Purpose: This training material focuses on the content of emergency warning messages. Research has shown that when an emergency occurs, people often do not get the information they need for the purpose of taking appropriate action. This safety talk presents a procedure, using mental cues that can be used by senders and receivers of emergency warnings. Intended Use: This material has been developed for use in short safety-training sessions such as start-of-shift safety or Atoolbox@ talks. The information can be presented in approximately fifteen minutes and is appropriate for workers at all experience levels. While the examples and illustrations are taken from the underground coal mining industry, the training can be tailored to any work setting by substituting appropriate examples. Materials Needed: The instructor will need to prepare the figures provided in a form that can be seen by the entire class. Suggested methods include the use of: (1) overhead transparencies, (2) laminated pages that can be held up for small groups, and/or (3) handouts with copies of the figures for each trainee. As a supplement, stickers featuring the communication triangle can be placed on hard hats, telephones or other communication devices to remind workers about the key to effective emergency communication. The Talk: The accompanying script is a guide for presenting this safety talk. Training is enhanced if these materials are covered but not simply read by the trainer. Examples given in this guide are from real experiences. To make training more interesting and effective, the instructor can substitute examples from his/her workplace. The objective of this research was to evaluate the technical and economic constraints on the extraction and utilization of anthracite coal and to determine the research and development needed in order to make anthracite coal more fully utilized as a premium energy resource. In the report the contractor examines in detail the anthracite industry both past and present and evaluates market possibilities. Anthracite reserves and resources are analyzed and tabulated, and the problem of pumping and drainage from the flooded anthracite fields is covered. Current technology is considered in detail with a discussion of production techniques with potential for improvement. The contractor concludes the report with a summary of constraints on the anthracite industry and the contractor's recommendations for effecting a revitalization of that industry. An estimated production of 17 million tons annually by 1990 can be anticipated if adequate planning, research, and development to overcome present constraints are initiated in the near future.

In the absence of values for each influencing parameter and a known relationship of input-output space, novel approaches should be implemented as proxy solutions to mathematically complicated problems. Proxy solutions can be in the form of linear or non-linear multiple regression equations. Predicting the performance of gob gas ventholes is one of these mathematically complicated problems as it is difficult to know the exact relationships between various parameters influencing gob gas venthole (GGV) performance from active and sealed (completed) longwall panels. In this paper, a discussion of the NIOSH-developed software suite for methane control and prediction (MCP) based on an artificial neural network (ANN) is presented. The application of the ANN-based software suite to develop algebraic relationships for gob gas venthole performance prediction in sealed and active longwall panels is sought. Output information obtained from the NIOSH-MCP software as a response to various input parameters were used to create an input-output database for total flow and methane percentage from GGVs operating in active mines during completed and sealed panel situations. Due to the multi-variable nature of the software, outputs generated using the software for various inputs were used to develop analytical equations first using linear and then second using non-linear multivariable regression techniques. The advantage of this method is its ability to better understand the significant parameters of the relationships between the inputs and outputs for gob gas venthole production in active and sealed panels and to be able to predict their performances using relatively simple analytical functions.

The National Institute for Occupational Safety and Health (NIOSH) at the Pittsburgh Research Laboratory (PRL) is conducting research to reduce the noise exposures of roof bolting machine operators and to prevent additional cases of Noise Induced Hearing Loss (NIHL) thru the development of engineering noise controls. This paper describes and evaluates an engineering noise control for the roof bolting machine, namely the collapsible drill steel enclosure. The results of the evaluation demonstrated that using the collapsible drill steel enclosure provided a 7 dB(A) reduction in sound pressure level at the operator?s position of a roof bolting machine.

This regional report covers the mineral industries of Canada and 40 countries and territories in Latin America and the Caribbean Basin. Also included is a brief description of the mineral potential of Antarctica. The Latin American region encompasses an area twice that of the United States. Latin America and Canada have a rich and diversified endowment of mineral fuels, metals, and industrial minerals. Tables 1 and 2 provide a summary view of Latin America and Canada's output of its major mineral commodities in world mineral supply in 1991 (revised) and 1992. Table 3 shows the relative importance of a selected group of minerals produced in Latin America in the world mineral economy.

The purpose of this program is to demonstrate the feasibility and practicality of noise control for secondary and tertiary crushers in surface non-coal mining plants and mills. It is a part of the broad Bureau of Mines program to reduce noise in mines to levels mandated in the Coal Mine Health and Safety Act. Utilizing the results of previous contractual research efforts in which noise levels of secondary crushers had been measured, two noise enclosures were designed and evaluated for the REXNORD Symons 7-ft diameter secondary and tertiary crushers installed at the Jackson County Iron Company, in Black River Falls, Wisconsin. The first enclosure had a circular shape following closely that of the crusher and was built up entirely of quick-release panels which can be handled by the crusher operator alone. The second enclosure was octogonal in shape and can be rapidly removed, partially or totally using an overhead crane. Both enclosures fully satisfy the noise reduction objectives and permit daily and long-term maintenance of the crushers. Cost analyses show the cost of the enclosure to be less than 10 per cent of the cost of the crusher, the cost of the octagonal enclosure being estimated at only 60 percent of that of the circular one, e. g. $15,000 against $25,000. It is concluded that the octagonal enclosure best meets the needs of the Jackson County Mining Company and it is recommended that an experimental enclosure be built at the earliest possible time, as proof-of-concept.

The Furnish mine, Caharrus County, W. C., was operated intermittently until 1905 as a gold mine. Scheelite was discovered by A. L. Mash in the mine dumps of the Furniss and Phoenix mines, and he later informed the Bureau of Mines of his discovery. The Bureau of Mines, in two projects at the deposit in 1948 and in drilled 12 holes totaling 1,706.6 feet, examined and sampled the underground workings, excavated by bulldozer and hand, 3,155 linear feet of trenches and collected numerous samples for assay. The best scheelite shown; was found in the underground exposure of the Furniss mine.

Kaolin, or china clay, is the term applied to a group of hydrous aluminum silicates. Because of its purity, light color, and refractory properties, kaolin is used extensively in the manufacture of high-grade ceramic wares and as a filler by the rubber and paper industries. Although there are numerous pottery and enamelware plants in Texas, and large rubber and paper industries; all of the kaolin used in these plants is from other States, There are two known occurrences of kaolin in Texas, namely, the Leakey deposit in Real County and the several deposits of the Medley district in southern Jeff Davis County. An investigation of the Mueller kaolin deposit in the Medley district was undertaken by the Bureau of Mines. Following an examination of this deposit by W. D. McMillan, engineer in charge of the Texas field office of the Bureau of Mines, a proposal was made to investigate the deposit by diamond core drilling.

Overall mineral industry productive activity in Europe increased in 1965, following general upward trends in gross national product and total industrial production4 recorded. The gross national product of non-Communist Europe in market prices in 1965 was estimated at $572 billion and that of Communist Europe at $409 billion. However, the extractive sectors of the mineral industries generally did not fare as well as the processing sectors. In fact, a number of countries recorded lower production levels in this sector in 1965 than in 1964 and most countries had a lower growth rate in extractive industry output than in overall industrial output. Among the non-Communist nations of Europe, a general decline in coal production and lower levels of iron ore output in France, West Germany, and Luxembourg contributed significantly to the smaller growth rates or declines in extractive indexes. Where higher indexes were registered, this generally resulted from the performance of the petroleum and natural gas industry; exceptions were Greece, Norway, and Sweden. The decline recorded for Czechoslovakia was attributable entirely to poorer performance by that nation's coal industry.

The thermodynamic data presented in the literature for zirconium compounds are incomplete. Among the compounds for which adequate data are Zacking are zirconium fluoride and sulfate. This paper reports experimental heat-content values determined by the Bureau of Mines for these two zirconium salts throughout the temperature range of 273° to 1,200° K. No crystalline transformations were found in the two compounds investigated, and neither of the compounds melted over the temperature range studied. MATERIALS TESTED The Oak Ridge National Laboratories, Oak Ridge, Tenn., supplied the two zirconium salts used in this investigation. The zirconium fluoride was high- purity reactor grade material. The zirconium sulfate contained between 0.01 and 0.10 percent hafnium and calcium, and other elements in concentrations below 0.01 percent, A spectrographic analysis of the two compounds is given in table 1. Before use the compounds were dried at 400° C. for several hours to removed adsorbed moisture.

Acute vibration causes vasoconstriction in naïve human subjects1. Vibration-induced decrease in skin perfusion has also been reported in the rat-tail vibration model 2. After vibration exposure, rat-tail arteries demonstrate vacuoles in smooth muscle cells, similar to that caused by pharmacological vasoconstrictors3. This study addressed the effects of different frequencies, durations and patterns of vibration on lumen size and vacuole formation using the rat-tail vibration model in male Sprague-Dawley rats (~300 g). Methods The different groups were: 4-hr continuous vibration at 30, 60, 120 and 800 Hz; continuous exposure durations of 5 min, 1 hr and 4 hr at 60 Hz; and 4-hr cumulative exposure of 60 Hz delivered intermittently in cycles of 10 min on and 5 min off. Acceleration was set at 49 m/s2 r.m.s. for all frequencies. Unanesthetized rats were restrained in cages on a nonvibrating platform with their tails placed on a vibrating stage driven by a B&K motor (4809). The sham control animals were also placed in the vibration apparatus but not vibrated. Room temperature was controlled at 25 ± 1°C. Ventral arteries from proximal tail segments 7 were immersion fixed in aldehydes, embedded in epon-araldite and sectioned (0.5 µm) for morphological analysis. Vascular lumen sizes were measured as the percent ratio of the lumen perimeter to internal elastic membrane length using Image J software (NIH). The number of vacuoles in the smooth muscle layer of each artery section was counted. Results Fig 1: Semithin sections of arteries. A. Sham control. B. 4-hr vibration 60 Hz. Longwall mines typically use some form of standing support for secondary roof support in longwall tailgate entries. Although there have been several new support products developed for this application, there remains no universal design criteria to optimize the application of these support technologies. The requirement for optimization and proper support selection is to understand the degree of control that the support has on the ground behavior. The ground reaction curve and numerical modeling was used to evaluate the impact of standing support on ground behavior. LaModel was used to evaluate the impact of standing support on main roof and floor behavior and pillar yielding. The conclusion drawn from this study was that standing supports do not have sufficient capacity to control main roof or floor loading or prevent the resulting convergence of the tailgate entry. However, it is imperative that this “uncontrollable convergence” be considered in the support design to prevent premature failure of the support. A FLAC model was used to evaluate the near-seam roof and floor behavior in conjunction with the global vertical and horizontal stresses. The model suggests that standing roof supports can have some impact on the ground behavior as the elastic response of the rock is exceeded and rock structure deteriorates from the stress concentrations that develop around the tailgate opening. During this phase, the capacity and stiffness of the standing support can be critical to the stability of the opening, as eventually the rock mass will be transformed into a partially detached structure whose weight must be supported by the standing support. This work is part of a ground control program of research at the National Institute for Occupational Safety and Health (NIOSH) aimed at improving mine safety by reducing roof fall injuries and fatalities.

In the last several years, the coal mining industry has made significant changes in the design of longwall mining systems to make them more productive. Some changes, such as increasing the length of the coal faces and increasing the capacity of the face conveyors, have resulted in problems with achieving sufficient motor torque to start and operate the longwall face conveyors. Other changes, such as increasing the size and/or decreasing the percent impedance of longwall power center transformers, have resulted in problems with the short-circuit currents on the transformer secondaries exceeding the interrupting ratings of the molded case circuit breakers used to protect the secondary circuits. A survey of 24 longwall mining systems in northern West Virginia was conducted to investigate both problems. The results of the survey are presented and analyzed. Several recommended solutions to the problems are presented to enable the coal mining industry to design safe and productive longwall mining systems.

In the USA, the National Institute for Occupational Safety and Health (NIOSH) does a lot of work and has provided news of interesting new developments. Marcia L. Harris describes an ?Explosibility Meter: ?In underground mines, coal dust explosions are prevented by the addition of rock dust sufficient to render the coal dust inert. Federal [US] regulations require 65% and 80% incombustible content in samples taken in intake airways and return airways, respectively, assuming a nominal coal dust size of 20% minus 200 mesh. The Coal Dust Explosibility Meter (CDEM), a hand-held instrument developed by NIOSH uses optical reflectance to measure the explosibility of a rock dust and coal dust mixture.? The CDEM is now commercially available. It provides real-time results during rock dust surveys instead of waiting weeks for laboratory results1. ?With real-time results, the potential for a disaster can be mitigated immediately. The CDEM displays the percent incombustible content as well as a colour indicating the relative explosibility of the coal and rock dust mixture. A red read-out indicates that more incombustible material is required to inert the coal and rock dust sample, while a green read-out indicates that the dust sample is sufficiently inert. When the mixture is marginally explosible, a yellow read-out is indicated. The red-yellow-green output depends upon the particle size distribution of the rock and coal dust mixture with the finer size fraction being more explosible.?

"Many of the hoisting slopes at the mines in the State of Washington are driven on extra steep dips. To facilitate hoisting they are driven wide enough to provide two tracks. The cars are handled by high-speed, first-motion electric hoists and the trips run in balance.The State mining laws a provide that special man-cars be provided on slopes of 20° or more and that no one be allowed to ride while any loaded car is being hoisted in any slope in a mine. Obviously, in addition to the fact that it is more or less hazardous to ride while an empty trip is being hoisted, considerable hoisting time is lost during the day if some one has to ride the trips in the slope.Owing to the locations of pumps and various types of equipment, more or less travel is required up and down the slope. Not only to provide a proper safety factor but also to comply with the law, some other means of transportation in an¬other passageway is desirable. This is sometimes recognized in large mines by pro viding separate hoisting shafts, or slopes, and necessary equipment, which are use for transporting men and material. The handling of material in itself would justify the system in most large mines.The following description of an automatic electric man-hoist was prepared from data furnished through the courtesy of Mr. Thomas Murphy, superintendent of the Northwestern Improvement Company's mines in the Roslyn-Cle Elum coal field.The special features of this hoist are that no hoistman is required and its operation is always under the control of the person or persons riding the trip.The hoist was installed at mine No. 5, Roslyn, Washington, to provide a means of entering and leaving the mine on idle days or at night when no hoistman was on duty and to make it unnecessary to use the main hoist for a man trip during working hours. It has been in operation for about two years and has given very satisfactory service.The hoist, with all accessories, is housed in a concrete building 200 feet back from and in direct line with one of the main airways. One car with a capacity of six men operates over a distance of 1,200 feet on a 38° pitch.The wiring details of the electric circuits which control the operation of the hoist are shown in Figure 1-a.The hoist is driven through a worm gear by a 500-volt shunt-wound direct-current motor at a car speed of 120 feet per' minute. A gravity friction brake with magnetic release is mounted on the- motor shaft and is wired in multiple with the motor field coils. The hoist drum is also equipped with emergency friction brakes, which operate by gravity and are released, in case of overspeed, by the governor geared direct to the drum shaft. When these brakes set the control circuit is opened at contact 2E-2C and the motor stops.If the descending car meets some obstruction and is stopped, the hoist continues to run and unwind the rope. To guard against this occurrence, a weighted sheave wheel rides the rope 4 feet from the drum, and if the rope becomes slack the rider drops downward and opens the contact 2C-2E which stops the hoist.Limit switches, S1 and S2, are located on the hoist indicator, which is connected to the drum shaft through sprockets and chain. The pointer P indicates the position of the hoist at all times."

The techniques are discussed briefly in the following sections. However, detailed information on the techniques is provided in the cited references. INTRODUCTION Coalbed methane, if not properly controlled in the underground mine environment, is a safety concern due to the potential risk for an explosion. This is a particular problem during longwall mining, where the high rate and volume of coal extraction can result in the release of large amounts of methane from the mined coalbed and other adjacent gas-bearing strata. The variability and potential hazards of these sometimes unexpectedly high gas flows provide the impetus to develop methods to predict methane emissions into the underground workplace. A forecast of the volume of gas that might be released during coal mining is helpful for designing ventilation systems and for implementing optimum methane drainage strategies to help mitigate expected gas emission problems. A complete assessment of the need for methane drainage prior to mine development generally requires both an empirical and a theoretical approach. If there are active mines in the general area with similar geologic conditions and coal characteristics, a review of gas problems in those mines provides an initial insight into the level of gas emissions to be expected at a new location. In addition, relatively simple methods exist to determine the in situ gas content (volume of gas per unit weight of coal) of the coalbeds in a particular mining area, as well as the gas-in-place (volume of gas in the coalbed(s) within a defined geographic area).

Analysis of reported injuries for off-highway haul trucks indicated that 42.7% were slip and fall, and of these 34.1% occurred mounting and dismounting the machine. Redesign of the lower steps was concluded to provide the most overall improvement for increased safety and accident reduction. Various existing, innovative and conceptual designs were reviewed and evaluated. The most promising candidate designs were the four-spring supported lower steps and the center tube mounted lower steps. Both configurations proved to be viable designs as they passed successfully human factors and survivability tests conducted at a large copper mine.

It is hoped that the data obtained will assist the coal—mining industry to standardise the forms of leases, and so avoid some of the abstruse and ambiguous clauses which may be found in many of then and the consequent liability of costly litigation.In some of the publications of the Illinois Mining Investigations prepared under a cooperative agreement with the U. S.
