The Bureau of Mines developed and evaluated a detector-sorting device to separate the copper-bearing portion from the barren portion of native copper ores. Small-scale sorting tests were run on minus 1-inch plus 1/2-inch size materials from the following Michigan samples: Winona, Kingston, and Centennial ores, and "poor" rock from the Champion mine dump. Results showed that 60 to 85 pct of the copper was recovered in 9 to 19 wt-pct of the sorted fraction. About 90 pct of the copper recovered was obtained in the first pass through the sorter. For the Kingston and Centennial ores, combinations of sorter concentrates and fines generated during crushing, resulted in recoveries of 93 and 94 pct, respectively, of the total copper in the samples. The combined products constituted about 66 wt-pct of the total sample and allowed the balance to be discarded with only a 6 to 7 pct copper loss.

Hydraulic backfill consisting of siliceous mill tailings was successfully dewatered and consolidated by electrokinetics in a field test conducted by the Bureau of Mines at the Star mine, Burke, Idaho. A stope at the 2,000-foot level was filled in such a way that slimes and coarse sand were retained in the scope. Following settlement of solids and decant of surface water, direct current applied between buried electrodes created a firm, dense material in approximately 3 hours. This rapid densification of fine-grained material demonstrated the utility of this method and suggests other applications, particularly in the control of slime deposits that cause serious problems in many deep mines.

Elementary concepts of seismic wave properties are reviewed to establish a framework for discussing seismic noise and its suppression. A liberal number of references is included for those who wish to pursue the topic in detail. A base motion noise level is established for a single surface seismometer. It is argued that simple array processing and seismometer burial should regularly permit us to approach this base noise level which is found in areas free of conspicuous man-made seismic noise sources. The sensitivity of the base seismic level to a number of common disturbances is presented. Solutions that promise to hold the "effective" seismic noise at a site near the base level are given for acoustic, meteorological and fixed local surface sources. Guidelines are suggested for controlling other local man-made sources, e.g. vehicular traffic, by keeping them at sufficiently large distances away from the seismometers to keep noise at permissible levels. These guidelines are speculative and conservative. They should be the subject of future study. The ability to process against general local activity, drilling, and intra- mine sources is limited. Certainly no dramatic gain is to be expected. When strong man-made and/or intramine noise sources are not controllable, detection may well be impossible to achieve, unless the seismometer can be moved close enough to the suspected miner position, i.e. via very deep holes, to compensate for the likely vast differences in strength of the miner signal and the uncontrollable man-made noise sources. However, many intramine sources, e.g., falling water, rock bursts, explosions, etc., may well preclude the existence of a hale miner in their vicinity, and therefore any need to attempt detection of a miner at such locations. The following recommendations are made to enhance the detection and location of a miner signaling seismically. They are: 1. Seismometer burial in slim holes. 2. Narrow band detection, using multiple narrow band filters to cover the likely signal band. 3. Broadband recording and analysis for time-of-arrival estimation.

Expenditures to advance scientific technology in general reached an all time high in 1965 with some $22.2 billion estimated to have been allocated by government and industry. Federal Government expenditures were estimated at $15.4 billion, with almost 90 percent of the funds devoted to programs involving defense, atomic energy, and outer space efforts. With this massive effort in the United States and a very impressive effort elsewhere in the world, there is little wonder that many new metallurgical developments were announced in the technical press during the year. No effort has been made to cover all aspects of the industry, but a few of the developments are described in this chapter.

The head loss data for coal slurries over a range of concentrations and velocities and the laboratory screen analysis were selected as areas for investigation in the data analysis performed. The analysis resulted in the following: (1) Size distributions for the coal used in the horizontal pipeline tests were fitted to the Rosin - Rammler distribution function. Each of the fits was significant. Corresponding Rosin - Rammler parameters were obtained which were introduced into the regression analysis. (2) A regression equation was obtained which predicts the slurry head loss of 1-inch by 0 coal slurries ranging in volumetric concentration from 20 to 40 percent and line velocities from 1 to 14 feet per second as a function of the square of velocity. The addition of the term for concentration in the regression equation did not contribute significantly c head loss.

Three types of communication systems have become popular in solving communication requirements underground: Loud-speaking pager phones, carrier current phones, and magneto ringing phones. Basically, all three are simply single-channel party line systems. Although these systems are quite reliable, the single channel creates a variety of problems. For example- 1. Since no call is confidential, messages are sometimes purposely made vague, especially if accidents or safety topics are being discussed. 2. A potential user must literally "wait in line" until the channel becomes clear for his use; thus, when foremen have to wait to call in reports or supply requests, this single chan-nel creates a serious productivity bottleneck. 3. In many large mines, there are independent branch lines that must be tied together by a dispatcher, adding further delays to the system. To solve these problems, some mines have installed other phone systems-mostly commercial dial phones in industrial enclosures that offer extra channel capacity and private line features. Others have installed a system that combines both dial- and page-phone features in a single unit. Although these do represent improvements, they do not truly solve the overall problems that face modern mines. Besides extra channels, a communication system should have the following features to enhance productivity and safety: 1. A means of paging a roving miner to alert him that he is wanted on the phone. 2. Wireless-to-wired system interconnects by which a miner can talk on the wired phone system by using a remote portable radio. 3. Remote monitors that alert personnel when there is a toxic or explosive gas buildup. 4. Control interfaces that allow remote control of fans, pumps, or other devices. 5. Transmitters and receivers that can serve as emergency links. 6. Loopback that allows an alternate path of communications if the main path is cut. This chapter focuses on equipment and methods to meet the special communication needs of individuals in various places of the underground mine. The communication requirements can be broken down into four categories: 1. The mine entrance (shaft communication). 2. Permanent and semipermanent locations (shop areas, lunchroom, crusher stations, etc.). 3. Mining areas (the room-and-pillar sections, longwall faces, block caving areas, etc.). 4. Haulageways (tracked trolley haulage, diesel, belt haulage). Methods of implementing systems to meet the communication needs of these areas are described in sections 3.2 through 3.5. Section 3.6 discusses methods of satisfying special communication requirements that exist. Major topics in this category include communications with roving personnel, the isolated miner, and motorman-to-snapper communications. Two methods of testing anchorages of headed expansion-type mine roof bolts were investigated by the Federal Bureau of Mines to determine whether they are acceptable for general use. In both methods a load was applied to a tightened bolt with a hydraulic jack. A total of 80 tests, 40 using each method, was conducted in 4 test areas in 3 commercial coal mines. Electric resistance strain gages were used in all tests to indicate true bolt load as the bolt was tightened and when an additional load was applied with the hydraulic jack. The results indicate that: 1. The relationship between the true bolt load and the jack load will vary according to the test method until the two loads become equal. The bolt load-jack load relationship below this point can be determined only with strain gages. 2. The point at which the two loads become equal can be estimated by noting the load when the hardened washer becomes loose in one method, and when the bearing plate becomes loose from the roof in the other. It also can be approximated for either method of testing by noting the load when the first abrupt change in the slope of the jack load-bolt displacement curve occurs. 3. The anchorage characteristics of the test bolt can be determined from the data obtained from either method by examining the slope of the jack load-bolt displacement curve above the point at which the true bolt load is equal to the jack load.

The Federal Bureau of Mines developed a rolling method that improves creep resistance and yield strengths of lead alloys containing up to 5 wt-pct Sb. The 0.69-inch-thick slab-cast alloys were breakdown-rolled to 0.226 inch and finish-rolled to 0.063 inch at 5-or 20-pct reduction per pass. Rolling was at room temperature to simulate conventional cold rolling, and at 75°, 125°, and 175° C. Two alternative methods evaluated consisted of (1) a single cold final pass followed by annealing and (2) a single hot final pass. Two additional processing methods involving percipitation strengthening were included for comparison. Compared with conventional cold rolling, hot rolling at 125° and 175° C with multiple light passes vastly improves creep resistance and raises yield strengths. Tensile strengths are less affected. The other treatments also improve creep resistance significantly and generally improve tensile properties; magnitudes vary with treatment and composition.

Coal mine roof failure is categorized according to character, trend, or pattern of occurrence. Two principal categories of failure are proposed--geology related and stress related. Geology-related failure includes both lithology and structure. Each of several subcategories reflects the probable cause of failure and thereby provides a basis for the selection of appropriate techniques for reducing the incidence of failure. These control techniques, depending on local conditions, may include supplementary support, destressing, reduction of mine air humidity, or a change in the customary support methods.

The lack of visibility near earthmoving equipment resulted in six fatalities in U.S. surface mining operations during 2003. These accidents were the result of either a piece of equipment striking another vehicle or worker, or the equipment traveling over the edge of an embankment. Figure 1 is an example of a recent accident that resulted in serious injuries to one worker and fatal injuries to two others when a van parked in front of a haul truck. Two fatalities occurred in separate incidents when front-end loaders struck workers. Another two workers were killed when their equipment backed over the edge of a highwall or dump point [1]. There is clearly a need to provide better information to equipment operators regarding their surroundings. [ ] Researchers at the National Institute for Occupational Safety and Health (NIOSH), Spokane Research Laboratory, are working to reduce these accidents by developing systems that sense obstacles and changes in terrain near the equipment and provide this information to the operator. Many off-the-shelf proximity warning systems that were developed for automobiles, light trucks, and recreational vehicles were evaluated on off-highway dump trucks [2]. Many limitations were found with existing systems, including frequent false alarms, limited detection range, a lack of specific information on an obstacle (e.g., location, identity), difficulties in finding suitable mounting locations, and an inability to withstand the environment. These limitations have necessitated the development of new systems designed specifically for large, off-highway, earthmoving equipment. New off-the-shelf systems available for mining equipment include radar and tag-based detection systems. Prototype systems now being developed include a proximity warning system based on the Global Positioning System (GPS) and a computer-assisted stereovision system. Development of these new systems was accomplished by working with manufacturers to modify existing systems to meet the needs of surface mining and through cooperative research with organizations to develop completely new solutions. A typical proximity warning system consists of a sensor or antenna mounted on the equipment that detects the presence of obstacles and an alarm interface in the cab of the equipment. Some systems, as described in more detail below, also require that other vehicles and personnel on the ground be outfitted with electronic tags that transmit an “I’m here” signal back to the system (e.g., radio signal detection systems or GPS). Many types of proximity warning systems are on the market, but they are not all discussed in this paper. APPROACH In past work, engineers at NIOSH evaluated several off-the-shelf proximity warning technologies in order to verify their effectiveness on off-highway dump trucks [2]. Dump trucks were chosen because of the number and severity of accidents involving this type of equipment and because extensive blind areas around these trucks are typical. Many miners are involved in tasks at the mine site that are similar to those sub-tasks performed in general construction, maintenance and repair (CMR) type work activities. As a result, many of the injuries in the mining industry today can be traced to employees performing these CMR type work activities. Indeed, a recent analysis of a major aggregate company revealed that 65% of all injuries documented originated from performing such CMR activities. It is hypothesized that the number of injuries to miners performing construction, maintenance and repair (CMR) work activities on mine property may be reduced through improved training that focuses on better hazard recognition using the numerous visual and other cues that are available for evaluating workplace health and safety hazards. To this end, researchers at NIOSH’s Pittsburgh Research Laboratory have merged two proven methods of training miners to recognize hazards, stereoscopic (3-D) slides and the concept of degraded images, into this training program. Stereoscopic (3-D) slides have been shown in earlier NIOSH and U.S. Bureau of Mines research to be an effective training aid for improving the ability of miners to recognize various geologic and mining-induced irregularities that can cause groundfalls.3 They realistically portray the natural mine environment, and thus are an excellent training aid for teaching miners to recognize such visual cues. The degraded image concept, originally developed by the military and used for target detection training, describes scenes where the target is partially hidden by cloud cover, dust, rain, natural barriers, buildings, or other obstructions that can camouflage or confuse the target. Research had shown that flight observers who were trained with less than ideal (or degraded) pictures were more successful in subsequent identification of targets than those trained using ideal (or highlighted) pictures of targets. In order to investigate this concept for training miners to recognize hazards, NIOSH researchers developed a prototype hazard recognition training program using such mining scenes. A control program based on traditional highlighted mining scenes was also developed. Both programs were applied to subjects in a field experiment. Results indicated that miners trained with the degraded images did significantly better on a follow-up test of hazard recognition.4 This hazard recognition program teaches trainees to look for hazards in a more realistic manner than that of the control program. This specific training program for CMR activities involves using the degraded image concept and 3-D slides. The module is designed to educate workers on hazard identification techniques and safe work practices. It focuses on teaching miners techniques for recognizing visual (sight) cues, and then uses these cues to evaluate mining conditions. It should be stressed that other senses, such as sound can also play an important role in hazard detection.

Preliminary examination of the McCormick chromite property was made by the Federal Geological Survey and the Bureau of Mines during the spring and summer of 1943. In October 1943 an exploratory project was undertaken by the Bureau in cooperation with the Survey and was completed in February 1944.The urgent need during the war for high-grade lump chromite such as produced at the McCormick mine, was one of the pertinent reasons for the project. The McCormick mine is situated about 12 miles southwest of the town of Sonora, in the foothill belt of the Sierra Nevada Mountains, Tuolumne County, Calif. The chromite occurs as irregularly shaped lenses in masses of dunite contained in a steeply dipping, sheared, serpentinized zone of peridotite, near a contact with granodiorite.

This report presents the results of a research and development program in recovering waste-rolling oils conducted by the Bethlehem Steel Co., before 1954 at its Sparrows Point plant, Sparrow Point, Md., with the cooperation of the Bureau of Mines, U. S. Department of the Interior, College Park, Md. The objective of the program was twofold: First, to recover oil for reuse in the plant; and second, to stop pollution, by oil, of the stream and harbor areas in the immediate vicinity of the plant. The sequence of the investigations was laboratory and pilot plant studies on sedimentation, simple aeration, and flotation for the separation of oil and water; and construction of a production unit using standard flotation equipment. This work was only preliminary for the Bethlehem Steel Co. and it has continued research on this problem. Recent progress indicates that new, improved processes will soon replace the flotation units described in this report. The first efforts to separate oil and water by simple sedimentation were unsuccessful. To establish the cause of this failure, microscope examinations and measurements were made on cold-reduction rolling mill cooling-water effluents containing oil in suspension. It was discovered that an average oil globule, held in suspension, was only 0.001 inch in diameter and would not coagulate with other globules for normal sedimentation at room temperature. The next step in the sequence of studies was to coagulate the oil suspension by simple aeration with air under slight pressure. The aeration methods studied were effective in removing up to 68 percent of the total oil but were approaching flotation in principle. The final investigation of the series was flotation of the oil in conventional laboratory-size flotation cells. The small-bubble method, without reagents, floated up to 89 percent of the total oil held in suspension and was the process selected for pilot-plant development.

This Bureau of Mines report provides information on the first 49 water-flood projects (or units) in Nebraska. All injection was in the ?D? or "J" Cretaceous sands of western Nebraska. Specific data presented include location, map, discovery and development, water supply and injection, oil and water production, estimates of oil in place, primary and secondary recoveries. The 49 projects studied) including four dual-zone projects, should recover about 126.5 million barrels of oil. Eighty-six percent of the estimated oil had been recovered by the end of 1966. Abundant water was found near most projects.

Legislation and Government Programs.-The Occupational Safety and Health Administration (OSHA) held public hearings in early 1975 on proposed standards for exposure to inorganic arsenic. The findings obtained at the hearings will be considered to promulgate emission standards. Domestic Production.-Arsenic trioxide (As203) was produced domestically only at the Tacoma, Wash. copper smelter of ASARCO Incorporated. Production data cannot be published. Output rose 9% over that of 1974, shipments were less than half those of 1974, and stocks rose 31 %. Production of arsenic metal, begun by ASARCO in August 1974, continued in 1975.

Surface mining of coal involves removing soil and rock that overlay coal beds in order to expose the coal. Compared to underground coal mining, surface mining generally costs less, is safer for miners, and usually results in more complete recovery of the coal. However, it also results in much more extensive, though temporary, disturbance of the land surface, which can cause serious environmental problems unless the mined land is carefully reclaimed. The earliest commercial U.S. coal production was in the anthracite region of Pennsylvania. Beginning in 1807, mining became important enough for the federal government to begin keeping statistics on annual production. During those early years of coal mining, reclamation of mine sites and Support facilities was not required by law; however, in the 1930's, as surface mining became more widespread, the idea of mandatory environmental protection and reclamation started to grow. In 1939 West Virginia enacted the first law to regulate the coal mining industry. Similar laws were enacted by Indiana in 1941, Illinois in 1943, and Pennsylvania in 1945. During that period, coal production accelerated greatly and the surface mining of coal became much more prevalent. During World War 11, the demand for coal took priority over environmental concerns, with little consideration for reclaiming the land after mining. Mining pits were not backfilled. Dangerous highwalls were left exposed. Trees and other vegetation were buried by waste material that was simply dumped down the slopes below mines. Topsoil was buried or allowed to wash away. Landslides formed on unstable hillsides. Slopes eroded rapidly because of the lack of vegetation. Polluted water collected in mine pits. Streams became clogged with sediment. Streams and rivers were frequently polluted by acid mine drainage. This vivid image of surface coal mining remains indelible in the minds of most Americans, who remain unfamiliar with modem surface coal mining methods and the changes brought about by the Surface Mining Control and Reclamation Act. After 1945, more coal-producing states instituted regulatory pro- grams. Many required permits for mining. Some included inspections. A few made operators post performance bonds to guarantee reclamation when mining was completed. However, due to the variations in those individual programs, it cost less to produce coal in states with less stringent reclamation requirements, giving operators in those states an economic advantage, generally at the expense of environmental quality. With the 1970's came a surge in the demand for coal resulting from the nation's need for increasing electric power generation and the uncertain supply and increased cost of imported petroleum-based fuels. The resulting increased coal production prompted a series of state laws, primarily in the West, aimed at controlling the environ- mental effects of surface mining. During the late 1960's and early 1970's, North Dakota, Wyoming, Colorado, and Montana passed laws to regulate mining and reclamation. The continuing lack of uniformity among the state surface mining programs and the increase in unreclaimed land and associated pollution of water and other resources caused a growing demand for nationwide regulation of surface coal mining, both to remove the economic inequities and to is sure an acceptable standard of reclamation. After many years of debate, Congress passed the Surface Mining Control and Reclamation Act (SMCRA), which was signed into law August 3, 1977. The Act established a coordinated effort between the states and the federal government to prevent the abuses that had characterized surface coal mining in the past. The law also applied to surface disturbances created by underground coal mining.

In the U.S. coal mining industry, a large cohort of miners is at or nearing retirement age. As these miners retire, there will be a need to hire and train thousands of new and most likely younger workers. Moreover, a large portion of safety trainers will also require replacement due to retirement. In a speech before the U.S. House of Representatives (2004), Bruce Watzman, Vice President for Safety, Health and Human Resources for the National Mining Association said, “[W]e will need to replace a major portion, approximately 50%, of the underground coal mining workforce within the next 5–7 years.” The large influx of new mine workers, along with the deficit in safety trainers, creates the challenge to provide consistent and effective safety training. Given the expected high turnover of the mining workforce, it is very likely that incoming workers will have much less experience than those leaving the workforce. Unfortunately, inexperienced miners have been shown to incur the highest rate of injuries. The piece of machinery most associated with these injuries is the roof bolting machine, which accounts for 56% of machinery-related injuries in underground coal mining. The National Institute for Occupational Safety and Health (NIOSH) has released a new report entitled “Roof Bolting Machine Operators Skills Training for a Walk-Thru Roof Bolter: Trainer’s Guide” (IC 9489). It is designed to help safety trainers develop struc-tured training for new operators of walk-thru bolting machines. This resource will help trainees learn, understand, and apply knowledge and skills. Included in the trainer’s guide are the following tools: [ ] a six-part DVD video series, a skills check survey, talking points, and a complete job training analysis. Also included is an exercise to help trainees learn more about their mine’s roof control plan, as well as a list of supplemental training and reading materials. On-site trainers can modify this guide to fit their particular mine conditions, machines and equipment, and work procedures. The goal of every coal mine safety professional is to increase safety awareness and make mines a safer place to work. The Walk-Thru Bolting Machine Trainer’s Guide will help teach new miners skills to create a safer working environment that will ultimately prevent or reduce on-the-job injuries. Safety trainers can also use the ideas and concepts from this guide to develop their own training skills for the safe operation of other pieces of underground coal mining equipment.

This trainer’s guide is designed as a reference manual. The purpose is to offer information and examples to skills trainers to assist them in structuring training for new operators of Walk-Thru roof bolting machines. Trainers can use this manual as a resource for helping trainees learn, understand, and apply knowledge and skills. In this sense, the guide is not prescriptive. It is designed to offer information and trigger ideas on what might be done to accelerate learning to those who are new to the roof-bolting task. On-site trainers can modify this guide to fit their conditions, machines and equipment, and work procedures. They can integrate roof control plans, company policies and procedures, and operators’ manuals from the manufacturers of the original equipment into this guide. Every trainee is different and will come to the job with varying levels of relevant knowledge and skills. The trainer’s decisions on where to start, how to organize the on-the-job and classroom training portions, and when and how to offer different aspects of the training will be based on (1) a pretraining assessment of the trainee’s knowledge and skills and (2) the trainer’s experience in conducting skills training. The “Skill Check” section might be useful for deciding where training should start among miners who have underground experience but limited knowledge of roof-bolting techniques. Every job carries a learning curve and likely has a number of “teachable moments” where significantly new knowledge and skills can be learned. The videos on the DVD that accompany this guide can be shown at the beginning of training to give trainees an idea of what the job entails and related requirements. They can also be used within the training cycle (after the trainee has some experience in the job) to reinforce key points or as a trigger for eliciting questions about particularly difficult parts of the job. The video segments are meant to be visual models of good performance. They are designed to elicit discussion on good (lower risk) ways to do the job. In this context, they can be used very creatively at different times within the training cycle. The section on “Talking Points” offers a number of questions that can be used in the classroom to support and elaborate on certain aspects of the job duties. If the trainee has a fair amount of underground experience, some of the questions can also be used to support the pretraining assessment (i.e., skill check) of knowledge and skills. Likewise, some of the questions can also be used while teaching on the job to reinforce key points affecting safety, production, or maintenance. The section dealing with a mine’s roof control plan should be used at various times in the training cycle to make sure the trainee understands the plan and knows how to apply it in performing the job. The supplemental materials offer additional resources that can be used to support initial job training or follow-up. Learning continues well after an individual has been trained. The supplemental materials can help reinforce good operating skills and provide an opportunity for further discussion on better ways to do the job.

Since the passage of the Coal Mine Health and Safety Act of 1969, the Bureau of Mines has made many advances in mine communications. These efforts have resulted in the following developments and demonstrations: • Surface-to-surface electromagnetic transmission of baseband voice signals through overburdens as deep as 600 feet. This transmission was achieved with equipment from the Interim Mine Rescue and Survival System Program, and demonstrated that baseband voice communications could be obtained through these overburdens in the absence of mine-generated noise; that is, when the mine power system was shut off. However, during mine operational conditions, the mine-generated noise proved to be so large that effective baseband voice communications to the desired depths could not be effected. • The development of beacon transmitters for locating trapped miners. This work was again the outgrowth of the Interim Mine Rescue and Survival System. Extensions of this work have led to reliable detection and location of trapped miners to depths of 1000 feet. The system, which makes use of a loop antenna deployed where the trapped miner is located, uses low-duty-cycle, tone-burst transmission. Portable tuned receivers and loop antennas are used on the surface to determine the location of the trapped miner. An extension of this work has led to a call-alert paging system concept, wherein a transmitter, similar to that used in the trapped miner system, is used to audibly and/or visually alert key mine personnel carrying pocket receivers that they are wanted at the nearest mine telephone. In addition, a roof-bolt paging system has been developed, wherein commercial paging and mine carrier phone equipment are used in conjunction with a long-wire "roof bolt" antenna to page individuals and relay to them short voice messages.
