The challenge of managing geological uncertainty in mine planning is central to optimizing resource extraction while minimizing risks and costs. This paper introduces a novel approach to coal mine planning by integrating chance-constrained programming to address the uncertainty inherent in mining operations. The main takeaway from this work is the demonstration that focusing on reducing the variance of high-quality coal blocks, rather than low-quality ones, can lead to better blending outcomes, higher profitability and more efficient resource utilization. The study presents a case study of a coal mining operation, using chance-constrained programming to manage the uncertainty surrounding coal property predictions, specifically the predicted coke strength after reaction (CSR).

What is prime farmland? Can such land, once it has been strip-mined for coal, be restored so that it will produce corn, soybeans, wheat, and alfalfa? What methods or practices are necessary to bring about restoration within a reasonable time so that crop yields will be equivalent to or higher than those of unmined prime farmland under high levels of management? These questions concerned land use researchers in Illinois as early as 1948 when the Illinois Agricultural Experiment Station experimented with growing cultivated crops on strip-mined land in St. Clair County (1). This research was done almost 30 years before requirements of Public Law 95-87 were passed by the United States Congress and signed August 3, 1977.

Like so many installations of its type approaching middle age, the ore processing and shipping facilities in Puerto Ordaz, Venezuela, have taken a lot of twists and turns in their lifetime. The object of this paper is to lead you through these twists and turns and some of the reasoning for them. The need for additional sources of iron are in the United States became evident during the time of the second world war. An exploration team from U. S. Steel located further high quality direct shipping iron are in commercial quantities near Ciudad Bolivar, Venezuela in 1947. Basic decisions were made to develop these reserves for export via the Orinoco River through a new shipping port to be built at the confluence of the Orinoco and Caroni Rivers. The basic concept was for the ore to be loaded directly to ocean going vessels. This was something of a gamble since the basic economics depended upon successfully opening up the main channel of the Orinoco River to deepwater vessels, and the Bethlehem Steel mine in the same area was already working with shallow draft river boats and a transfer station on the coast. Always, the basic philosophy has tended to be to plan with expansion in mind. The original conveyor systems were 1.52 m (60 inches) wide with 200 idlers, whereas 1.07 m (42 inches) or 1.22 m (48 inches) wide conveyors could have carried any production foreseen at the time of installation. Stockpiles have been located and designed with room for expansion. Basic designs have had dotted line future expansion blocked in.

"In recent years, the demand for rare earth elements (REEs) has grown due to increasing demand and global supply shortage. The supply deficit of these critical elements has encouraged the search for new sources, with coal and coal byproducts as possibilities. Coals from certain parts of the world can be rich in REEs and can approach a total concentration of 1,000 ppm. Two Alaskan coal samples, from Healy and Wishbone Hill, were investigated for the effects of density and particle size on REE concentrations for three selected size fractions, and flotation tests were conducted on finer fractions. Additionally, bottom ash and fly ash samples from a power plant were examined for their REE concentrations. The results show that the upgrade potential for REEs on an ash basis from a whole-coal basis ranges from 2:1 for the Wishbone Hill samples to 4:1 for the Healy coal samples. Flotations of the finer fractions of the two coal samples, conducted under similar conditions, revealed higher concentrations of REEs in the tailings. Both coal samples had comparatively higher contents of light-group rare earth elements (LREEs) than heavy-group rare earth elements (HREEs). REE content trends for the power-plant products on an ash basis indicate that fly ash has slightly higher concentrations of both LREEs and HREEs than bottom ash. IntroductionRare earth elements (REEs), also known as rare earth metals, and their compounds are vital components in industrial, automotive, petrochemical, defense and medical applications. Dysprosium in combination with other elements is used in laser materials and nuclear control applications. Neodymium is present in magnets that are used in the manufacture of wind turbines and hybrid cars. Europium, terbium and yttrium are used in devices that have visual displays such as computer screens and laptops (Haxel, Hedrick and Greta, 2002; Bunzli, 2013). REEs pose fewer environmental problems of disposal and recycling than their conventional heavy metal counterparts (Haxel, Hedrick and Greta, 2002). They are key materials for radar systems, avionics, modern national defense and satellites (Cammarata and Sieradzki, 1994; Hedrick, 2010; Martin, 2010; Szumigala and Werdon, 2011; Cordier, 2011; Bunzli, 2013). REEs are often classified into light-group rare earth elements (LREEs) and heavy-group rare earth elements (HREEs). This classification is primarily based on the electronic configuration in the outermost shell. LREEs, ranging from lanthanum to gadolinium, have a single or no spinning electron in the outermost 4f shell while HREEs, ranging from terbium to lutetium, have paired electrons in the 4f shell. This difference in electronic configuration is responsible for the differences in physical and chemical properties of REEs."

The Mission Unit of American Smelting and 'Refining Company is located in Pima County, Arizona, approximately twenty miles southwest of the City of Tucson. The Unit consists of an open pit copper mine and concentrator. The concentrate is shipped by rail to Company Smelters at Hayden, Arizona, or El Paso, Texas Mine stripping began at Mission in the fall of 1959, and construction of the 15,000 tons per day concentrator gas started in the spring of 1960, The first ore was treated in mid summer of 1961 and full ore production was reached in August of 1961. At that time over 46,000,000 tons of material had been moved from the pit. Current production (ore and waste) averages over 100,000 tons per day. Total production to date (ore and waste) over 120,000,000 tons.

INTRODUCTION The radon problem concerns the radiation exposure from inhaled short-lived radon daughters and the associated risk for the induction or promotion of lung cancer. In several groups of miners which were exposed in the past to relative high radon levels during their underground work, an excess lung cancer frequency has been observed. On the basis of these findings it has to be stated that the inhalation of radon daughters is the most important radiation hazard in mining. Involved in this radon problem in mines are the difficulties to measure the individual radon daughter exposure of miners and to estimate the dose to critical cells and target tissues in the lung from inhaled radon daughters. And finally the reduction of radon levels in mines confronts us with special technical problems which are difficult to solve. Thus the setting of annual limits for the radon daughter exposure of miners alone is not sufficient to guarantee an appropriate standard of radiation safety. Of same importance are the improvement of air monitoring and the optimization of technical protection measures in mines. This has to be kept in mind for the following considerations on exposure limits. The ICRP has recommended in 1959 for the first time a maximum permissible concentration (MPC) for the occupational exposure to radon and its short-lived daughters (ICRP, 1959). This MPC in air was derived from a maximum permissible dose equivalent of 0.15 Sv (15 rem) per year to the epithelium of the large bronchi which was regarded as the "critical tissue". This old MPC-value was derived using a simplified lung model which paid main attention to the dose contribution from the inhalation of unattached 218Po(RaA) atoms. Since this time more realistic dosimetric models for radon daughters have been developed; some of these models will be presented in special papers on this conference. Furthermore in the last 10 - 20 years substantial epidemiological information on the lung cancer risk among several groups of Rn-exposed miners has become available. Taking into account these epidemiological and new dosimetric findings the ICRP has adopted in March this year new recommendations on occupational limits for inhalation of 222Rn, 22ORn and theirshort-lived daughters. This report will be published this year as ICRP Publication 32 (ICRP 1981). The recommended limits for radon daughters were derived from the basic dose and risk limits as they were proposed by ICRP in its new basic recommendations (ICRP Publ. 26, 1977). In the following this basic system of dose limitation is shortly outlined before the special recommendations for radon daughters are described. [BASIC CONCEPTS AND LIMITS] The new basic recommendation of ICRP (Publ. 26, 1977) proceed from the assumption that in the dose range which is relevant for radiation protection, the risk RT of so-called stochastic radiation effects (carcinogenic and genetic effects) in a target tissue T increases proportionally with the mean dose equivalent HT in this tissue: RT = aT HT. If several target tissues are irradiated the total individual (stochastic) risk is given by the sum of risks in these tissues: [R = ?TRT = ? T aT HT]. Thus this concept of individual health detriment takes into account the risk contribution from each relevant tissue. It replaces the old concept of the critical tissue, which neglected the exposure of other tissues. Applying this new concept a dose quantity can be defined which is proportional to the total individual radiation risk from stochastic effects. This so-called "effective dose equivalent (HE)" is given by the sum of the weighted dose equivalents in the relevant tissues: [HE = E wT HT with E wT = 1 T '1] The weighting factor wT of each tissues follows to wT = aT/awB, where awB is the total stochastic risk coefficient for a uniform irradiation of the whole body. For the lung as a single organ comprising several target tissues, the ICRP recommends a total weighting factor w = 0.12 (ICRP 1977/79). This concept of risk or detriment, respectively, has important consequences. To meet the objectives of radiation protection the new ICRP-system of dose limitation is based on the following three principles: 1) The justification of practices involving radiation exposures; no pratice shall be adopted unless it produces a net benefit. 2) The ALARA-principle that all exposures shall be kept as low as reasonably achievable; this requires the optimization of the level of protection. 3) The limitation of individual exposure (annual dose limits). It is important to note that the dose limits for individuals are only one part of this system of dose limitation. Furthermore, these limits cannot be regarded as a boundary between safe and unsafe. They have to be interpreted as the lower boundary of an unacceptable exposure region. This means that in addition to the observance of these basic dose limits it is demanded to optimize the level of protection. In this work, the floatability of Jordanian phosphate slime (-38 µm) was evaluated in a batch column flotation cell, 100 cm high and 5 cm inner diameter. Flotation was conducted using sodium oleate as a collector and methyl isobutyl carbinol (MIBC) as frother. Rougher flotation yielded concentrate assaying 29.19% P2O5 with 90.29% recovery at the following flotation parameters: 2.6 cm/s superficial gas velocity, 20 ppm frother dosage, 0.205 mM collector concentration and 40% weight solids. It was also found that conditioning with the same collector dosage but with a different solids weight percent gave different flotation results. However, pulp collector concentration was the key operating parameter; increasing collector dosage at the same solids weight percent decreased flotation recovery by 3%, while increasing solids weight percent at the same collector dosage increased phosphate recovery by 18%.

A unique machine has been designed for mining narrow veins. The machine, called the NONN, walks on the walls of the stope and carries a boom-mounted hydraulic impact breaker. The concept of walking on the walls allows an existing muck handling system such as LHDs to operate beneath the NOMN. The NOMM has four sets of legs which can be manipulated independently or concurrently to cause the carrier to walk in any direction and to turn sharp corners. The mining rate using the breasting method is targeted to be 25 t/hr.

Economic geologists faced with the task of evaluating phosphate rock deposits find it necessary to deal with a unique and a lengthy list of geologic, chemical, and economic factors before they can determine whether the deposit does, or does not, constitute "ore". The underlying fact is that phosphate rock concentrate sells at a price per ton that is among the lowest for all mineral commodities. A recent going price for a standard grade (i.e. 72% BPL) phosphate rock concentrate F.O.B. Tampa is $6.00 per long ton. This compares with sand and gravel's price of about $5.00 and $8.00, respectively, per ton. In the case of many, if not the great majority of mineral deposits, the evaluating geologist needs to concern himself principally with the fundamental and classic considerations of tonnage and grade. Barring some very unusual metallurgical problem any geologist that finds say 50 million tons of 1% copper rock, or substantial tonnages of 0.7% U308 sandstone, pretty well knows he has an ore body! Certainly the evaluation of phosphate rock starts with tonnage and grade. Any rock with less than about 10% P205 in the ground is generally ruled out as ore, on the basis of grade alone. Since nearly all phosphate rock operations must be of the large-tonnage, low-unit-value type, the tonnage of new reserves, to be considered as "ore", ought to be in the 100-million + class. The cities of St. Paul and Minneapolis are located side by side on a double loop in the Mississippi River near the eastern boundary of Minnesota. Both cities lie on both sides 'of the Mississippi River, which in this region describes an S-shaped curve. The two cities together have a population of over 600,000 people, gathered in an area which has grown to be a single urban district inasmuch as the two cities have expanded until they occupy all the territory formerly between them, though the business centers are ten miles apart. St. Paul is located at the head of navigation on the Mississippi River and Minneapolis, farther upstream, at the Falls of St. Anthony. A recent water¬power development below the Falls of St. Anthony, constructed by the Federal Government, has at the same time made possible navigation to the foot of St. Anthony Falls through a lock around the dam which replaces the former rapids. Minneapolis, in 1920, had a population of 380,000 people, and St. Paul, 235,000. The two cities occupy land at an elevation of 700 to 900 feet above sea level. The average elevation is slightly less at St. Paul. Minneapolis has nearly 4,000 acres of parks and park¬ways, while St. Paul has nearly 2,000.

Strategic mine planning focuses on cutoff grade selection, capacity planning and block sequencing. Despite significant knowledge accumulated, potential value can be added to mineral sourcing by addressing various aspects. A case study on a metallic deposit with a lognormal grade distribution examines if grade/metal distribution influences cutoff grade selection. Six data sets with different shape and scale factors, but the same ore tonnage and metal quantity, are analyzed. Results indicate deposits with lower shape and scale factors are more sensitive to metal price and discount rate changes. The study also investigates the effect of economies of scale (EoS) on project value, focusing on the ratio of variable cost to total cost (capacity factor). Two regression analyses are conducted for optimal capacity planning and cutoff grade selection. The first shows capacity planning is highly sensitive to the EoS of mining and mineral-processing costs, with grade variability and metal distribution being negligible. In the second analysis, grade variability and EoS of mineral processing costs are vital for cutoff grade selection.

Hydrometallurgical processes for copper flotation concentrates avoid the S02 emission problems associated with smelting, but they require oxidation of copper to obtain solubilization during leaching. The resulting copper ions must be reduced to metal, which normally requires large amounts of energy or energy equivalent reagents such as hydrogen or iron. The conventional reduction method is electrowinning which is labor intensive and involves 35 to 40% of both the en-tire operating and capital cost of the better hydrometallurgical processes. Smeltermen are correct in criticizing the available hydrometallurgical processes for being more energy intensive than modern smelting processes. Clearly, there is considerable incentive to reduce the cost and energy required for reducing copper ions from solution. Furthermore, it is thermodynamically possible to do this using sulfur contained in the concentrate itself. In fact, the thermodynamic potential of oxidizing sulfur from S+4 to the S+6 state is greater than required to reduce cupric ion to metallic copper. (1) Realization of this potential in a practical process would significantly reduce the cost of hydrometallurgical processing of sulfide concentrates because sulfur would become a cost-free reducing agent. An apparently practical method is to use SO3 and HSO3 ions, obtained by ammonia scrubbing of SO2 from a concentrate roaster gas, to reduce leached copper to metal in an autoclave. This reduction step is the Jumau 1907 patent. (2) A series of steps including sulfite reduction constituting a crude flowsheet was suggested by Parker in 1976(3), but apparently little development work has been done by him, since he has been interested in new routes of refining the resulting copper powder. The purposes of the present paper are to elaborate on the Jumau-Parker thrust. Describe a detailed complete sulfite process flowsheet based on materials and energy balances, discuss the chemistry, and discuss further work that is required to develop this process. The results of the present paper are largely based on a synthesis of the steps using handbook chemistry. Process materials, utilities costs, and energy requirements are projected to be unusually low.

Kennecott Copper Corporation has developed a new hydrometallurgical process for extracting nickel, copper, cobalt and molybdenum from maganese nodules. This process (KCC Cuprion Process) utilizes a reduction leach operating at atmospheric pressure in the temperature range of 45 C to 50 C and has been successfully demonstrated in a continuous pilot plant processing 800 lbs of nodule ore per day. The chemistry, basic flow sheet and operating characteristics are presented and discussed.

The Duval Corporation porphyry copper deposits at Copper Canyon and Copper Basin, though widely separated, form an economic unit requiring integrated exploitation. Contrasts in mineralization, host rocks, and mode of occurrence present unique mining and milling problems. Mixed oxide-sulfide ore is treated in extensive dump leaching facilities in both areas. Complex copper-gold-silver ore is treated in a 4,000 tpd mill at Copper Canyon. In both areas, hypogene metallization occurs within large aureoles of metamorphism and hydrothermal alteration related to quartz monzonite intrusions of mid-Tertiary age. Supergene processes further altered the rocks and enriched the hypogene protore. At Copper Canyon, hypogene copper and iron sulfides with gold and silver occur in fractures, as partial replacement of favorable beds, and as disseminations in Paleozoic sedimentary rocks. The lower part of the Pennsylvanian Battle Formation was a particularly favorable host. Metallization occurs to a lesser extent in quartz monzonite. Metal zoning is well developed. The deposits at Copper Basin consist principally of supergene copper minerals in arenites of the Cambrian Harmony Formation. Oxidation of hypogene copper and iron sulfides in tactite zones has formed at least two commercial deposits; intersections of fractures with favorable beds exerted important ore controls.

An accurate and dependable ore reserve estimate is important to any mining company. It is also essential for development drilling and production planning to know about the distribution of the ore within the area to be mined. This paper will show that in the case of more variable deposits such as uranium, the use of geostatistics is superior to conventional techniques. Unlike conventional methods, geostatistics includes the importance of spatial orientation of measured variables. With the use of variograms in conjunction with kriging, a point or a block may be estimated along with its error of estimation. The existence of disequilibrium can create a severe problem in uranium 'ore reserve estimation, and mine and production planning. Disequilibrium can be simply defined as the ratio of chemical or assay values to gamma equivalent values calculated from the downhole geophysical gamma-ray logs. Various methods for adjusting for disequilibrium have been proposed. Most, however, have side stepped the consideration of disequilibrium itself being a regionalized phenomena; or its, relation to surrounding geology. This paper presents methods of incorporating both aspects. The East Dilts Pit at the Bear Creek Uranium Mine in Wyoming, has been used as a case study. Polygonal, triangular, and lognormal kriging and various disequilibrium adjusted methods, including multi-factor cokriging have been com- pared with the mining experience.

Lignite is a kind of easy-to-slime and low rank coal. It is hard to be separated by the conventional wet coal beneficiation technologies. Meanwhile, in recent decades, a large amount of fine coal (-6 mm) is generated as the mechanized mining technology has been progressively deployed in coal sector, which causes a great difficult for lignite beneficiation and upgrading due to lack of efficient technology available. In this paper, a vibrated gas-fluidized bed was used to separate the -6 mm fine lignite particles. Separation experiments of -6+3 mm and -3+1 mm lignite were carried out in a laboratory-scale vibrated gas-fluidized bed. The effects of several parameters including the superficial air velocity, vibration intensity, bed height and exterior moisture content on the separation performance were experimentally studied. The results show that the optimal separation performance was achieved when the superficial air velocity is 0.3, the vibration intensity is 1.4, the bed height is 50 mm, the exterior moisture content is below 4% (-6+3 mm) and 2% (-3+1 mm). And the probably error E values of -6+3 mm and -3+1 mm size fraction of lignite are 0.202 and 0.225 respectively. The results indicate that a vibrated gas-fluidized bed can provide an effective solution for -6 mm lignite separation.

The proportion of underground coal production as a percentage of overall Australian production has fallen in the last 10 years, with underground production remaining more or less static at about 53 Mt (58 million st). However, underground coal mining remains a viable industry in Australia, due to use of modern longwall mining systems. In 1993-1994, 26 longwalls were in operation, with total production exceeding 39 Mt/a (43 million stpy). Some of these longwalls achieve productivity levels approaching efficient opencut operations, and in some cases, they exceed them. These high-production longwall mines are not without problems when depth and distances from outcrop increase and the gas content of the seams approaches or exceeds critical limits. When gas content of a coal seam exceeds 6 m3/t (233 cu ft/st), gas flows into the mine may be sufficient to interrupt production from time to time.

A continuous pilot-scale test of the GranuFlow Process was conducted using a screen-bowl centrifuge for the dewatering and reconstitution of column -flotation concentrate at a coal preparation plant in Virginia. In this test, a slipstream of the fine clean-coal slurry from the column flotation con¬centrate was treated with a bitumen emulsion before dewatering. The treated products from the screen-bowl centrifuge appeared to be dry and in a free flowing granularform, while the untreated products were wet, sticky and difficult to handle. Test results indicated that the average moisture contents of the dewatered coal products were 35.7%, 35.5%, 32.6%, 29.9% and 26.5% (by weight) with Orimulsion additions of 0.0%, 0.7%, 3.2%, 4.8% and 6.4% (by weight), respectively. The handleability and dust reduction of the dewatered coal products were also vastly improved.

The management officers are appointed by the provincial government, and report to the Foreign Trade Department of Shandong Province. Meanwhile, the company also receives guidance from MinMetals head office in Beijing, the capital city of China. The head office does not own and control any provincial MinMetals organizations, but merely coordinate business among provinces.
