The 31st annual American Hall of Fame Awards Banquet and Fundraiser sponsored by the Mining Foundation of the Southwest (MFSW) will be held at the JW Marriott Tucson Starr Pass Resort on Saturday, Dec. 7, 2013. Each year, one living inductee, two Medal of Merit recipients, honorees from mining?s past, an industry partnership award, as well as a special citation, are recognized by the MFSW for their respective contributions to the mining industry. James D. Toole, past president and chief executive officer of Southwest Energy LLC, will be the Hall of Fame inductee, guest of honor, and featured speaker at the awards banquet. Toole founded Southwest Energy LLC in 1973 and is credited with introducing innovative explosive technology, providing even greater value to its mining customers. Medals of Merit will be awarded to Joseph M. Keane, principal metallurgical engineer for SGS Metcon Research/KD Engineering, and Sean D. Dessureault, associate professor at the University of Arizona. Keane is recognized for his metallurgical expertise, especially in design development and pollution abatement. Dessureault is recognized for his advanced mining research, with more than 25 journal publications, and his entrepreneurship as the founder and chief executive officer of two mineral-related companies. To honor mining?s past, the hall of fame will induct Bartolomé de Medina for his invention of the patio process for recovering silver; Ben Williams for his management of the Copper Queen Mine in Bisbee, AZ; Charles E. Mills for his contributions at Morenci and Inspiration Copper and founding Apache Powder Co. and The Valley National Bank; John S. Finlay and Edwin B. Royle for their invention of the mucking machine; and Louis Caryl Graton for his ore deposits research and teaching economic geology at Harvard University.

A.B. Rushton The work and resulting publications of the Committee on Underground Coal Mine Safety and The President's Commission on Coal were appropriate at the time of publication. The statistics cited in the publications appeared to be valid, and the actions proposed by the committee had merit. Although the actions proposed to achieve further improvements in safety may have been worthy of repeating, to associate statistics (Table 1) that are seven to eight years old with company names is bad. Statistics are readily available from the Mine Safety and Health Administration (MSHA) and are usually within three months of being up to date. A review of the most recent Coal Controlling Co. Report will reveal significant changes in the rankings. The more recent statistics should have been cited, or at least compared with those used in the article. Westmoreland Coal Co. is listed as having a 21.1 disabling injury rate for the period (1/78-12/80). The disabling injury rate for the Company for the year ending 1985 was 7.4 for the underground mines and 6.25 for the total facilities. Through March 1986, the disabling rate for the underground mines was 2.86. The management and employees of Westmoreland Coal Co. are committed to safety. The improvements achieved over the past five years attest to that commitment. We are justifiably proud of the achievement and dislike being misrepresented as in the April 1986 article. Reply by E.M. Spokes I regret that the lapse of time since the original work gives a picture of safety practice that is no longer true today. That Westmoreland has reduced its disabling injury rate by 65% to 7.4 in 1985 is most commendable, and I congratulate you for this accomplishment. It is typical of the progress sought by the National Academy of Science and National Research Council when they funded the original study and published "Toward Safer Underground Coal Mines" in 1982. If a significant number of companies do as well as Westmoreland, the report will have served its purpose. Since the paper was primarily a condensation of the original report, it would not have been appropriate to seek access to later statistics. The purpose in seeking its publication at the time of presentation was to reach those who might have missed the original report. The fact that publication was delayed has not voided that purpose and may have reminded some who were aware of the original that its recommendations still apply to improvement of underground coal mine safety.

The four top barite-producing countries in the world are China, India, Morocco and the United States. China is currently the largest exporter of barite followed by India. More than 95 percent of the barite mined today is used by the petroleum industry as driller’s mud. The rest is used in the industrial market and the medical field. Most of the barite mined in the United States is in Nevada. This year, mining activity has increased due to an increase in oil exploration/development. This was caused by an increase in the crude oil prices.

A gas company operated more than 100 distribution stations. Mercury filled manometers were used for years in these stations to measure the flow of natural gas through the system. Use and handling of these manometers resulted in mercury spills and ground contamination. To assess the human health and environmental effects of these spills and the need of remediation, it was important to determine mercury specific species present and their concentrations. Soil samples were analyzed for total mercury, methyl mercury, inorganic mercury and elemental mercury. These analyses served as important input in the risk assessment performed for these stations.

In 2007, Rosebud Mining Company (RMC) opted to extend the reserve base of Tracy Lynne Mine by developing through a sandstone channel. The extension provided access to approximately 6 million additional recoverable tons (approximately 8 years of mining) which originally had been deemed inaccessible. An evaluation of the mine?s existing ventilation system, which was designed to meet the needs of the original limited reserve, concluded that two ventilation shafts would likely be required to adequately ventilate the projected workings in the expanded reserve. To assist in the evaluation, a ventilation model of the mine was developed using Ohio Automation?s ?ICAMPS MineVent? software based on field data from Tracy Lynne Mine, prior ventilation survey experience at similar RMC mines, and relevant published sources. Model results suggested that the most economical shafts would be an 8-ft diameter return and a 4-ft diameter intake. Unfortunately, issues related to property leasing and shaft site permitting caused construction delays. Therefore, the model was also used and proved to be effective in prioritizing interim ventilation upgrades which could be implemented in order to maintain coal production. Model results indicated that the best interim upgrades included rehabilitating restricted entries and damaged stoppings and replacing the main fan with a higher pressure fan. From late 2010 to mid-2012, all interim upgrades and shafts were implemented. Current models and mine experience indicate that ventilation will not be the limiting factor for mining the additional reserve.

Mining companies have sharpened their refocus on their tailings management strategies in recent years. Mining companies with tailings storage facilities that use the upstream construction method have been challenged to track the evolution of industry standards, assess risks, revise design, and communicate design revisions with regulators. While many aspects of best practices and industry standards have evolved in recent years as an attribute of continual improvement, the controlling standard in the design of many upstream dams is understanding the foundational strengths of hydraulically deposited tailings. Following best practices and industry standards, Hibbing Taconite Company managed by Cleveland-Cliffs, began the re-evaluation of foundation strengths underlying a system of upstream dams at the company’s iron ore mine tailings storage facility in northern Minnesota. Initial steps in the re-evaluation require reanalysis of design parameters and recommendations by the Engineer of Record to the Owner, which was followed by a series of meetings with the Technical Review Board to determine an initial path forward. Once a path forward and preliminary design parameters were determined, the Owner engaged with the State Dam Safety Engineer to discuss and seek approval of the plan. With continuous regulatory engagement throughout the process, further refinement of the design parameters for the hydraulically-placed tailings foundations underlying upstream dams began with field and lab geotechnical investigations. Following a review of risk assessments and trigger actions response plans, Hibbing Taconite revised its tailings storage facility operating plans and budget for the coming years. Based on the findings of the re-evaluation, reanalysis, and refinement of parameters, a paradigm shift was realized with the hydraulically placed tailings foundation strengths underlying the upstream system of dams. This paper explores the path that the Hibbing Taconite Company followed to understand the paradigm shift and construct downstream improvements. The plan involved tailings re-characterization, dam design revisions, operating plan reconciliation, budget revisions, wetland permitting, dam safety permit amendments, storm water prevention plans, borrow materials studies, new concrete decant structures and the pursuit to recognize and be consistent with industry standards.

Estimated costs and revenues can be used in the evaluation of post- mining land use alternatives. However, post-mining land use decisions have to be made in an environment complicated by several additional factors. These factors, including cultural, natural, and managerial issues, are not as easily quantified as costs and revenues but may be more important determinants. There- fore, some approach is needed to attach relative weight to the various factors. The concept of fuzzy sets assembled into a structured hierarchy facilitates analysis of the relative value of individual factors and their impact upon each alternative under consideration. In this paper, a method is presented which employs fuzzy set analysis to evaluate postmining land use plans on the basis of these nonquantitative factors.

Flow models are used to predict the extraction efficiency of metals in rock piles. These models typically use hydraulic parameters obtained through column studies, which assume that the material in the column wholly represents the entire pile and the parameters can be upscaled several orders of magnitude for model evaluation. This assumption fails for parameters that are spatially variable or scale dependent. To overcome these issues, measurements made directly on the heap at the appropriate model scale can be made with the electrical resistivity method. The method aims to map the variations in the electrical resistivity, which can be associated with moisture content, degree of fines, metal content, and leachate concentration. We present an example of calibrating the resistivity with borehole measurements of moisture using geostatistics to show how the resistivity method can be used to obtain a spatial moisture distribution. It was shown that cokriging the resistivity and moisture together gives a more reliable distribution.

The East Bay Municipal Utility District (EBMUD) delivers water to the San Francisco Bay Area through an aqueduct system extending from the Sierra Nevada Mountains to the East Bay. This aqueduct system, the Mokelumne Aqueducts, are comprised of three 82-mile long steel pipelines. The portion of the aqueducts crossing the Sacramento-San Joaquin River Delta is recognized to be vulnerable to seismic and flooding hazards. Previous studies evaluated alternatives for mitigating these hazards and increasing the reliability of the aqueducts for the next 100 years. The preferred solution involves construction of a 16.5-mile tunnel across the Delta and re-routing the existing aqueducts through this tunnel

The Crandon deposit, located in northern Wisconsin, is a 65.8 million ton Precambrian volcanogenic massive sulfide deposit which averages 1.4% copper and 5.8% zinc. The deposit is classic in origin, mineralogy and shape. Comprehensive understanding of the geology of both the deposit and the project site has been fundamental to the credibility and success of project feasibility studies and regulatory permit preparation. Mine development in the current investment and regulatory climate requires thorough and timely application of geologic tools. From 1977-1980 geologic activities were focused on the typical objectives of orebody delineation, reserve estimation, depositional geology, and general site investigation. Results from these programs formed the basis for the project's preliminary feasibility studies. Since 1981 further geologic investigations have provided criteria for project design, site management, and operational permitting. Activities have included mine entry position definition drilling, devel reserve modeling, large diameter (150 mm) core drilling for mill pilot samples, rock mechanics testing, and evaluation of the glacial overburden/deposit geohydrology for computer simulation.

The approach to Risk Management during the procurement of major projects often has a significant outcome on the ultimate successful delivery of a project. The $NZ4.4B Auckland City Rail Link project is the largest and most complex transportation project yet undertaken in New Zealand. Risk management prior and during procurement was undertaken in accordance the ITIG Code of Practice for Risk Management of Tunnel Works (TCoP) and through the use of an Alliance Geotechnical Baseline report. This paper describes the measures taken during the procurement process to achieve certainty with respect to outcomes and minimise project risks whilst also achieving value for money. This included the use of cloud-based delivery of geotechnical data and 3-D geological models, reducing tendering costs and allowing a focus on risk mitigation measures during the tender rather than data management.

An economic and operational evaluation of the unrecovered metal, physical conditions, and chemical environment in a leach pad should be made prior to decommissioning. This evaluation will help determine the possibility and method of secondary and/or enhanced metal recovery and the method(s) to be used for detoxification and heap closure. The evaluation requires quantitative sample collection in a locally variable, yet grossly homogenous material. An assessment of a valley fill heap leach pad was made using a technique borrowed from placer technology called sonic drilling. The sonic drilling technique produced very satisfactory core recovery and sample quality. At this site, drilling results demonstrated that the method of heap construction produced expected features after extensive long term leaching. Rather than a uniformly homogenous pile of metallurgically depleted crushed ore, an assemblage of solution channels, un-oxidized sections, unleached areas, and compaction due to various factors, were found. These conditions are thought to represent a normal, rather than unique, situation for a valley fill heap leach. The lack of this information can have a significant impact on the economics and methods of heap re-handling and ultimate closure.

The Australian longwall mining industry spends millions of dollars per year on proactive and reactive ground consolidation applications across most of the operations currently in production. The design and effectiveness of the applications and products vary widely and are based predominantly on-site precedence or what were considered successful applications at other sites in similar situations. In the continual improve the effectiveness of how consolidation products are used and when by enhancing our knowledge of the mechanical properties of products used in underground coal applications and applying this increased understanding to geotechnical design. One of the current challenges to further developing more appropriate and accurate geotechnical design methods for consolidation activities is the lack of standardised materials testing and knowledge of rock mechanics data on in situ performance. The lack of industry standardisadesign of consolidation programs, with a reliance on experience-based guidance for rockmass consolidation design. consolidation products. The program was designed to provide the industry with a set of geomechanical property index tests and a data set that can be utilised by rock mechanics engineers as baseline information for product evaluation and engineering design. The laboratory work undertaken is critical to understanding the exact small-scale mechanical properties of these products and testing was carried out at Monash University for various states of curing of each product. Recognising that the speed at which a mixed product develops its desired properties to act as a support element in underground coal mines is critical to its serviceability. This paper presents the testing rationale proposed, the testing results, and a framework for how the data set can be used to improve the engineering basis for ground consolidation design, in terms of expected rockmass performance under various mining conditions and application parameters.

The Multilateral Investment Guarantee Agency(MIGA) is part of the World Bank Group, and has as its mission the facilitation of foreign direct investment by providing political risk insurance (guarantees) to foreign investors and lenders. As a development institution, MIGA is required to ensure that the projects that it insures will bring development benefits to the host country. Demonstration of this includes review and analysis of the environmental and social soundness of a prospective investment. Environmental guidelines and policies developed by the World Bank Group are important components both in analyzing the environmental and social soundness of a prospective investment and in risk management. MIGA has recently formalized and adopted environmental assessment and disclosure policies. The approach taken by MIGA to environmental review of investments and implementation of these policies is described in this paper.

The PC computer program PCVENT, version 3.3, for the ventilation network analysis now incorporates a real-time fire simulator. Position of the fire or a source of contamination and the character of the event are input from the keyboard. There are several options of type of fire: heat only, contaminant only, or both with a constant burning rate or with oxygen as the only limiting factor. Airway resistances or fan characteristics can be modified during a fire simulation. This allows testing of various fire suppression strategies. Program application in the analysis of a real mine fire is presented.

A critical component of implementing autonomous systems is the ability to use information from a robust sensory and information system to make sound, predictable, and repeatable decisions to assure safety. This means that any such system would need to evaluate what objects (people, equipment, boulders, etc.) of interest exist in that environment (with relevant data about identity, trajectory, characteristics, etc.), project a future continuum of those objects (including considerations for variabilities), and make control intervention choices to minimize risk due to exposures in the present operational area. The components of an overall system would include: a) sensor and data fusion, b) probability projection of future states, c) generation and evaluation of alternate futures, and d) implementation of best course of action to reduce risk. The National Institute for Occupational Safety and Health (NIOSH) Spokane Mining Research Division (SMRD) is studying this framework for applications for autonomous mining equipment. This paper focuses on using information from the sensor fusion engine to generate a continuous projection of future and alternate states (b and c above) incorporating the factors of confidence, accuracy, tolerance, and other variabilities. We refer to this as Machine Situational Awareness (MSA).

"Vertical material transport is one of the major challenges for the successful implementation of deep sea mining projects. The EU research project „Blue Mining” is focusing on sustainable solutions for deep sea mining operations, with one major goal being the advancement of Vertical Transport Systems (VTS). To investigate flow effects under realistic conditions, especially clogging effects, a 136 m high test facility for flow analysis in vertical transport has been constructed using available mining infrastructure. Tests are run in a closed circuit, using a system of downfall and riser pipelines connected to a compact sediment injection- and separation unit as well as the centrifugal pump. The riser is equipped with pressure sensors, as well as temperature sensors, flow meter, concentration meter and high speed camera to allow comprehensive analyses of the flow regime and behavior of transported material within the flow. Additional mobile measurement devices allow wear and tear analyses of pipe material. This paper focuses on the determining factors of the tests leading to the design as well as the installation and trial of the test facility itself and explains the used components and work principles. INTRODUCTION Since the 1970s several research projects had been conducted investigating in the possibility of deep sea mining. In recent times projects for deep sea mining operations have started again, considering the rising demand on natural resources, especially raw earth elements. Yet projects like the Nautilus project on the deposit Solwara 1 [1], or Japanese projects focusing on the region of Okinawa [2] and Chinese projects [3] planning on depths of “only” about 2,500 up to 3,000 m. Until now no economical deep sea mining project was realized, due to the enormous difficulties of deep sea environments. Vertical material transport is one of the major challenges for the successful implementation of deep sea mining projects, considering transportation heights up to 5 km. The EU research project „Blue Mining” is focusing on sustainable solutions for deep sea mining operations, with one major goal being the advancement of Vertical Transport Systems or VTS [4]. Critical parts of the system would be identified and investigated to deliver solutions and higher the technology readiness level to a level were planning of a pilot project can be considered. At first case examples for mining projects of seafloor massive sulfides (SMS, 1,600 m water depth) and manganese nodules (MnN, 5,000 m water depth) had been calculated on basis of economical frame conditions, such as planned production rates to be efficient. As depicted in Figure 1 two major possible systems had been used for comparison, airlift system and pump system, considering multiple pump stations or single pumps. "The chemical treatment of mine-influenced waters is a longstanding environmental challenge for many coal operators, particularly in Central Appalachia. Mining conditions in this region present several unique obstacles to meeting NPDES effluent limits. Outlets are often located in remote areas with challenging terrain where conditions do not facilitate the implementation of large-scale commercial treatment systems. Furthermore, maintenance of these systems is often laborious, expensive, and time consuming. Many large mining complexes discharge water from numerous outlets, while using environmental technicians to assess the water quality and treatment regime multiple times per day. As an alternative solution, this paper describes the ongoing research and development of automated chemical treatment systems for mine water discharges. The current work explains the development of a bench-scale prototype that has been used to evaluate various monitoring, notification, and control strategies. Results from this testing are compared to present day practices to show the costs and benefits of implementing an automated treatment and monitoring program. INTRODUCTION Background The National Pollution Discharge Elimination System (NPDES), per Section 402 of the Clean Water Act, requires permitting of all point source discharges from coal mines. This program dictates that all water leaving a permitted boundary, whether it be process water or storm water, must leave through a monitored NPDES outlet. These permitted NPDES discharge points, also denoted outlets, outfalls or monitoring points, must meet a rigorous set of effluent limits to maintain compliance. Common effluent limits monitored by coal companies include but are not limited to iron, manganese, aluminum, total suspended solids (TSS), and pH. Raw mine water is often deficient in meeting these effluent limits, and as a result, various treatment processes are required to bring the water into compliance prior to environmental release. Depending on the mining and geologic conditions, water monitoring and treatment programs can constitute a significant operating cost for the mine operator. In Appalachia, acid mine drainage (AMD) constitutes one of the most significant and widespread water quality challenges that must be treated per NPDES guidelines. AMD is a general lowering of water pH that occurs when water and sulfide minerals interact within oxidizing conditions in coal and metal mining. Acid Rock Drainage (ARD) is a similar term that applies more generally to non-mining causes such as highway construction and other large-scale excavations. Today, mine influenced waters (MIW) is becoming more popular as the general term referring to all types of mining-induced water issues. AMD has been researched substantially over the last 30 years, with investigators studying various causal mechanisms and treatment strategies (e.g. Gazea, 1996; Ziemkiewicz, 1998; Skousen, 2000; Kleinmann, 2001; Johnson, 2003; Akcil, 2006; Kalin, 2006). This research has produced several pragmatic results, which provide numerous methods to predict, prevent, and treat AMD."

Artisanal and small-scale mining (ASM) involves a wide range of practices, from highly informal and minimally mechanized mining operations with predominantly manual work to formal practices carried out by small but high-tech industrial mining operations [1]. ASM may be a traditional practice, with skills passed from one generation to another. It can be an important driver of local economic development, while simultaneously contributing to a complex array of positive and negative socioeconomic and environmental impacts. There are more than 100 million artisanal and small-scale miners in 80 countries worldwide, and they supply around 20% of the worldwide gold production [2]. According to the Peruvian Ministry of Energy and Mining (MINEM), in 2020, 32% of fatal accidents in formal (legal) Peruvian mining operations were caused by groundfall events [3].The lack of resources, knowledge of best practices in health and safety, and insufficient equipment used in ASM make the probability of suffering work accidents very high. Furthermore, groundfall is one of the main causes of accidents and injuries in underground mines around the world [4], and it is also a concerning problem in ASM, where the associated fatality rate is similarly high. Unfortunately, a proper record of accidents in ASM is not kept, so an estimate of the actual number of groundfall accidents cannot be accurately developed [5]. Currently miners rely on empirical and observational tools acquired through previous experience to assess groundfall risks. The risks for artisanal miners can tend to be significantly greater than risks for those from the mining industry. This is due to the lack of regulation of ASM, which tends to operate outside the legal framework and the regulations lack of enforcement in force for occupational health and safety regulations.

"Use of the Bond Work Index to size industrial grinding equipment was widely known. Bond also described its application for measuring grinding circuit efficiency. Bond Work Index efficiency has been widely used by industry, but until now without concise standard methods, or a formal guideline, for doing so. The Bond Efficiency Sub-Committee of the Industrial Comminution Efficiency work group of GMSG has produced such a guideline, which follows. It covers the methods and provides examples of how to calculate the Bond Work Index Efficiency of most industrial grinding circuits. Bond Work Index testing equipment and methods are also provided. The next steps are: (1) to establish standard reference testing materials and one or more laboratories to serve as bases for reference testing; (2) to establish the accuracy of relative circuit Work Index Efficiency determinations; and (3), to develop and provide a public data base of industrial comminution circuit Bond Work Index Efficiencies.
