The content of the paper by V. Rajaram does not fulfill the expectations of the title. But Rajaram submitted the article in October 1983, and he could not have foreseen the numerous developments that would occur before his paper was published more than two years later. Nevertheless, Rajaram failed to mention the interest in oil shale development in southern Indiana beginning in late 1979 and continuing through the present as a result of special financial encouragement of three oil shale projects in May and August 1984 by the Indiana Energy Development Board and the Indiana Corp. for Science and Technology. A session at the 1985 Eastern Oil Shale Symposium in Lexington, KY, Nov. 18-20, 1985, gave the current status of oil shale developments in the eastern United States. Speakers at this session reported on the three Indiana projects. First, Gary D. Aho, Cliffs Engineering Inc., spoke on a feasibility study by Cliffs Engineering and Allis Chalmers for a site-specific pilot plant using the Allis Chalmers process. The plant site is in Clark County, IN, on property of the Midwest Energy Resources Co. The project is funded by $240,908 each from the Indiana Energy Development Board/Corp, for Science and Technology (EDB/CST) and the US Department of Energy (DOE) and $120,454 from the corporate sponsors (total $602,270). Completion is scheduled for mid-1986. Next, Edwin M. Piper, Stone and Webster Engineering Corp., discussed the American Syn-Crude/Indiana Oil Shale Project. This effort followed the completion of two smaller projects funded by the Indiana EDB/ CST: "Testing of Indiana Oil Shale in a Petrosix Pilot Plant" (total funding by EDB/CST at $50,000) and "Assessment of the Petrosix Process for an Indiana Shale Oil Plant" (total funding by EDB/CST at $100,000). The status at the time of the report at the Oil Shale Symposium was that a request for an extension of time for securing nonfederal support had been submitted to the US Synfuels Corp. The proposal included building an 11-m (36-ft) diam retort in south-eastern Indiana to process the New Albany Shale and to produce 366 m3 (2300 bbl) of shale oil per day by the PETROSIX process. The Indiana EDB/CST had contracted with Stone and Webster at $401,100 from EDB/CST and $245,835 from Stone and Webster for activities to advance the project in the negotiations with Synfuels Corp. At the time of the report, this project was the only eastern oil shale proposal that was still on the agenda of the Synfuels Corp. As a result of Congressional action in late December 1985, federal support from the Synfuels Corp. is no longer possible. Finally, Victor H. Carr, Eastern Shale Research Corp., described his firm's project, which is jointly supported by DOE ($227,749) and the Indiana EDB/ CST ($73,850) and is entitled "Feasibility Study to Determine Suitability of an In-Situ Process to Recover Hydrocarbons from Eastern Shale." An area in Scott County, IN, had been chosen, but not a specific 9 x 15-m (30 x 50-ft) site. One burn of a small in situ retort is contemplated as part of the project. Besides these three projects, several reports on shale research were presented. Joseph Damukaitis, American Syn-Crude Corp., reported that a pilot plant using the hydrogenation-extraction (H-E) process (described at the 1984 Eastern Oil Shale Symposium) was 94% built and would go through shakedown with oil shale but would then shift mechanical devices to process coal mine waste. Current status of research on the HYTORT process was then presented by Raymond C. Rex, Jr. Oil shale beneficiation research at the University of Alabama/Minerals Research Institute was reported by R. Bruce Tippin. Scott D. Carter discussed continued research on fluidized-bed retorting of shale at the Kentucky Center for Energy Research Laboratory. Carl E. Roosmagi of DOE, Morgantown, reported on the oil shale research at the Morgantown Energy Technology Center (METC) laboratory. Henry J. Gomberg, Ann Arbor Nuclear Inc., discussed "Radiation Combined with Donor Solvents for Extraction and Up-Grading of Kerogen." Aurora M. Rubel and coauthor Eileen Davis presented results of research at the Kentucky Center for Energy Research Laboratory under the title "The Effect of Shale Particle Size on the Products from the Bench Scale Fixed Bed Steam Pyrolysis of Kentucky Sunbury Shale." Lastly, Maria Rockwell, Technical University of Nova Scotia, presented "Processing and Up-Grading of Low Grade Nova Scotia Oil Shale for Potential Use." A review of shale oil prospects by Gerald Parkinson in Chemical Engineering for Feb. 3, 1986, covers both western and eastern projects and includes a report that the US DOE is funding a few relatively small projects; most of the fiscal 1986 budget of $12 million for shale oil is for fundamental research. Projects include a $3.2 million three-year contract with Hycrude Corp. (Chicago) for development of the HYTORT process and a $1.2 million three-year contract with the University of Alabama's Mineral Resources Institute on beneficiation of eastern oil shale by froth flotation. The report incorrectly states that current projects include a total investment of $466 million in a pair of 18-month technical and economic feasibility studies for proposed projects in southern Indiana. Of the variables affecting the electrical properties of coal measure rocks, water content is by far the most important, This paper describes specially developed apparatus and methods of measuring electrical conductivity and permittivity at constant humidity conditions. Electrical properties variations were measured for Applachian and Illinois, U.S.A. coal 2 basin samples in the frequency range 2 X 10 to 2 X 10 Hz. Coal measure rock electrical behavior, when correlated with mechanical behavior, is potentially useful in a number of mining applications.

INTRODUCTION Early in the morning of July 16, 1979, there was a breach in the earthen retaining dam of a tailings pond at the United Nuclear Corporation's (UNC's) Church Rock uranium mill. The acidified liquid and tailings slurry spilled through the damaged portion of the retaining wall into an arroyo that is a tributary to the Rio Puerco river system. The Rio Puerco runs through Gallup, New Mexico, and eventually crosses the New Mexico-Arizona border (Fig. 1). On its way to Gallup, the Rio Puerco and its tributaries pass through land with a checkerboard pattern of ownership, with portions owned or leased by the Navajos, individuals, the Bureau of Land Management, and the State. In terms of tailings liquid volume (3.6 x 108L; 94 million gal), the UNC spill ranks as one of the largest. The mass of solids released in the slurry (10.0 x 105 kg; 1 100 tons) appears to be close to the median for accidents of this kind, however [U.S. Nuclear Regulatory Commission (NRC), 1979]. The UNC first opened its Church Rock uranium mill in 1977 on land adjacent to acreage belonging to the Navajo tribe. The mill, which is next to the UNC Church Rock mine, is located approximately 16 km (10 miles) northeast of Gallup, New Mexico (Fig. 1). Gallup, a town of 18 000 people, is the closest population center. The region surrounding the plant site is sparsely populated by Navajos, at a density of approximately 5.8 persons/km2 (15 persons/sq mile). The UNC mill and mines employ approximately 650 persons, and the adjacent Kerr-McGee uranium mine employs about 300. The UNC mill normally processes 3.2 x 106kg/day (3 500 tons/day) of uranium ore, depositing the acidified tailings slurry in a series of three earthen holding ponds. The tailings ponds are located east of the pipeline arroyo that feeds into the Rio Puerco approximately 2.4 km (1.5 miles) from the southernmost tailings dam. The liquid portion of the tailings slurry evaporates in the ponds; hence, under normal conditions, there is no surface flow from the holding ponds to the arroyo. Both runoff from the plant site after heavy rains and possible seepage from the tailings ponds may deliver radionuclides to the arroyo-river system, however. The dam across the southernmost tailings pond was considered to be in keeping with the state of the art. However, the New Mexico Environmental Improvement Division (NMEID) had warned UNC about dangers of locating the pond over a heterogeneous geological formation. The state Engineer's Office approved of the site only after UNC agreed to strict design criteria. Others have pointed to dangers of constructing earthen dams for impoundment of uranium mill tailings (Carter, 1978). Causes of the dam break were multiple: the UNC mill filled the tailings pond to a level that exceeded permit criteria; the tailings pond was lined improperly; the dam was constructed using clay that was compacted excessively, resulting in cracking and subsequent seepage; and the unstable substrate beneath the dam permitted differential settling. The UNC Church Rock mine has continuously released dewatering effluent into the pipeline arroyo at a rate of 88.3 L/sec (1 400 gal/min) since 1968. Before 1975 this effluent was not treated; after 1975 it received precipitation treatment for removal of Ra-226. Radionuclides are also released into the river system through the dewatering of the Kerr-McGee uranium mine 1.6 km (1.0 mile) north of the UNC mill. During usual mining operations, approximately 227 L/sec (3 600 gal/min) are released into the pipeline arroyo and subsequently into the Rio Puerco. The Kerr-McGee mine began continuous release of dewatering effluent in January 1972. In 1974 Kerr-McGee began Ra-226 precipitation treatment of its dewatering releases, but NMEID data indicate that treatment has often been incomplete. The effluent from both mines has been responsible for transforming the downstream portion of the Rio Puerco from a sporadically dry riverbed into a continuously flowing stream and has contributed to the current levels of background radiation along the river system (Table 1). This paper will summarize the postspill monitoring efforts and relate the assessment of this spill to the general question of evaluating the health effects of nuclear fuel-cycle wastes. The data pertaining to the measurement of radionuclides in the Church Rock environment and the radionuclide concentrations in animals will appear in forthcoming reports. CHURCH ROCK HEALTH EFFECTS ASSESSMENT APPROACH The initial health effects evaluation involved identifying the radionuclides that were released into the river system from the tailings pond. Table 1 lists the State of New Mexico maximum permissible radionuclide concentrations for liquids released to unrestricted areas, the typical tailings liquid concentrations, and postspill river water concentrations. The tailings liquid contained comparatively high levels of Th-230, Ra-226, Pb-210, and Po-210--all of which, according to postspill river water samples, had exceeded the state maximum permissible concentrations (MPC) at one time or another. After the radionuclides in the tailings were identified, pathways through which humans could be exposed were clarified. Our earthly treasures are being quickly depleted. We have experienced what can happen in an energy crisis. You have read and heard all kinds of stories as to what caused this crisis. On the surface it would seem that all of a sudden a situation becomes a crisis whether it be fuel, potatoes, beef or whatever. Well, of course, they don't just happen. There is always a little fore-warning here, an indicator there. Someone recognizes a sign of potential trouble but is ridiculed when he forecasts it. We are running out of sand: Producers of aggregates who can say today ... "That couldn't happen to me", can well be awakened tomorrow to the cold fact of reality. It could come from any number of directions. Depletion is mostly foreseeable but zoning isn't. Legislation can also be sudden death to availibility. With the ever growing population moving into the rural countryside, available deposits are being sold either to developers or being zoned for restricted use. The fact that a gravel pit or quarry is located on a particular plot has not fazed some of the local planning boards when they decided to place the adjoining property in a residential Zone A. Proponents of zoning preach that such use is necessary to insure that the land will be put to its best use. Planning boards establish the best places for schools, homes, shopping areas, factories, etc., so that the individuals or groups are in harmony with each other. This is usually done to date without thought or consideration to the geological importance or potential of the area. Today over half of the United States is living under some form of land use restriction. Little consideration has been given to what lies under the ground to be zoned. Fortunately, the states are slowly getting around to geological surveying. I feel that it is about time that state and federal authorities institute governmental restrictions to prohibit or control local zoning ordinances which would deplete or deny an area of its natural resources. While I could continue for the balance of my time just on this facet of our industry's problems, my point is: How sure are you of your next load of sand? I could be well laughed at by some of you for saying that there is an alarmingly rapid disappearance of "nearby" sand and gravel reserves in many areas of the country. A questionable statement, except to those producers where depletion has already taken place.

Previous testing was performed by researchers at the National Institute for Occupational Safety and Health (NIOSH) to improve longwall dust control using underside shield sprays with a longwall directional spray system. This testing provided encouraging results toward respirable dust exposure reductions for longwall personnel, achieving as high as 99% dust reduction at some sampling locations along the longwall personnel walkway. Additional laboratory testing was conducted to test these underside shield sprays in conjunction with a shearer-clearer spray system located on the longwall shearer body. The purpose of this testing was to determine if the underside shield sprays interacted positively or negatively with the shearerclearer sprays. Results from this testing indicate that while the shearerclearer system influences where the respirable dust particles are directed, underside shield sprays can still lower respirable dust exposure for longwall personnel.

INTRODUCTION For any identified mineral resource to qualify as a minable reserve, it must contain legally and economically extractable mineral at the time of determination. As competition for land has increased, the legal complexities have more than kept pace, frequently becoming the most important determinant in mineral exploration and development projects. Rarely will developers of a project avoid having to obtain numerous federal, state, and/or local permits while acquiring the necessary legal permission to begin mining. Each site must be selected carefully, not only for economic feasibility, but also for legal feasibility. Although it is impossible to present site-specific solutions for all potential underground developments, certain generalizations may be applied to specific land categories, particularly federally owned land. Such federally owned land includes more than 33% of the land area of the United States and many of the areas potentially attractive for future development. State and local restrictions affect a large portion of the nonfederal land, and those restrictions are equally important even though their diversity and current status require more regional study than can be provided herein (the list of references include sources of additional information). Each potential mining site requires a title search of the land status to determine the land ownership and the conditions affecting development. In addition, appropriate data concerning the mineralogic and economic potentials of an area must be collected. As listed in Table 1, many sources of public information are avail- able to aid potential developers. Fig. 1 illustrates a typical federal master title plat. HISTORICAL PERSPECTIVE The settlement of the United States reflects a fascinating history of public-land laws and subsequent mineral-disposal laws. Most of the statutes of the eighteenth and nineteenth centuries sought to dispose of land for the purpose of generating revenue to the federal government. The underlying need for general revenue contributed directly to numerous and often conflicting land policies. More recently, diverse federal programs such as environmental legislation have transcended the need for revenue in forming the framework that determines who has power over mineral developments and where those developments can take place. In 1812, the General Land Office was established under the Treasury Dept. At that time, English common law prevailed, entitling the owner of the surface to whatever was contained within the surface boundaries from the surface to the center of the earth. Unless a distinct title separated the mineral estate, it was included in the surface-land ownership. However, gold and silver were the property of the crown and were controlled by sovereign prerogative. Early state legislation on the subject of mines and minerals may be classified as legislation providing for the sale of state lands with a reservation of the minerals and legislation recognizing or asserting the sovereign prerogative for precious metals. In 1781, a Pennsylvania statute reserved 20% of all gold and silver ore for the use of the commonwealth. Thomas Jefferson suggested that a portion of all gold and silver be retained by the federal government. These early rules affecting land in the eastern states, now privately held, have been re- pealed, declared obsolete, or largely ignored. Federal legislation prior to 1848 and affecting mining may be classified as legislation reserving the minerals to the United States and legislation authorizing the disposition of reserved minerals by sale, lease, or grant. With many modifications, these basic policies remain in effect at the present time. A 1796 act provided for the sale of the Northwest Territory and for the establishment of the present system of rectangular survey for public lands. The Lake Superior copper region was the scene of "wild and baseless excitement in 1837" when the attorney general concluded that the president had the power to lease lands in Wisconsin; this opinion soon was overturned by another attorney general. By 1846, Congress had passed legislation authorizing the president to sell reserved lead mines "as soon as practicable" since the system of granting Leases had proved to be unprofitable to both the government and the lessees, many of whom refused to pay the rent. The general practice of early federal Legislation was to make a distinction between mineral lands and other lands, deal with them separately, and generally withhold mineral lands from disposal except through special legislation dealing with particular land. In 1848, following the treaty of Guadalupe Hidalgo, a vast land area was ceded to the United States by Mexico. This area included the present states of California, Nevada, and Utah, as well as portions of Arizona. Colorado, New Mexico, and Wyoming. This abolished the Mexican laws and customs relating to mining and preceded the adoption of the miners' own rules and customs. The adoption of those rules and customs followed a hard-fought battle between western congressmen and the eastern establishment. The western congressmen advocated adopting local customs through a location patent system, while the eastern establishment, particularly in Ohio and Indiana, favored an all- leasing system to pay off Civil War debts. The first mining law was passed in 1869 as an amendment to an act granting right-of-way to ditch land owners, and it was followed by the 1872 Mining Law. Precedent was established for the first categories of protected lands in the opening words of this act, which included the phrase "all unreserved" lands. Reserved lands subsequently defined included military and Indian reservations and were excluded from location since they were determined to be reserved lands. Bituminous sands of the Lower Cretaceous McMurray Formation in northern Alberta constitute the ore for the surface mining operation at Syncrude Canada Ltd. These sediments represent a complex succession of fluvial, estuarine and marine depositional environments. Grade prediction is realized through a combination of geological interpretation, computer modeling, and reference to past mining experience. Accurate forecasts of feed grade permit reliable predictions of volumes for removal to meet budgeted synthetic crude oil production. This planning facilitates efficient allocation of mining equipment and resources. The feed grade to the Extraction Plant is monitored at various points along the delivery system.

"The ecological costs related to the various optimized production schemes were calculated based on the designed ultimate pit. Moreover, the influence of the ecological costs on the selection of production schemes was discussed. In one designed pit, a series of geologically optimum pushbacks with sufficiently small increment were produced using the floating cone method founded on the principle of the highest metal content. Then all the pushbacks were reordered by the dynamic network diagram. The production scheme with the maximum NPV route was considered as the optimum one. The ecological impacts produced by mining were quantified and the ecological cost calculation models, which contain the direct eco-value loss, the indirect eco-value loss, the eco-restoration cost and the carbon emission cost were proposed. In one big open pit mine case, various production schemes were optimized and the one with maximum NPV was selected without taking into account the eco-costs. The scheme with the maximum comprehensive profit was obtained by calculating the eco-cost of each scheme. The results showed that the best scheme considered with the eco-cost was not the scheme with the maximum NPV. Therefore, the eco-cost presents the effect on the selection of the best production scheme.Introduction Optimizing production scheme is to determine the mining quantities of ore and rock, the pushing position of stope each year, and maximize the NPV of mine. In the theory, production scheming optimization has gone through trial and error (Pana and Carlson 1966), linear programming method (Johnson 1968), mixed integer programming (Gershon 1983), integer mapping (Kim and Cai 1990), dynamic programming et al (Gu et al 2014). In recent years, the study on production scheduling optimization has been focused on two aspects. On the one hand, the study is to solve the investment risk caused by the uncertainties of economic and geological environment (Ramazan and Dimitrakopoulos 2013, Marcotte and Caron 2010, Lamghari and Dimitrakopoulos 2012, Godoy and Dimitrakopoulos 2004, Benndorf and Shishvan 2014). On the other hand, the emphasis of the study was on reducing the problems for the optimization algorithm, to make it more efficient and practical (Cullenbine et al 2011, Shishvan and Sattarvand 2015, Askari-Nasab et al 2011, Nasab et al 2010). However, different production schemes cause different damage of mine land and pollutant emission, thus triggering environment problem. With the improvement of people’s consciousness of environment protection, the environmental issue of mining has been attracting more and more attention."

The stress-relief method for the determination of the ground stress tensor is a common procedure in rock mechanics. In particular, the method of applying gauges to the end of a borehole is a well-established technique. Investigations, both experimental and theoretical, indicate that large discrepancies can exist in the determination of the ground stress tensor when the rock substance is not the ideal elastically isotropic material assumed for the reduction of data. The purpose of this paper is to extend the analysis of strain gauges applied to the end of a borehole to rock material more closely approximate to an orthotropic substance.

The bed filtration of colloidal particles has been modeled by performing a differential particle balance. The balance considered the localized particle deposition rate to be the sum of three rate resistances: 1) mass transfer to a region near the surface; 2) adhesion onto a partially filled surface; and 3) resuspension from a partially filled surface. The differential particle balance equations, one for the free particles and one for the adhered particles, were solved by a finite difference algorithm. The results of this model are compared to experimental filter breakthrough curves.

The adsorption of uranium onto Wyoming bentonite was measured in carbonate media over the range pH 8-11. Uranium was removed from solution onto the solids by a rapid reaction, proposed to be adsorption of the anionic uranyl tricarbonato complex onto edges of the clay platelets, and a slow reaction which may be precipitation of a hydroxide. The changes in uranium content of the aqueous and solid phases of a uranium ore carbonate leach slurry were also measured as the slurry was progressively diluted. There was an increase in the uranium content of the solids as the pH of the suspension was lowered, as was observed with the Wyoming bentonite. The results indicate the conditions that should be met with respect to pH control in order to prevent the problem of excessive uranium adsorption in the counter-current decantation washing circuit of a conventional leaching process, as well as in the leaching and restoration phases of carbonate solution mining.

U. S. consumption of sulfur and sulfur products is expected to increase at a rate of 8 percent per year between now and 1980, largely as a result of their use in fertilizer markets. World consumption is also increasing rapidly, but at a-lower rate, about 6-percent per year. In 1965, sulfur recovered in the United States from purification of natural gas; nearly doubled from the 1956-1960 average; production from pyrites declined; and production of elemental sulfur increased 15 percent. Concern about air pollution resulting from sulfur oxides produced from the combustion of fossil fuel has lead to intensive research on methods of removal before combustion, during combustion (in-process methods), and from the resulting flue gases. If all the sulfur in fossill fuels were recovered, more sulfur products would be produced than were consumed in the United States in 1965. Removal of sulfur from coal before combustion could result in a product sufficiently-high in sulfur to be a suitable raw material for sulfuric acid manufacture. In-process methods produce solid sulfates, some of which may have commercial value. Flue gas removal' methods for sulfur oxidest generally result in the production of a byproduct either of sulfuric acid or sulfur. The projected sale of these materials significantly lowers the anticipated cost of sulfur dioxides pollution abatement. Alternate methods for sulfur dioxide reduction are discussed. The various proposed processes are described and costs are given for the various methods for which estimates have been made.

During 1982 Ash Grove Cement Company contracted with Wagester, Walker, Thornton & Company to convert a Calcimatic rotating hearth kiln at its Portland, Oregon lime plant from gas/oil to coal firing. Increasing costs of natural gas and No. 6 fuel oil made this conversion mandatory if the plant was to remain competitive. Unique features of this project are 1) the distributors of pulverized coal to eighteen small burners around the inner and outer perimeters of the doughnut-shaped kiln, and 2) the attrition-dryer-pulverizer mill. Ash Grove, a century-old lime and cement producer headquartered in Overland Park, Kansas (Kansas City area), looked at various schemes for multiple burner firing before employing Wagester, Walker, Thornton & Company. W.W.T. of Pitts- burgh, Pennsylvania was formed in 1980 by acquiring the Solid Fuels Division of the Pullman Swindell Corporation. This division had been active in developing solid fuel firing for brick tunnel kilns, principally in the Southeast. They continue to supply such systems firing wood waste as well as coal to the brick industry and have also converted two Calcimatic lime kilns for Dixie Lime, Sumterville, Florida, a fluid bed calciner for Texas Gulf in Aurora, North Carolina, and a chrome concentrate kiln for Diamond Chemicals at Castle Hayne, North Carolina. Testing and a proposal have been made for INMETCO, Elwood City, Pennsylvania, on an annular hearth furnace for direct reduction of iron ore to metallic iron.

The productivity in coal mines, measured in terns of the output per manshift depends largely on the efficiency and speed of men and materials transport between working faces and the surface. The mechanization of coal winning and material handling processes has led to a great rise in the mine productivity (1). Early applications of power in U. S. coal mines were mainly electrical. The excellent traction available with the DC motor and the ease of the distribution of the DC power have made trolley wire installations for haulage very popular. In shallow mines with very limited emissions of methane it did not constitute a major hazard but as mine depths increased and corresponding emissions of methane also increased fire and methane ignition hazards have become very serious. Conveyors have proved economic where intense mechanization of coal faces generates a large output of coal from a single face, but the fire and respirable dust hazard associated with them are no less serious. Recognizing these shortcomings, the Federal Coal Mine Health and Safety Act of 1969 laid down numerous provisions for the safe use of trolley-wire haulage and conveyors (2) which generally improve safety but in some cases complicate mining operations and have decreased productivity significantly since 1969. In course of time as coal mines become deeper and hence gassier and as the emphasis on safety increases it would be inconceivable to use trolley-wire haulage under ground as already witnessed in several other countries with deep coal mines. With rising capital investments and cost of the protection against fire and respirable dust, the use of conveyors may also have to be limited to special areas, e.g. main entries. Indeed, there are only two alternatives available, namely; (1) Degasify the coal seams prior to mining and use conventional electrical power, or (2) Develop alternate sources of power which would be safer and yet efficient and cheap.

Martin County Coal Corporation's operations are located on Wolf Creek in Martin County in the eastern part of Kentucky. The mining complex was started in 1971 and has grown to a 2.273 Mt/a steam coal operation. All of the production goes to Duke Power Company's Belews Creek electric generating station in North Carolina. Production comes from four seams that are mined by deep and surface mining methods. Surface mining accounts for 55% of the production and the remainder comes from 2 underground mines. Continuous miners are used exclusively underground. The preparation plant was originally designed to take coal at the rate of 907 Mt/h but that has gradually been increased to 1134 Mt/h. Other cleaning equipment includes Daniels DMS vessels, Model 77 Deister tables, 355.4-mm R. & S. Hydro- cyclones, Krebs 254-m classifying cyclones, Daniels froth cells and in 1980, 3 Krebs 508-mm heavy media cyclones were added to recover some lost and misplaced material. CMI centrifugaldryers and a Hey1 & Patterson size 100 thermal dryer are also part of the coal preparation equipment.

Today the standard method for grinding ore is the wet process. This is mainly due to the fact that the downstream process is wet and considering the total circuit dry grinding is not the most eco­nomical method for the comminution of the ore. Presently in gold ore processing dry grinding is only applied in cases where whole ore roasting is required downstream from the milling plant or if organic carbonaceous matters and sulfides are the primary reasons for the refractoriness. Since dry ore can be fed to the roaster, a dry grinding mill can advantageously be applied. In cases where d1y grinding could be applied advantageously for instance if the ore contains water soluble material and wet grinding is not possible there are serious concerns prevailing within the industty against this technology due to several reasons. Besides of the aspects as discussed later in this paper, there are several plants in operation with little success and considerable operational prob­lems. The reasons for this often lie in the fact that the several com­ponents of such a plant are bought from independent sources with­out considering the system requirements. It is essential that the dry grinding plants require accurate design between drying, pneumatic transport and grinding of the ore in the circuit. This paper will address some of these concerns raised in the industiy from a mill vendor's view along with discussing the development for the selection and configuration of the various dty grinding circuits.

Introduction Coal is the US's largest indigenous fossil fuel resource and is used to power 57% of this country's electrical generation (NCA, 1986). Congress, however, is focusing its attention on the acid rain issue and public sentiment is leaning toward further curtailments of SO2, NO, and particulates from utility and industrial coal-burning facilities. The Cool Water plant has proven that integrated-gasification-combined-cycle (IGCC) technology can reliably produce economical electrical power while limiting SO2, NOx, and particulates to a rate of only one-tenth of the federal New Source Performance Standards for coal-fired plants. Process water requirements at Cool Water are 40% less than those of a conventional coal-fired utility plant equipped with flue-gas desulfurization units for stack gas scrubbing, thus reducing waste water treatment requirements (Clark and Shorter, 1985). The IGCC technology employed at Cool Water has now been demonstrated to efficiently convert coal to electricity in an environmentally superior fashion. The Cool Water Coal Gasification Program is an unincorporated California association of six partners whose commitment is proving that the integration of gasification with combined cycle power production (IGCC) is commercially viable and environmentally safe. The 120 MW Cool Water plant began commercial production on June 24, 1984. The Program is operating it for a five-year commercial demonstration period. Six minerals and one ore, namely, barite, dolomite, galena, limestone, quartz, quartzite and taconite, were ground in single-particle comminution mode in a rigidly mounted roll mill with different levels of energy input. Grindabilities were determined from the median size of the self-preserving product size distributions, which was taken as a measure of the fineness of the ground material in an empirical energy-reduction ratio relationship. These values reflect the inherent resistance of the solids to mechanical size reduction that are least distorted by particle-particle interference effects, grinding characteristics, energy efficiency of the milling system employed and the extent of the fineness specified.

The ideal entering freshman for the College of Mineral Industries possesses the necessary aptitude to complete successfully a difficult technical curriculum, has a highly developed intellectual curiosity and adequate preparation in basic mathematics, sciences, and English, is enthusiastic about pursuing a career in the mineral industries, and puts forth a good academic effort while attending Penn State. The present programs of the University?s Division of Counseling and the College of Mineral Industries are directed toward providing the College with students who will meet these requirements. At present, freshmen are admitted to the Pennsylvania State University without entrance examination if they are in the upper two-fifths of their high school classes. All Pennsylvania students in the lower three-fifths are required to take the University Aptitude Test and all out-of-state students the College Entrance Board Examinations. Such students are admitted only if they score sufficiently high on either test to indicate the ability to do satisfactorily the work of University students. Only to this extent, are native intelligence and areas of greatest aptitude known for the Freshman prior to admission, and they are, therefore, largely beyond the control of either the Division of Counseling or the College of Mineral Industries. Because all freshmen, with exceptions that are numerically minor, are required to select a curriculum before admission to Penn State, each student who presents himself for required counseling during the summer, prior to his first semester, has already made a choice of his course of study. In many instances, such choices have been made without a rational and serious consideration of the student?s abilities and interests. Through tests given between the date of admission and the date of the counselling interview, it is possible to measure these characteristics and for the Division of Counselling to advise the student of his chances of success in his chosen curriculum. If he is qualified for the curriculum he has selected, Counselling Service goes on to direct the student?s attention to those other curriculums which are in the same general area as the one he has chosen and which will also challenge his abilities and correspond to his interests, Through this counselling, the curriculums of the College of Mineral Industries, which are often less well known to high school students than others for which they are no more qualified by ability or interest, are brought to the attention of the incoming freshman.
