INTRODUCTION The Alimak method of raising (Fig. 1) was intro¬duced in 1957. Because of its flexibility, economy, and speed, it soon became the most used system of raising in the world. With the same unit, raises of various areas, inclinations, and lengths can be driven. Air-motor¬-driven raise climbers normally are used in mines with short raises (Fig. 2). For longer raises electric or diesel-¬hydraulic drives are used. The Alimak raise climber is designed entirely in ac¬cordance with the instructions of the Swedish Board of Industrial Safety (Arbetarskyddsstyrelsen). There are good margins of safety concerning the breaking strength of the material and the raise climber comprises safety devices and features that practically eliminate the risks of accidents. The drive gear of air-driven climbers is equipped with an air-operated brake which is automatically activated when air for the motors is shut off. There is a safety device which activates automatically at overspeed and a speed-regulated brake for descent by gravity, by which the raise climber can be taken down to the bottom of the raise in case of cutoff of the air supply. The raise climber climbs along a pin rack welded to a guide rail which also comprises pipes for air and water. The guide. rail can be extended by using 1- or 2-m (3.2¬or 6.4-ft) sections as the driving progresses. Each guide rail section is bolted to the rock wall by special expan¬sion bolts of Alimak design. Men ride up to the face in the cage, traveling com¬fortably and easily while material is transported on the platform. There is no dangerous climbing up ladders. The men are well protected during ascent and arrive in good condition at the face. The greatest advantages of raise climber systems are flexibility and versatility. The N20 to N25 Tunnel (basic) segment was the second tunnel contract awarded for construction by The PB/MK Team. This project embodied 3.9 km (2.4 miles) of tunnel and was located within the northwest quadrant of the 86.9 km (54 mile) long main collider ring. The contract required the excavation and initial support of a 54.3 m (178 vlf) deep ventilation shaft, a connecting horseshoe shaped Adit and TBM starter tunnel and 3,865 m (12,680 If) long main collider tunnel with a 4.3 m (14 ft) minimum finished diameter. This paper discusses the construction methods, equipment utilized and the production achieved in the construction of the ventilation shaft, connecting adits and the main collider tunnel.

An extensive geotechnical monitoring program was used to assess ground and liner behavior, provide input to a Disputes Review Board, and verify design assumptions during construction of the Mt. Baker Ridge Highway Tunnel along I-90 in Seattle, Washington. The stacked-drift tunnel liner was constructed with twenty-four 2.9 m diameter concrete-filled drifts forming a semi-flexible compression ring, followed by excavation of the 19.4 m diameter soil core. Instrumentation data was used for monitoring hillside stability, liner deflections and loads, impacts on adjacent highway tunnels, for back analyzing soil properties, and for helping to limit construction-induced settlements to about 6 cm.

A major bauxite belt was discovered and evaluated from 1969 to 1974 by P. T. Alcoa Minerals of Indonesia in West Kalimantan, Indonesia. The proven reserves of beneficiated bauxite are 800 million tons averaging 38.6% AA1203 and 3.0% RSiO2. Inferred reserves of washed bauxite are in excess of 2 billion tons. The bauxite occurs as capping of low lying hills which were formed during the post Paleogene peneplaination stage. The overburden varies from 0.6 to 3.8 meters and the nodular bauxite horizon from 2.2 to 5.2 meters. The deposits were formed by the in situ weathering of predominantly acidic and basic intrusive rocks.

Assessments of the stability performance of open pit highwalls have traditionally been based on consideration of surface movement rates. Although generally accepted in industry, this approach presents challenges for establishing appropriate threshold values to allow for safe mining operations and does not address the issue of total strain. Surface movement monitoring data from a limited number of open pit mining operations in North and South America has been evaluated in terms of highwall strain, rock mass quality and inferred mechanism of instability. Threshold strain levels for key stages of highwall stability proposed from previous work have been reviewed and are generally endorsed based on evaluation of additional data. An empirical highwall strain criteria for the assessment of highwall stability performance is postulated based on the observed trends in highwall strain data from the case histories presented.

The health and safety of employees, efficiency of the operating system, and production are paramount goals in underground coal mining. The section foreman assumes responsibility for making his part of the total system function to meet these goals. However, section foremen often have not been prepared to assume the full range of their responsibilities upon becoming a supervisor. This paper addresses the full range of section foreman responsibilities and concomitant authority. Management principles that must be mastered by him are presented, and performance expectations as well as criteria for their evaluation are examined. The benefits realized from effective foreman training are discussed.

As surface minable coal is depleted, many operators look to high-wall mining to extend reserve life. Recent advances in highwall mining equipment have greatly improved productivity, clean coal recovery, and attainable penetration beneath the highwall. Somewhat lagging have been systematic design approaches for ensuring web pillar and overall highwall stability. This paper presents an overview of the design, planning, and field performance of a multiple-seam highwall mining application in southwest Wyoming. The safety and efficiency obtained to date is attributable to the careful geotechnical and operational planning described herein. Field confirmation of performance and suggestions for improvement are also discussed.

Deep open-pit mines are becoming increasingly common in the highly mineralized arctic and sub-arctic regions. Air inversion is a frequent occurrence in these regions, and is exacerbated by complex geometry of the open pit and the surrounding natural topography of an open-pit mine. The resulting inversion cap is known to contribute to the degradation of air quality in the open pit, resulting in loss of production. This paper discusses the development and validation of a three-dimensional model that simulate the flow of air and the transport of gaseous contaminants in an arctic open-pit mine and the analyzes effect of the geometry of the mine and the slope angle of the pit on the contaminants profiles in the mine.

The areas are identified where the techniques of operations research have been applied in the petroleum industry. Particular emphasis is given to the linear program models that have been used for solving management problems. Of the entire gamut of applications for linear programming, attention is focused on the models that represent underground reservoirs. Such models could be used to help schedule drilling rig operations and to schedule oil production. A framework is established for placing the model for underground reservoirs in the proper perspective along with the models which represent other facets of the oil business. One of the remarkable phenomena of this century is the rapid growth in the size and' complexity of human organizations. The mere size of modern business means that administrative decisions can affect vast quantities of capital and large number of people. Mistakes can be tremendously costly, and a single wrong decision can require years for rectification. Moreover, the pace of modern business is such that decisions are required more rapidly than ever before; the mere postponement of action can give a decided advantage to a competitor. It is not surprising that the increase in difficulty of decision making has been followed by efforts to put this activity on a more objective basis. The growing science of operations research, which relies heavily on the methods that have proved so successful in the physical sciences, is one aspect of these efforts.

Public Relations In describing public relations, a definition which is frequently quoted appeared in the PUBLIC RELATIONS NEWS, and is as follows: "The Management function which evaluates public attitudes, identifies the policies and procedures of an individual or organization with the public interest, and executes a program of action to earn public understanding and acceptance..' As you can see, this covers a "multitude of sins."

Over one half billion tons of coal per year is scalped, classified, deslimed, drained and rinsed, dewatered and final sized on rotary, vibrating, shaking or stationary screens. The vibrating screen is the industry work horse and performs the bulk of the screening functions in the coal preparation plant. There are two major types of brute force mechanical vibrating screens used in coal preparation plants: (1) the two-bearing one-shaft inclined screen and (2) the four-bearing two-shaft horizontal screen. Both of these types are familiar to coal producers.

It is well known in both the research field and in commercial flotation processes that the grades and recoveries obtained from flotation plants are heavily influenced by the structure and height of the froths produced in the flotation cells. The development of steady-state mathematical models of flotation processes based upon practical and readily obtained parameters have demanded detailed information about the structure of flotation froths. The important parameters are the distribution of floating values, gangue and water in the froth with respect to froth height, cell pulp density, cell air flow rates and flotation inducing additives. Little work has been conducted in this field although considerable attention has been paid to bubble loading and other factors close to the cell froth/pulp interface. Laboratory batch tests are prefaced for the derivation of the above mentioned parameters for both practical and economic reasons. The standard laboratory flotation tests using a batch cell produces a froth of low height (1 to 3 cms generally) together with a varying cell pulp density as the test progresses due to the addition of top up water and the removal of froth from the cell. This form of test can be considered only as giving information about froth conditions close to the cell froth/pulp interface under conditions of widely varying cell pulp densities. In commercial processes the froth heights are much larger (frequently greater than 10 cms); therefore the laboratory batch test, although useful in many ways, does not directly yield parameters relating the state of the froth flowing over the cell lip to process operating conditions. To investigate flotation conditions, where more realistic froth heights are developed, an equilibrium type of batch cell has been developed at Warren Spring 1 Laboratory . The year 1988 for the minerals indus¬try was one of favorable worldwide economic conditions for continued, rationally constrained growth. There was continued improvement in relations between market economy nations and the Soviet Union and China. The "shooting war" between Iran and Iraq ended. Soviet troops withdrew from Afghanistan. And conditions were generally favorable for economic growth in developed market economy countries. These favorable conditions were darkened only somewhat by the continuing foreign debt crises discernible in some major mineral producing developing market economy countries. However, there were situations developing that became major headlines in the late spring - situations that may have pronounced effects in 1989. The most significant event is the muddled situation in China. There is a good chance of worsening international relations and consequent restraint of development projects that could prove beneficial to China and her international partners. Of only slightly lesser evident significance was the death of Ruhollah Khomeini in Iran. This could lead to a variety of paths for the new Iranian leaders. Continued outbreaks of ethnic unrest in the Soviet Union clearly presented problems to the Gorbachev regime. This unrest has raised questions of how far the doctrines of "glasnost" and "peristroika" would be extended, including extensions into the minerals field. Another area of unrest is Panama with its tainted election and the Western Hemisphere's obvious dissatisfaction with the Noreiga regime. While not a direct threat to any major mineral industry enterprise, the political situation certainly presents a potential threat to the Panama Canal. Seismic exploration techniques offer the engineer and geologist a way of obtaining detailed information on the physical parameters and geometry of the rocks where extensive underground excavation or tunneling is proposed. Use of the seismic method can provide a greater amount of detailed information at relatively less cost than can be obtained by any other known subsurface exploration method. Boreholes are still required for calibration of the seismic data but at a much wider geographic spacing than otherwise would be needed for subsurface mapping. The seismic data can define with precision the actual location of zones of flexure or fracture of the rocks and reveal the configuration of the surface of the rock layers. ENGINEERING PROBLEMS One of the major requirements in the planning of subsurface installations is that of locating tunnels and other underground openings in favorable rock units. Such rock units should exhibit uniformity of composition, both vertically and horizontally, to minimize variation in excavation techniques. The depth and thickness of the unit must be known: a 30-foot diameter tunnel cannot be contained in a 25-foot thick limestone. The rock unit needs to be as free as possible from structural defects and should be suited to efficient excavation procedures. If liquid conduits are planned, the slope of the rock unit needs to be known so that maximum advantage can be taken of gravity flow with the tunnels wholly contained within the unit.

The ASTM standard method D 5744-96 was developed to provide a well-defined kinetic test protocol, conducted under controlled reaction conditions, with the intent of generating reproducible results. The US Bureau of Land Management, American Assay Laboratories, and the Minnesota Department of Natural Resources cooperated in a intralaboratory and interlaboratory testing of the protocol. Intralaboratory testing was conducted on duplicate samples of gabbro (8) and siltite-argillite (5) rocks for periods of 20 to 125 weeks. The difference between replica& intralaboratory pH readings on drainage from the gabbro for the drip-trickle leach alternative typically did not exceed 0.1 units, although differences as high as 0.4 units were observed. The difference from the mean for rates of sulfate, calcium and magnesium release was typically within 10%. Intralaboratory results for the siltite-argillite samples were generally similar, although a one unit pH difference was observed for one sample. Three different laboratories tested a gabbro sample for 125 weeks, with a maximum difference from the mean pH of 0.5 units. The percent difference from the mean for sulfate and calcium release rates was typically within lo%, although values as high as 30% were observed. Data on intralaboratory and interlaboratory agreement on the flood rinse alternative of the method were limited. Replication on the sample tested was comparable to of better than that observed for the drip-trickle method testing of the same sample.

Researchers from the National Institute for Occupational Safety and Health (NIOSH), in cooperation with mine operators, conducted a study of heat stress exposures among mine rescue workers in underground mines. Mine rescue workers face extreme heat loads as they enter hot and poorly ventilated environments, particularly when they are wearing breathing apparatuses. The burden of wearing a closed-circuit breathing apparatus (CCBA), the inability to drink fluids for extended periods of time, and the potential for ventilation disruptions and fires combine to increase the risk of heat illness during a response to an emergency. In this research, ambient environmental conditions and heat strain indicators were measured using conventional ventilation monitoring tools during mine rescue training exercises. Heat strain was measured with an ingestible temperature-sensing pill that measured core temperature continuously. In addition, a heart-rate monitoring chest strap was used to indicate physical strain resulting from physical activity and heat. Both core temperature and heart rate data were trans-mitted to a remote recorder worn by a rescuer and time-stamped. Team activities were also observed to determine the contribution of work rate to a person’s total heat load. The effectiveness of several engineering controls, such as cooling the air inhaled by rescuers through an apparatus, wearing cooling vests, and supplying water through the CCBA masks, were investigated. Administrative controls, such as limiting the duration of exposure and controlling the work rate through forced-rest regimens, were also evaluated. Results to date are discussed, and tools for evaluating team condition and estimating the length of time it would be safe for rescuers to work are proposed.

Chemical and physical properties of thiol collectors are reexamined to compare the prospects of heavy metal-thiolate or disulphide surface reaction products acting as actual collector species. Recent evidences for the existence and importance of each of these types of adsorbed species on sulphide minerals are also discussed. A conclusion is reached that partial coverage by chemisorbed heavy metal thiolate is often sufficient to confer practical levels of hydrophobicity and floatability. Only on a few highly conducting and "noble" sulphides does adsorbed disulphide-type collector oxidation product appear to be significant.

The expansion of surface mining has led to the development of very large off-highway trucks currently capable of hauling payloads in excess of 290t. Mine haul roads have historically been designed empirically, relying heavily on local experience; the trend in increasing truck size will thus render the current pavement systems inadequate. Since truck haulage costs can account for 10%-50% of the total costs incurred by a surface mine, not only would the maintenance costs of existing roads of inadequate design increase, vehicle operating and maintenance costs would also increase prohibitively. There is thus a need for improved design technologies encompassing the construction and management techniques of mine haul roads, appropriate for the wheel loads of vehicles now in use. The aim of the paper is to present the different components of a mine haul road design and management system and to demonstrate the value of its application through case studies. The system has been applied at several South-African surface mines and distinct benefits have been derived. The improved structural design of a new road resulted in a 29% saving in construction costs and also provided better service, whilst the optimal selection and management of wearing-course materials provided better functionality at lower total transportation operating costs.

Careful financial analysis of capital investments has always been a vital task in mining which is one of the most capital intensive sectors of the economy. Furthermore, mining costs have leapt ahead at an astonishing rate in recent years not just due to accelerated inflation, which affects everyone, but also due to the imposition of enormous costs of enviromental regulation and the continuing decline in ore tenor. Not only have unit costs risen, but the amount of effort expended to recover a pound of metal has increased due to the inexorable decrease in ore grades. New low-margin, high-volume mining investments place increasing importance on sound financial planning. Owing to the enormous investments involved, a greater share of individual corporate resources is committed to these projects than is normally the case in other industries. Thus, the consequences of failure are extremely grave, and a close examination of all inputs to the evaluation equation is clearly indicated.
