Video technology coupled with datalogging exposure monitors have been used to evaluate worker exposure to different types of contaminants. However, previous application of this technology used a stationary video camera to record the worker?s activity while the worker wore some type of contaminant monitor. these techniques are not applicable to mobile workers in the mining industry because of their need to move around the operation while performing their duties. the Helmet-Cam is a recently developed exposure assessment tool that integrates a person-wearable video recorder with a datalogging dust monitor. these are worn by the miner in a backpack, safety belt or safety vest to identify areas or job tasks of elevated exposure. After a miner performs his or her job while wearing the unit, the video and dust exposure data filesare downloaded to a computer and then merged together through a NIOSH-developed computer software program called enhanced Video Analysis of Dust exposure (eVADe). by providing synchronized playback of the merged video footage and dust exposure data, the eVADe software allows for the assessment and identificationof key work areas and processes, as well as work tasks that significantlyimpact a worker?s personal respirable dust exposure. the Helmet-Cam technology has been tested at a number of metal/nonmetal mining operations and has proven to be a valuable assessment tool. mining companies wishing to use this technique can purchase a commercially available video camera and an instantaneous dust monitor to obtain the necessary data, and the NIOSH-developed eVADe software will be available for download at no cost on the NIOSH website.

The rare earth elements (REEs) are a group of 17 chemical (metallic) elements which appear in the periodic table. The group consists of 15 lanthanide elements along with yttrium and scandium (Table 1). They share many similar properties, which is why they occur together in geological deposits. Although commonly referred to as rare, they are really quite common; the reason they are perceived as rare is because it is not common to find them in commercially viable concentrations. These metals are critical to advanced technology, ranging from smart phones to global positions system (GPS) receivers, medical devices and jet engines. They are critical in green, high-tech and defense industries (Fig.1 and 2). Although there have been increasing efforts to find alternative supplies, these efforts have been complicated by the pollution that rare earth mining and processing creates. To extract rare earths minerals from mined ore is a complicated and costly process. The ore is first mined through normal mining process, the bastnaesite, which generally contains a number of minerals of little value, is first removed through a floatation process. The bastnaesite containing the REEs is further separated into their respective pure forms in a separation plant using acid and various solvent extraction separation steps. Each element has its own unique extraction steps and chemical processes. At times, these elements, in the form of oxides, will require reprocessing to achieve ideal purity. The last steps would be to further process into metals first, then alloys for various applications. The entire process takes approximately 10 days. The mining and processing of REEs, if not carefully controlled, can create environmental hazards. This is one of the reasons the Mountain Pass Mine in California was closed down in the 1980s.

On March 20, 2014, the ?Roundtable Discussion on Innovations in Heap Leaching and Mine Waste Management? was hosted by Knight Piésold and Co. at the Red Lion Hotel in Elko, NV. This topic is timely, and formed something of a lead into the inaugural ?Workshop on Innovations in Waste Rock, Tails and Heap Leach Management.? That workshop, which grew from the 2013 Elko Roundtable, was held on the University of Nevada, Reno (UNR) campus on May 19, 2014. The workshop was hosted by UNR and the University of British Columbia. Knight Piésold?s local representatives, Bryan Ulrich and Logan Jensen, were joined by Tom Kerr, president of Knight Piésold?s, U.S. practice; Rick Frechette, senior vice president, environmental services and Jeff Coffin, geotechnical engineer, from the Denver, CO office for the roundtable event. The event played host to about two dozen attendees from several western states.

PROPERTY AND PRODUCTION: Around 100 Million Tons of Recoverable Coal are available from the approximate 10,000 acres allocated to the mine. Over 1300 acres of surface land holdings extend well beyond the limits required for plant site, storage tracks, water supply reservoir, settling ponds and waste disposal. COAL: Extensive core drilled testing confirmed the early indicated high quality of the #6 Seam Washability data show less than four percent of the' coal seam required removal to provide a superior product for the available market. PREPARATION PANT DESIGN: The limited needs enabled Preparation Plant Design to meet the requirements without inclusion of novel equipment. The simplified needs afforded ample opportunity for considering increased automation where advantage or economy was antioipated. Plant design included protection of opportunity for pre-drying in advance of air cleaning the fine coal and accommodations for addition of Dense Media separating equipment in event warranted or required by future market changes. Protection is also afforded for addition of Raw Coal Storage accommodations in event warranted. Figure I shows the Preparation Plant Flow Sheet.

INTRODUCTION In most cases, the design of an underground mine is based upon the premise that the ground either will cave or will be stable. This chapter concerns the design of a mine in ground that will cave readily or with some as¬sistance, such as by long-hole drilling and blasting. Some of the more widely used caving systems of mining are panel caving, block caving, sublevel caving, and large pillar recovery. Some of the less widely used systems are glory-hole, top slicing, and induction caving. Al¬though the common practice of pillar robbing is not usually considered to be a caving system, this subject will be treated as a part of this chapter. BASICS OF CAVING Caving systems are most successful in ground that will cave in sizes that will flow through openings and grizzlies, and will easily load in cars or on belts for haul¬age. The ground most likely to cave well is highly frac¬tured and contains breaks, flaws, or other discontinui¬ties that form planes of weakness. Also, caving action can be greatly enhanced if the host rock itself is low in compressive, shear, and tensile strength. Ideally, a cav¬ing system of mining is best employed when the criteria for caving is a feature of the ore body and the develop¬ment drifts, haulageways, and drawpoints can be mined in a highly competent rock beneath the mineralized zone. However, the development is often in the same, or similar, fractured rock and the openings require sub¬stantial artificial support to assure stability. Several clues can be assembled to identify potential caving ground; however, for borderline cases, no sure method has been devised to date. The diamond-drill cores taken for exploration can provide an excellent clue provided drilling is performed carefully by experienced drillers. For example, if the ground is cored in such a manner that the breaks in the core are caused more by failure of the rock than by whipping core barrels, plugged drill bits, or other drilling causes, and the intact core lengths are consistently long [say, 0.6 to 3 m (2 to 10 ft) of unbroken core], there is little reason to believe the ground will cave without considerable as¬sistance. This is especially true for rocks with compres¬sive strengths above 34.5 MPa (5000 psi) and tensile strengths above 2.1 MPa (300 psi). On the other hand, if core recovery is low (below 80%) and the recovered ore is broken in small pieces and the breaks are along obvious weaknesses in the rock, the chances are excel¬lent that the ground will cave. This is true even when the rock between the defects has high compressive and tensile strength. Another clue has already been mentioned, that is, the measurement of the physical properties of the rock and the natural planes of weakness or defects in the rock. The planes of weakness in the rock can often be detected from outcrops, cores, or other exposures of the rock under consideration. Some rock types are known to be strong and will sustain large, unsupported open¬ings and would be difficult to cave intentionally. Yet the same rock type can also contain unbonded or weak planes of weakness or fractures, and in these locations the rock would undoubtedly cave with little assistance. Therefore, although the inherent strength of the rock is a factor in caving, the natural defects in the rock are more often the deciding factor. DESIGN CONCEPTS For the most part, the design of openings for caving ground is a problem of the interaction of openings over a relatively large area of the mine. To illustrate, Fig. 1 is a simplified section of a series of openings along the grizzly level or draw level of a block caving or panel caving development, and above this opening is a simpli¬fied section of a room-and-pillar arrangement on the undercut level. At this stage of the development, the stresses around the openings on the grizzly level are only moderately influenced by the openings on the undercut level and vice versa. Therefore, the stresses around the openings are approximated by the stresses around single or multiple openings in rock, the values of which are de¬scribed in the literature (Obert, Duvall, and Merrill, 1960; Obert and Duvall, 1967). Once the pillars on the undercut level are blasted (Fig. 2), the situation changes abruptly. The undercut opening (prior to caving) now can be approximated as an ovaloidal opening above the grizzly drifts and this opening tends to shield the vertical stress field. As the caved stage is drawn the stope approximates a much larger rectangular or square opening filled with rock, and if the rock is not sustaining a major portion of the stress field, this opening can be considered (for en¬gineering purposes) to be empty and the stresses that interact between the larger and the smaller openings take on a totally new perspective (see Fig. 3). Next, let the material cave to the surface, and let the caving ma¬terial sustain some stress, but much less than if the ma¬terial were intact. This condition is similar to a soft inclusion in a rigid body and has been treated in the literature (for example, Donnell, 1941). This paper presents an algorithm for optimizing the scheduling of trackless equipment in underground mines. With the shortest working interval and maximum productivity as goals, a genetic algorithm (GA) is used to solve the problem, and obtain the optimal working sequence with the most suitable equipment configuration possible. The input for the proposed method is the number of units and capacity of trackless equipment, the production process, ore amount in stopes, and the distance between stopes. The algorithmis verified using four setups of 5 stopes with 5 cycles, 5 stopes with 15 cycles, 10 stopes with 10 cycles, and 10 stopes with 30 cycles. The solution time of the algorithmis no more than 20 min, which is acceptable for practical applications. The results show that the setup of 10 stopes with 30 cycles is closer to the actual production of the mines, and the optimization model can effectively improve the operation efficiency. In this scenario, the robustness of the optimization is tested by simulating equipment failure events. Under the condition of 8% failure rate, the operation time is extended over 3.21–14.56% than expected, which represents strong robustness. The algorithm can quickly provide a feasible and effective solution for the production scheduling decision of trackless equipment in underground mines.

INTRODUCTION Hydraulic fracturing was applied in horizontal drill- holes in the Salado salt formation near Carlsbad, New Mexico. Tests were performed approximately 650 m be- low surface to validate the design of a Waste Isolation Pilot Plant (WIPP) for the disposal of radioactive waste from defense activities of the United States. Hydraulic fracturing was performed primarily to determine whether the virgin in situ stress state at the WIPP site is isotropic and whether the magnitude of the virgin in situ stresses corresponds to the weight of the overburden. Beyond these limited objectives, however, measurements are now being reviewed to evaluate the usefulness of hydraulic fracturing in salt formations in general. Such measurements are desirable to determine stresses induced by mining and to monitor time-dependent stress changes around underground excavations in salt masses. Hydraulic fracturing was chosen because it is the only technique that can be readily applied in virgin ground far from existing mine openings. The method also appeared to yield directly the magnitude of the least compressive principal stress, regardless of the mechanical properties of the rock mass. A knowledge of the least principal compression was deemed sufficient to establish the isotropic character of the virgin in situ stress field under two conditions: (1) the Salado formation was mechanically isotropic, i.e., the fracture toughness did not vary normal and parallel to bedding so as to permit preferred fracture paths, and (2) pressure measurements were combined with determinations of the orientations of hydraulic fractures and, more generally, with observations of the characteristic hydraulic fracture patterns. The latter was possible by locating the drillholes for hydraulic fracturing along the axes of drifts that were mined several months later. The success of general stress measurements by hy- draulic fracturing of salt subjected to anisotropic stress conditions was and remains less certain. While the smallest in situ compressive stresses should still be equal to instantaneous shut-in pressures, there may not exist any unique relationships between the greatest and intermediate in situ principal stresses on one hand and the primary breakdown and fracture reopening pressures on the other. This problem would be a consequence of stress relaxation due to salt creep around any drillhole in which hydraulic fracturing tests are conducted. Moreover, lab- oratory measurements suggest that creep and stress relaxation could be so rapid that it might not be possible to interpret the measurements for anisotropic stress conditions even if hydraulic fracturing were performed as soon after drilling as possible. The primary objectives of the stress measurements in the WIPP were met by combining hydraulic fracturing tests with finite element analyses of the effects of salt creep, observations of hydraulically induced fracture pat- terns, and laboratory hydraulic fracturing tests on oriented core. In situ hydraulic fracturing tests in long drillholes were preceded by several trial tests to establish the best test methods and to demonstrate that salt could be fractured. The resolution of anisotropic stresses and special problems, e.g., in the identification of instantaneous shut-in pressures, are currently being addressed in hydraulic fracturing tests in a mine pillar, in tests following different delays between drilling and fracturing, and in tests with different frac fluids. This paper will review the main results of the analyses above and of one group of hydraulic fracturing tests at different distances from existing excavations. The paper will conclude with a brief description of the geometry of the hydraulically induced fracture patterns. Because of space limitations, it will be assumed that the reader is familiar with hydraulic fracturing or will first consult other sources (e.g., Cleary, 1980; Gronseth and Detournay, 1979; Zoback and Haimson, 1983; Nemat-Nasser et al., 1983; Kim et al., 1984)

The views expressed in the paper are those of the authors alone and not the Australian Government or Dames & Moore. INTRODUCTION Uranium has been mined in Australia since 1954. A number of small scale mining and milling operations were active in the Northern Territory, in South Australia and in Queensland in the late fifties and early sixties. However, in the late sixties there was an increase in exploration activities in the expectation of an upsurge in world demand for uranium Substantial new resources were delineated in the Northern Territory, Queensland, South Australia and Western Australia. The most significant deposits were located in the Northern Territory, in what is called the Alligator Rivers Region located approximately 200 km east of Darwin. The Region is in the latitude of 13° South and thus lies within the Australian tropics (Figure 1). It consists of approximately 2.3 million hectares of natural wilderness containing much spectacular and attractive scenery. The area is noted for its abundant wildlife, particularly the waterbirds that gather on the flood-plains. Much of the vegetation is diverse and interesting. The Aboriginal population still maintains elements of the traditional way of life, and the spectacular Arnhem Land escarpment contains many of the best surviving examples of Aboriginal rock art. Numerous rich archaeological sites provide evidence of continuous human habitation for tens of thousands of years. Climatically, the Region is of the tropical monsoon type with a dry season from may to September and a "wet" from November to March. High intensity short period rainfall is characteristic, and the average annual precipitation is in the order of 1 350 mm. The monthly mean temperature ranges from 25° to 30°C throughout the year. The development of regulatory controls on uranium mining in the Alligator Rivers Region has been affected by the political status of the Northern Territory. While Australia is a federation, established as an independent self-governing country in 1901, it was not until 1978 that the Northern Territory became to any real extent self-governing. Prior to 1978, the Territory was administered through a special department of the Commonwealth (ie. the Federal Government). Under the Northern Territory (Self Government) Act 1978, administrative powers similar to those possessed by the Governments of the six founding Australian states were provided to the Territory Government. However, the Commonwealth government did not transfer to the Territory all such powers and functions, and in particular there has been, since 1978, a dual role for the Commonwealth and Territory Governments in the regulation of uranium development. Details of this role are provided later in this paper. RANGER URANIUM INQUIRY By 1973, major deposits had been discovered in the Alligator Rivers Region at Nabarlek, Ranger, Koongarra and Jabiluka. The estimated reserves and mine life expectancy of these deposits are given in Table I. Other radioactive anomalies have also been identified in the area but, as yet, they have not been delineated or evaluated. [ ] In 1974, an agreement was signed between the Commonwealth Government and Peko Mines Limited and the Electrolytic Zinc Company of Australia Limited for the joint development of the Ranger deposit. In July 1975, the Government announced a Commission of Inquiry under the provisions of the Commonwealth Environment Protection (Impact of Proposals) Act 1974, into the proposed Ranger development. The inquiry was known as the Ranger Uranium Environmental Inquiry or more commonly, the Fox Inquiry after the presiding Commissioner, Mr Justice Fox.

The City of Akron will construct the Northside Interceptor Tunnel (NSIT) project to control and reduce combined sewer overflows. One component of the project a large diameter tunnel diversion / flow control structure that will facilitate tunnel storage, divert dry weather flow to the treatment plant, and divert large wet weather events that are greater than the tunnel capacity to the Cuyahoga River. The structure is designed to pass up to 1.2 billion gallons per day of flow and includes floatables screening. This paper will discuss project background, factors that influenced shaft location, and options evaluated to manage the large design flows.

National Steel Pellet Company (NSPC) conducted pilot scale testing and computer simulation studies which indicates that the capacity of the secondary grinding mill could be increased and that concentrate grade improvement could be expected with improved classification in the grinding circuit. Based on these studies, a decision was made to modify one secondary ball mill line at NSPC to include both cyclone and screen classification with magnetic separation applied to the circulating load. This paper will briefly discuss the studies leading to the decision to modify the circuit, the design of the modified circuit and the initial start-up and operating experience.

Experience at Energy West Mines in the Wasatch Plateau Coal Field, Utah, has shown that longwall face bursts occur mostly near the tailgate when extracting the third adjacent longwall in a panel section where depths exceed 610 m (2000 ft). It is believed that this is due to a combination of cover depth and side abutment stresses created by the widening of a pressure arch formed by interlocking and bridging of large blocks of" very competent strata. The 60-m-thick (200 ft) Castlegate Sandstone probably plays a key role in pressure arching. This paper presents a back-analysis of the location and magnitude of the stresses associated with face bursts that occurred when mining the 7th Right Longwall at the Deer Creek Mine. Improvement of these conditions may be achieved by widening the longwalls to attain critical subsidence width sooner while mining the second long-wall, and to reduce stresses at the face. Wider longwall faces, however, increase the chance of sandstone channel interception often associated with bursts. Satisfactory mitigation of face bursts beyond cover depths of 610 to 670 m (2000 to 2200 ft) may be difficult without using destressing techniques. The hydraulic fracturing/liquid infusion technique seems to offer the best possibilities for application in longwall mining.

Noise control is an important consideration in the design and operation of coal preparation plants. It is essential to understand and control noise sources to provide a safe environment for operating personnel. The average noise exposure levels in a typical coal preparation plant generally range between 95 and 100 db. An operator should not be exposed to noise levels of this magnitude for more than 4 and 2 hr, respectively, according to MSHA (Mine Safety and Health Administration) regulations. The major noise sources in a coal preparation plant include noise from impacting the inside surfaces of steel chutes, vibrating screens, coal crushers, pumps, motors, fans, and blowers. The magnitude of noise varies considerably from one situation to another. NOISE EXPOSURE IN COAL PREPARATION PLANTS Noise regulations established by the Occupational Safety and Health and- ministration (OSHA) are accepted by MSHA relative to coal preparation plants. Fig. 14-43 shows a graph of the time of noise exposure in hours per day to which a worker can be exposed for each A-weighted sound level. According to this graph, a worker is permitted to spend 8 hr in a 90-db noise environment, but that time must be halved when the A-weighted sound level increases 5 db. The noise dosage a worker receives is determined by the ratio of the length of time the worker spends in a particular noise environment divided by the length of time he is permitted to spend in that environment. If the worker is exposed to several different sound levels, his total dosage would be the sum of each of the individual dosages. The equation for determining the dosage is: where C is the actual duration of exposure at a given steady state noise level and T is the noise exposure limit for the level present during the time C According to MSHA regulations, the dosage, D, should not exceed one (1) for any worker for a full day of work. As an example of typical plant noise levels, vibratory screens and crushers emanate noise levels in excess of 90 db at a distance of 3 ft (0.9 m) with no material flow. Concrete pipes and small boxes have been installed by the jacking method. This paper will describe a recent project were large concrete boxes were installed by the jacking method. This project is in the city of Boston, MA. By now everyone in the USA knows something about this project. The project official name is The Central Artery/Tunnel Project (CA/T). This is the biggest public work project in the USA right now, with an estimated construction cost of 14 billions. The main objective of the CA/T project is to replace an existing artery built in the 1950s to increase capacity and safety. One section of the new artery will cross under several railroad tracks near the South Station. To construct the section of the new artery under these tracks, big concrete boxes were installed by the jacking method. The jacking method can be used to install pipes, small concrete boxes, and the CA/T project has demonstrated that big concrete road tunnel boxes can be installed by jacking.

The availability of environmentally acceptable and reliable energy sources is an important issue for Federal, State, and local planners. A cooperative program by the U.S. Geological Survey, State geological surveys, and the U.S. Bureau of Mines has developed a national GIS-based systematic effort to collect, analyze, and depict data characterizing the relationship between restrictions to mining and the potential development of the Nation's coal resources. Land use/environmental and technologic/geologic restrictions are identified within selected 1:24,000-scale, 130-to 150-sq-km 7.5-min quadrangles and applied as overlays to maps of coal-bed thickness, depth, and mined-out areas. Tonnages of original, mined and lost-in-mining, remaining, restricted, and available resources are calculated. Resultant data files are transferred to the Bureau of Mines for recoverability and cost analysis.

An analysis was conducted to determine the effects of blasting on slope stability and downstream comminution processes. To investigate these effects, the extent of blast-induced rock damage and the magnitude of induced stress were examined. This analysis showed that damage may extend up to 500 meters (1MPa, tensile strength) in the rock mass, a distance that is sufficient to impact the pit-scale slope over the long term. In addition, the damage zone was calculated using the reasonable assumption that compressive waves are the primary agent in microfracturing during blast fragmentation. The calculated damage zone ? up to 5.6 meters (30MPa, 30% of the compressive strength) ? indicates that microfracturing can occur throughout the entire rock mass in the blasting area. Finally, an economic analysis was conducted by comparing two reasonably assumed blasts in a copper mine. The change in energy required for crushing and grinding was demonstrated using Bond?s law after increasing the blast energy from 180kcal/t to 350kcal/t. A total cost saving of 13.3% ($9.4M) was achieved with the increase. An optimal blast design should consider both slope stability (safety) and downstream comminution energy (production).

"The wash ore area on the Mesabi iron range covers a regionof the iron bearing formation extending from Grand Rapids on the west to the Hibbing district, about forty miles eastward. Not all of the developed ore bodies are of wash structure; some are of such grades that they can be shipped direct as merchants able ore. It is safe to say, however, that 65 per cent of the ore is of a possible wash structure and of too high a silica content to be classified as merchantable ore. The increase in the number of washing plants completed each year on the western Mesabi shows that ,the product must be of a structure desirable for furnace operation. The use of diesel engines in underground hard-rock mines dates back to the late 1940s. For the first several years, they were used only occasionally, being limited to a few metal mines that experimented with crawler¬mounted front-end loaders, tractor-trailer hauling units, a few tractors for drill-compressor mounts, and utility cleanup machines. By the mid-1950s, track loaders had become commonplace in limestone mines and uranium mines on the Colorado Plateau in the United States, as well as in Canada. Use of crawler-mounted tractors as drill and compressor mounts also increased. By the end of the 1950s, rubber-tired loaders and some haulers began to replace the track-type machines and rail-mounted cars that had been in use. About 1960, the rubber-tired machines brought about a new era of underground mining mobility and flexibility, centered on a method commonly known as "trackless mining." Ultimately, many of the underground rail-type systems for loading and hauling were replaced by the trackless mining technique. ECONOMIC CONSIDERATIONS The size and nature of mineral deposits, plus ground control techniques, historically had dictated small open¬ings to the surface from many underground mines. The small mine openings led to the development of special rubber-tired loaders and haulers designed specifically for access through the small openings. However, some mines, particularly those in massive mineral deposits, are able to excavate and maintain very large openings, and some use modified room-and-pillar systems. With the large mine openings, the use of larger, more produc¬tive equipment such as that commonly found in surface mining becomes economical. In fact, productivity gen¬erally increases at a more pronounced rate than machine size increases because many of the larger machines were designed for heavy-duty shot-rock applications in surface mines and construction sites where the handling of blasted rock is common. Combining greater productivity often inherent in larger machines, with reduced downtime resulting from using fully developed machines with fast parts and service backup, some mine operators have been able to reduce material handling costs appreciably while reduc¬ing manpower requirements for operators and main¬tenance men. Large mine openings increase the amount of rock that must be handled in the development work, and they sometimes increase the dilution in stopes or rooms, de¬pending upon the dimensions of the ore zone. Providing adequate space for the unrestricted operation of large surface mining machines could, therefore, lead to more waste segregation and handling costs. It could also cause greater ore dilution that would result in a lower grade of ore being delivered to the processing plant. The tradeoffs between opposing cost factors must be reconciled and balanced to achieve the best overall cost of the crude ore, concentrates, or product. EQUIPMENT MODIFICATIONS Loaders and haulers designed for surface mining are seldom used underground in their standard con¬figurations without some modifications. If done, the modifications generally are made by the equipment dealer and/or the user, and the modifications usually include one or more of the following items: 1) The exhaust stack is lowered, and its direction is changed. Usually, it is repositioned horizontally to the rear, or it is fed into the engine fan to diffuse the exhaust gases. 2) The operator's position is lowered by either lowering the seat or changing the seat to a side mount. 3) The operator controls are adjusted to fit the new operator position. 4) Other components, such as the radiator and loader tower, are lowered. 5) Special bumper guards are mounted at the base of the radiator area. 6) An exhaust conditioner is mounted and con¬nected, using either a catalytic or a water-type condi¬tioner, or both.
