This section of the Handbook deals with general principles to be evaluated in the development of a mining operation. It addresses the major issues that must be examined to fully evaluate a mining venture. Of course, one of the main topics to be evaluated is mine planning, which is covered in more detail in other sections (13, 17) of the Handbook and should be referenced in mine development projects. The topics to be discussed in this introduction include equipment and supplies, infrastructure, utilities, and project management. In any of the aspects mentioned, the current existing conditions at or near the mine site must be evaluated. This will include assessment of current use of utilities, infrastructure, housing, equipment suppliers, etc., as well as anticipated growth, both in the supply aspect of these systems as well as projected usage on these systems. After full assessment of both these aspects, an evaluation must be made as to the requirements the project will place on these items. Assessment must be made as to any up-grades required to bring the project on line, what impact the project will have on existing or expanded systems, and anticipated future growth impacts on support systems not only of the project but of other surrounding industry and urban devel-opment

Nearly 4,800 mining professionals and exhibitors occupying 580 booths attended the 2000 SME Annual Meeting and Exhibit, Feb. 28-March 1, in Salt Lake City, UT. The technical program included80 sessions and four specialty symposia: bulk material handling, control 2000, minor elements 2000 and plant operaters. Meeting highlights included the keynote session. Executive shared their perspectives on pivotal issues and approaches to address the challenges of the new millennium. SME has begun planning for its 2001 Annual Meeting, Feb. 26-28, in Denver, CO. While most of these issues relate to the author’s specialty of mineral appraisal some are more general in nature and could be of interest to those who may be involved in current or future court testimony. Several important areas to be reviewed and agreed upon with the client and their legal counsel are discussed. General observations on litigation, the discovery process, testimony and some repercussion’s are also given.

The expansion in gold production in the Carlin 'Trend over the last few years has been one of staggering proportion. To increase gold production while minimizing capital requirements and providing for the safe and efficient mining and processing of ores has required a tremendous effort by the Mine Engineering group at Newmont Gold. This paper discusses the organizational changes implemented to effectively deal with a full range of engineering problems and how the Newmont Gold Mine Engineering group dealt with these problems. Specially developed computer software and their applications will be explained. Improvements in the techniques used in converting geologic resources into reserves, and in scheduling the mining of multiple pits to feed multiple processing facilities, as well as ore control procedures are presented. Current mine engineering practices are discussed.

Auxiliary Equipment pumping systems to support primary, secondary and regrind grinding circuits will be the primary focus of this paper. Every grinding system is unique and requires special design considerations for proper application of pumps to transport mill discharge. To satisfy the majority of applications, a new series of pumps has been developed by Svedala, known as World Class Pumps. Selection of these newly developed pumps for each type of grinding circuit will be presented. Specific components of selection are materials of construction, piping system, classification method, material characteristics and slurry characteristics. Both horizontal and vertical pump applications will be reviewed with emphasis on rules of pump piping and sump design.

Mechanical mining is steadily gaining usage in the mining industry. A variety of machines currently finds employment: tunnel boring machines, roadheaders, continuous miners, surface miners, and augers. These machines have advantages compared to drill and blast mining methods, including increased safety, lower cost, uniform muck size, and accurately sized openings. A century of experience with mechanical methods has already paid dividends to the coal industry. Current trends guarantee eventual development of true general-purpose hardrock mechanical mining machines. Mechanical miners will become integrated mining systems and will determine the design of mines, when several significant challenges have been met.

The support of the roof in coal mines remains a critical safety issue with 3 fatalities from roof falls in 2007 and 430 injuries from roof falls in 2006. A snapshot survey by the authors of room design and support details as well as unplanned falls of ground in the industry revealed some useful data concerning support use, seam details, fall dimensions, bolt lengths and spacing and the stand-up time.

Despite limited discussion, Chemistry of Flotation is a good text and reference 1985 by M. C. Fuerstenau, J. D. Miller, and M. C. Kuhn Society of Mining Engineers Caller No. D Littleton, CO 80127 Softcover, $23.50 (member), $18.50 (student member), $28.50 (list) Review by Richard R. Klimpel Chemistry in Flotation, as stated by the authors, is intended as a textbook for students as well as a reference book for practicing flotation engineers. It covers subject matter related to surface phenomena; collectors and collector salts; natural floatability; the flotation of sulfide minerals, insoluble oxide and silicate minerals, semisoluble salts, and soluble salts; and slime coatings. There are no discussions in the book on practical plant implications of flotation chemistry, such as the influence of rate, particle size effects, dosage, flotation equipment, and methods of chemical addition. The book itself is small (only 177 pages), and, as published, is in an easy-to-handle soft cover. Once one accepts the intent of the authors, this book really does represent a very concise and convenient summary of the chemistry of flotation. It is, however, far from complete in its discussion of concepts and implications of data. Very often in the presentation, key prior knowledge (or at least subject matter awareness) not given in the book, is assumed. Thus, depending on one's familiarity with the specific subject matter, some sections can be easily followed while others could be tough going. Some of the discussion is so brief and terse on important subjects that unless the reader already realizes the meaning of the presentation, the conclusions to be drawn are not always clear. Therefore, if one is not expecting a self-contained primer on flotation chemistry, this book is very useful. To this end, the book is recommended to practitioners of flotation chemistry. The presentation of data in figures and tables is good. It helps considerably in the book achieving its conciseness. The authors certainly are qualified and knowledgeable in the subject matter - apparent in the style of presentation. In summary, this reviewer thoroughly enjoyed this book and will use it as a concise review of flotation chemistry. Richard R. A Reference Guide to Mining Legislation in Canada, 1985, by B. Barton, B. Roulston, and N. Strantz, The Canadian Institute of Resources Law, Room 430, Bio Sciences Building, The University of Calgary, Calgary, Alberta, Canada T2N 1N4, 120 pp., bound, $US28- This guide provides a ready means of finding how the different jurisdictions in Canada regulate mineral activity. It covers the rights required for exploration, development, and production of mineral metallics and industrial minerals. It does not cover placer mining, petroleum and natural gas, bituminuous sands, coal, or structural materials. Dictionary of Geological Terms, 1985, edited by Robert L. Bates and Julia A. Jackson, The American Geological Institute, 4220 King St., Alexandria, VA 22302, papercover, $7.95 plus $1 for postage - This third edition is for geoscience students, teachers, and rockhounds. It defines the core vocabulary of earth sciences, contains 8000 revised definitions, and includes 1000 new terms. It adds recent terms in plate tectonics, hydrology, and permafrost studies. Accurate definitions are given without technical jargon, cross-references are included, and commonly used abbreviations are provided. Processing and Utilization of High Sulfur Coals, 1985, edited by Yosry A. Attia, Elsevier Science Publishing Co. Inc., 52 Vanderbilt Ave., New York, NY 10017, 787 pp., bound, $142.50-These proceedings comprise the majority of the papers presented at the First International conference. Investigators there reported the latest discoveries, developments in commercial practice, and state-of-the-art reviews of scientific principles and applications of various technologies for handling, processing, and use of high sulfur coals. Sessions were held on: characterization of sulfur in coals; environmental problems and impact of high sulfur on coal use; selective mining and blending; coal desulfurization by physical and chemical cleaning techniques; handling of coal fines; sulfur capture during coal combustion; biological desulfurization of coal; and new applications for high sulfur coal. The Economics of Magnesium Metal, 1985, Roskill Information Services Ltd., 2 Clapham Road, London SW9 OJA England, 129 pp., 71 tables, appendices, bound, $750-Despite setbacks in some major magnesium markets in 1985, Roskill's latest forecast for the last half of this decade is for a 4% to 6% annual growth rate in demand. Growth for magnesium metal is expected in the motor industry for use as a possible substitute for aluminum. Some magnesium producers are altering their marketing strategies to cultivate this market. This study also includes a review of the worldwide magnesium industry, its end uses and consumption, and international trade and price trends.

The last two decades have witnessed the resurgence in popularity of a century old tool for shaping laws and public policy – the ballot initiative. In recent years, anti-mining special interests have used the initiative process to secure voter approval of measures to ban modern surface mining for gold and silver. In November 1998, voters in Montana approved such a measure1 – the effects of which have been devastating to the mining industry in that state. In November 1999, anti-mining groups sought to place a nearly identical provision on the general election ballot in Colorado. They did not succeed, but the battle over mining’s future continues in the most important forum of all – the court of public opinion. The Colorado measure failed, in large part, because its proponents failed to convey a positive environmental theme. The mining industry also exercised early-on the rights available under state law for administrative and judicial review of the initiative, instead of relying upon the limited relief that would have been available had it waited until after the secretary of state approved the measure for the November election ballot. This article will summarize the ballot initiative process in Colorado and the proceedings that took place over Initiative No. 215.

Near misses recorded and reported by workers can provide awarenessto the potential causes of injury and prompt safety management initiatives. Although most companies require near-miss reporting, it is unclear what the value of these reports are, if any, and how they influence subsequent actions or controls to reduce on-the-job risks. Researchers at the National Institute for Occupational Safety and Health (NIOSH) conducted a case study with an aggregates company in which near-miss reports were analyzed at each of their locations over an entire quarter during the summer of 2018. Within that quarter, workers recorded 249 near misses. Of those, 167 were valid near misses that occurred at work. Researchers coded the reports using a qualitative 5 × 5 risk matrix. Of the 167 near misses, 19% were deemed low risk, 25% moderate risk, 30% high risk, and 26% critical risk. Several patterns in the near-miss incidents were documented, including classification of incidents and common corrective actions referenced (i.e., elimination/substitution, engineering control or redesign, work process/procedures, and personal protective equipment). The analysis provides insight into ways that risk communication and management programs can be improved to reengage workers and their situational awareness on the job.

Area mining is a surface mining method that allows for efficient mining and contemporaneous reclamation of tabular or bedded deposits, e.g., coal. Mine planning methods for area mines differ from those of open pit metal mines. Area mines in the Powder River Basin (PRB) use various processes for mine planning at both the strategic and tactical stages. With the ever changing commodity markets, it is becoming increasingly important for mine operators to be able to react quickly to the changing business environment. Tools that allow for the development and rapid comparison of production schedule scenarios are key to ensuring agile mine operations. A survey of mine engineers responsible for mine design and production scheduling at coal operations provides clarity on the current mine design and production scheduling processes in the PRB, as well as a discussion on potential solutions to upcoming challenges. In this article, we describe various mine planning processes used by the coal producers in the Powder River Basin. The survey identifies a clear gap in the ability to create comprehensive schedules associated with limited tools and lack of engineering labor needed to frequently conduct the mine design and scheduling process.

The intent of this paper is to provide overview context to allow broader understanding of conventional tailings dam failure mechanisms. The research leverages global knowledge, experience, and data collection and interpretation for the safe and controlled management of the geotechnical stability of a tailings storage facility. The motivation for this review is to facilitate transparent access to tailings dam background and understanding. This paper addresses the core understanding of geotechnical failure mechanisms, and how these eventuate to instability and failure of tailings dam structures. This research focuses on foundation failure, internal erosion and piping, overtopping, seepage, seismicity, and slope instability and provides insight into what factors contribute to failure, how failure progresses due to such failure, anticipating and monitoring for the aforementioned failure modes, and designing to mitigate their risk.

During that time, federal programs, sponsored by the Federal Railroad Administration (FRA), the Office of High Speed Ground Transportation (OHSGT) and the Advanced Research Projects Administration (ARPA), stimulated tunnel research and development. Also, the American Society of Civil Engineers (ASCE) and SME collaborated to create the Underground Construction Research Council (UCRC) and the Rapid Excavation and Tunneling Conference (RETC) series.

The use and application of shotcrete for ground support in the Asia Pacific Region is as diverse as the countries that make up this region. This paper will attempt to describe the many methods used on selected projects within that region. The project description(s) will include project logistics, equipment, mix design, products and application methods utilized along with specifications and performance results (where available). The author will attempt to reach a conclusive opinion on the success, or nonsuccess, of the various shotcrete methods employed and the development of shotcrete within the Asia Pacific Region.

As a cheap, renewable and non-toxic material, starch can contribute to the sustainability of the flotation process, albeit in a minor way as one type of reagent in systems involving materials with far greater impact. But the physical and chemical versatility of starch can help address another issue, namely, that of processing complex ores with decreasing grades of valuable minerals and increasing mixtures of gangue. This paper compares the results of two lab scale flotation studies where starches (native wheat starch (NWS), dextrin and two oxidised wheat starches) were used to depress two common gangue minerals, copper-activated pyrite and carbon (graphite), over a range of dosages. The oxidised starch with the larger molecular weight structures depressed copper-activated pyrite best, and the oxidised starch with lower molecular weight structures was better at depressing graphite. In both cases, the oxidised starches allowed greater recovery of chalcopyrite, pointing to selectivity potential. The extent to which the carbonyl and carboxyl moieties of the oxidised starches contribute to depressant performance is difficult to quantify, but it should not be discounted. Importantly, the results demonstrate relatively simple modifications of native starch by oxidation can yield structures suitable for depressing gangue minerals with diverse surface properties. The challenge remaining for greater application of modified starch depressants is being able to replicate the desired structures at scale in cold-water-soluble form.

This paper outlines the results of a study of opinions of practicing engineers concerning the value of environmental engineering courses in a mining engineering curriculum. One hundred engineers with significant experience in mining-related engineering work were carefully chosen. Of the sixty-seven responses received, about half were from mining engineers and half from environmental engineers. The results of the survey are outlined in detail. The number and type of courses recommended by the respondents are summarized as well as the specific topics recommended for inclusion in a mining engineering curriculum. The survey form also asked for the stages in the mine life when environmental experts were needed and the percentage of environmental engineering performed by outside experts for many mining-related environmental tasks. The results of this line of questions are provided. Finally, the paper offers a comparison of the results for environmental engineers and mining engineers and analyzes the differences.

In an effort to advance the science underlying modern coal pillar stability analysis, researchers at the National Institute for Occupational Safety and Health are currently involved in research aimed at better understanding the impact of an in-seam rock parting on the strength of coal pillars. The purpose of this study is to determine a suitable virtual mining height that could be applied using current pillar stability analysis tools. To accomplish this, the boundary element model LaModel was used to back analyze data collected on pillar performance in a room-and-pillar panel at the Maple Eagle Mine located in Southern West Virginia. In a previous work, data collected from borehole pressure cells (BPCs) and extensometers were taken from three instrumentation sites. Data collected from the back bleeders were used to measure the rear abutment stresses, and data collected from two instrumentation sites in the wraparound bleeder were used to measure the front and side abutment stresses as well as the peak strength and performance of the slabbed leave pillar. The utilization of two nearly identical instrumentation sites in the wrap-around bleeder provided much needed repeatability of the obtained measurements. In this study, the data collected from BPCs at the three instrumentation sites was calibrated to match the Bieniawski pillar stress gradient. To model the measured pillar behavior, the LaModel program was selected due to its capability of being directly comparable to the Analysis of Retreat Mining Pillar Stability (ARMPS) and Analysis of Coal Pillar Stability (ACPS) programs. The model was then calibrated to match the measured abutment extent and abutment stress. Finally, the model was validated by reducing the modeled mining height until the yielding of the slabbed leave pillars in the model matched what was measured in the field. The final calibrated mining heights show that a reduction of the shale parting thickness, not including any clay layers, of 52% is applicable. This research study provides the first known measurement of the ARMPS/ACPS “50% Rule” and its applicability to this panel of the Maple Eagle Mine. This finding provides a proof of concept and could have significant implications for future research.
