The official delegates of the Founder societies were the specially honored guests of the foreign engineering societies, but other American engineers took part in the meetings. EQUIREMENTS of montan wax for industrial use in the United States before World War II were met by imports, nearly all of which came from Germany. An important industry for extraction and refinement of this wax from certain brown coals had developed in Germany. At the beginning of the war, montan-wax imports were shut oft, and American industry was forced to rely largely on substitutes. Since the war, relatively small amounts have been imported from Czechoslovakia. Because of the shortage of montan wax at the close of the war and the fact that industry in the United States had to rely on foreign sources in the past, this investigation was started in 1945 to determine probable yields of wax from domestic lignite. Results of the investigation and the properties of extracted waxes are described in this report. Also included in the report are discussions of the occurrence and geology of lignite deposits of the United States from which samples were obtained for wax extraction and the petrographic composition of lignites, particularly in respect to those components that contribute to wax yields.

The American Mining Congress, of which the President is Carl Scholz, and the Secretary is J. F. Callbreath, and of which many of the officers and directors are prominent in Institute affairs, has extended to the members of the Institute a cordial invitation to attend the nineteenth Annual Session of the Congress, to be held at the La Salle Hotel, Chicago, Nov. 13 to 16, 1916, and to take part in its deliberations. The morning sessions will be, general meetings at which the attendance of all members of the Convention is hoped for, and which will he devoted to a discussion of subjects related to the three several heads, "safety," "efficiency" and "conservation." The afternoon meetings will be divided into several sections, each devoted to the discussion of subjects of interest to its special branch of the industry. It is planned to have 811 papers printed and distributed, allowing the author a limited time in which to present the salient features of his address and giving up the greater part of the time to a discussion of the subject presented by members on the floor. By this plan it is hoped to have a free expression of opinion and to provide ample time for reaching conclusions to be embodied in resolutions representing the best thought of the mining industry.

The Mining Foundation of the Southwest is a nonprofit organization whose objectives are public education about the mineral industries, and recognition of outstanding accomplishments in and contributions to the fields of mineral and fuel resources. Funds are being raised to the support the foundation?s educational programs. Among these is the Educational Outreach Program operated jointly by the foundation and the Arizona Department of Mines and Mineral Resources.

Heavier loading and more efficient equipment is helping to keep driven piles competitive in America. Better Knowledge and testing of soils and support materials make it practical to use higher stresses; this is being strongly promoted by those directly concerned with timber, steel and concrete piles. Readily available point protection is increasingly used to assure penetration of piles without damage to full load bearing capability. Fabric drains are being installed with pile equipment to speed consolidation of soils. Sheet pile configuration has changed; production has been reduced largely because of imports. Dynamic checking of representative piles for load carrying capability is replacing conventional load testing of just a pile or two ? at much lower cost.

Introduction "Austerity" is perhaps an overly generous description of the past three years in the American steel industry. Steel plants operated at an average of only 57% of their capability in 1982-84. The dismal losses for last year are still being totaled. But during the two years before this period, American steelmakers recorded an aggregate net loss of a staggering $6.8 billion. Steelmakers responded by closing numerous marginal facilities. And production capability was cut by 13.6 Mt (15 million st). Capital expenditures still averaged $2 billion annually. But this was inadequate to maintain the existing base of steelmaking facilities. The general economy experienced a satisfactory recovery during this period. American steel, however, continued to suffer from a lagging recovery in the capital goods sector. This was due to record penetration of its domestic market by imports and from very weak realizing prices on the volume that was available. In addition to the direct influx of offshore steel products - which itself depressed prices - the industry also became painfully aware of the growing importance of "indirect" imports. These came in the form of steel-containing producer and consumer durables. Industrial equipment and autos fabricated from foreign steel accounted for the equivalent of 6 Mt (6.5 million st) of lost market opportunity for domestic steel-makers last year. That is over and above the 23.5 Mt (26 million st) of direct steel imports. Given these factors, Inland Steel was not spared from the threeyear downpour of red ink. Despite its record of continuing modernization in steel, our single-plant location in the world's best steel-consuming market, and the high proportion of consumer durables related products, such as cold rolled and coated sheet in our mix, Inland suffered aggregate losses of $277 million during the 1982-84 period. Strategic Planning The foregoing establishes a perspective - a base from which we have restructured our view of the steel industry, and of our own role within that picture. Until possibly two years ago, this present weakness in steel demand was viewed around the world as an aberration, eventually to pass. By contrast, it is now recognized that austere times are the normal steel environment. The topic here is management of resources. This implies an emphasis on strategic planning. It is worthwhile to examine some of the more critical assumptions that were driving strategies among a number of steel companies just before the 1980s. Those projected characteristics of the future steel environment were arrived at through painstaking analysis. They were carefully and heavily quantified and were generally shared by outside observers and our peers within the steel industry. • First, the assumption was made that domestic steel demand would continue to grow at an average rate of 2% per year. • Second, it was assumed that this growth in the American market would continue to be filled predominantly by US mills. The American Zinc Company’s mining operations in East Tennessee are located in Knox and Jefferson Counties. Mineralization occurs, intermittently, through a strike length of more than 30 miles, from near the eastern edge of Knoxville northeastward to a few miles beyond Jefferson City. The presence of zinc in these Counties has been known for well over 100 years. In 1910 it was brought to the attention of American Zinc Company that zinc sulphide deposits in the Mascot area might be attractive. Following an examination and some surface prospect drilling, the American Zinc Company of Tennessee was organized and acquired the Mascot properties in 1911. Operations began in 1913 on the basis of 1,000 tons per day mill capacity. With the successful operation of the Mascot mines, the Company undertook explorations in the area from Jefferson City southwest through Friends Station to Mascot. The efforts resulted in development of substantial tonnages of zinc ore and enabled the Company to expand the Mascot and New Market milling operations to their present capacity of 11,100 tons per day. M ETHODS by which Americanization is developed among the foreign workers at the mines in the United States, with particular reference to mines of the Pennsylvania coal region, were discussed in a most constructive way at the Wilkes-Barre Meeting of the Institute. Arthur Notman, of the Phelps Dodge Corpn., as chairman, guided the discussion. Americanization was defined by E. E. Bach, !chairman of the Institute's Sub-committee on Americanization, who said: "Americanization applies either to the native-born or foreign-born and is that process of assimilation which guarantees the full functioning of American citizenship. Naturalization papers merely entitle one to the privileges of citizenship."

The Port Radium mine of Eldorado Mining and Refining Limited, located on Great Bear Lake only a few miles from the Arctic Circle in north-western Canada, is the oldest uranium producer in Canada, The first concentrates were produced in 1933 and except for a period between 1940 and 1942 the mill has operated continuously. Although it is located in a remote area, and compared to more recent mines in other areas is a small tonnage operation, nonetheless the relatively high grade of the Port Radium ore has permitted operation to date on an economical basis. The mill process at Port Radium includes the original gravity concentration mill, and since 1952 an acid leaching plant which treats tailings from the gravity mill and tailings recovered by dredging of residues from underwater dumps in Great Bear Lake. The pregnant solution from the leach plant has to date been processed through aluminum reduction to yield an intermediate grade uranous phosphate-arsenate precipitate, Because of the rising costs of the aluminum reduction process, and its sensitivity to ore composition, Eldorado became interested in possible application to Port Radium of the solvent extraction processes of which we were obtaining increasing information in the latter part of 1954 and during 1955.

The gangue in some magnetite ore bodies contains feldspar; the alkali content of the feldspar reduces the usefulness of these iron ores. One method of decreasing the feldspar content in magnetite concentrate is froth flotation. The amine flotation of feldspar from magnetite concentrate was investigated using zeta potential measurements, Hallimond tube flotation tests and laboratory-scale flotation tests. The zeta potential of various feldspars (microcline, albite, anorthite, oliqoclase and anorthoclase) were determined as a function of pH; the point of zero charge ranged from pH 1.4 to 2.5. Hallimond tube flotation tests using two amine reagents were conducted on the feldspars. Hallimond tube flotation tests using six amine flotation reagents were performed on the cobber tails (quartz, albite and microcline) from a magnetite concentrating plant; in all cases, over 85 percent flotation recovery was obtained at pH 8 and 10-5 to 10-4 [M] collector addition. Laboratory-scale (667 grams) flotation tests were performed on the magnetite concentrate in an attempt to float the feldspar which had reported to the concentrate. The effects of three different collectors, two levels of collector concentration, three pH levels, starch and HF acid were investigated.

The effects of particle size, particle shape and degree of aggregation on n-dodecylamine flotation of -20 µ m quartz and glass beads were studied. A microflotation cell suitable for use with very fine particles was used in the flotation experimentation. Degree of agglomeration of particles was estimated by comparing size distributions of the quartz and beads in a dispersed system to size distributions in systems in which the collector was present. Results obtained show that in such flotation systems the fine particles are not generally present as individual particles during flotation but rather as aggregations. However, the quartz floats more readily than the beads indicating that there are some shape effects in the systems, considering the large specific surface areas of the materials it also appears that substantial amine consumption in the systems may limit flotation or lead to a requirement of greater reagent dosage for equivalent flotation to that tor larger particles.

THIS paper describes the application of amine flotation to a specific problem-that of increasing the grade of magnetite concentrates derived from an iron ore requiring extremely fine grinding for mineral liberation. Experiments conducted on an iron ore from Wisconsin had shown that concentrates containing 60 to 62 per cent iron and 12 to 14 per cent silica could be produced by magnetic separation. The residual silica occurred as quartz and hornblende, either entrained or locked with magnetite. Most advantageous utilization of the concentrate, however, necessitated that the silica content be reduced to about 5 per cent, equivalent to an iron content of 67.5 per cent. It had been demonstrated that tabling of the magnetic concentrate removed sufficient quartz and hornblende to yield an acceptable concentrate, but disadvantages inherent in tabling dictated that flotation be investigated as a substitute. The goals set for the flotation investigation were: (I) the production of concentrates of about 68 per cent iron content from the magnetic concentrate; (2) an iron recovery of about 85 per cent of that in the feed to flotation; and (3) minimum reagent cost. Both batch and continuous flotation tests were employed; the former, to establish the procedure and the latter to verify it. Although the data were obtained on a specific ore, and with a commercial application in view, it is believed that they have a bearing on other problems where amine flotation is being used or is anticipated. SAMPLES Two samples, designated "minus 100mesh magnetic concentrate" and "minus 150-mesh magnetic concentrate," were used for the batch experimental work. They differed only in the degree to which the crude ore was ground prior to magnetic separation. They were stored moist in steel drums in quantities sufficient for all the experimental work reported. This procedure had the advantage of allowing all tests to be made on common samples, but had the disadvantage that the individual flotation samples, because of the difference in storage time, were subject to various stages of surface alteration. Previous work had indicated that common samples were desirable for the batch studies, and it was decided that if these data appeared sufficiently promising the effect of surface alteration could be checked best by continuous tests. The size distributions and the assays of the samples are given in Table I. The minus 150-mesh magnetic concentrate, on which most of the flotation tests were made, assayed 60.9 per cent iron, 13.3 per cent silica, and 0.016 per cent phosphorus. RECENTLY the long-chain primary amines have been used extensively for the flotation of silicate minerals. The use of amines to float sulphide minerals has been investigated by several authors1-5,18 but most of this work has been done with the short-chain (less than six carbon atoms) primary amine compounds or the more expensive secondary, tertiary and quaternary amines. Perhaps the fact that the long-chain amines are good collectors for the common gangue minerals has led investigators to omit them from consideration as collectors for the selective flotation of metallic sulphides. The work reported in this paper was designed to investigate the use of a typical long-chain amine salt, lauryl amine hydrochloride, as a collector for the flotation of galena-sphalerite ores. The results show that lauryl amine hydrochloride (LAmHCI), when used in small amounts, is a good collector for the selective flotation of sphalerite and galena from the common gangue minerals. The differential flotation of sphalerite from galena was not accomplished but the amine flotation of sphalerite after the standard xanthate flotation of galena is possible. The experimental work reported herein is not complete enough to be able to say whether amine flotation of lead-zinc ores would prove superior to xanthate flotation, or whether the method is even applicable to a more complex ore than the one used for this work. However, the apparent reagent costs for the flotation operations described in this paper seem to be less than for xanthate flotation. This fact alone should be sufficient to encourage the millman to investigate the use of these amine reagents, especially as these reagents are available on a commercial scale at a reasonable price. This paper has as its secondary purposes to illustrate how contact-angle measurements have aided in this investigation, and to bring forward some evidence concerning the mechanism of the collecting action of primary amines. CONTACT-ANGLE TESTS The contact-angle measurements were made by the method described by del Giudice6 and used in recent work by Taggart and his collaborators.7-9 The mineral specimens for the contact-angle tests were carefully chosen, to avoid cracks and inclusions of other minerals. All specimens were mounted in "transoptic" plastic mounts and the surfaces were cleaned by polishing with levigated alumina on a cloth-covered glass polishing wheel. Distilled water was used on the lap during the polishing and at all subsequent steps in the contact-angle tests. The mounted mineral specimens were handled with glass forceps and special care was exercised to prevent exposure of the dean surface to air or any other source of contamination.

"The predominant current processes for the treatment of oxidized copper–cobalt ores use a reductive acid leach to bring the desired metals into solution. However, the indiscriminate nature of acid leaching results in a solution, akin to a metal soup, containing not only the Cu and Co but also an extensive suite of other metals. These other metals, notably Fe, Mn, Al, Ca, Mg and Si, all have to be eliminated from solution before the copper and cobalt can be recovered. Generally precipitation processes are used, but these tend to result in significant losses of copper and/or more usually cobalt from solution, leading to reduced recoveries. The AmmLeach® process uses ammonia-based chemistry to selectively leach the target metals, leaving the rest behind in the leach residue. This approach eliminates any need to clean the solution of unwanted metals and the consequent metal losses. After solid–liquid separation, the leach solution is immediately subjected to separation and concentration of the copper and cobalt using solvent extraction and electrowinning. INTRODUCTION The Copper Belt extends through the northern part of Zambia and the southern province of Katanga in the Democratic Republic of Congo (DRC) and contains the richest and highest grade deposits of copper and cobalt remaining in the world. Whilst there are a number of mines that produce sulphide concentrates, using froth flotation, the largest deposits are those where near-surface sulphides have been weathered over time to form oxides. The oxides cannot be concentrated by conventional physical means to give high recoveries. Despite this, a number of dense medium separation plants have been installed and used to produce a higher grade concentrate which is typically exported (while the rejects, typically 2 to 3% Cu are stockpiled for treatment at a later date). These plants generally have low recoveries and can only be used on the dwindling supply of high grade materials. In exporting the concentrate, little value adding is undertaken within the country, thus greatly reducing the economic benefits to the country. Recent changes to the regulations in the DRC will effectively ban the export of low value ores, concentrates and intermediates in favour of high value metals. This will necessitate mines to install new processing circuits in order to comply with these regulations. The head grade of ores currently being treated in the DRC is slowly decreasing as the extremely high grade materials are being selectively mined out. In many cases, the removal of a small volume of high grade materials leaves a much larger volume of economically marginal ore behind. This is due to a desire for short-term profits overtaking long-term prosperity. The remaining ore, which in many cases is still of relatively high value by world class standards, is likely to be only treatable by low cost heap leaching. There are some initial trials of heap leaching within the DRC, but implementation at a large scale has yet to be adopted."

The existence of ammonia in underground blasting fumes was frequently measured in various field tests (6, 7). Ammonia in fumes with a TLV (threshold limit value) of around 30 ppm (slightly different in various countries) is a toxic gas but not considered to be a high risk for the underground work force as ammonia smells very itching and is extremely annoying. This might be the reason why ammonia is hardly measured in routine underground blasting fumes control. Another reason for the lacking measurement might be the circumstance that ammonia is a very reactive gas and the ammonia sensors available on the market are very cross sensitive to other gases like carbon monoxide. Nevertheless, especially since the introduction of bulk emulsion explosives in underground blasting, complaints from miners about ammonia in the blasting fumes increased. Research work by various institutions [8] around the world relates the ammonia in the fumes back to various mechanisms. Amongst others these comprise: a) non ideal (low temperature) detonation of explosives, with NH3 in the reaction products; b) reaction between rock and non detonated bulk explosives (especially when the rock is of a basic nature (high pH value); c) reaction between shotcrete and non detonated bulk explosives. Numerous blasting tests in an experimental underground set up have been made in order to check these hypotheses for ammonia origin in blasting fumes. None of them has been found to be responsible for sometimes high concentrations of ammonia in the fumes. The major reason for ammonia concentration in blasting fumes has been found in mine water of a high pH value (either natural or from using shotcrete). The mechanism identified is as follows: the moment a non detonated ammonium nitrate bearing explosive comes in contact with mine water of a high pH value, ammonia is formed immediately. The source for the undetonated explosive is twofold: firstly there is a certain spillage of explosives when the holes are charged (especially when using bulk products) and secondly not the entire explosives detonate completely. These undetonated remaining of the explosives end up in the muck pile after blasting. In case there is water of a high pH value the reaction between the explosives and the water starts immediately. This explains also the observation why ammonia can be measured in the blasting fumes quite a long time after the blast. The majority of the ammonia is not formed during the detonation; it is formed inside the muck pile even a considerable long time after the blast.

Ammonia and Amonium salts have been recognized as effective leaching agents in hydrometallurgical processes due to low toxicity and cost, easy recovery and high selective recovery of metals. New research findings of considerable advantages of leaching by these agents and elimination of problems associated with acid leaching has resulted in a new approach in the world to this method. The investigations in this field indicate more frequent use of this method for extracting copper from ore and concentrate relative to other basic metals. In this paper, we have attempted to describe the basis and different ammonia leaching methods and present the major research activities in this field for copper. We have also presented the latest findings and related novel processes. Comparative assessment of advantages and disadvantages of this method relative to acid leaching method, kinetic study of copper ammonia leaching and evaluation of Eh-pH diagrams in a system containing water and ammonia are other parts of our study. Finally, by describing the studies on copper extraction from the resulting pregnant solutions, the applicable extraction agents have been reviewed.

The first ammonia leaching plants, applied to copper carbonate and native copper tailings in 19 15, were followed more recently by research and development of flowsheets for ammonia leaching of sulfide concentrates. These were applied to two commercial plants. Anaconda's Arbiter Plant started up in 1974 with a design capacity of 36,000 tons/year of cathodes, to be produced by ammonia leaching with oxygen, followed by solvent extraction and electrowinning. The plant shutdown in late 1977 as a result of high maintenance and operating costs, partly due to harsh winters; to complications associated with sulfate disposal; and to changes in mineralogy. BHP's Coloso plant in Chile was designed to produce 80,000 tons/year of cathodes by leaching part of Escondida's concentrate production. Using a similar flowsheet but with air and low temperatures to avoid sulfate production, it started up in late 1994 and shutdown in mid-1998, after failing to reach cathode design capacity, and experiencing problems with its technology. The paper reviews the technologies and also alternative methods for overcoming the problems.
