Major mining projects are developed with the assistance of lending institutions who provide hundreds of millions of dollars in funding over several years, and of course expect those funds to be returned with interest. Two Australian banks have adopted the Equator Principles, an emerging financial industry benchmark for assessing and managing environmental and social risk in project financing. Project financiers have encountered environmental and social issues that are both complex and challenging, particularly with respect to projects in the emerging markets of Asia-Pacific and elsewhere. There are many recent and historical examples of failures by resource companies to effectively manage their environmental, social, safety and security risks, some of which have caused the project to fail completely, and some of which have caused the temporary cessation of production. These events put the financial institutions' funds at risk through inadequate management capacity and non-compliance adversely affecting the ability of the borrowers to repay the loans. They can also reflect adversely on the reputation of the lending institutions. In assessing these risks, lenders are increasingly looking at the track record of the borrower in its country of origin and in other countries where it operates. Lenders are wary of companies that have one standard for operations in a developed country, where the regulatory environment may tightly control what they do, and another standard for operations in countries where the regulatory regime is perhaps less stringent. Lenders may require environmental and social reviews or audits to be conducted on their behalf by competent third parties prior to a loan being approved, and annually over the life of the relationship. The mining industry's concept of the unwritten `social licence to operate' is highly relevant in relation to the delivery of community benefits that are sustainable post-mine closure. This paper provides examples of recent practices that support financial viability and sustainable development, as well as examples of some failures that have put lenders at risk.

Discussion by P.J Lloydt Broekman and Penman describe (J.S. Afr. Inst. Min. Metal., vol. 91, Aug. 1991, p. 261) the addition of sodium cyanide and zinc sulphate to the flotation feed at Prieska. They note that for 'safety sake, lime was added to the rod mil to raise the pH to 9,5', and that 'personnel working in the vicinity of the rod mil were required to wear gas masks'. Author reply to P.J. Lloyd We thank Dr Lloyd for his interesting contribution. As he correctly points out, the Prieska float had run with cyanide solutions at pH values of 6,4. In fact, it ran safely for extended period with the pH slightly below 6.

This model can make environmental assessment in terms of a set of indexes and quantitative approach by means of artificial neural network, which also improves the theory of Life-Cycle Assessment. The paper discusses the improvements achieved after an external sparger flotation column was installed as a final cleaner at the Northam Platinum Ltd. UG 2 concentrator in South Africa. It further discusses the improvements achieved after the conversion of a conventional flotation column, utilized as cleaner in the Merensky concentrator, to an external sparger flotation column. Finally, the application of the above knowledge in the design and commissioning of an external sparger flotation column as final cleaner in the furnace slag concentrator, is also discussed. 1. FINAL CLEANER AT THE UG 2 CONCENTRATOR The MF2 designed UG 2 concentrator is processing 75 000 tonnes run of mine ore at a head grade of 4.0 g/t 3PGM+Au and a feed Cr2O3 concentration of 28 %. Since commissioning of the plant in 2001, Cr2O3 in final concentrate amounted to approximately 5 % of the total mass. Although final concentrate produced from the UG 2 concentrator is blended with final concentrate obtained from the Merensky concentrator before smelting, blended Cr2O3 values in excess of 1.6% lead to difficulties in the subsequent smelting process. Several options for reducing the amount of Cr2O3 in final concentrate have been evaluated namely:- ? Differing types of depressants at various dosing rates. This test work did not reduce the amount of Cr2O3 reporting to final concentrate by any significant extent. ? Reduction in mass pull to minimize the entrainment of Cr2O3 in the concentrate stream.. This process change had a detrimental effect on PGM recovery. Conclusions were drawn that conventional mechanically agitated flotation cells could not achieve the required selectivity without sacrificing PGM recovery. As a consequence an alternative mechanism needed to be incorporated for the final cleaning of PGM concentrate.

When stress wave propagates through fractured rock masses, the wave will be slowed and attenuated due to the presence of these fractures. If the amplitude of stress wave is large enough to mobilize nonlinear deformation of these fractures, they will present different effects on one-dimensional P-wave propagation compared with those of linear deformational fractures. The static BB model is adopted to describe the nonlinear deformational behavior. Method of characteristics combined with displacement discontinuity theory is used to build analytical solutions of wave particle velocities and wave stresses. These equations are numerically solved with sufficient accuracy.

Manganese nodule, available in ocean beds, is a potential resource of the future for copper, nickel and cobalt. Recovering only these metals, containing less than 3% by weight, will result in the generation of large amount of residue. In addition to the material losses, several environmental and ecological problems arise out of this. The present study has been aimed at reducing the environmental and ecological problems associated with massive generation of this residue together with utilization of the resources. Presence of ~ 20% manganese and ~16% silicon in the residue has prompted us to check its suitability as a raw material for silicomanganese production. Lower manganese content and lower Mn/Fe ratio of the residue than that required for silicomanganese production has been corrected in this study by suitable blending. The efficacy of blending and its thermodynamic aspects using FACTSAGE software are discussed. The studies conducted indicate viability of bulk utilisation of the residue through silicomanganese production and thereby reducing the burden on environment to a great extent.

Two different methods of fuzzy multiple criteria decision making have been proposed to solve the problem of mining method selection in the paper titled ?Mining method selection by multiple criteria decision making tool, by Bitarafan and Ataei. This problem is really important and also difficult to solve because of the need of handling many criteria simultaneously in the process of decision making. Bitarafan and Ataei have selected 15 criteria for the case study in their paper and those criteria have not been clustered/grouped yet. The number of selected criteria is only 15, although there are more criteria that should be handled in a real case, because they have used Saaty?s method in the section ?Fuzzy multiple attribute decision making? in their paper. Saaty?s method considers the pair wise comparison of criteria and uses random indexed which have already been derived and published. Available random indexes, however, have been derived for maximum 15 criteria so far.

Abstract: The amount of published literature pertaining to the field of rock mechanics has increased markedly in recent years. Whilst computer applications aid our understanding of the mechanisms of pillar instability, the applications do not take into account the effect of time; thus the determined pillar factor of safety has limited meaning. A more realistic approach would be to consider pillar stability in terms of time to failure. However such an approach would require a reasonable estimate of the in-situ pillar mass strength and a validated methodology linking the time to failure with in-situ pillar mass strength and the geometric layout of the working. Résumé: Le volume de bibliographie au sujet de la mécanique des roches a augmenté considérablement ces derniêres années. Alors que des modeles informatiques aident a la compréhension des mécanismes d'instabilité de pilliers, ces modèles ne prennent pas en compte les effets du temps; ainsi, la determination du coefficient de surete du pillier a un sens limité. Une approche plus réaliste devrait considérer la stabilité du pillier en fonction du temps de défaillance. Cependant une telle approche exigerait une estimation raisonnable de la resistance du massif rocheux du pillier ainsi qu'une méthodologie qui lie le temps de défaillance avec la résistance in-situ du massif rocheux du pillier et la géometrie de l'excavation souterraine. Zusammenfassung: Die Anzahl der Veröffentlichungen auf dem Gebiet der Felsmechanik ist in jüngster Zeit sehr gestiegen. Computerprogramme sind wertvoll um den Mechanismus der Pfeilerunbeständigkeit zu verstehen, aber sie vernachlässigen den Zeiteffekt. Daher haben die errechneten Sicherheitsfaktoren der Pfeiler nur begrenzte Bedeutung. Eine realistischere Bewertung wäre, die Stabilität der Pfeiler auf Grund der Zeit bis zum Verfall zu beurteilen. So ein Verfahren würde eine Schätzung der in-situ Gebirgsfestigkeit und eine validierte Methologie, die die Zeit zum Verfall in Abhängigkeit der in-situ Pfeilerfestigkeit und der geometrischen Auslage der Grube zusammenbringt, brauchen.

A novel triple action load cell assembly (LCA) was developed to determine three index parameters reflecting compressive, tensile and shear characteristics of mudcakes. The results indicate that the tensile, compressive and torsional behaviour of mudcakes are strongly influenced by the physics and chemistry of the mud additives. Eine neuartige dreifach wirkende Druckkammer zur Bestimmung der drei Indexparameter Druck, Zug, und Scherung von Spülungskuchen wurde entwickelt. Die Ergebnisse weisen auf einen starken Einfluss der physikalischen und chemischen Spülungszusätze auf Druck, Zug, Scherung hin. Un assemblage d'une nouvelle cellule a triple action (LCA) a été développée pour déterminer trois paramètres caractérisant la compression, la contrainte en traction et la résistance á la fracture des cakes. Les résultats indiquent que les comportements tensile, compressif et de torsion des argiles sont fortement influencés par la chimie et la physique des additifs des boues.

This motion was adopted unanimously. CHAIRMAN'S ANNUAL REPORT 1968/69 At Mr Kirchner's request, Mr. R. C. J. Goode took the Chair during the presentation of the Chairman's Annual Report. (This report was published in the August 1969 issue of the Journal.) OFFICE BEARERS AND COMMITTEE MEMBERS FOR THE YEAR 1969/70 The Chairman announced that the outgoing Committee had elected the following office bearers for the coming year: Chairman: N. A. Honnet; Vice-Chairman: J. N. Saunders; Immediate Past Chairman: J. G. Kirchner. The Chairman then read a letter from the scrutineers reporting that the following had been elected to the Committee: M. S. Grobler, W. R. Lawrie, L. O. W. Leimer, A. T. Lewis, R. S. Pearson, T. Zadkin. The Chairman thanked the scrutineers for their services, and congratulated Messrs Lawrie, Leimer and Zadkin on their re-election and Messrs Grobler, Lewis and Pearson on their election to the Committee. The Chairman announced that he had heard, with regret, that Mr. T. Zadkin would be leaving the O.F.S. at the end of August, 1969. Mr Zadkin had served on the Committee continuously since the inception of the O.F.S. Branch and records showed that he had only failed to attend three General Meetings in over nine years. The Chairman expressed the gratitude of the Branch for Mr Zadkin's invaluable services to the Institute, congratulated him on his well earned promotion and wished him well in his new position. INDUCTION OF CHAIRMAN The Chairman introduced Mr N. A. Honnet to the meeting by briefly outlining his past career and, after congratulating him on his election, called upon him to take the Chair. In congratulating the out-going Chairman on a very successful term of office, Mr Honnet said that due to the absence of many Committee Members for a large portion of the year Mr Kirchner had carried a heavy burden, and he moved a vote of thanks and appreciation for Mr Kirchner's efforts. This was carried unanimously. GENERAL BUSINESS There were no points raised under this heading. MINING AND METALLURGICAL CONGRESS The Chairman called on Mr W. R. Lawrie to give his talk on aspects of the Mining and Metallurgical Congress recently held in Britain. This presentation was illustrated with photographic slides and proved of great interest to Members. Mr D. D. Waterman proposed a vote of thanks to Mr Lawrie and the Chairman then asked Mr R. C. J. Goode to contribute to Mr Lawrie's address. Mr Goode thanked Mr Kirchner for his efforts during his very successful term of office and congratulated the in-coming Chairman and Vice-Chairman on their election. He then gave a brief talk on aspects of the Congress not dealt with in Mr Lawrie's address. These included the industry's requirements of graduates, the necessity of their rapid advancement and the desirability of sending such young men to attend future Congresses. Mr Goode announced that two symposiums will be sponsored by the Institute next year, one on Tunnelling and the other on Open Cast Workings.

Geotechnical tests were carried out within an area of the coastal sand dune cordon of northern KwaZulu-Natal which is currently being exploited through mining of heavy mineral sands. In situ and laboratory tests were carried out to assess the density, strength and stability of the dune sand material before and after mining. The most stable combination of sand (>63µm) and fines(<63µm) material was determined as well as the effects of compaction on the strength and permeability of the sand dune samples. In situ DCP and density tests showed that the sand dunes fall in density immediately after mining has taken place. However, settlement of the dunes occurs with time and the density increases within the top 2 metres, and particularly once the dunes become re-vegetated. Laboratory tests carried out showed that the dune sand with between 20% and 30% added fines had the highest shear strength and dry density, but the permeability was shown to decrease steadily with increasing fines up to 40% fines added. The addition of fines would result in steadily increasing water flow problems. Compaction of the dune sands was shown to significantly increase the density and the shear strength, but with a corresponding dramatic decrease in the permeability of the material. Slope stability analysis carried out on models of the dunes with increasing fines showed that the addition of fines increases the stability of the dune sands up to a peak of about 30% fines added, and compaction further increases the stability of the dune sands. Despite the benefits of compaction on the stability of the tailings dunes, the loss of permeability is thought to outweigh the benefits as well as the high costs involved. The stability of the tailings dunes greatly increases after re-vegetation. Compaction and densification of the tailings dunes may be necessary within the top 2 m interval if large-scale construction takes place on the sand dunes. Petrographic analysis was performed to understand the granular interactions of the sand and fines fractions, and the effect of the in situ weathering of the dune sands on the stability of the sand dunes. As the fines contents increase the gaps between the sand grains are filled, until a point where the percentage of fines begins to push the sand grains apart.

The stability of rock slopes is significantly influenced by their curvature in plan view. The importance of this in open pit mining is indicated by the fact that, in a deep pit, steepening of the slopes by 1° may save as much as $100 million. It is considered that there are two significant factors that play a part in the influence of plan curvature. These two factors are the effect of stress, and the effect of geological structure. The scant literature that pertains to this aspect of rock slope design was reviewed. The geometrical influence of the plan curvature was then investigated. It was seen that it has a parabolic effect on the maximum possible wedge that can fail into a circular pit, where the tighter the concave curvature the smaller the wedge. The plan curvature also affects the volume of a particular wedge, where concave slopes result in an exponential decrease in the volumes and convex slopes have exponentially increased wedge volumes. A change in the strike of the wedge did not affect the curvature’s influence on the volume, but the volumes of shallower dipping wedges were affected more by the influence of the plan curvature. La courbure plane aussi affecte le volume d’un particulier su relèvement ou les talus concaves résultent dans une décroissance exponentielle en volume alors que les talus convexes accroissent la volume de ces su relèvements (bosse). Le changement de l’orientation de la bosse (su relèvement) perpendiculairement ou obliquement n’ a par affecte l’influence de al courbure sur le volume mais les volumes des bosse (su relèvement) peu profonds étaient affectes par la courbure des plans. Die Stabilität der Felsensteigungen wird erheblich durch ihre Biegung im Plan beeinflußt. Der Wert von diesem in der Tagebaugrube wird durch die diese Tatsache, in einer tiefen Grube, steepening der Steigungen durch 1° angezeigt; kann soviel wie $100 Million speichern. Es wird betrachtet, daß es zwei bedeutende Faktoren gibt, die eine Rolle im Einfluß der Planbiegung spielen. Diese zwei Faktoren sind der Effekt des Druckes und der Effekt der geologischen Struktur. Die dürftige Literatur, die diesen Aspekt des Felsensteigungdesigns betrifft, wurde wiederholt. Der geometrische Einfluß der Planbiegung wurde dann nachgeforscht. Es wurde gesehen, daß es einen Parabolischen Effekt auf dem maximalen möglichen Keil hat, der in eine kreisförmige Grube ausfallen kann, wo, das fester die konkave Biegung, das kleiner der Keil. Die Planbiegung beeinflußt auch das Volumen eines bestimmten Keils, in dem konkave Steigungen eine exponentiale Abnahme an den Volumen ergeben und konvexe Steigungen exponential Keilvolumen erhöht haben. This paper provides a new approach to optimize the production planning in underground mines by means of evolutionary algorithms. Firstly, genetic algorithm is used to reach the global optimization in planning. Then, evolutionary programming is employed to obtain the partial optimization for each year. Mineral sand beneficiation plants comprise a complex combination of electrostatic, magnetic and gravity based separation techniques. These are combined and replicated in ways that provide the most efficient and cost effective separation of the valuable components. On line instrumentation has been developed at the JKMRC (eg. conductor/non-conductor(CNC) ) to measure the properties of the dry plant process streams. This paper provides results from the recent development of a novel low cost mass flow meter and discusses their combined use with the CNC instrumentation for the control of dry separation circuits.

This study investigates the feasibility of using waste iron slag, the by-product from a mineral sands processing works, in road construction. The study includes the different options investigated for the treatment of a leachate that is produced during the cooling of the iron slag, prior to processing. It also reviews the reasons for choosing the current treatment option that is being trialed. Cooling the iron slag with water results in the formation of a leachate with a high pH and high sulphide concentration. This leachate can seep into the ground and, over time, it will contaminate the ground water. A system was designed to collect and treat the leachate to prevent contamination of surrounding natural water sources. Numerous leachate treatment options were investigated to find cost effective method of treatment After cooling, the iron slag is passed through an iron recovery plant and the unsaleable product is placed on a dumpsite. Rain percolates through the dumpsite, which can result in the formation of a leachate that can contribute to a contaminated plume. After extensive testwork, it was found that the dumpsite, which was leached of contaminants, could be screened and used as a G5material (specifications in Table II) in road construction. The initial challenge was to establish that this material was environmentally safe for use in this particular application. Approval from the Department of Water Affairs (DWAF) was required for the testwork and then for the long-term use of this material in the construction industry. The following challenge involved establishing a market for the material. Construction companies in the area were reluctant to change to a new product that was not naturally occurring. The economics of this project are extremely sensitive to transport costs and hence only projects within a specified radius can be supplied with the Black Top Gravel (BTG). This project is not are venue generator, but it does save the money that would be required to manage the dump, and it reduces the closure costs.

The heap leaching of base metal ores can be applied within a number of different scenarios, each requiring its own set of parameters to be determined during the metallurgical testwork programme. The occurrence of acid-gangue reactions and its concomitant precipitation reactions is a factor common to all cases, and requires that the optimal irrigation acid strength be found that optimises the combination of extraction kinetics, acid consumption and possible premature blinding of the heap due to precipitation reactions. For the heap bioleaching of base metal sulphide ores the oxygen requirement needs to be determined for the design of the aeration system, and the operating conditions employed need to also facilitate bacterial growth over and above the acid strength optimisation mentioned above. For the heap bioleaching of chalcopyrite, the need to preserve heat in the heap becomes yet a further parameter of critical importance. For the heap leaching of uranium ore a choice is required between either chemical or bacterial oxidation, based on economic and processing factors. Frequently the operating parameters need to be determined for a circuit in which heap leaching is combined with tank leaching and/or pressure leaching. The processing implications and metallurgical testwork approach for each case is discussed.

A computer program was developed to simulate transient strains and stresses during an overcoring in the situ stress measurement. The solution is based on superpositioning of elastic stresses. The measured strains can be compared with the calculated ones to check if the measured transient behaviour is accordant with the interpreted in situ state of stress. If not, the in situ state of stress can be calculated based on any transient or final strain values. The transient stresses can be compared with the strength envelope of intact rock and thereby estimate the core damage potential. Technically, the developed code fulfilled all the objectives, and the numerical error was found to be less than 5%. The basic idea can be applied also for different overcoring probes with minor modifications and recalculation of stress tensors. The analysed case studies showed clearly the advance of having an objective and practical quality control method to study the reliability of the in situ stress measurement data. The study was set up and funded by the nuclear waste management companies Posiva Oy ( Finland ) and Svensk Kärnbränslehantering AB ( Sweden ). Un programme informatique a été développé pour simuler des tensions et des contraintes passagères pendant la mesure in situ de contrainte de surcarottage. La solution se fonde sur une superposition de contraintes élastiques. Les contraintes mesurées peuvent être comparées avec celles calculées pour vérifier si le comportement passager mesuré correspond à l&apos;état de contrainte in situ interprété. Sinon, l&apos;état de contrainte in situ peut être calculé à partir de n&apos;importe quelle valeur de contrainte passagère ou finale. Les contraintes passagères peuvent être comparées avec l&apos;enveloppe de force de roche intacte et ainsi il est possible d&apos;évaluer le potentiel de dégâts au noyau. Techniquement le code développé a rempli tous les objectifs, et le taux d&apos;erreur s&apos;est révélé être inférieur à 5 %. L&apos;idée de base peut être appliquée aussi pour différentes expériences de surcarottage avec des modifications mineures et le recalcul de tenseurs de contrainte. Les études de cas analysées ont montré clairement l&apos;avantage d&apos;avoir une méthode de contrôle de qualité objective et pratique pour étudier la fiabilité de données de mesure de contrainte in situ. L&apos;étude a été fondée et financée par les sociétés de gestion de déchets nucléaires Posiva Oy (Finlande) et Svensk Kärnbränslehantering AB (Suède). Es wurde ein Computerprogramm entwickelt, um Transient-Beanspruchungen und Spannungen während eines Überentkernens in situ-Spannung-Messung zu simulieren. Die Lösung beruht auf Superpositionierung von elastischen Spannungen. Die gemessenen Beanspruchungen können mit den berechneten Daten verglichen werden, um nachzuprüfen, ob das abgemessene Transient-Verhalten mit dem interpretierten in situ-Zustand der Spannung übereinstimmt. Wenn nicht, kann der situ-Zustand der Spannung auf irgendwelchen Transient- oder endgültigen Beanspruchungswerten berechnet werden. Die Transiet-Spannungen können mit dem Stärke-Umschlag des intakten Felsens verglichen werden und dadurch ein Kernbeschädigungspotential kalkulieren. Technisch erkannte der entwickelte Code alle Ziele und hat gefunden, dass die numerische Fehler weniger als 5 % waren. Grundsätzlich können auch verschiedene Überentkernen-Untersuchungen mit kleineren Modifizierungen und Wiederberechnung des Spannung-Tensors angewandt werden. Die analysierten Fallstudien zeigten deutlich den Fortschritt, objektive und praktische Qualitätskontrollmethode zu haben, die Zuverlässigkeit in Situ-Spannung-Messung-Daten zu studieren. Die Studie wurde aufgestellt und durch Atommüll-Management-Firmen Posiva Oy (Finnland) und Svensk Kärnbränslehantering AB (Schweden) finanziert.

Chemical Initiatives? Umbogintwini plant is the production facility of Chemical Initiatives? business. Umbogintwini?s J Plant manufactures sulphuric acid. The plant was designed and built by Simon Carves, and was commissioned in 1974. The plant was designed to produce 500 tons/day of Sulphuric acid (H2SO4) at maximum rates. The Sulphuric acid manufacturing is through the famous contact process whereby liquid Sulphur is injected through dried air in a burner operating at 1000 °C to form sulphur dioxide (10.5% SO2). The SO2 gas is then cooled in waste heat boiler no.1 before being fed to a four pass converter which provides 99.5% SO2 conversion to sulphur trioxide (SO3). The SO3 gas is the absorbed by 98.5% H2SO4 through the inter-pass & final tower to make more concentrated acid and dilute it with water back to 98.5% H2SO4 in acid pump tanks and dispatched to storage tanks. The manufactured Sulphuric acid is supplied to a variety of industrial manufacturing customers includes Pulp & Paper industry, Mining industry, Chemical manufacturing industry etc. During the 1st quarter of the year 2007, Chemical Initiatives undertook a study to up rate the sulphuric acid plant output by 10% (i.e. from 500 tpd to 550 tpd).
