Bateman, like other engineering contractors, carries out or participates in many studies of potential projects in the Minerals Industry. This paper aims to explain the contracting approach to feasibility studies as practiced by Bateman, particularly where this differs from a traditional mining company approach. A brief description is provided of the usual phases of a project and the types of estimate needed to proceed from one phase to the next. Possible organizational structures involving different forms of association between owner, contractor and consultants are then outlined. The bulk of the paper then demonstrates that the cost estimates prepared stem directly from the mining plan, metallurgical process design and engineering design philosophy. The steps to be followed in order to prepare a credible estimate which accurately reflects the design constraints are described. The importance and the methodology of carrying out value engineering and of preparing contingency estimates based on a thorough risk analysis exercise are then discussed. Financial modelling techniques are described briefly. The paper concludes with short summary case studies of two recent investigations of potential projects in Africa.

Paper written on project work carried out in partial fulfilment of Phd.(Process Engineering) degree Process modelling is an essential element in the development of advanced (model-based) process control systems, accounting for up to 80% of the cost of development. Often, models based on historic process data are the only viable option when dealing with processes that cannot be modeled cost-effectively from first principles. Despite major advances that have recently been made in the field of nonlinear process modeling, some basic idea of the dynamic behaviour of a process system is important prior to system identification. While many process systems seem unlikely to be linear, the possible nonlinear aspects of their dynamics are not necessarily supported by the data. This may have significant implications for subsequent system identification or interpretation of the data. For example, it is quite possible that an underlying nonlinear deterministic signal may be obscured by a high degree of measurement or process noise, to the extent that it may be critical in the choice of model to fit to the data. The method of surrogate data analysis has recently been proposed as a means to classify the underlying dynamics of complex systems, and in this paper the use of Fourier transform surrogates to classify process systems is explored. Metal casting is one of the most important operations in ferroalloys factories. After the tapping of the furnace and the depuration of the metal, the preparation for customers with cooling, crushing and sizing begins. In total production costs, this contains around 8 % of the total cost of the metal, depending on the value of the fines and other important parameters. From an investment point of view, this represents around 20% of the total capital for a new furnace. Casting onto a water-refrigerated copper plate is not new for molten metals. In steel, continuous casting machines are normal in every factory. Water granulation casting exists at some ferroalloys plants. However, the majority of plants and production technology still use the technology of lumping, crushing and sizing. This technology is time consuming, produces fines and requires a relatively large work force. In 2001, Ferroatlantica put into operation a new water-cooled copper casting-machine, which seems to be a very convenient solution to solve all these problems. It is in operation at a silicon factory; the same place where the new ELSA electrode was developed for silicon metal production. This paper describes our experiences using it.

The new South African Mineral Policy has major implications on the way mineral rent will be collected and shared between the stakeholders in future. Although the policy does not supply details on how this will be done, drastic departures from practices under the previous dispensation require a new approach. For example, there introduction of the ?right to mine? principle implies that the repealed lease consideration concept will be expanded to all minerals. The new policy also makes provision for predetermined standard terms and conditions for all prospecting and mining permissions. It also states that, regardless of whether the mineral rights are state or privately-owned, all prospecting fees and mineral royalties will be determined by state officials after consultation with the registered holder of the mineral rights. This paper proposes a standard mineral royalty formula that complies with the principles mentioned in the White Paper and has been shown to be internationally competitive.

The correlations between the modulus ratio and penetration rate of rotary and percussive drills were statistically investigated using the raw data obtained from the experimental works of different researchers. An inverse power law was found between the modulus ratio and the penetration rate of rotary and diamond drills. The penetration rate of rotary drills and diamond drills decrease with an increasing modulus ratio. The penetration rates of percussive drills increase with an increasing modulus ratio. There are significant linear correlations between the penetration rates of percussive drills and the modulus ratio. In one of the cases of percussive drilling, a strong correlation between the penetration rate and the modulus ratio was found for the rocks having a porosity value lower 1.23 %. It can be concluded that the modulus ratio might be a representative measure of rock drilling efficiency. However, further study is necessary to check the validity of the derived equations for other rock types. The effect of porosity on the correlations between the modulus ratio and penetration rate needs to be further investigated.

Resue mining was practiced extensively in the East Rand in the first half of this century. The obvious benefits were that a higher grade of ore was trammed to the surface. The disadvantages were slow rates of face advance and an extremely labour-intensive method of mining. A collaborative effort by personnel from Avgold?s Target Gold Mine and Sandvik Tamrock has resulted in the design of a method of resue mining which can be totally mechanized. The purpose of this paper is to describe the methodology used and the proposed new mechanized resue mining method.

This paper addresses the methodology of introducing risk into the development of mine plans for open pit mines. Recommendations are put forward for achieving a risk balance between mineral resource estimates and slope design. A design process identifying criteria for different stages of planning is presented. Business risk is separated from geological/geotechnical risk and procedures to address these within the development of mine plans are suggested. It is concluded that a formal design process improves communication between key decision makers and adds value to shareholders, investment.

This is my second visit to South Africa, and I am struck by the similarities between our countries. This extends to the professional issues associated with engineering and competencies in particular. I propose to outline two exciting stories today. ? Development of competency standards for professional engineers in Australia. ? Development of a management programme which has assisted professional engineers regain positions of leadership in Australian industry and government. ABSTRACT: It is well known in underground mining and waste disposal that the development of excavation damaged zones (EDZ), and thus, hydraulic pathways, is closely related to the excess in the corresponding damage boundary (= long-term strength) of the rock mass and the resulting damage. By integrating short-term and long-term strength, dilatancy, damage and healing into the newly extended Hou/Lux constitutive model for rock salt, it is possible to treat the tertiary creep, to identify the EDZ around underground facilities and to predict the time-dependent development of the EDZ in rock salt. Under in-situ conditions, the EDZ of a 37-year-old drift at the Sondershausen salt mine and the EDZ around a drift dam in rock salt are numerically examined. The numerical analysis gives satisfactory results. RÉSUMÉ: Dans les exploitations minières et le stockage souterrain des déchets, le développement des zones endommagées et fracturées (EDZ – excavation damaged zone), créant des chemins préférentiels pour écoulement, est étroitement lié au contexte géotechnique et à la méthode d’excavation. En intégrant la résistance court et long terme, la dilatance, l’endommagement et le colmatage, le nouveau modèle rhéologique Hou/Lux pour le sel gemme est capable de traiter le fluage tertiaire, d’évaluer l’extension de l’EDZ et de prédire l’évolution de EDZ dans temps autour des ouvrages creusés dans le sel gemme. L’EDZ d’une galerie datée de 37 ans dans la mine de sel de Sondershausen et les EDZ autour de barrage des galeries dans un sel gemme ont été modélisées. Les résultats numériques fournissent des résultats satisfaisants. ZUSAMENFASSUNG: Bekanntlich ist die Entstehung von Auflockerungszonen und damit hydraulischen Wegsamkeiten in der unmittelbaren Umgebung um bergmännische Hohlräume mit der Überschreitung der entsprechenden Schädigungsgrenze eng verbunden. Unter Berücksichtigung der Bruchfestigkeit, Schädigungsgrenze, Dilatanz, Schädigung und Verheilung kann das Stoffmodell Hou/Lux das Verhalten des tertiären Kriechens beschreiben, die Auflockerungszone im Salzgebirge ermitteln und ihre zeitabhängige Ausdehnung vorausberechnen. Mit diesem Stoffmodell werden die Auflockerungszonen einer 37jährigen Strecke in der Salzgrube Sondershausen und die Auflockerungszonen um ein exemplarisches Abdichtungsbauwerk im Salzgebirge numerisch untersucht. Dabei werden zufriedenstellende Berechnungsergebnisse erzielt.

Outline This paper will consider the implications of the mine closure provisions set out in the new Mineral and Petroleum Resources Development Act and draft regulations. A comparison will be made with the existing provisions in the Minerals Act and the mine closure policy of the Department of Minerals and Energy (DME). The paper will consider whether the new provisions have the potential for improving performance as regards mine closure. It will investigate the financial provisions requirements and the implications of these provisions for mines. It will consider the requirements for a social and labour plan and consider the implications of this for mine closure and its funding. It will analyse the provisions relating to the transfer of environmental liabilities to third parties and consider the implications of this in the case of closing mines and non-closing mines. Finally it will consider the issue of residual legal liability of a mining company once a closure certificate has been issued.

In this study, a statistical model is suggested in order to determine the methane emission from a working seam. In the proposed method, methane concentrations which are systematically measured in return airway are the sample values, and the calculated statistical parameter is the upper confidence limit of the average of these values. At any given time, the probability of methane concentration in the return airflow to be lower than the calculated upper confidence limit value is 97.5%. The statistical method has been applied to the panel 206 of Armutcuk Mine, Turkish Hardcoal Enterprises. The calculated methane emission value for the considered shift was 15.18 m3/t.

Work undertaken in the field of cut-off grade optimization has not advanced much beyond the work undertaken by Lane in 1988. His definitive work is based on the calculus of the Net Present Value criterion which is the most widely understood, consistent, and appropriate method by which sequential cash flows arising from the extraction of mineral reserves from an exhaustible resource can be represented. Although the mathematics is not complex Lane’s method is not a widely appreciated or applied approach to maximizing the value of a mining operation through selection and balancing of operational cut-off grades. Three stages in a mining operation namely, mining, processing and marketing were defined by Lane and the economics of each stage are identified and isolated to provide an optimum cut-off for each stage. Points of intersection along the present value curves for each stage of a mining operation are used to identify balancing cut-off grades at points where the capacity of the mining, processing and marketing stages is fully utilized and the Net Present Value of the operation is optimized. Data that simulate a small, deep-level Witwatersrand-type gold mine with an average grade of 6 g/t Au and a logrithmic variance of 1.2,are applied to the model to illustrate the benefits of representing cut-off grades in terms of present value curves for different segments of a mining operation. The interest shown in our paper by Drs Schaekers and Dew, and their favourable comments, are appreciated. However, some of their remarks require a response. Stability testing procedures Regarding the issue of stability-testing procedures, we concur that no long-term procedure has been accepted by either environmentalists or the mining/processing industry as a valid method to test the long-term stability of solid wastes. We agree that the method we used is no exception, and we certainly did not claim that it should be recognized as such. What we did attempt to portray was that we had designed the test procedure in an attempt to simulate, at a very small scale, a tailings dam environment.

This work evaluates and characterizes the impact of the support size and mining dilution of a block model in the operation and selection of equipment at an open pit mine. An exploratory analysis and geostatistical modelling of the grades assayed on a set of drill hole samples is performed, which allows constructing a grade model on a dense grid by means of a conditional simulation. The grades are then averaged to greater selective mining unit supports in order to proceed with the study and methodology. First, the metal-tonnage curves are used to analyse the loss of selectivity on the in situ resources caused by a change of support. Concerning the ore reserves and their mining sequence, defined in the pit optimization and analysis process, the same curves prove that the loss of selectivity is more accentuated. Second, the importance of the block boundary dilution produced during mining operations is assessed. Its value depends on the amount of ore in contact with waste, on the loading error of the equipment and on the ore loss/waste dilution criterion assumed by the planner. The dilution percentage and the differences between waste and ore grades become higher when the block size decreases. For these reasons, considering the dilution in the production plans makes mining a small support more constraining. An adequate delimitation of the orebody can improve the mining selectivity, leading to greater income. Finally, a study of the increase in mining cost that provides a zero difference in NPV between the different block size options is carried out, in order to determine the maximum increase in mining costs for which it remains profitable to mine at a smaller block size. The experience of Mufulira concentrator, of the Zambia Consolidated Copper Mines Limited, with underground mine drainage water, which is used in milling operations is discussed. It is shown that the underground mine water has a deleterious effect on flotation performance. The adverse effect of the underground water was successfully negated by adding lime into the primary ball mills and increasing the pH of the slurry, from a ?natural? pH of 8 to the flotation pH of 10.5. Traditionally, the pH modifier, quicklime, had been added downstream of the milling. Changing the lime addition point further reduced lime consumption by 50%,?a key issue as lime accounted for over 60% of the Mufulira flotation reagent costs. The nature of the effect of the underground water at Mufulira, particularly the sensitivity of the flotation to the pH at which the milling was conducted, characterized galvanic interaction. A large-scale plant situation is presented in which the desired electro-chemical response in the flotation was achieved, by a deliberate manipulation of the milling environment. The experience provides practical testimony of a more fundamental role for the milling process, other than the mere physical preparation, i.e. size reduction and liberation, of mineral particles prior to flotation.

ABSTRACT: Given the current widespread use of numerical models for rock mechanics and rock engineering, and the ‘Technology Road Map’ theme of the Congress, it is timely to consider the key issues in matching numerical models to rock engineering problems. The three main aspects are: a) identifying the mechanisms, variables and parameters that are relevant to a particular rock engineering project; b) establishing the content and mode of operation of a particular code; and c) deciding whether a particular code provides an adequate model for a particular project. We summarise the key issues, highlighting the concept of rock mass domains, validation and the ability to present the results of a modelling exercise. We include three compact numerical modelling case examples to illustrate the points. Finally, we also present a ‘roadmap’ to assist in the process of matching a numerical model to the rock reality. RESUME: Considérant l’utilisation généralisée des modèles numériques en mécanique des roches et en ingénierie au rocher ainsi que le thème du congrès ‘technology road map’, il est opportun d’aborder les problèmes essentiels liés au choix des modèles numériques dans les problèmes ingénierie au rocher. Les trois aspects principaux sont : a) l’identification des mécanismes, variables et paramètres appropriés au projet considéré, b) la définition du contenu et du mode de fonctionnement d’un code numérique donné, et c) la possibilité de décider si un code donné fourni un modèle approprié au projet considéré. Les points clés sont résumés en mettant en évidence les notions de “massif rocheux”, de validation et de capacité à présenter les résultats d’une approche numérique. Nous présentons trois brèves études de cas qui illustrent ces points. Enfin, nous proposons aussi un logigramme pour aider au choix d’un modèle numérique approprié pour représenter la réalité d’un problème au rocher. ZUSAMMENFASSUNG: Im Licht der augenblicklich weitverbreiteten Nutzung von numerischen Modellen in der Felsmechanik and im Felsingenieurbau und unter Beruecksichtigung der Themenstellung des Congresses “Technology Road Map”, erscheint es an der Zeit die Kernprobleme, die sich mit Fragen der Abstimmung der numerischen Modele mit Hinblick auf ihre Anwendbarkeit im Felsingenieurbau beschaeftigen, naeher zu befassen. Die drei wesentlichen Aspekte sind: a) Identifizierung der Mechanismen, Variablen und Parameter, die fuer ein bestimmtes Projekt im Felsingenieurbau von Bedeutung sind; b) die Festlegung des Inhalts und des Modus Operandi eines bestimmten Codes, und c) die Entscheidung darueber ob ein bestimmter Code ein hinreichendes Model fuer ein bestimmtes Projekt ergibt. Wir fassen die wichtigsten Punkte zusammen, heben dabei das Concept der Gesteinsmassen Domaenen (Rock mass domains) hervor, und erarbeiten ihre Beurteilung und die Moeglichkeit diese zu praesentieren in den Ergebnissen einer Model Uebung. Wir schliessen drei Beispiele von numerischen Modellen ein in denen diese Punkte erlauetert werden. Zuletzt schlagen wir eine “Roadmap” vor, um dem Prozess der Abstimmung des numerischen Modells mit der “Felsmechanischen Wirklichkeit” zu unterstuetzen.

The Konkola Deep Mining Project (KDMP) seeks to exploit the deep level potential of the Konkola Deeps orebody, producing high grade copper concentrates for treatment at the Nkana Smelter and Refinery. As an alternative to smelting, Konkola Copper Mines (KCM) has examined a processing route involving pressure leaching of the Konkola concentrates at Nchanga, with the leach liquor being treated by solvent extraction and electrowinning to produce high purity copper cathode. The solvent extraction circuit would be operated to achieve a high ?delta? copper, thereby providing a strong acid raffinate which can be used in the existing Tailings Leach Plant (TLP) to treat Nchanga oxide copper materials. The main focus of the hydrometallurgical option is to capitalize upon the synergy that exists between the treatment of sulphide copper concentrates (acid producing) and oxide copper ores (acid consuming). The paper discusses the key features of a comprehensive piloting campaign carried out at Anglo American Research Laboratories, which involved the co-treatment of Konkola copper concentrates and Chingola refractory ore in a fully integrated pilot plant circuit.

One of the consequences of globalizing mine finance is a necessity to apply uniform accountancy and valuation standards that are clearly understood and consistently applied by the global investment community. However, each country has unique circumstances, which sometimes make it difficult to align domestic practice with international requirements. South Africa is no exception and issues such as its political history, a taxation regime enforcing different rules on different mineral producers and a unique mineral rights ownership distribution, are barriers to internationalization. The economy is in a transitional phase as a result of the many and diverse policy documents following the change in political dispensation in 1994. Many of these documents have recently been implemented through new legislation and, in the case of mining, negotiations are continuing in order to ensure an acceptable outcome. This paper discusses the challenges that the South African minerals industry faces in the field of mineral property valuation. It draws on international experience and includes a discussion on the unique considerations that the South African mineral property market must take into account in establishing a code for this purpose, as such a code could later be aligned with international practice.

?It is in the interest of stability and investor confidence that the healthy and necessary debate on such a (minerals) policy should soon find its way to consensus.? (President Nelson Mandela at the104th (1995), AGM of the South African Chamber of Mines) Inauguration of the new political dispensation in South Africa initiated a dynamic period in the historical development of its minerals policy. The process of substituting the current South African mineral policy framework with an acceptable ?post apartheid? system, started soon after the 1994 election of the African National Congress (ANC) government. The Green Paper on a Minerals and Mining Policy for South Africa released for public discussion in February 1998, calls for radical transformation in mineral rights ownership. A shift towards exclusive state ownership of mineral rights, away from the present dual system of private and state ownership, is the most significant proposal. The current holders of mineral rights, or their nominees, who lawfully enjoyed security of tenure under past and present mineral laws are opposed to this transformation because mineral rights were often acquired at considerable cost. The situation is compounded by poor public record-keeping and passive mineral rights administration over a very long period. This paper represents a summary of the historical developments leading to the current legislative environment and forms the basis for any discussion on which future sculpturing of South Africa?s policy regarding mineral rights can take place. One cannot plan for the future without considering the past!
