Large metallurgical complexes have more data than a small city and much of it is "real time," changing rapidly as internal and external conditions evolve. As corporations buy and sell assets and reengineer their staff, the structures and tools that were used to understand these data are lost. The lack of an integrated approach makes the profitability of metallurgical plants lag behind that of other industries despite technical advances that have occurred in recent years. This results in significant deterioration in the ability to maintain a "smart” operation. The solution is to use the sophisticated new tools built for the Internet so as to leverage information in a familiar browser format that people can use and understand. Combining real-time infrastructure with portal technology is becoming an accepted methodology. This paper introduces real-time portals and team sites to support decision making by work- groups which require both real-time and documentary information from manufacturing assets, vendors, head office and the Internet. Workers get insight from the overall process effectiveness index based on key variables such as losses due to plant availability, performance efficiency and rate of quality. Real-time portals and smart clients are part of any real-time performance management (RtPM) solution. Three case studies in large metallurgical complexes are presented. The island of Jamaica consists predominantly of Carbonate rocks which vary in chemical & physical characteristics. Currently these rocks are used for construction and road aggregate, landfill and as a raw material in the manufacture of cement. Over the past fifteen years the Geological Survey of Jamaica with assistance from a number of international aid agencies and the private sector have identified deposits of high calcium/high brightness limestones which have the potential to be utilized as a high quality filler and a number of other commercial applications. Geologically, these limestones are formed within the Eocene Swanswick Formation, the Oligocene Walderston-Browns Town Formation and to a lesser extent the Miocene Montpelier and Newport Formations.

"The Midwest is presently the focus for Combined Sewer Overflow (CSO) abatement in the United States (U.S.). Most of the EPA mandated utility and municipal long term CSO abatement programs in large metro areas in the Midwest such as Cleveland, Indianapolis, Columbus, Chicago, St Louis, Akron, Fort Wayne, Louisville, Kansas City, Omaha and Pittsburg use or will use deep tunnels for storage and conveyance of CSOs. This paper will compare design methods specified and implemented for tunnel construction in Midwestern geology such as soft ground and mixed face EPBM tunnels, hard rock TBM tunnels, drill & blast tunnels, road header tunnels along with tunnel lining systems. It will also review the performance of successful CSO systems that include design life cycle, vortex and drop shaft configurations, pump stations, storage and conveyance strategies and long term operation and maintenance criteria. HISTORY and BACKGROUND Prior to development of mandated wastewater treatment plants, collecting both wastewater and storm water runoff in a single-pipe system was an efficient and economical solution. The early combined sewer systems were typically designed and sized to carry several times the average dry weather wastewater flows and not designed to handle a mixed volume of waste water and storm water during a wet weather event. Beginning in the early 1970s, federal legislation (Clean Water Act of 1972, Clean Water Act of 1977 and the Water Quality Act of 1982) changed how municipalities and industries in the U.S. were required to treat and discharge wastewater into the nation’s surface waters. They were mandated to treat wastewater at federal regulatory standards for discharge into surface waters that is safe for humans, wildlife and aquatic life. The wastewater treatment facilities that evolved were initially designed and sized to treat only the peak volume of raw wastewater flowing during dry weather. Combined sewer system control sections or relief structures were installed upstream of wastewater treatment plants (WWTP) and were designed to protect WWTPs from potential damage that would be caused if peak volumes of raw wastewater mixed with storm water runoff reached and overwhelmed the WWTPs."

Recently, the health of the cement industry has been threatened by the impact of environmental regulations, over-zealous state and federal agencies and radical environmental groups. Unfortunately, cement plant operations tend to trigger every environmental regulation and program promulgated, plus several programs designed specifically for the cement industry. These environmental burdens come at a time when the cement marketplace has been impacted by imports resulting in a situation where it has been difficult to increase prices to offset these increased environmental liabilities. The competitive world market forces the cement industry to seek creative ways to reduce costs. With additional major environmental programs coming down the pipe, like the Federal Clean Air Act Amendments of 1980 and EPA regulation of cement kiln dust, the cement industry has attempted to try innovative supplements to cement manufacturing. The cement industry has found that using waste tires, biosolids and other solid wastes in the cement manufacturing process can reduce costs and plant emissions.

Jim Walter Resources, Inc. operates four underground coal mines in Alabama. In 1986, during longwall recovery operations, sparks from a torch ignited methane that migrated onto the face after a roof fall. The fire quickly spread to the gob at the tailgate end of the longwall. The fire was successfully "area" sealed and mining operations resumed after five weeks. However, several problems were encountered during this process. This paper describes the events following the fire, methods used to control the situation, problems encountered, and steps taken to ensure preparedness for any future occurrences of this type.

Atlas Dewatering was contracted to install and maintain a groundwater control system for the new Bessarion Subway Station and the Tail Track Structure on the Toronto Transit Commission’s new Sheppard Subway Line. Atlas met the challenges presented by the project by closely reviewing the contract documentation provided by the Program Geotechnical Consultant, Golder Associates and by working with the general contractors, Bondfield Construction Company and PCL Constructors Eastern, inc., throughout the duration of both projects. In addition to concerns about soil loss, excessive settlement and seepage, the consultant was concerned about spreading hydrocarbon-contaminated groundwater between the two aquifers present at the Bessarion Station site. By installing a system of multi-level vacuum eductor wells around the perimeter of the excavation, Atlas was not only able to provide a dry excavation for construction, but, due to a unique well design was also able to prevent cross-contamination of the aquifers.

Recent developments undertaken to improve mine productivity are also dealt with together with some notes on proposed measures to obtain further gains in productivity.

For several generations now, the high alumina clayey sediments of Southeastern Alabama and Southwestern Georgia have supplied those regions with steady, mineral-based income although the impact of that income has been relatively minor until recently. Since World War II, mining activity has increased algebraically with over half of the total ore value in the Alabama area having been recovered since that time. The Georgia area production increases are even more dramatic. The trends are continuing and the next decade should see ore winning figures which will dwarf all previous production. It's time for the mining engineers to take note of this development as the mining methods, similar to the production, have developed rapidly and now offer challenges for the most competent professional. The development of mining techniques has followed a classic pattern. Beginning almost a hundred years or so ago, with the loading of weather-resistant surface boulders into mule-drawn wagons, mining methods have progressed to discovery of limited surface exposures in outcrop and eventually to stripping and development of non-obvious, subsurface deposits. Little by little, the overburden thickness of new pits has increased until, at present, pits with 100' -125' of overburden are being actively worked. Ground water problems in the Eufaula District are particularly challenging. At A. P. Green's J. W. Baker Pit, #l, in Barbour Co., Alabama, it is necessary to continually pump groundwater at the rate of about 400 gallons per minute from wells on the periphery of this large pit in order to keep the water table low enough to allow mining of the ore body.

The Highland Valley Copper partnership was formed in July 1986 and was the logical result of a mine with a large ore reserve but no adequate mill, and a mine with a large, modem mill but dwindling ore reserves. The original partners -Cominco and Lornex -were joined in January 1988 by Highmont Mining Co. which contributed a two-line concentrator. During 1988/1989, the Highmont mill was moved 7.5 km to adjoin the Lornex mill, forming what is now called the Highland mill, with a current nominal capacity of 130 000 tonnes per day. The mine is located 220 km northeast of Vancouver, British Columbia and is close to four communities in which personnel make their home: Logan Lake, Merritt, Ashcroft, and Kamloops. The map in Figure 1 2.2 shows the general area. Kamloops is a major service centre and is serviced by two railways, two major roads and a regional airport.

It is estimated that the volume of low -level and intermediate level contaminants present in the soil at different DOE sites is of the order of several million cubic feet. The existing remediation scheme is containerization followed by burial in Land Disposal Facilities (LDF's) which is economically unattractive warranting the need to develop alternate remediation routes. One such route is the physical separation based volume reduction approach to removing a MINIMUM AMOUNT OF CLEAN SOIL with the radioactive particles, reducing the amount of material that requires disposal. The purpose of this study was to evaluate and test the feasibility of using physical beneficiation techniques for removal of contaminants from soil. The performance criterion was to recover at least 80% of the activity in 20% or less of the original contaminated soil volume. Four different radioactively contaminated (primarily uranium and plutonium) soils from DoE sites namely LANL, INEL, Fernald Plant 1 Storage Pad (ID-B) and Mound soils were tested using gravity, magnetic, gravo-magnetic, hydrocyclonic and flotation devices. The paper is divided into the two sections. The first section presents the overview of the Heavy Metals in Contaminated Soil Treatability Project conducted at the University of Nevada, Reno (UNR) describing the salient features of a state-of-the art Soil Washing Laboratory and the technology equipments used in the test program. The second section describes the soil characterization and typical volume reduction results obtained from the UNR tests. Among the physical separation processes, only flotation processes passed the performance criterion. For the LANL and INEL soils where the contamination was contained in coarse particle size, it was possible to recover more than 80% of the activity in less than 10-20% of the original volume of the soil thus rendering 80-90% of the soil "clean". For Fernald and Mound soils where contamination was of colloidal nature, flotation based processes showed encouraging results and are recommended for further studies.

BACKGROUND Gold Fields Mining Corporation started their Chimney Creek operation in late 1987. The dump leaching operations commenced in October and the mill startup took place during the last half of November. The milling process at Chimney Creek is almost a conventional CIP plant with the major exception being the installation of a second thickener as a washing stage prior to CIP12 ' A simplified flow sheet is shown in FIGURE 1. Most of the gold in the mill is liberated by grinding in cyanide. After grinding in a conventional SAGball sill circuit, the cyclone overflow reports to the thickeners. The thickener overflow from the first thickener is pumped through 5 stages of carbon columns for gold adsorption. Slurry from the thickener underflow is leached, washed, re-thickened and pumped to CIP. After approximately 6 hours of retention time in CIP, the slurry is pumped to tailings for final deposition. The carbon from CIP is transferred to the third stage of carbon adsorption and then advanced as normal through the columns and strip circuit. Loaded carbon is stripped at approximately 1500C (3000 F) and 55 kPa (80 psi). After 4-5 hours of stripping, the grade of four tons of carbon is reduced from 5,140-6,860 g/t (150¬200 oz/ton) to typically 17 g/t (0.5 oz/ton). Zinc precipitation is used to recover the gold from the pregnant solution. After a water wash, the stripped carbon is transferred to acid wash or to the kiln feed tank for reactivation. All strip lots are acid washed in 3.0% HC1 and all stripped carbon passes through the kiln for thermal reactivation. Then the carbon is quenched, sized and stored in tanks or bins for transferral to CIP or to the carbon columns. Loaded carbon from the dump leach circuit is treated in a circuit consisting of five carbon columns which are parallel to the mill circuit. No distinction is made between the mill or dump leach carbon once the gold has been stripped from them. CARBON FINES HANDLING Once the carbon has been transferred from the carbon columns, every effort is made to minimize carbon attrition and to recover the carbon fines that have been generated in the process. The Inland Feeder project is a critical component of Southern California’s water delivery system, relying on a strategic plan of water transfer and storage to enable the delivery of an additional 650 million gallons of water a day. The Arrowhead West and Arrowhead East tunnels form part of this system, comprising the construction of nearly13 km (8 miles) of bored tunnel under the San Bernardino National Forest. This paper describes the design and manufacture of the 4.88 m (16 ft) diameter precast segmental primary lining that will be used in these tunnels to resist rock loads, and up to 275 m (900 ft) of external hydrostatic head.

For practical purposes, the terms "natural frequency," "resonance" and "critical speed" are synonymous. A part passing though its "critical" or "critical speed" may also be said to be "resonant" or "resonating." The vibrations of a precisely balanced part can be magnified by the structure in which it is assembled. Anyone who has driven an automobile knows that it will vibrate more at a certain speed than at others. According to the formula for centrifugal force, vibration should increase steadily with a rise in rpm. What happens instead is that the vibration not only in- creases with r m. but suddenly rises at a much higher rate through the critical speed, and then apparently smooths out as the rpm passes beyond it. To visualize what happens, consider a simple flat spring with a weight mounted at one end. When the spring is deflected by pulling down on the weight and then letting it go, the spring will oscillate, and the spring-and-weight system will vibrate at its natural frequency. If the timing or direction bf the impulses imparted to the spring did not coincide with its natural frequency, the result would be an irregular vibration that would not build up. If, on the other hand, the timing and direction of the impulses did coincide with the spring's natural frequency, the result would be a larger and larger amplitude. If the impulses were continued indefinitely, the amplitude of the spring's vibrations would go on rising [while its frequency stayed the same] until the spring broke or the amplitude of the vibrations reached an equilibrium [because frictional or other forces would tend to damp it]. Resonance magnifies the amplitude of vibrations in a relatively undamped system between 100 to 200 times over that of nonresonant vibrations. Frictional or viscous damping often reduces the magnification [from 10 to 20 times], but even with this reduction the amplitude would still be large enough to cause excessive wear, and sometimes even fractures. For example, a blower might show only 0.001 in. of vibration on the manufacturer's test stand. Installed, the blower could pass into its critical speed [the speed at which the frequency of the vibrations caused by the rotor coincides with the supporting structure's natural frequency], and the 0.001 in. of vibration could be resonated to 0.010 in., or as much as 0.020 in. The cure for such a condition would not be to lower the vibration of the blower by further balancing or better alignment but to separate the two frequencies by at least 20 to 30%.

Implementation of the Clean Air Act Amendments of 1990 is negatively affecting production of coal used for generating electric power in Indiana and elsewhere in the Midwest. Required reduction of sulfur compounds from gas streams, or flue gas desulfurization (FGD), as mandated by these laws has encouraged installation of wet limestone scrubbers at many generating plants. Increasingly stringent requirements that will begin in 2000 are expected to necessitate even more extensive use of such scrubbers. Indiana has large deposits of limestone-the major consumable alkaline raw material for scrubbers-that can meet an expected demand of several million tons per year. Limestones are not, however, all the same. Different limestone units behave quite differently when used as scrubbing agents under differing conditions in actual practice. Decisions about FGD scrubber details would be more meaningful if made with thorough knowledge of which rock units contain the most efficient FGD limestones and which sites of suitable stone are located nearest to power plants. Even though abundant carbonate rocks occur in Indiana, their suitability in scrubbing systems has received little attention, and few attempts have been made to match details of stone resources to the needs of various utility scrubbing systems. Optimization of the fit between geologic characteristics of the existing limestones and prospective scrubber systems should allow for greatly improved planning and operation of FGD systems with attendant lower overall costs. Electric utilities have developed computer models to predict FGD system operations (i.e., the FGD-PRISM model of the Electric Power Research Institute). These models require geologic data such as reactivity that are commonly unavailable. We generated data needed for the model during a cooperative effort among the Indiana Department of Commerce, the Indiana Geological Survey (IGS), The Indianapolis Power & Light Company (IP&L), and the Indiana Mineral Aggregates Association. Our goal was to provide missing geologic details of Indiana scrubber-stone raw materials and apply them to the FGD-PRISM model to provide general guidance to determine which geologic units can provide stone for most efficient sulfur removal. Results of the model for selected limestones and parameters specific to one IP&L generating plant were calculated. Geologic data generated may be applied to other generating operations, and our examples should help other utilities optimize their FGD strategies. Several hundred samples from more than 30 active quarries were collected and their physical properties determined. Grindability values ranged from 7.2 to 21.7 for 50 selected samples. Acid-insoluble residues of less than 1% to 13% were found. Dissolution rates as an index of reactivity varied over two orders of magnitude for the selected set of samples. These data plus chemical analyses and Ca/Mg ratios were entered into a generic scrubber model to determine rates of stone use and scrubber efficiency for various stone. Removal of SO2 was projected by this model to range from 89% to 98% with stone utilization rates from 91% to 93%. Excellent scrubber stone sources were found in Mississippian rocks in central and southern Indiana. Rocks of the Ste. Genevieve and Salem Limestones were especially efficient. Even small amounts of dolomite, clay minerals, and quartz diminished a stone's usefulness for FGD scrubbing.

To the best of our knowledge, this paper comprehensively summarizes a thorough study to determine the thermodynamic viability of the reactions between light rare earth oxides and chlorine with and without carbon. The kinetics and mechanisms of light rare earth oxide chlorination and carbochlorination reactions are analyzed and discussed according to results in the literature. Lanthanides between lanthanum (La) and gadolinium (Gd) are considered as light rare earth elements (LREEs) in agreement with previous literature and the results detailed in this review. Both laboratory- and industrial-scale light rare earth chlorinations and carbochlorinations, starting from oxides and ores, are reviewed.

I. INTRODUCTION Lawyers are a cautious breed; and it might be expected that a paper concerning a broad and complex area of legal regulation, prepared by lawyers for presentation to a predominantly non-legal audience, would commence with several caveats. Ours are the following: First, we have written a broad (and, in some instances, simplified) overview of the regulatory system and of some of the more important requirements generally applicable to uranium mine and mill wastes in the United States. Our paper is not a legal opinion setting forth all of the governmental requirements that would have to be met by any particular mine or mill. Similarly, we do not imply that the requirements we mention are necessarily applicable to each and every mine and mill in the country; depending on the facts, some of the requirements may be inapplicable or avoidable through exemption or variance proceedings. Compliance decisions and strategies for particular facilities must be considered on a site-specific basis. Second, we have undertaken merely to describe the regulatory framework and some of the generally "applicable" requirements which have been promulgated and proposed by administrative agencies. We express no opinion on whether, under the U.S. Constitution and statutes, the existing and proposed agency regulations are valid in general or as applied to any particular mining or milling operation. There are, of course, procedures for judicial review of agency action; and newly promulgated environmental regulations have frequently been challenged, with varying degrees of success, before the courts. For us even to begin to consider such issues would expand an already forbiddingly long paper to totally unmanageable proportions. Third, in light of the subject of this Conference we have limited our paper to the legal framework and requirements applicable to uranium mine and mill "wastes" -- primarily mine overburden and waste rock and mill tailings (including waste tailings solution). We treat operating discharges (e.g., emissions from yellowcake drying) only peripherally. Fourth and finally, it is important to note that this paper, at least in so far as it concerns the specific requirements of particular regulations, will likely soon be out of date in some important respects. The term “Paste Technology” was first used in the late 1980’s. It was used to describe a high fines (15 wt% or greater minus 20 microns), low water content backfill material that could be transported underground through a borehole/pipeline distribution system (4” to 8” dia.) at a yield stress similar to fresh concrete (100 to 400 centipoise). This “Paste Backfill”, unlike slurry transported backfills does not segregate into separate solid and liquid phases at low pipeline transport velocities or upon disposal into the underground stope. Paste backfills can consist solely of fine material, or can include fines plus sand and aggregate similar to a concrete mix. Pipeline transport of paste requires that sufficient fine material (minus 20 micron content) is contained within the mix to lubricate the pipeline walls to create a plug flow condition. For concrete, the fine material is supplied through the cement addition to achieve high compressive strength. For paste, the fine material is generally available in large quantities in the form of mill tailings. The paste tailings can be transported underground for use as backfill or discharged on the surface in a tailings management facility (TMF). This natural abundance of fine grained material is not exclusive to mine tailings but is common to many waste streams in many different industries. This makes the disposal of many waste materials very amenable to paste pipeline transport and placement as a non-segregating slurry. The potential use of paste technology for a wider group of waste materials was realized by these authors and others over two decades ago. Through the effort of this small group the use of paste technology has expanded over the years to become recognized as a low cost, environmentally superior, and technologically controllable method of transporting and placing specific material waste streams with a low water content and high placement density. The high yield stress nature of a paste also lends itself well to the blending of one or more coarse waste materials into the fine waste material paste stream. This allows all the waste materials to be transported by pipeline, increases their placement density; decreases the supernatant release/treatment, reduces contaminant mobilization, hydraulic conductivity and oxygen/water reactivity through encapsulation in the paste matrix. The following paper describes the present state-of-the-art use of paste technology in the world today. It also describes future uses of the technology that are under development and speculates on the overall use of the technology for waste management in the future.

Shaft 18B-1 is the second shaft to be constructed as a part of contract C547A along the New York City water supply system Tunnel No. 3. More complex than Shaft 17B-1, this site has an additional 30 m (100 ft) of overburden for a total excavation depth of approximately 78 m (256 ft) through water-bearing overburden soil and 145 m (475 feet) of gneiss bedrock to connect to the underlying Water Tunnel No. 3. round freeing was specied as the method to provide temporary earth support and ground water control for the overburden material. An extensive supplemental geotechnical investigation (SGI) and frozen soil testing program was performed to develop the design of a temporary ground freezing system, consisting of over 7,315 m (24,000 ft or 4.5 miles) of drilling for the installation of 95 freeze pipes. At the start of shaft excavation, the upper sandy silts strata was found to have an unprecedented low thermal conductivity, leaving the frozen soil face approximately 0.6 to 1 m (2–3 ft) behind the cutline. The ground freezing earth support needed to be augmented with ring beams and liner plates to support this soil face and allow for the excavation to proceed and be completed safely.

The currently known and used plastics and rubber recycling or sorting processes cannot be applied efficiently and economically due to large amounts and different numbers of plastics types as well as of fine bulky materials (<4mm). These wastes are mostly given to land-fill sites. Thermal adhesion seems to be a great means to efficiently separate plastics mixes. Tests carried out at a special lab-scale testing unit (TaA1) confirm the effectiveness and feasibility of the separating mechanism. The thermal properties of the individual types of plastics differ from each other to a sufficient degree so that special products or product mixes of high material purity can be obtained according to the respective requirements. For this reason, plastics mixes such as PE and PP can be sorted with very good results. The separation efficiency is influenced only by different contact surfaces. The contact period can be adjusted to a short period of time so that sorting large amounts of fine dispersed plastics seems feasible. Sorting processes in feed streams were shown to be technologically effective when applying appropriate technologies. For the time being, the technological application of a thermal adhesion drum separator (TaTr1) is suitable. First tests on such a pilot-scale unit provided good separation results.

To assess the value of various subsidence mitigation techniques, twelve linear foundations were constructed above a longwall mine. The structures were monitored during and after undermining, and footing curvatures at the time of cracking were compared with predicted values. An unreinforced concrete footing sustained substantial damage. Other footings received varying degrees of damage, with inclusion of a sand layer significantly affecting performance. A post-tensioned concrete foundation suffered minimal cracking. Also, a technique developed by the Bureau of Mines is presented for determining the subsidence, slope, curvature and strain of the ground surface.
