The San Gabriel Valley contains some of the richest and most extensive sand and gravel deposits in California. Operating quarries within the San Gabriel area mine more than 15 million tons of high quality aggregate per year. This represents about 45 percent of the total mined in the greater Los Angeles area, one of the nation's largest aggregate markets and producing regions. Popular opposition to continued aggregate production in the San Gabriel Valley is high, especially in the city of Irwindale where 40 per-cent of the city's property is made up of "excavated holes," some 150-200 feet deep. Reclamation of 70 years of mining is now an almost impossible task. Zoning regulations have the effect of depleting these vast reserves rapidly by changing the definition of total reserves to include only "legally minable reserves." All but two or three of the aggregate mines now operating will be depleted or zoned out of business by the year 2000. Some studies indicate that there will be no aggregate mining operations by 1995. Recent studies show a drastic change in land use patterns within this valuable mineral resource area over the past 20 years. The San Gabriel Valley is a classic example of the lack of adequate regional planning with regard to urban development in MRA's and represents a "too little, too late" effort by local government and industry.

Municipal governments recognize the importance of aggregates in the local economy and the need to manage this resource in the interest of the public good. They have encountered problems with regulating the industry and the dichotomy between the urban need and the rural source. They have suffered from a lack of financial benefit, an adequate aggregate inventory, provincial strategy, economic information and public understanding. A provincial strategy for ensuring the availability of aggregate supplies to developing areas of the Province is essential. The Province should also be responsible for licensing, research, technical expertise on rehabilitation, public education and financial assistance. Upper-tier municipalities (regions or counties) should assume responsibility for resource management, including resource availability, demand characteristics, truck routing, phasing of resource development and sequential land-use planning. Area municipalities (towns and townships) can best determine the social and environmental impact of a specific aggregate development proposal and should therefore have the primary responsibility for the location of new pits and quarries. They should also have the authority to supplement provincial regulations concerning operating standards and the phasing and standards of site rehabilitation.

Aggregate is an essential input to every economy, so governments need to ensure a sustainable supply of these resources through planning. There is also a need to shift from a linear economy to a more circular one, in which wastes are recycled rather than landfilled, so as to increase eco-efficiency. The purpose of the Sustainable Aggregates Planning in South East Europe (SNAP-SEE, SEE/D/0167/2.4/X) project is to develop a Toolbox for Aggregates Planning to assist governments and stakeholders in national, regional, primary and secondary, aggregates planning in southeast European countries. The Toolbox comprises documents on stakeholder consultation, data and analysis methodologies, a vision of best practices in aggregates planning and how to build an aggregates plan. The Toolbox will also support ongoing efforts to enhance minerals policy in the European Union (EU) as called for by the European Innovation Partnership on Raw Materials. To start my talk, I thought it might be helpful for us to define the term "aggregate", so I went to the dictionary. Webster has several listings under "aggregate", and I found the following: "1. A mass or body of units or parts somewhat loosely associated with one another." Well, I didn't like that term "loosely" so I read on. "2. Crystals of one or more kinds of mineral or rock fragments." That sounded better, but I still read on. "3. Any of several hard inert materials used for mixing with a cementing material to form concrete or mortar." That sounded even better, but it should be a little broader. So I would like to define "aggregates" for you as follows: "Hard, inert fragments of rock or minerals used alone or with cementing agents to form products essential to nearly all types of construction." Usually aggregates are sand, gravel, or crushed stone, but other minerals such as clay or shale can be heated and become aggregates. What are some of the construction uses? Well, we've already mentioned concrete, as used in streets and highways, sidewalks and parking lots, airports and all kinds of building construction, not to mention bridges and swimming pools, and docks and breakwaters, just to list some of the uses. Our way of life couldn't exist without concrete. And you can't have concrete without aggregates,

Eastern Jamaica consists predominantly of non-carbonate rocks reaching elevations of over 2200 m. The area is drained by a well established river network which supplies close to 30% of the sand and gravel used by the building and construction sector. Present high extraction rates and slow rates of replenishment will result in early exhaustion of this source of aggregate. A number of volcanic and carbonate rocks are being examined as a possible source of high quality aggregate which meet the requirements for all types of construction. Preliminary evaluations show a dacitic deposit to be the most suitable source for aggregate use.

Crushed and broken stone is used directly in construction as an aggregate and accounts for about half the value and two-fifths of the quantity of natural aggregates consumed in the United States. Sand and gravel provide most of the balance of aggregates except for some lightweight materials such as pumice and expanded shale. Conditions necessary for production of crushed stone from a deposit are : 1) Quality-should pass rigid specifications for strength and durability. 2) Cost-low average total delivered cost. Construction aggregates are hard, essentially inert materials suitable for being formed into a stable mass either (1) by the addition of cementing or binding materials that produce a concrete or (2) by compaction or by natural weight to produce a road base or foundation. Aggregates usually provide about 80 to 100% of the material volume of the construction masses in which they are used. The construction industry utilizes as aggregates about 70% of all crushed stone produced in the United States according to statistics provided by the U.S. Bureau of Mines (USBM) , [Table 1], using definitions as shown below. Nonconstruction uses of crushed stone, [Table 2], are included elsewhere in Industrial Minerals and Rocks because such uses require the special physical or chemical characteristics which are discussed in those chapters.

Mineral aggregates are those natural and manufactured industrial mineral and rock materials that provide bulk and strength in port- land cement concrete, bituminous concrete mixes, and plaster or stucco surfaces. They may also provide special characteristics such as thermal and acoustical insulation, weight, surface textures, abrasion resistance, and impermeability to various concrete products and mixes. Most aggregates are relatively inexpensive materials, but despite their low unit value, the tonnages consumed each year in the United States and throughout the world make mineral aggregates by far the leading industrial mineral and rock materials both in terms of volume (tonnage) produced and value consumed. The major use of mineral aggregates is in concrete. The low cost, high bulk aggregates tend to keep concrete construction costs at levels competitive with other building materials. Other major uses of aggregates include highway and railroad base or ballast materials, graded fill, and various industrial uses such as metallurgical and chemical fluxes and raw materials-these latter uses are often considered nonaggregate uses of mineral aggre- gate materials. The value of mineral aggregate materials at the production plant varies from less than a dollar per ton to several dollars per ton for most crushed stone and sand and gravel, $2 to $15 per ton for slag and expanded clay or shale aggregate, to as much as $60 to $100 per ton for expanded perlite or vermicu- lite. The more specialized the use, the higher the price-although there are naturally some exceptions to this rule of thumb. The first four parts of "Construction Materials" deal with the utilization of four major mineral aggregate types: Crushed Stone, Light- weight Aggregates, Sand and Gravel, and Slag. It is easy to demonstrate the importance of aggregates in any conversation about infrastructure and other engineering artefacts. Peoples around the world have made use of stone to enrich and enhance their lives since the earliest days of civilisation. In New Zealand, Maori used hard durable rocks for weapons, tools, and basic structures. European settlement accelerated the use of quarried materials and formed the basis for development of our society as we see it today. Logic might suggest that the quarrying sector would be recognised positively for, and encouraged to continue to contribute to, this underpinning of the way we are. The reality is æNot In Most Back YardsÆ. Why? The rock is where it's always been (often overlooked) and our æsocialÆ environment is today's hard place. For a resource-based business in New Zealand, that environment is principally the Resource Management Act, with the widespread power it has distributed to anyone prepared to invest their time. This coupled with a lack of leadership and direction in the implementation of the Act has created a climate that stifles development and diverts energy and resources to æplaying the gameÆ rather than ælifting the gameÆ. Perhaps the real costs of this are not yet widely recognised. The paper will draw mainly on the experience of endeavouring to consent a ægreenfieldÆ quarry in the Waikato region. This is supported by commentary based on nearly 10 years of ælivingÆ with the RMA at sites across much of New Zealand. RMA Scorecard Summary: Effects based? Rarely. Level playing field? No. Maori Consultation? Could do better. Efficient use of resources? No. Timely? No. Is it working for other sectors? Certainly not the quarrying industry's customers and end users.

"Aggregation, i.e., the tendency of particles to cluster, can be expected to influence flotation selectivity. In this paper, a method of measuring aggregation is introduced and used to conduct plant surveys.Aggregation is measured using settling rate and turbidity converted to an aggregation index (AI) where 0 corresponds to most dispersed and 1 to most aggregated over the range of conditions tested, normally pH. Surveys of Cu and Zn flotation stages at four concentrators showed the AI increased significantly above pH 9. The metal ions identified in the process waters, principally Ca and Mg, were tested to determine which might be responsible. The presence of Mg was found to be the most important. In doping tests, Mg was shown to cause significant variation in AI over the pH range of 9 to 12.The impact of Mg was restricted to pH > 9. Over this pH range, Mg forms a range of hydroxy species, including Mg(OH)2 precipitates. An aggregation mechanism associated with these precipitates, electrostatic bridging, is suggested. Possible problems and opportunities in flotation practice arising from the findings are discussed."

Oxidized zinc ores are the main source of zinc metal except sulfides. To have a better understanding about the performance of smithsonite and the main gangue, quartz, in flotation, the aggregation behaviors of smithsonite and quartz in water were confirmed by different techniques (sedimentation tests and optical microscopy). The experimental results show that smithsonite and quartz particles aggregate in the pH range 7.5-11. The results of zeta potential suggest that the aggregation does not correlate with the DLVO theory, when the iso-electric point of smithsonite and quartz is 8.0 and 2 respectively. When the solution pH is less than 8.0, smithsonite has an opposite charge to the quartz particles. Electrostatic adsorption makes effort on these two kinds of particles according to DLVO theory. Whereas, solution chemistry calculation shows the pH range 8-11 corresponds to hydroxide formation, suggesting that this is the species responsible for aggregation. And their concentrations are much higher in sodium hydroxide system than that in sodium carbonate system. Aggregation of smithsonite and quartz due to the flocculation action of zinc hydroxide is proposed.

The interactions between apatite and hematite were studied through zeta potential and stability experiments, for this paper. The zeta potential measurements were conducted in both background electrolyte and mineral supernatants. The difference in electrokinetic properties of minerals in the presence and absence of supernatant was explained in terms of the dissolution of minerals and the subsequent readsorption of dissolved species at the mineral-water interface. The stability measurements in individual and mixed mineral systems were also performed to identify the extent of interaction between apatite and hematite upon their direct contact. The results from stability measurements in individual and mixed mineral systems indicate that there is an interaction between apatite and hematite. The surface of -30µm silica suspension (2% v/v) treated with 100 ppm Mg2+ at pH 11 was fully coated with Mg(OH)2. Under this condition, the silica is strongly positively charged (+30 mV) and the suspension is dispersed. Subsequent addition of Ca2+ promoted aggregation and reduced the surface charge. At this pH calcium is present as Ca2+ and CaOH+, i.e., positively charged ions interacted with the positive surface. Aggregation by a chemical bridging mechanism is proposed. The observation may be relevant to the widespread practice in mineral processing of adding lime to promote aggregation and settling in concentrate thickeners.

Many successful actions are required to bring a profitable extractive metallurgical operation into production. Competent process development performed within the project development schedule increases the chances of obtaining project financing and decreases the risk of engineering design errors being built into the commercial plant. The general sequence of steps in process development is well known: technology review, desktop studies, scoping studies, prefeasibility, and so on, with an increasing requirement for experimental evidence as the studies advance. This paper suggests principles for guiding process development work so that the efforts stay on track toward a smooth startup and a profitable commercial operation. It emphasizes closely aligning the research with the corporate goals of the mining company management, understanding the mineralogy and variability in the deposit, and guiding by flowsheet and material balance. Examples of hydrometallurgical process development leading to the early use of solvent extraction in the mining industry are given.

The present work was performed on four alloys containing Al-6 2 wt pct Si-3 5 wt pet Cu, with magnesium in the range of 0.02-0 40 wt pct, and strontium in the range of 0-165 p p m Tensile bars were cast in a permanent mold (ASTM B108-160) and heat treated at 495°C for 4 hours, followed by quenching in hot water. Two different artificial aging temperatures were applied at 180 °C and 220 °C for times from 0 5 h up to 8 h Tests were conducted with the intent of determining how the mechanical properties of an aluminum-based 319 alloy are affected when aging time and temperatures are varied In general, it is seen that the alloy does not exhibit the common peak-overaged aging condition due to the presence of several coexisting phases, indicating that they form through complex eutectic reactions late in solidification.

THE mechanism by which the super-saturated solid solution of 20 per cent silver in aluminum decomposes has been reported in two previous publications. 1,2 The analysis of streaks in Laue photograms showed that thin platelike particles (the so-called Guinier-Preston aggregates) form upon {111} matrix planes in the early state of decomposition.1 The size of these particles is larger, the higher the temperature at which they form in accordance with nucleation theory;3 at all temperatures they increase in size with aging.2 When they have grown thick enough to afford three-dimensional diffraction, powder X-ray photograms show that the structure is not that of the equilibrium precipitate y but that of a transition lattice ?'. Since this is also platelike in shape and also lies upon the {111} matrix planes with the {110} direction in the matrix parallel to the {11.0} direction in ?', it seems likely that the original platelet particles are merely ?' in an early stage of formation, and thus finely dispersed. The atomic spacing and pattern on the {00.0} plane in ?' are identical with those on the {111} matrix plane to which it lies parallel, and since comparable directions in the two planes are parallel, the lattices are thus coherent at the interface; an analogous coherence has been found in aluminum-copper alloys.3 The structures ?' and y are both close-packed hexagonal and are oriented alike; they differ only in interatomic distances. Consequently, ? ' is regarded as y strained from its ordinary dimensions by the lattice coherency between it and the matrix.2 The lattice movements that transform the matrix to the equilibrium precipitate appear to be very simple.2 The mechanism of precipitation in this system is simpler and is more precisely known than that in any other system,2,4 hence the system should be a profitable one for the difficult task of correlating property changes with structural alterations. The present report provides additional studies on powder X-ray diffraction from alloys of 10 per cent, 20 per cent and 30 per cent Ag, and presents the correlation of crystallographic changes with changes in microstructure, Brinell hardness and electrical resistivity of the three alloys. IT has been known for several years that in certain age-hardenable alloys precipitation of finely divided particles occurs simultaneously with the changes in physical properties; while, in other alloys, these changes take place prior to, or without any, precipitation. . The silver-copper alloys are generally considered to be the classical example of the first group, and the aluminum-copper alloys (duralumin) are typical of the second group. The two types of aging are explained by the precipitation theory and the knot theory respectively. ? It is well recognized now that these theories do not conflict with each other; the one used for a given aging system depends upon which way the alloy in question happens to age-harden. However, previous work on the aluminum-copper alloys1,2 has shown that if the aging temperature is raised sufficiently the hardening will be accompanied by actual precipitation. In fact, it is quite probable that all of the so-called knot-hardening alloys will harden by precipitation at elevated temperatures. Therefore, a combination of the knot and precip-itation theories is necessary to give a complete picture of the age-harden-ing of these alloys, and indicates that knot formation and precipitation are not independent processes. To test the generality of this concept, it is necessary to show that the alloys that commonly harden by precipitation will harden prior to precip¬itation if the aging temperature is sufficiently lowered. For this reason, it would be well to carefully re-examine the aging characteristics of the silver-copper alloys at aging temperatures somewhat below those used by previous investigators. If hardening can be detected prior to precipi¬tation in these alloys, it will lend great weight to the idea that knot forma-

"Effect of time and temperature on microstructure and mechanical properties of an austempered ductile iron, ADI, of composition 3.6%C, 2.6%Si, 0.4%Cu, 0.2%Mn are reported. Xray analysis and. microstructural observations indicate that lowering the working temperature, aging temperature, increases the lifetime of ADI significantly. Results show· that lowering the aging temperature increases the strength and reduces the ductility of ADI. DSC traces for ADI austempered at 340°C are presented. Comparison of the DSC analysis and kinetic measurements demonstrates that the DSC traces can be· used to predict the life time of ADI successfully.IntroductionAustempered ductile iron, ADI, is one of the most significant developments in cast iron technology over the past two decades. Outstanding properties of high yield, ultimate strength, ductility, fatigue and wear· resistance make ADI suitable for a range of applications including gears, connecting rods, crankshafts and agriculture machine components. The austempering reaction in cast iron occurs in two stages, Fig. I, in contrast to the single stage reaction in steel. In stage I the relatively low carbon austenite produced during austenitising transforms into ferritic plates and high carbon austenite, a metastable structure called·ausferrite. The high carbon ailstenite and supersaturated ferrite produced in stage I decompose into ferrite and carbide in stage II: to form a structure similar to the bainitic structure in steel. This behaviour exposes a well-defined processing window, t1 - t2, over which the maximum amount of ausferrite is produced, Figure 1. Whereas the bainitic structure determines the properties of austempered steel, ADI properties are mainly affected by volume fraction of retained austenite (VRA), austenite carbon content (ACC), unreacted or martensite volume fraction (UA V), compositiori and amount of carbides, and morphology of ferritic plates[l,2]. Due to the detrimental .effect of martensite and carbides on properties of ADI, an ideal structure of ADI consists only of ausferrite [l,2]. Thus, it is common to determine the processing window for each austempering treatment in order to identify the optimized austempering time. Decomposition of austenite (stage II) signals the end of the life time for an ADI component, therefore, the aging behaviour of ADI at different working conditions can be studied by determining the t2."

The mine is currently nearly 5 km long, more than 2 km wide at the operating face and up to 200 m deep. Now ten years on, this paper provides an overview of the present relationship and arrangements, including the continued transformation of the alliance model and maturing of the relationship contract.These are challenging times, with increasing cost and regulatory pressure driving change in the broader energy and resources industry, and locally including both the mining and power sectors at Loy Yang. Flexible models to achieve a balance between internal personnel and access to key external skills, whilst achieving value for money and transparency, is increasingly critical. The right drivers and performance measures are essential, particularly when confronted with potential major technical and environmental risks (considering significant ground failure and fire events that have occurred elsewhere within the Latrobe Valley over the last decade) within a sector that is reducing costs and optimising production.This case study discusses the alliance status and changes, reasons behind adjustments and what the future is likely to hold. The paper also explores the validity of the original objectives and the extent to which they have been achieved. The philosophy of the alliance is to continue closely aligning the objectives of the two companies in the best interests of the Loy Yang site and immediate surrounds/stakeholders. Na indústria siderúrgica integrada, geram-se vários tipos de coprodutos, dentre estes escoria granulada de alto forno, os pós de aciaria extraídos nos sistemas de despoeiramento a úmido e a seco do conversor LD e o pó de coletor de alto forno. Em relação aos pós, são principalmente portadores de unidades de ferro e carbono, podendo conter também zinco, o que os tornam alvos de estudos e inovações que buscam recuperar ou reciclar estes elementos. No presente estudo foram concebidos briquetes autorredutores usando os pós finos-F e grossos -G, oriundos de um sistema de despoeiramento a seco de aciaria LD, nas proporções percentuais, F – G, de 50-50 e 70-30, misturados com pó de coletor de alto forno. Utilizando como aglomerante o cimento ARI, foram avaliadas as resistências à compressão dos briquetes em diferentes tempos de cura e determinadas suas metalizações nas temperaturas de 1100°C e 1150°C, em tempos que se estenderam até 45 minutos. Adicionalmente, as capacidades dos briquetes de alterarem a temperatura do aço liquido quando adicionados ao banho, foram avaliadas utilizando-se o balanço térmico do sistema briquete-aço liquido, bem como considerados os potenciais de oxidação do processo e o estabelecimento de um sequenciamento termodinâmico para as reações. Os resultados mostraram que os aglomerados autorredutores possuem alta capacidade refrigerante quando adicionados ao aço liquido, o que os enquadra como possíveis materiais alternativos à sucata e pelotas no controle da temperatura do aço nos convertedores LD. Além disso, a alta cinética de metalização do Fe mostrou ser também viável o uso dos briquetes autorredutores na recuperação do metal contido nos resíduos.

El Aglomerado de Carbón y Aceite (COA) es un método práctico, eficiente y fácil de utilizar para la recuperación de oro libre; el método destaca por el bajo costo y fácil acceso a los insumos utilizados, por eso es considerado una alternativa limpia para el beneficio del oro sin uso de mercurio. El método se basa en la formación de aglomerados o pellets compuestos por carbón, agua y aceite, los cuales capturan partículas de oro libre. Esto ocurre gracias a las propiedades hidrófobas/oleófilas que tiene el oro, que permite adherirse a los aglomerados; el aceite actúa como líquido puente entre el carbón y las partículas de oro, facilitando su unión.
