The year 1980 on the whole was not a good year for the world's mineral industry. The general upturn of activities in 1979 after a rather poor 1978 showing was not maintained with a number of key measurement standards showing downturns. Most notably, the world's steel and petroleum industries recorded significant reductions in output, the former in response to markedly lower demand levels and the latter partly in response to lower industrial consumption owing to general economic conditions and partly owing to successes in campaigns for the reduction of energy use in general and petroleum product use in particular among major importing nations that were feeling the trade balance pinch of ever-higher oil prices. During 1980, a number of political events-some international in scope, some confined to single nations-had significant influence upon world mineral industry activities and mineral commodity supplies, and other political happenings had the potential to significantly affect the industry in future times.

Vaporization of a solvent into an airstream at temperatures above the flash point of the solvent is hazardous if vapor is liberated at a rate that is sufficient to produce a flammable mixture. In may operations, the formation of such a mixture is prevented by rapid diluton of the vapors with air. The minimum air requirements for the dilution process are determined by the composition of the lower limit mixture at the temperature and pressure of interest. Because limits of flammability cannot always be calculated with sufficient accuracy for a proposed operation, they .rust often be determined experimentally. The present Bureau of Mines investigation was prompted by an application in which the lower limits of flammability of a number of solvent mixtures were required over a range of temperatures at atmospheric pressure. These limits were to be used along with available solvent-vaporization-rate data to establish minimum airflow rates needed to prevent the formation of flammable mixtures in an industrial process. Lower limits of flammability were determined for a number of mixtures containing methyl ethyl ketone, tetrahydrofuran, toluene, ethyl alcohol, and ethyl acetate in dry air-at atmospheric pressure and temperatures between 16° and 200° C. The experimental values were found to be in good agreement at with those predicted by Le Chatelier's law; variations with temperature were in fair agreement with those predicted by a modified Burgess-Wheeler law.

This article updates the status of fatalities occurring in both coal and metal/nonmetal mines from January through December of 2001. Based on preliminary accident reports, as of December 31, 2001, seventy-two fatalities have occurred at coal and metal/ nonmetal mining operations. During this period, forty-two fatalities occurred at coal operations and thirty fatalities occurred at metal/nonmetal operations. Ignition or explosion of gas or dust and fall of roof were the most frequent accident classifications in coal and powered haulage fatalities were the most frequent accident classification in metal/nonmetal.

The objective of this contract was to review the results of the Rushton Mining experiment in work organization and design, to explore the extension of knowledge gained from Rushton to other underground coal mines, and to conduct a search for a potential mine site for a demonstration project. The primary focus of the contract was on a search process to provide the research team with the opportunity to evaluate the different potential experimental sites, in order to select one or more with the highest potential for success. This search process also provides the various levels of union and company officials the opportunity to fully understand the context of the research before making a decision on whether to participate. While the search project failed in its attempt to locate a specific mine site, the research team believes that this is not a rejection of the actual project but rather extreme caution because of the uncertainty within the UMWA.

The U.S. Bureau of Mines has prepared this report on strategies for maintaining high job attendance among underground coal miners because high absenteeism is a threat to miners safety and seriously hampers productivity. A substantial number of research studies on the effectiveness of various strategies for reducing absenteeism among the employees of nonmining industries have been reported in the literature. These strategies have aimed at improving job attendance through one or more of the following: (1) improving employment procedures, (2) overcoming problems that adversely affect one's ability to attend work, and (3) increasing miners motivation to attend work. Many of these strategies appear applicable to the mining industry, and are reviewed in the first half of this report. The second half of this report describes how one could develop and implement a program for maintaining high attendance at underground coal mines. The steps include: measuring and evaluating attendance levels; formulating attendance goals and an absenteeism policy; developing and implementing an attendance promotion program; and periodically going through the preceding steps known as recycling.

This report presents the results of a Bureau of Mines laboratory investigation of the effect of water sprays in reducing respirable dust that escaped the face area of a full-scale wooden model of a mine en-try containing a wooden model of a ripper-type continuous mining machine and exhaust brattice. Areas examined were (a) the general effectiveness of a low-pressure water spray system mounted on top of the mining machine boom, a high-pressure spray system mounted under the boom, and the combined top-and bottom-spray systems, and (b) the effect of these three spray systems on the capture of coal dust particles of different sizes. Dust was injected into a sump cavity at the face. Airborne respirable dust concentration was mea-sured behind the brattice with a personal sampler and cyclone, and particle size distribution was mea-sured with a cascade impactor. When used alone, the top-spray system captured about 55 pct of the respirable dust in the face area and the bottom-spray system captured 60 pct; the capture efficiency of each system is decreased when they are used simultaneously. From a mass-concentration viewpoint, each spray system preferentially captures larger dust particles.

[Polychlorinated biphenyls (PCR's) have been widely utilised as fire-resistant dielectric coolants; in electrical equipment used in mining applicants, including transformers, capacitors, electric motors, and electromagnets. In addition, PCB's have been used in hydraulic fluids and heat-transfer fluids and are present in many oil-filled transformers. The U.S. Environmental Protection Agency (EPA) recently banned the manufacture of PCB's and equipment using PCB's, and imposed strict requirements on the continued use and disposal of existing PCB equipment. This manual discusses the EPA requirements, suggests ways to decrease the risks resulting from continued use of PCR equipment, and surveys the non-PCB equipment that is available as replacements for the PCB electrical equipment presently used in mines.]

The total number of petroleum refineries in the United States continued to decline during 1950, and according to the Bureau of Mines annual refinery capacity survey there were 357 refineries January 1, 1951, compared with 367 a year ago. The total throughput capacity increased 267,344 barrels daily during the year to 6,963,644 barrels daily as of January 1, 1951, continuing the trend of the past several years to increase the throughput capacity of the refineries and decrease the number of plants. The capacity of the average refinery to process crude oil increased during 1950 from 18,246 barrels daily to 19,506. The Indiana-Illinois refinery district accounted for 110,175 barrels, or 41 percent of the total crude-oil capacity increase, the Oklahoma-Kansas district, 17 percent, the California district, 14 percent, the East Coast district, 13 percent, and the Louisiana Gulf Coast district, 12 percent. Slight declines ill crude-oil capacity were reported in the Texas Inland, Texas Gulf Coast, New Mexico, And Appalachian refinery districts. The 160,100 barrels of additional crude-oil capacity that was building January 1, 1951, represents an increase of 10 percent over the year earlier figure. The only completely new refinery listed as under construct ion at the beginning of 1951 is located at Superior, Wisconsin. Other new construction involves enlargement of existing refineries. Plans for at least five additional new refineries are under consideration, and construction is expected to begin during the current year.

The Juneau Office of the U.S. Bureau of Mines has undertaken a study of the environmental permitting process for major mines in Alaska to identify the effects ecosystem management has had or could have on the permitting process. To date, ecosystem management affects major mine permitting in Alaska primarily through the NEPA environmental assessment process. In Alaska, only the Forest Service has instituted ecosystem management in an overt and organized manner, while other agencies are doing so less directly. In recent Bureau of Mines publications, the mine permitting process has been described using case studies of several recently permitted mines in Alaska. The insights into the permitting process and the conclusions of these reports are reviewed and summarized. Several ecosystem management issues were identified in the case studies, including the need for: effective communication between agencies; standardization and coordination of NEPA environmental impact assessment and environmental monitoring programs among agencies, and assessment and selection of alternatives based on risks to ecosystems regardless of jurisdictional boundaries or environmental media-specific regulations. Ecosystem management could be used as a way to systematize, organize, standardize, and coordinate permitting and monitoring requirements and management perspectives among government agencies and project proponents.

This report presents the methods and results performed pursuant to the U. S. Bureau of Mines contract entitled "Noise Abatement in Mining Machinery," Number H0122054. 2.1 Background Until the Congress of the United States created and passed Public Law 91-173, the Federal Coal Mine Health and Safety Act of 1969, there were no directly-applicable standards for noise exposure for underground coal miners.1 Section 206 of this law, approved December 30, 1969, provided for standards of noise to be applicable to each coal mine. This report describes methods of reclaiming abandoned or inactive tailings ponds and dams. The investigated sites were selected tailings deposits adjacent to metal mines in the southwestern United States and the Pacific Northwest. The basic data developed for each site consisted of the following: a review of existing literature: a site visit that included sampling of the tailings and surrounding materials; laboratory and engineering studies; and development of reclamation plans. Laboratory tests determined the gold and silver content of each tailings deposit and the chemistry of the tailings and surrounding materials. Reclamation plans that include approximate costs were developed for five tailings deposit sites. These ranged in size from 52,000 to 103,000,000 tons. Our conclusions on the remining potential of each site are based on the tailings assay and other technical data. This study concludes that remining as a reclamation tool is feasible at certain sites. Included in this report is a remining program as part of the overall reclamation plan for two sites. Our preliminary results indicate that remining as a reclamation tool is feasible for only one of them.

In 1986 the Bureau of Mines conducted a probability sample survey, Mining Industry Population Survey, to measure such employee characteristics as occupation; principal equipment operated; work location at the mine; present job, present company, and total mining experience; job-related training during the last 2 years; age; sex; race; and education. The population estimates are necessary to properly analyze the Mine Safety and Health Administration (MSHA) injury (includes illness and fatality data) statistics; that is, to compare and contrast injury rates for various subpopulations in order to identify those groups that are exhibiting higher than average injury rates. This report uses the survey's results to characterize the U.S. nonmetallic mining workforce from March through September 1986. Similar reports have been prepared for the metallic, stone, and sand and gravel mining industries, as well as for the entire metal and nonmetal mining (includes metallic, stone, sand and gravel, and nonmetallic industries) sector and the cool mining sector.

In 1981, 1982, and 1983, the Bureau of Mines examined the potential for lode deposits of platinum-group metals (PGM) in the Goodnews Bay ultramafic complex, Alaska. The complex consists of the Red Mountain, Suzie Mountain, and Smalls River ultramafic bodies and displays concentric zoning of rock types similar to complexes in southeast Alaska, British Columbia, and the Ural Mountains in the U.S.S.R. Results of the study indicate that platinum is preferentially associated with chromite and magnetite in the dunite core of the complex, and palladium is preferentidlly associated with sulfide minerals in the outer clinopyroxene-rich zones. the most promising targets for PGM lode deposits are the chromite-rich dunite at the heads of Fox Gulch and Squirrel Creek and iron-nickel and iron copper sulfide-bearing magnetite clinopyroxenite and hornblende-rich rocks outward of the dunite core, also in the Fox Gulch-Squirrel Creek area. Significant placer reserves are present in the unmined, deeply buried placer ground in the lower Salmon River Valley, and also in tailings from previous dredging.

"Increased production of explosives in the United States in 1933 compared with 1932 is shown by statistics compiled by the Demographical Division, Health and Safety Branch, United States Bureau of Mines. The figures relate only to explosives used for industries purposes, such as mining, quarrying, and road building, and do not cover nonindustrial explosives, such as ammunition or fireworks. Industrial explosives include black blasting powder, permissible explosives, 5 and high explosives other than permissibles figures in the tables of this report were compiled from reports covering sales by the individual companies manufacture of explosives in the United States in 1933. Because of the close agreement among the several series of figures, the quantity of explosives sold is considered as reflecting production and consumption, and the three terms ""sales"", ""production"", and ""consumption"" are used interchangeably in the discussion unless otherwise stated.Of the principal industries that use high construction operations accounted for the largest percentage of increase in consumption during 1933; metal mining and quarrying also used more of this class of explosives than in the previous year. Coal mining is the chief consumer of permissible explosives; the figures for 1933 showed that bituminous-coal mining used a larger quantity than in 1932, and that anthracite mines also showed a small increase. Although a net increase of less than 1 percent in consumption was reported for black blasting powder, large increases in use of this class of explosives were reported for metal mining, miscellaneous types of work, and bituminous-coal mining. The roll forming of oxide powders was studied in a Bureau of Mines investigation to find the conditions and parameters required to make satisfactory ceramic strip. High-quality porous or dense alumina, zirconia, and porcelain shapes were made by sintering strip roll-formed at room temperature from powders containing minor amounts of binder and water. Strips with thicknesses of 0.04 to 0.08 inch and bulk densities from 40 to 90 percent of theoretical densities were made. The parameters most important to formability were particle size, condition of the powders, and roll gap. Other factors affecting quality were speed and surface condition of the rolls, amount and type of binder, water content, and sintering conditions. Ceramic strip was formed at rates up to 78 feet/minute, which is 13 to 23 times faster than reported by previous investigators, and forming was done in a simple and inexpensive roll unit. Reshaping the strip was possible by cutting, grinding, shearing, and stamping. The following innovations were developed that allow roll processing not normally possible with ceramic powders: (1) Fine-sized powders were made into strip by preparing these as partially sintered granules; (2) thick strip was formed by pressure feeding powders into the rolls; (3) flexible strip was made using a rubber-base bonding agent; (4) corrugated strip was formed on shaped rolls; and (5) porcelain strip was densified and reduced in thickness by rerolling while hot.

This U.S. Bureau of Mines report describes a rock mechanics instrumentation program conducted in a shallow underground coal mine in central Illinois. This research program was designed to provide a basic understanding of the structural behavior of entry intersections. A wide variety of instruments and measurement techniques including hydraulic borehole pressure cells, multiple-point borehole extensometers, roof bolt compression pads, and overcoring were employed to monitor roof stresses, pillar loading, strata movement, floor heave, and bolt loading before, during, and after intersection development. A summary of intersection design theories, failure modes, and support techniques is included and instrumentation installation procedures and analysis methods are presented. The study identified two critical parameters that affect intersection stability: in situ horizontal stresses and geological discontinuities. Important design parameters for improving intersection stability are roof span and intersection geometry.

Two triggered barrier systems and several extinguishing agents were tested against coal dust explosion propagating in the main entry of the Bureau of Mines Experimental Mine at Bruceton, Pa. One system used a high-pressure cylinder to propel the extinguishant; the second system used pressurized nitro-gas or Halon 1301 (CF3Br) in a low-pressure system to power the disperser. The relative efficiencies of the extinguishants were determined by compar¬ing calculated concentrations of the extinguishant clouds present in the mine during suppressing of the explosions. Results showed the following trend of increasing effectiveness: Purple-K (KHC03)<water<hybrids consisting of foam or water combined with Halon 1301<Halon alone. On a weight basis, water was two to three times as efficient as Purple-K, whereas the hybrids and Halon alone were only marginally superior to water. Maximum efficiency of an extinguishant is attained by high rates of discharge from the barrier and by minimizing the time interval between onset of discharge and flame arrival to that necessary for discharge. Both the high- and low-pressure barrier systems were demonstrated to be capable of suppressing coal dust explosions; however, because of the potential hazard of the former, the low-pressure system is considered to be the most attractive prototype.

On January 1, 1961 there were 311 petroleum refineries in the United States with a total crude-oil throughput capacity of slightly more than 10 million barrels per day, according to the Bureau of Mines&apos; annual survey. Compared with a year ago, this represents net increases of one in the number of plants and 109 thousand barrels per day in total capacity. Contributing to this increase was the completion of two new plants, one in Hawaii and another in Michigan, during the year. At the beginning of 1961 the industry was building facilities which will increase this overall crude capacity by 36,500 barrels per day. As part of its building program, it was also replacing 329,000 barrels per day of its present capacity. Of the total 10 million barrel per day installed capacity, the industry reported 380,000 barrels per day as being shut-down on January 1, 1961. This included 11,500 barrels per day considered inoperable without extensive reconditioning.

The performance characteristics of five hydrocyclone coal washers were evaluated to determine the sharpness and efficiency of separation that might be anticipated in commercial operation. The hydrocyclone overflows contained generally good clean coal products that would require little re-treating to remove misplaced high-gravity material. The underflows, however, contained from 63.6 to 36.7 percent of misplaced low-gravity material, which would require secondary cleaning to provide acceptable clean coal yields.

This report, the first in a series of 13 reports, provides a summary of 11 major topics on which individual reports have been prepared. These major topics are: (a) Nature of coal mine spoils, topsoils, and unmined soils; (b) influence of macro- and microclimate on (c) plant production on spoils and topsoils; (d) prediction of aboveground biomass from plant cover; (c) mineral composition of plants; (f) controlled environment studies on plant growth response; (g) microbial communities (h) water chemistry and organism diversity of catchbasins; (i) vegetation and soil development on abandoned, and (j) topsoiled sites; and (k) viability and diversity of seed bank. Based on these investigations, general conclusions and some recommendations are presented.
