Approximately half of all the fuel energy used in the United States is now pro-vided by oil and natural gas. A persistent and rapid growth in energy demand during the last 3 decades has been absorbed largely by the liquid and gaseous rather than solid fuels. In 1948 the energy provided by coal was substantially the same as in 1920. Meanwhile, the use of oil and natural gas each had increased fivefold. On a per capita basis, the change is more significant. Coal consumption has dropped from about 6 tons per person to 4-1/2 tons, while oil has increased from 4-1/3 barrels to 14-1/3, and natural gas from 7,500 cubic feet to about 35,000. These facts would have only academic interest if the United States had unlimited supplies of all fuels. However, while the Nation's reserves of coal are adequate to meet our needs for centuries, those of oil and natural gas appear limited. It is obvious, therefore, that the security of our liquid-fuel position would be greatly enhanced if the supply could be based in an increasing degree on solid fuels, such as coal/and oil shale, which make up more than 95 percent of our fuel reserves, instead of natural oil and gas. In addition, this would create new employment and help to stabilize the market for coal, which may be facing comparatively bleak prospects in the near future unless its position with respect to other fuels is improved.

The U.S. Bureau of Mines conducted experiments on the use of lightweight concrete in the density range of 100 Ib/ft3 for liners in underground mines. Three test sections were completed: a monolithic, portal-type structure with integral walls and arch constructed aboveground; an underground test section constructed in a mine drift using plywood forms; and a second section constructed in a drift using an air-supported formwork. The lightweight concrete in the two underground test sections was placed using piston pumps and a slickline. Fiber reinforcement was added to the concrete in the mine sections without any apparent problems with either pumping or placement of the concrete. In another experiment, the Bureau and Hecla Mining Co., Mullan, rD, used lightweight concrete in the density range of 25 Iblfe to replace timber blocking in a raise preparation structure. Other experiments are described in which low-density, lightweight concrete blocks were produced for mine ventilation doors, stoppings, and barricades. Other mine uses reviewed include pillars and collapsing beams. An advantage of low-density concrete is that it will display up to 50% deformation at a constant yield stress. These hlllovative concepts in deformable concrete lining systems will aid mine operators by decreasing capital and maintenance costs, increasing the available space in underground haulageways, and providing productivity gains and improved resource recovery in the soft, caving, squeezing, or bursting grollnu conditions often found in deep mines.

This report examines the feasibility of Employee Assistance Plans for the coal industry. Three issues are examined in detail. First, the prevalence of off-the-job factors such as alcoholism, drug abuse, and marital problems are examined in a sample of miners from the eastern, midwestern, and western underground coal fields. Then data were presented that examined the link between these off-the-job factors and behaviors critical to the mines such as absenteeism and turnover. Lastly, we examined the effectiveness of the major Employee Assistance Program in underground coal mining--the HELP Program. The report contains recommendations on whether coal mining companies should implement these programs and how these programs should be designed.

On September 4, 2007, Mine Safety and Health Administration, in alliance with the International Union of Operating Engineers and the International Association of Bridge, Structural, Ornamental, and Reinforcing Iron Workers, presented the first annual Mine Construction Maintenance and Repair?s Safety Contractor of the Year Award to Artisan Contracting, Inc., of Cape Girardeau, MO. Eligible contractors located throughout the United States were nominated. Artisan Contracting was nominated by Illinois Cement Company located in LaSalle, IL. Illinois Cement Company is a Division of Eagle Materials Inc., located in Dallas, Texas. Mr. Larry Frankum President of Artisan Contracting Inc., stated, ?While it is gratifying to receive a wonderful award such as this, we must not forget how fragile a good safety record is. We must constantly remain diligent in pursuit of maintaining safe work sites.?

THIS REPORT give's the results of a study of the central and south parts of the Cushing oilfield, including a description of the geology, a review of the production history, and estimates of oil reserves available by secondary-recovery methods. Each of the major producing zones of the field is treated separately. The report, which is one of a long series of field studies the Bureau of Mines has conducted over the past 40 years, was prepared to aid operators to increase oil recovery and to help prevent underground waste in the Cushing field, in the State of Oklahoma, and in the United States. The geology and production history are presented not as a review of past behavior of the Cushing field but rather to interpret the possibilities for increased oil recovery by future development of this and similar areas. The field, which is in the northwest corner of Creek County, Okla., was discovered in 1912 and developed during 1913 and 1914. For several years it, was one of the most important areas producing high-grade crude oil in Oklahoma. Although some oil has been recovered from each of 10 separate reservoirs, nearly 98 percent of the total recovery of oil in the area studied was from 4 major producing formations (table 1). The value of Alabama's nonfuel mineral production in 1982 was $299.4 million, a decrease of $14.4 million from that of 1981; the decrease continued a downward trend that started in 1980. Output of most nonfuel minerals declined; cement, crushed stone, lime, sand and gravel, and clays were the major commodities produced in the State. Despite the decrease in mineral output, Alabama led the Nation in the production of crushed marble; was second in bauxite; third in ferroalloys and oyster shell; fourth in bentonite and dimension marble; fifth in common clay. fire clay, and kaolin; and sixth in masonry cement and lime.

The U.S. Bureau of Mines investigated the resources, costs, capacities, market relationships, and short-and long-term supply of bauxite, alumina, and aluminum. The 45 evaluated mines and deposits in 14 market economy countries (MEC's) have a demonstrated resource of 8.4 billion mt of bauxite and an aluminum content of approximately 2.1 billion mt. Developed world bauxite resources and existing primary aluminum smelting and refining capacity are sufficient to satisfy demand through at least 1995, when additional properties (with higher cost levels) would need to be developed to satisfy future demand levels. It is anticipated that new alumina or aluminum production most likely would occur in developing regions with large bauxite potential, low-cost energy sources, and a close proximity to refining and/or smelting capacity. An increase in aluminum recycling capacity would help meet future demand increases. A series of network model supply analyses was performed for the period 1988 through 2000. Based on announced future production levels and assuming demand grows at the level outlined in the analyses, model results indicate there is sufficient material available to meet demand until 1998, where-upon an aluminum shortfall is projected. Additional analyses investigated the effect of a reduced growth rate of demand and regional production variations in Venezuela on the international aluminum industry.

The Bureau of Mines investigated the availability of lead and zinc from 104 domestic mines and deposits. Fourteen primary lead and fifty-three primary zinc operations with in situ demonstrated resources containing 27.3 million metric tons (t) of lead and 53 million t of zinc were subsequently evaluated. Potentially 17.5 million t of lead and 2.4 million t of byproduct zinc could be recovered from 14 primary lead operations. Economic evaluations performed in constant January 1982 dollars determined a long-run total cost per pound of recoverable commodity. Including a 15-pct discounted-cash-flow rate of return (DCFROR), 59 pct of primary lead was potentially available at or below $0.32 per pound of lead. Potentially 40 million t of zinc and 5.6 million t of byproduct lead could be recovered from 53 primary zinc operations. Ninety percent of the recoverable zinc is potentially available from currently nonproducing mines and deposits, and a weighted average of their long-run total costs was determined at $0.98 per pound of zinc. At a breakeven (0-pct) DCFROR, these non producing operations had a weighted average long-run total cost of $0.58 per pound of zinc. Sensitivity analyses illustrated that operations that recover byproducts were most sensitive to fluctuating metal prices, producing operations were more sensitive to increased smelter treatment charges, and nonproducing operations were impacted most by the DCFROR.

A major concern with blasting at surface mines is generation of ground vibrations and airblast and their effects on nearby residences. This Bureau of Mines report looks at the use of millisecond delays in blast design and their effect on the resulting ground vibrations and airblast. A total of 52 production blasts were instrumented and monitored at a surface coal mine in southern Indiana. Arrays of seismographs were used to gather time histories of vibrations and airblast. The data were analyzed for peak values of vibration and airblast and for frequency con-tent. Various delay intervals were used within and between rows of blastholes. Delay intervals within rows were 17 and 42 ms, and those between rows ranged from 30 to 100 msj these intervals are equivalent to 0.5 and 1.3 ms/ft within rows and 1.2 to 4.3 ms/ft between rows. Sub-sonic delay intervals within rows reduced airblast by 6 dB. Large delay intervals between rows reduced the amplitude of ground vibrations; their frequency depended primarily upon the geology of the mine site.

Tin mining on Seward Peninsula, Alaska, has been intermittently active since the early 1900's. Most of the recorded production (over 2,200 short tons of metallic tin) has been obtained from placer deposits, but recent production also has resulted from development of lode deposits associated with intrusive rocks occurring in the western part of the peninsula. Generally, the lode deposits containing tin minerals (principally cassiterite) are found in dikes, in granite masses, and in silicate zones in limestone overlying the granite. Both the placer and lode deposits have been of considerable strategic interest to the Government because of the almost total absence of a domestic supply of tin. The most important tin-lode deposit discovered to date is in the Cassiterite dike at the Lost River mine, on Cassiterite Creek about 85 miles northwest of Nome. This highly altered, rhyolite porphyry dike averages 12 feet in thickness, strikes N. 75° to 85° E., and dips steeply to the south; it can be traced on the surface for about 8,000 feet. Throughout its explored length of about 2,200 feet the dike everywhere contains some tin and tungsten in veinlets and disseminations; economic concentration of the are minerals, however, is confined to definite shoots. The ore minerals include cassiterite, stannite, hulsite, paigeite, wolframite, scheelite, and base-metal sulfides; gangue minerals include fluorite, boron silicates, and lithium-bearing minerals. Some ore minerals also occur in the numerous other dikes and in the granite and intruded limestone in and adjacent to the mine.

This paper is one of a series describing the mineral resources of the Nation, including location, history, production, ownership, geologic setting, and mining methods for most of the known manganese deposits in New Mexico, With few exceptions these descriptions are the result of field examinations by the writer. Of 32 counties, the 12 which occupy the western half of the State contain all the known manganese deposits, These counties are Catron, Dona Ana, Grant, Hidalgo, Luna, Rio Arriba, Sandoval, Santa Fe, Sierra, Socorro, San Juan, and Taos. This U.S. Bureau of Mines report presents results from an ongoing investigation of the use of adaptive signal discriminating methods to distinguish between cutting coal and cutting mine rock. Bit-cutting forces and tool vibration were measured in the laboratory as a linear-cutting apparatus (LCA) made constant-depth cuts in coal, sandstone, and shale test specimens. A portion of the collected data has been analyzed and some preliminary results are given here. The influence of data bandwidth, data window size, number of signal features, and voting among classifiers on classification performance are noted. Results to date, based on ideal-cutting conditions and simple geologic materials, indicate that of the four classifiers tested there appears to be no single best classifier. Usually, classification accuracy showed slight improvement as the number of features considered for classification increased. The highest classification accuracies were achieved when voting was conducted among classifiers followed by voting among force components.

Since its creation in 1910, the Department of the Interior's Bureau of Mines has pioneered in the development of mineral technology, through research. From the very beginning, research on mine health and safety has been a dominating concern, and a responsibility that expanded markedly as a result of the Coal Mine Health and Safety Act of 1969. Until the mid-1970's research on fuel technology and coal production also was an important part of the Bureau's work. But in the four years following the 1973 oil crisis, Congress established a reorganized Federal energy research apparatus in which all fossil fuel research-encompassing extraction, use, and conservation-was centralized. Today, the Department of Energy houses Federal research on coal mine production technology, while research on coal and noncoal mine health and safety and environmental technology, and on noncoal mine production technology, remains in the Interior Department as a continuing responsibility of the Bureau of Mines. The Bureau of Mines investigated the potential availability of magnesium from 45 properties in market economy countries (MEC's). The 38 significant deposits evaluated have demonstrated resources of approximately 29 billion short tons (st) magnesium-bearing material containing 416 million short tons (MMst) magnesium oxide (MgO). Using data it gathered, the Bureau determined the magnesium production potential for each property including a 15-pct rate of return on invested capital. Total and annual availability assessments for the next 30 yr were completed for magnesium (Mg) metal, deadburned MgO, and caustic calcined MgO. At a January 1984 market price of $1.34/Ib Mg metal, the properties evaluated could economically produce an estimated 13 MMst Mg metal. At a market price of $400/st nonmetal magnesium product, these properties could economically produce 109 MMst deadburned MgO and 43 MMst caustic MgO. These properties could produce approximately 301,000 st Mg metal, 3.0 MMst deadburned MgO, and 430,000 st caustic MgO annually at current full production levels and 1984 market prices until at least the year 2000. Total 1984 MEC production assessed in this study was 153,000 st Mg metal and 4.3 MMst nonmetallic MgO products.

This report describes a program to evaluate the feasibility of determining roof features which occur in United States coal mines from changes in bolting machine drilling parameters. The ultimate purpose of this effort is the development of an instrumented roof bolting machine which can detect hazardous roof conditions and/or indicate when the existing roof control plan is inadequate. A survey of hazardous conditions occurring in United States coal mines is included, along with the slang expressions for these conditions, and their relative degree of hazard. Specific machine parameters are identified for detecting the specific roof conditions. Measurement concepts are proposed using readily available instrumentation in most cases. Various systems are evaluated and tradeoffs presented. An implementation plan is proposed for developing a prototype system and using it in an operating coal mine.

When the Organic Act of 1910 established the Bureau of Mines within the Department of the Interior, the Bureau's programs involved only health and safety research and education, and fuels testing. As the Federal Government's primary agency for research in minerals, the Bureau has expanded its scientific and technological investigations to mining, processing minerals substances, eliminating occupational health and safety hazards in the mineral industries, economic development, and resource conservation. Today, Bureau activities cover a broad spectrum of programs for meeting the diverse (and sometimes conflicting) needs of mineral industries, government, and the public. In the 1960's, the Bureau initiated programs to resolve environmental problems associated with past mining and mineral processing. In the 1970's, the energy crisis raised the national consciousness concerning our limited supplies of domestic mineral and fuel resources. Dependence on foreign sources of raw materials critical to our national economy and competition from other countries for these world supplies stimulated the need to conserve and use with intelligence the Nation's minerals, metals, and fuels.

ADVANCES in mining and processing technology made it possible to reopen the De Beers diamond mine in South Africa, originally located in 1871 by Cecil Rhodes and closed in 1908. Radioactive material was used to indicate the efficiency of hydro-cyclones used in diamond concentration. Added interest was shown in recovering diamond from the sea off the coast of South-West Africa. Production of crude artificial abrasives declined because demand was paritally met by withdrawals from stocks. The value of graded grain-coated abrasives and grinding wheels surpassed those of 1962.

The Bureau of Mines is the engineering arm of the Government for mineral resources. Its mission is to carry out laboratory and field studies that will assure the wise and effective development and use of our Nation's minerals, fuels, and underground domain in order to preserve the security and enhance the welfare of our people. Specifically, studies are directed to the means by which current and emerging demands may be met, the real cost of such achievements, and the assessment of related social and economic factors. Ways are sought to fulfill our material needs in a manner that minimizes occupational hazards to workers in the industry, reduces waste, and ensures that mineral raw materials are supplied and mineral-based products are used and are disposed of efficiently, without objectionable social and environmental costs. The headquarters of the Bureau of Mines is located in Washington, D.C. The Bureau's research and development program, however, is conducted at 19 research centers and laboratories located throughout the United States.

Coal resource data from published sources and company files were used by the Bureau of Mines to determine the location and extent of strippable coal reserves in Wyoming. Total strippable reserves of 23 billion tons were estimated in seven major coal areas. Seven large strip mining operations were active in 1969, and their production totaled 45 million tons of coal. Cutoffs used to define strippable reserves were (1) minimum coalbed thicknesses of 5 feet; (2) overburden-to-coal ratios of less than 10 cubic yards of over- burden per ton of coal; and (3) total overburden thicknesses of less than 120 feet, except where reserves occur in multiple beds or a single thick bed. Tertiary rocks along margins of the Powder River basin contain most of the strippable coal reserves in Wyoming. The Wyodak beds, ranging in combined thickness from 30 to 1.30 feet, crop out on the east flank of the basin and contain an estimated 19 billion tons of strippable subbituminous C-rank coals under less than 200 feet of overburden. Partings between these beds total less than 60 feet. The 100- to 200-foot-thick. Healy bed on the western flank of the basin and the 35-foot-thick School and 20-foot-thick Badger beds on the south also contain large strippable reserves. Elsewhere in Wyoming, strippable reserves. Elsewhere in Wyoming, strippable deposits are subbituminous coal of Late Cretaceous and Tertiary ages, mostly in the Hanna and Great Divide basins in the south-central portion of the State and in the Kemmerer-Hamms Fork region in the southwestern corner.
