"Location. The iron formation of the Gogebic district (including the Penokee) comprises a narrow belt south of the western part of Lake Superior extending from Michigan for a considerable distance into Wisconsin. From the mouth of the Montreal River (about twenty-five miles west of Ashland) the iron formation is only about twelve miles distant, but it is about twenty miles south of Ashland. Beginning on the east at a point about eight miles east of Wakefield, Mich., it extends through Sunday Lake, Bessemer and Ironwood in Michigan, and thence south of west through Hurley, Wis., and only a short distance south of Mellen, Wis. About eight miles westward from Mellen, the formation disappears, but six miles further west it is known to reappear and continue thence for about eight miles. The total length of the range is about sixty miles, two-thirds of this distance being in the State of Wisconsin; but nearly all of the ore has been obtained from the eastern third of the district, which is in the State of Michigan.History. This iron range was first noted in 1848 by Dr. Randall, assistant geologist to Dr. David Dale Owen, while following the fourth principal meridian northward. It was also reported by Charles Whittlesey in an account of a survey made in 1849, and published by Owen in 1852. Analyses of the iron ore are given with the following account. ""The bed of magnetic iron ore south of Lac des Anglais is of extraordinary thickness,25 to 60 feet. * * In the wild and deep ravines where the Bad River breaks through the range, there is a cliff of slaty ore * * * probably three hundred feet thick. * * * I estimate more than one-half of this face to be ore, and in places the beds are from ten to twelve feet in thickness, with very little inter-mixture of quartz * * * . The position of the best exposures of ore which I saw is such as to require from eighteen to twenty eight miles of transportation to reach the lake."""

Predictive geochemical and limnologic modeling of pit lakes is an important aspect of modern permitting. One of the key assumptions of many predictive pit-lake models is that highwalls and pit backfill become unreactive once submerged by the filling pit lake. Existing pit lakes provide useful data to test this assumption. The Sleeper pit lake (northwestern Nevada) is near hydrologic equilibrium and contains good-quality water that generally meets regulatory requirements for pit lakes. Despite the overall stable geochemical composition, seasonal trends in the hypolimnion indicate the generation of solutes and fluctuations in pH. This work applies mass balance, analysis of subaqueous pyrite oxidation, and trends in solute concentrations to evaluate the potential causes of long-term solute generation in the hypolimnion of the Sleeper pit lake. Results will aid in refining the effect that inundation of highwalls and waste rock has on ultimate pit lake chemistry and long-term closure planning. In the case of the Sleeper pit lake, ongoing solute loading does not substantially change the closure plan at this time as influent groundwater contains abundant alkalinity. INTRODUCTION As mine pit lakes become more widespread, regulatory agencies are increasingly requiring advanced predictive modeling of pit-lake geochemistry during permitting. The end goal of all those involved in these permitting actions (i.e., the mining company, the regulatory agencies, and the public) is to have pit lakes become geochemically and hydrologically stable for the long term, which may then allow mining permits to be relinquished. The modeling endeavors therefore are important to inform long-term closure of pit lakes. The conceptual models and numerical methods used to predict pit-lake water quality are complex and require substantial amounts of data and a variety of assumptions (Castendyk et al., 2015). One of the common modeling assumptions is that solute generation via acid mine drainage is eliminated (or at least decreased) by the filling of the pit lake and inundation of highwalls and any in-pit waste rock. However, few studies have reported on observations that support or refute this assumption. The water-quality record of the Sleeper pit lake is an ideal dataset with which to test these assumptions. The former Sleeper mine is located in northwestern Nevada (Fig. 1), and has been inactive (in terms of ore extraction) since 1996. The mine extracted Au and Ag from the famous high-grade Sleeper vein and associated widespread stockwork mineralization (Nash et al., 1995). Water quality in the pit lake has been monitored since the cessation of dewatering in 1996. The current pit lake actually occupies three separate sub-pits, the Sleeper, Wood, and Office pits (Fig. 1). The Sleeper and Wood pits undergo regular water-column monitoring using a conductivity-temperature-depth (CTD) probe, and sampling for dissolved inorganic constituents at several depths (~10, ~130, and ~330 ft. below lake surface). Groundwater quality is also monitored using a series of wells (Fig. 1).

In the solvent extraction -electrowinning recovery of copper from oxide or sulfide ores there is a continuous transfer of iron and other impurities from the primary leach solution to the copper electrowinning electrolyte via chemical transfer or mechanical entrainment. Iron is the principal impurity that has to be controlled in the electrolyte by a "bleeding" of the electrowinning solution. This bleeding transfers copper and sulfuric acid back to the primary leach circuit along with the iron. Copper is recovered via the solvent extraction process and generally the sulfuric acid is used as a reagent in leaching. Unfortunately, cobalt, which is added to the electrowinning solution to modify the anodic process, is irreversibly lost through the bleeding operation. This cobalt loss represents a significant operating cost to SX-EW copper producers. DiphonixTM ion exchange resin contains diphosphonic acid and sulfonic acid functional groups on a polystyrene-divinyl benzene matrix. This resin has been found to strongly and selectively extract ferric ion from copper sulfate -sulfuric acid solutions containing cobalt. Thus, an ion exchange process using DiphonixTM resin for the control of iron has been developed to replace the conventional bleed stream process. The new process minimizes the loss of cobalt from the electrowinning circuit and strips the iron into a sulfate based solution suitable for leach solution makeup. In addition, this process can effect a lowering of the total iron concentration in the electrolyte circuit with an associated increase in current efficiency. In this paper, data on the loading and elution of iron are presented. Laboratory and pilot scale data will be discussed along with information on process design and comparative economics.

Introduction Traditional aggregate sources - riverbeds and alluvial fans - located close to developing urban centers are being foreclosed to mining. As sand and gravel reserves are depleted, nearby production plants cannot secure additional, adjacent reserves and are being forced to close down. The sand and gravel industry, in many respects, is its own worst enemy. It promotes development, street paving, home building, and industrial and commercial centers. Economics make us favor developments close to our operations. Thus, we encourage development by our neighbors, who soon become our detractors. Current Aggregate Mining Problems Urban development is not compatible with sand and gravel mining. Neighbors dislike the view of pits and quarries, and they complain about dust, noise, and trucking. In general, the neighbors are not happy being close to an aggregate source. This is reflected in land use or zoning laws. In most localities, mining requires a special-use permit. Public hearings are required before a legislative body. If a large group of opponents show up, legislators will often deny the land use. Urban areas are seeing traditional close-in sand and gravel sites becoming no longer available for industry. A parallel situation is also developing in most urban areas. That is, the not-in-my-backyard attitude toward landfills. As urban areas mature; a significant amount of change takes place in the physical makeup of a city. Streets and parking lots deteriorate and need repaving. Curbs and gutters need to be relocated. This necessitates a place to dispose of excess, or old, paving and structural material. Since landfills have become at least as difficult to permit as sand and gravel sites, they are becoming remote from urban areas. A significant portion of the structural material that needs to be disposed of is concrete and asphalt. This material is heavier than other materials. Thus, the cost of moving a large volume of very heavy material to a landfill becomes very expensive. In California, dump truck transportation is regulated by the State Public Utilities Commission through minimum rate tariffs. A rule of thumb for estimating the cost of such transportation is once the material is loaded, the extra kilometer (mile) costs $0.09/t ($0.08 per st). Thus, to haul an 18-t (20-st) road an extra 32 km (20 miles) will cost about $32. Because of its remote location, the cost of hauling aggregates to the point of use in an urban area becomes excessive - about the same as hauling the material to a landfill. Here is a classic example for synergism. If we could save the transportation cost of heavy demolition material by disposing it relatively close to the central city (its source), and at the same time provide an aggregate source close to the central city (its point of use), two difficult economic situations can be solved. Thus, the develop¬ment of recycling concrete and asphalt. Mining Concrete and Asphalt There are two methods of mining concrete and asphalt. The first is to pick up the old pavement in pieces. Thin, cracked pavement can usually be lifted from the grade with a front-end loader. It will break up into manageable-sized pieces. With heavier pavement, it is sometimes necessary to intentionally break it up with a stomper or heavy ripper. The pieces are loaded into heavy dump trucks and shipped to the crushing site. Introduction Spontaneous combustion in coal mining is recognized as a major hazard in terms of safety and economics. A survey by Olaf (1979) revealed that 80% of coal mine fires were caused by spontaneous combustion. Modern mining methods demand a high capital investment. Closure of a working face may then result in a huge loss. Even a short production interruption can prove expensive. Spontaneous combustion may also produce lethal amounts of carbon monoxide, thus posing a serious threat to the health and safety of underground miners. The worldwide recession in the early 1980s resulted in a number of mine closures and production cutbacks. So large stockpiles at mine sites were common. Experience has shown that stockpile fires are difficult to extinguish. Critical factors influencing spontaneous combustion There is no simple method of predicting whether a particular mining method applied to a specific coal seam will result in spontaneous combustion. Under favorable conditions of heat accumulation, spontaneous combustion can occur with any type of coal. It is known that subbituminous coals are more susceptible compared to low volatility bituminous coals, and that a high ratio of exinite increases the risk. However, the inherent moisture content of the coal and the exposed surface area may be more significant. Actual mining and ventilation conditions also strongly influence susceptibility. In practice, the experience gained with the mining method applied to a particular type of coal seam must be carefully evaluated with respect to the factors responsible for spontaneous combustion. Feng, Chakravorty, and Cochrane (1973) summarized the critical factors influencing spontaneous combustion in coal mines (Table 1). Prevention methods and strategies Mine layout is the most important factor preventing spontaneous heating. Working districts should be designed so that a particular section can be isolated on short notice without affecting production in others. Sites for preparatory seals should be identified and marked during planning. With coal seams that are highly susceptible to spontaneous combustion, the retreat method of working is preferred. This is because the gob is not subjected to a large difference in ventilation pressure. Coal pillars should be designed to resist excessive crush. The panel system of working is preferred, particularly for mining coals susceptible to spontaneous combustion. The size of each panel is calculated based on the incubation period and the rate of extraction. Controlling air leakage is also important for controlling spontaneous combustion. This is usually achieved by minimizing ventilation pressure difference, proper siting of doors, and avoiding unnecessary stopping and starting of fans. Air leakage is also reduced by sealant coating, injection of cements in cracks and crevices, and by maintaining good gateside packs. Application of inhibitors to control spontaneous combustion met with limited success. Chamberlain and Hall (1973) concluded that borate solution or Montan powder sprayed in the gob area or infused into a low rank coal would reduce the possibility of spontaneous combustion. Early detection of heating Significant research is being conducted worldwide to develop methods for early detection of heating. Monitoring combustion products during the early stage of heating is the most suitable method for detecting spontaneous combustion. The major gaseous products resulting from low temperature oxidation of coal are carbon dioxide, carbon monoxide, and water vapor. In mining operations, carbon dioxide monitoring is considered unsuitable because there are sources other than spontaneous heating from which this gas may originate. Carbon monoxide, however, is a more specific product of combustion during low temperature oxidation of coal. Over the years,

INTRODUCTION Volcanic tuffs on and adjacent to the Nevada Test Site (NTS) are being considered by the Department of Energy (DOE) for the possible geo- logic disposal of high-level radioactive wastes. The Nevada Nuclear Waste Storage Investigations (NNWSI) project was established in 1977 to evaluate such disposal. Sandia National Laboratories (SNL), one of the participants in the NNWSI project, has as one of its responsibilities the development of a rock mechanics program for the Nevada site. SNL conducted three small-diameter heater experiments in welded and nonwelded tuffs in G-Tunnel on the NTS, to investigate the thermal (heat transfer) and hydrothermal (thermal- induced water migration) behavior as part of the rock mechanics program. These two aspects were investigated to increase knowledge about the behavior of tuff so that predictive capabilities are available for use by repository designers, waste-package designers, and performance analysts. Also, knowledge of the behavior of the tuff is invaluable for planning and designing future in situ experiments at Yucca Mountain, the candidate site for the repository. The evaluations of these three experiments is the subject of this paper. Designers, analysts, and experimenters are seeking a better understanding of the behavior of tuffs under the influence of thermal loads expected from radioactive-waste storage, because of two physical features peculiar to tuffs. First, tuffs are inherently porous because of the manner in which they are deposited (Smith, 1960). Tuffs utilized in G-Tunnel testing have porosities ranging from 15 to 46%, which cover the ranges of expected porosities in the target horizon at Yucca Mountain. It has been established that the G-Tunnel tuffs have similar bulk, thermal, and mechanical material properties to those at Yucca Mountain (Zimmerman et al., 1984), thus, G-Tunnel testing can be used to evaluate the effects of porosity on the thermal and mechanical behavior. The second feature is that tuffs above the water table contain pore water that influences the thermal properties of the rock; displacement of the water must be accounted for in repository designs and analyses. For example, G-Tunnel tuffs, located some 600 m above the static water level, have saturations in excess of 60%. Similar percentages are expected at the target horizon in Yucca Mountain (Zimmerman et al., 1984). The presence of and the removal of the pore water affects the thermal behavior of the tuffs, and these three experiments were designed first to determine the phenomenological behavior and then assess influences on predictive capabilities. The focus in this paper is to present the results and evaluations of the experiments as they apply to improving predictive capabilities. The thermal aspects are emphasized by comparing the measured temperatures (in and around heater emplacement holes) with calculations of predicted temperatures using numerical models, so that the effects of significant parameters can be evaluated and integrated into future predictive models. Observation of the hydrothermal aspects is needed to assess the effects of loss of pore water and subsequent migrations on the temperature fields during the heating, and also to define the expected environment in the vicinity of the outer metallic surface around the waste. The metallic boundary can be either the outer shell of the waste package system, which is the main engineered barrier for waste containment, or the borehole liner. A final decision has not been made as yet about the necessity for lining boreholes; thus, the emphasis is on predicting the characteristics of the environment around the outer metallic surface. INTRODUCTION The paper presents a broad overview of the geotechnical site studies required for siting uranium tailings dams. These studies, which are interdisciplinary in nature, touch upon such related fields as: hydrogeology, hydrology, and seismicity. Tailings dams are commonly used to develop tailings ponds for the storage of the waste products generated by mine milling operations. In the past, most tailings ponds have been developed either above ground on dry land, or in existing lakes. In the United States a majority of the uranium mines are located in arid or semi-arid regions and past practice has been to store the wastes above ground on dry land (1,2). Currently, the United States Nuclear Regulatory Commission (N.R.C.) recommends below ground disposal of uranium waste products, although they indicate that they will consider above ground alternatives (3). In Canada many of the existing uranium mines are located in a wet environment and past practice has been to use small lakes and depressions as tailings ponds (1,4). However, current practice in Canada leans towards above ground, dry-land storage (5,6,7), and the Atomic Energy Control Board (AECB) guidelines (5) indicate this to be the preferable method. In B.C., where a moratorium on uranium mining has been declared by the Provincial Government, there are no existing uranium tailings ponds. However, both the formerly proposed Birch Island and Blizzard uranium developments would have used dry land storage. Most of the existing non-uranium mill wastes in B.C. are stored behind tailings dams on dry land. The waste products delivered to the tailings pond comprise, the ground-up rock that remains after most of the uranium values have been removed and the excess chemicals used in the milling process. These waste products, which are called "tailings", are normally mixed with water to produce a slurry and then pumped to the tailings pond. Since the uranium recovered constitutes only a small percentage of the ore (usually less than 1%) (8), large quantities of waste rock and associated transportation water are discharged into the tailings impoundment area. Consequently, relatively large tailings pond areas are required for the uranium tailings. In recent years, major advances have been made in the design, construction, and operation of non-uranium tailings storage facilities (9,10,11,12,13,14, 15). The Changement mine in French Guyana has, since 1983, processed gold ore by classical gravity methods. A large part of the gold is in the form of very small, free or enclosed grains. Recovery by gravity methods is thus limited (25-30%) and the present plant produces about 40,000 t annually of auriferous waste assaying about 6 git. The company therefore decided to retreat the waste by heap cyanidation. After laboratory tests which showed the feasibility of the method, a pilot test was set up on site. An experimental 3000 t heap, composed of waste of 0-8 mm grain size, was laid out by bucket loader on an impermeable pad covered by PVC and geotextile cloth. The upper layer of the heap was reworked by mechanical shovel to break up the area that had been compacted by the passage of the loader so as to restore adequate permeability.

"While genetic algorithms have been widely adopted in ore grade estimation and optimization, mine design, and production scheduling in the mining engineering field, reliability and maintainability analysis of mining equipment using genetic algorithms has been a relatively new research area in recent years. This paper presents an application of genetic algorithms using case studies with seven underground scoop trams whose maintenance records have been collected over a period of 12 months from an underground mine in the Sudbury mining area. Based on the assumption that various factors that contribute to machine failures resemble the biological evolution process, the authors have developed an in-house PC software application called GenRel which adopts genetic algorithms in its programming. In this study, the authors feed the historical maintenance data into GenRel in order to predict future maintenance characteristics of mining equipment in a time period of three months. Then the predicted maintenance characteristics are compared to the actual maintenance records in the same time period. A statistical study is then used to examine the similarity between the predicted data and the recorded data.INTRODUCTION Today maintenance costs of sophisticated engineering systems are so high that maintainability draws great attention from scientific researchers to operations managers. For instance, a study by [1] shows that American manufacturers spend more than 300 billion U.S. dollars on plant maintenance and operations. Therefore it is understandable that the main objectives of applying maintainability principles to engineering systems are to reduce projected maintenance costs, to use maintainability data to estimate system or equipment availability/unavailability and to determine labor-hours and other related resources needed to perform the projected maintenance. A system with better maintainability would inherently provide the benefit of lower maintenance costs, less time to recover with lower breakdown frequency (design for simplicity), less complexity of maintenance tasks and relatively reduced man-hours [2]. Most maintainability functions use the Time To Repair (TTR) as the independent variable. It is common to use probabilistic or statistical concepts to define a maintainability function, for example, the probability density function. Let t denote the time. Assuming a repair starts at t=0 and completes at time T, the maintainability can be mathematically defined [3] as in Equation (1)."

Thirty years ago, the appearance of a female mining engineer, geologist or miner in a company, union or mine environment would have been unthought of, unwelcomed and violently opposed. Twenty years ago, the intellectual perception of the news that women were interested in becoming mining engineers, geologists and miners had been accepted by the industry-but no one wanted to be the first to hire one of these exotic creatures. Ten years ago, those who had been most vehemently opposed to the philosophical idea of women working in these areas were faced with competent, productive engineers, geologists and miners-who only incidentally happened to be women-and began hiring them. Historically, of course, one can always find the isolated individual who worked in these areas-the first female graduate of the Colorado School of Mines with a mining engineering degree graduated in 1903-but the concept of woman as professional engineer was very slow in arriving in the United States. The few who worked as miners generally worked in small family enterprises, such as some of the coal mines in both Eastern and Western United States. Others accompanied husbands or sons into wilderness areas searching for gold and other precious metals.

INTRODUCTION In any large earth-moving operation, good planning and management are necessary to complete the operational tasks promptly and successfully. When an earth moving operation is complicated by radioactive contaminants, normal earth moving techniques and procedures must be modified. Any planning and management, therefore, must include the radiological aspects of the operation. It was found that the radiological aspects dominated most of the planning and management activities and were extended to all facets of the decontamination work at the former Shiprock uranium millsite. These planning aspects are discussed and their use to develop a work plan is described. The management aspects are discussed and their use to establish a management structure are also presented. PLANNING Some method of procedure, formulated beforehand, was necessary to govern the decontamination work at the former Shiprock uranium millsite. This procedure was expressed in the form of a work plan which served several listed purposes. 1. It defined the work to be done and the sequence it would follow. 2. It was used as a yardstick to measure progress. 3. It was used to assign organizational responsibilities. Several factors were considered to aid in the development of the plan. These factors are discussed below: Goals It was established that radiation exposure was occurring to persons working at the millsite, and in an around the community of Shiprock, from airborne radioactive mill wastes and radon-222 exhaling from the tailings piles. The goal set for the decontamination work was to reduce on-site exposures to levels acceptable for the millsite occupants. The attainment of this goal would also have a substantial impact in reducing off-site exposures. The objectives necessary to achieve the goal were consolidation and containment of the wastes. The former objective implies decontamination of the millsite and environs, and the later implies stabilization of the wastes. In practice, a total and complete decontamination of the millsite and contaminated environs would be very difficult and costly. The costs for decontaminating them could be high enough that an alternative method might be more cost-effective for reducing human exposures (i.e, move the affected people away from the source). The interim guide "Radiological Criteria for the Decontamination of Inactive Uranium Millsites" was used for the decontamination criteria (EPA 74). Briefly, the criteria state that off-pile decontamination should be effective enough to reduce the net above ground exposure rate to less than 10 [u]R/hr for unrestricted use of the affected area. When decontamination cannot readily be achieved, the exposure rate levels could be relaxed to 40 [u]R/hr; however, the affected area has to be restricted. The second objective, waste containment, means isolating the wastes from the biosphere. Since no method of containment was available at the beginning of the millsite decontamination effort, temporary containment (interim stabilzation) became the objective. The tailings pile and decontamination wastes would be covered with clean fill. The interim stabilization should last from 5 to 10 years until the final disposition of the wastes will occur. The goal, therefore, would be achieved by decontaminating the off-pile areas to less than 10 uR/hr where practical. The decontamination wastes would be used to plate the surface of the tailings pile and would be covered with clean fill. Radiological Survey The radiologial survey is the key factor for planning a decontamination activity. The survey should delineate the spread and depth of the contaminants relative to the decontamination criteria. Surface wastes, in general, can be evaluated for spread and depth with reasonable radiation survey equipment. Subsurface wastes on the other hand can be missed entirely, as happened during the radiation survey at the Shiprock site, although numerous exploration holes were bored and dug. The survey results can be used to define areas that may not be amenable to decontamination because of complications or safety reasons. For example, no decontamination of the bluff base was to be attempted because of the possibility the bluff might collapse on the personnel and equipment. Contaminated bottoms of decant ponds on the flood plain were not removed because they would be slurried by ground water. Slurry removal was deemed inefficient because the contaminants would be scattered and no equipment was available for its transport. Determination of the best time to replace an aging unit of equipment is a recurring problem which is common to essentially all surface and underground mining operations. Virtually all mining equipment is subject to wear and the resulting deterioration that increases with equipment life. This mechanical deterioration results in lower availability and, thus, decreasing, production. Due to decreasing production and increasing repair costs, there is an optimum age at which the replacement of a given equipment unit with a new unit will result in the lowest cost per unit of production for the equipment operation in question (Figure 1). Determination of this optimum replacement age is further complicated by factors such as: possible overhaul alternatives, fleet replacement and expansion alternatives, remaining life of the mine, and technological improvements in the potential replacement or differences in the production capacities of these replacements. Determination of the optimum time to replace an equipment unit becomes more critical each successive year due to the rising capital costs of new equipment versus maintaining old equipment. An incorrect choice of the replacement age for an equipment unit can result in excessive costs to the mining operation. If a unit is replaced too early, the capital cost of the unit is not fully utilized; conversely, replacing a unit too late results in excessive maintenance costs and low production. The economic life of a piece of equipment is the equipment age that results in the lowest total discounted cost per unit of production for that piece of equipment, not considering the cost of future replacements. The economic life of a piece of equipment is usually shorter than the physical life, the maximum age at which a machine is capable of doing useful work. The optimum replacement age for a piece of mining equipment may vary from the economic life of that equipment due to the remaining life of the mine, fleet considerations, costs associated with potential replacement machines, and capital rationing constraints. For example, the equipment life of the current machine that may result in the lowest cost per unit of production might be 10 years; however, when the timing of the future replacement costs are entered into the calculation, a different life for the current machine might result in the lowest total cost per unit produced for the remaining life of the mine.

The Star-Morning mine is a. 1000-ton-per-day lead-zinc producer located in the easterly part of the Coeur d'Alene Mining District of North Idaho. The property includes both the Star and Morning mines which are located on the westerly and easterly portions of the same complex of veins. The mine is 70% owned by the Bunker Hill Company (Gulf Resources, Inc.) of Kellogg, Idaho, 30% owned by Hecla Mining Company, and operated by Hecla Mining Company with head-quarters in Wallace, Idaho. One of the characteristics of mines in the Coeur d'Alene District is that many of the ore bodies extend to very great depths. The Star is no exception, but rather a leading example. The complex of near vertical veins and ore shoots extend some 7000 feet below the surface at present, with a maximum strike length of about 4000 feet. Ore has been mined on 20 separate veins and ore structures. More than 50 miles of headings have been driven and nearly 23 million tons of ore mined since the Morning mine started in.189S. The problems of mining at such depths are formidable temperature on the bottom level is 1100 F and high humidity problem. Pressure from the sheer weight of rock is as high foot. This paper will deal with providing a new access to the deeper levels of the mine and the installation of a hoist and related items to service these levels. By the time development had reached the 7100 level (Figure 1), it became apparent that a different 'hoisting system was going to be necessary if we were going to continue to mine at a profit. The main shaft extended to the 4000 level at which point a ?:3100"'foot winze shaft provided access to the 7100 level. The two hoists were limited to handling 3-ton payloads at 1200 to 1500 feet per minute. Some ores are still produced from above the 4000 level but as these ore reserves become depleted the hoisting of the desired tonnage (1000+/day-) from the lower levels of the mine would exceed the capacity of the existing hoisting system. A decision was made to sink a new vertical shaft at a point well in the south wall of the ore bodies where strong rocks and a minimum of faulting was expected and to purchase and install a new hoist capable of hoisting over 7000 feet. This new' shaft, designated as the No. 4 Shaft, was planned to reach 2000 feet below the 7100 level which was the deepest level at that time. The hoist would be in-stalled on the ,main 2000 Adit level which is used as an access and haulage level to the concentrator and surface plant in Burke.

The historic Getchell property is currently being mined from the Getchell Main Underground workings, a foot wall extension of the Getchell open pit deposits along the Getchell fault. Drift-and-fill techniques are used to extract the ore through a ramp access. The adjacent Turquoise Ridge deposit is currently under development via two vertical shafts. Together, the two mines will continue to provide feed to the Getchell's 3,200 tpd mill/autoclave circuit, taking Getchell Gold from its current production rate of 200,000 ounces (Au) per annum, to over 400,000 ounces (Au) per annum by 1999.

INTRODUCTION The inactive uranium mill tailings investigated in this study are located in two mining districts, Elliot Lake and Bancroft, Ontario, Canada. The sites exhibit a mixture of surface features consisting of dry areas, with or without vegetation and areas covered with water. On the edges of the water bodies, indigenous vegetation has invaded the tailings beaches [ Typha] spp. (Tourn.) L. a dominant plant on these tailings beaches, has been studied for the uptake of radium-226 and lead-210 (Kalin and Sharma, 1981b) from the tailings. It was found that most of the radium-226 remains in the roots of the plants, and that the solubility of radium-226 in control soil differs from that in tailings. The uptake of radium226 by vegetation and other biota is related to the solubility of the element in water. Factors controlling the solubility of radium-226 in uranium mill tailings are of interest in assessing the environments effects of these wastes. Rusanova (1962) found that the soluble or extractable amount of radium from the soil is inversely related to the total concentration of calcium and magnesium in the soil. Experimental work has clarified some aspects of the leachability of radium from uranium mill tailings (Levins, et al., 1978; Wiles, 1978, and others). Halvik, et al., (1967) studied the effects of pH and chemical composition of surface water on the liberation of radium from uranium mill tailings and uranium ore. He found that an increase in pH, up to a value of pH 9, decreases the amount of radium released from the tailings and the ore. A positive effect of calcium chloride was noted on the leachability of radium. Benes (1981) reviewed the physicochemical forms of radium and its migration in water. Based on experimental work, he identifies primary factors which determine leaching of radium from uranium mill tailings. The ratio of the volume of the leaching solution to the weight of the leached sample; the composition of the leached solids and the leaching solution, and finally the pH of the leaching mixture are of importance. He emphasized that a scarcity of field data exists, which would relate experimental work to the actual situation in the tailings ponds. Inactive tailings ponds in Ontario are 16 to 23 years old, and processes which are of importance in evaluating the long term effects of uranium mill tailings in the environment can be studied. The objective of this work was to investigate the leachability of radium-226 from the tailings under field conditions. MATERIALS AND METHODS Sample Collection A description of inactive tailings sites in Ontario, where the tailings and the water for this study were collected, can be found in a report by Kalin (1981). [Typha] spp. specimens were excavated from 16 different locations along with the tailings attached to the roots of the plants. A tailings sample from the surface area, around the plant, was secured before the excavation. Tailings samples were also collected from dry areas free of vegetation in the vicinity of the wetland stand. Surface samples (depth 0-5 cm) and samples at a depth of 20-25 cm were secured. Water was collected from the shallow tailings beaches around the vegetation stands. Sample Preparation The roots of the plants were washed free of tailings with distilled water. The resulting thick slurry of tailings was allowed to settle in the wash basin for five minutes and the supernatant water was decanted. The remaining saturated tailings were brought to 400 ml volume with distilled water in a beaker. The slurry was mixed with a magnetic stirrer for two 24-hour periods. After the first 24-hours, the slurry was allowed to settle for 20 minutes and the supernatant water was removed. The remaining sediments were suspended again in distilled water (400 ml total mixture) and leached for a second 24hour period. The tailings slurries from the different locations had a solid to liquid ratio, which ranged from 0.5 to 1.4 grams of dry tailings material per millilitre. The variations in the ratios are the result of differing fractions of coarse and fine tailings on the sites. In the final leachates, the solid to liquid ratios of the samples were 0.17 (±0.1) g/ml. The pH of the surface water and the leachate was determined with an I.L. Portomatic pH meter. All the tailings samples were homogenized in a mortar and brought to dryness at 75 to 85°C. INTRODUCTION Uranium mining operations release radioactive materials into both air and water and generate large quantities of solid wastes containing low levels of radioactive materials. Solid wastes produced by mining operations remain on the surface at many inactive mining sites in the Western United States. These mining effluents may present a potential health and environmental hazard. Therefore, Congress, in Section 114(c) of the Uranium Mill Tailings Radiation Control Act of 1978, instructed the Administrator of EPA to prepare a report identifying the location and potential health, safety, and environmental hazards of uranium mine wastes and to recommend a program to eliminate these hazards. Several facts and limitations helped shape the method and approach of the EPA study. Little information on uranium mines was available; measurement information that was available on uranium mine wastes was frequently influenced (biased) by nearby uranium mills; time and resources did not permit comprehensive field studies to provide additional data; and there are inherent variations between uranium mines and sites that complicate generic assessments of mine wastes. To accommodate these facts, the EPA developed conceptual models of uranium mines and made health and environmental projections from them. The models were based upon available data from the literature, supplemented with information from discussions with persons inside and outside the EPA, and by doing several short-term field studies in Texas, New Mexico, and Wyoming. When necessary, conservative (maximizing) assumptions were employed. This paper presents a brief account of a part of the EPA study dealing with the potential health and environmental effects caused by active surface and underground uranium mines. Airborne contaminants are emphasized, although solid and liquid effluents are also included. Due to the limited space, only the methods and parameters used and the results of the assessments will be presented here. Anyone interested in the source of the data used and the development of the parameters should refer to the EPA report (Blanchard et al., 1981). The occurrence and emissions of stable elements were included in the EPA report, however, due to space limitations and their apparent small impact, except for possibly at some specific mines, only radioactive sources will be included in this presentation. MODEL URANIUM MINES The model surface mine was located in the South Powder River Basin of Wyoming and the model underground mine was located in the Ambrosia Lake area of New Mexico. These are the prevalent type mines in those areas. The model mines were based on the average production parameters of the 63 open pit mines and the 256 underground mines that were operating in the United States in 1978 (Department of Energy, 1979) and on a report of an extensive study of open pit mines in Wyoming (Nielson et al., 1979). Information contained in environmental impact statements and in reports from federal and state agencies was also used. Parameters for the model mines are listed in Table 1. The surface mining scenario is that 7 pits are opened in the 17-year mine life with overburden from each successively mined pit used to backfill a previously completed pit, resulting in an equivalent of one pit of overburden (2.4 year production) stored on the surface. No backfilling is assumed at the underground mine. Overburden or waste rock, ore, and sub-ore are separated into separate piles that are either rectangular in shape with length twice the width or in the shape of a frustum of a regular cone. Both shapes have 45 degree sloping sides. To account for bulking, the volume of the material comprising the piles was considered to be 25% greater than the volume of material removed from the ground. It was assumed that dewatering was required at both mine sites. Wastewater discharge rates at the surface and underground mines were assumed to be 3.0 and 2.0 cu m per min, respectively. SOURCE TERMS The following radioactive contaminants at active uranium mines were assessed in the EPA report: 1. Radioactive particulates in a) wind suspended dust from waste rock (overburden) pile, sub-ore pile, ore stockpile, b) suspended dust from mining activities (rock breakage, loading and unloading ore and wastes), and c) vehicular dust, 2. Rn-222 emanation from waste rock (overburden) pile, sub-ore pile, ore stockpile, and mining activities, 3. Rn-222 emanation from mine surface areas, and 4. Radionuclides in wastewater discharged to land surface. Estimated average annual dust emissions (item 1 above) from the model mines are listed in Table 2. Emission factors and the assumptions used to estimate these dust emissions are described in detail in the EPA report. Radioactive source terms were computed for each of the sources; dust emissions were multiplied by the concentrations listed in Table 1

Before specifications are discussed it may be well to define the term "Mineral Aggregates." Professor K. B. Woods (1) defined "Mineral Aggregate--An aggregation of sand, gravel, crushed stone, slag, or other material of mineral composition used in combination with a binding medium to form bituminous and portland cement concrete, macadam, mastic, mortar, plaster, etc., or alone as in railroad ballast, filter beds, and various manufacturing processes, such as fluxing, etc. " This definition is too all inclusive for the purposes of this paper; therefore, this discussion will be confined to specifications for natural aggregates which means sand and gravel and crushed stone, and limited primarily to coarse aggregate which is aggregate larger than one-quarter inch in size. To the uninitiated, this may seem to be a very limited subject on an unimportant material. However, aggregates are essential in all types of construction. The Lupin mine consists of a gold mining, milling, and refining complex located 400 km (250 miles) northeast of Yellowknife and 100 km (60 miles) south of the Arctic Circle on the southwest shore of Contwoyto Lake in Canada's Northwest Territories. (Fig.1). The mine was commissioned in 1982 and is presently producing 6 t/a (193,000 oz per year) of gold from 612 kt (675,000 st) of ore. The success of this operation is due to such factors as the continuity and grade of the ore body, the competency of the host rock, low mining costs, efficient milling, the transportation of people and materials to and from the mine site, and the unique work schedule resulting in a stable workforce. Echo Bay Mines operated a silver mine at Port Radium on Great Bear Lake, Northwest Territories, from 1965 to 1982. The company first obtained an option on the Lupin property from Inco in February 1979 and completed an underground exploration program in 1979-1980. Topographic relief is low and vegetation is sparse in the continental subarctic climatic zone, consisting mainly of moss and lichens. Temperature extremes are from 24°C to - 45°C (+75°F to -49°F) with an annual mean of -12°C (+54°F). Permafrost extends from near surface to 500 m (1640 ft) in the ore zone. Its remote location and harsh climate presented some challenging design and logistical problems. Construction began at the Lupin mine site in 1980. Before construction, a 1.5-km (5000-ft) gravel landing strip was prepared, suitable for landing a C 130 Hercules. The entire Lupin project took 20 months to build. All of the men and materials were transported to the site with some 1100 Hercules flights and several hundred Convair 640 flights. The Convairs transported construction crews, which numbered 400 at their peak, and also carried 3.2 kt (3535 st) of supplies during construction. The facilities were constructed and commissioned for a total cost of C$135 million. The operation was originally designed to throughput 860 t/d (950 stpd). Expansion in 1983, circuit refinements, and some capital projects brought the daily throughput to 1.7 kt/d (1850 stpd). The underground mine delivers 612 kt/a (675,000 stpy) of ore to the mill at an average head grade of 8.46 g/t (0.3 oz per st). The ore is nonrefractory and is processed in a conventional cyanide leach using the Merrill Crowe process. Gold recovery is about 95.0%. The average production cost is $US5.85/g ($US 182 per oz) based on 1987 figures. Mining at Lupin – Geology The Lupin deposit occurs in amphibolite grade iron formation overlain by mudstones (phyllites) and underlain by graywacke (quartzites). Contacts between the wallrock units and the iron formation are well defined. It has been folded and tilted into a megascopic antiform-synform-antiform structure (Fig. 2). Gold occurs primarily within the sulfide rich iron formation, with some minor occurrences in sulfide poor iron formation. The distinction between sulfide rich and sulfide poor iron formation is based on a visual cutoff of 5% total sulfide content. Mining widths are determined by an assay cutoff of 4.2 g/t (0.15 oz per st) gold. There are few tons between 1.7 and 4.2 g/t (0.06 and 0.15 oz per st). The amphibolitic iron formation at the mine ranges from 1.5 to 20 m (5 to 65 ft) wide and has been followed over a strike length exceeding 1.7 km (5600 ft). The wider portions of the ore body tend to occur at its north extent and south nose. The gold-bearing iron formation appears on plan as a Z-shaped structure made up of three zones: the West, Center, and East. The West and Center zones dip steeply to the East (75° to 90°). Each of the ore zones plunge at an angle of about 65°. Total strike length of the three zones is more than 610 m (2000 ft). The zones are confirmed at a depth of 650 m (2130 ft) below surface. The Center zone is the widest and varies from 4.5 to 20 m (15 to 65 ft) while the West is the narrowest, averaging 1.5 m ( 5 ft). The footwall is comprised of quartzites that are strongly jointed and locally grades into phyllite, which comprises the hanging wall. The hanging wall and footwall are reversed in the West zone. Mineralogy of the ore at Lupin consists of amphibole minerals (hornblende, cummingtonite, and grunerite), feldspars, quartz, occasionally garnet, pyrrhotite, arsenopyrite, minor pyrite, and trace chalcopyrite. Also found in minor amounts are scheelite, apatite, epidote, calcite, tourmaline, and some arsenides (notable loellingite). Quartz

Since 1978, the Colorado Department of Health has become involved in specific investigations of possible radiation hazards among nonminers in Colorado communities. In each instance, the improper disposal of mill tailings has precipitated concerns and allegations of radiation hazards. This presentation is a brief summary of the findings, to date, of 4 such investigations involving tailings disposal problems in Canon City, Denver, Durango and Grand Junction, Colorado. Canon City In the summer of 1979, allegations of excessive cancer incidence were made at public hearings concerning an application for a Radioactive Materials License submitted to the Colorado Department of Health by the Cotter Corporation for a uranium mill at Canon City. Canon City is the site of a uranium mill operated since 1958 by Commonwealth Edison. Local residents accumulated figures and calculated rates suggesting a 2-fold excess in total cancer mortality. These rates were not adjusted or standardized for demographic varibles. A review of cancer mortality data and computation of age standardized rates for years 1950 through 1977 showed that Canon City's cancer mortality rates were within expected limits, actually lower than rates for the State of Colorado or the United States. The first slide shows rates for every fifth year, 1950 through 1975. Further, an analysis of Canon City cancer incidence data from the Colorado Central Cancer Registry revealed that 1979 incidence rates were not significantly different from Colorado rates, with the exception of prostate cancer. The next slide shows age standardized incidence rates for lung, colon, breast and prostate cancer. Data were also reviewed for leukemia, myeloma, lymphoma and cancers of the thyroid stomach, uterine certix, ovary, kidney, bladder-and brain, however, small numbers of cases prevented meaningful rate calculation. 1980 data are presently being analyzed. None of the data yet examined support allegations of radiation-associated cancer in Canon City. Denver In February of 1979, the Department of Health became aware of a number of radium mill tailing deposits in the Denver metropolitan area, remnants of the radium milling industry of the early 1900's. Several of the deposits were situated so as to possibly contribute significantly to radiation exposure of a small number of people over a period of several decades. The Department developed protocols for radiation surveys, dosage estimates and, for a small number of persons, body burdens determinations and peripheral blood lymphocyte cytogenetic studies. The results of this investigation suggested no measurable biomedical impact as a result of the radium deposits. Durango In October of 1979, a physician residing in Durango, Colorado released information from a preliminary analysis of lung cancer data suggesting an incidence rate several times expected in that city. The data were presented at a meeting of a citizen's group concerned about the possible health hazards of 2 uranium mill tailing deposits located in the south end of the city. Since cancer incidence data generally do not exist in most of western Colorado, a team of epidemiologists was dispatched to Durango to work with local physicians and hospitals in conducting an epidemiologic study of selected cancers for the period 1969 through 1978. After case-finding and record abstracting were completed, it was determined that sufficient data were available for study of only 3 sites: lung cancer, breast cancer and leukemia. The next slide shows age standardized incidence rates for these 3 sites for 1969-1978 for Durango and the State of Colorado. There are no significant differences in these rates. The data did show a geographic peculiarity with regards to the relative proportion of tumor types near the tailings deposits as opposed to away from the deposits, however, this finding is based upon very small numbers of cases and may represent only the random excursion of rates based upon small observations. This investigation suggests that if a carcinogenic hazard is present, it is too small to be detected by the study method employed. Grand Junction The Department of Health has been involved in the Grand Junction mill tailings problem for several years. In 1966, the Department issued an order terminating the practice of free public access to a 55-acre pile of uranium mill tailings. Prior to this order, an estimated 300,000 tons of material was removed. Of this amount, an estimated 50,000 tons was presumably used in residential and commercial construction. Despite many allegations of cancer and birth defects excesses in Grant Junction since the mid 1960s, the first epidemiologic study of cancer was conducted in the spring of 1977. Data from the Colorado Central Cancer Registry were analyzed and reported to the Executive Director of the Department of Health in June of that year. The findings of the first and preliminary study were an unexplained excess of acute leukemia and chronic myelocytic leukemia. The excess was based upon small numbers but was present across all age groups. No increase in chronic lymphocytic leukemia was evident.
