Several companies have adopted policies and standards aimed explicitly at increasing ‘local procurement’, recognising that local economic participation has benefits for companies and communities alike. From a corporate perspective, local economic participation is seen as one means of maintaining a social license to operate, as well as ensuring reliability of supply by having a supplier located nearby. From a community perspective, the participation of local businesses in the resource project is a means by which the benefits of resource development can flow into their communities. This paper is based on the research undertaken to produce a good practice guide for the mining, oil and gas sector. Our research revealed that the extent to which the local community will actually benefit from local procurement initiatives is dependent on the capacity of the community to supply goods and services to the project and, even more importantly, on its ability to adapt to the inevitable changes that accompany large-scale resource development. We provide guidance on adapting impact assessment tools to guide planning of procurement interventions.

The elimination of the incidence of silicosis in employees in industries such as mining and pottery is an ongoing international initiative. After many decades of industrial activity in these industries and many dollars spent on preventative measures, silicosis is still occurring. The exposure-prevention measures taken so far have certainly improved the working environment dust concentrations; however, the illness is still regularly diagnosed in workers. More funding is needed for interventions to improve working conditions. Many aspects of dust prevention and suppression will be researched and exposure assessment methodologies and equipment will need to be reviewed for the purposes of improvements in effectiveness. This paper presents results from laboratory tests carried out on gravimetric sampling pumps and cyclones. It highlights the erratic flow produced by gravimetric pumps of three different manufacturers who claim their respective pumps are equipped with flow stabilisers. The standard BS EN 1232:1997 is used as a basis for the tests. A method, albeit impractical for fieldwork, is shown for the elimination of the pulsation in the flow. This method serves to prove the method and protocol used in this study. The pressure loss caused air-flow resistance of cyclones is measured. The air inlet aperture size of cyclones is measured. The large discrepancy in the two criteria between individual cyclones is shown. The paper concludes that all the pumps tested failed the prescribed limits of BS EN 1232:1997 regarding the pulsation of the gravimetric sampling flow. The difference in flow characteristics of the cyclones, together with the erratic flow produced by the pumps, throws into question the accuracy of the exposure assessments. It is suggested that substantial resources be channelled towards solving these flow problems in parallel with measures taken to reduce exposure. In principle, the accurate assessment of exposure and dust concentration levels is a prerequisite for effective management of the problem of silicosis.

The design requirements for mine ventilation seals have undergone a radical transformation in recent years, and these revisions have greatly increased the cost of the seal designs and their construction. For example, in the past two years, new federal regulations have increased the minimum design requirement to withstand explosion pressures from 138 kPa (20 psig) to 345 kPa (50 psig) or 827 kPa (120 psig), depending on whether the sealed mine volume is monitored continuously or not. Moreover, there is still a possibility that under certain conditions (such as detonations) even higher pressure requirements may be necessary. The ability of a monolithic, stand-alone mine seal to reliably withstand the full range of current and future pressures is becoming increasingly difficult and expensive. In an effort to develop a practical alternative, the West Virginia Office of Miners? Health Safety and Training (WVOMHST) and the National Institute for Occupational Safety and Health (NIOSH) have collaborated in a research effort to develop a practical, economic, and safe mine sealing technique that can enable mines seals to meet the full range of new explosion pressure design requirements. The basic idea is to use a barrier of common mine gob and rubble in combination with a conventional mine seal so that the pressure resulting from a gas explosion is reflected, absorbed, and attenuated, so the pressure on the ventilation seal is reduced. This paper discusses some concepts and preliminary test results for a ?Passive Mine Blast Attenuator? (PMBA) that can provide a useful alternative to increasingly larger and stronger stand-alone mine seals. Numerical models and full-scale experiments conducted at the NIOSH Lake Lynn Laboratory Experimental Mine (LLEM) show that the use of a PMBA can signficantly reduce the blast pressure and impulse on conventional ventilation seals. Common clay is a natural, fine-grained material composed of hydrous aluminum silicates. Shale is a laminated sedimentary rock that is formed by the consolidation of clay, mud or silt. Production About 150 companies produced common clay and shale in 41 states. In states not reporting production, common clay and shale probably was mined and sold for construction applications by companies not participating in the U.S. Geological Survey (USGS) canvass of producers. Domestic production in 2005 was estimated to be 24.8 Mt (27.3 million st) valued at $176 million. This was based on a preliminary survey of the common clay and shale industry. The leading producer states, in decreasing order by tonnage, were North Carolina, Texas, Alabama, Georgia and Ohio.

Several startup or longtime underground stone mines have experienced unanticipated roof control difficulties due to the variable geologic character of the roof strata. Careful mapping of roof conditions, and identification of controlling geologic and mine geometric factors, lead to an understanding of the mechanisms causing roof problems. Factors such as unexpected rolls of the roof strata resulting in a gradual change from strong to weak roof; encountering open water-filled master joints; roof strata delamination due to internal water pressures; local karst features with mud, sand, and water hazards; and sudden loss of limestone roof due to paleo-channel erosion are some recent problems described. Strategies for overcoming these problems are discussed and detailed.

Coal preparation plants play an important role in modern society by providing high quality feeds for coal-fired utilities, industrial boilers and metallurgical coke facilities. Unfortunately, field data indicate that preparation plants are often not operated under optimum conditions, resulting in lower productivity and lost profits. In many cases, this shortcoming can be attributed to a failure by plant operators (i) to recognize the importance of correctly adjusting plant operating conditions to accommodate requirements dictated by coal sales agreements within different coal markets and (ii) to properly account for variations in product moisture with particle size across different plant circuits. This paper discusses the important influence of moisture constraints on preparation plant optimization and provides a case study to illustrate the potential gains that can be realized via proper understanding of plant moisture control.

It has been approximately four years since IARC reclassified crystalline silica as a “Group One” substance. Since that time, crystalline silica has been considered a human carcinogen. Silicosis is a preventable disease and several aggressive campaigns have been developed to increase awareness of silica dust related problems in the industrial environment. New analytical techniques are being developed to determine quantitatively the amount of crystalline silica in materials. Yet, still much is to be learned about the surface properties of silica and the way in which the disease progresses into full-blown silicosis. This paper will discuss the interaction of free radicals generated by the mineral particles and lung tissue. It is the cell injury and DNA damage that progresses to fibrogenesis. Freshly fractured surfaces of silica contain free radicals. These free radicals play an important role in the stimulation of the alveolar macrophage and the development of the inflammatory reactions leading to the fibrotic response caused by silica. Engineers, scientists, and physicians need to discuss the mineralogy of silica and the technical issues concerning the development of silicosis.

Steven F. Leer, president and chief executive officer of Arch Coal Inc. will be the master of ceremonies for the 12th Annual National Mining Hall of Fame Induction Banquet. The black-tie (optional) affair will be held at the Adam’s Mark Hotel on Sunday, Oct. 10 in St. Louis, MO. Six legendary leaders will be inducted at the ceremony. They will join 145 mining greats previously honored in the annual ceremonies. R. Joe Wagner, vice president for exploration and chief geologist of The Doe Run Co., St. Louis, will be the evening’s keynote speaker. His father, Richard Edwin Wagner (1898-1979), was inducted into the National Mining Hall of Fame in 1998 at the banquet in Phoenix, AZ.

In this paper, long-term measurements in five underground mines are presented to demonstrate how these measurements can be applied to stability evaluations and design of underground excavations. These case studies address both the global aspects of strata response to mining activities as well local ground behavior and support loading. The measurements include static (stress and deformation) and geophysical. Case studies quantify pillar behavior, roof-floor deformation patterns, overburden response, and microseismic activities. Large-scale studies quantify the nonuniform nature of overburden deformation and collapse. Local measurements address yield and stable pillar load deformation characteristics, as well as the performance of support systems under combined axial and lateral loads.

The timing was right for SME to celebrate its 50th anniversary in February as a member society of AIME. The mining industry is in the midst of a commodities boom that appears to have legs. Not only is the demand for metals, construction materials and the like increasing in developing nations, but developed nations have also seen the demand for those materials increase at impressive rates. So, in addition to networking and seeing old friends, attendees at the SME Annual Meeting and Exhibit in Denver, CO. Feb. 25-28, had several reasons to enjoy the week — a healthy industry and their society’s landmark anniversary. This annual meeting was held jointly with the Colorado Mining Association’s (CMA) 109th National Western Mining Conference.

Traditional fine grinding mills in mineral processing relied on the use of steel medium for particle size reduction. The successful development of the Isa Mill(a horizontal stirred mill with 3000 litres of net chamber volume and 1120 kW rated motor power)adopted a novel product separator design that has led to a major revision of medium use in fine grinding. The Isa Mill separator has also successfully operated with a wide variety of medium types such as silica sands, river gravel, smelter slag, run-of-mine ore fractions and steel shots, with size ranges from 0.5 to 10 mm. A great flexibility of the Isa Mill operations has been achieved for processing a feed as coarse as 120 um to a product as fine as 5 µm. This paper discusses the performance of two inert grinding media used in the Isa Mills in Mount Isa Mines of Australia for processing galena and sphalerite bearing ores to below 10 microns. They are the copper reverberatory furnace slag (CRFS)and the heavy medium plant rejects (HMPR). A methodology was also demonstrated for comparing the medium performance and for scaling up the Isa Mills from a 1.5-litre laboratory batch mill to a full scale 3000-litre mill.

The molecular structures of isobutyl xanthate (IBX), diisobutyl dithiophosphate (DIBDTP), O-isobutyl-N-ethyl thionocarbamate (IBETC), O-isobutyl-N-ethylcarbonyl thionocarbamate (IBECTC) and O-isobutyl-N-ethylcarbonyl thiourea (IBECTU) were fully optimized using density functional theory (DFT) at the B3LYP/6-31+G(d,p) level with the integral equation formalism for the polarizable continuum model (IEF-PCM) in the aqueous phases. The effects of the polar groups in these thiol molecules on their collecting performances were determined by the energies and compositions of frontier molecular orbitals and the atomic charge values. Our results indicate that the sulfur atom(s) in IBX, DIBDTP, IBETC, IBECTC, or IBECTU molecule is the centre of reactivity. And the collecting abilities of these reagents for copper sulfide minerals follow the order as: IBX > IBECTU ? DIBDTP ? IBECTC > IBETC, and the order of their selectivities against pyrite is suggested as: IBX < DIBDTP < IBETC < IBECTU < IBECTC. The theoretical analysis provides an insight into the collecting powers of these collectors, and offers an atomic scale approach to understand the experimental data available in the literature. This paper focuses on the recent achievements and practices developed through the Minerals Tertiary Education Council (MTEC) initiative of the Minerals Council of Australia (MCA), in conjunction with the three partner universities involved in mining engineering education – University of New South Wales (UNSW), West Australian School of Mines, Curtin University (WASM), and University of Queensland (UQ). The collaboration between these partner universities and industry has led to the development of shared course material, cross-institutional teaching arrangements, and development of a number of flexible, distance-based delivery programs. The paper will then move on to future initiatives. Importantly, the exciting challenge is the future initiative planned to cement this collaboration by the formation of a “virtual” national school of mining engineering – Mining Education Australia (MEA). This will provide a common 3rd and 4th year program to all three universities from 2007, involving innovative teaching and learning arrangements, greater student exchange potential and a more significant input by industry into the education process. Such an initiative is not without its challenges, and has a long way to go, before becoming a reality. However, it offers greater attractiveness and marketing potential to prospective students, as well as economic efficiencies, whilst delivering a better quality, and hopefully greater quantity of graduates to industry. It can also form a launching platform for a much greater level of international collaboration, through a proposed International Mining Education Network (IMEN) which is currently being floated amongst a number of international educators.

The presence of hydrogen sulphide in sewerage systems leads to severe concrete corrosion. Acid causes breakdown of the concrete matrix, and attacks reinforcement. Older sewer systems under acid attack are often found to be acutely corroded, sometimes after short operational periods. Consequently secondary liners are now almost always used. Polymer concrete is extremely acid resistant and if used in segmental linings can forgo the need for a secondary lining. Combined with fibers and/or GFRP rebar Polymer Concrete can produce a very strong acid resistant lining, saving considerable time in the installation of additional liners. This paper explains the problems and advantages of using Polymer concrete in segmentaly lined wastewater tunnels, addressing areas of design, cost, and programming.

It is important to study the ventilation system in order to better design and control of the working environment in deep underground mines. With increasing depth, heat, and humidity performance may be reduced and impair the attention of workers. The purpose of this paper is to apply a complex; development-end model configured in the MULTIFLUX program, developed at the University of Nevada, Reno, USA. The MULTIFLUX development-end model template has been benchmarked against measurement results from two UK coal mines in previous studies. The present study is a test of MULTIFLUX application in a metal mine. The model incorporates the simulation of the air flow field in the drift and the auxiliary air duct; simultaneous heat and humidity transport from the drift wall; heat and mass exchange between the air in the drift and the ducts; and the evaporation of process water and/or condensation of vapor as governed by the psychometric conditions. The results are compared with field data, measured at the Lucky Friday Mine (LF) in Idaho, USA, an underground mine and also shown between the results from the MULTIFLUX-based model, and those from another program, Kduct, developed at the Kyushu University in Japan.. Recent NIOSH published information has shown an increase of rapidly progressive coal workers? pneumoconiosis (CWP) in the southern Appalachian coal region (SAR) of the U.S., despite the fact that compliance data indicates that most coal miners have been exposed to coal mine dust concentrations below the statutory limit of 2.0 mg/m³. While the exact cause of these elevated CWP levels in the SAR has not been established, several factors may be contributing to the increase in occupational lung disease among coal miners. The mining of high rank coal is known to lead to higher CWP rates, and this type of coal is mined in a portion of this region. Also, a high percentage of the mines in the region are on reduced dust standards because of the high silica content of the airborne dust resulting in miners possibly being exposed to excessive amounts of respirable silica dust. Exposure to excessive amounts of respirable silica dust can lead to silicosis, a disabling and potentially fatal lung disease. NIOSH&apos;s Respiratory Hazards Control Branch has been investigating the possible causes that would account for the observed higher trends in disease progression through literature review, data analysis, and in-mine surveying. The investigation to date has revealed that underground mines are faced with cutting large amounts of rock in order to maintain haulage clearances. Cutting rock not only increases the potential for silica exposure, it increases the requirement for machine maintenance which was a concern observed during dust surveys conducted by NIOSH. Over half of the mines operating in the SAR are on reduced standards due to high silica content. Adequate face ventilation of the continuous miner and roof bolter and limited down-wind operations from the miner are also issues of concern and items which require the constant attention of miners operating in these conditions. Completion of the H-3 Highway Tunnel Project was a critical element in opening this award winning project. The exploratory tunnel was completed as a maintenance tunnel and included difficult shafts extending into the main tunnel cross passages. The project also involved a major addition to the traffic operations center including a deep excavation in close proximity to the tunnel portal structures. The projects also included various completions and improvements to the main tunnels, such as paving, drainage, maintenance, and a variety of critical life-safety issues, such as radio systems, telephones, etc. The highway opened in December 1997.

In response to the FY2008 Consolidated Appropriations Act (H.R. 2764; Public Law 110?161), the United States Environmental Protection Agency (USEPA) issued the final Mandatory Reporting of Greenhouse Gases Rule (MRR). The rule, signed by the USEPA Administrator, Lisa Jackson, on September 22, 2009, requires reporting of greenhouse gas (GHG) emissions from large sources and suppliers in the United States, and is intended to collect accurate and timely emissions data to inform future policy decisions. The MRR will go into effect on January 1, 2010, and a report of the total emissions for calendar year 2010 will be due to the USEPA by March 31, 2011. Under the final MRR, suppliers of fossil fuels or industrial greenhouse gases, manufacturers of vehicles and engines, and certain facilities that emit 25,000 metric tons or more per year of GHG emissions are required to submit annual reports to the USEPA. The gases covered by the rule are carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), hydrofluorocarbons (HFC), perfluorocarbons (PFC), sulfur hexafluoride (SF6), and other fluorinated gases as outlined in Table A-1 of Subpart A of the MRR, which is also provided in Appendix A of this report.

In a mine operation, the proper strategy to handle residues is one of the main concerns, in particular when dealing with mine/plant liquid effluents. Most active water treatment systems at metal mines rely on standard alkali-addition procedures. However, the increase of mineral prices, stricter environmental standards and high metal content in some effluents, has led to the development of alternative treatment techniques for their removal and/or recovery. This article presents a roadmap to face mine wastewater treatment requirement, with focus on two active treatment strategies: 1) conventional lime-based technology and 2) the use of NaSH or Fe(OH)3 for metal precipitation and separation, including possible valuable elements recovery. The Roadmap consists of 1) Approach to effluent treatment 2) Characterization 3) Precipitation tests 4) Solid/liquid separation tests and 5) Economic analysis.
