Simulated weathering tests are used to estimate leachate quality of rocks containing varying concentrations of pyrite and carbonates at mines. This study reports the inter-laboratory results from the third phase of a three part effort to develop a standardized, reproducible simulated weathering test for coal mine overburden. Initial development in phases I and II included evaluation of different test apparatus, effects of particle size, gas composition, leaching frequency and other variables. Phases I and II results are reported by Brady et al (2004) and Hornberger et al (2004). In Phase III, a standard column leaching protocol was used by eight commercial, government and university labs to test five rocks of different lithology, pyrite and carbonate content. Ideally, a simulated weathering test should have three characteristics to be useful in mine drainage studies. These include the capability to produce repeatable results, accuracy in simulating field conditions, and a concise test protocol of weeks to a few months. Simulated weathering, or kinetic testing, produces an effluent that simulates mine drainage composition. This can be beneficial for predicting mine drainage quality in comparison to whole rock analyses. The effluent may be tested for the same water quality parameters as the drainage produced during mining, such as pH, acidity, alkalinity, sulfate, iron, manganese, aluminum or other parameters. If the physical, chemical, and biological conditions of the kinetic tests are representative of those found in the mine environment, leachate composition may be used to estimate the water quality parameter concentrations produced during mining. Hornberger and Brady (1998), and Geidel et al (2000), compiled comprehensive chapters on kinetic tests for mine drainage prediction. These sources included: (1) a chronology and synopsis of scientific literature on these kinetic tests as they have developed over approximately 50 years, (2) discussion of the influence of physical, chemical, and biological processes, and (3) general guidelines for test procedures, data interpretation, and recommendations for further research to develop standard methods. Most of the kinetic test methods in use today were substantially developed and applied more than 40 or 50 years ago, including leaching columns (Braley, 1949), humidity cells (Hanna and Brant, 1962), Soxhlet reactors (Pedro, 1961), and field scale tests (Glover and Kenyon, 1962). . The most commonly used kinetic tests for mine drainage prediction are leaching columns and humidity cells. While these kinetic test methods and others have been used in hundreds of mine drainage studies as shown in Hornberger and Brady (1998) and other references (e.g. Sorini, 1997), they have rarely been used in coal mine permitting by either regulatory agencies or the mining industry. The major impediment to routine use of kinetic test methods is the variation in the design and operation of these kinetic tests, and lack of a standardized, accepted (e.g. by EPA or ASTM) test method. Interpretation and data comparison from different studies can be difficult. METHODS Five rocks of varying lithology, mineralogy, carbonate and pyrite content were collected in bulk from Pennsylvanian age coal measures in Pennsylvania, West Virginia and Indiana. Mineralogical composition of the samples was characterized in detail by Hammerstrom et al (in press) using optical, X-ray diffraction, scanning electron microscopy and electron microprobe methods. Acid Base Accounting (Sobek et al 1978; Skousen et al, 1997, Kania, 1998) was performed on bulk samples for % total sulfur (%S) as a measure of pyrite and potential acid generation, and Neutralization Potential (NP) as an index of carbonate content. A modified NP test, following the procedure suggested by Skousen et al, 1997 was also conducted for four of the five samples. The modified NP test accounts for initial acid consumption, Fe oxidation, and subsequent Fe hydrolysis by the iron carbonate mineral siderite. Siderite, even though it is a carbonate gives zero net alkalinity. Lithologic, Acid Base Accounting and general mineral composition data for the five rocks are shown in table 1 (see Appendix). Whole rock elemental analysis for major and trace elements was conducted on a sub-sample of each rock type. One laboratory was contracted to mix, homogenize, and size the bulk samples and prepare sub-samples for all the participating labs. Splits were sent to eight labs, and each organization was provided a detailed set of instructions for column assembly and leaching procedure. The protocol was developed based on results from phases 1and 2 of this study. The principal features of the column assembly are: a specific composition of particle size by weight (table 2), weekly leaching cycles, and incubation under humidified air containing 10% CO2. Figure 1 shows the column construction. [ ] The particle size distribution of the crushed rock sample is largely an artifact of the crushing process, rather than a natural systems process like the particle size distribution of a soil or an unconsolidated sedimentary deposit. The standardized particle size distribution, shown in Table 2, promotes operational consistency of the weathering test procedure, and provides better control over reaction kinetics. Large amounts of fine particles within specific zones of the leaching columns have been found to impede uniform fluid flow and/or gas flow (Hornberger and Brady, 1998). Regarding reaction kinetics, the importance of surface area to volume ratios has been described in a previous phase of this study (Brady et al., 2004), and significant differences in crushed particle size distributions and effective surface areas were found among the lithologic units. Increasingly new interceptors or new Combined Sewer Overflow (CSO) projects require connections to existing tunnels. More often than not, the existing facilities are old, in poor or questionable conditions, without proper construction records or as-built drawings. Many cannot be easily inspected unless major construction effort provides flow by-pass for safe access. This paper provides general guidelines on how to approach the problem of assessing the condition of old tunnels, how to plan and design the connection with limited physical assessment, how to develop the scope of work for the bid documents and how to provide geotechnical guidelines and designs for the bid documents.

In the early 1990’s the British Columbia (Canada) mineral industry frequently discussed the need to participate in, and compromise with, public environmental interests in order to ascertain long-term stability. However, as the decade progressed the mineral industry withdrew from almost all meaningful public participation. As government protected areas policy in the past year has illuminated, there is a continued need for long-term land access stability. This paper historically analyses the public engagement policies of the British Columbian mineral industry while it participated in long-term consensus-based multi-stakeholder land-use planning processes. From this analysis the paper recommends that the mineral industry reengage the public and institute a new working relationship with environmental advocacy groups so as to ensure British Columbia becomes the most sustainable mineral producing jurisdiction in the world.

Geologic resource assessments describe the location, general characteristics, and estimated volumes of resources, whether in-situ or technically recoverable. Such compilations are only an initial step in economic resource evaluation. Forecasts that assume that resources that exist in nature can be commercially produced as needed ignore economic constraints. This paper identifies, by example, the salient features of a geologic assessment that will assure its usefulness for economic analysis. These features are demonstrated with examples of coal resource assessments and coal bed gas assessments.

The state of the tunneling and underground construction industry and the advancements of the industry?s biggest machines were the main topics at the 2008 edition of the UCA of SME?s annual George A. Fox Conference. This year SME hosted more than 250 tunneling and under-ground construction professionals at the Graduate Center, City University of New York. During the morning session of the long-running one-day conference, attendees heard a state of the industry through the annual Home-town Update where it was evident that the industry is doing well. Michael McHugh of Moretrench cruised through the many projects that are under way along the Eastern seaboard of the United States and said he could have gone longer if time allowed. An example of how well things are going for the industry is a look at New York, where the industry is flourishing. The New York City Water Tunnel # 3 project is a $668 million project that was awarded to Schiavone/Shea/Frontier Kemper joint venture in 2004. McHugh said that mining on the project was completed in August 2006 and that all con-tract work is expected to be completed by August 2009. The Second Ave. Subway is a $337-million twin tunnel project that will connect upper Manhattan with the financial district. This is a four-phase project. McHugh said the Metropolitan Transit Authority obtained full funding in 2007 and construction awards will be awarded during the next two years. The No. 7 Line Flushing extension, a five-year, $1.15- billion project that will redevelop the Hudson Yards area of Midtown West and the New York City Water Tunnel No. 3 project is the largest capital construction project in New York City?s history. McHugh said the project was given notice to proceed on Dec. 13, 2007. The project includes three large shafts, two parallel 6.7 m (22 ft) tunnels at 2,000 liner m (6,500 liner ft), one large cross adit, one large underground rock cavern station with two interlocks and eight penetrations. These were just a few of projects mentioned in the Hometown Projects update.

Dense medium processes are used to clean over 50% of the coal that is fed into preparation plant facilities worldwide. The dense medium is formed using ultrafine magnetite which is recovered after the cleaning step using drain-and-rinse screens and magnetic separators. Despite the high efficiency of the recovery system, magnetite losses of around 0.5 to 1.0 kg/ton are common. Considering the recent escalation of magnetite to around $300/ton, an alternative source of magnetic material from coal combustion bottom ash has been investigated. A relatively low cost recovery system has been developed. Dense-medium tests using the bottom ash magnetics revealed a high level of efficiency as indicated by probable error values around 0.03 over the range of medium densities investigated. The results from both the recovery and coal cleaning efforts will be discussed in detail.

The present work explores the reutilization of red mud, an industrial waste arising from the production of alumina, as a component of isolation technologies for hazardous substances. The work involved the study and optimisation of the geotechnical properties of red mud in conjunction with adsorption experiments of As(V) and Hg(II). The results from both types of experiments were integrated in a dispersion-diffusion model to calculate migration curves and minimum thickness of the red mud compacted layer. The geotechnical studies showed that compaction increased the stability and decreased the hydraulic conductivity of red mud barrier. Red mud sorbed high amounts of As (up to 44 mmmol kg-1) and Hg (up to 9.2 mmmol kg-1). The calculated minimum thickness of the red mud barrier was 1-10 cm for As and 2-19 cm for Hg, for an operation period of 35 years. The results obtained let to conclude that the reuse of red mud as a component of isolation systems of hazardous substances represents a viable alternative use of this residue.

Limestone-based technology for arsenic removal from water is an innovative and promising method. The technology offers the potential for low-cost disposal of a stable waste product after arsenic removal, either in an ordinary landfill or by encapsulation in concrete. Leaching research described in this paper shows that the limestone waste, after encapsulation in concrete, passes the Toxicity Characteristic Leaching Procedure (TCLP) test. Leaching was less than 0.05 mg/L, which is 1/100 of the U.S. EPA?s standard for disposal of arsenic in a landfill. Disposal of arsenic-enriched waste is critical for commercial viability of arsenic-removal technologies. Low-cost disposal gives the limestone-based method an advantage that could help communities meet the new maximum contaminant level of 10 parts per billion for arsenic in drinking water. The ability to recycle the waste material in concrete could add a significant economic benefit, further reducing overall costs.

"In June or July 2005, the European Commission will present its Thematic Strategy on the Sustainable Use of Natural Resources proposal to the Council and European Parliament, one of the seven Thematic Strategies to be developed and implemented under the 6th European Environment Action Programme in support of the European Union’s Sustainable Development Strategy defined by the European Union’s Head of State at the Göteborg European Council, in June 2001. The time scale for this Thematic Strategy is 25 years (2005-2030). This paper discusses some of the key issues related to the EU minerals and metals industry that needs to be addressed by the Strategy. These are: - the need for access to mineral reserves in the EU and abroad; - the need to strenghten the capacity of developing countries to sustainably promote and regulate the use of their mineral potential; - the need for an EU mineral resources intelligence capacity. There are additional important needs, which are not discussed in this paper, such as: - the need to foster further innovation in mining, ore beneficiation and metallurgical technologies; - the need to integrate and simplify the exisitng complex regulatory framework applicable to the EU mining industry and to effectively implement existing legislation."

The OptiPit® software program is developed based on expertise gained at the Colorado School of Mines (CSM) using Mixed Integer Linear Programming (MILP) techniques. This program has been developed to satisfy the need in the mining industry for a multi-time period schedule and cutoff grade optimization tool that handles large scale open pit and underground mining operations involving many dumps, stockpiles, complex processing options and blending requirements. The current software (or earlier development versions) has been beta tested and used on various large scale projects within Placer Dome Inc., Newmont Mining Corporation, and Phelps Dodge Corporation since 2003. Through the use of this software, these companies experienced additional value creation by optimizing mine sequences, cutoff grades, material process flows and stockpiles under complex operational and processing constraints. This paper will present simple case study results to demonstrate the power of OptiPit® when used as a cutoff grade optimization tool. Furthermore, the paper will show, by example, how significant the difference in the Net Present Value (NPV) of a given project can be, depending on whether results are obtained by way of cutoff grade optimization using OptiPit®, or by using traditional breakeven cutoff grade approach.

Mining, waste is growing problem both physical accumulation and increasing toxic uncertainties it presents in the long run. Its value ?zero? is strictly calculated by economy. This mining model begs the question: What is the value of waste & what does it represent to the mining industry? Waste is widely accepted as a ?by product? generated as a consequences of the mining process. The abundant waste accumulation affects society, as receptor, in many ways and the waste piles of materials has no use and no destiny. In reality, this waste is monument of imperfection of the extractive industries worldwide. Our planet is finite and has strict limitations, which mining has traditionally ignored. It is time to design a new system, in which clearly, waste design must be integrated in whole mining process; it has no room to postpone. This paper presents a concept in waste design by which toxic mining waste not only can be rendered inert but also act as nutrient to help balance the ecosystems. This concept calls for extractive industries to pursue EQUILIBRIUM with nature (Geomimic). Also, this concept offers countless gains and opportunities fro the industry and by converting liabilities into assets; mining engineers become the managers and stewards of nature. Also, waste design offers new solutions for proper and sustainable waste management of the mining industry.

The combined 79th Annual Minnesota Section of SME Meeting and 67th Annual University of Minnesota Mining Symposium was held April 11 and 12, 2006, in Duluth, MN. About 300 mining professionals attended, including engineers, executives, mining managers and suppliers, from throughout the United States and Canada. This year’s theme was “Success in the New World of Mining.” The SME Minnesota Section meeting included a keynote session, a special projects update, a general managers update and technical paper presentations. The University of Minnesota Mining Symposium program featured a panel discussion on Minnesota’s relationship with China. The combined meeting included a trade-show consisting of 64 booth spaces. Tradeshow demand exceeded expectations, and an additional 10 booth spaces were added in the registration lobby. Also included were an SME short course on pump basics and social events.

This paper will discuss the construction of 15.9 km (9.88 mi) of tunnels on a project in Chicago, Illinois. The tunnels were driven utilizing two rock and four soft ground TBMs ranging in sizes from 7.39 m (24.25 ft) in rock down to 1.95 m (77 in) in soft ground. In addition to the mining, there are 63 upper level structures and 16 dropshafts averaging 61.5 m (202 ft) deep included on this project. Many diverse mining, excavation, support and lining techniques were employed on this project.

This study predicts the level of smoke that miners might meet while trying to escape a coal mine fire and describes how smoke would impede their safe escape. For this study, the authors assumed that miners exit through an escapeway adjacent to the burning entry, that some air would leak from the burning entry to the escapeway. The following conclusions were made: • A very low amount of air leakage to the escapeway can produce a critical level of visual obscurity from smoke. This shows that intake airways may be as susceptible to smoke visibility problems as return airways. • This critical level of smoke obscurity is reached much before a critical level of carbon monoxide is reached. • Small fires can cause a severe sensory irritation that further limits vision. Thus, reliable eye protection is very important. These results show that methods to guide miners through dense smoke will contribute greatly to saving lives during mine fires.

Talc is a layered, hydrous magnesium silicate mineral. It has a soft, soapy feel and typically a smooth texture. Talc is also known for its insulation, heat resistance, chemical stability, oil absorption and strong covering quality. Talc, Mg3Si4O10 (OH)2, has a theoretical chemical composition of MgO at 31.7 percent, SiO2 at 63.5 percent, and H2O at 4.8 percent. However, talc’s chemical and mineralogical composition can vary depending on its geological history/parent rock association. These mineral associations and variable levels are usually chlorite and carbonates (magnesite, calcite and dolomite). Two key elemental substitutions that can occur in the talc crystal structure are iron for magnesium and fluorine for hydroxyl. These compositional differences may limit or enhance the talc’s usage in specific market niches. The United States remains self-sufficient in most grades of talc.

Despite the fact that the New Austrian Tunneling Method; NATM, has been used in the United States for the past 23 years or so, still considerable misconceptions exist in the industry about the nature of the method and its implementation. In the authors’ view its implications are usually not well understood. The paper provides an overview of the highlights of NATM usage over the past two decades to illustrate the point that NATM is now a well-established tunneling method in the U.S.A. Accordingly the thrust of this paper is on the more pragmatic aspects of the NATM technology usage as it concerns the Owners, Designers and the Contractors. Prior to examining the implications of NATM usage from the viewpoints of various stakeholders, it should be helpful to first briefly provide an overview of the history of the method as it was introduced and implemented on several key tunneling projects in the US, over the last 2 plus decades.

This paper presents the design and construction of a multi-channel geophone array that improves tomographic imaging capabilities in both surface and underground mines. Especially important in the design of the array is sensor placement. Three issues related to sensor placement are addressed in this paper: 1) sensor placement in long, horizontal boreholes, 2) development of simple, robust, MSHA-acceptable clamping unit, and 3) orientation of the geophones within the borehole. Improved imaging capabilities will produce energy, environmental, and economic benefits by increasing exploration accuracy and reducing operating costs.

The California Department of Transportation (Caltrans), the Contra Costa Transportation Authority (CCTA), and the Alameda County Congestion Management Agency (Alameda CMA) are involved in a unique partnership on the planning and design of the fourth bore of the Caldecott Tunnel, located on State Route 24 in Alameda and Contra Costa counties. The project will add a two-lane bore north of the existing three bores. The project will alleviate traffic congestion in the non-peak direction. This paper provides background on the existing facility, summarizes the need for the new fourth bore, describes the proposed improvements, sets forth the approach for project delivery, and lists some of the challenges that are expected during construction.

Fully mechanized longwall mining with large mining heights (LMHs) in shallow-depth thick coal seams has been widely applied in Shenfu coalfield, China. Dynamic loading and rib spalling is serious when the LMH working face experiences periodic weighting in shallow coal seams. The advanced breaking position (fracturing ahead of the face) in the roof affects the strength of the mine pressure (weighting) when the roof is broken. Based on the theory of the “elastic foundation beam,” this paper presents a mechanical model for the advanced breaking of the roof, including a predictive formula. In an attempt to verify the formula, a field program consisting of multiple-point borehole extensometers installed in the roof in advance of the longwall face was performed in the No. 22201 working face of Zhangjiamao coal mine in the Shenfu mining area, China. The field measurement results show that the roof movement of the LMH working face is detected prior to roof pressure increase, and that the roof breaks approximately 5–8 m ahead of the face. This compares with a calculated value of 6.9 m, indicating that the formula developed in this research is reliable and should have application in predicting roof pressure associated with LMH working faces in shallow coal seams.
