The effectiveness of an industry?s safety activities can be gaged best by the accident records of that industry. In an effort to gage conditions in the petroleum industry, and with the objective of helping to reduce the number of accidents in it, the Bureau of Mines from time to time has tabulated, analyzed, and published pertinent statistical information3/. These reports have dealt with distribution, causes, and costs and related phases of accidents for various and collective divisions of the petroleum industry in several sections of the country. This type of study aids the personnel of the Bureau in planning the course of its activities in accident-prevention work and gives useful data to persons engaged or interested in the promotion of safety in the petroleum industry, which will aid them in their efforts to reduce the number and severity of accidents. A majority of petroleum operators and ?service" contractors have acknowledged their responsibility to provide their employees with safe working conditions and to their stockholders for greater economic value of invested capital by establishing safety divisions within their respective organizations. Such divisions have a primary duty, namely, to see that properly designed and guarded machinery and working equipment are furnished the employees and that they are trained in the safest practical methods of performing their work. The New Idria Mining and Chemical Co. owns and operates the New Idria mine in southern San Benito County, Calif. During 1957-59, the New Idria mine was the largest producer of mercury in the United States and its alltime production of over a half-million flasks was exceeded only by one mine. It is one of the oldest and most consistent producers in California. With the exception of 1921-22, the mine has an annual production of mercury dating back to 1854. This paper by the Federal Bureau of Mines describes the exploration, development, mining, and furnacing of mercury ore at the New Idria mine. Figure 1 is a view of the furnace plant of the New Idria mine. The purpose of this report is to promote the development and conservation of our mineral resources by dissemination of technological information on mining and processing procedures, and related practices at operating mines.

This circular is one of a series published by the Bureau of Mines describing mining and beneficiation methods and costs at various mining operations throughout the United States. Inclusion of the Abbott mine in this series is of particular interest, as the complex geology and the character of the deposits make their exploitation a unique operation. The mine operates on a high-cost, comparatively small-scale basis, and only the persistence of an aggressive management has enabled it to maintain its rank among the major mercury producers of California. Rising costs and decreasing metal prices, which continuously threaten the low profit margin, are reflected in increased efficiency of operation. This report summarizes past operations and describes, in detail, the geology and ore deposits; exploration and mining methods; and furnacing and condensing operations. It covers the entire operation from initial exploration to the actual production of mercury. Comparative production costs for 1944 and 1958 are of special interest.

In recent years the interest in rare-earth compounds as refractory materials has exceeded the available literature on the subject. While some basic properties, such as density and melting point, of the more readily available rare-earth compounds have been reported in the literature, relatively few papers can be found that deal comprehensively and primarily with high-temperature refractory properties and applications of rare-earth oxides, carbides, sulfides, and nitrides. Therefore, this bibliography has been pre-pared for the use of the ceramic industry as a guide for locating and utilizing the scattered and frequently fragmentary information available. The term "rare earths", as applied in the literature search for this bibliography, is understood to include the following elements: cerium, dysprosium, erbium, europium, gadolinium, holmium, lanthanum, lutetium, neodymium, praseodymium, samarium, terbium, thorium, thulium, uranium, and ytterbium. (On the periodic chart, these elements appear as numbers 57 through 60, 62 through 71, 90, and 92.) It is emphasized that many of the abstracts included are from papers in which the rare-earth compound or compounds are treated along with several other ceramic materials, are mentioned only secondarily, with primary interest placed on a more commonly used refractory material, or are used as part of a mixture of materials formed experimentally and reported on in the paper. As the better known rare-earth materials, such as the oxides of uranium, thorium, and cerium, appear more frequently in the literature, they also appear more frequently in this collection. Articles abstracted include only information on the basic properties that are of interest to the refractories investigator. References to crystal lattices and related topics are generally excluded from this publication. The temperature 1,500° C. has been set arbitrarily as the lower limit for reported data on thermal properties. However, because of the scarcity of information, some reports are included in which data are limited to those obtained at lower temperatures. Many of the articles abstracted include lists of references that will be of additional assistance in pursuing specific lines of investigation.

This Bureau of Mines report presents three methods for designing bulkheads to impound water underground: (1) thin and thick plate design; (2) South African plug design; and (3) single and double bulkhead seal design. Related areas critical to the long-term effectiveness of underground water impoundments are also addressed. These include bulk-head anchorage, concrete specifications and placement, the grouting of permeable strata, and the sizing of barrier pillars. A case study involving hydrostatic tests conducted on a single bulkhead seal constructed in the Safety Research Coal Mine of the Bureau's Pittsburgh Research Center is presented in an appendix.

In addition to the normal work and that pertaining to strategic minerals, the Metallurgical Division has been made responsible for carrying on major investigations in the development of processes' for the treatment of low-grade domestic manganese ores that heretofore have failed to yield products suitable for the preparation of ferromanganese, an alloy essential to every ton of steel produced. These investigations are particularly important at this time because of their part in tucking this country self-sufficient with regard to manganese when the stock-piled ore becomes e exhausted and as foreign shipments of ferro-grade ore are cut off. The results indicate that there is a good probability of accomplishing this objective, while at the same time conservation may be promoted through the use of normally useless material from the large, low-grade ore deposits.

According to contemporary psychophysical theory, the relationship between the strength of a perceived sensation (S) and the intensity of a physical stimulus (1) is best expressed by a power relationship.(1) S=kln (1) This psychophysical principle has been applied to many practical problems, including the development of scales or guidelines for effective temperature, loudness, brightness, and ratings of perceived exertion. Based on the results of a number of experiments using a variety of scaling methods and a number of different muscle groups, the pooled estimate of the exponent for muscular effort and force is 1.7.(2) When applying this principle to work situations, it is assumed that individuals are capable and willing to consistently identify a specified level of perceived sensation (S). For manual materials handling tasks, this specified level is usually the maximum acceptable weight or maximum acceptable force. These phrases are defined by the instructions given to the test subject:(3) You are to work on an incentive basis, working as hard as you can without straining yourself or becoming unusually tired, weakened, overheated, or out of breath. If the task involves lifting, the experiment measures the maximum acceptable weight of lift. Similarly, there are maximum acceptable weights for lowering and carrying. Such tests are isoinertial in nature; however, in contrast to the tests described in Chapter 3, they are typically used to test submaximal, repetitive handling capabilities. Data are also available for pushing and pulling. These are reported as maximum acceptable forces and include data for initial as well as sustained pulling or pushing. Why Use Psychophysical Methods? Snook identified several advantages and disadvantages to using psychophysical methods for determining maximum acceptable weights.(4) The advantages include: • Realistic simulation of industrial work (face validity); • Ability to study intermittent tasks (physiological steady state not required); • Results are consistent with the industrial engineering concept of "a fair day's work for a fair day's pay"; • Results are reproducible; and • Results appear to be related to low-back pain (content validity).

The testing procedures of the U.S. Mine Safety and Health Administration specify that intrinsic safety acceptance tests be conducted using a standard tungsten-cadmium electrode configuration in the break- flash apparatus. However, in realistic mining environments, other materials may be more likely sources of sparking. Information defining the probability of spark ignition between common materials such as aluminum, brass, copper, lead, tin, cold-rolled steel, and stainless steel is of more practical value in determining ignition hazards. The U.S. Bureau of Mines has completed an investigation of the influence of material on the ignition probability using the breakflash apparatus. By comparing ignition currents or ignition voltages corresponding to a probability of one ignition per thousand sparks to those found previously for cadmium, a margin of safety may be estimated for each material. This report presents the results of an investigation into the influence of disk electrode material on the probability of ignition.

Shafts into coalbeds usually produce the most methane, so the information in this chapter applies primarily to shafts at coal mines. Nevertheless, much of the information is relevant for noncoal mines that have methane in the mine or in the overlying strata. METHANE IN SHAFTS EXCAVATED BY CONVENTIONAL MEANS (DRILL, BLAST, MUCK) [ ] Ventilation. Shafts excavated by conventional means are ventilated with a fan on the surface connected to ductwork that extends down into the shaft (Figure 9–1). Shafts into coalbeds should have ventilation systems designed to handle the higher gas flows to be expected as the shaft excavation passes through any over-lying gas-containing strata and nears the coal-bed to be mined. "INTRODUCTION Zinc must be of high grade to satisfy the present demand. Even when the amount of premium paid is small, the purer metal as the buyers' preference. The following specifications for spelter were taken from the American Society for Testing Materials for 1927, Part I, pane 524. (The specifications for 1930, p. 582, are tile same.)Another specification for zinc of a much higher grade than any of the above has been established lately by the same society. The committee on zinc die-casting (Proc. Am. Soc. Test. Mat., vol. 31, 1931, p. 263) reached the following, conclusions: I. ""That the purest of zinc is necessary to produce stable zinc-base die castings, and as a result requested specifications for zinc spelter .with total impurities not over 0.02 percent."" Their tests showed that the die castings made of the purest zinc had the least elongation and the greatest tensile strength, and exhibited the least changes with temperature.Still more far-reaching claims are made for the properties of zinc containing over 99.99 percent metal. Zinc foil, for instance, may someday be made as a common commercial product. It would seem likely that the demand for zinc of high grades rill continue and that even purer varieties may be desired. This demand fits in with the modern trend in manufacturing plants of reducing the number of variables to a minimum by using pure materials, and of controlling the processing of metals during their various stages of fabrication by mechanical means instead of by expert laborers."

The smelting of lead ores has been carried out in southeast Missouri for centuries, and modern smelting practices have generated a variety of waste products. Lead blast furnace slag is one such product, which typically contains 10% zinc, 25% iron and 2% lead. This slag has often been stockpiled on the producing smelter site and accumulations have now reached several million tonnes. It is possible that in the near future these slags will be classified by the federal Environmental Protection Agency as hazardous, and therefore there is considerable interest in possible treatment processes to render the slags non-hazardous by removing the offending metallic elements. To ensure that the overall slag processing costs are kept to a minimum, it is imperative that lead and zinc be recovered in a form suitable for sale or further processing. There are two generic routes for processing blast furnace slags and they involve hydro-metallurgical or pyrometallurgical techniques. With hydrometallurgy, the slags would be leached directly and the metal values recovered from purified leach solution(s) by electrowinning. One problem with processes of this type is that the zinc and lead grades of the slags are low and the iron content is high, and thus the economics of metal production are often not favorable. For pyrometallurgical processing (1), it has been shown that the slags can be fumed to produce an oxide dust containing all the lead and zinc, and representing only a fraction of the weight of the initial slag. The oxide dust may then be processed hydrometallurgical to recover zinc and lead.

THE Synthetic Liquid Fuels Act. (30 U.S.C., 321-325, and amendments) became law April 5, 1944, and a period of intensive research and development in this field was begun by the Bureau of Mines. As part of this program, bulletins were published on pressure hydrogenation.3 the Fischer-Tropsch synthesis,4 anal oil shale.5 The Bureau also has published a short bibliography on coal gasification,6 mostly of a theoretical nature. Because coal gasification is prerequisite to either the Fischer-Tropsch or coal-hydrogenation processes, publishing this sizable collection of technical information in this form will be valuable. The material will be presented in three parts, as follows: I. United States Patents. II. United Kingdom Patents. III. Other Foreign Patents. The domestic patents for this bulletin were collected between 1953 and 1955.

Sandstone, a widely distributed siliceous sedimentary rock, is the third most popular building stone in the United States. It is formed by the breaking down of preexisting rocks by weathering, subsequent segregation of the detrital quartz grains into discrete deposits by the sorting action of water or wind, and finally cementation of the quartz sand into a coherent rock. The homogeneity and resistance to weathering of the resultant sandstone make it suitable for exterior construction. Its excellent wearing properties explain its popularity for flagging and stair treads. However, quarrying and dressing methods and costs are adversely affected by the abrasiveness and hardness of sandstone especially as compared to limestone.

This report contains the results of a technical and economic evaluation of conceptual systems for the underground mining, rubblization, and in situ retorting of deep oil shale deposits. Study efforts were first directed towards evaluation of the applicable geology, associated minerals, rock mechanics, in situ retorting, access mining, ventilation, rubblization, safety, and environmental impact factors. Conceptual systems were synthesized and then evaluated against these factors from both a technical and limited economic viewpoint. The results of these evaluations were then analyzed and, based upon this analysis, the following two systems were selected for further study: System II: Room and Pillar-Vertical Drill and Blast System IV: Tunnel Boring-Horizontal Ring Drill and Blast Due to the large number of variables to be considered, a computer program was developed and utilized to provide data for the cost trade-off studies and economic analysis. Results of the early computer runs indicated the value of the tool available? in the computer program and led to an extension in the contract to determine the sensitivity of the systems to several of the more apparent significant variables. These results in turn led to a refinement in the design assumptions and a better understanding of the technical and economic options available to an owner-operator of a Vertical Modified In Situ Shale Oil Extraction System. This report is submitted in fulfillment of the requirements of Contract Number 50241073 by Fenix & Scisson, Inc. to the Denver Mining Research Center, United States Department of the Interior, Bureau of Mines. This Bureau of Mines report presents a procedure for the design of an arch canopy for use in rehabilitating a high-roof-fall area. Only dy-namic line loading of an unbackfilled arch canopy at its crown is considered, and the procedure does not account for an asymmetrical loading condition. The evaluation of whether an arch canopy is suitable for a particular installation depends on many variables, including in-mine conditions and the engineering properties of the structure. However, a general evaluation can be based on a comparison of the arch's maximum crown deflection and a prescribed allowable crown deflection. The design procedure is based on the concept that when an arch canopy is sub-jected to impact loading at its crown and deflects from its unloaded state to maximum crown deflection, the structure absorbs strain energy, both elastic and plastic. As a result, this strain energy can be calculated from a static load-displacement diagram for the structure. The significance of this design procedure is that it gives mine personnel an analytical tool to select an arch canopy to meet the dimensional and functional requirements of a mine entry and a prescribed allowable crown deflection.

A study of the ignition of non-fire-resistant hydraulic fluid sprays was conducted by the National Institute for Occupational Safety and Health. Both an open flame and a hot steel surface were used as the external heat sources. With the open flame as the heat source, the minimum oil temperature and minimum spray nozzle pressure that resulted in an ignition were measured. The effects of the distance between the open flame and the nozzle and the nozzle orifice diameter on the ignitability of the hydraulic fluid sprays were examined. With the hot surface as the heat source, the minimum surface ignition temperature was determined. The degree of oil atomization and the relative direction of oil injection with respect to the hot surface are discussed. The ignition of oil sprays from the impingement of oil jets onto a vertical surface was also investigated. Finally, the results are compared with those obtained for fire-resistant hydraulic fluids. A review and synthesis of literature pertaining to biological consequences of submarine mine-tailings disposal (STD) was conducted. STD can result in massive sea floor sediment deposition. STD may also increase suspended sediment, trace metals, and residual milling reagents in receiving waters. These perturbations, which are highly site dependent, invariably smother benthic organisms, and could potentially affect or alter fish, plankton, and benthos through acute and chronic toxicity, bioaccumulation, behavioral changes, smothering, derived secondary effects, and habitat alteration. Much of the available information concerning STD is unpublished and limited to a restricted number of sites. From this information and related research, it appears that benthic smothering is the only major consequence of a properly designed STD system. There have been cases of metal bioaccumulation due to inadequate preliminary evaluation, Also, shallow water habitat alteration has resulted from STD. Reductions in biological production are likely due to benthic smothering. The rate of ecological recovery after termination of an STD operation varies and is difficult to assess, The consequences of STD are site specific. Additional research is needed concerning possible consequences of milling reagents and the broad implications of benthic smothering. Also, methodologies are needed to allow better prediction of benthic recolonization and ecological implications of metal bioaccumulation.

At a mine in central PA, high horizontal stresses have caused long running roof falls resulting in hazardous conditions for the miners and the premature abandonment of panels. Because of these conditions, the mine requested assistance of the National Institute for Occupational Safety and Health (NIOSH) in utilizing the 'advance and relieve method to mitigate the affects of horizontal stress on the mine roof. "Advance and relieve" mining involves the removal of a pillar or a portion of a pillar during development, thereby creating a cave along one side of the panel. Following cave development, the horizontal stress is relieved over the workings adjacent to the cave in the active panel. The mine has used this system in three panels with a significant reduction in stress damage and no large roof falls.

On entering the World War the United States was confronted with the necessity of building in a short time a large number of ships of tonnage adequate to transport troops and war materials to Europe and to carry food supplies to the allied countries, whose merchant fleets had suffered greatly by submarine warfare. The necessity of building ships quickly led to the formation of the United States Shipping Board, which was charged with the duty of developing an efficient organization for the purpose. Such an organization was developed under the name of the Emergency Fleet Corporation; it was under the control of the Government, but could conduct its business in the most direct way, like a private corporation. In order to build the largest- number of ships possible without drawing too heavily on the steel industry, which was already taxed heavily by the production of munitions, it was decided to build wooden as well as steel ships. These ships were built from a few standard designs to enable a large number of duplicate parts to be fabricated in inland shops and transported by railroad to the shipyards on the seacoast, where they were assembled into ships. In other words, the plan was to manufacture the ships rather than to build them. The shops on the seacoast were reserved to make those parts of the ships' equipment that could not readily be transported. The inland shops made the parts that could be transported to the seacoast by railroad. Among the more important parts of the ships' equipment to be standardized were the boilers. As the Scotch marine boiler in large units is bulky and can not be transported by railroad, and as, for the same capacity,much more steelis needed in its construction than for water-tube boilers, a few simple designs of water-tube boilers were developed that inland shops having ordinary equipment could make in large quantities.

The Bureau of Mines analyzed the cycle of secondary gold to determine the quantity of gold not being recovered from scrap, and to identify areas for research to increase the supply of gold from scrap. Secondary gold in 1967 was estimated to be 2.4 million troy ounces; this excludes secondary gold which is recycled within consuming plants. Firms contacted included consumers using about 41 percent of the gold in 1967, And refiners that recovered about 90 percent of the secondary gold. Results of the study indicate that loss of gold is small, and refiners and consumers are accelerating programs designed to reduce recovery costs. With the increasing generation of low-grade industrial scrap, research is needed to improve present recovery techniques and to develop methods to accelerate the flow of secondary gold back to supply.
