In 1985, at the request of the Bureau of Land Management, the Bureau of Mines studied a 50,57U-acre portion of the 90,345-acre Twin Peaks Wilderness Study Area (CA-020-619A) in order to evaluate its identified resources. The area studied is located about 45 miles northeast of Susanville, CA, in Lassen County, CA, and Washoe County, NV. The area is underlain by Tertiary volcanic, volcaniclastic, and intrusive rocks. Quaternary stream, lake, and landslide deposits overlie the older rock. There are no mines or mining claims in the study area. One mineral resource, pozzolan, was identified. Mining claims, inactive in 1985, have been staked adjacent to or near the northwest corner of, and also southeast of, the study area. Examination and sampling of 17 mineralized sites, delineated mostly by prior geochemical surveys, showed at least 30 million tons of subeconomic pozzolan resources and small or low-grade occurrences of gold, silver, copper, lead, zinc, nickel, molybdenum, zeolites and clay.

Construction workers may be exposed to hazardous dust containing crystalline silica during site preparation when drilling systems are used. The National Institute for Occupational Safety and Health (NIOSH) found that drill dust could be decreased by using wet or dry dust reduction engineering controls, enclosed cabs, and implementing a dust control program.

Preventive maintenance practices are listed in the manufacturers' instruction books. In general, equipment that requires frequent and extensive preventive maintenance is generally the most costly. The manpower spent on these frequent trips to remote areas is such that it is usually better to invest in a more costly system which requires little preventive maintenance. The best preventive maintenance for the system is a good installation. 7.2 Preventive Maintenance and Inspections With any system, periodic inspection is required because of the corrosive atmosphere and adverse conditions that exist in underground mines. These inspections can spot potential trouble in the system. Repair or replacement at that time averts the possibility of losing effectiveness of all or part of the system. 7.2.1 Cables Approximately once per month all cables in the communications system should be inspected for kinking, chafing, cracking, wear, stretching, or other signs of physical abuse. Particular attention should be paid to cable glands at the entry or exit points to the various units in the system, where the cable goes around sharp corners, in the vicinity of holding cleats which may be clamping the cable too tightly causing potential damage, and across the areas where the cable is exposed to physical damage from outside sources, such as equipment or falling objects. If a cable is damaged, it should be replaced as soon as possible. It is mandatory that the ground leads and connections to carrier current phones be thoroughly inspected and maintained in good condition, since considerable hazard may exist to the operator or equipment if a ground connection is broken. 7.2.2 Pager Phones The most readily available test set to determine if a pager telephone is operating correctly is the pager phone itself. The following physical check of the system can be performed at any phone station. 7.2.2a Listen Circuit Remove the handset from its cradle and listen to determine if the circuit is functional, as indicated by the presence of noise or conversation on the line. If no noise or voice signals are present at the handset receiver, take the following corrective action: 1. Operate the handset press-to-talk switch several times. Any corrosion on the contacts of this switch may cause a receiver to be temporarily inoperative. Repeated operation may clear the condition. 2. Open the cabinet and see if the battery cables are properly connected and are making firm contact. Check the handset cable and its connections in the cabinet of the pager phone, and see if there is any evidence of a break in the cable, corroded contacts, or poor connections. 3. Remove the handset receiver earpiece by unscrewing it counterclockwise (to the left), and remove the receiver from the socket. Examine the handset cavity; in some units, a patch of cotton batting or floss is used as a barrier to reduce acoustic feedback in the handset. If the cotton patch has absorbed moisture, remove it and replace with a crumpled ball of soft rubber, stuffed just far enough into the handset so it will not touch the receiver or switch terminals. 7.2.2b Page Circuit and Talk Circuit Push the page switch, squeeze the handset press-to-talk switch, and call any other phone. This report summarizes a study conducted to determine the state of the art of various rock removal systems and their capabilities. The Objective of the study was to determine if currently manufactured equipment can adequately accomplish rock removal in surface mine reclamation applications. Evaluations of state reclamation regulations, with regard to topsoil rock content, were made to determine the rock removal requirements. The major categories of equipment studied are rock pickers and rock rakes. The impact of rock removal implementation on the reclamation operations is discussed in detail.

Fires in metal mines have resulted in some of the worst disasters in American mining history insofar as loss of life is concerned. One fire caused the death of 163 miners and individual less spectacular fires have cost the lives of scores of workers. Metal mines are often very deep, and the men working on numerous levels far removed from direct communication with the surface. In many instances they cannot be warned quickly of an emergency or a mine fire by telephone or other usual method of communication, or by messenger, flashing lights, gongs, sirens, or whistles. Telephones are not paricularly effective as a means of warning unless placed at all strategic points and with attendants always on duty; though telephones well placed have a definite value in any well-pla.mied emergency procedure in mines of all kinds. Messengers are slow and men working in remote parts of a mine would not receive a warning quickly enough. Most metal mines are not electrically lighted, except at or adjacent to shaft stations and in principal haulageways, and this limits the effectiveness of flashing lights. Electric gongs and sirens or whistles have been tried as warning signals, but the sound is quickly deadened and does not travel upward into the stopes, especially those of an extensive volume. Shutting off the compressed air is by no means satisfactory as a warning, as not infrequently it is stopped accidently, so that it loses its value as an alarm. The introduction of water into compressed air lines is undesirable as a fire warning and necessitates considerable care, especially in deep mines; pressure-reducing valves must be provided to reduce pressure that otherwise would break connections or split the pipe. A quick, effective method of warning miners underground of the existence of an emergency requiring them to leave the mine immediately, such as a fire on the surface or underground, is provided by the introduction of stenches in the compressed-air lines. This U.S. Bureau of Mines publication is an analysis of underground coal mine fire incidents occurring in the United States during the 15years from 1978 through 1992. The fire data used in this analysis were obtained from U.S. Mine Safety and Health Administration mine fire investigation reports. Fires were analyzed by year, State, coalbed thickness, mine size, mining method, ignition source, burning substance, location, equipment involved, detection method, time of day, time of year, number of injuries and fatalities, method of extinguishment, and evacuation measures taken. In all, 164 fires are included in this report, or an average of 10.8 fires per year. The most fires occurred in West Virginia, Kentucky, and Pennsylvania, respectively. However, the fire incidence rates for these States, expressed as the number of fires per million tons of coal mined, were the lowest, second lowest, and fourth lowest of all underground coal producing States. The most common ignition source was electricity; the most common burning substance was coal; the most frequent fire location was the belt entry; the most common equipment involved in fires was the conveyor belt; and the most common extinguishing agent was water.

In 1984, the U.S. Bureau of Mines conducted a mineral survey of a 26,598-acre study area which includes the 23,702-acre Mt. Limbo Wilderness Study Area (NV-020-201). The study area is 65 miles northeast of Reno, NV, and is underlain mainly by Cretaceous granodiorite that comprises the Selenite Range. Tertiary basalt, rhyolite, and sedimentary rock as well as Quaternary alluvium and lake deposits are exposed near the study area boundary. Mines just north of the area in the Hooker mining district produced tungsten ore in the 1940's and 1950?s. Similar deposits are not known in the study area. Disseminated gold is in sinter about 6 miles west of the study area and at several other locations regionally.

According to industry representatives, U.S. producers were listing unalloyed 95.5 percent aluminum ingot in October at 53-57.5 cents per pound, but reportedly much is being priced at 53 cents. New York dealers raised their October positions by about 3 cents to 56-56.5 cents, mainly to cover spot supply shortages. London Metal Exchange 3-month forward contracts traded up in October from 52.3 to 57.3 cents per pound and closed at 56.4 cents. ASBESTOS The Jaquays Asbestos Corp. has announced the imminent closure of its mine and mill in Globe, Arizona. This is the last asbestos producer in the State having operated continuously, except during the early thirties, since 1914. Cost of compliance with environmental regulations was given as the reason for closure.

The vapor pressure-temperature relationships for saturated pure liquid nitrogen are calculated by the Strobridge equation using a digital computer. This information is presented in two tables: first) in pressure increments of 0.1 psi from 1.8 to 492.9 psia) and second) in temperature increments of 0.1° from 63.15° to 126.26° K. These tables should facilitate the calibration of temperature-measuring devices over this temperature range.

Hard rock mining has grown in importance in the Yukon Territory during the last 10 years while Alaskan hard rock mining has declined. One asbestos deposit in Alaska is dormant, but an asbestos deposit 55 miles to the east in the Yukon Territory is being mined by the Clinton Mine Div., Cassiar Asbestos Corp., Ltd. In this Bureau of Mines report, the economics of mining in the two locations were derived using the Clinton mine as a model. Both deposits were assumed to be of equal size and mined by similar methods. Conventional open pit mining and processing methods were assumed, and capital and operating costs were derived using flowsheets and standard costing methods. The estimated cost for the mine, mill, and support facilities in Alaska was about 30 percent more expensive than that in the Yukon Territory. The higher labor rates in Alaska were the primary contributor to the higher construction costs; freight rates added only slightly to the total costs. Approximately two-thirds of the additional annual costs of operating in Alaska were for wages and fringe benefits. The price required for the Alaskan asbestos fiber was $356.65 per ton compared with $287.44 for Yukon fiber, plus or minus 20 percent. A 12 percent discounted cash flow rate of return, 100 percent equity financing, and a rapid writeoff of assets were assumed.

Mountain bumps have been a problem in the coal-mining industry since the 1920's. The problem became severe in the late 40's and early 50's with the introduction of mechanized mining. Fatalities and serious injuries resulted from mountain bumps during this period. Mountain bumps again caused fatalities in the 80 's. Interviews were conducted mostly with retired coal miners having experience in bump conditions with five different coal companies. These men held positions as president, general manager, roof-control specialist, mining engineer, inspector, superintendent, mine foreman, shift foreman, section foreman, miner operator, electrician, and general laborer. Together, their comments give a good idea of the things tried to mitigate mountain bumps in the Appalachian Coal Fields.

"Production of explosives for industrial use in,the United States during 1934 continued the upward trend begun in 1933 from the low-level output of 1932, and the output in 1934 was only slightly less than in 1931.Reports to the United Stated Bureau of Mines from companies engaged in the manufacture of industrial explosives showed that the quantity of explosives manufactured in the United States and sold during 1934 for use within the various States was 314,767,922 pounds - 23 percent more than in 1931.Production during 1934 included 39,207,845 pounds of permissible explosives 5 206,625,027 pounds of high explosives other than permissibles, and,68,935,050 pounds of black blasting powder of which 37,192,700 pounds were in granular form and 31,742,350 pounds in pellet form. These figures represent an increase over 1933 of 15.6 percent for permissible explosives, 30.9 percent for other high explosive, and 7.4 percent for black powder.Coal-mining operations were the chief consumers of permissible explosives; 99 percent of the total output in 1934 was used, in coal mines. The proportion used by bituminous mines was 59 percent and by anthracite mines 40 percent. Coal mining was likewise the principal consumer of black blasting powder, taking 88 percent of the total sales during 1934; of this proportion, bituminous mines received 78 percent and anthracite mines between 9 and 10 percent. Consumers of high explosives other than permissibles were more varied; the reports showed that 11 percent of the total quantity sold was for coal mining, 22 percent for metal mining, 17 percent for quarrying and nonmetallic-mineral mining, 46 percent for railway and other construction work, and 4 percent for all other purposes."

The Bureau of Mines has studied the fracturing produced in the vicinity of large-diameter blastholes in Lithonia granite. Cores were taken from the vicinity of AN-FO production blasts and examined using a total of seven laboratory and field measurement techniques to delineate zones of damage and evaluate the effectiveness of the seven diagnostic tests for fracture-state determination. Laboratory measurements of acoustic pulse velocity, porosity, permeability, compressive strength, and Young's modulus indicated the extent of fracturing with the acoustic techniques providing the best means of distinguishing between fractured and unfractured core. A severely fractured zone was found to extend approximately 25 inches (64 cm) from the center of the 6-l/2-inch blastholes, equivalent to 8 blast-hole radii. A second zone, characterized by a lesser degree of fracturing extended from 25 to 45 inches (64 to 114 cm) or 8-to l4-blasthole radii. Beyond 45 inches (114 cm) the rock was undamaged.

To reduce operator exposure to noise from vibrating screens at coal preparation plants. Background Hearing loss is one of the most common occupational illnesses in the United States. In the U.S. mining industry, hearing loss is 2.5 to 3 times greater than what is expected for the average population that is not exposed to occupational noise. Furthermore, studies by the National Institute for Occupational Safety and Health (NIOSH) showed that by age 50, 90% of coal miners have a hearing impairment versus only 10% of the population that is not exposed to occupational noise. A NIOSH cross-sectional survey of coal preparation plants showed that 43.5% of employees were overexposed to noise. The study also found that vibrating screens were one of the top five loudest types of equipment at these plants?as well as the most numerous?making them a key noise source to address.

Probabilities of encountering coalbed discontinuities during vertical or horizontal drilling in a specific coalbed can be estimated based on analysis of mined-out areas of the coalbed where the size, shape, orientation, and distribution of discontinuities are known. The result- ant probability estimates can be applied to cost-risk evaluations of drilling programs proposed for exploratory, developmental, or methane drainage purposes in undeveloped areas of that coalbed. Data compiled from mine maps of the Beckley Coalbed in southern West Virginia were used to estimate the probabilities that discontinuities would be encountered in two illustrative hypothetical drilling programs--one for drilling vertical boreholes and the other for drilling horizontal boreholes. Analysis based on a mined-out area of the Beckley Coalbed indicated that vertical methane drainage boreholes spaced 1,000 feet apart in a square grid pattern would each have a 29 percent probability of encountering a discontinuity in a geologically unexplored area of the coalbed. It was also determined that exploratory vertical drilling could locate most of the discontinuities if a borehole spacing of 2,500 feet were used. For horizontal drainage boreholes in the Beck- ley Coalbed, the analysis indicated a linear relationship between hole length and the probability of encountering a discontinuity.

In laboratory testing, the Bureau of Mines established criteria by which common resin-grouted roof bolting systems can be evaluated and compared. Ultimate strength and stiffness were determined for nonten-sioned full-column, point-anchor, tensioned full-column, and debondable resin-grouted bolts, and for variations on full-column boltsn Bolt per-formances were compared using the performance of the 3/4-in full-column resin-grouted bolt as the standard. New and innovative systems can also be qualitatively compared against this standard. Since the medium into which a resin-grouted bolt is installed is one of the most important parameters affecting bolt performance, various host mediums were used in the testing: sandstone, concrete, simulated coal, simulated shale, and plaster. Bolt performances expected in other mediums can be inferred from the response patterns obtained in these mediums. Results indicate several functional differences among bolt types. Where resistance to shear is important, point-anchor bolts may outperform nontensioned full-column bolts at a lower cost. In medium-to soft-strength rock, tensioned full-column bolts perform best. Also, varying the resin-steel ratio seems to have little effect on the properties of a full-column bolt, when proper resin mixing is ensured.

Slope failure accidents were responsible for about 12% of U.S. surface mine fatalities between 1995 and 2003. Small surface movements on a mine highwall may be precursors of failure that, if detected, could provide sufficient warning to enable workers and machinery to be withdrawn to safety. Radar interferometry offers the necessary precision to detect these movements. Radar has some advantages over other methods in its ability to cover large surface areas for true two-dimensional monitoring day and night under almost any weather condition. Radar’s active transmit/receive mode of operation provides for more direct sampling than do passive optical methods that depend on solar illumination. Improvements in microprocessor speeds and capacities have led to the development of a number of small, portable, ground-based systems; such systems are now being deployed at several locations around the world. As part of an ongoing study of monitoring technologies, researchers from the National Institute for Occupational Safety and Health and Brigham Young University, Provo, UT, cooperated to assess the feasibility of using interferometric radar to monitor mine slope stability. Field tests of a device incorporating prototype equipment were successful in that small, centimeter-scale displacements on rock slopes were detected.

The Bureau of Mines conducted both laboratory and field investigations to study the effectiveness of medium-pressure (up to 30,000 psi) water jets in controlling the generation of airborne respirable dust during the hydraulic fragmentation of coal. Laboratory studies were conducted at the Farmington High Energy Test Site of the Twin Cities Mining Research Center, and field studies were carried out at the Humphrey No. 7 mine, Mount Morris, Pa., in the Pittsburgh coalbed. The water jets were produced by commercially available triplex pumps. The dust samples were collected by midget impinger samplers, and analyzed by electronic and optical counting techniques. Respirable dust concentration for a full-scale production model was projected at below 2 mg/m3, the maximum exposure allowed by the Federal Coal Mine Health and Safety Act of 1969.

Dielectric constants and dissipation factors were measured for six rocks over the 20-to 100-megahertz frequency range by means of the susceptance-variation method. Results for both dry and moist specimens are presented and compared with data reported by others. Loss factors calculated from the data presented are important to the Bureau's study of rock fragmentation by means of dielectric heating.
