This Bureau of Mines report delineates the coal reserve base of anthracite, bituminous and subbituminous coals, and lignite, by mining method and sulfur content, for coal-bearing States west of the Mississippi River. The parameters used to establish the reserve base definition are the result of a joint agreement by the Federal Bureau of Mines and the U.S. Geological Survey. The reserve base of low-sulfur coal, =10 percent sulfur, is 167,324.5 million tons; medium-sulfur coal, 1.1-3.0 percent sulfur, is 37,531.5 million tons; and high-sulfur coal, >3.0 percent sulfur, is 11,244.1 million tons. The reserve base of coal with an unknown sulfur level is 18,323.0 million tons. The percentages of deep and strippable coal are 56 percent and 44 percent, respectively. The basis for reserve base estimates and analytical data for this report was the Fuels Availability System, a Bureau of Mines data bank containing numerous data tin fossil fuels. Information contained in the system was obtained from publications of the Bureau of Mines, U.S. Geological Survey, State agencies, private publications, and company data.

The STATE MINERAL SUMMARIES publication provides estimated data and summaries of mineral activities at the State level for 1990. Most of the estimates are based on nine months data. These summaries have been prepared in cooperation with State geological surveys or related agencies. Individual State summaries are published separately as State Mineral Industry Surveys and copies can be obtained from the appropriate State Activities field office.

1. The Pittsburgh bed is the most important bed in Ohio County, and virtually the entire production of coal in the county comes from this bed. 2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and 1,800 tons per acre-foot of-coal in place, are estimated at 365 million short tons as of January 1, 1954. Of this total, 356 million short tons is in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics are too meager to make an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

The charter of this investigation was to identify and promote the application of noise control technology to future longwall mining machinery. Intensive noise and vibration data were acquired on a typical longwall shearing machine, and the highest noise levels were shown to radiate from the cutter drums. Shearing machine cutter drum noise control techniques that take advantage of the nature of the dynamic forces generated during coal cutting were developed. These include both structural redesign and force isolation techniques. A reduced noise cutter drum was developed that achieved a 5 to 6 dBA system noise reduction at the operator's position. Its operational performance was verified by a six-month long in-mine test. It was evident from the data that additional noise reduction could be achieved by treatment of the shearing machine hydraulics. Noise control of secondary sources was also investigated. A method of reducing full or empty stage conveyor noise (and continuous miner conveyor noise) by 5 to 10 dBA was demonstrated through isolation techniques. Underground mine durability testing, however, is yet to be demonstrated.

This paper, describing the operation of the Gifford Hill & Co. plant at Hoot Spur near Texarkana, is one of a series being prepared for and published by the United States Bureau of Mines on methods and costs of mining and preparing gravel and sand throughout the United States. These tapers are designed to disseminate technical information regarding the methods used. The cost tabulations represent local operating expenditures only and not total production costs. Although the publication of total costs might not be advisable in some instances yet a knowledge of operating costs is essential to the technical discussion and study of methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulation shall ensue. The plant described combines some features of dredging and some of dry-pit operation, as material is excavated in a dry pit with a drag line, hauled to the plant in standard-gage cars, and then pumped. This operation should be of special interest to operators whose deposits contain a large quantity of clay.

This report describes a program to develop, design, fabricate and subject to environmental testing three prototype collection-sensing devices of an eventual mining-machine mounted automated monitor for the measurement of the respirable fraction of coal mine dust to determine both short-term as well as average mass concentrations over typical 8-hour shifts. The design of this instrument is based on collection by filtration and mass sensing by beta-radiation attenuation. The emphasis of this development program was to evolve a rugged, stable and reliable collection-detection head compatible with the environment to which An eventual monitor will be subjected. Laboratory testing of this prototype instrument was performed over a representative range of temperature, humidity, dust concentration and composition, shock and vibration. The results of this testing program indicated that the operation of the prototype version His compatible with these environmental conditions and that further development of this configuration into a field operational device is justified.

This report briefly describes the broad program of research and technologic work conducted by the Bureau of Mines on coal and related subjects during 1966. In addition to n description of investigations on mining, preparation, and utilization of coal, an account is given of the Bureau's work in mine health and safety, coal resources, mine explosives, and environmental conditions relating to coal mining and utilization. Details of most of the projects are reported in publications cited throughout this report. Centers and laboratories conducting the coal research and related investigations appear in appendix A; organizations, institutions , and companies contributing to the Bureau's coal research and technologic program are listed in appendix B.

An investigation was conducted to develop columbium alloys with e1evated-temperature strengths higher than those exhibited by more common commercial columbium alloys, and attention was given to improving the oxidation resistance and ease of fabrication. Additions of carbon, aluminum, and chromium were made to some columbium-base alloys, and their effects on workability, recrystallization, oxidation resistance, and mechanical properties at elevated temperatures were explored. The additions were made to take advantage of (1) solid solution strengthening, and (2) precipitation hardening. Three alloys displayed good high-temperature properties with relatively good oxidation resistance at 1,000° C, and tensile strengths from 26,000 to 32,200 psi at 1,400° C. When the properties of these alloys were compared with those of commercial alloys, B-66 and FS-85 (1),4 the outcome was favor-able for the alloys studied in this investigation.

The human race has been exposed to copper for thousands of years, as copper and gold were the metals first used by man (1). if According to Ramazzini (2), "of all the metals that man's ingenuity has contrived to dig out of the bowels of the earth, iron and copper are the most useful, far more so than silver and gold." Workings of copper in the oldest known copper mine associated with the smelting of this metal have been traced back to 4300 B. C. Facts revealed by archeological research in India, Austria, Hungary, France, Italy, and Spain indicate that the use of copper probably began about 5000 B.C. (3), and that about 4000 B.C. a copper age came intermediate between the stone and bronze ages (4). Copper ores are rather widely distributed and are found in nearly every country. Many of the copper minas of Europe have been worked since before the Roman Empire. The must important mines in Europe occur in the district around Huelva, extending into Spain and Portugal. The German deposits are located mainly about Mansfeld (Rhenish Prussia); they have been worked continuously for 1,000 years. Some of the mines in Africa have been worked by the natives for centuries, and China has produced copper from shallow pits for thousands of years. India also has many ancient mines worked in the early centuries (2).

The specific objective of this three year study is to investigate the means of reestablishing non-polluted hydrologic systems in areas where surface mining directly impacts shallow ground-water resources. The research area chosen for the study is located near Colstrip, Montana it a new mine site where chemical analysis of core samples from the overburden suggested that excessive concentrations of several elements would he encountered during the mining process. This report discusses local vegetation; soils; and regional geology, and hydrology. Stratigraphic cross sections and regression analyses were used to study the litho-chemical relationships in the overburden. Cross sections indicated Inimical material may be related to both rock tune and position within the overburden profile. In overburden zoness where clay content was high, there was a greater probability that Pb, Cu, Ni, and Mn concentrations would also be higher than average; similarly, the likelihood of overburden exceeding a suspect level became less as the sand content increased. Highest value, of conductance were usually found within a few meters of the surface. High concentrations of clay, nickel, and zinc were frequently found directly above and below the Rosebud coal. Regression analysis indicated overburden SAR was predictable with only a Na analysis. A strong relationship also existed in the overburden between conductance, Ca, and Mg.

Methods of chemical analysis of clays for the following constituents are presented: moisture, ignition loss Fe2O3, TiO2, P2O5, CaO, MgO, Na2O, K2O, total. carbon, carbonate carbon total sulfur, soluble salts, and soluble sulfate. In these procedures the attainment of accuracy has been the primary consideration sample was taken to insure accuracy, with ordinary precautions. The procedures may therefore be somewhat somewhat and will not be suited for routine work on samples for which the approximate analysis is already known and in which the need for accuracy is not very exacting. However, the method shod be as a set of detailed directions, that have been tested and shown to yield accurate results with clays and other aluminum silicate minerals. Among these minerals are clays of all types, bentonite bauxite, shale, brick; soil, calcined refractory, and sand. Although some of the methods are Unusual, no particular claim is laid to originality. The material was drawn frail many sources, put together and tested.

In 1948 the United States became a net importer of oil. Coupled with an unpre- cedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 400,00 barrels daily of petroleum and products. The country's oil position now differs greatly from that prevailing at the be- ginning of World War II. Then, actual oil production averaged about 4 million bar- rels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but pro- duced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation's petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil coal, oil shale, and agricultural and forestry products. ce World War II, a civilian demand for 6 million barrels of petroleum prod- ucts has become the order of the day every day. By drilling as many as 39,000 new wells a year, the production rate has been increased enough to meet domestic require- ments by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the over-all daily output. However, 48 percent of the oil comes from only 111 major fields which contain 50 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields - having proved reserves of 100 million barrels or more each must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly or perhaps more rapidly than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each, were discovered and proved - an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year's supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the num- ber of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. The innate variability of natural materials and processes causes uncertainty in the models representing the natural phenomena and uncertainty in estimating the parameters that are used in these models. Reliability analyses, in contrast to the traditional factor of safety approach, are well suited to a rational incorporation of uncertainty in design and exploration decisions. Probabilistic kinetic and kinematic analyses were developed and combined to form reliability analysis methods. With one method the reliability, i.e.) the probability of failure, of an individual 2-plane wedge in a slope can be determined. The other method is aimed at slopes with a single slope parallel set of joints. In each case two approaches were developed, an encompassing one relying on computer codes and a simplified or summary approach relying on charts or pocket calculator computation. A major contribution of these approaches is the treatment of joint persistance. Instead of having to assume a certain persistence, it is now possible to use exploration data on joint geometry and to include the persistence effect rigorously.

This document is Volume II of a two-volume report on underground and surface metal and nonmetal mine fires occurring between 1950 and 1979. Two surface fires from 1980 are included. Volume I discusses the methods of data acquisition, data analysis procedures, and results and conclusions. This volume contains (1) a master list of all fire incidents obtained from MSHA reports, (2) an annotated bibliography of all MSHA reports, journal articles on selected incidents, and non-reportable fires (appendix), and (3) indexes to be used in accessing incidents in the master list and annotated bibliography. These three types of information provide the reader with a complete summary of metal and nonmetal mine fires during the period from 1950 through 1979 and a convenient means to locate incidents of specific interest. The body of this volume is organized around two tables and a series of indexes. The two tables are master lists of underground and surface fire incidents. They are followed by 15 indexes keyed to the master list and annotated bibliography. The Appendix contains three different parts: ? The annotated bibliography of MSHA fire reports (one section each for underground and surface mine fires). ? The annotated bibliography of journal and other periodical articles about selected fires from the MSHA bibliography. ? A listing of non-reportable fires (one section each for underground and surface mine fires). Descriptions of the contents and use of each of the three major components of this volume (i.e., master list, indexes, and appendix) are presented in Section 2.0.

The Bureau of Mines (BOM) has begun a project to increase the understanding of the relationships between ecosystem health and its functions, and minerals development. The BOM, Juneau Branch, Alaska Field Operations Center, is providing support for ecosystem based land-management decision-making and the development of ecosystem based regulations by documenting the effects of mining on ecosystems and demonstrating the tools used to assess and analyze those effects. This is done by reviewing the data available on ecosystems and the environment at a mining site, the Greens Creek Mine near Juneau, Alaska, and applying available Geographic Information System modeling tools to assess the impacts of the mine on components of the pristine ecosystem. Habitat Capability Models for wildlife indicator species are used in this examination. Wildlife indicator species are used as indicators of ecosystem health by the U.S. Forest Service and the Alaska Department of Fish and Game, who developed these models for southeast Alaska. Analysis techniques from the U.S. Fish and Wildlife Service's Habitat Evaluation Procedures (HEP) are also used in this report. By applying available models and analytical techniques to the Greens Creek area, the benefits gained through mitigation of potential impacts become apparent. These or similar techniques are useful for cost/benefit analysis of mitigation alternatives. Also apparent from this analysis is that the degree to which potential impacts are observable will depend upon the ecosystem scale considered. This demonstrates the importance of defining the ecosystem and scale before performing impact and cost/benefit analysis. The watershed scale is found to be useful for assessing impacts to ecosystem components at the Greens Creek Mine. Much progress remains to be made in the modeling and prediction of impacts to ecosystems from mining activity.

This report describes and discusses present-day leaching technology employed to recover copper from low-grade mine and dump materials derived from the exploitation of copper ore deposits in the Western United States. Illustrations of the integral parts of the leaching, precipitation, and recovery operations at several copper-producing companies are presented. Schematic drawings are included to present typical flowsheets of leaching and precipitation operations. Operational problems common to most copper leaching and precipitation plants are discussed. Areas of present and future research to improve leaching techniques are cited.

This volume is the second of a four-volume final report on research carried out under a contract from the U.S. Bureau of Mines on the development of a computer simulation model for surface mine reclamation planning. The other volumes are titled as follows: Volume I: Ore Reserve Estimation, Volume III: Mine Coordinate Generator System, and Volume IV: User's Manual for OPMHS/2. The dragline model described in this report simulates the movement of the dragline bucket across the digging face, the swing load, the dump, and swing back. It is programmed to handle chopdown, key cut, main cut, and rehandling operations. Provisions have been made for simulating equipment and mining delays. Any mining method can be specified in terms of numbered blocks, the dragline positions for the mining block and the dumping location for the block. Accounting procedures permit the calculation of production rates, rehandle volume, dig and delay times. The model can be used to study the effects of varying mining conditions, cut width, and spoiling sequence with special reference to toxic spoil, overburden and bench removal procedures. The basic input data for the model include machine parameters, the geology and material characteristics, the mining parameter, and the delay characteristics of the equipment.
