About 60 small surface coal mines in Pennsylvania participated in a program designed to improve safety performance in the workplace. The method involved the use of safety sampling and observation to assess the degree of safety exhibited by workplace behavior and conditions. Data were collected through the use of on-site safety instruments covering seven major occupational positions typical of small surface mines. Workplace events observed (acts and conditions) were assigned a hazard classification. Feedback was initiated to improve safety performance in areas failing to conform to appropriate safety standards. Results suggest that the variety of unsafe acts and conditions associated with the companies observed are extensive. Further, the experiences drawn from this pilot project have proven the need to pursue this behavioral approach. Future research should concentrate on subjecting the present approach to a strict experimental design involving randomly selected “poor risk” mines.

The selection of a stripping method and subsequently, the stripping equipment, are two of the most important decisions confronting a project engineering staff during the initial feasibility study of a new coal stripping operation. The selected stripping units average from 60 to 70 percent of the total capital outlay for mine equipment and their selection will affect the type, size, and quantity of the attendant equipment, such as loading shovels, drills, haulage trucks, and bulldozers. This paper is intended to report on an in depth study by Utah's Technical Services Staff regarding the selection of stripping equipment for the Goonyella Coal Mine in Queensland, Australia. We will touch briefly, on the objectives considered in this selection; the various alternatives which were explored; the general assumptions that were followed throughout the engineering and design of an appropriate stripping system; and computations necessary to determine the amount and size of stripping equipment. INITIAL EXPLORATION Utah Development Company (presently 90% owned by Utah Construction & Mining Co. and 10% by Australian investors) commenced systematic geological studies of the Bowen Basin coal fields of Central Queensland in 1961. The Blackwater Mine as shown in Figure 1 has since been established in this area and is now producing 3.0 million tons per annum of washed coking coal. Geological reconnaissance was then extended to the northern part of the Bowen Basin and in 1963 Utah's coal prospecting area covered 2444 square miles of Central Queensland. The authority to prospect north of Blackwater has since been trimmed to 810 square miles by relinquishments to the State.

"Tunnels designed to NFPA 502 are required to withstand the RWS time-temperature curve, more specifically prevent progressive spalling and loss of strength of steel reinforcement. Fire boards or spray-on layers can be effective, however, these solutions have capital and whole-life cost implications. The use of “fire resistant” concrete based on a suitable aggregate with polypropylene fibers has also increased in recent years. This article presents a new methodology for thermal and structural analysis of segmentally lined tunnels, which permits the analysis of project specific fire curves and an assessment of different fire protection strategies. The effectiveness of fire boards is assessed along with whether “fire resistant” concrete alone is a viable means of achieving the required protection. Finally, since NFPA 502 recommends water-based fixed fire-fighting systems for Category C and D tunnels, we discuss the question of how a fixed fire-fighting system should be addressed within the structural design. INTRODUCTION Protecting road tunnels from structural damage and collapse is a key requirement for both life safety and business continuity. Where road tunnels are part of key highway corridors, protecting business continuity is a high priority for owners, operators and the Authority Having Jurisdiction. For existing tunnels, compliance with NFPA 502 may require upgrades with either passive fire protection and/or water-based fixed firefighting systems. For new tunnels, compliance with NFPA 502 requires a combination of good practice in design and fire testing. A water-based fixed firefighting system is a Conditionally Mandatory Requirement1 for Class C and D tunnels, i.e. all tunnels greater than 300m and 1000m long respectively. The basis for fire safety design of new tunnels and assessment of existing tunnels is the worst-case fire scenario. The porphyry copper province of the southwestern United States and northern Mexico, is the largest copper producing region in the world. Most of the deposits occur in Arizona which now produces over 54% of the newly mined copper in the United" States. As the many recent discoveries are brought into production, Arizona's share of the nation's copper production will increase. The term "porphyry copper" as used in this paper includes all deposits of generally low grade disseminated copper mineralization amenable to bulk mining techniques. Therefore, copper deposits such as Pima-Mission, Twin Buttes, and Vekol where the copper mineralization occurs principally in the intruded rocks will be considered as "porphyry copper" deposits. Most of the deposits have been discovered since World War II, consequently, the southwest, and particularly southern Arizona is perhaps the most intensively explored area for copper deposits on earth. Most of the major natural resource companies in the United States and Canada maintain exploration offices in southern Arizona. To illustrate the success of exploration efforts, the location of porphyry copper deposits either known or producing prior to World War II are shown on figure 1 and the deposits discovered since World War II which are either in production or in the exploration and development stage are shown on figure 2.

Significant effort has been expended and considerable success has been realized m the application of instrumentation and automatic control equipment in the mining and ore processing industries. This effort has been applied principally to process equipment with the objective of increasing throughput, minimizing labor requirements and/or improving grade or product quality. Less spectacular, but quite rewarding has been the successful application of instrumentation and automatic control equipment to a wide variety of material handling equipments. This paper describes some of this work including: (1) automatic weighment of load-haul-dump units and trams underground; (2) automation of skip loading; (3) instrumentation applied in feeders and conveyors; (4) level measurement in bins, silos, vessels and sumps; (5) automatic blending of sized materials; (6) automatic loading of ships, trains and trucks; (7) automatic control of tailings disposal facilities

Estimating productivity of a walking dragline is of paramount concern to mining engineers and mine planners. Risk based evaluation of the dragline productivity is a valuable tool to estimate the dragline?s long-term performances and availabilities, to develop preventive maintenance plans, and to make future projections about the machine?s performance. This paper aims to provide mining professionals with an overview of risk assessment methodology for productivity of two walking draglines, PAGE 736 and MARION 7820, which have been operating in Tunçbilek open cast coal mine of Turkish Coal Enterprises (TKI) in Turkey. The study encompasses three main stages as: (i) acquiring of monthly maintenance records, operating hours, mechanical and electrical failure hours between 1998 and 2009; (ii) reliability modeling using mean time between failure data; (iii) determining hazard rate and consequences to compute risk associated with dragline productivity. The results showed that that Page 736 (20 yd3) is seemed to be more reliable and less likely to fail when compared with Marion 7820 (40 yd3). The operating hours without failure range from 41 to 51 hours with 50 percent reliability.

While costs of most commodities and services have increased markedly over the past 25 years, the cost of electricity has steadily declined. One of the reasons for this price decline is the improved efficiencies of generating plants which is shown in Fig. 1. 1,2 Another reason for this is the decline in coal production costs. Efficiencies for the best plant increased from about 32 percent in 1540 to about 40 percent in 1962 and then decreased slightly to 38 percent in 1965. The increase in efficiency for all plants (US average) has been even more notable, progressing from less than 15 percent in 1940 to about 32 percent in 1965. The chief reason for the improved efficiency is the change in operating steam temperatures. These increased about 12 F per year until 1200 F was reached in 1962. At this high temperature excessive corrosion of super-heater and reheater tubes was experienced and steam temperatures were dropped back to 1050 F and even 1000 F in some cases. To successfully compete against other energy sources for generating electricity, this corrosion problem must be solved so that operation at higher temperatures and thus, increased efficiencies will be possible.

This paper describes the results of a series of comparative studies in which polygonal, IDS, and kriging were compared for their local estimation accuracy. The specific objective of this study was to determine the impact that the particular nature of the mineralization has on the results of such comparative studies. The study was performed on simulated coal deposits and the evaluation parameter chosen was the coal thickness. For this study, many conditionally simulated deposits having different degrees of seam thickness continuity were first developed. Each simulated deposit covered an area of 30,000 ft x 30,000 ft which was, in turn, subdivided into 100 mine planning blocks of 3,000 ft x 3,000 ft in size. Thickness estimation was made for these mine planning blocks using surrounding DDH assays. In all cases tested, e.g., from a perfect continuity to a complete lack of continuity in coal seam thickness, kriging gave the best estimates among the three, followed by IDS and polygonal methods. As expected, the relative efficiency (i.e., superiority) of kriging over other estimators was highly dependent on the nature of mineralization.

The important role that mineral aggregates assume today in the construction and chemical industries is best attested to by the astronomical tonnage figures for the annual production of aggregates in the United States as reported by the U. S. Bureau of Mines in their "Minerals Yearbook." For 1965, latest publication available, the tabulation shows a total of 1,716,000,000 tons made up of 30,000,000 slag, 908,000,000 sand and gravel, and 778,000,000 crushed stone. A much more favorable statistical position for slag can be established by listing the world-wide tonnage. According to Dr. A, W. Lee, Director, British Slag Federation, in a paper presented before the 8th Annual conference of the British Institute of Works and Highway Superintendents, he estimates that the probable world consumption of slag is in the order of 100,000,000 tons showing--Great Britain with 10,000,000 tons, Germany, 15,000,000 tons, France, 1$000,000 tons and the United States with 30,000,000 tons. Thus it is seen that the United States accounts for almost one-third of the world's consumption of slag and the 3 west European powers another third.

INTRODUCTION The application of oil field technology to large diameter hole drilling is beginning to offer a cost effective alternative to conventional shaft sinking methods. The drilling of ventilation and small production shafts are, of course, not new. The major constraint to the drilling of large diameter production shafts has been the inability to drill holes large enough and straight enough to install and operate relatively high volume hoisting equipment. This paper discusses recent advancements in drilling technology as applied specifically to large diameter holes for use in the mining industry. The paper emphasizes the geotechnical and hydrologic considerations in assessing site conditions and their application to drilled shaft technology. The authors worked together on a recent feasibility study for a 6 m (20 ft.) diameter 975 m (3,200 ft.) drilled shaft in New Mexico. Their individual experience in drilling and geotechnical investigations related to shaft sinking is world wide. Water spray applications are one of the principal means of controlling airborne respirable dust in coal mines. Since many coals are hydrophobic and not easily wetted by water, wetting agents can be added to the spray water in an effort to improve coal wetting and assist with dust capture. In order to study wetting agent effects on coal dust capture, laboratory experiments were conducted with three wetting agents used by the coal industry on -325 mesh sized Pocahontas No. 3 coal dust. Significant differences in coal dust sink times were observed among the three wetting agents at water mixture concentrations of 0.05%, 0.1% and 0.2%. The best wetting agent as identified by the coal dust sink test was only tested at the lowest 0.05% water mixture concentration and was found to have a negligible effect on spray airborne dust capture. Water spray airborne dust capture results for all three wetting agents tested at a 0.2% water mixture concentration showed that all three wetting agents exhibit similar but small improvements in dust capture efficiency as compared with water. These results indicate that the coal dust sink test may not be a good predictor for the capture of airborne dust. Additional research is needed to examine if the coal dust sink test is a better predictor of wetting agent dust suppression effects during cutting, loading, conveying and dumping of coal products by comparison to airborne dust capture from sprays.

Most of those involved in the mining industry are aware of the negative feelings that the well-informed citizens of this country, also known as the American public, have for the industry. As noted in an issue of Mining World News, “The general public perceives mining as dirty, noisy, destructive and belonging somewhere else.” The same theme was raised at a conference in Scotland in July 1991. It was noted there that mining has an unattractive public image around the world “as dirty, dangerous work that pollutes and degrades the environment.” Why is this? Why does mining have such a bad rap? I’m afraid that some of the blame rests with the mining industry itself - both in the past and in the present. Hopefully, we can do something about this in the future. And hopefully, the information here will help the reader to spread the word to offset the negative messages being issued almost daily by industry foes. I hope this will become more than just the words of another miner talking to miners and their friends. In the past, belching smokestacks and polluted streams and waterways were common sights. Today, the negative results of mining operations can also be seen in the form of waste dumps, leaked acid mine waste water and dust blowing from tailings piles. Some will argue that mining did nothing illegal in the past, and that all the regulations in force at that time were carried out to the letter. That may be so. The fact remains, however, that mining did these things, and the evidence is very clear in many parts of the country. It is visible to the well-informed citizens, in spite of the fact that many mine sites have been cleaned up and new technologies, such as flash smelting, dump leaching, pressure leaching and bioleaching, have greatly overcome many of the pollution problems. What is not so visible is the importance of the mining industry in our daily lives. Not long ago, knowledge about our non-renewable mineral resources ranked low on the list of qualifications for being a well-informed citizen. Events during the past two decades have changed this scenario. Politicians, writers, newscasters, economists and administrators, as well as the ‘public,’ are expressing opinions and forming judgments on oil company profits, desecration of landscapes, waste disposal sites and pollution by the extractive industries.

Introduction Uranium mining has been actively carried on in Canada for over twenty-five years mainly in Ontario at Elliot Lake in Bancroft, and in Northern Saskatchewan at the operations of Eldorado Nuclear Ltd. During this period, approximately one hundred million tons of mill tailings have been created and lie mainly on the surface close to the mining and milling installations. If all of the present reserves of uranium ores in Canada are mined, a further eight hundred million tons of mine tailings could be created in Ontario, Saskatchewan, the Northwest Territories, Labrador and British Columbia. The present control of effluents from existing tailings is managed by the operating mines under the regulations of both federal and provincial control agencies. It is the long-term effect of these tailings on the environment that has not been clearly defined or measured. Several years ago, the Canada Centre for Mineral and Energy Technology of the Department of Energy, Mines and Resources, embarked upon a program of research directed at the long-term effects of uranium mine tailings. Much of the research to date has been on tailings in the Elliot Lake, Ontario area where some tailings piles have existed for over twenty years. The program consists of two projects, one to address the problem of existing tailings and the other to examine alternatives in the management of current and future tailings. TAILINGS CHARACTERISTICS Uranium tailings are generally the result of sulphuric acid leaching in which the uranium and alkaline minerals such as carbonates and chlorites are leached out. If the ore contains sulphides, these minerals potentially present an additional hazard of acid generation over time and could increase the mobility of heavy metals and some radionuclides such as thorium-230. Except for the extracted uranium, most of the radionuclides from the ore remain in the tailings pile. Uranium ores in Canada span a wide variety of mineralization and associated gangue composition. Uranium minerals include pitchblende, uraninite, uranothorite, brannerite and the phosphate uranium minerals autunite and saleeite. Gangue minerals vary from acid consuming carbonates, and chlorites to acid producing sulphides and inert silicates. With such a wide variety in ore composition, the characteristics of the resultant tailings in Canada are in many cases site specific and the solutions to the long-term effects of these tailings may also be site specific.

During wet grinding the electrochemical interactions between grinding media and pyrrhotite not only accelerate the media wear but also adversely affect the flotation response of the sulfide mineral. A possibility of remedying the adverse effect on its floatability by applying electric potentials to grinding media was examined. Flotation tests, Auger electron spectroscopy and x-ray photoelectron spectroscopy were used to study the surface properties of pyrrhotite. Although anodic polarization of the steels increased the metal loss by corrosion, the flotation recovery of pyrrhotite was increased. In the case of cathodic polarization, the flotation recovery improved in a narrow range of overpotentials. At higher cathodic overpotentials, however, the floatability of the mineral was progressively lowered although the corrosive wear of grinding media might be reduced.

In recent years there has been an Increasing Interest In the application of automatic control theory to mineral processing systems, and numerous applications of mineral process control have appeared in the literature. A general approach to the synthesis of mineral process control systems is presented. The first phase of the control system design consists of specifying the control objectives, process variables and their interactions; these topics will be discussed with specific reference to mineral processing. The second phase Is con¬cerned with selection of control strategies algorithms, instrumenta¬tion, and other components of the control system and is discussed at length. These concepts are then illustrated by a flotation control case study.

Absorbent clays are products, usually in the form of granules, that can absorb and hold approximately their own weight of liquids while essentially maintaining their size and integrity. They always contain in abundance at least one of three materials: montmorillonite, attapulgite and diatomite. The first two are complex silicates; the last is amorphous silica of biogenic origin. Not all montmorillonites provide the base for an absorbent clay, however. Nevertheless, the silicates in particular, and the diatomite to a lesser degree, have certain molecular properties that give rise to the useful physical properties. Uses Use of absorbent clays is as old as civilization. Numerous references to "fuller's earth" appear in ancient writings, including the Bible. Fuller's earth originally connated a clay that could absorb oil and grease from wool to facilitate cleaning. Robertson (1986) covers the fascinating history in interesting detail. In the modern sense, absorbent clays find application in three principal areas, and a host of minor ones. Industrial floor absorbents, cat litter and agricultural carriers comprise the major uses.

INTRODUCTION The term "Rapid Underground Excavation" is generally associated with high speed tunnel advance with large volumes of excavation, and indeed this is the type of work for which most of the recent innovations in methods and new machinery have been developed. However, the term applies as well to any underground excavation process that results in an earlier project completion than would be expected with conventional methods, and hopefully with a decrease in total unit excavation cost. Often significant progress has been made during the primary stages of an underground construction project and then an inordinate amount of time and effort has been expended on small units of "miscellaneous" excavation which has delayed the overall project completion and escallated overall unit costs. Construction at the Nevada Test Site of the Atomic Energy Commission for underground testing frequently requires significant amounts of so called "miscellaneous mining" such as short access drifts, cross cuts, alcoves, niches and concrete keyways. Many of the keyways must be excavated without disturbing the rock beyond the excavation lines and construction scheduling often dictates that much of the work must be accomplished without disturbing sensitive electronic equipment already installed. INTRODUCTION The design criteria for a particular concentration and dewatering project will provide the formal basis for design of the process, equipment and facilities. These criteria will specify the required capacities and operating schedules for the equipment, as well as the quantity and quality of the feed to be processed and products obtained. The general climatic and geographical conditions at the site, specific information on soil or rock conditions; and applicable design standards and codes will also be included. The design criteria will generally be based on an interpretation of testwork carried out on the particular ore and site, and will thus parallel in detail and completeness this testwork. As the project moves from the early conceptual phases through to final detailed design, the design criteria will be developed and become more detailed as information is generated and made available for use. The design criteria are critical to the design effort as the formal specification to the designer of what and how much is to be processed, what and how much is to be produced, and where and under what conditions. The actual design criteria will be a formal tabulation of the design basis information developed for the project in question. For a preliminary study, this may consist of a single page of data; for a feasibility study several pages and for a detailed design up to several hundred pages and multiple volumes. Depending on the complexity of the process and the level of detail included, each project will be unique to some degree. The design process for a project normally progresses from preliminary conceptual phases through to a final detailed design. The criteria used for the initial concepts are generally developed from rough data and preliminary testwork on the ore in question. Regardless, the plant throughput and products are defined, thus giving a scope and definition to the study phase. In some studies a range of throughputs may be analyzed in order to arrive at the most economically attractive size for the proposed operation. This optimum size is then used as the design throughput for the more detailed design phases. Similarly as more testwork results are available and the ore characteristics and process become more well defined a continuous updating of the design criteria is undertaken.

Mechanical mining holds great promise for the mining industry. Realizing this promise depends on giving mine operators the capability to evaluate the higher production, the lower costs, and safety enhancement that comes with mechanical mining. The opportunities for low cost and high production must outset the high capital costs associated with mechanical excavation. Giving the mining industry the tools to effectively evaluate and successfully implement mechanical methods defines the challenges and directions of the mechanical mining industry.
