This U.S. Bureau of Mines report presents the documentation for COALVAL, a coal property evaluation software package developed on Lotus 1-2-3,4 version 2.2, spreadsheets. The software is compatible with version 3.1 as well, and may provisionally be run on the earlier 2.01 version. COALVAL is a menu-driven program that produces a prefeasibility-level cost analysis of mine-planned coal resources. The package contains cost models for each of five coal mining methods commonly employed in Appalachia: auger, contour strip, mountain top removal, continuous miner, and longwall. Other models, such as a dragline cost model, will be incorporated as the Bureau's Coal Recoverability Program matures. COALVAL allows mine operators, evaluators, consultants, and Government entities to input resource data and the various production, operating, and cost variables that pertain to their property. The program can evaluate up to 25 seams, each to be mined with up to five different mining methods, within a given area. Summary spreadsheets listing the cost per clean ton to mine the resources, f.o.b. the tipple, are produced for each property, seam, and mining method/seam combination.

This bulletin is a revision of Bulletin 63 and is published by the Bureau of Mines in order that purchasers of coal for Government, State, municipal, or private use may be informed regarding advances or refinements in sampling coal deliveries and preparing specifications for the purchase of coal. The purchase of coal by the Government under specifications depending on the heating value of the coal, its content of ash and of moisture, and other considerations, rather than upon the reputation or trade name of the coal, was based on the fuel investigations begun by the Technologic Branch of the United States Geological Survey in 1904. The plan was first adopted by the Treasury Department in 1906. Since then the plan, variously modified in form, but the same in principle, has been gradually adopted by other departments until, at present, of the coal used by the Government, the total value of which approximates $8,000,000 annually, more than half is purchased under specifications. The Government publications dealing with the adoption by the Government of the specification plan, the number of contracts awarded on that basis, and the quality of the coal delivered under such contracts in the several fiscal years covered by the reports are given in publioations a listed at the end of this bulletin. Under the authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, Washington, D. C., where samples representing deliveries of coal purchased under specifications for Government use are analyzed and tested. At this laboratory more than 1,200 samples have been analyzed and tested in one month. With the complete equipment and the efficient force employed, the analytical work has been so perfected that the analyses and heating-value tests of the samples received are as accurate as may be reasonably expected in laboratory work of this nature. One of the serious drawbacks to the general adoption of the specification method for the purchase of coal is the difficulty of obtaining at reasonable cost samples of coal that can be considered fairly representative of the commercial product delivered in wagons, railroad cars, or ships. Therefore the method of taking and preparing samples for shipment to the laboratory has been given fully as much care as the making of the analyses and tests, and a general plan of collecting samples fairly representative of the delivered coal has been evolved through various modifications and improvements based on experience and increased knowledge of the physical and chemical characteristics of the various coals that are purchased by the Government. The method that is in general use by the Government is described in the following pages. In connection with studies of the coal deposits of the country, of the best methods of preventing waste in mining, and of increasing efficiency in the utilization of coal belonging to or for the use of the Government, geologists and engineers of the United States Geological Survey and of the Bureau of Mines have visited more than 2,500 coal mines scattered through all of the coal-producing States and Territories. From each mine 2 to 8 or more samples were taken, the number depending upon the size of the mine and its output. The analyses and descriptions of the samples collected up to the end of the fiscal year 1913 are published in Bureau of Mines bulletins 22 a and 85,b and those of samples collected in the fiscal years 1914 and 1915 are presented in a bulletin that will soon be published by the bureau. A study of the analyses of these samples and of the samples taken from cars shipped from a number of the same mines shows that the mine samples are as a rule of higher grade than the average commercial shipments, particularly with respect to containing a lower percentage of ash and having a correspondingly higher heating value. This difference is due to the fact that the Government inspector, proceeding on the basis of what can be done by a good miner, usually removes more of the partings of bone, slate, and other extraneous matter from his mine samples than the average miner does in ordinary practice, the aim of the miner being to get the maximum number of tons past the tipple inspection, as his earnings are based on his output. The average miner, therefore, does not always take as much care as he might in rejecting the impurities. The Bureau of Mines recognized the problems encountered in low seam mining illumination systems. It was determined that the best way of implementing an illumination system is to integrate the design during the design and fabrication of new machinery at the factory. The purpose of this program was to integrate an approved lighting system in a low seam battery powered scoop and evaluate its performance. This report documents the work performed on this program and the results obtained.

The Bureau of Mines has been investigating deposits of critical and essential minerals in the United States since 1939. Bureau engineers made a preliminary examination of the Morefield mine early in 1943 and recommended investigation by trenching and diamond drilling, The Bureau of Mines conducted work from August to December of 1943, which indicated that the Morefield mine was a favorable location for an experimental mining program. The Bureau of Mines carried on such a program from September 1947 to March 1949. The property investigated is 30 miles southwest of Richmond in Amelia County, Va. (fig. 1). During World War II mica and beryl were shipped from the Morefield mine, but after the high prices and premiums paid during the war years were not available the mine was closed.

The material for this paper was collected for the most part by C. H. Beal during the years 1916, 1917, and 1918. Many of the conclusions reached in regard to the life of oil wells have already been published by the Bureau of Mines 1 but those presented in this paper deal particularly with the theoretical aspects of oil production. The report discusses some of the fundamental factors governing oil production, taking up first the conditions affecting the. amount of oil in the oil sand, then those factors that control the rate of production of oil wells, and then discusses several related problems, most of which deal particularly with the effect of the production of one well on that of another.

Early in 1944 the Chilean Government expressed a desire for assistance from the Bureau of Mines in a study of the coal deposits, coal-mining methods, and preparation and benefication of coals in Chile. A Memorandum of Understanding setting forth the purpose of the work was executed by the United States Government and the Government of Chile. Parts of this agreement are quoted: On February 4, 1944, the Ambassador of Chile in Washington expressed the interest of his Government in obtaining the loan of a mission of experts to assist in the conduct of a survey looking toward the utilization of the low-grade coals of Chile and the application of such technology as may be developed for the distillation of these coals and the use of oil shales. The matter has since been the subject of correspondence between the Secretary of State and the United States Department of the Interior, and the latter Department has agreed to cooperate with the Government of Chile, through the Bureau of Mines, subject to the following understanding:

A process for recovering manganese from open-hearth steel-plant slags was investigated. The proposed method of accomplishing this is indicated by the flow diagram in figure 1. Mixtures of open-hearth, steel-plant flush slags and limestone, so proportioned as to have molar [CaO -3P205] ratios of approximately 2, were fired at approximately 2,400° F. in an oxidizing atmosphere and then cooled slowly. This treatment produced a clinker consisting principally of two solid phases comprised of (1) various combinations of the oxides of manganese, iron, aluminum, and magnesium, probably in spinel complexes, and (2) a dicalcium silicate phase, which contains the phosphorus. Reduction of these clinkers with hydrogen or with gaseous mixtures containing CO, CH4, and other hydrocarbons at about 1,300° F. formed manganous oxide as well as varying amounts of ferrous oxide and iron. Carbon monoxide and mixtures of hydrogen and carbon monoxide effectively reduced the clinkers but also gave higher proportions of soluble iron when the manganese was extracted from the reduced clinkers by leaching at about 80° F. with ammonium carbonate solutions containing 26 to 28 percent ammonia and 15 to 26 percent carbon dioxide. It is believed that the manganese is in solution as an ammonia-manganese complex. Concentrations of about 90 grams of manganese per liter were obtained by batch countercurrent procedures. By distilling 50 percent of the ammonia, the ammonia-manganese complex was decomposed, and approximately 90 percent of the manganese was precipitated as the carbonate with the simultaneous precipitation of 15 to 30 percent of the iron, the larger amounts of iron precipitating in the continuous tests. The manganese-iron ratio in the product could be increased either by recycling more manganese from the distillation to the extraction or by aerating the liquor to purge it of iron before, rather than after, the distillation step. Calcination of the pelletized manganese carbonate in an oxidizing stmosphere at 2,000° F. or above gave a final product, Mn304, resistant to crushing and apparently possessing the other physical properties essential in a ferromanganese blast-furnace feed.

[THE ORGANIC act under which Federal Bureau of Mines was established provided for the investigation of the safe use of electricity in mines. Each Congress appropriates funds for conducting this investigation. As part of this investigation, electrical apparatus used in mines is studied to determine if its operation and use might introduce a hazard. From this study, certain safety standards have been developed. These standards, established with the aid of both the manufacturer and user of such apparatus, are published in schedules, and apparatus that complies with the requirements set forth these schedules is classified as "permissible." This term is defined to designate apparatus as "completely assembled and conforming in every respect with the design formally approved by the Bureau of Mines." In the judgment of the Bureau, the manufacturers of such apparatus have adhered to certain minimum standards of safety in supplying a product that when properly used and maintained is safe for operation in mines where flammable gas or coal dust may accumulate. This work of the Bureau of Mines for increasing safety does not make it obligatory for manufacturers of mine equipment to produce only that of permissible classification. Before the effective date of the Federal Mine Safety Code,5 the Bureau sought to promote safety by recommending that mine operators install permissible equipment in gassy mines as a preventive measure against gas and dust explosions initiated by electrical equipment. For some years, the mining laws of several States have prescribed the conditions under which permissible equipment must be used. The Federal Mine Safety Code requires that ?all new electric face equipment and replacements of equipment purchased for mines where nonpermissible equipment is now being used shall be of a permissible type approved by the United States Bureau of Mines,]

"INTRODUCTION AND SUMMARYThe tungsten properties of Lincoln Mines, Inc., and North Tem Flute Mining and Development Co. were first explored by the Bureau of Mines in 1942. Work on the project comprised trenching, sampling, a small amount of road and trail construction, and a small amount of core drilling. From April 13 to December 10, 1944, additional diamond drilling was done by the Bureau of Mines to test the lateral and downward extensions of the various tactite zones along the contact south of the Lincoln mine, including the property of the North Tem Piute Mining & Development Co.Claims leased by the Lincoln Mines, Inc., are in secs. 25 and 36, T. 3 S., R. 56 E.; secs. 30 and 31, T. 3 S., R. 57 E.: and sec. 1, T. 4 S., R 56 E., M. The property owners are continuing operations and are now engaged in building a 20-ton mill.The claims of the North Tern Flute Mining & Development Cc. are in sec. 1, T. 4 S., R. 56 E., M. D. B. & M. Merle F. Schofield is president of the company and maintains an office at Hike, Nev. These claims were leased by H. P. Laslett, of the Utah Nevada Mining Co., in 1945 and by the Atolia Mining Co. in 1946. The owners are now doing some exploratory work."

"INTRODUCTION )ne of the most important wartime activities of the Bureau of Mines was the search for new sources of minerals necessary to the prosecution of the war. As a part of the investigation of strategic mineral deposits in the United States under the Strategic Minerals Act (Public 117, 76th Cong., 1st Sess., Ch. 190), examining engineers of the Bureau of Mines investigated and sampled various deposits of chrome ore in California, Idaho, Montana, Oregon, and Washington, and those deposits that warranted further study were explored by diamond drilling, trenching, and drifting, as re¬quired. During these investigations, samples were submitted to the Ore Dressing Section of the Salt Lake City Station for metallurgical testing. This paper gives data summarizing results obtained from laboratory ore-dressing studies of the chrome ores submitted.Although the deposits range widely in geographical location, the mineral occurrence of all of them is strikingly similar. Chromium, in all of the ores tested, is present as impure chromite or chromium spinel. Although pure chromite (FeCr204 or FeO.Cr203) contains 68 percent chromic oxide, the iron may be replaced in varying amounts of magnesium, and the chromium may be replaced similarly by aluminum and ferric iron. In studying concentration methods as applied to chrome ores, the composition of the chrome mineral is of fundamental importance, because it is manifestly impossible to produce a high-chrome concentrate from a low-chrome chromite by any mechanical process.In all but one of the ores, the gangue material consists of olivine or altered olivine minerals such as serpentine, antigorite, and chrysotile. The exception, the Antelope or from Montana, has a gangue chiefly composed of actinolite, chlorite, and talc."

Although known since 1902 , the Capitan iron deposits have not been mined mainly because of the low grade of the ore . A small amount of exploratory work carried on at an early date was reported . C. E. Johnson , district engineer of the Bureau of lines for New, Mexico , visited this propert , and as a result of preliminary sampling and mapping by the Bureau3/ and the Federal Géological Survey , an exploratory project was conducted during March , April , and liay 1944. Further mapping and logging of the vagon -drill samples was done by V. C. Kelly , geologist , of the Survey .

"PURPOSE OF REPORTMany bituminous coal-mine officials realize that coal dust presents an ever-present coal-mine explosion hazard, and that persons forced to breathe large quantities of it may be more subject to respiratory infection than persons working in less dusty atmospheres. As an outgrowth of the realization that coal dust should be allayed at its source, many mining companies have expressed the desire to install dust-allaying equipment, and in a number of mines, water or wetting solution is being applied on the cutter bars of mining machines, on mobile loaders, belts or conveyors underground, and tops of mine cars. Spraying equipment also has been installed on dumps to allay dust during dumping operations. Dust-allaying equipment has not been standardized, however, because manufacturers have found that many prospective purchasers of such equipment have different ideas. These manufacturers wish to standardize, so far as feasible, the types and placement of such equipment. Many mine officials, although interested, do not know the best or most effective methods for allaying dust.For a number of years the Bureau of Mines has advocated allaying dust by applying water or, more recently, water modified by a wetting agent on the cutter bar of mining machines and by applying water to loaded and empty mine cars in order to keep as much dust as possible from spilling onto the haulage roads. In recent years this Bureau has also advocated applying water with or without a wetting agent during mechanical loading of coal and during unloading of coal from trackless cars or buggies and from elevating conveyors. It has now become apparent that specific arrangement of pipes, hose, and nozzles should be standardized to at least some extent. It is the purpose of this report, therefore, to give in detail suggested arrangement of dust-allaying equipment in the hope that both manufacturers and mine officials will have available dust-allaying equipment with maximum efficiency to do the desired work."

Since the discovery in 1935 by Adams and Holmes that certain synthetic resins exhibit ion-exchange properties, many applications of the ion-exchange process have been made. There are two general types of ion-exchange resins. Cation exchange resins adsorb cations from solution, and these in turn may be replaced by other cations adsorbed under certain conditions. 'Anion exchange resins adsorb acids from solution, and the anion of the acid may then be replaced by other anions. It is reported, however, that certain anion exchange resins have a low capacity for anions of weak acids without the necessity of acid adsorption either directly or as an intermediate step. The adsorbed ions may then be removed from the resins by elution with an appropriate solution, and the resin is prepared for the next adsorption cycle by regeneration with another solution. Sometimes one solution, is used to simultaneously perform the functions of elution and regeneration. The first and probably the largest application is in the field of water purification. Other applications have been made in the production of high-quality foods for human consumption, in the recovery of valuable substances from solutions, in the separation or fractionation of electrolytes, and in several other fields, each of which has its specific applications, variations, and possibilities. Ion exchange resins also have been highly useful in perfecting techniques of laboratory analysis and research.4/, 5/, 6/

Southeast Alaska's mining industry has come to life after nearly 50 years of relative dormancy. Commencement of operations of the Greens Creek Mine in 1989 marked a turning point in the industry as the first large scale mining operation in the region since closure of the Alaska-Juneau Mine in 1944. The Greens Creek Mine is now the nation's largest silver producer. Other large scale mining projects are now on the drawing board, including development of the Kensington Mine and reopening the Alaska-Juneau Mine, which could become North America's largest underground gold mine. The region's mining industry includes more than these large scale projects, however. For example, a significant level of mineral exploration occurs each summer in Southeast Alaska. In addition, mining operations in British Columbia and Yukon Territory are generating jobs and income in Southeast Alaska.

Diatomite is the name now generally given to a mineral substance composed of the tiny , skeletal remains of diatoms , which are microscopic , flowerless , water plants related to the algae ... This residuum is essentially hydrous amorphous silica. Common names for diatomite are : Diatomaceous earth , tripolite , kieselguhr , and infusorial earth . Strictly speaking , however , the latter material is not diatomite , as it is composed of the fossil remains of infusoria , which usually do not occur with the diatomaceae . Other synonyms for diatomite are : Diatomaceous silica , kieselmehl , bergmehl , diatomeenpeelite , polirschiefer , moler , molera , molererde , de smid earth , fossil flour , mountain flour , farine fossil , white peat , radiolarian earth , chalk rock, ceyssatite , randanite , and tellurine ; also various diatomite products of individual companies are known by their own trade names . Diatomite should not be confused with fuller's earth , for the two are separate and distinct substances . Bentonite , pumice , and tripoli , have also been used erroneously to designate diatomite . Tripolite , however , is a true diatomite formerly mined near Tripoli ..

The Bureau of Mines has devised a procedure to recover chromium chemicals from low-grade domestic chromites, which contain silicon and aluminum impurity levels that are too high to permit processing by present industrial processes. The Bureau procedure consists of reacting chromite with molten sodium hydroxide (NaOH) under oxidizing conditions to form sodium chromate (Na2Cr04). The reaction product is leached with methanol to remove the majority of the unreacted sodium hydroxide, then with water to remove the sodium chromate and the remainder of the sodium hydroxide. The sodium chromate product is recovered by evaporative crystallization from the aqueous solution. This report presents results of laboratory tests to determine the optimum fusion conditions and the chromium extractions obtained from several domestic chrotdte concentrates. These concentrates are from a variety of sources, including the Stillwater Complex in Montana, Kanuti River-Caribou Mountain, Red Bluff Bay, Kenai Peninsula, and Kodiak Island areas in Alaska, deposits in northern California, and a nickel-cobalt laterite from southern Oregon. All of these concentrates were successfully treated by the Bureau procedure. The best chromium extrac-tions obtained for each of these materials ranged from 69.5 to 98.9 pet.

In the course of, investigation of domestic manganese-mineral occurrences, examining engineers of the Bureau of Mines collected 2-ton lots of ore from properties in the Cleveland-district, Idaho. As only one of the ores was high enough in grade for direct marketing to-producers of ferromanganese, ore-dressing concentration methods were investigated to determine their amenability to treatment. High-grade ore. (38.7 percent Mn) from the Idaho Manganese Mining Co. was taken from a replacement deposit in limestone consisting of several horizontal beds 1 to 5 feet thick, about 1 mile northeast of Cleveland. The manganese minerals occur as an intimate intergrowth of manganese oxides, containing minor amounts of limonite, ?quartz, and calcite as rather fine inclusions. However, the major contaminants are claylike products of rock decomposition, which can be eliminated by thorough washing of the ore at relatively coarse sizes. The Hot Spot property is 1 mile south of Cleveland. The ore occurs as a replacement deposit of medium-grade- ore in limestone, .The sample taken by the Bureau of Mines assayed 26.0 percent Mn. The manganese minerals consist of nodules, principally pyrolusite with some psilomelane and manganite embedded in wad.' The low-grade wad, containing manganese and siliceous minerals in intimate association, was easily rejected by washing.

Costs of producing lead from various known resources in the United States are developed by the Bureau of Mines to define the future availability of domestic lead at various price levels. It is estimated that 60 million tons of primary lead (75 percent of the total resource) is available at $0.20 or less per pound; 72 million tons (90 percent of the total) is available at $0.50 or less per pound; and the 79 mil- lion ton total estimated resource can be obtained at a price or $1.82 or less per pound. The supply available at $0.20 per pound or less will meet demand for over 78 years at the 1970 annual consumption rate of 763,000 tons.
