Slope stability analysis plays an integral role in the design of various mining applications including waste dumps, heap leach piles, solution ponds, and tailings dams. Generally, limit equilibrium analysis using one of the several prevalent approaches is considered adequate. The density, saturation, and shear strength parameters of the materials forming the slope affect the failure mode and the calculated factor of safety (FS) against sliding. These parameters are generally based on laboratory tests. Field practices and construction procedures are often not completely simulated in the laboratory for various reasons (e.g. equipment limits, time and budget restraints, etc.). This paper presents a holistic assessment of slope stability analysis as practiced in mining applications, using example data from multiple heap leach projects. A sensitivity analysis is presented for variations in material properties, data interpretation, and computation methods. For each step in the design process, the possible variations in parameter values were identified and then used to perform traditional and probabilistic stability analyses. This simple, cradle-to-grave-type approach is used to evaluate the reliability of an example design, and the combined impact of multiple uncertainties on the factor of safety. Example Study The issue of addressing uncertainty in geotechnical design has been discussed in depth by numerous authors (Duncan 2000; Christian 2004; Whitman 1984; Christian et al. 1993). One may ignore the uncertainties involved in a design, take a conservative approach, rely on observational methods (Peck 1969), or attempt to quantify the uncertainty. Geotechnical projects in general, may include a combination of these methods. For important structures, such as heap leach pads, it is critical that sources of uncertainty in the stability analysis be acknowledged early on and considered in the overall design approach. As with any project, economics and other physical constraints, such as space limitation, often do not always allow for an overly-conservative, robust design. In an effort to quantify uncertainty and provide a sense of level of confidence in the safety and reliability of a design, probabilistic methods have been developed and implemented in many slope stability software packages. Reliability methods are often used in the design of open pit mine slopes, but not as commonly in designing heap leach pads and waste dumps. As an example, the stability analysis of a copper heap leach project is presented here to evaluate the effects of multiple sources of uncertainty and differing methods of data interpretation. Some of the parametric values, or the variation therein, are assumed on the basis of actual data from multiple heap leach projects, included in the paper as well. A generic representation of the example case study is shown in Figure 1. As depicted in the cross-section, the ultimate height of the design is 114 m (measured from the crest to the toe). The overall slope of the heap leach pad is 1.88 horizontal to 1 vertical (1.88H:1V), or 28°. The slope benches are considered in the overall slope. The example leach pad is founded on alluvial, colluvial and residual soils overlying weathered limestone. The ore to be placed on the pad is characterized as poorly graded gravel (GP) with average fines content (percent passing #200 sieve) of 4%. The liner subgrade is low permeability (fine) soil. The cover or the drainage material, placed directly above the geomembrane (between the liner and the ore), is crushed ore in this case. The phreatic surface was assumed to be 1 m above the base liner, which is what the collection system over the liner is typically designed for. [ ] In heap leach pads, typically, Linear Low Density Polyethylene (LLDPE) or High Density Polyethylene (HDPE) is used as the base liner. The decision is based on the elongation, strength and other requirements of the application as well as economic considerations. In this example study, the base liner was 80-mil single-side textured LLDPE. FIELD INVETIGATION AND SAMPLING When selecting appropriate values for the input parameters of the stability analysis, the level of uncertainty in the data and the assumptions that are made must be clearly identified and considered in the design. This concept has been emphasized through an extensive number of publications regarding geotechnical uncertainty and reliability (Christian et al. 1994; Duncan 2000; Christian 2004). The primary source of uncertainties involved in slope stability analysis for mining applications is inadequate geotechnical investigation, often lacking in a thorough assessment of in-situ material characterization and sampling disturbances. To emphasize this point, some background information is presented here. The tradeoff between the costs of a thorough site investigation versus the risks of design uncertainty has long been a challenging management decision in geotechnical projects. For mine sites, significant investment is typically made in exploration and estimating mineral resources and the geology of a mine site is often more thoroughly documented than other types of geotechnical projects. Nevertheless, the engineering properties of the soil and rocks relevant to slope stability receive less emphasis. Baecher and Christian (2003) observed that the areas of geotechnical concern, such as slopes and waste disposal facilities, are usually associated with mine costs rather than revenue, and therefore, significantly less money is devoted to their site characterization and laboratory testing. Gregory H. Boyce will be the guest of honor, featured speaker and inductee into the American Mining Hall of Fame. Boyce, chairman and chief executive office of Peabody Energy, is being honored for his leadership in the coal industry.

The fundamental importance of comminution by high-pressure grinding roll (HPGR) technology to efficiently increase the particle surface area lies in lower energy and water consumptions for iron ore pellet feed production. This study compared the ball wet milling process with the innovative HPGR processing technology for hematite-goethite ores. Green-pellet balling and induration processes were simulated on the bench and pilot scales.

The efficient management of the distribution of goods and services is important throughout the minerals industry. From the scheduling of processing plant operations, to the routing of work crews in mines, to the planning of product development, vast amounts of time, energy, and money are wasted due to poor planning and scheduling. Thus, the U.S. Bureau of Mines is investigating computational algorithms that can be used to minimize the economic losses related to scheduling and allocating resources. Although there is commercial software available for tackling many scheduling problems, there has been little relief provided for solving the difficult traveling salesman with time windows problem (TSTW). The TSTW problem is a "derivative" of the classic traveling salesman problem, and can be used to minimize the distance traveled by vehicles or personnel to visit all points on a tour, with the additional constraint that each point on the tour must be visited within a specified time window. This paper is a survey of published work in which genetic algorithms have been used to efficiently solve the traveling salesman problem and its more difficult derivative, the TSTW problem. A genetic algorithm is a search algorithm based on the mechanics of natural genetics, and has been used to solve a broad spectrum of engineering optimization problems. Results indicate that the versatility, searching power, and simplicity of genetic algorithms can be used to provide substantial improvement in the area of scheduling and resource allocation.

My topic today is our Nation's interest in the minerals beneath the oceans. I will state what I think should be our objectives, the means available to attain these objectives, and the obstacles to their accomplishment. It is possible that as early as this year of 1969 our country must make policy decisions on this subject, and that these, once made, will be almost irreversible. Two factors are hastening an. early decision. First, the 1958 Convention on the Continental Shelf becomes eligible for amendment after June 10, 1969, if the Assembly of the United Nations so decides. Second, the United Nations has created a permanent committee of 42 nations, which was preceded by an ad hoc committee of 35 nations, to study the question of the peaceful uses of the seabed "beyond the limits of national jurisdiction. While these measures purport to deal with the creation of a regime to govern mineral development on the deep sea floor beyond the limits of the jurisdiction of the coastal nations, it has become clear that the urgent issue is the extent to which this future regime shall acquire jurisdiction over the mineral resources of the continental margin, and receive royalties therefrom. This brings the proposal into potential collision with the interests of the coastal nations under the 1958 Convention on the Continental Shelf, including, of course, the United States.

"The world’s largest tunnel boring machine (TBM), at the time of her launch in 2012, the TBM locally referred to as “Bertha,” is incapacitated due to mechanical failure. Bertha’s stoppage places her 25m below the surface between the aged Alaskan Way Viaduct and the failing Seattle Seawall. Accessing Bertha with a vertical shaft provides the best approach to access all facets needed for repairs and will allow the full removal of Bertha’s cutter head and related inner workings. Due to the limited area above the tunnel alignment and physical constraints created by existing infrastructure, the dimensions of the otherwise symmetrical shaft are heavily impacted, thereby requiring special attention to design and layout. Consequently, the shaft design required a combination of 3m, 2.5m, 2.2m, 1.5m and 1m diameter unreinforced drilled secant piles coupled with various ground improvement techniques and dewatering, to fully satisfy the shoring design requirements. This paper will describe the shaft installation procedures, equipment used and pitfalls encountered while undertaking access shaft construction of this magnitude. INTRODUCTION Mining on Seattle’s SR99 tunnel began in July of 2013. Initial mining progressed slowly through a 4.5 m thick fiber-reinforced concrete headwall before immediately entering the first of three planned safe havens. Once through the headwall and safe haven the machine would move through roughly 122 lineal meters of jet grout improved soil at a rate of slightly over 1.6 m per day. It was anticipated that once mining has passed through the improved area, “Bertha” – now the world’s 2nd largest tunnel boring machine (TBM), would be moving at a rate of almost 11 m per day. By the end of October 2013, Bertha had mined roughly 131 m, averaging 1.4 m per day, and had begun mining within native soils. By the start of December 2013, tunneling had reached the 244 m mark and Bertha was now averaging 3.6 m per day, achieving as much as 12.8 m of progress on given days. Unfortunately, on December 6th, 2013, Bertha began to stumble and all progress quickly came to a halt. Initial reports stated an obstruction had stopped Bertha in her tracks. The preliminary investigation involved installation of 10 deep dewatering wells to reduce the hydrostatic pressure within the ground around the TBM, to allow the contractor’s personnel to inspect the cutter head from within and also to investigate for the presence of obstructions at the face of the cutter head. During inspection, the contractor’s crews found fragments of steel pipe entangled in the cutter head. The steel was apparently from an abandoned 254 mm diameter monitoring well casing, previously installed by WSDOT to monitor ground water conditions for the design and planning of this tunnel project. After the steel was removed from the cutter head and cleared from Bertha’s path, she attempted to move forward but was only able to generate a slow crawl."

Secondary use of mined-out space in underground limestone quarries is emerging in the Kansas City area where abandoned quarry sites are being renovated into warehouses, factories, and offices. Mining techniques, ceiling heights, and pillar distribution are being altered as planning for the secondary use of mined-out space is combined with the quarrying process. Even the historic urban- quarry land use conflict invites a reappraisal in that this development provides a potential resolution of the problem. Mutual subsidization by dual rock and space interest is changing the economics of rock production. A city is much more than a surficial adjunct superimposed upon the topography of an area. Its development and growth are deeply rooted in the resources, benefits and problems of its underlying geology. The environmental geologist must address himself to more than the quality of a particular resource. He must comprehensively relate resource extraction and processing with the urban emphasis of optimal use which favors long term usage of land over one time economic ventures. Limestone quarrying, closely allied with the growth of many cities, has commonly left a series of scarred landscapes in the path of the burgeoning metropolis. These abandoned quarry sites are barriers to orderly city growth and fail to serve the people as useful and taxable land. Where quarries are functional, supplying the city with needed growth minerals, problems of blasting damage, noise, and dust exist. Technology faces the challenge of making mineral production and processing good neighbors to the urban market they serve. Continued growth of cities may require more efficient use of space below as well as above the surface optimizing land usage so that long term economic benefits may be reflected in improved mining methods.

From the mid-1980s through 1997, Echo Bay Alaska evaluated reopening the historic Alaska-Juneau (AJ) gold mine. Their original proposed project underwent numerous modifications in order to minimize the potential for significant environmental impacts. One of the major modifications involved changing .the tailings disposal method from a conventional tailings impoundment to submarine tailings disposal (STD). In 1995, the U.S. EPA began work on a Supplemental Environmental Impact Statement (SEIS) to assess the impacts of the STD proposal. Key features of the STD impact assessment included fate and transport modeling to determine the extent of tailings deposition and the use of ecological risk assessment to predict marine impacts during deposition and ecosystem recovery following STD. A key feature of the SEIS regulatory process included a rulemaking proposed by EPA to exempt the AJ tailings from effluent regulations. Critical to success in moving the project forward was early development of an interactive working relationship with other regulatory agencies and the public.

Uranium tailings at Cotter Corporation's Canon City, Colorado Mill were moved to a double-lined impoundment, but uranium and molybdenum salts remaining in the fractured bedrock underlying the old tailings ponds seeped into groundwater. Fluor Daniel GTI recommended an in situ geochemical fixation remedy, flushing Best Sulfur Products' calcium polysulfide reductant into the subsurface with clean water. Residual metals became immobile, trapped in the bedrock. Fluor Daniel GTI designed and implemented the process on ten acres with high metal concentrations. Cotter is operating and monitoring the system, which can be expanded to "hot spots." The original remediation time was estimated at less than five years.

Injuries associated with hands and fingers are highly prevalent in mining and identifying factors associated with these injuries are critical in developing prevention efforts. This study identifies nonfatal injury incidence rates, nature of injury, work activities, glove usage, and sources of hand and finger injuries in the U.S. mining industry, as reported to the Mine Safety and Health Administration (MSHA) from 2011–2017. Hand and finger injuries occur at a rate of 6.53 per 1,000 full-time employees, which is nearly double the rate of the next highest affected body part, the back. Most of the hand and finger injuries were classified as cuts/lacerations/punctures (53%) followed by bone fractures/chips (26%). Materials handling and maintenance/repair were common activities at the time of the incident with miscellaneous metals (pipe, wire, guards) and hand tools as the primary sources of hand and finger injury. Although information on glove use was limited, leather gloves were most often worn when an injury occurred. When worn, gloves were found to contribute to 20% of the injuries, indicating their potential to protect the hands, but also potentially put the hands at risk. Further research is necessary to determine performance requirements for gloves used in mining operations, specifically those offering cut and puncture resistance.

"The success of a tunnel project relies on many factors, but one of the most important is also the most overlooked: coordination by all parties involved during the design stages. This is particularly true of segment design and TBM design. Tunnel lining with segmental rings is usually designed according to the standards of reinforced concrete construction based on a given GBR. However, for TBM tunneling, the determination of loads during ring erection, advance of the TBM, earth pressure, and bedding of the articulated ring are all part of the tunnel lining design as well. TBM design can be heavily affected by the segment arrangement, dimension, and weight, but these are usually given as a fixed input to the TBM manufacturer—a process that can cause unnecessary complications. The authors propose that the industry evaluate the process as it stands. In order to find the optimum balance between lining design and TBM cost and operational workflow, both designs should be finalized concurrently. This requires coordination between the TBM manufacturer and segment designer from the early stages. The aim of this paper is to evaluate the influence of the segment lining design on TBM cost and performance, and to provide commentary on existing design guidelines to optimize lining and TBM procurement. INTRODUCTION The conventional project setup for tunnel lining design and the design and manufacture of the tunnel boring machine (TBM) should be coordinated in a timelier manner. It is widely acknowledged that the design of segments must consider the forces exerted by TBM rams during tunnel construction, but other inputs are most frequently provided to the TBM manufacturer as fixed parameters to design around. This paper describes other important factors in TBM design that impact not only the interaction with the segments, but also the construction of the tunnel in terms of overall production and even safety. For example, the segment width and tapering have direct influence on shield body length and thrust cylinder size. Furthermore, TBM geometry can also affect the backup (trailing gear) layout and length."

The Gateway program will provide additional rail capacity between New Jersey and Manhattan. This paper describes how a 70-foot-deep section of cut and cover tunnel was designed to directly support future high-rise towers. The tunnel will link previously completed tunnel sections under Hudson Yards to future tunnels under the Hudson River. The design aims to minimize constraints on future overbuild and future tunnels, while maximizing constructability within a small worksite. The tunnel will pass under the High Line elevated walkway, next to an active rail yard, and close to a subway tunnel. The design was developed by a tri-venture of WSP, STV and AECOM. WSP led the design of major underground works; STV designed utility relocations and the underpinning concept for the High Line; and AECOM designed temporary in-tunnel systems. Construction is expected to start in 2023.

INTRODUCTION In a very real sense, Butte, Montana is where the copper came from that won two world wars. The price for that unrestricted mining and smelting of copper came due in 1983 when Butte was declared a Superfund site. One of the most complex remnants of this mining history is the Parrot Tailings site. The Parrot Smelter operated from 1881 to 1910 moving Upper Silver Bow Creek to the south and depositing approximately 370,000 cubic yards of waste material adjacent to Upper Silver Bow Creek. Additional mixed waste from other processing sites deposited below the Parrot Tailings at the Northside Tailings, Diggings East and Blacktail Creek Berm total approximately 224,000 cubic yards of contaminated material. As part of the Superfund remedy, EPA proposed leaving all these wastes in place. This proposal prompted a detailed criticism by several geoscientists familiar with the site. The EPA’s 2006 Record of Decision (ROD) did in fact leave these wastes in place which set the stage for a series of studies which continue to refine how best to protect extensive completed Superfund Remediation downstream of Upper Silver Bow Creek. HISTORY OF THE PARROTT MINE AND TAILINGS Placer gold was discovered in Silver Bow Creek, the headwaters of the Clark Fork River only a few miles from the Continental Divide in 1864. This discovery lead to a stampede of placer and lode claims. One of the first lode claims located was the “Parrot” lode, located in the fall of 1864. Progress for developing a mine at the Parrott was slow and it wasn’t until 1876 that one of the original locators encountered a rich vein of chalcocite. Butte had its first copper mine! The Parrott mine was patented in 1879 and by 1881 the Parrot, having lost a “t”, concentrator and smelter were built. The smelter and concentrator were an immediate success with a considerable market for processing the District’s rich copper ore. In 1885 the employees of the Parrot Smelter bought the Butte Reduction Works, another smelter. In 1885 dams were built on Silver Bow Creek to contain various tailings and related processing byproducts (Figure 1).

As openpit mines continue to grow deeper and productivity continues to increase, the management of respirable dust and noxious gases can become a challenge. The natural wind flow in openpit mines is often recirculatory. This recirculation traps dust and gases in deep openpit mines. This problem is particularly acute in high-latitude openpit mines, due to a phenomenon known as atmospheric inversion. In the winter, arctic and subarctic regions experience short days and long nights. This deficit of solar radiation creates a situation in which cold, still air accumulates near the bottom of the pit. In openpit mines, this can result in unhealthy accumulations of gases and other contaminants. In this study, the natural wind flow patterns in and around openpit mines were investigated using a computational fluid dynamics (CfD) program. Two-dimensional models were created for a variety of pit geometries. The effect of depth, slope angle and wind speed on the recirculation pattern in the pit was examined.

The mined geologic burial of high-level nuclear waste is how the favored option for disposal. The underground repositories must keep the waste away from the biosphere for very long times - several thousands to tens of thousands of years. Also, access must be maintained to the vaults for several tens of years, so that the waste can be retrieved, if necessary. Both the excavation of the underground chambers, and the radiogenic heating will disturb the rock mass. The overall rock mechanics problem is to understand and predict the processes associated with these perturbations, and their impact oh the isolation and containment of the waste (3)**. The specific rock. mechanics issues which have been identified for the three candidate hard rocks (basalt, granite, and tuff), are summarized in Table 1. The table also indicates the level of adequacy of our knowledge in the areas of the various issues. Such an evaluation is consistent with the general consensus of the rock mechanics profession, as explained in several key reports and publications (1 to 11). The main shortcomings of today's rock mechanics for waste repositories can be summarized as: ? lack of resolution for remote mapping of fractures in rock masses ? great difficulty in testing large volumes of rocks to determine their mechanical properties.

In describing the Canadian mineral industry in a world setting, this paper examines the industry from four points of view. First, mineral industry growth is related to trends in economic activity thereby providing a measure of the industry's importance in the Canadian economy. To give perspective to the Canadian scene, reference is made to economic trends in several of the world's leading mineral producing and mineral consuming countries. The Canadian mineral industry is next examined in terms of its major developments of the past 20 years and the resultant size, structure, and production diversity of 1964. The position of the Canadian mineral industry in the world industry is then analyzed by tracing changes in mineral supply and demand patterns. Growth of the Canadian industry depends greatly on expansion of export markets because three fifths of the value of production is accounted for by exports. Finally, attention is directed to the outlook for the Canadian mineral industry. Problems facing the industry are surveyed, and an appraisal is made of economic policies that have encouraged industry growth. A forecast of mineral production value in 1970 is included.

COM Energy, Inc., a subsidiary of Occidental Petroleum Corporation, has constructed a 1.6 million hectoliter-per-year COM plant in Jacksonville, Florida. COM will be distributed to customers in the region as a substitute for fuel oil presently burned in boilers and kilns. As the market for COM grows, COM Energy, Inc. expects to build additional units both in this country and overseas. This paper addresses the overall status and technical aspects of the project, focusing on the facilities for COM production and utilization.

It was achieved with the simple addition of a metal/mineral distribution–size distribution relationship. Many problem associated with potential hazards in a proposed mining area may not be adequately appraised because of the complexity of trying to evaluate them in terms of production requirements. Frequently, encountered hazards have to be dealt with by day-to-day operational schemes that require the miner to either force a way through them or avoid them by blocking off the area in which the hazards are known to exist. These considerations, after the mine is in full production, can be costly to the mine operator and can increase the danger to the miners. A hazard-evasion computer program for mine planning that will appraise proposed mine layouts on the basis of existing or potential hazards has therefore been developed. The program is intended for use during the planning phase of a mine, where it should assist the mining engineer in making decisions in mine design. With the output from this program, the mining engineer should be able either to corroborate his judgments made on the basis of mining experience or to find unanticipated solutions to design problem. The program tests hundreds of possible solutions to a mining layout, and by sorting out the 10 best (based on a criteria of minimum-abandoned-coal) limits the number of choices that need to be considered and appraised for applicability to a given mine scheme.

Raw water supply in the central Rocky Mountains often relies on trans-basin conveyance. Many of these older diversions incorporate high-elevation, miles-long tunnels driven over a century ago in hard rock. Tunnels were excavated using conventional drill-and-blast mining and weak ground was supported by timber sets and other various means. Over time, timbers rot and fail, rock quality deteriorates, and the timbers are gradually replaced by more timber, steel patches and braces, formed concrete, rock bolts, split sets, shotcrete, and other means which are commonly applied over existing support, thereby reducing tunnel cross sections, obscuring previous support systems, and rarely addressing the failing rock itself, leading to further deterioration of both the rock and the existing support. Traditional investigation techniques to assess compromised areas are often unfeasible due to access, depth, rubble and voids behind weight-bearing existing supports, confined space, poor invert conditions, poor ventilation, and flowing water. This presentation will discuss design procedures for assessing obscured ground conditions, assigning support classes which accommodate for unknowns, and implementing contractual means to address inevitable surprises or quantity overruns. Case studies include raw water supply tunnels in the Rocky Mountain region constructed between early to mid-20th century.
