This is a world of change and has been from the beginning. There are constant efforts on the part of natural forces to wear down the high spots and fill in the low spots. Wind and water over eons of time tunnel through obstacles and build windways and waterways to make movement of air and water easier and more efficient. It is a natural, never ending, ever changing continuing effort. Man in his struggle to survive, and to progress, has had to adapt the terrain of the earth to fit his needs the best he could. First, he used natural caves to protect him from the elements; then he learned how to build earth and rock-moving tools from antlers, bone, rocks, and sticks and adapted his cave to increase his security and provide better protection from heat and cold and from his predatory enemies. As his numbers increased, so did the necessity of further adapting his environment to accommodate his needs. Water was usually not available when and where needed, especially in the desert areas where civilization developed, and long tunnels were drilled to intercept ground waters and lead them to underground caves carved out of soft limestone. Most of the tunnels of early man were to bring water from where it was to where man needed it. Then, as now, as man increased his chances for physical survival, he turned to the quality of life -- and this reflected in the concern for life after death. This lead to the elaborate shafts and tunnels for the protection and prservation of the more affluent noblemen and pharaohs of the early Egyptian civilization. Man used the underground for the stable temperature and for protection and safety.

More than 100,000 people from 110 countries involved in the construction aggregates and ready mix concrete industries are expected to attend Conexpo-Conlagg '99 in Las Vegas, NV March 23-27. The exhibition, the largest of its kind in the Western Hemisphere, takes place every three years. It is held at the Las Vegas Convention Center, Las Vegas Hilton Center and Pavilion. The show serves as a venue for con- tractors and others involved in aggregates construction to view the latest in equipment, technology and services. More than 1,500 exhibitors will use more than 147,200 m2 (1.6 million sq ft) of indoor and outdoor exhibit space. Attendees include presidents and company owners, sales and marketing managers, general managers and project managers. An estimated 20% of the attendees will be from outside of the United States. New for the Conexpo-Conlagg '99 show is a 3,715- m2 (40,000-sq ft) Information Technology Pavilion. This event, organized by AIEIC Systems, will showcase computer technology for the architectural, engineering and construction industries. Shown in the pavilion will be the latest developments in cost management, estimating, bidding, project management and accounting. In addition, the Information Technology Pavilion will demonstrate the latest in computer-aided design software, systems and services. Conexpo-Codagg '99 will also emphasize live demonstrations of exhibitor's products. Individual exhibitors will demonstrate their machinery so attendees can see the latest technology in action. Because the Conexpo-Codagg exposition is so large, "shows within a show" have been created to help attendees locate the products and services best suited to their interests. Seven product concentration areas will be formed. Each area houses suppliers and manufacturers of similar products or services.

The Blind Springs Hill pumice beds are located 5 miles southwest of Benton, California in the foothills between the Benton Mountain Range and Blind Springs Valley. The best exposures of the pumice are in an area 0.75 miles west of Blind Springs Hill. The pumice is Quaternary ejecta material which came from the rhyolitic volcanoes in the Glass Mountain-Volcanic Tablelands area of Mono County. The pumice beds occur in two distinct layers separated by an unconformity. The upper layer is 0 to 11 feet thick and consists of coarse subangular pumice fragments, some of which are over 1.75 inches in diameter. The lower bed is medium to coarse grained with subangular fragments up to 1.0 inch. The lower bed is 0 to 9 feet thick. Overburden at the Blind Springs Hill deposit varies from 0 to 15 feet. There are approximately 1 million cubic yards of material in the deposit that can be mined. The size distribution in the deposit is mostly fine with only 10.6% of the pumice fragments being over 0.5 inch in diameter, the minimum size needed for stone-wash or acid-wash applications. Suitability of pumice for the textile industry is quantified by standard 15-minute abrasion and absorption tests. In the Blind Springs Hill deposit, the plus 0.5 inch fraction has an abrasion loss of 33% which is too high for stone-wash application but it has an absorption capacity of 36% which makes it suitable for acid-wash applications in the textile industry. The abrasion and absorption properties of this deposit are within the range of those which have been measured for other pumice deposits within the United States.

INTRODUCTION This paper is for the mining manager, generally meaning mine superintendent, chief engineer, and others who have control over the mine operation responsible for feeding the insatiable beast called the mill or processing plant. The author is not from mine management but from the field of technical mine engineering consulting. This fact illustrates the authors gross inadequacy to comment on this subject. On the other hand, the consulting profession allows visits to many mine operations, worldwide, supplying many different commodities. The common complaints and misunderstandings that have been heard worldwide will be shared within the following few paragraphs. In order to discuss optimization, one must first define it. There certainly will be many papers in the following sessions that claim to optimize something, or other, based on a technical definition of cost, efficiency, throughput or some other quantifiable basis. DEFINE OPTIMIZATION Actual optimization of an operation is not as easily achieved as most of us in the technical world would like. Borrowing terminology from the technical world, the boundary conditions and the optimization function are usually not well defined. The problems in many cases do not lend themselves to quantification. Typical management procedures are to establish goals or strategies that set the approach or general boundary conditions to the overall plant. Three simple cases are listed below as possible corporate strategies to optimization of a mine-process plant complex. 1) Maximized discounted cash flow 2) Minimized long term cost of product 3) Maximized resource utilization This list seems simple when presented in the above context, uncluttered by constraints such as market position, capital availability, or environmental limitations. Successful leaching of gold depends on appropriate chemical conditions; contact between leach solution and the gold particles; separation of the leach solution from the solids and extraction of the valuable ion from the solution. Irrespective of the leaching method employed the chemical conditions required are similar as is the dependence of solu­tion/gold contact on liberation. The various leaching methods available vary in the means by which gold/solution contact and solid/liquid separation are achieved. The essential difference between heap or vat leaching techniques and those involving agitation of a slurry is dependence on percolation for effective gold/solution contact. The most significant factor preventing uniform percolation is the presence of fines or clays. The quantity and character of the fines fraction is ore type dependent and may result from crushing, degradation during stacking or leaching, or the natural size distribution of the ore. The problems associated with fines can be aggravated during stacking and preparation of the heap. Segregation during stacking can result in concentration of fine particles at the centre of heaps. Further concentration of fines may also occur during irrigation by the movement of the fine particles with the solution. The end result is that the areas in which fines are concentrated become areas of low permeability. The contact between leach solution and the ore in such areas is, at best, slowed down dramatically and, in some cases, prevented altogether. The consequences of this phenomena are slow leaching and a reduction in recovery. The conventional solution to this problem is well known. Agglomeration of ore prior to heap leaching is practised widely. The effect of agglomeration is to immobilise the fines by causing them to adhere either to each other or to larger ore particles. The net effect is that the ore behaves as if no fines were present. The use of agglomeration is limited only by its cost, the most significant components of which are the cost of binding agent, commonly cement, and the capital cost of the agglomerating equipment.

This paper provides a summary on the use of the POL YCOM high pressure grinding roll (HPGR) for increasing extraction in copper leaching. The energy-efficiency and significant hydrometa1lurgical benefits of the HPGR result in better acid-curing, higher solution application rates, improved copper extraction from various copper minerals and better recovery from high acid consuming ores. The HPGR's metallurgical features such as micro-fracturing, better liberation of disseminated and veinlet copper, increased oxygen and lixiviant penetration lead to higher copper extractions than achieved by conventional crushing. Flowsheet options, operational characteristics and applications for various copper ores are outlined.

Mechanization and automation of logistic equipment has become one of the main key factors in raising productivity and competitiveness especially for complex and larger mining or tunneling projects. The Lake Mead Intake Tunnel #3 shaft mucking installation is a good example to demonstrate the potential that is found in an overall optimized logistic. It starts with the planning and results in using customized installations which fulfill the specifically defined requirements for the project. Rowa developed a solution and supplied a shaft mucking system using a discontinuous double drum hoisting concept with shaft buckets, loading, and unloading devices. With this fully automated system a continuous muck flow of 437t/h can be achieved.

DOUG HALBE: I've decided that we're going to change tactics here and we're going to be nice to people from now on. [Co-chair makes gesture of intense disbelief; laughter] I've also decided who's not going to be a co-chair next year. [laughter] We thought we'd get a couple of experts for our next presentation: some people with a lot of experience. We've asked them to tell us some of the things that all of you operators out there might be able to apply immediately to your plant. Our next two speakers have a tremendous amount of experience, and I think you'll find what they're going to say is highly pertinent to most plants. I looked through their paper and found some things that I could have used in the plants I operated in the past. Our first speaker is Terry McNulty. A lot of you know Terry. He was with Anaconda for a number of years as director of research. He then was president of Hazen Research. I'm going to continue with our new custom of saying nice things. Terry is the guy that I call when I don't know something, and he's always got the answer. SPEAKER: Who do you work for, Doug? [laughter] DOUG HALBE: Remember that we're being nice to people here, Joe. I know that's a stretch. [laughter] TERRY McNULTY: Thank you, Doug. I'm a little bit mystified by this sudden switch of tactics just before I get to the podium. Doug's been a good friend for a lot of years so I guess I do have to be nice. I won't say anything deprecatory about him, but I would have to comment that the observations made by earlier speakers have been far too generous. An understanding of the Florida Phosphate Industry, the mining practices and extraction processes and the historical development of the Industry, is essential to any consideration of reclamation. In the earliest days of the Industry, phosphate rock was produced by screening the phosphate pebble from the matrix. The waste, which consisted of overburden, clay, sand and fine phosphate, and was called "debris", was disposed of onto, either the adjacent surface area, or into mined-out pits. Since the Central Florida area was sparsely settled in those early days, there was no complaint from residents about contamination of streams or the resulting spoil piles - environmental concerns were non-existent. The development of the flotation process in the 1930's and the implementation of the flotation process in the early 1940's was a significant technological breakthrough in the Industry. This technique made possible the extraction of fine phosphate particles, and doubled the recovery of phosphate values from the matrix. However, the implementation of the flotation process produced a new waste disposal problem.

Industrial mineral by-products occur as a result of mining and processing a primary mineral product. By-products result from concentration and separation of accessory minerals during processing or from the primary mineral during processing, for example dusts. Many companies have found it rewarding to evaluate mineral by-products from their operations and determine potential products and applications. By-products need to be evaluated for physical and chemical properties to determine possible applications and markets. Market studies are needed to determine application specifications, price structure of the market, competitive products, and to determine marketing regions. The by-products need to be evaluated for beneficiation and processing to meet these market requirements.

It's 12:30 A.M. The day before had been a long one with problems ranging from proper application of shotcrete during cold weather and the follow-on precautions for curing, meetings with city officials to avert a job shutdown because traffic wasn't being maintained properly and finally a briefing before METRO's General Manager to bring him up to date on projections for meeting the operational date of June 1975. The phone rings and Officer Jones of the Park Police says "Mr. Lynch, this lady in the apartments overlooking the jobsite is complaining of noise and she wants the job shutdown". "Officer Jones, have you called the Project Manager or the Resident Engineer?" "Yes, sir, but there is no answer!" "O.K., Officer, I'll check it out." In calling the job, I can only get the guard, because the inspector is in the tunnel. After some time, the guard calls back and says he doesn't know the way down into the tunnel. I have since had a difficult time believing that one. In the interim I finally reached the Resident Engineer and explained the situation. And finally at 1:30 A.M. the inspector called the Resident to say that the Park Police stopped the job at 1:00 A.M. because we didn't respond promptly. A similar situation had occurred some 2 years previously. With great expectation, noise specifications were developed to correct the earlier situation that had occurred. These newly developed specifications were in force at the time of this most recent shutdown. Common sense would tell you that even though we had developed and implemented, we believe, some of the best and most practical noise specifications in construction practice today, we had not enforced them. What happens when the skull and crossbones goes on a product? In the case of cancer warnings, the consequences can be severe. If the label contains the term "lung carcinogen", you might expect to compensate a lot of smokers, meet a lot of expensive lawyers, be counseled by equally expensive consultants and pay sharply elevated insurance premiums, if you are able to obtain coverage at all. At the extreme, you may face plant shutdowns, job losses or even Chapter 11 bankruptcy. Regardless of how you fare, you are likely to learn some very disconcerting things about the risk evaluation and regulatory system which required you to label in the first place. If a particular material or product does pose a health risk, you are obliged both legally and morally to warn those potentially exposed. Once that warning appears on the label, however, the consequences are often beyond your control. You and your embattled product become part of a legal/regulatory system which has a life of its own. Therefore, the issue of health labeling is not so much whether one warns but rather whether the warning itself is justified and the reasonableness of what happens afterwards. It is this matter of justification and reasonableness, particularly of cancer warnings, which this paper addresses. Until, as they say, your ox has been gored, we tend to believe that risk is determined by the best available technology and expertise We expect that risk evaluators appreciate the ramifications of their work and place things in proper perspective; that risk has been appropriately demonstrated before it is publicized and regulated; that the time-honored concept of prudence, to err on the side of safety, has not been excessively stretched. This is the 3rd Paper in a series by this author, the first two being published at the two previous International Conferences. Since the Aachen Conference, Rio Tinto has carried out an extensive benchmarking exercise to see how we are positioned with respect to other leading companies (in our sector and other sectors of major economic importance). We need to be sure that Rio Tinto is at the forefront of best practises in Sustainable Development (SD) and is using the most effective tools and methods. This paper will present key findings from this work. Rio Tinto Minerals, working as representatives of IMA-Europe was a leading contributor to the European Commission DG Enterprise Voluntary Reporting Scheme for SD Indicators in the Non-Energy Extractive Industry. In Rio Tinto Minerals we have been using these SDIs in the management of our business and the paper will report on how they contribute to the management of our business and the paper will report on how they contribute to business value in: deepening customer relationships, eco-efficiency of operations, land use planning and permitting for new and expanding facilities, community relations, policy engagement with government authorities and strengthening the bond between the company and employees. We continue to support the Voluntary SDI Reporting Scheme, considering it to be important in the expanding EU and as a model for other regions globally. For example we have ore suppliers in developing countries and we use these SDIs in assisting them to better their performance, for we have an obligation to use our influence for continuous improvement. The paper will describe this work. Over the last 12 months our company has created a new Industrial Minerals unit called Rio Tinto Minerals which brings together all the borates, talc and salt operations, R&D, marketing, sales and customer care worldwide. The paper will present also the new Sustainability Policy of Rio Tinto Minerals.

"The future of mining will be characterized not only by the application of modern technology, but also by the harmonization of economic, environmental and social issues. These areas set major future challenges which are complex and demand extensive knowledge. As an example, mining of highly complex orebodies for the supply of often critical raw materials, needs to consider technically demanding and cost-intensive extraction issues. The amount of tailings, which need to be stored, increases with the amount of ore mined. Therefore, the negative impact on environment and society increases. Hence mining becomes expensive with regard to all three aspects: economy, environment and society. In view of a sustainable mining practice this challenge should be used as an opportunity. The positive impact should be maximized for present and future generations. The objective is to create and use the mining openings in an optimum way related to sustainability. The approach of Blue Mining, which focuses on energy and ergonomics in the field of Sustainable Development, enhances the closure planning by recommending subsequent usage of such openings for energy storage. The approach fosters among others the implementation of the 7th Goal for Sustainable Development defined by the United Nations with the assurance of access to affordable, reliable, sustainable and modern energy for all. The usage of underground storage increases the stability of solar and water power usage, which are otherwise unreliable. Blue Mining embeds these issues in the main planning effort long before groundbreaking. This approach involves experience from past and current projects. This paper introduces the concept of Blue Mining with respect to post-mining utilization of a mine for energy storage. Methods and perspectives are presented with examples covering best-practices and lessons-learned."

For at least five decades, a plume containing acidic metal-bearing water has been moving through the shallow alluvial aquifer along Pinal Creek in the Globe-Miami area. Two chemical facies of water are distinguished in the alluvial aquifer: (1) a metal-rich acidic plume with gram per liter concentrations of metals (primarily iron) and pH values between 3 and 5 and (2) neutralized water with a pH greater than 5, low concentrations of metals, and high concentrations of sulfate and manganese. Historically, the acid plume has moved through the aquifer at an average velocity of 0.6 m/day, ten times slower than the average pore velocity of groundwater in the aquifer calculated using the Darcy equation. The rate of migration of the metal-rich plume is retarded by pH-dependent chemical reactions between acid water and the aquifer matrix. As acid water is neutralized by reaction with calcite, rising pH conditions in- crease the oxidation rate of iron and decrease its solubility resulting in the precipitation of ferric hydroxides. The formation of ferric hydroxides is a proton releasing reaction which main- tains acidic conditions. The acidit of the plume and the neutralization capacity of tKe aquifer are best assessed in terms of the iron content of the water and not the hydrogen ion activity computed from pH measurements. The parameters controlling plume migration are: (1) the calcite content of the aquifer (2) the iron acidity of plume water, and (3) the rates of acid neutralization and ferrous iron oxidation. A numerical solute transport and reaction model based on the concept of iron acidity effectively simulates the historical development of acidic conditions, predicts the behavior of the plume, and was used as a management tool to identify the most efficient and cost effective remedial strategy.

Underclays are associated with coals found in eastern Oklahoma. These coals are of bituminous rank and are in beds of Middle and Late Pennsylvanian age. They occur in an area of about 8,000 mi2, within the southern part of the Western Interior Coal Region. The rocks of the area consist of a thick series of sandstones, shales, underclays, coals, and limestones. There are more than 40 beds of bituminous coal in the state, but only 12 of these have been mined over large areas. The 12 are, from oldest to youngest: the lower Hartshorne, upper Hartshorne, McAlester (Stigler), upper McAlester, Cavanal, Rowe, Secor, Weir-Pittsburg, Mineral, Croweburg, Iron Post, and Dawson coals. None of the underclay associated with these coal beds is known to have been exploited commercially. Nine samples of underclay from beneath the Croweburg coal were collected over a wide area in the eastern Oklahoma coal field for evaluation. The underclays are usually shades of gray with brown or orange iron-oxide staining. Although soft and plastic in some places, they are generally hard and slickensided, and contain abundant carbonized plant fragments. Bulk chemical analyses, clay mineral identification, and ceramic tests were performed on each underclay sample. The dominant clay minerals are illite and kaolinite with some mixed-layer clays. Silica (Si02) ranges from 45.96% to 59.03% and alumina (Al2O3) varies from 14.98% to 23.60%. The U.S. Bureau of Mines Tuscaloosa Re- search Center conducted the ceramic evaluations. Samples were slow fired from 1,000°C to 1,250°C in 50°C intervals. Bulk density, color, percent linear shrinkage, and percent absorption were determined for each slow fire test. All Croweburg underclay samples are best suited for building brick.

JOHN HAMRIC: Our next speakers are Richard Ghent, manager of environmental health and safety for CF Industries, Hardee Phosphate Complex, in Wauchula, Florida. Richard has 20 years' experience with environmental health and safety affairs. He has a bachelor of science degree from the University of South Carolina. With him is Daniel Warnock, who is supervisor of safety and training also at the Hardee Phosphate Complex. Daniel's experience is in safety programs and electrical training. Their presentation is "Regulations Versus Management Practice." RICHARD GHENT: Written procedures give structure to safety programs. At their best, they are brief and understandable to facility personnel and clearly identify roles and responsibilities. At worst, they attempt to recite the entire regulation they are intended to address. Some regulations, such as OHSA's Hazard Communication Standard, require employers to develop, implement, and maintain a written program. As written programs and procedures are developed, some basic questions arise: Is the program designed to achieve compliance with regulatory requirements or does management expect the program to go beyond compliance to some higher level of performance? Management may have difficulty in measuring and communicating performance expectations in safety. A facility with 4 million safe work hours does not suddenly become unsafe the day their safety record is broken. Generally, management expects safety programs to meet regulatory requirements and to protect the employer from enforcement actions and fines from regulatory agencies. Management also expects that safety programs will result in a safer work environment with fewer incidents, accidents, and near misses. But it is difficult to know when a safety program has succeeded. If the program is expected to go beyond compliance, what other standards should be included (e.g., ANSI standards, company management practices, lessons learned from inspections and audits, recommendations from safety committees, etc.) in the

Introduction A problem that has faced mining engineers and mining geologists for many years is how to best explore a particular prospect so that the basic decision as to whether the material present is ore or only high-grade rock can be made with some confidence. It is obvious that one could not begin a large scale mining program on the basis of tests made on a few hand samples. On the other hand, one could not be 100 percent certain as to the average grade or tonnage before beginning development, as this would require the orebody to be mined out in the sampling process. The basic objectives of the exploration program can be stated as (1) to reduce mining risk; (2) to lessen the cost of development; and (3) to increase the profits of mining. The exploration program should be terminated when these objectives are no longer being met. The construction of tunnels is a specific mining operation. In the exploration program one should gather the data needed to determine (1) the type of excavation technique(s) to be used; and (2) the rate of advance that might be expected. As in the evaluation of an orebody, with the data collected it should be possible to estimate mining costs and project life. Unfortunately, at the present time, it is not possible to do this at least when dealing with medium to hard rock types. The reason for this, it is felt, is basically the inability to identify what specific rock mass properties are of use in tunnel design and to specify how these may be obtained in an exploration program. Your interesting and well-written paper brings up the issue of the purpose or use of a mineral property appraisal, specifically the value of these evaluations when the quality and quantity of the mineral resource to be exploited have not been thoroughly investigated. I am not a practicing professional in regards to valuation of limestone investment opportunities. I simply wish to make a few generic observations about the appraisal process in order to stimulate meaningful thinking by appraisal professionals whose reports may be reviewed by professional investors and "laypersons" alike. It is my contention that the analysis given in your paper is very thorough, considering the data that was made available to you. But I would not like to be the person responsible for investment decision making without having a feel for the risk involved. Therefore, the reviewer must classify this type of analysis as relatively "subjective" because they have not received an indication of the inherent risk involved in exploiting a mineral resource. This risk can best be quantified by using probabilistic methods in conjunction with the quality and quantity of the mineral to be produced. Most appraisals passively ignore this problem. Specifically, you have accurately identified the various costs and values entering the economic appraisal process. These can usually be quantified with a great deal more certainty than the capability of the resource to provide 25 years of quality material. Also, in Cases A (West Virginia)and B (Alabama), you are fortunate enough to have previous operations data. What if there had never been production from these properties? How does a potential mineral property investor evaluate the resource capability to meet various projected financial outcomes without spending a good deal of up-front capital to drill and delineate enough quality resources for a 20-plus year operation. These questions pose a substantial risk to any potential mineral investor. Only probabilistic methods should be used to quantify this type of problem, short of drilling and metallurgical testing. INTRODUCTION In ore beneficiation one of the simplest methods of mineral concentration is hand picking to remove either the ore or the waste material from a moving table or conveyor belt. Ore Sorting Equipment may be defined as equipment for mechanized picking. This type of equipment has been used successfully over the past thirty years or so to beneficiate ores of various types in particle mesh sizes between 1mm and 200mm.. at throughputs of up to 150 tonnes per hour. In general for ore sorting to be a consideration the ore and the waste material must be well liberated in the feed to the sorter (that is into practically discrete particles of ore and waste). The larger the liberation size the more likely sorting is to be cost effective. Correct selection of ore sorting equipment is most important and often special machine features are developed for an individual application. Sorter performance can be best determined by extensive testwork of representative ore at design tonnage on prototype or preferably on production model sorting machines. ADVANTAGES OF SORTING ORE The four main advantages of sorting ore are: Reduced milling cost. Reduced processing cost. Higher overall recovery. Reduced transportation costs. Reduced Milling Cost With sorters installed the milling plant following the sorter is generally smaller and hence less costly to install and operate as it only has to handle the sorter product. However this benefit is somewhat offset by the increased cost of the screening and washing plant prior to the sorter and the cost of the sorting plant itself. Reduced Processing Cost As there is less material of higher grade presented to the concentrating plant following the sorter, this plant will generally be smaller and less costly to construct and operate than a plant treating the total quantity of material.
