitated Pachuca vessels used to leach laterite ore in Moa, Cuba (Figure 2b), are also classified as autoclaves according to the self-locking definition provided above."

The Himalayan ranges have complex geological formation induced with locked up tectonic stresses and squeezing ground conditions. High overburden, steep slopes, perennial snow, and forest cover restricts accurate prediction of geological features, resulting in surprises during excavation. The tunnel planning under high altitude, extreme climatic, and unfavorable approachability conditions requires elaborate detailing. The construction technique and working faces for excavation are influenced by site accessibility/high overburden conditions, restricting the provision of access tunnel or shaft. The paper discusses site constraints influencing construction method and working faces for 8.9 km long highway tunnel at elevation 3,000 m under 1,900 mover burden through quartz-mica-schist formation.

The past twenty to thirty years have seen unprecedented research activity aimed at understanding the performance of flotation froths. In 1990, Finch and Dobby coined the term froth recovery factor, Rr, to represent the efficiency of the froth in delivering particles from the pulp-froth interface to the concentrate. Originally defined for flotation columns, Rr has also been found useful in modeling mechanical flotation cells, and a number of techniques, based on quite different approaches, have been developed for measuring the froth recovery in industrial flotation cells. None of these techniques is universally successful. This paper reviews the concept of the froth recovery factor, and the basis of each of the techniques that have been proposed to measure Rr, and examines the reasons for this parameter being so difficult to pin down. Previous laboratory and field experimentation has demonstrated the effect of several variables on drilling rate.1-5 These results have been incorporated into optimization theories6-" for the purpose of reducing drilling cost. Minimum-cost drilling theories rely on a combination of historical data and empirical prediction techniques for selecting optimum bit weight and rotary speed. Past solutions have required extensive use of computing equipment because of both the complexity of the mathematical formulations and the large number of parameters involved. Field attempts to apply these computed results have frequently failed because of the uncertainty of input data requirements. Humble has developed an on-site computer system to control bit weight and rotary speed and thereby implement the concepts of minimum-cost drilling. This system can (1) perform short interval drilling rate tests for formation evaluation, (2) use the results of these tests as input information to solve minimum-cost drilling formulas, and (3) control bit weight and rotary speed in accordance with these computed solutions. The purpose of this paper is to describe the computer control system and present results of initial field testing. Theoretical Considerations Minimum-cost drilling (MCD) requires a quantitative evaluation of the variables involved. Several forms of a basic mathematical model have been sug-gested.'?,' "he relationships reported here form the basis for the solution programmed in this work. Four equations are used, expressing drilling rate, bit bearing wear, bit tooth wear, and cost. A solution for minimum-cost drilling assuming constant bit weight and rotary speed over the entire bit life has been programmed for use in computing MCD schedules. This solution is subject to certain limiting assumptions such as those discussed by Graham et a1.I2: 1. Drilling cost is the summation of bit cost, rotating cost, connection cost and hoisting cost. 2. Diamond bits are excluded. 3. Bit life is limited by either bearing failure or tooth wear, or by a combination of operational factors that make it cheaper to pull an incompletely consumed bit. 4. Circulating hydraulics are adequate and do not limit drilling rate. 5. Bit weight considerations exclude hole deviation. 6. Drilling rate is a function of only bit weight, rotary speed, and degree of tooth dullness; that is, the effects of pressure, lithology, fluid properties hydraulics and drill string dynamics are ignored. The Kiruna Mine in Sweden currently has three ventilation systems. The first two (a new and old system) serve the production areas. The third system is used for the facilities on the former main haulage level 775. That area includes offices and workshops for load haul dumpers (LHD) and drill rigs. The third ventilation system also covers the crushing and haulage on level 1045. At the present time, the total airflow for the mine is 1,600 m3/sec(3.4 million cfm). The current system serves the levels above the 775 level. The new one is for the levels between 775 and 1,085 m (2,540 and 3,560 ft), which are needed for the new ore body. When all of the production is below level 775, the old ventilation system will be closed down.

Drilled shafts are widely adopted as the foundation for sound walls. However, there has been a lack of uniformity in design and analysis methods and design criteria, in terms of factor of safety against ultimate capacity failure as well as the allowable deflection. In order to establish a uniform design methodology for the drilled shafts supporting sound walls in cohesive and cohesionless soils, respectively, a database of full-scale lateral load tests on fully instrumented drilled shafts was collected. Based on the compiled database, existing design methods and design criteria of laterally loaded drilled shafts were evaluated. Broms method and COM624P (or LPILE) are suggested as the design methods for drilled shafts supporting sound walls in both cohesive and cohesionless soils. Additionally, the corresponding design criteria, including factor of safety and permissible deflection, for both design methods are recommended. Two full-scale lateral load tests on fully instrumented drilled shafts were subsequently conducted in Colorado to further verify the design recommendation. A comprehensive geotechnical investigation program was also carried out at the two new lateral load test sites that included pressuremeter test, SPT, as well as laboratory triaxial consolidated undrained tests and direct shear tests on the soil samples taken from the lateral load test sites. The test results obtained at these two load test sites were employed to validate the recommended geotechnical design and geotechnical testing methods for the drilled shafts supporting sound walls.

BRS, Inc. has utilized Carlson's Natural RegradeTM software to design the reclamation and stabilization of abandoned open pit uranium mine spoils, AML Project 16N, located in the Gas Hills Uranium District in central Wyoming. This work was completed for the State of Wyoming's Abandoned Mine Land Program (AML) on preSMCRA (Surface Mining Reclamation and Control Act) sites for which no reclamation obligation existed. The project successfully stabilized an eroding spoil dump, enhanced the local view shed, created habitat diversity and provided a significant source of fill material for open pit highwall hazard mitigation efforts. Additionally, the project served to evaluate innovative reclamation design methods, engineering software and grade control technology. This project was nominated for a National Association of Abandoned Mine Land Programs award by the State of Wyoming. The results of this project will be presented as a case history of the Natural RegradeTM approach to surface mine reclamation. Based on the successful application of this new mine reclamation technology on the AML 16N Project, reclamation designs for spoils associated with planned underground uranium mine operations at the Velvet Mine in the Lisbon Valley Uranium District of Utah for Uranium One USA, Inc have been prepared and will be presented. Critical elements will be the encapsulation of unsuitable materials, long term hydrologic stability, and sequencing and staging of ore and mine waste for final reclamation surface construction. The goal of the Uranium One Velvet Project will be to apply best available technology to reclamation planning and fully integrate the reclamation design with the mine planning. Benefits of the approach should include improved public and regulatory perception of the project, facilitate mine permit approvals and the eventual timely release of reclamation bonds, as it is anticipated the stable landform created through this process will result in more rapid stabilization of the site to pre-mine geomorphic conditions. NATURAL REGRADETM CASE STUDY AML Project 16N, D-9 and K Pit Reclamation Project, is located in an intensely disturbed area of the West Gas Hills Uranium Mining District in Fremont County, Wyoming. The overall design calls for the placement of approximately 7 million cubic yards of backfill materials in the D9 and K Pits, imported from adjacent mine spoils including the Central Spoils, and from local highwall excavation. Figure 1 shows the location of the Central Spoils excavation area, as well as the D9 and K Pits fill area. The entire project is located on public lands administered by the Bureau of Land Management, Lander, Wyoming District Office. No access controls are in place at the abandoned mine sites. The public lands are administered under a multiple use land policy including grazing of range land, public recreation, active mining and exploration, and oil and gas. The project site is located along Fremont County Road No. 5, which is a moderately well traveled road. Reclamation of the numerous and large abandoned open pits in the Gas Hills Uranium District has reduced the risk of death or injury to the public. Site History and Background The Gas Hills Uranium District was mined by multiple companies during the period from 1955 to 1981. The uranium was hosted in the Wind River formation, a sequence of soft sedimentary layers of interbedded sandstone, clayey shales, and conglomerates. Uranium was precipitated out of ground water in classic roll front deposits, which are found from very near surface to depths greater than 400 feet. Prior to the enactment of the Surface Mining Control and Reclamation Act of 1977 (SMCRA), very little reclamation work was performed when mines were abandoned or closed. The State of Wyoming Abandoned Mine Lands Program has worked to mitigate hazards associated with large open pits, control migration of unsuitable materials and restore watershed functionality of lands in the district. Additional reclamation is being performed by mining companies on bonded lands. Figure 2, Gas Hills Uranium District aerial photograph, shows the extent of the mining disturbance in the district. [ ] Project Hazards and Concerns The purpose of AML Project 16N is to mitigate hazardous conditions and risk to the public associated with open pit highwalls and toxic, acid forming, and /or radioactive mine waste materials. The D9 and K Pits are contiguous open pits characterized by an 8,800 foot long hazardous highwall that averages over 200 feet tall. The smelting of copper sulphide concentrate is the dominant route in copper production (Figure 1). Heap leaching of oxidized copper ores with weak sulphuric acid together with copper solvent extraction and electrowinning has gained popularity during recent decades, and it accounts for close to 20 % of primary copper production. Heap leaching offers advantages such as lower costs and consequently the construction of a production plant at a mine site is made possible. Limited resources of oxidized copper ores, the long leaching time of chalcopyrite and inability to recover gold inhibit this growth. The HydroCopperTM process developed by Outokumpu Technology at the laboratories of Outokumpu Research, Pori, Finland, is a new chloride leaching technology /1,2/, which offers an alternative to smelting and heap leaching (Figure 1). In the HydroCopperTM process sulphidic concentrates with various mineralogy and grade can be treated at the mine site to produce high-quality copper. Instead of copper cathodes the HydroCopperTM end products are copper wire rod, copper bars or copper billets. One of the advantages of HydroCopperTM technology is that gold can also be recovered in the process simultaneously /3/. To confirm the functioning of the new process and to dimension equipment Outokumpu Technology built the HydroCopperTM demonstration plant in Pori, Finland /4/. It has a capacity of 1 metric ton of copper per day. After testing with Pyhäsalmi copper concentrate in 2003, the first commercial demonstration run with Erdenet copper concentrate took place in 2004.

The objective of this 20-month program was to define the relationships between mine ventilation, temperature, humidity, ore properties, material's used in mine operations, etc., and the spontaneous combustion problem in underground metal mines. Tradeoff studies of availability, reliability, cost, and maintenance of spontaneous combustion protection sensors and telemetry were conducted, after which a prototype system was selected from four design alternatives. This selected system was then laboratory tested and demonstrated in an underground copper mine.
