A summary of Bureau of Mines research on recycling, reuse, and disposal of mineral-, metal-, and energy-based wastes is presented, accompanied by an extensive bibliography of related publications. The Bureau's waste recycling and disposal program is directed toward the following four main areas of research and development: (1) extraction of mineral, metal, and energy values from urban refuse; (2) upgrading and recycling of automotive and related ferrous and nonferrous scrap; (3) recovery, utilization, and stabilization of mine and mill processing wastes, and (4) recovery and reuse of values from industrial waste products. This publication updates Bureau of Mines Information Circular 8529, which was issued August 1971.

Two different techniques were used to make measurements of the absolute value of electromagnetic noise in an operating coal mine, Robena No. 4, located near Waynesburg, Pennsylvania. One technique measures noise over the entire electromagnetic spectrum of interest for brief tine periods. With present instrumentation, the spectrum can be covered from 40 Hz to 400 kHz. It is recorded using broad-band analog magnetic tape, and the noise data are later transformed to give spectral plots. The other technique records noise envelopes at several discrete frequencies for a sufficient amount of tine to provide amplitude probability distributions. The specific measured results are given in a number of spectral plots and amplitude probability distribution plots. The general results are that at frequencies below 10 kHz, power line noise within the mine is severe. Impulsive noise is severe near arcing trolleys, and at lower frequencies near any transmission line. Carrier trolley phone signals and harmonics are strong throughout the mine whenever the trolley phone is in operation. Introduction Industrial safety professionals recognize that adequate illumination is essential to a safe and productive work environment. The need for effective, lighting in underground coal mines is even greater.1 Designing appropriate lighting systems for these mines is no easy [ ] task because of the unique environment and work procedures encountered in underground coal-mining operations. Miners must depend totally on artificial lighting systems to see. Moreover, the working face is a low-reflectivity and low-contrast environment and is continually advancing or retreating.2 Laboratory mock-ups have been a major part of the process lighting equipment manufacturers must under- go to design an underground machine-mounted lighting system. The mock-ups often have taken considerable time. Furthermore, modifications to a lighting system (using different luminaires with an existing configuration or changing a luminaire's location, orientation, etc.) could require more time with additional mock-ups and laboratory measurements. Understanding the need to improve this situation, the US Bureau of Mines has developed an alternate method for facilitating lighting system mock-ups. A PC-Program (CAP),* with the latest software technology enables users to design, alter, and evaluate under- ground machine-mounted illumination systems. Lux levels and distance are measured as the luminaire is moved incrementally through angular traverses about horizontal and vertical axes. The measurements and angles subsequently are entered into the model. From this input data, three-dimensional isolux or isofootcandle profiles are constructed for luminaires that can be placed at various locations and orientations on a mining machine. As an example, Figure 1 shows a computer display of 21.5 Ix or 2.00 fc profiles for luminaires mounted on a simulated mine-shuttle car. Using this information, the model allows the user to determine the lux level at different locations in space about the shuttle car. How the model calculates illumination During initial development of the CAP model, the isolux profile of the luminaire was determined using the inverse square law (ISL) .3 The method of gathering data comprised recording a single measurement of distance at 21.5 ± 1.21x (2.00 ±11 fc) for angular traverses following 0.09 rad (5 degree) increments. This data was then used to find the illumination in space for any other distance at a given azimuth and elevation using the ISL. Limitations, however, exist with this method.4 The main one is that the ISL assumes a luminaire is a single point source of light, so long as the distance is greater than five times the 1al;gest dimension of the luminous area of the luminaire.5 Also, by using a single measurement to calculate the illumination for a given luminaire in the CAP model a large error could result from an inaccurate measurement.

Operation of the Bureau of Mines raw refuse continuous separation pilot plant is described, including modifications made to plant equipment for improved performance. Products recovered from refuse, many of which have been evaluated by other laboratories and private firms, are discussed. Sampling procedures used in the pilot plant and detailed data obtained from processing refuse from 13 municipalities are presented in appendixes. Fuel evaluations made on combustible fractions of refuse from the various municipalities are also presented. Information and data obtained at the pilot plant have been used to assist many municipalities in solving their urban refuse problems.

For a study such as this, which summarizes and amalgamates much information collected, compiled, and utilized by the numerous U.S. Bureau of Mines country specialists and branch chiefs for inclusion in the country and regional reports that comprise the five other sections of 1991 Minerals Yearbook-International Review, it is clearly impossible to cite all sources of information used in its presentation, but some recognition is due. Generally speaking, this study and its related detailed studies on countries and areas would be much more difficult, if not impossible, without the efforts of the personnel of national mining and geological agencies throughout the world. Information that they collect, compile, and then publish, either in their own volumes or those of central statistical agencies in their countries, are the foundations on which this work rests. Thus, appreciation is expressed to the multitude of persons employed by these agencies.

Early in the nineteenth century, coal from Clearfield County entered the eastern commercial market. Ashley reports that coal was moved down the Susquehanna River by ark from Clearfield to Columbia, a distance of 260 miles, as early as 18o4. Around 1850, the famous Moshannon or Lower Freeport bed was discovered. Several years later the Moshannon Basin was developed extensively, and the coal from this area soon acquired an enviable reputation as a high-quality industrial fuel. Today much of the original Moshannon Basin coal is worked out, and the Lower Kittanning bed has replaced the Lower Freeport bed as the principal source of production in southeast Clearfield County. With depletion of the thick underground deposits, the importance 'of Clearfield County as a coal Producer would have diminished rapidly, if it had not been for strip mining the thinner beds. About 60 percent of the coal produced in the county is strip-mined, and the trend toward this mining method is expected to continue as the older underground operations are exhausted. Many strip mines are working in beds that are too thin to be recovered economically by any other method.

The Bureau of Mines and many member companies of the Industrial Sand Association have been working in several areas to reduce personal exposure to respirable dust. Areas investigated include ventilation, modification of hardware, moisture addition to the product, and improved housekeeping practices. Ventilation systems have been devised and shown to contain 100 pct of a tracer gas released within the hood. An industrial clean air island has been developed and shown to reduce dust levels 90 pct at the opera- tor's position, Modification of hardware on a bag filling machine has been demonstrated to reduce dust 83 pct at the machine operator's lapel. This particular development has been termed a significant advancement in the state-of-the-art of bag filling by industry representatives. Addition of moisture to dried product materials has been tested with results showing dust reductions of 90 pct are possible!, Control of the moisture addition method still needs refinement and costs may be prohibitive. Dust sampling results clearly show the benefits of housekeeping practices such as building cleaning and vacuum sweeping. Rotation of work schedules is also effective for reducing personal exposure.

"Except for asthma and pulmonary infections, the types of lung disease that have been of immunologic interest the longest are the various mineral pneumoconioses. Because of their chronicity, type of pathology produced, and well-known immunotoxic properties associated with the dusts inciting them, the pneumoconioses have long drawn attention to the possibility that the immune system has not only been modulated but that its effectors have possibly contributed to their pathogenesis. All of the mineral dusts reviewed here have definite immunomodulating properties and act on various cellular and molecular components of the immune system. Further, each has an immunotoxic potential to induce either hypersensitivity (as in the case of beryllium) or other types of immune injury. This article reviews the immunologic aspects of the four major occupational minerals that have an immunologic impact on the lung: asbestos (particularly chrysotile), silica or quartz, beryllium, and coal mine dust.These agents have many things in common, yet each is distinctive. Although the possibility still exists that these mineral particles can adsorb intrinsic tissue antigens or extrinsic organic antigens to their surfaces and initiate immune responses to the adsorbed antigens, only one, beryllium, can act as an antigen itself. Silica is a profound macrophage toxin and thereby exerts many effects on those factors controlled by macrophages. Asbestos has undergone the most immunologic studies resulting in a much dearer picture of how it may contribute to immunopathology. Coal mine dust is the agent about which least is known immunologically, partly because there is no such thing as purified coal mine dust or a standard by which coal mine dust can be defined. Indeed, there are studies that use only the dust from the ground coal itself, whereas other studies use the total dust collected from air samples of a working mine in the belief that other types of dusts (e.g., silica from roof bolt drilling, from sand ground on the rails by cars, and from surface drilling) contribute to the disease (Figs. 1 to 5). This properly is coal mine dust and is poorly characterized. Yet, workers exposed to these dusts share similar reactive characteristics and they may be considered collectively as well as individually."

The U.S, Bureau of Mines is conducting a four-year (1987-1990) study to assess the mineral resources and mineral development potential of the Valdez Creek Mining District in southcentral Alaska. This study is part of the Bureau's ongoing statewide mining district evaluation program. This report summarizes the Bureau's site specific evaluations of two areas (Tyone and Peters Creek) of the district that were investigated to determine the bedrock sources of gold and PCM in the alluvial gravel of both areas. In the Tyone Creek area, grains of gold (up to 0.0212 oz/yd3) and platinum group minerals (PCM) were recovered from alluvium and weathered conglomerate of the Jurassic Naknek Formation and Tertiary age using placer sampling techniques, Platinum and palladium were detected in the heavy mineral concentrates recovered from placer sampling the alluvium, and Naknek Formation and Tertiary conglomerates. In the Peters Creek area, grains of gold (up to 0.014 oz/yd3) were recovered from the alluvium and Tertiary Sterling Formation conglomerate. The Bureau's evaluations indicated that drainage basins containing conglomerate are the most favorable targets for placer gold and PGM exploration; and Tertiary conglomerate represents a high volume, low grade gold resource.

"Mica" is a group name for a number of orthosilicates of aluminum with magnesium, ferrous iron, and the alkalies. They are characterized by their high reflection and a basal cleavage so well developed that they can be split into exceedingly thin laminae, which are more or less tough, elastic, and transparent, according to variety. Barium, manganese, lithium, chromium, titanium, boron, and ferric iron occur in same varieties. Eight distinct species of true mica, which appear in the following table, are recognized by mineralogists, but only the first five are of commercial importance. An analytical method for the determination of the gum-forming material in gasoline has been developed by the Bureau of Mines, during a study nor in progress to determine the best rays for elimination of such constituents from gasoline. This method is similar in principle to that previously described by Smith end Cooke,2 which involved evaporation of e sample of gasoline in a small glass dish. The evaporation was started on an actively boiling steam bath and completed in an air oven at 105°C. In the improved method described below, the stem bath has been replaced by a steam heated oven in which an inert atmosphere is maintained. Air is excluded from the oven, consequently the precision of the determination is increased. Furthermore, evaporating dishes different from those previously described may be used.

MORE than a year before the United States entered World War II, the requirements of the National Defense Program indicated the need for additional sources of aviation gasoline. On September 10, 1940, Dr. R. E. Wilson, Group Executive, Advisory Commission of the Council for National Defense, requested the Bureau of Mines to undertake a survey of crude oils of the United States to designate those suitable for the production of 91-octane aviation gasoline. As quickly as a program could be defined, agreed upon, and funds provided to conduct the work, the Bureau began the project. Over a period of many years the Bureau had collected samples and made analyses of thousands of crude oils produced in the United States. Although these analyses did not include octane numbers of the gasoline fraction, they provided data necessary for calculating the correlation index. This index, developed within the Bureau, is a measure of the types of hydrocarbons present in gasoline and therefore is roughly indicative of the octane value. This fund of information from Bureau of Mines Hempel analyses, supplemented by information obtained from oil companies, reduced considerably the necessary laboratory work by providing data that permitted a large number of crude oils to be eliminated from consideration. However, in the survey carried out during the last part of 1940 and the first half of 1941, 225 samples of crude oil were collected and distilled. Octane values of the distillates were determined by the Army AFD-1C method. (See page 57.) A report containing these results, together with the calculated amounts of 91-octane aviation gasoline available from these sources, was prepared and distributed to the several offices of the Office of the Petroleum Coordinator for National Defense in August 1941. In December 1942 the Office of the Petroleum Coordinator for National Defense became the Petroleum Administration for War (P. A. W.).

Coal has been hydrogenated in Germany on a lather extensive scale for the past 20 years, but the process is new to the United States. Although pressures up to 15,000 pounds per square inch have been employed on commercial scale in the synthesis of anhydrous ammonia, and there is evidence that valves, tubing, and equipment have been developed recently up to 30,000 p.s.i. working pressure at moderately elevated temperatures for limited industrial production of plastics, such pressure ranges are unusual in American industry, and equipment designed for them is not commonly available. In the Coal Hydrogenation Demonstration Plant at Louisiana, Mo., 10,000 p.s.i. operating pressures are combined with temperatures up to 1,000° F., and the materials to be processed under these conditions range from gases to mixtures of viscous liquids containing high percentages of abrasive solid particles. These service conditions presented unusual engineering problems requiring thorough investigation, Limited financial resources arid rigid time schedules inherent in the synthetic liquid fuels act often forced decisions before the best answer to a problem could be developed. Sometimes the ideal technical solution proved to be beyond the financial limitations of the demonstration-plant program.

Polychlorinated Biphenyls (PCBs) have been widely used as fire resistant dielectri coolants in electrical equipment used in mining applications, including transformers capacitors, electric motors, and electromagnets. In addition, PCBs have been used in hydraulic fluids and heat transfer fluids, and are present in many oil filled transformers. The Environmental Protection Agency recently banned the manufacture of PCBs and equipment using PCBs, and imposed strict requirements on the continued use and disposal of existing PCB equipment. This manual discusses the EPA requirements, suggest ways to decrease the risks resulting from continued use of PCB equipment, and surveys the non-PCB equipment that is available as replacements for the PCB electrical equipment presently used in mines.

This is the Seventh of a series of publications that describe methods and practices used in mining bituminous coal mechanically.3/ This report deals with the operation referred to in coal mining as continuous mining, and the interest shown by mining companies in this method is the reason for this study. Only continuous mining as it applies to the room-and-pillar system of mining, or a modification thereon, is discussed in detail in this report. Although not always as continuous as the name implies, it is a system of mining in which a machine is used to cut and load coal in one continuous operation without drilling and blasting the coal. With the mining equipment in most general use today, the usual cycle of operation in mining of coal is: (1) Timber, (2) cut, (3) drill, (4) blast, and (5) load. As the phases of this type cycle cannot be performed simultaneously in the same working place, it is necessary to operate from 3 to 7 working places so that at least 1 place is available for coal loading at all times. Even if the schedule of the phases in a cycle is maintained, coal production ceases during the time required to move the loading equipment from one loading place to the next. In 1920 a continuous-type mining machine4/ was installed in an Illinois coal mine to drive entries. Several other companies used these entry drivers for short periods in the following few years. In 1927 a southern Illinois coal company installed 2 of these machines which, in the next 25 years, were reported to have driven over 200 miles of entries. The machines did not attain widespread usage.

The rapid; depletion of' known high-grade ore deposits in the Tri -State lead-zinc district and the recognized need for the development of additional reserves led the Bureau of Mines to make preliminary examination of sites possibly adaptable to low-cost open-pit mining methods. Abandoned mines whose ore deposits were known to have occurred at shallow depths naturally presented favorable test points for the development of possible open-pit orebodies. The Lone Elm mine was in this category.

High-resolution shallow seismic reflection methods are being used by the Bureau of Mines to map underground geologic features in coal mines. These features include faults, channel sand, washouts, rolls, and steep dips. The seismic method is proving useful for locating all of these at reasonable cost and with better definition than available with drill programs alone. This report provides a capsule description of the techniques and their application to mine planning.

The U.S. Bureau of Mines developed a dewatering technique for treating wastewater that was tested on waste slurry from a commercial tile company in Alabama. Raw wastewater samples were pretreated with 10 Ib calcium chloride and 10 lb Wyoming bentonite per 1,000 gal of slurry. After pretreatment, polyethylene oxide (PEO) at dosages varying from 0.05 to 0.20 lb per 1,000 gal was mixed with the waste slurry, forming strong, tough floes that were separated from the clarified water using a trammel. The flocculated slurry was dewatered to a consistency that could be handled for subsequent disposal in a landfill. The clarified water quality was equivalent to that of the company's present treatment system.
