Tunnel contracts in New York have in recent years had few bidders with the bids received being much higher than anticipated. Since 9/11, security has become a key issue in planning key infrastructure projects in New York. This is especially true in the case of large water supply tunnels. Striking the right balance between cost and security was the major factor in determining the best configurationfor the Kensico-City Tunnel. This paper outlines the efforts made to determine realistic probable bid costs for the tunnel contracts, and the innovative approaches taken to deal with security issues.

Modern electrolysis technologies can provide possibilities for developing sustainable processes in terms of energy and environment. Laboratory experiments were carried out to study electrodeposition of iron from molten salts and aqueous solutions using an inert oxygen evolving anode to eliminate the emissions of CO2. The possibilities of molten salt electrorefining of metallurgical grade silicon to produce solar grade silicon were also investigated. Electrochemical techniques were used to study the electrochemical behaviour of dissolved iron, silicon, and titanium species. Bulk electrolysis was carried out to deposit pure iron, silicon, and titanium. The quality of the deposits was studied by SEM/EDS and XRD analyses. INTRODUCTION The principal means for transporting men, supplies, and mined material in an underground or surface mine are rail systems, conveyor belt systems, or a combination of the two. Typically, large underground mines use rail haulage from the mining sections to the hoist, with conveyor belts being used within the sections. Small mines use conveyor belts in the mains and sub- mains as well as in the panels. The size and layout of surface mines also contribute to variations in the way these haulage systems are applied. The following sections address the typical problems confronting mining engineers in designing these haul- age systems. For rail, these include rail selection and turnout design, locomotive tractive-effort calculation, and motor sizing. Belt haulage calculations include belt width and speed specifications, tension and take- up requirements, idler spacings, and motor sizing. TRACK LAYOUTS Introduction The adequacy of mine track layouts is dependent upon such factors as rail weight (Table l), suitable ties, a well-drained roadbed, and properly designed curves, grades, and track alignment. As long as the installation conforms to the manufacturer's recommendations, good service can be expected from the rail system. Typically, mining-engineering calculations for rack layouts have dealt almost exclusively with the design of turnouts. As such, the following section provides the necessary information for computing the theoretically correct dimensions of turnouts. Turnout Design Fig. 1 shows a typical turnout with an identification of the component parts. Fig. 2 identifies the variables that are used to determine the turnout dimensions. Prominent among the ore minerals at Mt. Ellison, in the Brock's Creek district, Northern Territory, are a number of copper-bismuth sulphides wittichenite, aikinite, emplectite, in association with nativebismuth, chalcopyrite, bornite, chalcocite, sphalerite and linnaeite.Linnaeite and aikinite formed first and were followed by native bismuth. Wittichenite was later and substantially replaces earlier minerals. Replacement of aikinite by wittichenite has produced secondaryor reaction bismuth.INTRODUCTIONThe Brock's Creek district of the Northern Territory lies to the south east of Darwin and has been the locale of intermittent mining of small but rich deposits of diverse ore type. Gold, tin, and copper ores were recovered especially between 1890 and 1910 with minor exploitation up to the present time. Copper ores were of prior importance, the main production coming from supergene enriched deposits of chalcocite.The mines are situated in strongly folded Precambrian strata comprising slates, sandstones, volcanics and amphibolites with replaced haematitic rocks (Sullivan, 1953). The strata in the Brock's Creek area immediately north of the Darwin-Birdum railway line are domed around a roughly circular granitic mass some 5 miles in diameter. The Mount Ellison mine is located near the N.E. margin of the granite in metamorphosed basic country rock.Study of a series of polished sections from Mt. Ellison revealed the presence of linnaeite, chalcopyrite, bornite, aikinite, wittichenite, emplectite, bismuth, sphalerite, and chalcocite. With the exception of sphalerite and emplectite each of these minerals is prominently developed and intimately intergrown with the other constituents.

The C.S.A. copper-lead-zinc mine, located 7 miles north of Cobar in central-western New South Wales, is the largest known mineral ocurrence in the Cobar mining field. The generally discordant orebodies occur within a strike width of 600 ft and an overall strike length of 1200 ft. They are enclosed by the steeply westdipping, west-facing sediments of the Cobar Group, and comprise lenticular steeply north-pitching and eastdipping zones of sulphide mineralization which range in composition from massive pyrite-sphalerite-pyrrhotitegalena to less massive pyrite-pyrrhotite-chalcopyrite varieties.The thinly bedded siltstones, shales, and greywackes enclosing the mineralization appear to have derived some of their constituents from volcanic sources. They have been metamorphosed to the greenschist facies of regional metamorphism. At least two stages of deformation and folding have occurred. The first stage folded the rocks on a south pitching fold axis into their present configuration, and superimposed a strong axial plane cleavage which subsequently guided the emplacement of the mineralization. The second stage of deformation is considered to have controlled the zonal distribution of the orebodies.

This paper presents a numerical simulation method to predict rock fragmentation and to verify a fracture mechanism by bench blasting. The rock fragmentation, which has been used as a means of the index to estimate the effect of bench blasting, affects the expenses for loading, conveyance and crushing of blasting muck piles. The developed numerical simulation method is based on the finite element method and fracture mechanics and includes the re-meshing procedure to express the fracture process of the rock mass. This paper discusses a procedure for a determination of size distributions of the results, which were calculated by numerical simulation, including the tines.

Fracture initiation and propagation, being one of the most intensive subjects in rock mechanics; contribute significantly to the deformation of jointed rock masses. An experimental study on fractured granitic rock was carried out to determine the peak strength of specimen under triaxial loading conditions. The commonly observed failure mode for rock specimens in this study was found to be the shearing of the plane of weakness. The minimum peak strength of fractured rock is observed when the joint orientation is approximately 70° to the horizontal axis. Based on experimental test data, an empirical expression was developed to accommodate the effect of joint orientation and joint trace length in estimating the peak strength of fractured rocks. The predicted values of peak strength using the proposed equation well agree with the experimental results carried out on singly fractured specimens under triaxial loading conditions. The threshold stress values of crack initiation and propagation depend on joint geometrical parameters, their degree of interconnectivity, as well as surrounding stresses on the fracture plane.

The behaviour of single piles under lateral dynamic loading is very critical and the study is still a current field of research since 1950's. Though many methods have been developed analytically to estimate the dynamic lateral stiffness, very limited dynamic testing on full scale piles were carried out to study the response of piles under lateral dynamic loading. Hence, field lateral dynamic vibration tests are conducted on driven precast concrete square pile of 400mm size and driven cast in-situ concrete piles of 400mm and 500 mm diameter at a petrochemical complexes site at Haldia (India). The results of steady state and free vibrations tests are discussed herein and compared with the response of the piles estimated from PILAY.

The first version of the longwall strata control and maintenance system (LSCMS) has been successfully developed by the Strata Control Re¬search Team at the University of Alabama. The system includes a software package designed to monitor shield leg pressure, interpret the data and predict the forthcoming roof loads and the existence of geological anomalies. It can also detect maintenance problems of the face equipment. The LSCMS was installed underground and connected to the surface terminals at Drummond's Shoal Creek Mine in Alabama. The system has proven to be a useful and practical system for improving safety and efficiency in coal-mining operation. The Shoal Creek Mine is a new, large coal mine operated by Drummond with two longwall panels. The Blue Creek seam is the primary source of coal production. It is located at a depth of 275 to 440 m (900 to 1,450 ft) below the surface with an approximate 2% southwest dip. Typical strata conditions are represented by two stratigraphic columns (Figs. la and b). A fireclay/dark shale parting (called Middleman) 0.2- 0.7-m- (1- to 2.5-ft-) thick exists between the Mary Lee and Blue Creek seams. Mining conditions vary from area to area. This mainly depends on the Blue Creek seam thickness that ranges from 0.9 to 2.9 m (3 to 9.5 ft). The thickness of the Mary Lee and the parting is relatively consistent with a to¬tal of 0.9 m (3 ft). The extension of the commuter railway system (S-Bahn) in Leipzig, Germany willrequire the construction of an underground line crossing the downtown area of thecity to tie the Bavarian Station in the South to the Main-Station in the North. The City-Tunnel-Leipzig is currently one of the largest infrastructure projects in Europe. This system extension will have a length of approximately five kilometers. 3.9 kilometers of that length are currently being constructed using either cut & cover construction or tunnelingmethods. The design and construction of this project currently is and will continue facing very significant challenging urban and demanding geotechnical conditions.

In order to meet increasing demands for water supply in the next millennium, the Government of the Hong Kong Special Administrative Region have identified the need for a major new water treatment and transfer scheme. The project now under construction will comprise a 1.2 km long raw water aqueduct, a major new 0.25million cubic metres per day water treatment works (with space for upgrading to 1.2Mm³/d), a 12.1 km long treated water aqueduct and a primary service reservoir. This paper presents a case history of the design, installation and performance of a tied-back tangent caisson retaining wall which was constructed as part of the Third Harbor Tunnel project currently underway in Boston, Massachusetts. The Third Harbor Tunnel project consists of a large multi-lane transportation tunnel which is being constructed by the sunken tube method. In this type of construction, the tunnel alignment, slopes and bedding are excavated and installed underwater and the tunnel sections floated over the proper alignment and sunk in place. The tangent caisson retaining wall discussed in this paper was constructed to provide support of the upper portions of the tunnel excavation at the East Boston Portal where the tunnel exited from below the harbor and continued underground on shore. A portion of the tangent caisson retaining wall was also utilized to provide earth support for the barge unloading facility where spoil from the tunnel excavation was transferred to surface vehicles for removal from the site. PROJECT BACKGROUND The tangent caisson retaining wall was constructed by The Millgard Corporation (TMC) as a subcontractor to the Boston Third Harbor Tunnel Contractors, a Joint Venture which consisted of the firms of Morrison-Knudsen Corporation, Interbeton Inc., and J.F. White Contracting Company. The entire project team is listed below on Table 1. The design of the tangent caisson wall system was performed by Hanson Engineering, P.C. (HE) acting as design consultant to TMC. The retaining wall system incorporated a single row of pressure injected earth anchors (tie-backs) as part of the design. The earth anchors were designed and installed by Drill Tech as a subcontractor to TMC.

A large body of porphyry-type copper mineralization occurs at Panguna in southern BougainviIle. It is associated with the intrusion of quartz diorite/granodiorite into andesites, particularly with the contact zone. Metasomatism of both intrusives and andesite resulted in the formation of biotite pseudomorphing hornblende and the veining of the resultant biotite diorite and biotitized andesite by quartz-chalcopyrite veins with pink orthoclase and dark biotite selvages, respectively.The orientation of intrusives and veins appears to be controlled by premineralization fault-joint patterns in the intruded andesitic Kieta Volcanics.

"Chile based SQM S.A., exploits potassium chloride rich salts at the Salar de Atacama, in northern Chile. The process includes the solar evaporation of natural brines existing in the Salar salt bed, followed by conventional flotation to recover Muriate of Potash (MOP) for fertilizer use.This paper describes a structured method developed to aid in understanding the metallurgical response of the solar evaporated salts to conventional flotation. The method uses classical metallurgical data analysis combined with laboratory and plant-scale testing, and rudimentary mineralogical studies.As a result of the study, several changes were made to the flotation circuit which produced an operation that is much more consistent and easier to control, and has an increased recovery. An optimized circuit, currently being financially evaluated, has also been conceptually designed based on the findings of this work.INTRODUCTIONSQM S.A. is the world’s largest producer and distributor of specialty fertilizers, iodine, lithium, as well as a wide array of industrial and specialty chemicals. SQM is a public corporation whose shares are traded in the Santiago and the New York Stock Exchanges.SQM S.A. exploits the mineral rights at the Salar de Atacama in northern Chile. Neural network methodology is used to predict mean particle size resulting from rock blast fragmentation. A blast data base developed in a previous study is used in the current study. A part of this blast data was used to train a single-hidden layer back propagation neural network model for each of the similarity groups obtained in the same previous study. Levenberg-Marquardt algorithm provided the most stable and efficient training out of the four algorithms evaluated. An extensive analysis was performed using a part of the blast data to estimate the optimum number of units for the hidden layer for each similarity group. The remaining blast data are used to validate the trained neural network models. Capability of the developed neural network models is determined by comparing predictions with measured values and predictions based on one of the most applied fragmentation prediction models appearing in the blasting literature. Prediction capability of the neural network models was found to be strong and better than the existing most applied model. Diversity of the blasts data used is one of the most important aspects of the developed models. The developed neural network models are suitable for practical use at mines.

As part of its overall program of coal carbonization, the Bureau of Mines is studying the coking properties of coals that may be used for metallurgical purposes. The objectives of this study were given in detail in a previous report.2/ The suitability of coal for metallurgical use depends primarily on (1) chemical composition, (2) preparation characteristics, and (3) carbonization behavior. The first two factors, as well as the available reserves, are considered in selecting coals for carbonization tests. Light ANFO that satisfies blasters and customers who want to reduce the amount of explosive consumption without changing blasting effects and designs and passes Cap sensitivity test regulated by law. The reduced loading density of light ANFO reduces the amount of explosive consumption. The loading density of conventional ANFO is 0.X-0.9g/ml, while the loading density of light ANFO is 0.7-OXgiml. The detonation velocity of light ANFO is maintained not to reduce blasting effects. Detonation velocity of conventional and light ANFO using steel tube of inside diameter 36 mm are 3200 - 37OOms. detonation velocities are the same though the loading density of light ANFO is reduced by O.lg/ml. This suggests that the reactivity of light ANFO improves.

This Bureau of Mines report describes the laboratory processing of manganese nodules and the results of tailings characterization obtained during the cooperative program with the Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) and the Bureau. Five technically feasible first-generation nodule processing methods were operated at bench scale to generate sufficient tailings and slags for physical and chemical analyses. A description is given for the laboratory operation of the individual unit operations of each process. The laboratory-generated tailings and slags were tested for physical properties, mineral content, elemental and ion content, and leachability for all five processes. The results of leachate testing using the Environmental Protection Agency extraction procedure (EP) toxicity test, the American Society for Testing and Materials shake extraction test, and the EPA-U.S. Army Corps of Engineers seawater elutriant test showed very low to negligible leaching of metals from the tailings and slags. Results of the EP toxicity test demonstrated that the wastes are nonhazardous as defined in the Resource Conservation and Recovery Act (Public Law 94-580).
