The Mission Valley Viaduct is located in San Diego, California. This structure is the intersection of Interstate 8 and 805. The project consists of the main viaduct, 8 connecting ramps, and one highway overpass. This job was originally built back in the 70's. After the Loma Prieta Earthquake in 1989, Caltrans began an aggressive program to seismic retrofit all of its bridges throughout the state. Most retrofit designs required major upgrades to the existing footings. These footing upgrades consisted of either driven or drilled shaft piling. The existing footings of the Mission Valley interchange were supported on driven H pile. The soils throughout the site were dense sands and gravels, cobbles, occasional boulders with a dense sandstone bearing strata, which varied through out the site. It was this sandstone strata that the engineers designed their pile tips around. High ground water in sandy soils created a high probability of liquefaction in all of the upper stratas.

The Resource Management Act 1991 represented an innovative and unique piece of planning and environmental legislation when it was introduced. Since the Act was passed into law in 1991 it has been subject to nine amendments, many of which were of the ætinkerÆ variety. These amendments recognise that the Act has not been as successful in providing the æone-stop shopÆ for resource users that the Act was hoped to be. The latest and most significant attempt at changing the Act was the Resource Management Amendment Act 2003. The amendments made by the Amendment Act have proved to be largely unsuccessful in achieving any significant changes to the way resources are managed in New Zealand, and have failed to address many of the concerns which drove the original Resource Management Amendment Bill in 1999. The recent decision to discontinue further investment in Project Aqua has once again placed the Act in the spotlight as a significant hand-brake on major projects. This particular event has led to yet another review to be undertaken this year. The review will focus on five key areas:   1.   achieving the right balance of national and local interests; 2.   improving the design and process for local policy formulation; 3.   improving the consent decision making process; 4.   allocation of natural resources (water, air and geothermal); and 5.   supporting measures for building capacity and promoting best practice and implementation at the local authority level.  It is important for the business community and the mining industry in particular to seize the opportunity that this review provides to make sure that any amendments undertaken as a result of the review achieve the aims listed above. The review needs to be considered in light of the current regime for the management of natural resources in New Zealand. In addition to the Resource Management Act 1991, the Crown Minerals Act 1991 and the Building Act 1991, which form the core resource statutes in New Zealand, there have been other developments affecting the regime. Special legislation over and above the Resource Management Act 1991 has been enacted to protect the Hauraki Gulf and special legislation is currently being considered to protect the Waitakere Ranges in Auckland. In the Hauraki District mining is prohibited in some areas and a plan change mechanism is specified as the appropriate tool to use in the event a mineral resource is to be developed in those areas. The current review is a further opportunity to remedy the inadequacies of the Act.

Asbestos first became an issue to Minnesota?s iron industry when it was revealed that mineral fibers similar to those in Reserve Mining?s tailings were being found in drinking water for several communities that used Lake Superior as their primary water source. This discovery turned what had largely been an environmental court battle into a case concerning public health. The courts listened to much conflicting and uncertain scientific testimony on the size and distribution of the mineral fibers and on the potential health effects imposed by them. In April 1974, the plant was ordered to shut down by a federal judge but the company quickly appealed the decision. The appeals court granted a stay and ultimately ruled that the plant?s closure could not be justified based on the unknown health effects of the mineral fibers since the consequences of such an action would have immediate and severe social and economic impacts. The plant was allowed to continue operation, but ordered to abate emissions to air around the plant and to switch to a land-based tailings disposal system. Much of the scientific uncertainty and public concern over mineral fibers in Minnesota?s taconite industry remain today. ©2007 Elsevier Inc. All rights reserved. The assurance of future raw materials supply to the EU mineral industry has become, in recent years, one of the most important tasks of the EU Commission. It is focused on creation a new mineral policy within the EU zone. One of the starting points for this activity was identification of the mineral commodities that are critical for the sustainable development and technological progress. The paper presents the glance to this problem from the National Member level. Domestic mineral reserve base as a possible source of critical raw materials for the EU was shown. Poland cannot be considered as its resource base. The source of these raw materials are not only scarce in Poland, but also they are not produced, and their demand is now - and according to forecasts is going to be in the future - met by imports. The raw materials in question are not considered exactly critical for Polish economy, but they are of limited economic importance. On the other hand, their growth is a best opportunity and at once the need to the future sustainable development.

P&H MinePro Services Canada is supplying Syncrude Canada three more of its model4100BOSS electric mining shovels. The shovels will be delivered during 2003. Syncrude’s oil sands operations already use five P&H shovels. The first 4100BOSS shovel was commissioned at Syncrude’s operation in northern Alberta, Canada in October 2001. The unit loads more than 9 kt/hr (10,000 stph) of unblasted oil sands. Since it began operation, the 4100BOSS has shown a 28% production increase over the four P&H 4100TS shovels also on site.

The Yung-Chung-Tunnel in Taiwan, constructed for the Taiwan-East Railway Bureau, collapsed during construction when a water bearing, fractured marble zone was intersected. The inflow was approximately 4,000 liters/second. In spite of 30 relief holes the total inflow into the tunnel remained constant. The pre-excavation grouting through the re-aligned tunnel had to be conducted under extreme flow-conditions. A hot bitumen grouting program was selected for technical and economical reasons out of 13 international proposals. The technical challenges were: grouting under severe flow conditions high formation water pressures to be injected with hot bitumen at high temperatures and pressures The hot bitumen grouting program resulted in a dramatic reduction in the hydraulic conductivity and stabilization of the formation and facilitated a problem-free excavation.

Host-rock û wallrock major and trace element geochemistry associated with epithermal gold mineralisation in the Hauraki Goldfield of New Zealand is poorly documented, even though rock geochemistry is a recognised tool in exploration. Such responses assist in recognition of the regional scale imprint of fossil hydrothermal activity, and indicate targets for detailed evaluation within these alteration zones.   Recent investigation of gold deposits in the Waihi (Gladstone), Golden Cross (Empire), Thames (Waiotahi) and Coromandel (Tokatea) areas indicate enrichments of Au, As and Sb in the andesitic wallrocks hosting mineralisation. Of the other elements examined, Si, K and Rb are enriched, and Na, Ca, and Sr are depleted at all deposits. These trends are best developed in the vicinity of veining. In deposits with clay alteration dominating (Waiotahi and Tokatea) there is also depletion of Mg, Mn, Zn and Cu. Ba and Cr are variably enriched or depleted within different styles of alteration. Base-metal enrichment in the wallrocks is not a feature of Hauraki deposits.

O avanço tecnológico tem gerado demanda crescente por materiais que possam ser utilizados em alta temperatura e ambientes oxidantes, o que inclui ligas intermetálicas MR–Si–B (MR = metal refratário) com estruturas multifásicas. Assim, este trabalho teve por objetivo estudar a microdureza de ligas do sistema Hf–Si–B na seção isotérmica a 1600ºC, na região rica em Hf. Ligas Hf–Si–B foram fundidas com lâminas de Hf (min. 99,8%), Si (min. 99,998%) e B (min. 99,5%), em forno a arco e tratadas termicamente a 1600 ºC em atmosfera de argônio. As relações de fases nessas ligas foram identificadas por difração de raios-X e por contraste, em imagens obtidas via microscopia eletrônica de varredura no modo elétrons retroespalhados. As ligas tiveram sua dureza medida pelo método Vickers (microdureza) com cargas de 0,05 kgf e 0,2 kgf e tempo de aplicação de 20 s. Os resultados, obtidos da média aritmética das medições realizadas nas regiões heterogêneas de cada liga, mostraram uma dureza média de 11,08 GPa, com pequeno coeficiente de variação de 3,8%. Os boretos HfB2 (19,34 GPa) e HfB (11,76 GPa) apresentaram dureza mais elevada que os silicetos Hf2Si (8,57 GPa), Hf5Si3 (9,63 GPa), Hf3Si2 (11,66 GPa), Hf5Si4 (10,00 GPa), HfSi (10,02 GPa) e HfSi2 (8,61 GPa).

The Pipeline gold ore body was discovered in Lander County, NV in March 1991. Construction of the new mine and mill did not start until early March 1996. The $289-million project was placed on a fast-track development schedule upon completion of permitting and corporate approval. The mine and mill were commissioned 11 months after the start of construction and the project ended up $40 million under budget. Project design and construction management were provided by Placer Dome Project Development Division (PDD). History The Cortez Joint Venture has operated in northeast Lander County since the late 1960s. The business structure is comprised of 60% Placer Dome and 40%Kennecott Exploration. Throughout the years, production has been from several small open-pit deposits— Cortez, Horse Canyon, Gold Acres and now Pipeline.

The main objective of this work was to investigate the effect of binder addition on the geochemical properties of surface paste tailings. Nine leaching columns were prepared following different disposal configurations: non-cemented, non-cemented with cemented layers, and cemented .The proportions of cement by total paste weight were between 0 and 1% for a whole column; the maximum amount of cement in a single layer was 2%. The material used was a sulphide-rich tailings coming from a Canadian hard rock polymetallic mine. The columns have been flushed once a week during 30 weeks. The recovered leachates were analyzed for pH, Eh, conductivity, and a wide range of elements. The drainage rates were monitored during the initial disposal as well as after each column flush. The results show that binder addition can improve the whole environmental performances for some of the studied disposal configurations. The disposal configuration consisting of intercalation of three 2% cement paste layers within non-cemented layers (0.66 wt.% of cement for the whole column), and the configuration with 2% cement added only in the two bottom layers (0,44 wt.% of cement for the whole column), showed the best results in terms of water quality and drainage rates.

"A unique deposit of barite exists near Brookfield, Nova Scotia. The crystals are extremely fine and the whole deposit virtually free of heavy metals. The deposit size was not large enough for conventional uses, such as the production of barium carbonate and drilling mud. In an effort to obtain maximum utilization, a program was begun to determine if U.S.P.-grade pharmaceutical barium sulphate for X-ray diagnosis could be produced. Early work was sufficiently encouraging to institute a development program under the federal Program for Advancement of Industrial Technology. This has been very successfully completed. Canadian and U.S. process patents have been issued, clinical trials have been successful, a production plant has been designed and the plant’s production sold. The processing plant will include magnetic separation for the removal of iron minerals, fine grinding by paddle milling to minus one micron and acid leaching. The process is unique in that at no time is the barium taken into solution.Information is given on the deposit, process, markets, use, plant capital and operating costs, and projected profits. The initial production plant will have an annual capacity of 2,000 tons per year of end product. Capital cost is $850,000 and annual turnover more than $1.5 million. As this capacity only represents approximately 15% of the North American market, rapid plant expansion is foreseen."

During the time period from 1990-2007, 1601 reportable fires occurred in the U.S. mining industry (an average of 89 fires per year). The leading causes of U.S. mine fires were flame cutting and welding operations, frictional heating and ignitions, electrical shorts, mobile equipment malfunctions, and spontaneous combustion. The fact that mine fires continue to occur with an alarming regularity reinforces the importance of recognizing and eliminating the potential hazards and the overall need for improved fire control and suppression technology to ensure the best possible outcome during a mine fire. The National Institute for Occupational Safety and Health (NIOSH) is conducting an evolving comprehensive program of research that is addressing mine fire prevention, detection, management and suppression. This paper presents a summary of recent research accomplishments and provides an overview of the next phase of the NIOSH mine fire research program.

Breaks in coal slurry impoundments can threaten the lives and health of area residents, destroy homes and businesses and contaminate water supplies. This dangerous potential looms over coalmining regions in West Virginia and throughout Appalachia. The Coal Impoundment Project was begun in June 2003 to provide an inventory and mapping of active and abandoned impoundments in West Virginia. The project also provides the public with specific information about the impoundments in their communities. It is dedicated to alerting residents of danger and evacuation plans, reducing risk to residents and finding alternatives to impoundments. Since its first year, more than 100 impoundment sites have been added to the project’s Website.

In recent years, in Poland the ATLAS piles have been successfully applied for some constructions near Gdansk. The piles have been used as foundations for housing and another areas of civil engineering, in delta Vistula geotechnical region, characterized by weak, highly compressible soils represented by mud and peat, lying in sub-surface layers, several meters thick. Usually below are dense sandy soils or gravel. In all cases, the base of ATLAS piles rested on sandy soils. The analysis of pile bearing capacity has been discussed and verified by static pile load tests (SPLT). The load-settlements characteristics obtained were satisfactory. In the paper, the results of geotechnical investigations as well as calculations and load tests are shown. The ecological aspects of ATLAS piles application within highly urban areas of the cities and complex geotechnical conditions are emphasized.

The Climax Molybdenum Mine, located near Leadville, Colorado, is the site of a lengthy mining history spanning more than 80 years. In the 1960’s, extraction of molybdenum from oxide ore located adjacent to the massive molybdenite sulfide deposit resulted in the construction of an earthen core dam to impound fine-grained oxide tailing in the Eagle River Valley. Through recognized value of water storage and reclamation opportunities, a tailing removal project was initiated in 1993 to convert the impoundment facilities to a post-mining beneficial land use of developed water resources. An evaluation of the effect residual materials and lake dynamics would have on in-stream water quality was performed. Eagle Park Reservoir stands as a model for future reclamation efforts that involve water delivery to highly sensitive receiving waters. This paper provides a case study on project development, the evolution of water quality assessment, and the regulatory framework that contributed to this project’s success.

"In modem concentrators, the operation of flotation machines is often stabilized by simple control loops. Froth level, slurry density and aeration rate are all physical parameters typically controlled through classical PID loops. Few concentrators, however make use of advanced computing technologies for controlling the grade of flotation product streams. Technical challenges such as long process delay and the long and uneven sampling interval of on-stream XRF analyzers often restrain their implementation. Model Predictive Control (MPC) is known to have better performance than PID for controlling processes with long delays (such as flotation circuits). This paper describes the implementation of a multi-input/single-output (MISO) MPC algorithm and an FIR model identification routine using an object-oriented graphical computing environment.The MPC module (controller and identification) was implemented on an industrial control system and applied to many sulfide flotation circuits in the Brunswick Mining concentrator (New Brunswick, Canada). In most cases, the manipulated variable was the collector addition. As long as it is provided with decent process models, the performance of the MPC controller is good on all the flotation circuits on which it was applied. Significant reductions of grade variance are reported and the controller responds well to set-point changes. The user-friendly, graphical nature of the computing environment led to a high degree of acceptance by both the process engineers and the flotation operators.1. INTRODUCTIONOver the past three decades, much instrumentation has been developed for flotation machines. The introduction of instruments such as pulp density gauges and cell level probes was particularly well received by the plants where pneumatic and electronic controllers were available for implementing PID control loops. In a way, these simple loops revolutionized the mineral industry. The operation of flotation circuits could then be stabilized through the use of automatic controllers."

Image processing is a technique that simulates the human vision system. This technique enables applying every statistical or intelligent operation to recognize differences. In this way this new technique is used in quality control systems in most industries. Studying sedimentary rocks is very important from the economic point of view. Some units of sedimentary sequences involve different mineral deposits, hydrocarbon and water resources. Therefore it is important to identify and classify different sedimentary rocks. Descriptive classification of sedimentary rocks is usually based on visual and textural features and chemical composition of a sample. In this paper different samples of a limestone mine in central part of Iran are classified. The samples were collected from different parts of the mine and crushed down in size from 2.58 cm to 3.58 cm. The rock samples were labeled based on percentage of chemical and lithological compositions. Each sample was assigned to one of the distinguished groups. The images of the samples were taken in appropriate environment and processed. A total of 74 features were extracted from the identified rock samples in all images. In order to feature dimensional decrease, principal component analysis method was used. Then Bayesian statistical algorithm was used as a useful tool for classification. Classification Correctness Rate (CCR), calculated for the test data sets are %88, %68, %61 and %72 for the first to fourth class respectively. Therefore it can be inferred that the extracted features of images are appropriate indicators for different samples identification. These precise results besides the advantages of image processing technique, which are increasing speed of operation and decreasing cost, appears to be a desirable success.

There is a strong focus in the mining industry to limit its impact on water quality and usage. This is even more evident in developing countries, where mining companies operate within local communities and have to be diligent not to affect them negatively. In mineral processing operations, the vast majority of water reclamation occurs at the tailings thickener area and tailings storage dam. It is often more effective to maximise water recovery at the tailings thickener before material transport to the tailings dam. Tailing dams are relatively inefficient, and experience a high degree of water loss due to evaporation, seepage and water retention. In addition, tailings dams present the biggest environmental liability for mineral resource projects, so it is beneficial to limit their size and loading.In the past, it was common for tailings thickener areas to have a significant footprint with several large diameter conventional thickeners, producing underflows of between 45-55% solids (w/w). At times, these multiple thickeners were difficult to operate, leading to inefficiencies in water recovery and quality. The development of High-Rate Thickeners (HRT) has resulted in improved settling properties and HRTs usually operate at significantly higher solids loadings (= 1.2 t/m2.h) when compared to conventional thickeners (= 0.1 t/m2.h). Subsequently, thickener diameters have reduced in size and HRT technology has become the preferred option for thickener circuit design in both new and existing operations. HRTs also produce higher water recoveries with increased underflow densities = 55% solids (w/w).The Carmen Copper Corporation (“Carmen Copper”) circuit upgrade is a recent example of these HRT benefits, where one, 39 m diameter, Outotec HRT treats the solids flow rate of five 76 m diameter conventional thickeners. This has allowed operations to increase dry plant tonnage by 50%, maintain key performance targets and provide a framework for further plant expansion. A coal mine impoundment failure has the potential to be environmentally devastating and life-threatening. It is well documented that after seismic events slope failures in impoundments can occur. It has been concluded that often the main driven factor of the failure is the increase in excess pore pressure due to ground vibration. A small amount of research has been done regarding the stability of coal mine impoundments under natural seismic events; however no research has been done considering vibrations from mine blasts. If it is taken into account that current environmental restrictions oblige to increase the capacity of coal mine impoundments, thus increasing the hazard of such structures, it is necessary to evaluate the effects of near-by mine blasting on the stability of the coal mine impoundments in order to mitigate and control the potential of slope failures. To study the behavior of excess pore pressure under blasting conditions, scaled simulations of production blasting events were set up inside of a controlled sand tank. The research was divided in two stages. The first one was done, using dry conditions, while in the second part, the same set of tests were performed under saturated conditions. This document shows the partial results for stage one (dry conditions). For the tests, explosive charges were set off within the sand tank at various distances to simulate different blasting distances. Information was collected from geophones, accelerometers, microphones and high speed video camera for dry and saturated scenarios and additionally from piezometers under saturated conditions to assess the behavior of the material under blasting conditions.

Rehabilitation approaches, methods and outcomes have changed markedly over the last 100 years, and especially over the last 20 years. Alluvial gold dredges have moved from creating a legacy of boulder fields and ponds to radiata pine plantations and highly productive dairy pastures. The rehabilitated farmland has reduced flood risk, improved drainage and efficient paddock design. The next challenge is to include areas of environmental diversity in these projects, for example, shelter belts, patches of native trees, and wetlands that were part of the original landscape.   West Coast coal mines have also come from a legacy of leaving it to nature to rehabilitate damage by mining to establishing native ecosystems or plantation forests. Developments in techniques at Stockton Mine are used to illustrate the changes in approach to rehabilitation of native forest and tussock heathland ecosystems. The proposed Cypress Mine will adopt a full range of avoidance, remediation through rehabilitation, and off-site mitigation techniques in a æthree-prongedÆ approach.   We propose a coordinated extractive industry approach to mitigate for the impacts of mining on native ecosystems and achieve nationally important conservation benefits that individual projects cannot afford. This approach is particularly beneficial in New Zealand, as our native ecosystems must be actively managed to conserve native plants and animals. Currently, some important species and ecosystems are not being actively managed for conservation.
