Introduction In 1986, the US economy passed the $4 trillion mark. However, the value of domestically processed materials of mineral origin fell slightly to $240 billion. The value of metals produced from US ores was unchanged at $5.6 billion, as was recycled scrap at $4 billion, while the value of industrial minerals rose slightly to $17.9 billion. Consumer demand strongly affects mining and the US economy is relatively saturated with longlived products. Moreover, in recent years there has been a steady increase in consumer, mortgage, and federal debt, inhibiting new purchases of goods. Motor vehicles and housing are major traditional markets for mineral materials. However, the 242 million US citizens already possess 170 million licensed motor vehicles and 92 million dwelling units. In 1986, domestic motor vehicle production fell 3%, to 11.3 million units, while new housing starts rose slightly to 1.8 million units. Nearly all mineral commodities move relatively freely in world trade. As detailed in Figs. 1 and 2, in the last three decades world production of major mineral materials has greatly increased. At present, substantial excess productive capacity exists not only in the US but also in many other countries. Consequently, the US mineral industry is encountering increasing competition from other sources, along with increasing competition from newer, engineered materials. For example, US production of plas¬tics has risen from 900 kt (1 million st) in 1950 to 22.7 Mt (25 million st) in 1986 - on a volume basis significantly greater than steel. Plastics, too, are mineral-based materials, some 7% of petrochemicals going to their manufacture. 1986 saw increased calls for protection. But President Reagan, in his 1987 State of the Union Message and Economic Report to the Congress, reaffirmed adherence to a policy of free and fair trade. However, he stressed the need for increased efforts to open foreign markets to US exports and to increase competitiveness of US industry US imports of mineral-based minerals in 1986 were valued at $40 billion and exports at $24 billion. Strategic minerals As detailed in Fig. 3, imports supplied a significant proportion of total US consumption of several important materials, including many classified as "strategic and critical." There were no changes in stockpile policy during the year. Congress debated the President's 1985 proposals to reduce stocks of World War II-type materials and to focus more on high technology materials needed for the cutting edge of future military material. But no final action resulted. However, Congressional concern about apartheid in South Africa did result in increasing pressure to limit imports of South African minerals. Meanwhile, the National Critical Materials Council in the Executive Office of the President intensified its efforts to be better able to advise the President. Accelerometers and pressure transducers mounted in suspension components can be used to monitor the ride of haulage trucks. Presently, it is difficult to tell what caused a jolt to the truck using either pressure or acceleration data alone. When information from a Global Positioning System is recorded at the same time as shock pressures or acceleration data, then the exact location of an event can be determined. Mine management can then determine what caused the jolt to the truck.

Success of the Gold Line Eastside Ex-tension rail tunnels in Los Angeles, CA has prompted the Los Angeles County Metropolitan Transportation Authority?s (Metro) planning new rail lines to include underground alternatives. The Westside Extension Transit Corridor alternatives include up to 27 km (17 miles) of subway to be constructed in soft ground. The routes will require construction in Los Angeles? ?potential methane zone,? which was not considered for subway construction until recently. Slurry face tunnel boring machines (TBM) will likely be specified.

Cominco Metals, in cooperation with two Canadian Universities and the Government of Canada, is developing applications for column flotation in the treatment of lead and zinc ores. Plant scale results at Polaris and pilot plant studies of Sullivan, Pine Point and Red Dog ores show column flotation to have significant advantages over conventional mechanical flotation for lead and zinc cleaning. Results from these ongoing studies are discussed in relation to ore texture, mineral recovery, impurity behaviour, scale-up and control.

Modern production equipment has been designed with greater productive capacity and higher reliability to meet the rigorous operating demands of the mining industry. These improvements have also made the equipment more complex and challenging to maintain. Whether these equipment enhancements contribute to more effective mining operations depends on the overall quality of maintenance. Maintenance is not a stand-alone activity. Although its quality depends primarily on maintenance, cooperation and support from other departments, coupled with the skillful guidance of mining managers, greatly influence maintenance success. Therefore, maintenance risk management must look beyond maintenance itself. Successful maintenance risk management begins with an assessment of the maintenance-related interactions of all mining departments within the mine’s stated operating strategy.

A contractor-manufactured 4.75m (15'-7") diameter EPB shield excavated a 115m (375 ft) long tunnel under the San Antonio River as part of the Salado Creek to Dos Rios Pipeline Interconnect Project in San Antonio, Texas. Lignite, limestone concretions, and sandstone in the face of the tunnel required the use of disc cutters. Less than 7.6m (25 ft) of sand and gravel hydraulically connected the top of the tunnel to the channel of the river. Fully lagged steel ribs with filter fabric were used for initial ground support and water control. This and other contractor manufactured TBMs in the 1.2 to 4.75m (4 to 16 ft) range are presented with descriptions of the jobsites, equipment, performances, and problems.

This paper deals with the design characteristics of cutting tools and the operating parameters these tools are usually subjected to. Eight types of cutting tools/bits with different geometrical shapes and sizes were tested in a linear cutting apparatus, utilizing concrete blocks. The objectives of these experiments were to study the performance of each type of bit, make qualitative assessment of each bit geometry and size and establish cutting parameters for efficient utilization of the tools. During the experiment required forces Fx, Fy, and Fz, cutting, penetrating and lateral forces respectively and audible and sub-audible noises were measured. In these experiments, the depth of cut was kept constant to 1.5 inch while the bit spacing was varied 1.5,2.25 and 3.0 inch (3.75,5.6 and 7.5cm respectively). The results of these experiments indicated that by optimum ratio of depth of cut to bit spacing, the cutting face will be cleaned with the least ridge/land remains between the bit groves, resulting in least specific energy consumption, more large and less fine product particles and substantial reduction of audible noise. The results of these experiments also showed that proper bit design not only decreased cutting energy consumption but also reduced audible noise.

THE PROBLEM Two and a half years have gone by since the December, 1976 Civil Engineering article on subway costs caused such a furore. What has happened in this interval? Even after discounting the crushing inflation rate, costs are still increasing, and there is no sign of a turndown, even in the rate of increase. Some steps outlined in the article have been taken. In April this year, the first D.O.T.-sponsored Peer Review Group, made up of managers of other transit properties, met in Boston to review MBTA's $500 million Red Line Extension-Northwest for cost effectiveness. While the impact of a review at the end of the design phase, with substantial segments under contract, cannot be as effective as a review early in the design phase, it is nevertheless a start. This first meeting will be followed by a review of Boston's Orange Line relocation, the final design for which is just underway. In the industry at large two facts are evident: 1. We are failing to reduce underground construction costs. 2. Underground construction is in danger of pricing itself out of the market place. It has always been a greater challenge to design a Chevvy than to design a Cadillac, but it is the Chevvy we need today. Much attention has been focussed in the past on engineering design in the narrow sense: areas such as ground loading conditions and concrete design. In this decade of the 1.970's it is forecast that eight billion cubic yards of rock will be excavated from 400, 000 miles of new tunnels, drifts and other underground workings in the western world, according to estimates in a report of the Organization for Economic Cooperation and Development (OECD). It is expected that the cost of this work will be in excess of $54 billion in constant 1970 dollars. Most of this underground excavation will be in mining -- 97% of the tunnel length and 89% of the volume - -the balance in construction. In addition to this huge excavating task, in the 18 developed nations of OECD, will be projects in the Communist Bloc and in the developing nations. Underground excavation requires the successful completion of three principle activities: A. Break -- to free rock from the solid work face. B. Remove-- to clear the work area of broken rock. C. Support -- to assure stability of rock surrounding the underground excavation and to eliminate risk of rock collapse. In today's fully mechanized excavation systems, continuous miners, roadheaders or tunnel borers, (A) break the rock loose from the face, and (B) remove broken rock with their mucking devices and load it onto belt conveyors, mine cars, trucks, or any other appropriate haulage system for disposal. Political risk is an integral part of the mining business in northern Andean countries. Peru, Ecuador, Colombia and Venezuela all have a higher than average political risk compared with other South American countries. Successful operations require good political-risk information, a thorough political-risk-management plan and a strategy to deal with political-risk perception on the part of the investing public. Colombia is perceived as about the riskiest place in the world to do business. A selection of recent headlines reads: “Colombia on the brink” (Economist, 1998), “Colombia’s ship of state is sinking” (Insight on the News, 1998), or simply “Bad news” (US Catholic, 1998). The World’s Most Dangerous Places rates Colombia as “currently the most dangerous place in the Western Hemisphere, and perhaps the world” (Aral and Pelton,1998). And many prospective investors and analysts say to Greystar Resources: “Yes, we love your results, but Colombia?”

Montana Tech has embarked on a coordinated series of studies to delineate the characteristics of the Berkeley Pitlake containing over 36 billion gallons of acidic, metal-contaminated water formed after the cessation of open-pit copper mining in Butte, Montana, USA. The objectives of the overall series of studies are to summarize presently available information and to generate new and needed information to formulate a conceptual environmental model for the pitlake and to provide characterization data for the development of advanced treatment technologies. In this presentation, the chemistry of the Berkeley Pitlake water is partially reviewed. It is known that the pitlake consists of two distinct layers of water referred to as surface and deep water. Samples of deep water were collected and placed in a 12-ft high and 6-inch diameter column and exposed to different wavelengths of UV radiation as well as atmospheric conditions. Measurements of pH, redox potential (EH), dissolved O2, turbidity, conductivity, temperature, and elemental composition show that the water reacts differently and indicates that the diurnal effects of sunlight likely play a major non-biological role in its chemistry. Resulting technology could be useful for developing an alternative to treating acid-rock drainage.

It is an honor to present the lecture in honor of Daniel C. Jackling, the developer of the technology of copper mining that we continue to use 100 years later. He made a dramatic breakthrough in the early part of this century in the development of bulk-mining methods for large, low-grade porphyry copper-sulfide ore bodies. At Magma Copper, we are particularly proud that the Jackling Award states we have "made significant contributions to technical progress." Before Jackling's time, copper mining had exploited with primitive equipment very high-grade underground ore bodies and high-grade open pits. During the 20th century, the situation changed. Three significant innovations occurred within about 10 years around the turn of the century. In 1903, Jackling's concept of large-scale mining with steam shovels and rail haulage was implemented at the Bingham Canyon mine in Utah. Eighty years after the introduction of rail haulage, the mine converted to truck haulage with large-capacity high-efficiency haul trucks and reduced the stripping ratio from 3.5:1 to less than 1:1.

The U.S. Geological Survey has completed a dig-ital coal resource assessment of six of the top-producing coal beds and coal zones in the northern and central Appalachian Basin coal regions. These include the Pennsylvanian-aged Pittsburgh, Upper Freeport, Lower Kittanning, Fire Clay, Pond Creek, and Pocahontas No. 3 coal beds and coal zones. Resources were calculated on all of the coalbeds/zones, with the exception of the Lower Kittanning coal bed. Preliminary original resources are estimated at about 93 billion short tons (84 billion tonnes), of which about 66 billion short tons (60billion tonnes) remain. Much of the remaining coal in all five coal beds/zones is thinner [<3.5 ft (1.07m)] and deeper [>1,000 ft (305 m)] than the coal that has been mined, but economic resources are still available and mining in each coal bed/zones will continue throughout this decade and into the next given current market conditions.

The Drainage Services Department (DSD) of the Hong Kong SAR Government commissioned the design and construction of the West Kowloon Drainage Improvement, Stage 2, Phase 2, Kai Tak Transfer Scheme (KTTS) project in 2000 to relieve potential flooding in Mong Kok caused by the insufficient capacity of the existing storm water drainage system. The KTTS involves construction of a 1.5km,4.4m drainage tunnel and a 450m long box culvert, running from Waterloo Road near Hereford Road to the existing Kai Tak Nullah in San Po Kong. This paper describes the design and construction of; the bored tunnel through both hard rock and soft ground using a slurry Tunnel Boring Machine (TBM), six associated access shafts, a connection structure at Waterloo Road and the box culvert connecting the bored tunnel to the outfall at Kai Tak nullah. Details will be provided on the contractor’s alternative designs adopted during the contract including the use of fibre reinforced shotcrete as one-pass temporary and permanent support for three of the shafts and modifications to the Engineer’s design for the box culvert structure.

Working in gassy ground conditions is an everyday occurrence for the U.S. coal mining industry. As tunneling operators begin to venture into projects that expose them to the additional hazard of potentially explosive atmospheres, lessons learned by the mining industry over years of experience should be transferred into this industry. This paper will present practices developed by the U.S. coal mining industry for dealing with the problem of excavating material in potentially explosive atmospheres. Procedures will be discussed that can be used to detect and quantify gas prior to mining that have application to the construction industry. Degasification or drainage practices, including predrainage from vertical and horizontal boreholes, will be discussed. Also, ventilation practices commonly used in the mining industry will be presented.

The Manapouri Power Station is an underground hydro-electric station located in the South Island of New Zealand, and was constructed in the 1960s. Between 1997and 2002, a second 10m diameter tailrace tunnel was constructed to increase the out-put and to improve the overall hydraulic efficiency and output of the station. A critical economic and project approval consideration for the second tunnel was the outage time required for the breakthrough into the power station. The power station is in part dedicated to providing power to an aluminum smelter with the balance to the National Grid, and apart from the physical problems associated with providing an alter-native power supply to the smelter, the loss of generation revenue and supply risk were significant issues. Innovative planning reduced the planned outage time from several months to21 days, and the breakthrough was eventually achieved in 11 days as a result of additional value engineering measures implemented during construction. This paper describes the engineering optimization that took place during the planning stages of the project and later during construction, as well as describing the construction methodology used.

Pre-support measures for urban tunneling have seen a substantial development in the recent past. Ground improvement techniques, pipe-arch and spiling methods now allow for non-disruptive tunneling at very shallow depths under sensitive structures, rail tracks and roadways. The paper presents experience gained on national and international projects built over the past decade that represent case histories and therefore may be used as guidance for the development of similar solutions for future tunneling projects at shallow depths. Reference projects include tunnels for the Washington, DC Metro, London Underground, Dulles Inter-national Airport, Busway tunnels in Boston and the Ft. Canning Tunnel in Singapore.

The development of forced aeration as an approach to enhancing copper sulfide leaching is traced from its earliest development up to present day operations using this technology. Both large-scale field tests and commercial operations are covered. The historical portion is preceded by an introductory discussion of the role of air (oxygen) in sulfide leaching. Sufficient aeration may be achieved via naturally induced convective airflow. However, cases are identified where this is insufficient, leading to retardation of the sulfide leach rate. For these situations, forced aeration may be beneficial. The historical portion of the paper focuses on the major field tests that have been conducted in Montana, Nevada and Utah, along with commercial operations in the United States, Australia, Chile and Peru. The paper concludes with some general comments about the applicability of forced aeration, which are based on the information developed to-date.

Guidelines for publication of information defining the amount and grade of resource material available in a deposit are well established in Australasia?s JORC Guidelines, Canada?s National Instrument 43-101 and similar documents in South Africa, Peru, Chile and elsewhere (Table 1). These guidelines provide standards to apply regarding the geologic and geostatistical basis for describing the level of confidence to be assumed for an estimate of the amount and grade of material. All of them provide for a strict distinction between material that has been demonstrated to be economically mineable and that which has not, and all of them provide terms such as ?resource? or ?exploration information? to be applied to data regarding material that has not been demonstrated to be economically mineable. It is not until an economic study has been completed that we are allowed to apply the powerful terms ?reserves? and ?ore? to our deposit material. Indeed, the application of these eye-catching labels immediately tells the reader that an economic study has been completed by a qualified person, and that the results of the study were positive. While extensive guidelines are established for describing the level of confidence in published geologic data, and the nature of the economic study that should be accomplished before using the terms ?reserves? or ?ore?, surprisingly little guidance is provided regarding the process to use, and the level of detail to attain, for estimating capital and operating costs for the study. The intent of this paper is to lay the groundwork for development of suitable guidelines for the cost estimating process. While the codes do not provide specific instructions for the cost estimate, they do provide numerous hints and clues to help determine the level of detail expected and the type of procedure to apply in preparing the estimate. This paper will first review the various codes to gain an insight into the thinking of the drafters of the codes regarding their unstated expectations for the cost estimating process. Based on this review, a series of guidelines are proposed for this purpose.

Editor&apos;s note: information for this feature was taken from the published APCOM proceedings. Computer trends, with special focus on the reasons for computer use, grabbed the lion&apos;s share of attention at the 23rd worldwide meeting on the Application of Computers and Operations Research in the Mineral Industry (APCOM 23). However, technical topics did not provide the meeting&apos;s sole focus. The last-minute inability of certain former communist countries to fund the travels of a few scheduled speakers was a reminder that science does not operate in a void. As with all technical progress, the APCOM presentations raised interesting questions regarding interrelated organizational dynamics and political and socioeconomic issues. Consider US Bureau of Mines (USBM) research to design an expert control systems to "duplicate" an experienced, "good" operator during automated underground roof bolting. In his presentation of the project, Takach, Jr. stressed the importance of preserving the ability to switch from automatic to manual drilling control. From a technical standpoint, this allows the expert system to "learn" from a good operator. As important, he said, is that this flexibility decreases the human operator&apos;s sense of being replaced by the machine. The question arises: Which will loom larger in union minds, increased operator safety through remote opera¬tion or the potential for total operator replacement? Like any new product, computer technology relies on marketing to aid its acceptance and use. Consider, too, a decision support system, by Schena and Gochin, for mineral resource management in a developing country.
