The use of a woven wire-mesh screen as part of a flooded-bed dust-scrubbing system is popular in the underground coal mining industry. It is used in combination with a demister (mist eliminator) to remove dust from the dust-laden air. A study was conducted to measure the pressure drop across a flooded-bed, wire-mesh screen at different airflow rates in one-phase (dry) and two-phase (wet) conditions. Two empirical relationships between pressure drop and air velocity were developed for dry and wet conditions, respectively. In both cases, the form of the empirical relationships was found to be similar to relationships given by Sabri Ergun for high velocity, non-Darcy, single- and multi-phase flow through porous media. The experiments were repeated on a reduced-scale model of the wire-mesh screen, and the pressure-velocity relationships obtained from the full-scale prototype experiments were tested. The test results show validation of the full-scale empirical formulae on the small-scale model with an insignificant variation. This paper presents the empirical equations for pressure drop across the wire-mesh screen in dry and wet conditions. Researchers can use these equations as a tool to predict total pressure drops for wire-mesh screens of different scale sizes.

One of the most important problems facing the coal industry today is the disposal of refuse from the coal preparation plants in a safe, economical, and efficient manner while complying with all legal requirements. The most commonly used refuse disposal method has been landfill/impoundment. In this method, the coarser refuse fractions are disposed of by layering and compaction into a landfill. The fine coal slurry refuse fraction is impounded in a dam constructed of a portion or all of the coarser refuse fractions. The failure of an impoundment at Buffalo Creek, Saunders, West Virginia and the sliding failure of a coarse refuse pile at Aberfan, Wales, England, resulted in an evaluation of refuse disposal methods by various regulatory agencies as well as coal producers. The result of this evaluation was the promulgation of Federal regulations dealing with the preparation, operation, and final abandonment of coal refuse disposal areas. As a consequence of these regulations the use of the landfill/impoundment method of disposal became in some cases economically unfeasible or technically impossible. "In the recent past, the mining industry has witnessed a substantial increase in the numbers of fatalities occurring at metal and nonmetal mine sites, but it is unclear why this is occurring. One possible explanation is that workers struggle with identifying worksite hazards and accurately assessing the associated risk. The purpose of this research was to explore this possibility within the mining industry and to more fully understand stone, sand and gravel (SSG) mine workers’ thoughts, understandings and perceptions of worksite hazards and risks. Eight mine workers were interviewed and asked to identify common hazards they come across when doing their jobs and to then discuss their perceptions of the risks associated with those identified hazards. The results of this exploratory study indicate the importance of workers’ jobrelated experience as it applies to hazard identification and risk perception, particularly their knowledge of or familiarity with a task, whether or not they had personal control over that task, and the frequency with which they perform that task. IntroductionAccording to the U.S. Mine Safety and Health Administration (MSHA, 2015a), 37 mine workers were fatally injured in accidents at metal and nonmetal mine sites between October 2013 and January 2015, following a record low of 16 in 2012 and in 2011. In 2014 alone, 29 mine workers were fatally injured at a metal or nonmetal mine site, and 52 percent of these fatalities occurred at a surface stone, sand or gravel (SSG) mine. In January 2015, Joseph A. Main, Assistant Secretary of Labor for Mine Safety and Health wrote to stakeholders in the metal and nonmetal mining community and identified several areas where improvement was necessary to promote the health and safety of mine workers. One area identified was an increased focus on “daily and effective workplace exams to find and fix hazards” (MSHA, 2015b).Hazard detection is challenging in the mining industry, despite the existence of regulation. Mining is a major undertaking involving the use of complex heavy machinery, equipment and processes as well as numerous and diverse worker activities that take place in a dynamic, challenging environment (Scharf et al., 2001). In other industries that are similarly dynamic and unpredictable, such as the construction industry, a large proportion of hazards go undetected (Carter and Smith, 2006). It is critical that miners are able to both recognize worksite hazards and accurately assess the risk associated with the hazards, because their health and safety depend on their deciding whether and how to remove hazards and mitigate risks."

"THE MINES OF THE FUTURE The mines of the future present a host of challenges, which may appear exciting or daunting depending on one’s perspective. Whether some sectors of the public recognize it or not, the demand for raw resources is not going away any time soon. In fact, it is rising as global population grows, urbanizes and attempts to steadily increase quality of life. Yes, at the same time that much of the highly developed world is calling for greener goods, reduced consumption, and cleaner production, in other areas there are cries for clean water and sanitation, consistent energy supply, access to health care and education, personal security, and support for basic human rights. The balancing act for sustainable development of our global society is indeed precarious, and the mining community is necessarily a key player. Fortunately, many industry members have accepted this role and the responsibility to provide leadership and a solid foundation for progress. Looking ahead, we need new generations of leaders, many of whom will be mine engineers, which are ready to tackle all sorts of complex problems. There are tremendous needs just for technological innovations. Increasingly tough deposits will require that we continue to expand scale toward “super” pits and “deep” underground mining fully develop unconventional recovery techniques like in-situ leaching and gasification or deep-sea extraction, and seriously consider off-earth endeavors. Such work will take entirely autonomous equipment; novel separations, processing and recycling methods; and systems that can withstand extreme physical conditions – just to name a few. It will also take a level of systems integration never-before seen in our field, complete with big data issues, sophisticated analytics and modeling efforts, and cyber-security challenges. Moreover, increasingly complex environmental problems will require creative solutions. Addressing issues like pollution control across multiple media, emerging contaminants, optimal management of wastes, selective mining, and shared use of resources between mine operations and surrounding communities and ecosystems are among top priorities. Really, a complete paradigm shift must occur, such that our focus is on overall improvement of environmental conditions, rather than minimization of impacts. A similar shift will be required in the social realm. How can we make miners safer and healthier on-site and off? How can we contribute to communities such that they are better off, now and long-term, for having a mine next door? How can we help transform artisanal mining practices to also contribute to sustainable development? How can our work be a factor in increasing economic and political stability? How can we improve the public understanding of raw resources and the need for mining enterprises?"

The design and effectiveness of ground consolidation to regain stability of longwall faces vary widely and are often based predominantly on-site precedence or what were considered successful applications at other sites in similar situations. Little is known regarding product migration characteristics or change in rockmass conditions as a result of the application of consolidation chemicals. This paper presents the in-situ testing rationale designed and implemented recently across several longwall operations in the Bowen Basin, Queensland, Australia to provide quantitative measurement of the actual zone of influence of various resin injection products. Product migra- tion was physically measured by monitoring the change in rockmass temperature as a result of the exothermic chemical reaction of the various strata consolidation chemicals used. In conjunction with strata coring and Lugeon transmissivity testing pre- and post-injection to characterise the improvement in rockmass conditions due to consolidation product injection. The results of the testing programme, migration measurements, and rockmass assessment are presented, along with a discussion on how site- based Rock Mechanics Engineers can incorporate the data into the design of strata consolidation plans.

Minnesota is a major mining state. This statement is not a dream or stretch goal but is a fact. As reported in a recent edition of Mining Engineering magazine, Minnesota ranks as the third largest state in terms revenues generated from nonfuels mineral production. The vibrancy of the mining sector in Minnesota can be attributed to several factors. The northeastern corner of the state is home to Minnesota?s iron range, one of North America?s largest deposits of iron ore. Iron ore from Minnesota is a strategic resource that has been [ ] instrumental to the nation?s development ? 90 percent of the iron used to build ships and planes during World War II came from Minnesota. Taconite pellets now produced from openpit mines on the iron range are shipped to steel mills worldwide. The growing appetite for steel in China and India has reignited once moribund mining operations throughout the iron range.

The hydrology of in situ leach mining operations is being studied by the U.S. Bureau of Mines using a variety of techniques, and the Bureau has made significant advances in tracking and modeling the flow of leach solutions in rock formations. However, the influence that leach solution composition has on the hydrology of these systems is poorly understood, and geochemically-controlled changes in the hydrologic characteristic of ore deposits during in situ leach mining of porphyry-hosted, copper oxide ores have not been previously studied. The Cyprus Casa Grande in situ leach mining operation mines fracture-hosted and disseminated copper oxides (predominantly chrysocolla) hosted by granodiorite porphyry using a pattern of underground wells. The injection solution consists of sulfuric acid raffinate from a solvent extraction-electrowinning plant. Chemical analysis of representative injection and recovery solutions reveals that gangue cation concentrations in these solutions are high, and geochemical modeling shows that the solutions are saturated or nearly saturated with respect to gypsum, jarosite, and various amorphous oxides. Precipitation of these solids is evoked by calcium-exchange reactions, rising pH, and perhaps locally rising redox potential, as the leach solution reacts with the ore minerals, host rocks, and the atmosphere. Mass and volume balance calculations show that approximately 25 cm of precipitates are formed per gram of copper recovered at Cyprus Casa Grande. The results of geochemical modeling agree with petrologic examination of pre-and post-leach core samples from the leached horizon. Moreover, hydrochemical modeling and hydrologic field data suggests that chemical precipitation causes significant decreases in porosity and permeability during in situ leach mining of porphyry-hosted, copper oxide ore.

Underground mine fires remain a concern for mine operators, posing a health and safety risk to mineworkers. In the last decade, the number of mine fires has decreased significantly. However, dealing with an unknown fire in underground mines can be a challenging task, which could lead to a hazardous condition for miners during an evacuation and rescue operation. A timely detection of a mine fire and monitoring its characteristics—namely, size and location—are of great importance in reducing the risk of mine fire injuries. A new, improved fire location algorithm has been developed and integrated into an atmospheric monitoring system (AMS) program by researchers from the U.S. National Institute for Occupational Safety and Health (NIOSH). This paper describes the new fire location model and presents the results of verification fire tests conducted at the Safety Research Coal Mine (SRCM) facility of the Pittsburgh Mining Research Division (PMRD) using the collected AMS data. NIOSH is endeavoring to develop workplace solutions to improve the detection of and reduce the risk of hazardous conditions in mines. The results demonstrate successful application of the improved fire location model and provide a useful tool for solving the problem of unknown fire location and reducing the risk of hazardous conditions.

"The Pittsburgh Mining Research Division of the U.S. National Institute for Occupational Safety and Health (NIOSH) conducted underground evaluations in an attempt to quantify respirable rock dust generation when using untreated rock dust and rock dust treated with an anticaking additive. Using personal dust monitors, these evaluations measured respirable rock dust levels arising from a flinger-type application of rock dust on rib and roof surfaces. Rock dust with a majority of the respirable component removed was also applied in NIOSH’s Bruceton Experimental Mine using a bantam duster. The respirable dust measurements obtained downwind from both of these tests are presented and discussed. This testing did not measure miners’ exposure to respirable coal mine dust under acceptable mining practices, but indicates the need for effective continuous administrative controls to be exercised when rock dusting to minimize the measured amount of rock dust in the sampling device IntroductionTwo recent regulations have modified operators’ rock dusting schedules in order to meet compliance standards. First, the 80 percent incombustible requirement in intake entries has increased both on-section and out by the- section rock dusting. Secondly, the recent change to the respirable dust regulation has increased the number of respirable dust samples taken per sampling cycle. Previously, when only five samples were needed bimonthly, rock dusting could be scheduled to not interfere with the respirable dust sampling schedule.The significant number of samples now required under new regulations, combined with the need to maintain 80 percent total incombustible content in active mining areas, require the schedules for respirable dust sampling and rock dusting to overlap. Although rock dust is considered a nuisance dust in relation to U.S. Mine Safety and Health Administration (MSHA) sampling, these overlapping schedules raise concerns about the amount of rock dust that potentially is included in the sample. Additionally, the respirable dust maximum was lowered from 2.0 mg/m3 to 1.5 mg/m3 effective Aug. 1, 2016, increasing concern that rock dust contamination may be an issue (MSHA, 2016). Currently, the acceptable practice is to apply administrative controls such as keeping the miners upwind during rock dust application, or to schedule rock dusting during a maintenance shift when the number of miners present is lower."

In 1988, the U.S. Department of Energy's Pittsburgh Energy Technology Center identified three coal cleaning options for achieving flexible environmental control strategies aimed at reducing energy-related SO2 emissions. These are selective agglomeration, advanced froth flotation, and advanced cycloning. Each technology relies on maximum liberation of pyrite and other mineral matter through feed coal comminution to fine and ultrafine sizes. Research projects designed to expeditiously develop each of these technologies to the point of commercial viability were initiated. This paper will present the status of these projects and the application potential of each technology to coal beneficiation.

As the world progresses toward the renewable energy transition, the demand for minerals increases exponentially. According to the International Energy Agency (IEA) 2021 Net Zero by 2050 Report, critical mineral production needs to grow six times to combat climate change. It’s estimated that four to seven percent of global greenhouse gas (GHG) emissions come from the mining sector’s Scope 1 and 2 (direct and indirect) emissions. Including Scope 3 (upstream, downstream, and embedded) emissions, the sector accounts for 28% of global GHG emissions. In a typical mining operation, diesel fuel is the biggest source of direct GHG emissions, and haulage is often the main source of diesel emissions. Large haul trucks have been the industry standard for over 50 years and offer flexibility, relatively low capital cost (especially with equipment lease options), and guaranteed technology with known maintenance. The challenge will be to justify their continued use when there are more economical options that lead to significant reductions in GHG emissions. The purpose of this study is to compare five haulage options in terms of GHG emissions, using the methodology defined by the Greenhouse Gas Protocol Scopes 1, 2, and 3 (Category 2). Additionally, this analysis compares operating and capital costs associated with the five haulage options (emerging and proven technologies): 1) Diesel-Electric Haul Trucks, 2) Battery-Electric Haul Trucks, 3) Fuel Cell Haul Trucks, 4) Railveyor, and 5) Conveyor. This analysis looks at the emissions and costs associated with operating the equipment (fuel and electricity), the embedded emissions and costs associated with the construction and installation of the equipment itself, and the associated infrastructure (roads, powerlines, and rail).

"High-pressure grinding roll (HPGR) technology was evaluated to replace tertiary cone crushing at Coeur Rochester operations (Coeur Rochester Inc.) as an opportunity to improve silver recovery. In 2016 and 2017, onsite and third-party pilot programs were initiated to evaluate the impact on metallurgical recovery and heap leach performance of crushed product generated by an HPGR. In 2018, Forte Dynamics evaluated the HPGR laboratory metallurgical data from Coeur Rochester and all third parties to develop field-scale leach curves based on new crushing scenarios. The laboratory recovery test work data were consolidated and scaled to field conditions to determine projected heap leach performance. Based on the metallurgical testing conducted, the replacement of current tertiary cone crushers with HPGR technology has the potential to increase Coeur Rochester’s silver recovery rate by 8 percentage points, from 61 percent to 69 percent, and shorten the overall timing of silver recoveries from 20 years to just more than two years.The Rochester Mine, and associated valley fill heap leach facilities is an openpit silver and gold mine located in Pershing County, NV, approximately 42 km (26 miles) northeast of the city of Lovelock. In 2017, Rochester produced approximately 4.7 million oz silver (Ag) and 51,000 troy oz gold (Au). Ore mined at Rochester is either fed directly to the primary X-Pit crusher, crushed at an in-pit crusher system, or placed directly onto a heap leach pad as run-of-mine (ROM). Both crushing circuits are comprised of three stages of crushing to produce a nominal 3/8 in. ore. Primary crushing consists of jaw crushing while secondary and tertiary crushing are composed of varying cone crushers.Historical recovery rates of crushed Rochester ore averaged 61.4 percent Ag and 95.9 percent Au over a period of 20 years (Robinson et al., 2018). These rates were derived from third-party verification of in-house metallurgical test results, crusher production and heap leach production results from 1986 through 2004 in a private report for Rochester produced by KD Engineering Co., Inc. Recovery rates are regularly verified by compositing daily samples of ore delivered to each leach pad from the X-pit crusher, in-pit crusher and/ or ROM. A proportionate split of each sample is used to generate monthly composites for metallurgical analysis utilizing column leaching and bottle roll leaching. These tests are run in a manner analogous with production conditions and deliver test results that provide expected heap leach performance. As the Rochester oxide deposit has been mineralogically and metallurgically consistent, the gold and silver recovery trends have also been consistent over the life of the project."

An important problem in mine operations is the classification of material as waste, low-grade stockpile, and ore. This classification must often be made with blasthole data that are widely spaced and that have sampling errors. Geo-statistical simulation techniques combined with basic economic principles allows a procedure for classification that maximizes expected profit. Geostatistical simulation methods (Gaussian, indicator, or annealing-based) allow the integration of hard and soft data in the creation of alternative, equally-probable, realizations of the mineral grade(s). At each location, for each realization, we calculate the "profit" if the block were to be classified as ore or waste The optimal classification is the one that maximizes expected profit (a Maximum Profit Se-lection (MPS) procedure). We discuss the theoretical justification of the method and implementation details. The use of blasthole data from different types of mineral deposits, that is, different levels of continuity, is considered. We also show the efficacy of the procedure with different levels of sampling error. The increased revenue due to the MPS procedure and improved sampling is shown. We show the geostatistical simulation procedure and the uncertainty in block grades that result from incomplete and imperfect sampling. The optimal classification is presented. Optimal block classifications are transferred to realizable dig-limits by hand-drawing polygonal boundaries. We compare the results of the proposed method to classification based on kriging. Limitations and areas of future work are identified.

Industrial minerals are critical to most aspects of modern society. They are pervasive in both industry and in everyone's lives (McVey, 1989; Barsotti, 1993). They are also the dominant class of minerals produced in the United States but this fact is little known outside the industry. For example, in 1993 (U.S. Bureau of Mines, 1995, table 1) industrial mineral dollar value was double that of metals ($20.86 billion vs. $10.88 billion) and employment levels were nearly so (74,000 vs. 40,000). A further difference is that transportation tends to dominate production costs (FOB end user) whereas they are much less significant in other mining ventures or other industries. Finally, metal mines are more concentrated west of the Mississippi; industrial mineral operations are more prevalent to the east (U.S. Bureau of Mines, 1995, p. 16-17). The significance of transport cost is discussed in Part 2, which is essentially Barker and Austin, 1995. Part 1 will update and expand portions of Barker and Austin (1995) and provide a more detailed discussion of import/export relationships using a China/United States reference point because of China's dramatic influence on some industrial mineral markets since the mid-1980s (barite, etc.).

Lack of visibility from large, open-pit haulage truck cabs has become a serious safety problem. Anaconda conducted a research program to develop a low cost system to alert haulage truck operators to small vehicles present in blind areas. Several systems were developed and tested. As open-pit haulage truck size has increased, so has the size of the blind areas. Mine utility vehicles, pickup trucks, and cars are concealed within these blind areas and become safety hazards. Figure 1 shows the typical blind areas of a 136 t (150-ton) haulage truck. The areas of greatest concern are at the rear center and front right corner of the truck. In these "no visibility" areas many small vehicles have been crushed by large haulage trucks at various mine sites. In most instances, the occupants escaped the vehicle before it was destroyed. But injuries and death have occurred. In most cases, the accidents were attributed to negligence or carelessness by the small vehicle driver. The limited visibility problem still exists, though, and a solution is needed. Initial Solution The usual plane mirror on the driver's side and the convex mirror on the right front of the haulage truck allow only limited rear visibility. The typical, right side convex mirror is generally small and difficult to locate at a glance. This convex mirror also presents an image that distorts distance perception. These mirrors are of¬ten broken and immediate replacement not demanded or made. The US Bureau of Mines, in a contract with M.B. Associates, San Ramon, CA, developed an improved visibility system. It consisted of a larger, left view mirror and unique, blind area viewer. The large 230 x 690 mm (9 x 27 in.) left mirror has a small convex spot mirror near the bottom. The entire unit can be quickly replaced if broken. The large size provides a full view of driver orientation features such as the rear tire and the top of the load bed. The right 300 x 410 mm (12 x 16 in.) mirror has a convex surface and is quite rugged. The 510 mm (20 in.) spherical radius presents the operator with some distance distortion, but objects in its view are easily seen. The "blind area viewer" consists of a modified fresnel lens that allows the driver to "look around the corner." Installation of three of these lenses on the front of each haulage truck is rec¬ommended for adequate blind area coverage. This system significantly increases an operator's field of view and allows viewing of objects within about 3 m (9.8 ft of the truck. Many open-pit mines are nor mounting on smaller vehicles a long whip with a flag and lamp or both. This increases vehicle visibility to haulage truck operators. The whip is permanently attached to the mine vehicle. It can also be magnetically attached to transient vehicles. The whip system. though, is inadequate for visibility in the critical rear and right front blind areas. Alternate Solutions All of these visibility aids as¬sume an attentive driver. In addi¬tion, areas such as the rear blinc, area are not covered. Based on the inadequacy of existing visibility systems, Anaconda made a com mitment to further the truck de¬tection technology. The best ap¬proach was considered to be ar active system. It would notify the haulage truck operator that an en¬croaching vehicle is present. Sev¬eral systems were considered, in¬cluding ultrasonics and elec¬tromagnetics. For the ultrasonic system, com mercial and in-house design were looked at. Designing an( building transducers with the spe cific beam shape to match the haulage truck blind spots re¬quired a major technological breakthrough. False alarms ap¬peared difficult to prevent en¬tirely. They were caused by pass¬ing, trailing, or leading vehicles a., well as nonthreatening objects. The exploiting of geothermal steam is a new endeavor in this country and is for that matter a very new science in the world. With the majority of steam wells in the world having been drilled during the last twelve years relatively little experience and knowledge has been gained that can guide us as compared to the techniques the oil and gas producers have developed for their use. We few technical personnel associated with the field find it a continuous challenge to understand and explain what effects or causes the various unusual phenomenon experienced. We have had unending discussions attempting to formulate pet theories which we can use as guides. We know, so the geologists tell us, that the source of the heat is from the hot magmatic core of the earth. Theory has it that the magma is cooling off and that hot gases are given off as this magma cools and shrinks. In volcanic' areas along fault lines where the magma reaches closer to the surface than in other areas, there is a higher concentration of gas evolution; consequently, geyser or geothermal areas are developed. As these hot gases rise toward the surface they encounter various minerals, including overlying bodies of water. It is into these underground lakes that our wells are penetrating. As the heat enters these lakes it spreads out by conduction, convection and water migration. We can strike this hot water over quite large areas in many of the geothermal fields. At present there is one anomaly to this in the United States as there is in Italy where our wells do not penetrate a hot water lake. This is at The Big Geysers in California. Here superheated steam is produced with a heat content, so high that it could not have been boiled off of a fresh water pool. This puzzled us until last year when a well was completed into a large body of brine in the Imperial Valley. This brine exists at close to 500°F and at a hydrostatic pressure sufficient to preclude any boiling. It is now believed by some of us that a similar pool of brine must exist below The Big Geysers area, from which the steam is emanating. If there is such a brine pool, it offers a plausible explanation of the high-heat content, for brine boils at a higher temperature than fresh water. I am now beginning to think that a similar brine pool may exist under all the geothermal basins for if it is under two of them, it is highly probable that it is under the others. The partial understanding of what we are drilling toward, and formulating a theory to explain its behavior helps guide us in our steam well drilling.

Three nutrient amendments and a biological seed inoculant were evaluated for use in establishing vegetative cover on waste rock substrates. Randomized blocks were placed on three substrates. Treatments included two types of organic fertilizer, mineral fertilizer, Azospirillum bacterial inoculant, plus controls. The seed mix consisted of native grass species adapted to low nutrient conditions. Canopy cover has been monitored for three growing seasons. Results indicate: 1) two of three substrates support plant growth following amendment with organic fertilizers; 2) organic fertilizers increase cover substantially over mineral fertilizer; and 3) Azospirillum had no effect on canopy cover.

With the world’s ever-growing push to expand technological capabilities, the need for specialized materials including rare earth elements has exploded. One source of rare earths found in the United States is bastnaesite, a rare-earth-bearing fluorocarbonate, mined at the Mountain Pass Mine in California. To increase production, it has been essential to optimize existing processes and create new ones to capture current reserves. This paper presents the results of a research program conducted to expand the understanding of the bastnaesite leaching system. With the help of prior knowledge and thermodynamic calculations, a novel single-stage hydrochloric acid leach system was created to optimize the extraction of rare earths from bastnaesite. Historically, this extraction has entailed the use of a two-stage leach system involving a high-temperature hydrochloric acid leach followed by a caustic crack. We ran a series of single-stage leach experiments by reacting locked-cycle flotation concentrate with hydrochloric acid to test common leaching parameters. The results of these single-stage tests showed significantly higher rare-earth recoveries than the reported recoveries of the historic two-stage caustic crack processes, all while decreasing the number and amount of reagents needed.

Today, the coal mining industry is more knowledgeable on the potential negative economic consequences associated with improper management of hazardous substances and various types of solid waste. The practices evaluated during environ-mental audits are discussed and example situations are shared from previous audits of coal mines and analogous situations. The importance of assessing and understanding purchasing, warehousing, safety, maintenance, electrical, operations, and environmental management practices and procedures is highlighted as a key to a successful and practical program. A waste minimization approach is presented including strategies for screening product purchases, product substitutions, and testing and record keeping.

In order to best-discuss the met spar industry let me take the liberty to review our involvement, that is, my company's. Our organization has been involved in the fluorspar industry for approximately thirty-five years. We started our activity in Western Kentucky as a mining company and a beneficiator of spar, that is, grinding and grading. After a few short years, the mine became contaminated and rather than invest in a flotation plant, the property was sold and our spar activity was moved, primarily to Mexico. It was decided not to establish ourselves as a Mexican corporation, so, it was necessary to take the position of backer-financier of numerous mining operations. We served in this capacity for quite some time. We also built processing plants on the border in Texas, that is, sizing, grading, etc. in order to market into the steel industry. In 1957, generally speaking, fluorspar for the steel industry was purchased as gravel fluorspar with a maximum of 10% -1/16". The price of this material was $23.50 to $24.00 per ton f.o.b. railcar at the Rio Grande Crossings and about $26.00 or $26.25 f.o.b. barge, Brownsville, Texas. Usually the material was purchased on an effective basis. As you know, 2-1/2 times the silica total, subtracted from the total CaF2 gives the effective calcium fluoride. This was normally the extent of the chemical specifications. Consequently, material was shipped with no regard whatever, to anything other than effective units. The variations in material was absolutely unbelievable. In addition to this, quite frequently, cars were shipped, as they say in the industry, topped. This being, good material placed in the top of cars or barges over bad or low grade. The entire shipment may very well have met the effective unit spec, but the complete imbalance of the sub grade vs. the high grade more or less guaranteed that the consumer was probably using a great deal of low grade and therefore, his usage had to be way higher than it should have been. He came to the conclusion, that because of these conditions and the new technology developing in the steel industry, it was just a matter of time that the entire raw material industry would have to improve. Rather than spend our efforts directed to a substitute flux, we put together a sizing and grading plant in order to ship a controlled crude product, with independent laboratory analysis confirming size and quality. The age of control was started. We began shipping 70 to 72-1/2, 80 and 85 effective with sizing 1/2" by 2", 1" by 3", and 2" by 5" with absolute control on the amount of fines. A material with no fines was a premium product. Incidentally it sold for $24.50 -60 effective up to $28.50, $29.50 for 80 effective.
