All general measures of the safety record of the coal mining industry worsened appreciably in 1970. Injury experience for the year was 260 fatal and 11,552 nonfatal injuries at respective frequency rates of 1.00 and 44.40 per million man-hours of worktime. The fatality total was 57 higher and the rate of occurrence was 18 percent higher than the corresponding figures of 203 fatal injuries with a frequency rate of 0.85 in 1969. The worsened fatality record in 1970 resulted primarily from a major disaster (a single accident which results in the death of five men or more) on December 30, 1970, that killed 38 men. There were no major disasters in 1969. The total of 11,552 nonfatal injuries in 1970 was the highest annual total since 1960. It was 1,635 higher and the frequency rate was 6 percent higher than the corresponding totals for 1969 of 9,917 nonfatal injuries occurring at a rate of 41.76. The injury severity rate of 8,308 days lost or charged per million man-hours was 13 percent worse than that of 7,359 in 1969. Similarly, the average severity of 183 days lost or charged per injury in 1970 was 10 days or 6 percent higher than in 1969. Aggregate worktime of 260.2 million man-hours and production of 609.8 million tons in 1970 were, respectively, 10 and 7 percent higher than in 1969. An average of 144,480 men were at work on an average of 227 active days in 6,316 mines and 544 mechanical cleaning plants during 1970.

The value of mineral production in-creased 13% in 1977. Nearly all commodities registered an increase in production and value, continuing a trend that started in 1976. In addition, practically all commodities registered an increase in unit value. Alabama led the Nation in the production of crushed marble, was second in bauxite and scrap mica third in kaolin and oyster shell, and fourth in bentonite, dimension marble, and fire clay.

The size and complexity of modern surface haulage trucks has resulted in an increased reliance upon sensors and electronic-based instrumentation for safe and efficient operation. Design engineers need accurate information about the equipment vibration environment to efficiently and effectively build components for installation on mobile mining equipment capable of withstanding the mine environment. Examples of such components include backup alarms, communication equipment, microprocessor-based controllers, and a wide variety of sensors. Unfortunately, this information is not available to the majority of both original equipment and aftermarket equipment manufacturers. To address this problem, the U.S. Bureau of Mines performed field vibration measurements on a variety of surface mining haulage trucks. The vibration measurements were then analyzed and test specifications were developed in the form of envelopes. In conjunction with test specifications, recommendations to aid manufacturers in implementing a vibration environment test program have been included with an illustrative example.

MEANING OF TERM, The term "minerals" when used in grants or in reservations or instruments of conveyance is not limited to metals or metalliferous deposits, whether contained in veins that have well-defined walls or in beds or deposits that are irregular and are found at or near the surface or otherwise. The term "mineral" in its commercial sense has been defined as any organic substance found in nature having sufficient value sepa- rate from its situs as part of the earth to be mined, quarried, or dug for its own sake or its own specific use. In 2005, a total of 263 metal mining operations reported employment to the Mine Safety and Health Administration (MSHA). Metal mines were the smallest mining commodity sector, comprising 1.8% of all mining operations. ? Gold mines comprised 46.0% (n=121) of all metal mining operations. Other common types of metal mines were iron ore (n=32; 12.2%), copper ore (n=31; 11.8%), and lead and/or zinc ore (n=16; 6.1%). ? Nevada had the largest number of metal mines (n=52; 19.8%), followed by Alaska (n=27; 10.3%).

The upper part of the Alabama deposits of crystalline graphite consists of an oxidized ore derived from the underlying unoxidized ore through prolonged Weathering. The degree of oxidation in different sections and at different depths within the bed is not uniform. The original ore is hard and blue-gray; the weathered product is soft and brown and is the only part that has been mined to any extent. Samples of both oxidized and unoxidized ores were obtained from two of the large graphite deposits of Clay County. Three additional samples of oxidized ore were obtained from different portions of a third property in the same region. In this report, ores 1 to 5 are of oxidized material and ores 6 and 7 of unoxidized.

Research performed on arcing faults and their interactions with electrical insulating materials within coal-mine power system enclosures are described. This work was performed at The Pennsylvania State University from December 1, 1976 through August 31, 1978. The thrust of this research has been divided into several primary areas. These include the development of a theoretical procedure for computation of three-phase and line-to-line arcing fault currents as a function of time, formulation of arc and tracking models so that arc voltages and energies may be computed, development of a simulation for pressure and temperature rises when a fault interacts with an electrical insulating material within an enclosure, experimental evaluation of electrical insulating materials in terms of their tendency to support and maintain an arc as well as their potential contribution to enclosure pressure rises, and integration of the above research areas to form overall procedures for theoretical and experimental evaluation. During the course of this research, consideration has been given to the possible effects? of an internal methane-air explosion within an enclosure as well as the potential influence of utilization-voltage-level, conductor spacings, and enclosure venting. Conclusions and recommendations address potential means for protection against enclosure failure, internal design considerations, and low-power testing procedures which might be used to evaluate insulating materials to be utilized within an enclosure.

The United States Bureau of Mines is establishing a computerized mineral inventory system to help the Federal Government appraise its mineral position and prepare programs insuring against critical shortages of materials. This system, called the Minerals Availability System (MAS), is a component of the Bureau's minerals intelligence function designed to conduct and maintain an inventory of minerals important to the Nation. The MAS defines the physical and commercial availability of the mineral resources. Known resources are evaluated and classified by deposit for entry into a computer storage and retrieval system. An integral concern of these evaluations is the cost of mining and beneficiating the ore contained in specific deposits. To meet this concern, a cost handbook was developed as an aid to preparing feasibility-type estimates for capital and operating costs of mining and primary beneficiation of various types of mineral occurrences. Cost data, obtained from U.S. and Canadian companies, were used as the basis of this handbook. The handbook presents cost curves and equations for each component of the mining and beneficiation process. Factors for each cost component are also given, thereby allowing the updating of cost for time, geographic location, labor rates, and mining and milling conditions. Included in the latter conditions are items such as the length of haul, need for rock bolts, and a rock work index for ores and rocks of various hardnesses. 1.2. USE OF THE HANDBOOK Using the handbook a feasibility-type estimate falling within 25% of expected actual cost is obtainable by summarizing cost components. This handbook should not be used to determine the cost of any single component of a mining or beneficiation system, as any single component may not fall within the 257 limit. It must be understood that anyone who uses the handbook must have a comprehensive knowledge of mining and processing technology and cost estimating procedures. The original flotation reagents were certain oils selected for a combination of properties that occurred fortuitously. It was recognized quite early in the study of flotation mechanism that, in order to function, an oil must have an active group-one that differs from the remainder of the molecule in its affinity for water or the mineral particle. Wark4 gives credit for recognition of this elementary chemical principle to the senior author of this report.5 However, it was soon found that simple hydrocarbons could not be used as flotation reagents and that two of the functions, which were combined in the early flotation oils such as pine and eucalyptus, could be obtained in separate compounds and their relative intensity controlled to advantage. These two functions were called collecting and frothing.

The Bureau of Mines has investigated podiform chromite deposits in three ultramafic bodies in the Caribou Mountain and lower Kanuti River areas of central Alaska. The investigation, reported in two parts, was done as part of the Bureau's mission to help insure an adequate supply of minerals to meet the Nation's needs. Part I describes an extensive field investigation and mineralogical studies by personnel from the Bureau's Alaska Field Operations Center. This report, part II, describes the mineralogy of 11 samples that were high-graded from surface exposures at 10 sites and presents the results of laboratory batch beneficiation tests designed to concentrate the chromite. The 11 samples, peridotites and chromitites that consisted of variable amounts of chromite or chromium-bearing spinets, olivine, and serpentine, were beneficiated by grinding and sizing, gravity concentration, and electrodynamic separation. Three high-chromium chromite concentrates, two high-iron chromite concentrates, and one high-aluminum chromite concentrate were produced. Three other concentrates were marginal, and two were submarginal. Chromium recoveries ranged from 54 to 92 pct. These results indicate that the areas may be significant chromium resources. Potential platinum association with the chromite was also investigated. Analysis of these 11 samples indicates that the areas are not good platinum resources.

This report summarizes the U.S. Bureau of Mines evaluation of the mineral resources of eight roadless areas in several National Forests in Montana. The areas are amoung those that have been proposed as additions to the National Wilderness Presevation System In various sessions of the U.S. Congress. Mineral Commodities present include gold (lode and placer), silver, copper, lead, zinc, molybdenum, tungsten, rare-earth elements, fluorite, and barite. Numerous mineral deposit types occur. Past production was from gold placers and vein-type deposits. There is potential for development of large volume porphyry copper-molybdenum, disseminated gold, stratabound copper-silver, and exhalative massive-sulfide metallic deposits. A substantial increase in metal prices is needed before any known vein-type deposits will be economic.

World resources of platinum-group metals appear ample for the foreseeable future; however, political and economic events in the last two decades have caused concern over the availability and reliability of an uninterrupted supply. Because of this concern, the U.S. Congress requested that the U.S. Bureau of Mines initiate a study of the flow of platinum-group metals in the economy that would delineate and quantify the production areas in which metal values are lost. As a result, the Bureau has developed a computerized commodity flow model for strategic and critical materials. Major attributes of this flow model are as follows: (1) it is generic and applicable to most commodities and (2) it can be updated as supply, demand, and/or production data change. The original model developed for cobalt, with slight modifications, was used to track the flow of platinum-group metals. This report follows the flow of platinum-group metals through their metallurgical, catalytic, and chemical applications and highlights areas in which significant losses occur because of downgrading, export, or disposal. The study indicates that materials containing about 63,426 kg of platinum-group metals were lost or could not be traced in 1989, representing about 63 pct of U.S. domestic consumption.

When the Organic Act of 1910 established the Bureau of Mines within the Department of the Interior, the Bureau's programs involved only health and safety research and, education, and fuels testing. As the Federal Government's primary agency for research in minerals, the Bureau has expanded its scientific and technological investigations to mining, processing mineral substances, eliminating occupational health and safety hazards in the mineral industries, economic development, and resource conservation. Today, Bureau activities cover a broad spectrum of programs for meeting the diverse (and sometimes conflicting) needs of mineral industries, government, and the public. In the 1960's, the Bureau initiated programs to resolve environmental problems associated with past mining and mineral processing. In the 1970's, the energy crisis raised the national consciousness concerning our limited supplies of domestic mineral and fuel resources. Dependence on foreign sources of raw materials critical to our national economy and competition from other countries for these world supplies stimulated the need to conserve and use with intelligence the Nation's minerals, metals, and fuels.1

The Midnite Mine is an inactive, hard-rock uranium mine in Stevens County, WA. Oxidation of sulfide-containing minerals, primarily pyrite, in the ore body produces large quantities of acidic water. An interception system installed by the mining company limits the discharge of contaminated water from the mine. The U.S. Bureau of Indian Affairs (BIA) and the U.S. Bureau of Land Management (BLM) have been actively involved in planning remediation of the disturbed areas. To assist in remediation, the U.S. Bureau of Mines (USBM) initiated research to determine water quality and to define ground water flow characteristics. USBM personnel designed a monitoring network, supervised installation of sampling wells, and collected and analyzed water samples. This Report of Investigations describes interpretation of data collected between December 1989 and April 1992. The computer program WATEQ4F was used to identify aqueous species distribution and to calculate potential solid phase controls of solubility. To assist in interpretation of changes in water quality between sampling locations and to develop models describing proposed flow paths, the computer program BALANCE was used. Using output from these programs and field observations, a description of the chemistry along proposed ground water flow paths at the mine is presented.

"Acid mine drainage can be controlled by water treatment, retardation of the pyrite oxidation reaction system, or enhanced prediction that allows preventive action to be taken. The Bureau of Mines is conducting research in each of these areas; the results of this research are summarized in the eight papers that comprise this volume. Field work to evaluate overburden analysis, alkaline injection, and bactericidal control of acid formation is described, along with two new inexpensive methods to treat acid mine water. These papers were prepared for an acid mine drainage technology transfer meeting held in Pittsburgh, PA, on April 3 and 4, 1985. INTRODUCTIONAcid drainage from coal mines is one of the most persistent industrial pollution problems in the United States. Over 5,000 miles of streams and rivers are adversely affected, primarily by underground mines that have been abandoned for decades. Meanwhile, at active mining operations and at sites where mining occurred after 1977, discharge water must be treated to meet fairly stringent regulatory limits--at a cost to the industry of over $1 million per day.The Bureau of Mines has a special responsibility to facilitate integration of mining and mineral processing with environmental safeguards. This responsibility is twofold: the development of techniques to reduce or eliminate environmental degradation, and the improvement of existing pollution control processes to make them more efficient and more cost effective. Research in acid mine drainage exemplifies the Bureau's concern for these environmental aspects of mining.This collection of papers summarizes much of the Bureau's recent research on acid mine drainage and will give the reader a sense of where the research is headed, in addition to providing details regarding new technology and recently acquired knowledge. "The captive bubble and sessile drop contact angle techniques have been used to evaluate the hydrophobicity of petrographically identified coal macerals. The magnitude of the contact angle on vitrinite is shown to be a function of coal rank ( %C, %0 and % vitrinite reflectance), increasing with increasing rank to a maximum for low volatile bituminous rank coals then decreasing for anthracite. The least data scatter is found when vitrinite reflectance is used as a rank parameter. Contact angles measured or estimated for other discrete macerals, indicate a variation in hydrophobicity based on coal type. These data correlate well with known flotation results. Coal is a heterogeneous mixture of plant remains and associated minerals that have undergone chemical and physical changes by biological and geological processes. These plant remains form coal macerals, discrete organic entities in the coal which have characteristic chemical and physical properties. As the differing chemical nature of each maceral will affect its behaviour in processes such as carbonization the separation of macerals during coal preparation may provide an important asset in coal utilization.Separation of some of the macerals based on specific gravity has been achieved in the laboratory, and by Sun and Cohen , in a study of two Pennsylvania bituminous coal preparation plants. It was indicated that the lighter exinites report almost exclusively to the clean coal while the denser inertinites are concentrated in the higher gravity fractions. The Longwy-Burstlein process6 took advantage of the difference in hardness or friability of the macerals by using impact breakage followed by screening to remove the more friable vitrain,clarain and fusain. The remaining durain, often high in spore content, was then recrushed. The re-mixed fractions produced the optimum size for obtaining the best coke strength for a particular coal.Separation or concentration of rnacerals by froth flotation largely depends on differences in the hydrophobicity of the macerals. Sun and Cohen 5 . indicated an order of decreasing floatability as exinite, vitrinite and inertinite, while a Russian study (as cited by Brown 7 ) showed that vitrains floated more readily than the duller types. More recently, Hirt and Aplan8 showed that 'pseudovitrinite' floats somewhat faster than does vitrinite while fusinite floats very slowly. Olson and A plan found that vitrinite floated easily while substantial quantities of the non-floated coal contained fusinitic material. Burdon noted that vitrinite is more floatable than semifusinite, and Sarker et a/. 11 have shown that vitrinite is selectively concentrated by froth flotation and oil agglomeration. Sun indicated that flotation, based on his calculated floatability index, should decrease in the order clarain, vitrain, fusain and durain; while Horsley and Smith 13 indicated the decrease to be: vitrain, clarain, durain and fusain. These differences can be attributed to the specific coals used in each study and to the individual macerals composing each coal type within a given coal."

A reconnaissance study of kyanite-group mineral deposits in the Northwest has revealed large exploitable reserves of the mullite-forming raw materials in the Woodrat Mountain and Goat Mountain districts of north-central Idaho. Potential coproducts or byproducts are garnet and muscovite mica. The Woodrat Mountain district contains garnet-kyanite-mica schist, which has been traced for 6 miles and may extend farther. Surface samples average 29 percent kyanite and contain up to 15 percent garnet. Inferred reserves of strippable ore with a low waste-to-ore ratio, and containing more than 15 percent kyanite, are more than 3 billion short tons. The Goat Mountain district contains several kyanite-mineral zones. Samples of the richest zones average from 10 to 20 percent kyanite minerals and represent about 200 million short tons of strippable rock. Beneficiation tests indicate that the kyanite minerals and garnet can be concentrated by a combination of gravity, flotation, and electromagnetic methods. Reserves in these deposits are sufficient to satisfy any foreseeable domestic and export demand. However, the freight tariff to reach the nearest major users of kyanite (located in the Midwest) has discouraged development of western kyanite resources. Western demand of a magnitude to support a moderate to large milling operation has not yet been developed. However, there is some foreign market potential. If a garnet byproduct could be prepared and sold for coated abrasive products or as grinding grains, an offset possibly could be gained to a por¬tion of the mining and milling costs for the Pacific Northwest producer. Such byproduct values would offer a means for expanding the geographic market areas as well as the regional market potential.

This report documents efforts to design, develop and test a training approach which would assist front-end loader operators in the acquisition of skills and awareness to reduce the probability of their involvement in accidents in the mining environment. The goal of this project was to prepare and use (on a trial basis) a training method and materials which would be generally applicable to any loader and surface mining operation while at the same time, be adjustable by mine personnel to meet the specific needs of each mining operation. This effort resulted in the Front-End Loader Training System, a structured, performance-based training approach with diverse instructional aids and classroom and on-machine training experiences. Validation of the System at a large western mine demonstrated the utility and flexibility of the training approach and materials.
