Peruvian legislation requires the preparation of an Environmental Impact Study (EIS) for new and expanding mines/beneficiation facilities and the preparation and implementation of an Environmental Adjustment and Management Program (PAMA) to control and mitigate environmental impacts associated with existing mining/beneficiation activities. Shepherd Miller, Inc., developed guidance documents for preparing an EIS and PAMA for Peru's Ministry of Energy and Mines and presented workshops to Peru's mining industry on preparing an EIS and PAMA. This paper discusses the process and approach taken and the results.

The current study examines the extraction of rare-earth elements from trichromatic phosphor of discarded tube lights via baking processes. The Y2O3: Eu3+ (YOX) and BaMgAl10O17: Eu2+ (BAM) phases completely decomposed during acid and alkali baking with > 90% Eu and Y extraction. Prior, selective acid leaching of the YOX phase enhanced the acid baking process at a lower temperature (< 230 ℃). Feed acid baking showed a maximum 87% Tb, 36% La, and 17% Ce extraction at 500 °C, 0.5 h, 1 ml/g H2SO4, and alkali baking yielded 16.1% Tb, 86% La, and 73% Ce at 300 ℃, 0.5 h, 50 wt.% NaOH. The acid baking of the acid-leached phosphor yielded 72% Tb, 95% La, 63% Ce, ~ 95% Y, and Eu extraction at 300 °C, 0.5 h, 1.05 mL/g H2SO4. Lower Tb extraction during the acid baking of acid-leached phosphor can be attributed to the formation of Ba3Tb( PO4)3 and BaTbO3 phases. Insoluble Si3Tb5 phase formation and partial decomposition of CeMgAl11O19: Tb3+ (CMAT) phase in the alkali baking route leads to lower Tb extraction. The acid baking process is suitable for extracting Tb, Eu, and Y, whereas the alkali baking process is suitable for La and Ce. The thermal analysis of phosphor and flux interaction depicts that alkali baking is less energy-intensive than acid baking. In comparison, the one-step acid baking process and the two-step alkali baking process yielded desirable extraction results (87% Tb, total RE (rare earth) 78.5% and 50.4% Tb, total RE 59.3%). The product yield in the acid and alkali baking route of feed, acid-leach phosphor is 36%, 29%, and 39%, 28.2%, respectively, with ~ 98% mixed rare-earth oxide purity.

The wettabilities of agglomerates made from coals of several different ranks were measured by the adhesion technique. Oil levels from 0 to 10% by weight were used. As was expected, it was found that higher-rank coals are more easily oil-wetted and that the surface properties of the agglomerates correlate with agglomeration recovery and ash removal data.

Cold compressive strength (CCS) and apparent porosity (AP) of pellets are essential properties regarding the burden of blast furnaces. The optimal required values for industries are 2.5 KN CCS and 21% AP. Blaine fineness and firing temperature are the decisive parameters analyzed here. During firing, microstructure phases such as silicate, hematite, and pore are formed. The phase’s grain density during induration influences the pellet’s CCS and AP. The influence of the factors over the response is evaluated by I-optimal (response surface methodology) design. Blaine fineness, firing temperature, pore phase grain density (PPGD), silicate phase grain density (SPGD), and hematite phase grain density (HPGD) affect the CCS and AP of pellets. The RSM-I-optimal predicted responses with a coefficient of determination (R2) of 0.89 for CCS and 0.91 for AP of iron ore pellets. Optimal conditions were Blaine no. = 1668 cm2/g, 1250 °C firing temperature, PPGD value 90 no/mm2, SPGD value 250 no/ mm2, and HPGD value 490 no/mm2, with 4.5 KN CCS 27%. The induration processes were investigated through statistical design of experiments for process optimization. Statistical analysis indicated the direct and interactive influence over CCS and AP. In this study, RSM-I-optimal modeling is used for iron ore pellets processing. The I-optimal prediction could be applied to make the process economical because information is obtained through fewer experiments.

Underground sites have great potential for industrial plants, for warehouses, and for other purposes where above-surface locations are now employed. Subsurface locations have generally been over- looked by industrial planners even though they may offer many features of superiority over the conventional sites. There are many opportunities for industries or warehouses to go underground. New space can be excavated expressly for this purpose or openings in existing mines may be converted to useful space. Another possibility is the pre-planned mine-industrial site, in which a mineral product is mined and marketed as a commercial venture while utilizing a mining plan which will permit rapid conversion of the openings created into active industrial areas while mining continues in the adjacent ground. An underground plant located in chambers created by excavating space in solid rock has many advantages, including low construction costs, low heating-cooling costs, freedom from storm damage or other surface weather conditions, absence of traffic noise and vibration, fireproof construction, low insurance costs, excellent working conditions, easily controlled temperature and humidity, almost unlimited bearing capacity of floors, low maintenance costs, no effect upon surface.

Electrothermal production of elemental phosphorous (P4) generates substantial amounts of highly toxic phossy water and sludges. Because of their high phosphorous content and lack of reliable processing technology, large tonnages of these hazardous wastes have accumulated from current and past operations. To date, the sludges are stored in ponds or above ground in special containment vessels at various locations around the country. Two samples of electric furnace phosphorous sludge obtained from the Tennessee Valley Authority (TVA) in Muscle Shoals, Alabama and FMC Corporation in Pocatello, Idaho were investigated using physical separation techniques to recover the elemental phosphorous in the sludge and to render the residual material non-hazardous. The techniques tested include sizing, froth flotation and dispersed air oxidation. Flotation and sizing produced concentrates containing 69 -90% P4 with a recovery in the range of 60 -87%. Dispersed air oxidation of the fines and tailing products was effective in removal of an additional 10 -15% of the P4 in the sludge.

Automatic control of fine coal cleaning circuits has traditionally been limited by a lack of sensors. Although several nuclear-based analyzers are available, none have seen widespread acceptance. In this investigation, image analysis is used for on-line determination of ash content in fine coal slurries. The ash content of a flotation tailings stream is correlated to the mean gray level of the slurry. Based on a 90% prediction interval, an analysis of sensor performance indicates an accuracy of 73 ± 4% ash over a range from 65-90% ash. While this result is comparable to existing nuclear-based analyzers, the video-based system is only a fraction of the cost. The sensor is currently installed at the Middle Fork preparation plant owned by Pittston Coal Company.

Published information discussing uranium mine radon daughter controls and related costs was examined and used to develop an estimated (projected) cost per ton for any level of control. Results show a clear power function increase of cost for conventional dilution ventilation as the annual exposure limit is lowered. Projections can be made using any assumed changes in consumer price index (CPI) and radon daughter working level months exposure limit. Bounds on the estimated costs are provided, and applicability of the final equation is discussed.

Conveyor systems are an essential part of many material movements in all conceivable areas of application. They are used to transport goods in raw materials extraction, agriculture, and even articles for daily use. In the process, not only distances of several kilometers but also differences in altitude of several hundred meters are bridged. The layout of the conveyor usually follows the topography at the respective installation site. Particularly in the case of large height differences, safety devices must be provided to prevent uncontrolled movement. Backstops can take over this task in predominantly ascending overland conveyors and are used either as a primary or as a secondary safety system in conjunction with a service brake. They are always used when the system comes to an unplanned standstill, whether due to a power failure, an emergency stop or a defect. When designing backstops, it must be ensured in any case that all conceivable circumstances are taken into account so that failure is ruled out without the product being unnecessarily large in size. Various safety factors are applied, some of which are even prescribed by authorities. One example is the Australian standard on machine safety for bulk material belt conveyors (AS/NZS 4024). This stipulates a redundant acceleration safety device that can absorb at least 150% of the maximum load. This paper will describe several modifications to design of con­ventional oxide gold heap leaching. They are targeted at reduc­ing costs and simplifying heap operations. These modifications were conceptualized during consulting work on over 90 differ­ent heap leaches. In 1995, a unique opportunity arose to imme­diately apply all of these design concepts to the permitting and construction of a new facility at the American Girl Mine in southeastern California. American Girl Mine has operated since 1987. In April 1995, the mine faced a situation with grave consequences for cash flow. Approval for mining of a new ore zone, Oro Cruz, had just been granted, after lengthy delays by California regula­tors. All existing pad space would be filled by October. Only 6 months were available, and new pad siting and design were still undecided. Permitting of a new pad had not begun. Options were quickly reviewed. A strong criteria for pad site selection and design was ease of permitting. There was also a strong desire to install a system that would achieve better met­allurgical recovery and reduced operating costs, compared to previous heaps at this mine. One site offered the best chance for rapid permitting. It was the site of the original 1987-90 heap leach. This already dis­turbed ground contained 1.6 million tons of heaped ore. The old heap had just completed detoxification and was about to be signed off as a Group C waste, ready for reclamation. Instead of recontouring and revegetating the old heap, which the reclamation plan anticipated, we offered BLM and the County something even better. We proposed to off-load much of the detoxed old heap, and reuse the space. The off-loaded material would be back-filled into the original open pit, imme­diately adjacent. While the footprint of the proposed new pad was much larger, the reuse of disturbed ground, and backfilling of the open pit, had very strong appeal to the regulators. Our permitting strategy included the technical design of the proposed new facility. Many of the new design details also appealed to the regulators, particularly the "zero active ponds" concept.

Over the last 25 years, through adversity and a growing level of risk mitigation, Australian Longwall mines have been using higher and higher capacity cable bolts for secondary support. A recent survey revealed 85% of Australian longwall cable bolts are a 70 tonne capacity pre-tensioned hollow post groutable system. Mines avoiding pumping cementitious grouts are sometimes using pre-tensioned resin encapsulated solid cable bolts of over 90 tonne capacity. Results from various industry and University research has led to manufacturer's fine tuning the construction of their cable bolts. A review of this research explains how smooth wire construction is now dominant. Aggressive shear has also led to some mines using 8 tonnes pre-tension instead of the previous common 20 tonnes pre-tension. Lower pre-tension acceptance is now leading to a greater use of threaded cable bolt end fittings, these are tensioned to 8 tonne using the drill motor torque. A recent development is the TEX cable bolt, a slim line threaded end fitting that fits with the drill hole like a standard rock bolt. This cable is being installed at the coal face as primary support off bolter-miners. The laboratory and in-situ testing of the TEX cable is presented. In a bid to improve gateroad development rates and ground support in the last several years, a 100 tonne tensile capacity Goliath cable system was developed. The latest development in resin anchored solid cables is a 110 tonne capacity cable bolt, with laboratory and in-situ testing results presented.

The term sustainable development shortly appeared in international use in the run of UNO Environmental Protection Conference held in Rio de Janeim in 1992, bears the concept, that evolution process ( associated either with a region or society) should provide mutual interests concern in three aspects - environmental, economic and social ones, admitting as well the fact , that environmental protection should become an integral part of each process and cannot be regarded separately. In this connection it seems quite reasonable to employ the principal of sustainable development, while creating the model of industrial mastering the territory constraint lands viewing their future, for a example, in rich mineral deposit&apos;s development. In Kuznetsk coal basin in Russia ( west Siberia) the development of a big coal deposit Erunakovsky is now being underway. The major part of coal will be mined with open cast method, resulting the number of local environmental adverse impacts&apos; occurrence. In such a situation mastering of sustainable development model is given the top priority, demonstrating the essential result of its application in a form of possibility to define the best correlation between economically expedient and environmentally tolerable loads during coal mining. The given paper is an attempt to work out the main principals to approach the creation of sustainable development model in regard of the definite region case. To simplify the presentation of employed approach&apos;s main idea, the given below accepts as its component only one of many actually existing environmental profiles, that define mining pro- cess impact on environmental situation -the size of infringed (de- graded) lithosphere surface. Basically, the actually existed correlation between spheres. grounding the model of sustainable development - economic, environmental and social- is given in a form of nomogram under Fig.1. This paper will review the evaluation performed for the Cottonwood & Hackberry Creek Wastewater Interceptor Improvements Project to replace two separate aging and undersized interceptor sewers by either open cut construction or trenchless construction methods. A case study will be discussed for the utilization of microtunneling to avoid a deep open cut excavation within a landscaped roadway median to construct nearly a mile of new 60-inch interceptor sewer in an urban area adjacent to an environmentally sensitive riverine area, while minimizing the permitting and environmental impacts of construction, and minimizing the impacts to residents and vehicular trafc and restoration reuirements.

It is a pleasure to participate in this Fall meeting of the Society of Mining Engineers to discuss energy conservation trends in the cement industry. Energy is the "life blood" of American industry, and the ability to use available energy resources efficiently may well determine the future of our nation and of its industries. The Federal Energy Administration has classified cement manufacture as one of several energy-intensive industries in the U.S. and has selected the Portland Cement Association to make a detailed study of possible energy conservation measures. Member companies of the Portland Cement Association represent about 85% of the cement producing capacity of the United States and 100% of Canadian capacity. Stated briefly, the purpose of the Association is to extend the uses of portland cement and concrete through research and development, market promotion, education, and public affairs work. PCA&apos;s general offices and research laboratories are located in Skokie, Illinois. Our staff of engineers, scientists, and research personnel make the PCA uniquely qualified to perform an energy conservation study of the kind requested by FEA.

A new step in the Bayer process has been used to recover NaOH and to reduce its content in red mud. After digestion, the residue is separated from the Bayer liquor and goes through press filters, which enables the recovery of NaOH and decreases the moisture content. It is well known that red mud is one of the most important sources of scandium. For this reason, the goal of this work was to characterize a Brazilian red mud (BRM) for scandium recovery. The sample was collected after the press filter system process. Analysis of energy-dispersive X-ray fluorescence (EDXRF), scanning electron microscopy/energy-dispersive X-ray spectroscopy (SEM/EDS), and X-ray diffraction (XRD) was performed. Microwave digestion using an acid mixture was carried out to determine the concentration of the main elements. Fe2O3 represented 40% of the BRM, and the Sc concentration was 43 mg/kg. The SiO2 content was 24%, which is the highest value found in the literature, whereas the sodium concentration was the lowest. A literature review was carried out to compare results with BRM, as well as the current studies for recovery of scandium by the leaching/ion-exchange process. Scandium recovery using a leaching/ion exchange process may be possible with efficiency higher than 90%. The greatest challenge is the occurrence of silica gel formation during leaching.

Hibbing Taconite Company is located by the cities of Hibbing and chisholm near the center of the Mesabi Range, approximately 169 km (105 miles) from the Canadian Border. The plant site is equidistant from these two communities, about 6.4 km (4 miles) from each. A 169 km (105 mile) railroad connects us with the port of Superior, Wisconsin, where the pellet production is loaded into lake carriers for lower lakes destinations. Immediately to the south of the mine area is the world famous Hull- Rust-Mahoning Mine which produced more than 700 000 000 million tons of red ore between the years 1893 and 1973.

The main platinum-group metal (PGM) deposit in the Stillwater Complex is associated with a stratiform zone formed by magma mixing. In general, the intrusion is a large, layered body of Archean age which formed by repeated magmatic injections in- to a single, large, hypabyssal magma chamber. The Complex is broadly divided into the lower Ultramafic series of olivine ± orthopyroxene rocks (1000-2000 m thick) and the upper Banded series of predominantly plagioclase-rich rocks (24500 m thick). The latter is further divided into Lower, Middle, and Up- per Banded zones. The Ultramafic series, plus most of the Lower and Upper Banded zones formed from repeated injections of an olivine-saturated magma, the rocks accumulating from the floor upward with a crystallization order of olivine, or- thopyroxene, plagioclase, clinopyroxene. The olivine-bearing subzones of the Middle Banded zone formed predominantly from a magma which crystallized in the sequence plagioclase, olivine, clinopyroxene. Olivine-bearing subzone I, with which the PGM mineralization is associated, occurs generally -400 m above the Ultramafic series-Banded series contact. Ore grade mineralization is usually found in plagioclase or plagioclase-olivine cumulates. The platinum-group elements are associated with disseminated base-metal sulfides dominated by the assemblage, pyrrhotite-chalcopyrite-pentlandite. Olivine-bearing subzone I marks an interruption in the crystallization sequence of the Lower Banded zone, with the reappearance of cumulus olivine and an associated change of the crystallization sequence. These changes indicate the addition and mixing of a secondary magma of the same composition as that which later dominated in the formation of the Middle Banded zone. Characteristics associated with mixing include laterally discontinuous but well-developed layers, xenoliths of ultramafic rocks, and sedimentary-type structures such as slum- ping and graded layering. The influx of new magma caused sulfide saturation by one or more of several chemical changes including addition of sulfur, decrease in oxygen fugacity, decrease in FeO, or increase in SiO2. Once an immiscible sulfide liquid was formed, platinum-group elements were scavenged from the magma by the sulfide liquid and segregated.

Fracture under low velocity free-fall and double impact, and under slow compression have been-investigated. The pattern of breakage and the size distribution of resulting fragments for sand-cement and glass spheres have been determined. Photoelasticity methods were used to simulate the stress distributions in free-fall impact in order to explain the observed patterns of breakage. Oblique fracture planes, occurring only in free-fall impact, develop along lines which coincide with the trajectories of principal compression as determined by mathematical analysis Breakage efficiencies for different modes of fracture were compared for both types of spheres. For the same specimen and loading system, static loading and low velocity dynamic loading induce geometrically similar stress fields resulting in reasonably similar fracture patterns and shapes of fragments.

The presence of appreciable quantity of clay mineral in Indian hematite ore needs an attrition technique using screw scrubber in the beneficiation circuit to remove the ultrafine clays and avoid downstream operational problems. Spectroscopic analysis revealed that iron ore samples obtained from the Barbil region of Odisha contain a high amount of silica and alumina in the form of clay minerals (e.g., kaolinite) contributed as a loss on ignition (LOI) in the iron-making process. Iron ore fines of below 10 mm size were subjected to a laboratory-scale screw scrubber, and the effectiveness of scrubbing as well as the pelletization of the scrubbed product was investigated. The screw scrubber in the beneficiation circuit helps to remove the clay minerals, causes an increase in iron values from 63.65% Fe(T) to 66.18%Fe(T), with improved physical (CCS of 325 kg/pellet) and metallurgical (RDI of 2.24%) pellet properties.

Roping in hydrocyclones is a well-known phenomenon in mining and mineral industries which put serious restrictions on their continuous and maintenance free operation. Roping is mostly observed in association with high underflow solid concentrations which can be attributed to higher fraction of solids reporting to the underflow or the feed solid concentration itself being higher. This paper proposes a newly designed spigot with a truncated conical geometry which can allow for a rope-free discharge at higher feed solid concentrations. The experimental observations revealed that in the operation of a 50.8-mm-diameter hydrocyclone, roping ensued at 10% to 12.5% (wt%) feed solid concentration depending on feed inlet pressure for the cylindrical spigot, whereas with the modified spigot, rope free discharge was attained even at 25% (wt%) feed solid concentration.
