The quality of Pregnant Leach Solution (PLS) at Skorpion Zinc is of utmost importance for efficient operation of the Solvent Extraction (SX) Plant. Suspended solids in the PLS forms CRUD in the settlers, resulting in reduced zinc transfer capacity and increased impurity carry over to Electrowinning. The Ishigaki Fibre-Wakishimizu filter (fibre media rapid filtration equipment) has been identified as polishing filter that potentially could remove solids from the PLS of Skorpion Zinc. A pilot unit with 20m³/h capacity was tested on site over a period of 9 months under plant operating conditions in the refinery. The FW filter produces a clear filtrate, acceptable for the Solvent Extraction. Turbidity is improved by 72%. Gravimetric analysis indicates a 47% removal of solids. However, the gravimetric method is biased by a co-precipitation of saturated salts during the analysis. Filter media is blinded by the Skorpion Zinc PLS solution, as result of suspended solids and process chemistry. The media could not be regenerated to acceptable conditions. Further testwork to investigate the impact of process solution chemistry modification on blinding is undertaken. Based on the outcome of this investigation a final decision on the FW filter can be taken.

Forecasts prepared by the B.C. Research Council for the National Harbours Board suggest that mineral shipments through B.C. Lower Mainland port facilities will increase more than four-fold, from 6 to about 25 million tons, during the decade 1965 to 1975. The longer term outlook is for a six-fold increase to about 35 million tons by 1985. In 1967, minerais accounted for more than one-third of the total deep-sea traffic tonnage, nearly as much as grain. By 1975, the minerals' share will be about half the total. The principal items are exports of potash from Saskatchewan, and of coal and sulphur from Alberta and British Columbia. Additional exports include copper and other mineral concentrates and propane. Imports are chiefly salt and phosphate rock. Coastal traffic in such items as cement, sand and grave!, and limestone totalled 3.3 mil-lion tons in 1967. They will continue to be of major importance, but do not have the spectacular growth potential of the deep-sea traffic.

RECENTLY it has become the custom of retiring presidents to talk of the relations of the Institute to its membership and its constituency- and it seems a good precedent to follow. Past-president Smith reviewed our relations to materials and to society in general. Mr. Bradley spoke of the value and use of our publications and of our educational duties. My message will be in regard to the coordination of our various groups of member interests and of service to industry. This Institute has, within its organization, four divisions and fourteen technical committees--each interested in a separate put very definite subject, and each covering a phase of mining engineering interest. These vary from geology and the geophysical methods of prospecting, to the physics of the structure of metals, truly "from the mine to the consumer"-from the preparation for mining to the final use of that which has been mined.

This paper shows the potential of a new computer model, using the Glowe-Tech (GT) Tonnage Analyzer program to compare drilling and blasting results. This model uses the crushers and conveyors as measuring tools in aggregate quarries in the USA and Canada. All data is collected using commercially available kilowatt transducers and an analog input/output automation module. There are two areas of measurement used to compare results. The first area is the tonnage moved by key conveyors to show the split in products produced and the actual rate of production. If belt scale readings are not available then the Glowe-Tech Tonnage Analyzer can be used to convert kilowatts from the conveyor motor to tonnage. The second is the tons of rock crushed per kilowatt hour of energy consumption by the primary and secondary (optional) crushers. This modeling process works best if blasts are mucked and crushed in sequence. There are many other variables such as crusher types, crusher settings, screen sizing and actual geology in the pit that can influence the results, however if variables can be standardized then definite trends can be seen when comparing drilling and blasting results

"Northern Minerals Limited’s (ASX: NTU) flagship project is the Browns Range Rare Earth Project (the Project) located in Western Australia, consisting of a number of deposits with high value, heavy rare earth elements, in particular yttrium, terbium, and dysprosium. The deposits are dominated by xenotime mineralisation, which occurs within hydrothermal silicified and hematitic breccias. The Company delivered an initial JORC compliant resource estimate for the Project at the end of 2012 of 10,500 t of contained total rare earth oxides (TREO), which was increased to 28,084t of contained TREO in October 2013 and further enlarged to 47,997 t of contained TREO in February 2014. Concurrent with the growth of the Project resource base, significant progress has been made in developing the metallurgical process for the beneficiation and extraction of rare earth elements (REE’s) from the xenotime mineralisation. Development of the beneficiation circuit evaluated several process options and selected whole-ore flotation and magnetic separation, followed by flotation (hybrid circuit) as the two preferred flowsheets to pilot, following encouraging results on the bench of 83% and 86% recovery to a 20% TREO mineral concentrate respectively. Several downstream hydrometallurgical extraction flowsheets were evaluated. However, the following two preferred process flowsheets were ultimately selected for further detailed investigation during the prefeasibility study: 1. Sulphation bake, water leach, purification, oxalate precipitation, and/or calcination to produce a mixed RE oxide; 2. Sulphation bake, water leach, phosphate precipitation, caustic conversion, HCl leach, and oxalate precipitation to produce a mixed RE oxalate. Excellent heavy rare earth oxide (HREO) extractions (~ 90%) from beneficiation concentrates were achieved on the bench for both circuits, however flowsheet 1 was ultimately selected as the preferred flowsheet to pilot due to lower capital and operating cost. A mixed rare earth oxalate (42% TREO) or oxide (92% TREO) can be produced with low levels of Th and U of 3 ppm and 6 ppm respectively."

Longwall mining has existed in Utah for more than half a century. Much of this mining occurred at depths of cover that significantly exceed those encountered by most other U.S. longwall operations. Deep cover causes high ground stress, which can combine with geology to create a coal burst hazard. Nearly every longwall mine operating within the Utah’s Book Cliffs coalfield has been affected by coal bursts.

The area will bustle once again with activity as commuters and visitors converge on the modern transit station at the edge of Seattle's International District. Buses coming from south Interstate 5 and Interstate 90 will enter the tunnel through this station. [ ] International District Station is an open-air station, 1,060 feet long and 82 feet wide (about 15,400 cubic yards of concrete were used to build the station). A concrete lid over the southern portion of the station staging area is held in place by 131 support piles. The station will include entrances on Jackson Street and King Street. Union Pacific Realty is planning to build an office and retail complex upon the lid. The station also has an international flair. Symbols of the Chinese zodiac will be etched into the station plaza floor. The station platform walls will be lined with large steel panels embellished with designs in origami?a Japanese folded paper art form. [ ]

Vast improvement in methods of design and analysis of the long- term stability of overburden above room and pillar mines is needed. Improved methods are vital for planning and land development and for prediction above existing, presently stable, room and pillar mines. As shown on the flow chart in [Figure 1], the assessment of the long-term stability is an integral part of the site investigation process regarding mitigation of surface damage effects. In Illinois, flat farmlands with subjacent coal reserves cover vast areas. In some of these areas high extraction of the underlying coal layer(s) may not be possible since the resulting surf ace subsidence combined with a pre-existing shallow water table would make the land too wet. Thus recovery of this coal might only be accomplished by room and pillar mining where the ground surface does not subside and the hydraulics of the overburden are not significantly affected.

The purpose of the project was to optimize load haul dump (LHD) machinery use as they were spending too much time doing what they should not be doing. During the investigation, the author found that the machine's actual availability was 86% and the utilization ranged between 30% and 42%. This shows that the availability of the machine has met its target. Therefore the main problem was with the LHD utilization and that is what the project focuses on. To satisfy the objectives, the author firstly studied the existing mining data like the key performance indicators (KPIs) in order to analyse the machine's availability and utilization; this is what gave direction to the problem. Secondly the author did a literature review on mines with similar problems. This gave the author ideas on what to look at in approaching such a situation. Thirdly, the author gathered information on what the LHDs are doing on a daily basis by doing a time study. This gave the author an idea of how long it took the LHDs to complete a specific task. The author also interviewed operators and their supervisors in order to find the best practice work. This helped in identifying the problem areas when comparing the best practice work with what the LHDs are actually doing. According to the project results, it was found that the LHDs are underutilized due to shortage of drivers and the long distances the LHDs have to travel for material loading and refuelling. The author recommended that the machine utilization should be improved by training more operators in order to eliminate the 'no operator' downtime; the cost arrangement of this recommendation is included in the report. The author also recommended that the travelling time should be reduced by using tractors instead of LHDs when long distances need to be travelled for material loading. Another recommendation for reducing travelling time was to bring the mobile fuel tank closer to a section; the cost arrangement for this recommendation is also included in the report. "The consequences of ineffective mine closure in South Africa are evident from the number of abandoned mines and operations on extended care-and-maintenance, the on-selling of mines to less well-resourced companies to close, and increasing illegal mining activities. However, the data to substantiate these observations and provide insight into the underlying issues has not been available. Through the Promotion of Access to Information Act, a list of mine closure certificates applied for between 2011 and 2016 and a list of certificates granted over the same period for all nine regions of South Africa was obtained. From the analysis of this data, we show that the mine closure system as implemented in South Africa is largely ineffective. Although closure certificates are being granted, these are for prospecting sites and small-scale mines, which have a relatively small environmental impact. No large mines of any environmental significance were relinquished over the period under review, with very few applying for closure certificates. Furthermore, the issuing of closure certificates varies significantly between regional offices, with the success rate for applications being generally low and issuing of certificates taking an extended period. IntroductionThere are a number of concerns with the mine closure process as practiced in South Africa, and these have largely been laid at the door of government. Alberts et al. (2017) stress that the legislation generally conforms to international best practice. However, the system is ‘complex and unwieldy’, involving various pieces of legislation and different government departments with overlapping requirements and different interpretations of the law. A further area of concern is the capacity and competence of government to implement legislation. The ‘shortage of relevant mine closure skills and knowledge within the regulator’ was identified by van Druten and Bekker (2017) as a key contributor to unsuccessful closure. Lack of capacity and resources within the regulator has also been highlighted by Botham, Kelso, and Annegarn (2011) and Milaras, McKay, and Ahmed (2014). A recent study of the mineral application process by Corruption Watch (2017) indicates that positions in the regulator have been frozen for many years, leading to a shortage of staff, and that unqualified individuals have been appointed. There is also the perceived reluctance of government to grant closure in order to limit transfer of the liability to the state and delay the inevitable job losses."

TVI Resource Development (Phils) Inc. Canatuan mine is a polymetallic ore deposit located in the Province of Zamboanga del Norte on the island of Mindanao in the Philippines. The deposit consisted of an oxidized capping of gossan overlying a Besshi type volcanogenic massive sulphide lens which is near surface and flat lying. Construction and development of a sulphide processing plant began in early 2007 and commissioned in November 2008. During the initial stages of sulphide operation, high copper (Cu)-low zinc (Zn) ore was fed to the plant. Marketable copper concentrate at 91-95% recovery was produced utilizing a high-pH bulk sulphide rougher flotation and 2 cleaning stages. Because of increased levels of Zn of the ore body, a Cu/Zn separation circuit was initiated in early 2010 following an intensive laboratory test work program. This Cu/Zn separation circuit was necessitated because of the copper ion pre-activation of the sphalerite that lead to the zinc being readily recovered to the copper rougher concentrate. In-situ activation of zinc (in the pit and stockpiles) was caused by the leaching of secondary copper minerals in the ore (particularly from the dominant copper species, chalcocite and covellite). This problem required the development of metallurgically complex and intensive reagent regime to effectively depress the activated sphalerite. As well, the immediate reactivation of zinc after it has been depressed, at the onset of Cu/Zn separation flotation, added additional metallurgical complexity to the process. Subsequent to the Cu/Zn separation circuit, an unconventional, yet proven effective, simultaneous cyanide detoxification-zinc flotation circuit was set-up to recover the zinc. Laboratory test work results realized Cu-Zn recovery differential from a Cu/Zn separation circuit of over 40-45%. This performance has been achieved in the plant, at 72% Cu overall recovery. With the gradual improvements on-going with zinc circuit capacity and effective zinc separation being achieved, zinc recovery has currently reached 40%.

Many problems were encountered with the mechanical wedge-type splices used for the 15-inch square precast prestressed concrete piles installed at an industrial plant site. Many of the wedges were breaking during installation of the splices and after pile driving resumed following splicing. Dynamic monitoring of the piles and uplift loading tests confirmed that the problems were associated with cracked or damaged wedges. More ductile, annealed wedges were subsequently used, and, while not completely satisfactory, they were found to perform better than the original more brittle wedges. Introduction Long precast prestressed concrete piles were installed to support heavy, settlement-sensitive structures at an industrial plant in Port Alberni, British Columbia, Canada. The piles were driven through soft compressible silts and clays to toe bearing in a dense sand and gravel deposit or on bedrock. Each pile consisted of two or three segments joined with mechanical wedge-type splices trademarked DYN-A-SPLICE. Shortly after construction began, problems arose during pile installation, and these problems were, later, identified to be related to the wedges, or clamps, used to connect the splice plates.

Professional sport venue construction follows a very simple rule. Once the decision has been made to move the team to a new place, construction shall begin immediately, so that not more than one or two seasons pass by stuck in the old home. Such tight construction schedules require a different approach than traditional design-bid-build contracts. Design is mostly done on the fly, the construction schedule becomes a main risk factor and an early contractor involvement is desired. As specialty contractors become more and more sophisticated, owners, their construction managers or the general contractor have realized the value of ideas and modern technology they can bring to the table for a successful and fast project completion. Local knowledge and experience in a variety of solutions play a key role in the specialty contractor’s ability to provide added value to the project. This is also true for the specialty foundation contractor, who needs to understand the complexity of such modern structures from its integrate foundation, over the delicate concrete structure to a potentially fancy movable stadium roof. Not to mention all the modern high tech equipment which shall make such a place a great customer experience. His expertise shall enable him to propose the most suitable foundation element for the given ground condition and application. Rather to build what others have designed, his strength is to propose alternate concepts which will be faster and (hopefully) more cost effective. This paper highlights different value engineering (VE) input a specialty foundation contractor had on 3 major sports arena projects in California. Together with the entire team from owner to GC, including the Geotechnical (GEOR) and the Structural Engineer of Record (SEOR), the most efficient and best performing foundation solution can be found every time. But such an approach also requires the open mind of the owner to entertain last minute changes when the permit drawing set has already been submitted for approval.

A new lead refinery with a capacity of 230,000 tons per year commenced operation at Port Pirie in October, 1959. This plant superseded the refinery which had operated from 1933 with the advent of the continuous lead refining process. The incorporation of new equipment following local metallurgical developments, together with the overseas demand for lead of extremely low antimony content createddifficulties in operating the original plant. The new refinery project was undertaken to cover this disability and to gain the full advantage of the new processes.Desilverising and softening are carried out in units identical in size to those used previously. Metallic zinc is recovered from the entire output of desilverised bullion by vacuum distillation. Final refining is carried out by batch treatment with caustic soda yielding lead of purity previously unattainable at Port Pirie.These two processes replace continuous dezincing by oxidation, a high temperature process which caused large quantities of lead and antimony to be recirculated. The final stage is a batch process; therefore the product composition can be checked before casting. Individual batches can be adjusted to produce special alloys to consumer's specification.Improved casting equipment allows the quantity production of pigs of good physical characteristics either as 56 lb bars or 2000 lb pigs.This, together with the high purity of the lead, assures the Broken Hill Associated Smelters Pty. Ltd. (RH.A.S.) position in world markets.Automatic control systems are extensively employed, particularly on the vacuum dezincing unit.The anticipated financial benefits have been achieved mainly by a reduction in the tonnage of recirculated materials, a smaller labour force, and reduced maintenance requirements.INTRODUCTIONIn December 1956 a decision was made to build at Port Pirie a lead refinery on a completely new site, and in October 1959 the new refinery was brought into operation. The adverse health impacts from diesel particulate matter (DPM) exposure are a well-known global concern. The building evidence has triggered underground mining operations to review existing atmospheric conditions and assess the scale of the challenge faced. South32’s Cannington Mine (Cannington) evaluated the ability to provide a healthy atmosphere from a whole mine approach, taking into account existing preventative controls including: maintenance strategies, fuel quality, mining operations, ventilation provisions, monitoring protocols and effective education and training programs.During the evaluation process, Cannington gave due recognition to the advice and guidance provided in the Queensland Guidance Note 21 (QGN21), the Guidelines of New South Wales’ MDG29 and Mining Industry Advisory Committee (MIAC) of Western Australia. Each of these documents advises a dilution rate of >0.06 m3/s/kW is best for reduction of DPM exposure in underground mines.Achieving the prescribed mine ventilation rate typically results in the need to directly invest significant capital into increasing ventilation infrastructure in order to further dilute contaminants. In today’s economic market of volatile metal prices and increasing pressures to meet regulatory requirements, it can become challenging for established metalliferous operations to create a balance between optimisation of current ventilation infrastructure and capital outlay.In order to obtain and correctly justify the requirements for capital investiture Cannington conducted a ventilation operational analysis for the life-of-operation, identifying the existing air volume envelope was adequate for current and future production rates by optimising existing primary ventilation infrastructure through the implementation of a modified ventilation on demand (VoD) and air conservation system.This process achieved sustainable operating and capital cost reductions without compromising delivery of adequate ventilation to work areas. The process also recognised that engaging mine workers’ ownership of their work areas is crucial to maintaining a technically efficient and operationally robust ventilation system.This paper will concentrate on Cannington’s existing preventative controls, their implementation and their management for the prevention of increased DPM exposure; reducing the risk of both short and long-term health impacts to ‘as low as reasonably achievable’ (ALARA).CITATION:Black, J and Reid, D, 2017. At the 25th Annual B.C. Mine Reclamation Symposium in September 2001, Huckleberry Mines Limited received the Jake MacDonald Reclamation Award for its exemplary mine waste management plan, conceived to prevent the onset of acid mine drainage and facilitate reclamation of the site. The mine is an excellent example of a total mine waste management plan, with all materials scheduled in detail for the life of the mine. The filling plan for the waste management facility takes into consideration the requirement for permanently flooding the potentially acid generating rock. From an acid generation point of view, the tailings fall in the zone of potentially acid generating material. To avoid long-term ARD concerns, it is planned to float pyrite out of the tailings towards the end of the mine life, thereby generating a non-acid generating tailings stream which will be used to cap the deposited mine waste. The pyrite-rich tailings will be discharged into the deeper portion of the impoundment. On closure, a permanent water cover will be maintained over the mine waste. Only beaches of non-acid generating tailings will remain exposed. Mining will be phased to also allow one of the pits to provide storage for potentially acid generating rock and to be flooded at the end of mine life.

"The complexity of a modern flotation circuit makes it susceptible to disturbances such as changes in feed, ore mineralogy, equipment degradation, poor measurements and faulty instruments. Good measurements and a robust control system are critical to create and maintain a stable and optimum flotation process.This paper focuses on the development and implementation of process control applications in the flotation circuits at Xstrata Nickel’s Strathcona Mill ( referred to as the mill hereafter ) in Sudbury, Ontario. Following the path of ‘stabilize-improve-optimize’, basic controls to stabilize process variables such as flotation cell pulp level, air and reagent addition rates, cleaning-column feed and wash-water rates have been established. Factors such as best practice in pulp level and valve position measurement, feedforward control and the application of an appropriate control philosophy, have contributed to the significant reduction in process variability. For instance, standard deviation reduction of 79% for the Ni impurity in the column Cu concentrate grade was experienced and is shown. The variability reduction of the flotation circuits’ key process-variables paves the way to further improve and optimize flotation performance. A grams-per-metal unit reagent addition control scheme has been improved upon, particularly for different operating scenarios and better robustness. In addition, following significant stabilization of the primary controls and columns feedrates, Cu/Ni separation cleaning-column bias-control (cascaded to the wash-water rate) and hold-up control (cascaded to air flowrate) have been developed and tested. This strategy – from stabilization to optimization - is expected to achieve a more consistent control of final concentrate grades and improve recoveries.INTRODUCTIONFlotation is considered the most important and value-added process in the milling metallurgical plant and is still undergoing continuous evolution to treat greater tonnage and different ores (Wills, 2006). Starting over three decades ago, with the advent of on-line slurry content analysis devices, flotation automatic control has received persistent interest and a large number of applications have been reported (Thwaites, 1983, 1986 ; Mckee, 1991). Bergh and Yianatos (2011) reviewed different aspects of process control in flotation circuits and have evaluated the applicability of model predictive control to the process. Mckee (1991) analyzed the difficulty in developing lasting/robust process control applications for flotation circuits and stated that the path of stabilization-refinement-optimization would more likely lead to successful flotation circuit process control. Best practice on column process control was discussed by Bouchard, etc. where a multi-layered approach was proposed, provided that the measurement of column process variables ( i.e. bias, froth depth, hold-up, etc. ) are measured reliably (Bouchard & Thwaites, 2008). Wills (2006) stated that the best practice for flotation automatic control starts with fulfilling basic control objectives, such as stabilized flotation cell level, air flow, pH, reagent flow etc., before considering more advanced, or even optimal, control of metallurgical targets, which are more closely linked to economic performance."
