The great variability of mineral and energy prices has motivated some governments to incorporate a windfall profits tax into their mineral taxation regimes. Windfall profits taxes are a means for governments to capture additional mineral revenue when mineral prices are considered higher than some historic level. Governments need to be aware of the effects of such contingent taxes on the exploration, development and operating decisions of mining companies. Mining companies need to be able to calculate the full impact of windfall profits taxes on the economics of their projects. This paper examines the valuation of a multi-phase copper-gold project in the presence of a windfall profits tax. Real options Monte Carlo simulation is used to characterise the different exposures of the mine owner and of the government to the risky cash flow streams that they receive from the project. The results highlight that Monte Carlo simulation paired with the real option valuation method is able to account appropriately for the differing risk exposures, while the traditional discounted cash flow valuation model is not. Our key conclusion for governments and mining companies is that the impact of contingent tax and royalty terms can and should be assessed using advanced valuation techniques, and the results used to improve contract designs under the constraint of actual and perceived fiscal system stability.

The City of Toronto and the Toronto Transit Commission (TTC) have conducted an Individual Environmental Assessment (EA) for a 6.2 km, 4-station underground extension of the Spadina Subway from Downsview Station to Steeles Avenue. This Environmental Assessment Study was performed in three phases including routes and general station locations, alignments and station concepts and detailed assessment of the effects of the undertaking. URS Canada Inc. has led the consultant team for this Study. The anticipated total duration of the project is approximately 6 years and its estimated total cost is about $1.4 billion. This paper presents the planning process of the project, the environmental and engineering challenges, and the measures taken to address them.

"To improve the economic and environmental performance of underground mining operations, it is common practice to return the metallurgical waste material underground as backfill. This is called hydraulic backfill and is used to fill the mined-out areas not exposed to further mining. To provide mechanical support for underground mining a cemented backfill is normally used. Since its introduction, cemented backfill has allowed mining companies to increase their ore extraction and improve working and environmental conditions. However, cemented backfill represents up to 50% to 85% of the mine’s operating cost compared with 5% to 10% for hydraulic backfill.These economic pressures have led mining companies to carry out research into the partial or total replacement of cement using a variety of alternative materials. The materials are generally site-specific materials, readily available, and cost-effective relative to cement. Such investigations have led to reduced cost of many backfill mixes while maintaining, and in some cases improving, the physical properties of cemented backfill. However, in most cases, cement still remains an integral part of any binder combination. This can be attributed to the alternative binders investigated being either non-binding materials or capable of generating only low-strength backfills, except when used in conjunction with cement.This paper provides a historical review of backfilling binder materials and their characteristics. In particular, it reviews the many alternative materials that have been proposed to either partially or fully replace Portland cement as the main binder."

INTRODUCTION The control of nuisance water in a mine is extremely important; left uncontrolled, nuisance water can have a severe effect on haulage, ventilation, production, and the health and safety of miners. To control water in mines, a four-step process is followed: (1) prevention, (2) collection, (3) transportation, and (4) treatment. This chapter will be devoted to the collection and transportation of mine water because prevention is usually dictated by pre-mining conditions and initial planning, while treatment is variable and highly site specific. A mine drainage system is nothing more than a collection of gathering points (sumps), machines that impart energy to the fluid (pumps), transportation ducts (pipes), and control devices (fittings, valves, etc.). A pump does not pull the fluid up the suction pipe; atmospheric or external pressure pushes the liquid up the suction pipe to the pump. All references in this chapter will be to centrifugal pumps, due to their popularity for mine drainage. PUMP CHARACTERISTIC CURVES The performance of a pump is plotted on a graph as an indication of its characteristic. To develop the data points, a test facility similar to that shown in Fig. 1 is established. The calibrated Venturi meter is used to measure quantity, the Bourdon gage measures pressure, and the wattmeter measures power input. Various discharge pressures are obtained by throttling with a gate valve in the discharge pipe. Quantity and power are measured at each of these pressure levels, giving the necessary data for plotting the characteristic curves. Fig. 2 shows a typical characteristic curve for a centrifugal pump. Notice that pressure is measured as so many feet of vertical water column above the outlet level, or head. Knowing the quantity (in gallons per minute), head (in feet), and power input (brake horsepower), the pump's efficiency can be plotted based upon the following relationship:

Ilmenite production in Western Australia commenced in 1956. There are now five producers, all in the Bunbury-Capel district, and current total production capacity is about 450,000 t.p.a.The deposits occur near the surface and average between 10 and 50 per cent heavy mineral. About 70-85 per cent of the heavy mineral is ilmenite. Other heavy minerals present include leucoxene, zircon, rutile, monazite, and garnet. The ilmenite contains 52-60 per cent Ti02. and is very low in chromium (0·03-0·04 per cent CrS03)Mining is done by sluicing, drag line excavation, or dredging. Primary concentration of the heavy minerals is achieved by spirals, revolving cones, or Reichert cones. After drying and screening, ilmenite is separated from the heavy mineral concentrate by various types of magnetic separator.Separate leucoxene, zircon, rutile, and monazite concentrates are also produced. Each plant uses a different technique and the processes used include chemical attritioning, screen plate electrostatic separation, high tension rolls, air tables, and dry launders.INTRODUCTIONThe treatment of beach sands in the Bunbury/Capel area for the extraction of ilmenite is a very recent development in the mining industry in Western Australia. Nevertheless, since the commencement of production in 1956, ilmenite has become the sixth most important mineral produced (Table 1).The increasing world recognition of Western Australia as a major producer of ilmenite (Table 2) is due primarily to the low chromic bxide content of the mineral (0' 03-0' 04 per cent Cr203), combined with a medium to high titanium dioxide content (54-60 per cent Ti02), supported by large reserves, a stable government, and close access to good shipping facilities. Ilmenite is. produced from these deposits at low cost which enables the industry to compete on world markets despite high rates for sea freights because of the distance from major markets.

The Cononish gold-silver deposit is a steep, relatively narrow quartz-vein system, with a current total mineral resource of 154 000 oz Au and 589 000 oz Ag. The northeast-southwest trending system was emplaced into late Proterozoic metasediments, and postdates metamorphism and associated Caledonian Orogenic foliations. Assay and mineralogical data show that gold and silver is spatially associated with sulfides in quartz. The main sulfide is pyrite, but galena, chalcopyrite and sphalerite occur in small amounts. Gold occurs as electrum, with minor native gold, and silver occurs additionally as tellurides and native metal. The gold/electrum is fine-grained, generally less than 100 microns in size. The main ore shoots plunge 45¦ south-west, have a 40 m to 80 m intersection with the existing underground development and extend between 40 m and 260 m down plunge. Small-scale sulfide-bearing domains within the vein carry the highest gold grades. They collectively define the ore shoots, where one or two, and rarely three, of the domains are present at an individual site in the vein. Discontinuity of individual domains, variation in domain thickness and internal heterogeneity results in short scale variation in grade across the structure. Geological mapping along a 1.2 km exploration adit has provided critical æconditioningÆ data to support resource evaluation based on development and relatively wide spaced drilling. In addition, it has provided an indication of potential challenges that could be encountered during production.

The Australian mining industry is a significant contributor to the nation’s greenhouse gas (GHG) emissions, and like any industry, it must make efforts to reduce these. Medium- and long-term strategies will include the replacement of diesel engines with alternative energy sources, but what can be done in the short-term to reduce diesel consumption and hence CO2 emissions? Haul trucks are identified as the major contributors of CO2 emissions in the mining fleet and this paper focuses on firstly identifying what drives haul truck emissions and secondly, discussing what is the role of the Fleet Management System (FMS) in reducing these. A key enabler of this is having a robust fuel consumption model within the FMS, and I describe how this may be done. Besides novel approaches to incorporating fuel consumption (CO2) management into truck assignment algorithms, this paper also describes how the FMS can be used to implement and manage procedures and policies to reduce haul truck emissions.

In redesigning the cyanide plant at Mount Torrens, in conjunction with Mr. L. W. Grayson, the manager, several minor alterations were introduced in order to have the operations under thorough control, and these having proved serviceable may be of sufficient interest to merit a description here. The lixiviation vats, though only 8 feet in diameter, were retained, but the pipes leading away from the bottom were reduced from two inches to half-an-inch in diameter, and had a fall to the zinc boxes of about 4 feet. As these small pipes were completely filled by the solutions fiowing away from the vats, they exerted a suction equal to their fall and thus hastened the rate of flow, so that tailings containing a larger proportion of slimes could be treated than was possible where the larger pipes were used, as, there not being sufficient fiow of solution to keep the latter filled, no suction could be obtained with them. It was found that with'most of the tailings treated a sufficient flow could be obtained from the half-inch pipes when the taps on, them were only one-third to half open. The lower end of each of these pipes was connected by means on indiarubber tubing with the sille hole of 11 in aspirator bottle, and to the mouth of this bottle a few feet of similar tubing was connected, so that the solutions coming through could be directed into either of the fixed tubes leading respectively to the waste water tank the strong solution zinc boxes or the weak solution zinc boxes.In working the vats, the following method was found to give good results. While filling the vats with tailings the taps were left open, so that the water might drain off into the waste water tank the surface of the tailings was carefully levelled. When the strong solution was run in at the top, the air contained in the interstices of the tailings was forced through the half-inch pipe at the bottom as a strong blast, instead of, as I believe js usual, escaping by means of channels formed by it through the tailings, and thus tending, it would appeal, to render the disposition of the tailings less even and to make.

Efficient separation of trace muscovite from the surface/interface of quartz grains was accomplished during oxidizing calcination and catalytic pressure leaching of the hydrothermal quartz. Experimental results suggest that 98.97% or more of the muscovite was separated when quartz sand was calcined at 900 °C for 5 h and then leached by hydrochloric acid and ammonium chloride solutions as substitutes for leaching agents containing fluorides. The chemical processing techniques show high selectivity in purifying quartz sand by transforming mineral muscovite into active structures during oxidizing calcination, and then dissolving the active substances during catalytic pressure leaching

ONE year ago, that is in January, 1923, there had not been constructed a single oil-storage tank of 55,000-bbl. or more capacity with a completely electric welded roof and bottom. Today, there are at least fifty 80,000-bbl. storage tanks completed, or nearing completion, on which both the roofs and the bottoms are electric welded. All of the following data and conclusions were obtained from observations made during the welding of tanks by the Welding Engineering Co. at Texas City, Tex., and Tonkawa and Burbank, Okla. As far as can be determined, the first electric welding on large tankage was completed in May, 1922. At that time the Empire Companies of Bartlesville, Okla., discovered a badly leaking bottom in a 55,000-bbl. tank at El Dorado, Kans. They had considered concreting this bottom, but because of the much smaller cost, decided to try electric welding; so a- contract was given the Welding Engineering Co. of Bartlesville, Okla. In this instance, no new sheets were added, the bottom being repaired by electric welding of all seams and rivets, Fig. 1. In some places where the original rivets were missing, the holes were filled by welding; patch plates were also added at certain badly worn spots. LAKE MARGARET is situate high up on the West Coast Range of Tasmania, and lies in a roughly triangular valley formed by the ridge of Mount Sedgwick on the south, the ridge formed by Mounts Geikie and Tyndal on the west, amid a ridge connecting Mounts Geikie and Sedgwick on the east. Any description of this hydroelectric installation, however brief, naturally divides itself into the following sections:1. STORAGE BASIN, &c. 2. DAM. 3. PIPE LINES. 4. POWER STATION. 5. TRANSMISSION LINES. 6. SUBSTATION 7. VARIOUS WORKS utilizing the power.The Storage Basin used is the natural lake itself, which has a maximum length of 110 chains, a maximum width of 40 chains, and a mean arelj. of 300 acres. The water-level of the lake, which has been maintained by a natural dam, is 2143 ft. above sea-level. The approximate catchment area at present appropriated is 7 sq. miles, and the rainfall, on the average, about 144 in. per annum. It is possible to increase this catchment area by suitable races, &c. Dam.-The dam constructed is of very small dimensions, and is not a storage dam in the usual sense of the term. The natural storage ot-the lake itself was used by means of a channel cut through the natural dam and thence to the mouth of the lake, the lake level being thus temporarily lowered while the outlet pipes, screens, &c., were placed in position, and the channel was then closed again with a concrete wall in which the pipes and screens are set. Outbursts, the sudden and violent out- pouring of material into mine openings, is a ground control problem increasingly encountered in the United States as deeper seams are developed. Outbursts, caused by several mechanisms, are the result of the loading of ground support systems be- yond their designed capacity to failure, manifested in a violent release of stored energy. There are several types of outbursts typical to deep underground coal mines. - Outbursts of the coal face due to the presence of pressure abutments in close proximity to the face. These outbursts are usually accompanied by liberation of large amounts of methane. - Instantaneous convergence of the ribs and floor due to overloading and failure of ribs which lengthens the beam of floor strata sometimes resulting in a chain reaction failure of the mine floor. - violent failure of the confined core of a pillar due to rapid loading beyond the yield point of the pillar.

A description is given of preliminary work done to identify the problems inherent in electrochemical oxidation of metal sulphides, and particularly in the use of powder compacts as anodes in electrolysis. Lead flotation concentrate pressed into a compact can serve as an anode for direct electrowinning of lead according to the reaction PbS -7 Pb2+ +So +2e. No pYrometallurgical step is required, and sulphur is recovered in elemental form.In the experimental work, electrical conductivity of the compacts was achieved by addition of 5·5 per cent of graphite. After compaction at 10-20 tons/sq. in. the anodes were strong and remained intact throughout the electro-oxidation period. Perchlorate electrolyte was used, but fluosilicate electrolyte is also applicable. A sheet of pure lead formed the starting cathode.As anode potential increased above 1·0 V (v. SHE) PbS04 was formed in increasing amount. At 0·90 V, Pb2+ extraction efficiency was 85 per cent. Anode potential was kept low by electrolysing at 60°C and 15 mA/sq. cm., and by improving the porosity of the compact. Other metal sulphides (Zn, Fe, Cu) in the flotation concentrate also oxidize and release metal ions to the electrolyte, which would need to be purified prior to deposition of lead.Power requirement in a laboratory cell was about 0·24 kWh per lb of lead extracted.

The geologist is often called upon to give judgment on the possibilities of reviving a former mining field presumably worked out as far as the evidence then available indicated. From time to time, scarcity and consequent high prices of metals has led to there-examination of many old fields. The possibility of resuming investigation on them where the practical miner ceased work, even where he had the aid of the trained geologist, has long since disappeared.Means of access to mines have been removed and water fills the workings. Hence an indirect mode of attack becomes essential.This method depends mainly on past history, and may be described as a reaching out by faith supported by shrewd guessing from the known to the unknown. Apart from whatever general intelligent observations may be made in situ of the evidence of former mining activity, the method depends largely on the examination of the past history of the field as revealed in the official records, company reports, plans of underground workings, local newspaper accounts, and the testimony of practical miners formerly employedon the field, the' reliability of which has to be carefully sifted. The matter derived from the examination of these sources must next be rigorously collated and correlated where possible. When the review of all individu!1l features and aspects has been completed, tentative and speculative conclusions may be drawn which, though not verifiable before the event, will usually prove to be more serviceable guides in exploratory operations than mere "blind stabbing."As an actual illustration of what is involved in the mode of procedure outlined above, the following is the description of an investigation in which the writer took part.In 1937, during the course of the Commonwealth Aerial, Geological and Geophysical Survey of Northern Australia, a detailed geological investigation was undertaken of the Croydon gold field, situated near the south-eastern. extremity of the Gulf of Carpentaria in North Queensland.The history of the field briefly is as follows: It was discovered in 1885, reached its peak of production 1896, declining thereafter till 1906, when operations ceased. The total production was about 1,000,000 ounces of gold bullion, containing approximately 40 per cent. of silver. The gold bullion was won from flat-dipping quartz reefs, which yielded an average of 2.oz. to the ton, and the maximum depth to which production occurred was 500 feet. Subsequent prospecting below this depth failed to locate further ore.In consequence of the inaccessibility of the mines and the almost total masking of the' surface by alluvium, the investigation of future possibilities became largely an. office ,study, which was conducted under the following headings:-1. This study investigates the use of a horizontally- baffled column (7.6 cm inside diameter by 344.2 cm high) to reduce the ash content of a high ash bituminous coal. Tests were carried out to determine how the baffled column responded to changes in feedrate, reagent dosage, and feed quality, and to compare its performance with a conventional column installation in an operating plant. In this paper, the results of this investigation will be reviewed and discussed.

Working in New York City has become the graveyard of many Foundation Contractors. Varying subsurface conditions require Foundation Contractors to be aware of the conditions at each particular site and have the knowledge and equipment to successfully complete the project. Looking back, we can see that many of the methods and much of the equipment that were commonly used in the past have been replaced with newer methods and equipment, but sometimes the old methods prove to be the most reliable. This paper will describe examples of varying conditions and construction methods in sites that are close to each other. It will also show different construction problems that are encountered when working adjacent to existing subway structures, when excavating below the foundations of adjacent structures and when ground water is encountered.

With a rich mining history that dates back to the Klondike gold rush of 1896 to 1898 and continues to thrive today, Yukon has experienced several ?boom-and-bust? cycles. However, during the world?s most recent mining ?bust? Yukon has held strong and has re-mained one of the world?s hottest destinations for mineral exploration. In fact, the area even exceeded forecasts in 2009, more than doubling last year. And the near-future looks just as bright.

D.G. Wilder I found the suggestion that the amount of displacement of a fault can be numerically related to the thickness of gouge or breccia to be both intuitively satisfying and intriguing. I have long agreed that there is some type of relationship between the amount of gouge and the amount of displacement of faults. I congratulate the author for developing a numerical relationship between them. However, I am concerned that the limits for applying this relationship be fully understood. An underlying assumption in this approach is that there is either a uniform thickness of gouge or breccia along a given fault or the thickness does not vary widely. Since it is not always possible to confirm this, the displacements derived by this method should be viewed with caution unless significant fault extent can be observed. At the Nevada Test Site, in drifts constructed in granite for test emplacement of spent nuclear reactor fuel, we found a fault with 0.3 to 0.4 m (12 to 16 in.) of clay gouge. Within a few meters of this location, the fault had no clay gouge, but rather consisted of a highly fractured zone with significantly altered rock and some slickensides. Based on Fig. 1, the 0.3 to 0.4 m (12 to 16 in.) thickness of gouge would indicate a displacement in excess of 30 m (98 ft). However, no gouge thickness would indicate essentially no displacement. Based on a quartz vein that terminated on the fault, and is not identified nearby, an estimated displacement of more than a few meters was made. This estimate is consistent with that obtained using the regression line proposed in the paper if the 0.3 to 0.4 m (12 to 16 in.) thickness for the gouge is used. However, using the regression curves with zero thickness would not yield results consistent with what was observed in the field. Therefore, it is important to recognize that the suggested procedure would properly yield a range of probable displacements. ? *Work performed under the auspices of the US Department of Energy by the Lawrence Livermore National Laboratory under Contract W-7405-Eng-48. Reply by E.C. Robertson It is certainly true that the t (thickness) of gg-bx (gouge and breccia) on a fault does vary along the fault. My observations have been that near the termination of a fault, the displacement d is small and the t is also small, whereas the maximum d and t will usually be found in the central part of the fault. The information on gg-bx and t of the fault found in granite in the NTS tunnel by Mr. Wilder could be interpreted somewhat differently than he does. He speaks of the fault changing within a few meters from 0.3 to 0.4 m (12 to 16 in.) of clay gg to "a highly fractured zone with significantly altered rock and some slickensides," but no gg. The highly fractured rock may be taken to be bx, rock not so finely ground as gg but still crushed by the fault movement, equivalent to the gg in my usage, and probably occupying about the same t. Mr. Wilder's estimates for the fault in the NTS tunnel for t of 0.3 to 0.4 m (12 to 16 in.) and for d of a quartz vein, in excess of "a few meters," would place the point on the low side of the central trend line in my Fig. 1, at the lower limit. There is, of course, a problem with determining d using displacement of only one planar surface. It would be greater or lesser depending on the rake of the movement. Finally, estimating the d of a fault from its t should be made with awareness of our present uncertainties, as pointed out by Mr. Wilder. Although the central trend line in my Fig. 1 has a ratio of d/t of 100, I have put the limiting ratios at 10 and 1000. Understanding of the values of the ratio will be improved only with collection of more data, for which the discussion of Mr. Wilder is much appreciated. G.C. Waterman E.C. Robertson's paper provides significant information to a geologist attempting to deduce fault offset by noting the products of structural dislocation. However, considerable mapping in underground and open-pit mines, and examination of structures produced in different geological settings, have convinced me that gouge and breccia thickness are controlled by geological conditions and fault movement. The following paragraphs suggest geological variables that control them. 1. Depth of Loading A near-surface fault resulting from tensional stress has more breccia/gouge than is produced by a similar stress at considerable depth. A deep-loaded compressional stress may produce a linear zone of schist, or structural dislocation may occur along an earlier formed belt of schist. Such "shear zones" are common in Canadian mines in precambrian rocks. In neither case can offset be directly deduced by an analysis of the minimal gouge/breccia in the shistose rocks. At greater depth, stress may be partially to wholly relieved by flowage. I vividly recall first noting the regional "Midas Thrust" in the Lark mine, Bingham Mining District, UT (where we called the structure the North Fault). My recorded notes, as I remember them, showed a narrow gouge streak separated the `Jordan" and "Commercial" limestone units from impure, muddy limestone beds of uncertain stratigraphic position. The visible structure did not indicate the great importance of this premineral fault
