To promote the safety and health of U.S. mineworkers, researchers with the National Institute for Occupational Safety and Health (NIOSH) are currently involved in gathering additional field data from the nation’s underground coal mines. The purpose of this field study was to monitor ground movement and changes in pressure during mining where conditions include a thick parting in the coal seam. To accomplish this, three arrays of field instrumentation were installed in the wraparound bleeder of a room-and-pillar panel at the Maple Eagle mine located in southern West Virginia. Borehole pressure cells (BPCs) were used to monitor the change in pressure in pillars located adjacent to the gob. Roof extensometers were installed to measure roof sag at various horizons in the immediate roof, while rib extensometers were installed to measure displacement of the in-seam parting as mining progressed. Additionally, visual observations and manual measurements were taken during subsequent site visits. The repeatability of results, important from a scientific perspective, was accomplished by successfully obtaining field measurements from two nearly identical instrumentation sites. The data collected indicated that the front abutment extent at the edge of the panel was approximately 200 ft, corresponding to a distance of 9– 10 times the square root of the depth. Yielding of the slabbed pillar began when the pillar line was approximately 290 ft outby the instrumentation sites. This was followed by load shedding onto the abutments and the measurement of small amounts of roof sag in the No. 1 entry. Instrumentation data, as presented in this paper, can be used to better understand stress redistribution, pillar performance, and roof/rib displacements. Additionally, this data is suitable for assisting in the calibration of numerical models. Insight gained from applying these models can be used to make better engineering-based judgments for conditions that could potentially be encountered in the future.

I. INTRODUCTION Lawyers are a cautious breed; and it might be expected that a paper concerning a broad and complex area of legal regulation, prepared by lawyers for presentation to a predominantly non-legal audience, would commence with several caveats. Ours are the following: First, we have written a broad (and, in some instances, simplified) overview of the regulatory system and of some of the more important requirements generally applicable to uranium mine and mill wastes in the United States. Our paper is not a legal opinion setting forth all of the governmental requirements that would have to be met by any particular mine or mill. Similarly, we do not imply that the requirements we mention are necessarily applicable to each and every mine and mill in the country; depending on the facts, some of the requirements may be inapplicable or avoidable through exemption or variance proceedings. Compliance decisions and strategies for particular facilities must be considered on a site-specific basis. Second, we have undertaken merely to describe the regulatory framework and some of the generally "applicable" requirements which have been promulgated and proposed by administrative agencies. We express no opinion on whether, under the U.S. Constitution and statutes, the existing and proposed agency regulations are valid in general or as applied to any particular mining or milling operation. There are, of course, procedures for judicial review of agency action; and newly promulgated environmental regulations have frequently been challenged, with varying degrees of success, before the courts. For us even to begin to consider such issues would expand an already forbiddingly long paper to totally unmanageable proportions. Third, in light of the subject of this Conference we have limited our paper to the legal framework and requirements applicable to uranium mine and mill "wastes" -- primarily mine overburden and waste rock and mill tailings (including waste tailings solution). We treat operating discharges (e.g., emissions from yellowcake drying) only peripherally. The known northern ore zones of the New Lead Belt of Southeast Missouri extend to the drainage divide between the Meramec River draining north and east and that of the Black River draining southward. Intensive geochemical studies related to the environmental impact of the new mining area have been carried out in the vicinity of some of the newly developed mines, mills and smelter complexes (Bolter,1970; Gale, et al, 1973; Wixson, et al, 1969, 1977). Other investigations have related to fringe studies of the Northern New Lead Belt and the possible additions of heavy metals to the surface waters, stream sediments and selected aquatic life (Proctor, et al, 1975, 1976). Similar studies have been completed in the Joplin area in the Tri-State district, and in the fringe area near Springfield, Missouri (Proctor, et al, 1974). A surface geochemical study is currently underway on the lead-zinc-copper-cobalt-nickel province near Fredericktown, Missouri (Proctor and Sinha, 1977). This report summarizes some of the distribution patterns of heavy metals in the waters, stream sediments and selected aquatic life in the Upper Meramec River drainage basin just north and west of the known northern portions of the New Lead Belt of Southeast Missouri. The region studied includes the site of the proposed and somewhat controversial Meramec Dam and the reservoir site behind it. Some 3905 km2 (1508 mi2) are included within the drainage basin of the Upper Meramec River. Six distinct drainage areas are included within the drainage basin; 1) a combined, lightly industrialized and farm area around Rolla and Salem, Missouri representing the Dry Fork drainage; 2) a primitive, mostly forested area with some farms and cattle rancheseast and north of Salem, Missouri comprising the Upper Meramec River

The Leeville underground mine has been in operation since 2006 and currently produces 3,300 tons of ore per day with an average gold grade of 0.4 opt. The mine has a large horizontal extent of 2,500 feet by 500 feet and a vertical extent of 20 to 200 feet. Based on the characteristics of the ore bodies, the deposits are divided into several mining zones. The geotechnical properties of mining zones are also different from one zone to another. A successful geotechnical collection system is very important for the mining designs and operations in the Leeville underground mine.

The global mining industry will always face significant challenges. Some, though, are bigger than others. What do you consider the major challenges facing the mining industry as a whole and SME in particular? Without a doubt, the major issue in both coal and metal/nonmetal mining industries is the ?graying? of the workforce in all aspects of mining. As the baby boomers continue to age, valuable experience is being lost by industry, government and academia. And there is the potential for SME to lose some of its membership. Now with that said, I should note that, despite the aging of the workforce, SME membership continued to grow by 7.1 percent during 2011.

Granite Construction Company operates a rock quarry in the rugged Santa Cruz Mountains of central California indicated in Figure 1. Open pit methods are used to mine decomposed granite which is processed to produce sand, gravel, decorative rock and asphalt. The quarry is located near the village of Felton about five miles inland from the coast of the Pacific Ocean, and is near the campus of the University of California at Santa Cruz and several California State Parks. The area is heavily forested and is considered by residents to be environmentally sensitive. Because of the scenic beauty of the area and proximity to the San Francisco Bay area, a project such as a quarry receives the attention of regional residents and environmental organizations.

The paper proposes a capacitive load cell for detecting changes in material and tool wear conditions for conical picks used in underground mining. The current process is dangerous and subjective, relying on human operators near the cutting interface. The new sensor aims to improve worker safety by allowing operators to perform their functions from a greater distance.

The currently known and used plastics and rubber recycling or sorting processes cannot be applied efficiently and economically due to large amounts and different numbers of plastics types as well as of fine bulky materials (<4mm). These wastes are mostly given to land-fill sites. Thermal adhesion seems to be a great means to efficiently separate plastics mixes. Tests carried out at a special lab-scale testing unit (TaA1) confirm the effectiveness and feasibility of the separating mechanism. The thermal properties of the individual types of plastics differ from each other to a sufficient degree so that special products or product mixes of high material purity can be obtained according to the respective requirements. For this reason, plastics mixes such as PE and PP can be sorted with very good results. The separation efficiency is influenced only by different contact surfaces. The contact period can be adjusted to a short period of time so that sorting large amounts of fine dispersed plastics seems feasible. Sorting processes in feed streams were shown to be technologically effective when applying appropriate technologies. For the time being, the technological application of a thermal adhesion drum separator (TaTr1) is suitable. First tests on such a pilot-scale unit provided good separation results.

Recent research by the investigators has evaluated the oxidation roasting of refractory gold concentrates in the presence of hydrated lime. (Taylor, 1990, 1991, 1992, 1993). These results have indicated that it may be possible to roast concentrates in such a way as to contain nearly all of the sulfur and arsenic in the roaster calcine and that cyanidation may be possible. To further evaluate the behavior of this type of roasting system a laboratory cyclone reactor was built and operated using pyrite and hydrated lime as a .model system. Approximately 50 years ago, the principle of cyclone firing entered practical boiler construction. The appeal of the cyclone configuration was that it afforded the flash combustion process greater efficiency due to turbulence-induced increased mass transfer, heat exchange, and combustion rates.

The exploration geologist is frequently confronted with the problem of allocating his resources, i.e., exploration effort, among various areas. Although geologic, financial and logistic considerations influence the allocations, no objective criterion is usually given which determines the optimal allocation. Maximizing the gain in information, subject to the constraint of a limited exploration budget, is used as the objective criterion to allocate reconnaissance effort. The information function, I(x), quantifies the expected gain in information, where x is the scale of exploration. To calculate the information function the following data are necessary: 1. The probability that an area contains a target must be estimated. 2. For each scale of exploration, four probabilities must be estimated: the probability that an anomaly is produced by the target; the probability that an anomaly is not produced by the target; the probability that an anomaly is produced by a barren area (false signal); and the probability that an anomaly is not produced by a barren area. Alternatively, the barren area can be replaced by other targets. To illustrate the allocation model, the optimal number of line kilometers/line spacing per area is determined for an aeromagnetic survey for iron in Egypt.

In most circumstances, the traditional methods of. ore reserve estimation for large undulating sedimentary deposits, such as coal and iron formations, do not allow the accurate prediction of grade for mining blocks. The problem is Particularly accute when the mining blocks are small with respect to the thickness of the geological zones in the deposit, and when there are significant grade changes between the foot-wall and hanging-wall of these zones. A simple geostatistical model has been developed, which takes into account the grade changes not only in the direction of the geological strata, but also in the direction normal to these strata. The genesis of sedimentary deposits and the resulting geological properties of these deposits were considered in the development of the model. The model has been successfully applied to the evaluation of a large coal deposit. Eventhough some practical difficulties have been encountered, for example when part of a geological zone was missing or had not been sampled, these difficulties have been .resolved. Both the theory and its practical application are presented in this paper.

The island of Jamaica consists predominantly of Carbonate rocks which vary in chemical & physical characteristics. Currently these rocks are used for construction and road aggregate, landfill and as a raw material in the manufacture of cement. Over the past fifteen years the Geological Survey of Jamaica with assistance from a number of international aid agencies and the private sector have identified deposits of high calcium/high brightness limestones which have the potential to be utilized as a high quality filler and a number of other commercial applications. Geologically, these limestones are formed within the Eocene Swanswick Formation, the Oligocene Walderston-Browns Town Formation and to a lesser extent the Miocene Montpelier and Newport Formations.

"The Midwest is presently the focus for Combined Sewer Overflow (CSO) abatement in the United States (U.S.). Most of the EPA mandated utility and municipal long term CSO abatement programs in large metro areas in the Midwest such as Cleveland, Indianapolis, Columbus, Chicago, St Louis, Akron, Fort Wayne, Louisville, Kansas City, Omaha and Pittsburg use or will use deep tunnels for storage and conveyance of CSOs. This paper will compare design methods specified and implemented for tunnel construction in Midwestern geology such as soft ground and mixed face EPBM tunnels, hard rock TBM tunnels, drill & blast tunnels, road header tunnels along with tunnel lining systems. It will also review the performance of successful CSO systems that include design life cycle, vortex and drop shaft configurations, pump stations, storage and conveyance strategies and long term operation and maintenance criteria. HISTORY and BACKGROUND Prior to development of mandated wastewater treatment plants, collecting both wastewater and storm water runoff in a single-pipe system was an efficient and economical solution. The early combined sewer systems were typically designed and sized to carry several times the average dry weather wastewater flows and not designed to handle a mixed volume of waste water and storm water during a wet weather event. Beginning in the early 1970s, federal legislation (Clean Water Act of 1972, Clean Water Act of 1977 and the Water Quality Act of 1982) changed how municipalities and industries in the U.S. were required to treat and discharge wastewater into the nation’s surface waters. They were mandated to treat wastewater at federal regulatory standards for discharge into surface waters that is safe for humans, wildlife and aquatic life. The wastewater treatment facilities that evolved were initially designed and sized to treat only the peak volume of raw wastewater flowing during dry weather. Combined sewer system control sections or relief structures were installed upstream of wastewater treatment plants (WWTP) and were designed to protect WWTPs from potential damage that would be caused if peak volumes of raw wastewater mixed with storm water runoff reached and overwhelmed the WWTPs."

Recently, the health of the cement industry has been threatened by the impact of environmental regulations, over-zealous state and federal agencies and radical environmental groups. Unfortunately, cement plant operations tend to trigger every environmental regulation and program promulgated, plus several programs designed specifically for the cement industry. These environmental burdens come at a time when the cement marketplace has been impacted by imports resulting in a situation where it has been difficult to increase prices to offset these increased environmental liabilities. The competitive world market forces the cement industry to seek creative ways to reduce costs. With additional major environmental programs coming down the pipe, like the Federal Clean Air Act Amendments of 1980 and EPA regulation of cement kiln dust, the cement industry has attempted to try innovative supplements to cement manufacturing. The cement industry has found that using waste tires, biosolids and other solid wastes in the cement manufacturing process can reduce costs and plant emissions.

Jim Walter Resources, Inc. operates four underground coal mines in Alabama. In 1986, during longwall recovery operations, sparks from a torch ignited methane that migrated onto the face after a roof fall. The fire quickly spread to the gob at the tailgate end of the longwall. The fire was successfully "area" sealed and mining operations resumed after five weeks. However, several problems were encountered during this process. This paper describes the events following the fire, methods used to control the situation, problems encountered, and steps taken to ensure preparedness for any future occurrences of this type.

In recent years, there has been increasing interest in the role that individual factors play in health and safety (H&S) outcomes in the mining industry. Two surveys, one measuring self-reported routine safety performance and one measuring individual perceived competence in the non-routine knowledge, skills, and abilities (KSAs) critical to emergency response, were administered to two samples of mineworkers in separate research studies over a 2-year period (N=2,020 and 696, respectively). Eight demographic items were common to both surveys and their associations with each performance outcome were tested in response to a series of exploratory research questions.

INTRODUCTION This submission was made to the Royal Commission of Inquiry into uranium mining in British Columbia. It discusses the stability of waste rock piles that might be developed in conjunction with uranium mining and the control of leachates that might be generated within these waste rock piles over the short and the long term. Short term refers to the interval during which a waste rock pile undergoes either continuous, or alternatively intermittent development, and in general can be considered to extend over the operating life of the mine. Long term refers to the postmining period, i.e. after the ore-body has been exhausted, and mining operations have ceased. Two major classes of waste material are generated in the course of mining and milling operations. Tails, which are the solid waste materials produced by the milling operations commonly exit the mill in slurry form and are stored in tailing retention ponds. Management and control of these slurried wastes are the subject of other papers to the Commission and this conference. In the course of the mining operations, it may be necessary to remove rock materials that are below cut-off grade. That is, ore concentrations within some of the mined rock may be lower than the concentrations which on the basis of economic considerations justifies milling the material. Rock which is removed in the course of the mining operations, but which is below cut-off grade is referred to as waste rock. This waste rock is commonly consigned to a specific area for disposal where it is placed in a mound or pile, i.e. a waste rock pile. Ore concentrations within the waste rock may vary from zero to just below cut-off grade. Since an increase in the market value of uranium could at some time in future result in reduction of the cut-off grade, it follows that waste rock containing ore concentrations slightly below today&apos;s cut-off grade could become ore grade rock at some time in future. For this reason, the mine operators may deem it advisable to separate waste rock according to grade, and to consign the waste rock to two or more individual waste rock piles. For purposes of clarity and simplicity, this submission treats the stability of waste rock piles and leachate control in a manner which assumes that these potential problems are isolated and separate from other aspects of the mining and milling operations. For many site specific cases, the problem of potential leachate control might be integrated with the tailings management aspect of the project, thereby realizing economic benefits while at the same time reducing the potential for adverse environmental impact.

While Acid Rock Drainage (ARD) occurs naturally, its management poses challenges especially at the decommissioned sites. Two passive systems were designed and implemented at two different decommissioned mining sites in Canada in order to treat the seepage with ARD characteristics. One seep originating from a reclaimed tailings pond was neutral mine drainage (NMD) containing circumneutral pH and dissolved metals (e.g., nickel, zinc) in elevated concentrations. The other ARD from a tailings stack showed net acid drainage characteristics with low pH and higher metal concentrations than regulated limits. Due to the different ARD characteristics occurring at each site, different types of treatment systems were designed and implemented. Both sites experience extreme winter conditions. The NMD has been treated mainly by limestone drain and aerobic systems since 1997. The acid ARD has been treated by a system consisting of an anaerobic sulfate reducing bacteria (SRB) cell, an aerobic cell and a limestone filter since 2004. As this site has no access roads, space, or power, a significant capital cost as well as sludge disposal/storage requirements would have been required to institute a chemical (active) treatment system. Both systems have been successfully treating seepage and producing a water quality year round that could comply with regulated objectives.

The Combined Sewage Storage Tunnel (CSST) is part of the Ottawa River Action Plan and will greatly reduce the frequency of sewage overflows into the Ottawa River during storms. The project consists of the design and construction of two TBM tunnels running EastWest (EWT) and NorthSouth (NST) along 6.2 km in total, and multiple shafts and support buildings. Contractor Dragados Tomlinson JV (DTJV) was awarded the 169 million CAD construction contract in 2016 and the CSST will be in operation in 2020. Dr. Sauer & Partners (DSP), supported by Intecsa-Inarsa, was responsible for the detailed design of the precast concrete tunnel lining as well as the geotechnical risk management program. This paper addresses TBM selection, critical tunnel sections, geotechnical risk management and rock mass grouting as a geotechnical risk mitigation measure. Successful collaboration of Owner, Owner’s Engineer, Contractor and Contractor’s Engineer led to a safe and cost-effective design and construction

INTRODUCTION Hydraulic concentrators utilize the physical characteristics-size, shape, and specific gravity-of particles suspended in a fluid medium to effect a concentration of desired quality. Fine-coal concentrators include generally those devices which are used to clean roughly 3/4, in. (9.5 mm) top-size coals. While this size designation is somewhat arbitrary, it is consistent with current practice although some fine- coal concentrators can treat coarser coals effectively. A variety of devices have been and are currently being used to wash fine coals and include: dense media cyclones, wet concentrating tables, hydrocyclones, jigs, spirals, launders, and upward-current classifiers. As launders and upward-current classifiers have been replaced by more efficient devices, they no longer warrant consideration as fine-coal washers. And as fine-coal jigs were addressed with the Baum jig under Part 1, Section 2, and heavy media cyclones and hydrocyclones were addressed under Part 2, Section 1, of this Chapter, only the wet concentrating table and the spiral concentrator will be discussed here. WET CONCENTRATING TABLES History The current wet concentrating table evolved from continuous belt concentrators which utilized a flowing film of water to recover heavy metals. In these devices the heavier concentrate moved up the inclined plane of the belt while the lighter impurities were washed away by water flowing down the belt. The natural outgrowth of the continuous belt concentrator was the vanner, a vibrating endless belt which was first developed about 1860 by Hartwig. Later models of the vanner, such as the Frue, incorporated oscillation in a plane transverse to the direction of the water current. Excellent descriptions of these washers are found in The Cleaning of Coal, by Chapman and Mott.80 Further development of tables included the circular stationary table (Linkenbach), the multiple round table (Anaconda-Evans), the bumping table (Campbell), and finally the differential-motion table which is now used extensively for cleaning fine coals.
