A demonstration project investigated the feasibility and effectiveness of two management interventions, Management Training and Organization Development, for improving productivity and safety in metal/non-metal mines. The management training intervention was conducted at Texasgulf Company's trona mine, using three nearby trona mines as controls. The Organization Development intervention took place in Hecla Mining Company's Lucky Friday mine, using the highly similar Star Mine as control. The two management interventions seemed about equally effective in reducing accidents and injuries, as well as MSHA citations, and the management intervention at the Texasgulf mine also appeared to have led to substantial improvement in mine productivity.

[Rock bursts are phenomena associated with mining operations, particularly with deep mining, although they occur throughout a wide rump, of depth, from 600 feel downward. The intensity is usually in direct proportion to the depth, varying from a loosening and sloughing off to a violent rupture, giving rise to the term, "explosive rock." The more or less violent breaking of rock in mine working, tins been variously designated as " flaking," "pressure hoists," "strain bursts," "bumps," "quakes," and "air blasts," which indicate opinions as to cause and effect. The term "air blast" lots probably beat most widely used, and naturally so, as a more or less rapid movement of air often accompanying the more violent phenomena of rock failure. Furthermore, there is an implied if not definitely expressed degree of magnitude in the action designited by a given term and in the cause and character of the action. For example. flaking, pressure bursts, and quakes are terms ranged to indicate action of increasing magnitude; and pressure bursts, strain bursts. bumps, and quakes are ranged according to the cause and character of the action.]

Legislation and Government Programs.-The Occupational Safety and Health Administration (OSHA) accepted written comments until July 23, 1976, and held an informal hearing on August 24, 1976, to receive oral testimony regarding an economic and inflation impact statement prepared by OSHA on the proposed standard for occupational exposure to inorganic arsenic. These written and oral submissions were to be used in conjunction with information supplied at 1975 hearings to promulgate emission standards. An in-depth study for the Environmental Protection Agency (EPA) assembled and interpreted comprehensive information on arsenic and its compounds and the effects of these substances on people, animals, and plants.2 Another study for EPA assessed the role of arsenic and its compounds in the environment and in the economy of the United States and evaluated the need for and the projected effect of controlling its production, use, dissipation, and emission.3

WHY IS IT that smoke-abatement efforts do not bring more satisfactory results? The main reason is an incorrect estimate of the kind and size of the job. When an industrial community realizes that keeping the air clean is a project of similar magnitude to keeping streets clean, providing clean water, removing city waste, or guarding the moral atmosphere, then there maybe a real hope of success. We usually think of the project in too small terms. It is thought of as is the dog catcher or the boiler inspector--a matter of a man or two, a job or two, a small appropriation of variable and uncertain amount, to be abolished in a fit of economy and reestablished under pressure of a vigorous minority. Even so, it is surprising how much is obtained for the effort; but the community is rarely satisfied, for the job is bigger than it was conceived to be. Continuous, never-ceasing effort is required to clean up a smoky city. A few months of relaxation and the situation slips back some years of effort.

This paper discusses the application of a training intervention that uses degraded images for improving the hazard recognition skills of miners. Method: NIOSH researchers, in an extensive literature review, identified fundamental psychological principles on perception that may be employed to enhance the ability of miners to recognize and respond to hazards in their dangerous work environment. Three studies were conducted to evaluate the effectiveness of the degraded image training intervention. A model of hazard recognition was developed to guide the study. Results: In the first study, miners from Pennsylvania, West Virginia and Alabama, who were taught with the aid of degraded images, scored significantly better on follow—up hazard recognition performance measures than those trained using traditional instructional methodologies. The second and third studies investigated the effectiveness of the training intervention at two mining companies. Data collected over a3—year period showed that lost—time injuries at mines in Alabama and Illinois declined soon after the training intervention was instituted. Impact on Industry: Further exploration of the hazard recognition model and the development of other interventions based on the model could support the validity of the steps in the hazard recognition model.

The Bureau of Mines (Bureau), in cooperation with the Alaska Division of Geological and Geophysical Surveys (ADGGS), conducted field investigations from 1987 through 1989 in the 5.7 million-acre Valdez Creek Mining District (VCMD) in south-central Alaska. The objective of the VCMD investigation was to evaluate the mineral resources and the mineral development potential of the mining district. The investigation was part of the Bureau's continuing statewide mining district evaluation program. Nineteen new mineral occurrences were identified as a result of this investigation. Reconnaissance placer sampling resulted in the identification of 10 previously unreported occurrences that primarily contain gold, however, some contain subsidiary platinum-group metals and/or tin. Reconnaissance lode sampling resulted in the identification of two gold-silver occurrences, three platinum-group metal occurrences that contain elevated quantities of subsidiary chromium, nickel and/or cobalt, three copper occurrences that contain subsidiary molybdenum or zinc, and one zinc occurrence.

In response to the continuing problem of noise induced hearing loss NIHL among mine workers, the National Institute for Occupational Safety and Health NIOSH has conducted numerous noise surveys in coal preparation plants. The research, consisting of worker dose monitoring, task observations, and equipment noise profiling, was completed in eight separate preparation plants. Worker dose monitoring was conducted for three shifts in most cases. Workers experiencing higher than allowable doses were task-observed for one full shift to correlate dose to noise source(s). Finally, noise levels on all floors, and in lunchrooms and control rooms, were characterized. Results indicate that only workers who routinely spend a significant portion of their shift in the plants (away from the control rooms) are susceptible to overexposure from noise. Certain pieces of equipment (screens, centrifuges, sieve bends) are the loudest primary noise sources responsible for the worker noise exposures.

RECORD production of crude petroleum, lime, crushed marble, and talc highlighted the mineral industry of Alabama in 1963. Among the States, Alabama ranked second in the production of bauxite, third in the production of scrap mica and native asphalt, and fifth in iron ore. The mineral industry of Alabama was dominated by mining and processing coal and stone, the manufacture of cement, and the production of crude petroleum, which together comprised 86 percent of the total value of production, compared with 82 percent in 1962. The iron-ore industry continued to decline; in 1959 the value of iron ore produced was 12 percent of the total State production value; in 1960, 11 percent; in 1961, 10 percent; in 1962t 8 percent; and in 1963, 5 percent.

"The Bureau of Mines was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve material resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting those industries. The organic act of the Bureau, as amended by Congress and· approved February 25, 1913, made it the province, and duty of the Bureau of Mines to ""disseminate· information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non Bureau publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. The critical importance of wire rope integrity to the mining industry has led to the creation of standards for the retirement of wire rope as well as to the development of electromagnetic devices and procedures that would allow wire ropes to be tested against these standards without destroying them, The U.S. Bureau of Mines (USBM) conducted research to evaluate these devices by measuring loss of metallic cross-sectional area and the number of wire breaks, or local faults. The intent was to define the extent to which the technique can identify degradation within the rope, e.g., broken wires, corrosion, and wear. Experimental results showed that instrument sensitivity depended on a number of factors, including rope diameter, placement of sensors, location and characteristics of flaws, rope speed, and tension on the rope. The experiments also demonstrated the importance of having an elongated recorder trace and a properly trained and experienced operator to interpret overall results. A design of a rope and test procedures for use in laboratory evaluation of instruments have been recommended by the American Society for Testing and Materials Committee E07.07.10, Wire Rope Applications. The USBM is working through this committee to develop standards for an electro-magnetic method of wire rope inspection.

Calumet Division, Calumet & Hecla, Inc., whose operations are in Houghton and Keweenaw Counties, Mich., is a highly integrated and complex organization. This division operates mines, a railroad, a concentrating mill, a reverberatory smelter, and the auxiliary generating plants and shops to service these operations. In addition, it operates a sands reclamation plant, leaching plants, a foundry, and a machine shop that serves varied industries with castings and parts for many applications. Calumet & Hecla, Inc. has produced over 60 percent of all the copper that has been produced in Michigan since discovery of the ore in 1864, and in 1959 the company ranked eight among the country's producers with a production of 17,407 tons. To keep abreast of modern accounting systems developed elsewhere in industry and to combat increasing costs due to higher labor and supply costs, as well as increased costs due to deeper mines and lower grade ore, the company has developed a modern machine cost accounting system. This not only provides the usual bookkeeping and cost accounting facilities but offers accurate cost data for engineering evaluation of the mining operation. This system is credited with being instrumental in permitting continued operation of these high-cost mines in a period of increasing costs with no corresponding increase in the price of metal.

This study is the extension of an investigation of reclamation of floodplain areas in the Coeur d'Alene Mining District, Idaho, that are unuseable in their natural condition, by construction of landfills with mill tailings. The study develops a valley-wide tailings disposal plan to utilize 20 potential landfill sites on floodplain areas and presents measures for reclaiming the sites for subsequent productive use. Field and laboratory testing on a test section and two abandoned impoundments support the use of hydraulically deposited tailings for landfill construction. Hydrological testing has shown that controlled discharge from tailings impoundments results in contaminant levels in the discharge below regulated standards. Additional testing indicated that compacted soil liners and pond management provide adequate contaminant abatement where acid-generating tailings are encountered. Mechanical compaction, including surcharge loading, upgrades foundation support capacity so that construction on the surface of tailings deposits is feasible. On completion of the testing program, the test sections were abandoned and rehabilitated. Details concerning potential landfill sites have been refined. At recent production rates, the 20 sites would result in 680 acres of reclaimed land, while providing a minimum of 40 years of tailings storage capacity. A general design has been developed for the retention dikes. Aspects of embankment stability, including liquefaction are discussed, and are shown to provide an adequate factor of safety under the anticipated range of operating conditions.

The contract is concerned with feasibility studies, design and fabrication of a group of prototype hand-held test instruments and machine-mounted test instruments for measurement of electrical shock hazards of mining machines. An instrument for use in open pit mining machine ground wire verification was proposed, developed, built, and tested. This report presents the design and operational theory of the open pit instrument as well as information on the program to improve the original prototype hand-held machine-mounted test instruments.

This report describes the design, development, manufacture and incorporation of noise control features on a jumbo drill and the results of successful tests of this drill in surface and underground mines. The noise-reducing features developed under this program are applicable to future designs of jumbo mounted drills that can be cost effectively manufactured and have the potential to reduce noise levels at the operator's position from 115-120 dBA to 95 dBA or less without a reduction of currently attainable drilling rates.

This volume describes the use of the Penn State Mine Ventilation Simulator (PSU/MVS) to model existing mine ventilation systems and, in addition, to evaluate the effect of system modifications. Ventilation survey methods designed to insure computer input data of sufficient accuracy for simulation purposes are covered in comprehensive detail, including quantity and pressure measurement and fan performance testing. The development of input data from ventilation survey results is discussed and illustrated by the use of an actual field survey. Two programs, written in FORTRAN IV with WATFIV, are presented to calculate airway head losses from altimeter pressure measurements. An existing coal mine ventilation system is analyzed and modifications to the system are simulated and evaluated. In addition the application of the PSU/MVS to non-coal mines is briefly discussed. An extensive bibliography on ventilation surveying and simulation is included.

The Bureau of Mines is engaged in a research program on the characterization of tars produced by low-temperature carbonization of coal and their economical upgrading to more valuable materials, Throughout the years, hydrogenation has played an important role in the treatment of these tars, mainly as a means of converting the whole crude tar or selected fractions to motor fuels; diesel oil, lubricating oil, or various solvents. In some instances, production of specialty chemicals has been the objective. The purpose of this report is to summarize, without critical review, the information of the past 25 years on the hydrogenation of low-temperature tars and related substances as presented in the literature or its English translation. Published articles and patents not abstracted in the main body of this report are included in a bibliography at the end. The U.S. Bureau of Mines has been conducting research on the use of waste-derived zinc as a partial replacement for pure zinc in the electrogalvanizing process. The end product of this process is automotive sheet, which has enhanced cosmetic protection over previously used cold-rolled (CR) steel. In this study, primer-coated specimens of CR and electrogalvanized (EG) steel were subjected to the on-vehicle environment and monitored periodically by electrochemical impedance spectroscopy (EIS) during immersion in 1M NaCI solution. The results of these tests were compared with immersion-only conditions. Scanning electron microscope (SEM) and energy-dispersive X-ray (EDX) techniques were also used to evaluate the corrosion processes and compare them with atmospheric exposure specimens. EIS was found to measure the corrosion associated with on-vehicle exposure, thus providing an excellent screening technique for evaluation of the performance of EG automotive sheet steel.

This is the final report on Grant No. G0144067. The report presents the results of a number of laboratory studies carried cut in several different ways to determine the effectiveness of foam for blocking the flow of gas in coal. The effectiveness; (of foam for retarding or blocking the flow gas in various porous media has been observed by many investigators1-4 but we are not aware of similar detailed studies in coal. Because of the diversity of our experiments, the key findings and general conclusions are presented very briefly in Section II. As a convenience to the reader a complete table of cements is included to enable the reader to find those experiments and studies of greatest interest.

This report was prepared for the Bureau of Mines to describe the current methods of design, construction, and development of wells for in situ leaching of uranium. The discussion includes the alternatives for well design drilling equipment and fluids, grout formulation and emplacement, well integrity testing and repair, and well development and stimulation. Current practice in these areas was determined through interviews with eight operators of commercial scale in situ facilities and is also discussed. Based on this information plus the authors' experience, recommendations are made regarding well design, construction, and development tor in situ leaching.

Copper-Nickel ores in northeastern Minnesota could establish a new industry in a region where underground mining has not been active. This study reviews geotechnical data relevant to the selection and design of underground mines in this region and by numerical structural analysis evaluates the importance of some geotechnical parameters to mine method selection. Because of the rapid development of computer modeling many new techniques have become available for modeling rock mass behavior in recent years. An overview of these methods is presented and their applicability to mine design reviewed. Methods included in this summary were the differential continuum models, such as finite Pint and finite difference, integral continuum models, such as boundary element, displacement discontinuity and boundary integral equation methods, and discontinuum methods such as the distinct block model. The displacement discontinuity method was used to evaluate the influence of geotechnical parameters on some aspects of mine design. Three problems; room stability, pillar stability on a weak inclined contact and sill pillar thickness influence on sill pillar stability, were analyzed to evaluate the relative importance of insitu stress field and joint properties on design. It was concluded that for stability analysis the initial horizontal stress is of most importance in all aspects of design. The position, orientation, persistence and strength of joints is also of primary concern. In a more general sense, however, it was concluded that detailed geotechnical parameters have much less influence on mine method selection than more general factors such as rock quality, initial stress state, orebody shape and economics.
