Introduction Shale Mining Problems The mining problems an oil shale operator will face are largely determined by the process. Candidate oil recovery processes are surface (above ground processing of mined oil shale), modified in situ (underground with some shale removed), and true in situ (completely underground with no shale removed). The shale removed for modified in situ (MIS) is generally processed by surface techniques. The mining problems are different for each category. Fig. 1 depicts the diversity of western shale deposits. Mining for surface operations will employ underground mining techniques in common use but the scale will be larger. A typical oil shale operation is expected to require 75,000 to 250,000 st (68 000 to 226 800 tons) a stream day of crushed oil shale. This is above the upper limit of current mining operations. Major problems in¬clude: (1) lack of good engineering design properties for oil shale, especially when interbedded with saline minerals at depths below 1,000 ft (305 m); (2) presence of water, hydrogen sulfide, and methane in some areas; (3) necessity for mine disposal of as much retorted oil shale waste as possible; and (4) control of en¬vironmental impacts of mining. Portions of the oil shale deposits in Colorado, Wyoming, and Utah and significant portions of the Devonian shales in the eastern U.S. are adapted to surface mining. No major technological problems are apparent outside overburden thicknesses up to 1,000 ft in the West. However, numerous political and environmental dif¬ficulties have arisen. One major oil shale developer cancelled a planned surface mining operation and currently is pursuing a modified in-situ plan. The eastern shales are closer to the surface than the western, but suffer from many of the same environmental and political problems. Modified in-situ operations face much more severe mining problems than surface efforts. Because the mined stope (called an in-situ "retort" by processors) acts as a retorting process vessel subject to gas flow, combustion, and temperatures between 1,500° and 2,000°F, mining is under highly restrictive limitations. This processing method involves removing between 20 and 40% of the shale deposit and then blasting the roof and walls into the mined space, where the oil is recovered by retorting. Major problems are: (1) swell factor severely limited; (2) need for consistent size distribution of blasted shale; (3) even filling of stope (in-situ retort) by blasted shale with consistent permeability throughout; (4) scaleup of blasting techniques, after optimization; (5) protection of retort pillars and roof during and after retorting; (6) prevention of groundwater percolation; (7)use of ANFO explosive in wet holes; (8) disposing of surface-retorted shale waste in stope; and (9) restoration of site. There is a lack of information concerning the movements of water on the continental shelf, particularly with regard to data obtained regularly over significant periods of time. The Horace Lamb Centre for Oceanographic Research has recently deployed data acquisition systems on the sea bed off the coast of South Australia to record tides, swell, and ocean temperatures. Some of these early records are described. The swell data are pertinent to future offshore operations with drilling rigs, barges, and other equipment, while the temperature variations give evidence of significant bottom currents, apart from those due to swell.

The distinction between real estate ownership and that of interests in the property is fundamental to the appraisal of mineral properties. This distinction affects the nature and understanding of security of tenure and, consequently, the perception of what constitutes fair value. Legal matters are a particular concern because of their influence on security of tenure, ownership definition and use restrictions. The dynamics of the market and the complex interrelationships between the factors of production define value at a specific point in time for the bundle of rights, interests and assets that constitute a mineral property. Because each mineral property is unique, physically immobile and of a wasting nature, its usefulness to its owner and society must be optimized. The US Appraisal Institute (2001) classified the forces that affect land use as the cultural, political and economic attitudes of society. These forces culminate in laws that often dictate the purposes for doing appraisals. Once the legal definition of the asset is understood, valuers can decide on the valuation process that will support the final valuation approach.

A demonstration project investigated the feasibility and effectiveness of two management interventions, Management Training and Organization Development, for improving productivity and safety in metal/non-metal mines. The management training intervention was conducted at Texasgulf Company's trona mine, using three nearby trona mines as controls. The Organization Development intervention took place in Hecla Mining Company's Lucky Friday mine, using the highly similar Star Mine as control. The two management interventions seemed about equally effective in reducing accidents and injuries, as well as MSHA citations, and the management intervention at the Texasgulf mine also appeared to have led to substantial improvement in mine productivity.

As part of a strategic research initiative at UBC to design and evaluate integrated underground mining and mineral processing systems, work has been done to determine how to utilize the coarse rejects of pre-concentration in the underground environment. An amenability study for nine orebodies from four of Xstrata Nickel?s Ontario operations evaluated both processing and waste disposal methods. The utilization of the rejects as a high quality backfill with minimal binder requirements has been identified as the preferred disposal method. Fill mixes utilizing the rejects in combination with classified tailings, full tailings, and cement were developed based on the geotechnical properties of the rejects. The mix designs were examined for both strength and rheological properties. The paper will present the results of the pre-concentration testwork, the design and strength testing of various mix designs for rejects from the nine ores and presents a conceptual design for an underground pre-concentration system based on this test work.

Top-down construction (or cut and cover construction) is providing important advantages when comparing with conventional construction techniques for commercial developments with deep basements, underground car parks or near surface infrastructure and traffic tunnels. Main features are substantially reduced restrictions to surface usage, avoidance of intervention with adjacent property, provision of rigid substructures resulting in minimal deforma­tions and settlements and, last but not least, accelerated construction pro­gramme. The present contribution illustrates the construction method in general and elaborates in detail on the special foundation works for a major urban commercial high rise development requiring a six level basement structure.

NFPA 502, Standard for Road Tunnels, Bridges and Other Limited Access Highways establishes minimum fire protection and fire life safety requirements for road tunnels, bridges and other roadways where access by emergency responders is physically limited. The 2008 edition of NFPA 502 represents the Technical Committee?s consensus of current best practice for fire protection and life safety requirements for road tunnels, bridges and similarly limited access highways. Research of national and international test programs, design guidelines and regulating standards was per-formed and considered in an effort to establish a singular, comprehensive document representing a recognized base threshold of fire safety in these type facilities. This paper provides an overview of the more significant revisions including the application of fixed fire suppression systems, guidance on tenable environment, protection of structure and dangerous goods transport.

Legislation and Government Programs.-The Occupational Safety and Health Administration (OSHA) accepted written comments until July 23, 1976, and held an informal hearing on August 24, 1976, to receive oral testimony regarding an economic and inflation impact statement prepared by OSHA on the proposed standard for occupational exposure to inorganic arsenic. These written and oral submissions were to be used in conjunction with information supplied at 1975 hearings to promulgate emission standards. An in-depth study for the Environmental Protection Agency (EPA) assembled and interpreted comprehensive information on arsenic and its compounds and the effects of these substances on people, animals, and plants.2 Another study for EPA assessed the role of arsenic and its compounds in the environment and in the economy of the United States and evaluated the need for and the projected effect of controlling its production, use, dissipation, and emission.3

[Rock bursts are phenomena associated with mining operations, particularly with deep mining, although they occur throughout a wide rump, of depth, from 600 feel downward. The intensity is usually in direct proportion to the depth, varying from a loosening and sloughing off to a violent rupture, giving rise to the term, "explosive rock." The more or less violent breaking of rock in mine working, tins been variously designated as " flaking," "pressure hoists," "strain bursts," "bumps," "quakes," and "air blasts," which indicate opinions as to cause and effect. The term "air blast" lots probably beat most widely used, and naturally so, as a more or less rapid movement of air often accompanying the more violent phenomena of rock failure. Furthermore, there is an implied if not definitely expressed degree of magnitude in the action designited by a given term and in the cause and character of the action. For example. flaking, pressure bursts, and quakes are terms ranged to indicate action of increasing magnitude; and pressure bursts, strain bursts. bumps, and quakes are ranged according to the cause and character of the action.]

"On July 1, 1997, a rockslide occurred on the I-40 in Hayward County, North Carolina that completelyblocked all lanes and disrupted traffic flow in the region. Remedial measures were undertakenimmediately in order to open traffic, however on-going geotechnical investigation revealed stabilityconcerns that necessitated closing the highway to ensure public safety. Access to the top of the slope was available only from the bottom of the slide on the Interstate I-40. Excavation and trim blasting started from the top and along the west slope of the failure, however, additional geotechnical evaluation indicated that slope stability remedial measures were required to support the western rock slope mass."

"Zinc-iron alloy coatings can be produced by either thermally alloying hot-dipped galvanized steel or by electro deposition. Stelco Inc. produces a thermally alloyed Zn-Fe alloy-coated steel, which is mechanically wiped to remove free zinc.A more extensive use of Zn-Fe alloy-coated steel has been predicted for unexposed autobody and structural part applications, since this material is characterized by good spot weldability and formability, and provides superior corrosion resistance under automotive primers.This investigation has examined the coating composition, corrosion resistance, spot weldability and formability of Stelco's Zn-Fe alloy-coated steel and found its properties to be similar to those of Zn-Fe alloy-coated steel produced by post coating annealing.IntroductionRecently, there has been increased automotive interest in galvanneal, which is characterized by good spot weldability, good paintabilityt and good corrosion resistance when primed. Stelco produces a thermally alloyed zinc-iron coated sheet product similar to galvanneal. However, this product is produced by mechanically wiping the free zinc from the surface of hotdip galvanize to expose the underlying zinc-iron alloy.The surface of Stelco zinc-iron alloy-coated sheet is matte gray and has longitudinal streaks which result from contact with Kevlar wipers during production (Fig. I). This paper describes the coating composition, corrosion resistance, weldability, formability and surface appearance of Stelco zinc iron alloy coatings and, wherever possible, compares these properties to those of galvanneal."

"INTRODUCTION Sheet mica is one of the most important minerals in modern industry. It is used in many kinds of electrical devices, and up to the present time no satisfactory substitute for it has been developed. It is necessary for the successful operation of airplanes, ships, motor vehicles radios, and radar equipment. Early in World y r II, the Array and Navy, foreseeing the need for conserving the stock of sheet mica on hand and realizing that imports from India and Brazil were falling off, had strategic mica placed on the critical war-materials list.Examination and exploration by the Bureau of nines indicated that there probably are large undeveloped deposits of mica in Alabama, some of which are near the surface and others at greater depth. The quality of most of this mica is high.During World War I, Alabama mica producers added materially to domestic production, but after 1920 virtually all of the mines closed end miners scattered. During World War II, when imports from India, Madagascar,Brazil,,other foreign sources were reduced, sometime was required for Alabama to act into production. Operators began to produce small quantities in 1942.The Colonial Mica Corporation was created by the Government during 1942 to buy Mica for the Metals Reserve Company, end later Colonial was made sole buying accent for strategic mica. About this time the Bureau of Mines estab¬lished the graphite field laboratory at Ashland, Ala. Samples of mica wore submitted for examination, and advice was requested by property owners and mine operators. This continued during 1943, when as many as 400 visitors a month called at the Bureau's Ashland field laboratory."

This paper presents some research results of pile foundation performance. Measurements on the bearing behaviour and driving effects of piles have been carried out during pile testing and pile driving. It has been found that the ratio of end resistance to the ultimate load depends on the pile length, and the ratio in general is less than 40% for single piles. However for pile group, the end resistance seems to be greater than skin friction. The characteristic curves of skin friction and end re­sistance appear as interaction between soils and pile. The contribution of skin friction to the pile bearing capacity not only depends on soil properties but also on the relative position of the soil layer. The pore pressure and the lateral pressure in ground have been observed during the stage of driving piles. Based on the available data, the radius of plastic region and the coefficient of pore pressure A can be found analytically. The pore pressure time process curves which may be used for practice have been predicted by means of numerical method.

Many technical professionals (tp)* desire to occupy upper level management positions. But career paths for most scientists and engineers do not extend beyond their specific disciplines. This is unfortunate. Our technical frontiers are expanding so rapdily that it is difficult, if not impossible, to make sound top management decisions without understanding the technical complexities involved. Technical professionals often are not considered for upper level management positions because they lack the managerial and interpersonal skills necessary to become successful administrators. You've heard this before, but a key component of these skills is the ability to communicate. Technical professionals are often unable to communicate as well as they should with nontechnical professionals and nonprofessionals within the organizations that employ them. Communication is important for managerial success Communication is the network of interactions whereby knowledge and understanding are conveyed from one social set to another (Flippo and Munsinger, 1982). In order to be successful, managers must not only be "good" communicators, they must be "effective" communicators as well. Good communication occurs when managers are able to formulate and transmit their messages in such a way that they are received and understood. Effective communication goes one step further: It occurs when recipients accept messages as legitimate and respond to these messages in the manner desired. Before promotion into upper level positions, managers must have developed organizational skills (planning, decision making, organizing, and controlling) and interpersonal skills (directing, influencing, and motivating). Applying these skills effectively is difficult without a highly refined ability to communicate. Effective communication, then, is basic to managerial success. Nowhere, perhaps, has the importance of being able to communicate effectively been emphasized more than in Mintzberg's landmark study of managerial roles (Mintzberg, 1973). Mintzberg's results indicate that executives typically averaged 36 written and 16 verbal contacts a day. These contacts were both important and trivial. They generally occurred in a random manner. Time spent on each varied. Scheduled meetings averaged over an hour. Desk work, telephone calls, and unscheduled meetings required an average of 15 minutes or less. Why technical professionals have difficulty communicating Three reasons why technical professionals do not communicate well are: • The work motivational patterns and personal attitudes of technical professionals are not conducive to effective communication. • Students in technical professions are not encouraged by educational institutions to develop their communication skills. • Organizations do not insist that all technical professionals be able to communicate in the language of business. The work motivational patterns of most technical professionals are indicative of internals and high achievers (Hunt, Salisbury, and Whittington, 1968). As internals, they believe they control their own destinies. As high achievers, they believe that task accomplishment is a primary indicator of success. To ensure a task is completed in the manner desired, tp's attempt to structure and define work situations so they alone are responsible for results. TPs consider the task accomplished when they, and perhaps other tp's, are satisfied with the results. From the tp's perspective, the task may have been completed. From a communication standpoint, two other factors may apply. First, solving the problem required very little interaction (and thus, communication) with others. Second, the tp's, considering the task accomplished, have little concern for how their "technical" answers will be translated to nontechnical persons needing

In 1940 Schuhmann1 showed that the size distribution of a comminuted material can be expressed by the following empirical relationship: y = 100 (|f [i] where y is the cumulative percentage of material finer than size x, k is a size modulus, and a is a distribution modulus which is constant for a given material and machine. During the past few years, considerable emphasis has been given to the investigation of the extent of size reduction resulting from the expenditure of mechanical energy in crushing and grinding. During a programme to determine the suitability of the UK site for deep disposal of radioactive wastes, geostatistical methods were used to characterise rock heterogeneity on the basis of seismic and wireline acoustic-impedance data. The data were analysed to yield semi-variogram models that quantified the three-dimensional spatial heterogeneity of acoustic impedance. These models were reconciled with geological interpretations of the area and used to generate simulations of acoustic impedance, with wireline acoustic impedance as conditioning data. The three-dimensional simulated images were compared with actual seismic acoustic impedance. The variography confirmed a vertical zoning effect in the Borrowdale Volcanics, showing that it is caused by preferential clusters of high acoustic impedance values corresponding to regions of relatively low porosity. IT is not intended that this paper should be regarded as an account of the geology of the Lyell district. It is merely a synopsis of some of the conclusions recently arrived at in regard to the stratigraphic and structural geology, compiled to act as a guide to those members of the Australasian Institute of Mining and Metallurgy attending the Queenstown meeting who are interested in economic geology. The attempt has been made to present certain salient features, omitting a mass of detail, which, although important in the complete investigation and understanding of the economic geology, yet would be confusing to a group of geologists making a short visit. Discussion of the paper of Robert H. Richards, presented at the Butte meeting, August, 1913, and printed in Bulletin No. 81, September, 1913, pp. 2299 to 2303. C. D. DEMOND, Anaconda, Mont. (communication to the Secretary*) :-Any one who has observed the increased efficiency of the Wilfley tables in a mill when fed from a reasonably good hydraulic classifier, as compared with tables fed from a spitzkasten., which is a very poor classifier, will agree to the advantage of ? better classification." It must be gratifying to Dr. Richards to know that, directly or indirectly, maim mill men are responding to his persistent advocacy of correct principles of ore dressing and are accepting the results of his investigations. As he says, these principles mean much for both the conservation of resources and the profit of operators. When Dr. Richards gives us accurate figures as to the maximum size of free mineral grains in the tailings of the Wilfley table and of the vanner, they will be of a good deal of practical value in delimiting the proper fields for the Wilfley, the vanner, and the round table. He has coined the terms ? free settling" and "hindered settling."' The series may be completed by adding "crowded settling," the main principle of action on both the vanner and the Wilfley table, which is the principle of separation in a mass of grains crowded as closely together as they can be and yet continue free to move between one another; and the occurrence of larger mineral particles in the Wilfley tailing than in that from the vanner is apparently caused by the more violent agitation, due chiefly to the purposely sudden reversal of the stroke. It seems likely that the agitation caused by the wash water dropping directly upon the concentrate on the vanner is more harmful than that due to the shake. For the very finest material that can be concentrated by usual methods, the round table is superior to the vanner because it does not, have even, the gentle agitation of the latter. The action on round tables is, not crowded settling," but "film sizing," 2 but agitation is harmful in the latter action. George Gates proved this harm 20 years ago : in slaking the first successful large-scale application of canvas tables in California gold mills he abandoned all shaking motion, although he had patented canvas tables to which such motion was applied.

The Brisbane City Council has implemented a program of continual improvement at its Mount Coottha Quarry in the heart of Brisbane, Australia. The program has been underway for the past 6 years, and has resulted in very significant improvements in terms of both the cost effectiveness of its operation, and in terms of its environmental impact on nearby residents. The work has included a focus, amongst other things, on blasting efficiency and has challenged conventional thinking in terms of the size of blasts fired, the frequency of firing, the diameter of blastholes, and the use of bulk emulsion or slurry explosives.
