The twenty-fourth of a series of semiannual surveys pertaining to motor gasoline marketed in the United States was made by the Bureau of Mines in August, 1931, The first part of a report giving the results of that survey as they pertain to specification data is given in this paper. A companion report, Part II, is in preparation and will discuss the results off other determinations made on the samples, including octane number ratings on the individual samples (to be made by the Bureau of Standards) and results of the determination of gravity, color, doctor test, and "gum" content by the copper dish method and the Bureau of Mines steam-oven method. This first Annual Report covers the work on Contract No. H0377043 "Cable for Face Equipment", from August 1, 1977 to July 31, 1978. It reports the progress in the three areas of over-and short-circuit protection, cable ampacity research and cable couplers. Field trips have established many interesting facts related to circuit breaker settings and cable size. For example, the determination of cable sizes depends on the RMS duty cycle current determined by a particular piece of equipment, but the actual selection of the cable to be used is often a function of the maximum allowable circuit breaker instantaneous settings as specified in Title 30. In order to avoid nuisance tripping as a result of instantaneous starting current field, laboratory and analytical studies are being conducted to determine proper settings and cable sizes Also an extensive program has been established to monitor the performance of high voltage cable couplers and determine their modes of failure. Various equipments are being designed for laboratory testing, and an extensive reeled cable experiment is also under way.

Coal has been mined in the central Appalachian coalfields of southern West Virginia, western Virginia, and eastern Kentucky for more than a century. The dwindling reserve base consists in large part of coal that would have been considered unmineable by earlier generations. Nearly every current operation is working on a property where coal has been extracted in the past, from seams either above, below, or both. NIOSH is conducting research aimed at helping mine planners prevent hazardous conditions due to multiple seam interactions. To-date, more than 300 case histories have been collected from underground mines, mainly from central Appalachia. This paper focuses on several of the more challenging situations that have been encountered, including: • Room-and-pillar development 20 ft (6 m) beneath full extraction workings at a depth of 1,000 ft (300m) of cover (Virginia) • Pillar recovery 45 ft above full extraction workings at 900 ft (270 m) of cover (Virginia) • Near-simultaneous room-and-pillar mining with pillar recovery with 40 ft (12 m) of interburden and 1,500-2,000 ft (450-600 m) of cover (Kentucky) • Longwall mining directly beneath main entries in overlying seams (West Virginia) • Some of these operations have been highly successful in overcoming the challenges, others less so. The lessons learned from their experience will help ensure that these and similar difficult reserves can be mined safely.

Water availability is essential for mining and minerals processing. To provide government and industry with recent data for water use planning and management, the Bureau of Mines canvassed a number of U.S. producers of nonfuel minerals to determine their water use in 1984. Data were analyzed and compared with previously published data in order to examine historical trends in water utilization in the nonfuel minerals industry and to estimate water requirements in the year 2000. Total water use in the domestic nonfuel minerals industry during 1984 was estimated at 2,267 billion gal, of which 571 billion gal was new water and 1,696 billion gal recirculated water. The largest users of water were the phosphate rock, iron ore, copper, sand and gravel, and crushed stone industries, together accounting for almost 90% of total used. More than one-half of all water was used in Florida, Michigan, and Minnesota. In the year 2000, total water use will amount to an estimated 2,679 billion gal, of which 810 billion gal will be new water and 1,869 billion gal recirculated water. To provide insights and assistances for the optimization of ventilation systems for U. S. under-ground coal mines facing both methane control and spontaneous combustion issues, a computational fluid dynamics (CFD) study is being conducted to investigate the effect of the ventilation scheme on the prevention of spontaneous combustion in longwall gob areas. This report focuses on the flow patterns within the gob under three different ventilation systems; one-entry and two-entry bleederless systems as well as a three-entry bleeder system. The gas flow in the caved gob area is simulated as a laminar flow through porous media while the gas flow in ventilation airways is simulated as a fully developed turbulent flow. The air flow patterns are visualized using flow path lines. Air velocity contours and vector data are also obtained. The possible location of critical velocity zones where the gob is most liable to spontaneous heating is discussed.

The Deep Creek zinc and lead mine afforded an excellent example of a relatively small underground mine operation that approached the low mining costs of large, highly mechanized mines, An open stope mining method incorporating sublevel benches and vertical long holes was used (fig. 1). Detailed descriptions are given on the exploration program, stope development, stoping procedures, and pillar removal. Pressure grouting was used to check the inflow of water and thus prolong the life of the mine. Statistics on mining costs and on electric power consumption, haulage from mine to mill, and milling costs are included.

This U.S. Bureau of Mines report describes the development, system by system evaluation, and preliminary surface testing of a flywheel-powered shuttle car (FPSC). The use of a self-contained flywheel-power source has the potential to eliminate the numerous safety and routing problems associated with tethered mobile equipment. An alternative to conventional power cable systems was developed consisting of the world's fIrst seven-rotor stacked flywheel system capable of storing 6 kW·h of energy at 16,700 rpm. Numerous interdependent systems were necessary for successful interfacing with a conventional shuttle car. Each of these systems was evaluated and tested individually. Finally, the entire shuttle car was surface tested. The tests indicated that the flywheel energy system can function and operate a shuttle car. The economics of the system and the design of required support systems were not addressed in the project.

The only economically significant mineral exploited in Banglades - during 1981 was natural gas. Nitrogenous fertilizer production was important to the agricultural sector and was totally dependent on the natural gas for fuel and raw material. Domestic cement plants were also fu pled by natural gas. The flat river-delta terrain for most of Bangladesh makes the potential for discovering major mineral deposits poor. No large deposits of metal ores have been found and only in the small hilly southeastern section of the country is there even much chance of finding any. Heavy mineral sand deposits may eventually be exploited along the Chittagong coastline. There is a good potential for crude oil discoveries. The Bangladesh economy has been heavi¬ly subsidized by billions of dollars of foreign aid since the country's inception. A World Bank report recommended total aid needs of over $2.6 billion in fiscal year (FY) 1980-81. It received commitments for barely over one-half that amount.

"Steel manufacturers have noticed a decided tendency on the part of many of their customers to become more exacting in their steel specifications. Under these conditions, the steel must not only meet the specifications of physical properties (tensile strength, reduction of area, elongation, impact strength, grain size, normality, etc.) and the chemical analyses, but must also pass the inspection test of ""cleanliness.""By cleanliness is commonly meant the absence of oxide and sulphide inclusions. Other foreign particles such as furnace or ladle slag, ladle and runner brick, etc., must also be absent. The determination of cleanliness at present is usually made by microscopic inspection or macroetching.The rejection of steel for lack of cleanliness is increasing, out cleanliness is one of the most difficult requirements for the manufacturer to fill. The reason for this is that every steel inspector has a different conception of a. clean steel. A material which does not pass the examination of one inspector way be regarded as entirely satisfactory by the metallurgist of an¬other company. The cause of this confusion and disagreement concerning the definition of a clean or a dirty steel is simply that as yet no standardized procedure for the determination of impurities has been proposed and generally accepted, since many variables are encountered which interfere with the development of a satisfactory method. An idea of the complexity of this situation will be obtained from the following pages.A Survey of Proposed Analytical MethodsAlthough no analytical method has been accepted, many procedures have been proposed, as may be seen in Table 1. Therein are listed 16 of the better-known processes, pith references to the work of their originators, their mechanisms of determination, and their applicabilities. Among these is included the electrolytic method developed by one of the present authors, and some comparison between this and previously proposed procedures may be obtained by a study of the table. It appears that this new method Las many advantages over the others, and this paper presents a critical Study of its value."

"The eighth National Safety Competition, that for 1932, conducted by the United States Bureau of Mines, was participated in by 322 mines and quarries operating in 34 States. Tables 2 to 6 show the relative standing of the various plants. Bronze trophies, known as the 'Sentinels of Safety,' which were provided by The Explosives Engineer magazine to be awarded annually by the Bureau of Mines, were awarded to five companies, each company having established the best accident-prevention record within one of the five classes into which all companies were divided, - namely, anthracite-mining companies, bituminous-coal-mining companies, metal-mining companies, operators of nonmetallic-mineral mines other than coal mines, and quarries or open-cut mines. The trophies are awarded for one year and are then transferred to the winners of the succeeding year's contest.The trophy for bituminous-coal mines, which has been in New Mexico for the past year, was won by a mine in West Virginia. The metal-mine trophy goes to New York State for the first time in the history of the contest. Previously it had been won by mines in Minnesota, Michigan, Kansas, and Oklahoma. The trophy for nonmetal mines remains for another year at Retsof, N. Y.; that for quarries and open-cut mines is transferred to a quarry in Michigan. The trophy for anthracite mines, of course, remains in Pennsylvania, as all anthracite mines in the contest are in that State.In determining the relative standing of the various companies enrolled in the competition, all mines and quarries were graded according to their accident-severity rates, - that is, according to the number of days of disability of employees on account of accidents in proportion to the number of man-hours of work done by all employees at the plant. Reports of accidents and of man-hours worked were furnished by the companies to the Bureau of Mines. These reports were carefully examined and classified to insure uniform weighting of accidents according to the number of days of disability to be charged and to insure uniformity of methods of calculating the accident-severity rates for the various mines and quarries. When the relative standing of all plants had been determined in this way, a summary of the records of the companies having the lowest accident-severity rates in their respective groups was sent to the members of a committee of award for examination in accordance with the rules governing the safety contest. The members of the committee of award were W. H. Cameron, managing director of the National Safety Council; William Green, president of the American Federation of Labor; James F. Callbreath, secretary of the American Mining Congress; T. T. Read, Vinton professor of mining engineering of Columbia University; C. B. Huntress, executive secretary of the National Coal Association; A. J. R. Curtis, assistant to the general manager of the Portland Cement Association; and A. T. Goldbeck, director of the bureau of engineering of the National Crushed Stone Association. When two or more mines within the same group operated without an accident during the year, the contest rules provided that the trophy for the group should be awarded to the plant whose record showed the largest number of man-hours worked."

The Belize economy recorded modest growth during 1980; the growth of the gross domestic product (GDP) in real terms was between 1% and 2%. At current prices, the 1980 GDP reached $108 million2. This output was largely attributed to the performance of a few industries, mostly nonminerals. Such performance improved significantly the balance of payments situation by reducing the deficit from $19 million in 1979 to $4 million in 1980. The rate of inflation was an estimated 18% in 1980 and would have been greater if not for a conservative monetary policy and price control on a number of essential items. Expert earnings increased $43 million, or 50%, from the 1979 level. After increasing more than 25% in 1979, imports increased only 6% in 1980 to a level of $141 million owing to the decline in investment and stabilization of petroleum prices. The balance of trade deficit was $9.8 million in 1980, a marked improvement from the 1979 level of $45.1 million. The mineral output for Belize accounted for only a fraction of 1% of the GDP. Such activity was limited to the production of limestone, marl, and sand and gravel, all of which were primarily used in construction of the Northern Highway between Orangewalk and Belize City. Mineral resources are deficient or nonexistent in Belize for the majority of metals and nonmetals, although the Government and others continue to believe that petroleum must exist in Belize. The proximity to Mexican oilfields and the growing finds in the Peters area of Guatemala support this expectation. Human beings are natural storytellers and story listeners. We learn very early that stories entertain us, but also give us the ?rules? about what is expected of us and how to make meaning of our experiences. Stories are integral to our lives, and have great power to change or influence how we think or how we react. They are an innate part of how we learn, and have obvious benefits to trainers or educators who are trying to impact what and how we learn. This paper and presentation discuss the social and cultural power of stories, and how they have been used to develop training for skilled blue-collar workers. Included will be examples as well as suggestions for trainers on where to find stories, what type of stories to pay attention to, and how to use them to improve occupational safety training.

MSA Research Corporation, Division of Mine Safety Appliances Company, was awarded a contract to conduct a survey of past and present methods used to control respirable dust in noncoal mines and ore processing mills. The survey covered information reported in mining journals, and U.S. Bureau of Mines Circulars, dust inspection reports, on-site evaluation of dust control methods and systems, and contact with manufacturers of dust control equipment. High methane emissions originating from the active face areas and from the fractured formations overlying and underlying the mined coalbed can adversely affect both safety and productivity in underground coal mines. Since ventilation alone may not be sufficient to control the methane levels in the longwall mining environment, gob gas ventholes have become a standard supplementary methane control option in many mines. As mines progress into deeper and gassier coalbeds, or as longwall panel size increases, ventilation and gob gas ventholes together may not be sufficient to maintain methane levels within statutory limits. To decrease the risk associated with methane emissions under these circumstances, in-seam horizontal methane drainage is often used to reduce the gas content of the coalbed prior to mining. Horizontal methane drainage borehole completion designs, drilling strategies, and degasification lead times may need to be adjusted for site-specific conditions due to mine design, geology, and the gas content of the coalbed. This study investigates different horizontal methane drainage borehole patterns, borehole lengths, and degasification times prior to and during panel extraction to evaluate their effectiveness in reducing methane emissions using a "dynamic" 3D reservoir modeling of a 38 1-m wide longwall panel operating in the Pittsburgh coalbed. Results of this study showed that dual and tri-lateral boreholes are more effective in decreasing emissions and in shielding the entries compared to fewer shorter, cross-panel, horizontal boreholes parallel to the longwall face. Modeling results showed that after 12 months of pre-mining methane drainage, the average longwall face emission rates can be reduced by as much as 10.3 m3/min and 6.8 m3/min using tri- and dual-lateral boreholes, respectively. It was also shown that if pre-mining methane drainage time is short, it is important to continue methane drainage during the panel extraction to maximize reductions in longwall face emissions since additional face emission reductions achieved during this period can be comparable to pre-mining degasification.

A study was made of scrap iron and steel in the South Central States in order to determine trends in processing, shipment, and consumption of this important commodity. These data were derived in part from statistical sources and in part by visits to scrap yards and steel mills. Trends in the industry were reviewed. Dealers in 1963 supplied 1.8 million tons of iron and steel scrap to steel mills and foundries in the south-central area, compared with 2.1 million tons in 1955. Most of the scrap was processed and shipped within 200 to 300 miles of consuming centers. Exports provide a principal outlet for dealers along the gulf coast. Most of the scrap that fills these orders is loaded onto freight cars at yards in Texas and Louisiana and -is shipped to ports for direct transfer from railroad car to ship. The tonnage exported varies greatly from year to year. The largest scrap operations are in or near large cities which are heavy scrap generating areas, steel mill sites, or port cities for export of scrap. A tentative analysis indicates that the short-run supply of prepared scrap is inelastic to price changes; therefore, buyers probably arc in a strong bargaining position at times of declining demand. One technological development in the iron and steel scrap industry is the use of large presses which can take complete automobiles with frames, wheels, springs, and other heavy parts still intact and reduce them to bundles. At Houston, Tex., and Kansas City, Mo., shredding plants are in operation that reduce car bodies and other light scrap into flat pieces 4 to 6 inches in size.

Loading and haulage of run-of-mine ore is frequently the highest cost in underground mining operations. These costs can be significantly reduced by use of belt conveyors, a common practice in coal and similar soft miner ii mines. This is particularly true if oversize ore and rock can he eliminated prior to conveying; thus producing a demand for crushers near the production areas. Portable feeder-breakers are extensively used in conveyorized mines, but no suitable, equivalent equipment, is available to provide these benefits to hard rock mines of low to medium headroom. A hard rock crusher capable of easy movement and readily disassembled would allow use to belt conveyors and could improve the general safety and productivity of any underground ore hauling system. This report summarizes proposals and findings made in conjunction with the newly designed M-44 Low Head Portable Crusher which is believed well capable of meeting the requirements of a "portable, underground, hard rock" machine as previously defined in earlier reports. Data gathered by use of the 1/4 Scale Model of the M-44 has substantiated and verified the concept sufficiently to justify construction of a full-size machine for further testing under actual mine conditions.

This Bureau of Mines report is a background study of the International Tin Agreement. Attempts at stabilizing the tin market prior to the agreement are detailed, as well as the conditions and negotiations that set up the agreement. Details of the five consecutive 5-year agreements beginning in 1956 are presented, with emphasis on membership and the agreements' primary tools: the buffer stock and export controls, Attention is focused throughout on the United States activities during the period, especially with regard to its strategic stockpile, and its involvement with the agreement culminating in its membership, for the first time, in the fifth agreement beginning in 1976. Considerations leading to the U.S. decision to join are detailed, and U.S. activities in the negotiations for the sixth agreement are presented. The status and outlook for the agreement are discussed, and evaluations of the effectiveness of the agreement and its components are reviewed.

The technologies of contemporary iron and steel production and of direct reduction processes have been studied to identify and estimate the potential effects of direct reduction on mineral consumption and the problems raised thereby for the Nation's mineral supply to the iron and steel industry. Contemporary patterns of mineral raw material and energy consumption were determined from a study of the 1964-70 period. Major changes were observed in requirements for 14 of 20 principal commodities. Average practice in 1970 was compared to best practice to estimate the potential effects of implementing existing technology without recourse to direct reduction. Potential effects of direct reduction were estimated by comparing the mineral requirements for 95 percent reduced pellets with 1970 best practice technology for two cases of use: (I) complete substitution for hematite pellets in blast furnace burdens, and (11) partial substitution (40 percent) for scrap in electric furnace steel charges. Effects upon mineral supplies are described; important collateral factors are analyzed, and the principal metallurgical, industrial, and environmental consequences of implementing direct reduction are discussed. Major effects of direct reduction on the domestic steel industry and its mineral supply system are foreseeable. Direct reduction will (1) create a large demand for low-gangue iron ore; (2) relieve the dependence of the steel industry on coking coal, and (3) permit great increases in furnace productivity, both in blast furnace ironmaking and electric arc furnace steelmaking.

In the United States the performance characteristics of permissible explosives are controlled by routine tests, which include firing the explosive into a gallery filled with a methane-air mixture. These tests are made by the staff-of the Explosives Division of the Bureau of Mines and are similar, in general, to those employed in other countries. This control has helped to reduce the frequency of accidents involving the ignition of firedamp by explosives but has not clarified the basic causes of the ignition. To advance this control and to minimize potential hazards further, this fundamental knowledge is needed. Some of the results of recent research on the causes of the ignition are described herein. NATURE OF THE PROBLEM When an explosive ignites firedamp in the gallery tests, the source of the ignition must be one or more of the emissions from the steel borehole. It has been accepted generally that these emissions are (1) particles, (2) the shock wave, and (3) hot gases and flames. Photographs show that the shock wave emerges from the borehole first, followed closely by hot gases. At first the velocities of these are high and approximately equal, but the velocity of the gases decreases more rapidly than that of the shock wave, and by the time the reactions causing the flame are complete the shock wave travels in an otherwise undisturbed medium. The particles are originally enveloped in the hot gases but some soon begin to break through and eventually out-distance the shock wave. The approximate geometry of these emissions about 1 millisecond after the shot is fired is illustrated in figure
