Investigations of the Gorda Ridge within the proclaimed U.S. Exclusive Economic Zone off northern California and southern Oregon, and the Mid-Atlantic Ridge extending along the center of the Atlantic Ocean, have received new impetus from the discovery of hot black smokers, sizeable polymetallic massive sulfide deposits, and vent animals at the Mid-Atlantic Ridge by the NOAA VENTS Program in 1985. Prior to that time, the oceanographic community focused investigations of seafloor venting at the faster-spreading oceanic ridges of the Pacific Ocean including the East Pacific Rise, the Galapagos spreading center and the Juan de Fuca Ridge because a consensus held that the faster spreading rates at these ridges were necessary to supply the heat to drive black smoker-type venting. As the only oceanic ridge in the Pacific with slow-spreading characteristics, the Gorda Ridge is an outlier of the slow-spreading ridge system that extends through the Atlantic Ocean and western Indian Ocean comprising more than half the 55,000-kilometer-length of the globe-encircling oceanic ridge system. In response to recent discoveries at the Mid-Atlantic Ridge the oceanographic community is shifting more of its activity to investigation of hydrothermal venting and related processes at slow-spreading oceanic ridges. The purpose of this presentation is to review the history of offshore non- fisheries resource development since World War II, as an introduction to a planned symposium on offshore resources scheduled for the 1996 UMI Conference. After World War II the United States became the leader in offshore oil and gas production, deep ocean drilling technologies, offshore terminals, platforms and production systems, and natural gas recovery and transport. Wartime skills in acoustic profiling and antisubmarine warfare were transferred into commercially important geophysical exploration techniques. The application of ocean drilling and geophysical techniques permitted the recognition and elucidation of plate tectonics patterns, development of seafloor spreading theory, and the transformation of our knowledge of seabed and subseabed strata. After John Mero's studies and recommendations for developing marine manganese nodules in the late 1950's interest in nonfuel minerals grew rapidly. The formation of international deep sea mining consortia in the 1960's was accompanied by a flurry of ocean engineering development, minerals prospecting and associated environmental studies The Santa Barbara Oil Spill of 1969 resulted in a moratorium on both offshore energy and minerals leasing by the Depart- ment Interior, and catalyzed the development of new Federal legislation in 1972. In 1973 the offshore energy moratorium was lifted in response to the Arab oil embargo, and offshore energy activities surged for a time. The United Nations Law of the Sea (LOS) Convention includes provisions (Article 76) for establishing the outer limits of a coastal State's continental shelf and for denoting the seaward extent of sovereign rights over natural resources. Determination of a coastal State's continental margin, according to Article 76, must consider eight factors: 1. The territorial sea baseline 2. The 2,500-meter isobath 3. The foot of the continental slope 4. A line 200 nautical miles seaward of the territorial sea baseline 5. A line seaward of the foot of the continental slope connecting the points where sediment thickness divided by distance to the foot of the slope equals .01 6. A line 60 nautical miles seaward of the foot of the continental slope 7. A line 100 nautical miles seaward of the 2,500-meter isobath 8. A line 350 nautical miles seaward of the territorial sea baseline Figure 1 shows the preliminary limits for each of the Article 76-based definitions for a portion of the U.S. Atlantic continental shelf. The additional areas gained beyond the 200- nautical mile Exclusive Economic Zone (EEZ) are highlighted. The first three factors are baselines from which the distance provisions of Article 76 are measured. Factors 4-8 are distance- from-baseline provisions for establishing the continental shelf limits. Factor 5, also known as the Depth of Sediment Limit or "Irish Formula", was calculated using sediment thickness data from seismic linesand isopach maps. All other factors were determined from digital hydrographic data. The Depth of Sediment Limit is the most advantageous method for the area shown in Figure 1. It is especially useful for introverted coastlines such as the Georgia Embayment and New York Bight areas. The first hydrothermal mineral deposits found at a seafloor spreading center were discovered in the Red Sea by multi-national research vessels between 1963 and 1965. At that time, the deposits were considered a special case related to continental rifting and an early stage of opening of an ocean basin. Since that time, examples of almost all major varieties of volcanic- and sediment-hosted hydrothermal deposits associated with basaltic rocks in the geologic record have been found at present spreading centers. Review of over 100 hydrothermal mineral occurrences presently known at oceanic ridges and rifts indicates that a range of deposit sizes from small to large (> 1 x 106 tonnes) occurs at all seafloor spreading rates. However, larger deposits but fewer per unit length of spreading axis appear to form at slow- than at intermediate- to fast-spreading centers based on available data. Larger deposits are more common in sediment-hosted than in volcanic-hosted settings regardless of spreading rate. A spectrum of hydrothermal deposit varieties (stratiform, stockwork and disseminated sulfides; various forms of sulfate, carbonate, silicate, oxide and hydroxide deposits) occurs in almost all of the tectonic settings. High-intensity, ore-forming, subseafloor, hydrothermal convection systems that conserve heat and mass and concentrate hydrothermal precipitates are extremely localized by anomalous physical and chemical conditions relative to nearly ubiquitous low-intensity hydrothermal activity at and flanking seafloor spreading axes at all spreading rates. This study was investigated about physico-chemical parameter such as water temperature, salinity, inorganic nutrients and total organic carbon (TOC). CTD (Model: Sea-Bird 911 Plus) castings were carried out on two transects in the northeast equatorial Pacific Ocean. As a part of the Korea Deep-sea Environment Study (KODES), inorganic nutrients and TOC were determined at 41 stations located from 131° to 136°W along 10.5°N and from 17° to 5°N along 131.5°W (Fig. 1). We particularly chose KODES Long-term Monitoring Station (St. KOMO) to observe for the annually environmental baseline study in the contract area. [ ]

Introduction Marine Autonomous Systems are making rapid progress from their early years as research tools for university departments & government institutes into having a growing number of real-world applications for industry, academia, statutory inspection, data acquisition and defence. Deep sea mining offers a distinct set of challenges that are very well suited to autonomous underwater vehicles (AUVs) and to a lesser extent for autonomous surface vehicles. Deeper, smarter, more capable Global demand for rare earth metals and high-grade ore will inevitably lead to exploitation of deep ocean resources as terrestrial reserves become depleted or remain unavailable for political or environmental reasons. Winning production licenses from the international seabed authority and especially gaining public trust to undertake deep sea mining activities and licenses will depend upon high quality pre-exploitation scientific surveys of the sea floor ecosystem, and subsequent monitoring of the impact of mining activity and remediation work. The actual area covered by the seabed mining operation may be quite small in terms of square kilometres, but still larger than can be patrolled by tethered ‘eyeball’ class Remote Operated Vehicles, so multi-spectral inspection, assessment and monitoring will be more effective when carried out by untethered AUVs. By using seabed recharging stations and data upload points the AUV can stay in situ in the deep ocean, rather than be repeatedly brought back to the surface.

Analysis of the relationship between environmental parameters and the content of Mn, Ni, Co, Cu, Fe and Zn in ferromanganese crusts permits improved identification of locations to prospect for crusts with commercially valuable concentrations of these metals. In this study we asked whether a statistically significant relationship exists between primary productivity of the overlying surface waters, the concentration of O2 in and depth of the O2 minimum layer on the metal content of non-hydrothermal ferromanganese crusts in the Pacific Ocean between 130o W and 175o E and 0o to 30o S (the study area). To further develop the interpretation of the results of the statistical analysis and to assess in detail the geographical expression of these parameters in terms of metal content in crusts, a geostatistical technique (kriging) was used to generate contoured values for metal content, primary productivity and O2 concentration in and depth of the O2 minimum layer in the study area.

Texture and geochemical composition of hydrogenous ferromanganese crust from relatively adjacent three seamounts (OSM2 at 157°35'E, 13°55'N, Lomilik at 161°37'E, 11°42'N and Lemkein at 165°05'E, 9°18'N) near the Marshall Islands in the western Pacific (Figure 1) were investigated in order to elucidate their growth history. These seamounts, located in different latitudes, are along a line that is parallel with the direction of Pacific plate movement. Thick crusts commonly have three or four distinct layers (Figure 2): (1) layer 1, uppermost layer, is black, dense, and has a botryoidal, columnar, or laminated texture; (2) layer 2, overlain by layer 1, is Fe-stained, porous to vuggy and filled with sediment; (3) layer 3, phosphatized layer, is black, massive, dense, and impregnated by CFA, (4) layer 4 shows parallel to undulatory laminated texture and cut by CFA-filled veins. Layer 1 and 2, unphosphatized young layer, are observed in crust samples collected from all seamounts. However, lower part of the crust shows different textures in different seamounts. Both layer 3 and 4 are found in thick crust from OSM2 but layer 4 is absent in crust samples from Lemkein and Lomilik. All the uppermost layers (layer 1) from three seamounts have similar textural and geochemical characteristics. Layer 2 is overlain by layer 1, is porous, partly Fe-stained, and sediment-infilled. In previous studies, layers 1 and 2 have grown in different oceanic environment. Textural and geochemical properties show that layer 1 has grown under relatively higher bottom water activity and lower productive environment than layer 2. Carbonate and detrital materials in layer 1 are not abundant compared to layer 2. Layer 2 can be assumed to have grown under equatorial high productivity zone (EHPZ) while layer 1 has started to grow when the seamount left from the EHPZ.

Technological advances and the shift towards green energies in the last decades have led to a substantial increase in the demand for metal resources. With rising political tension, and quasi-monopolistic production of some key metals, a secured supply chain cannot be guaranteed [1]. Therefore, the focus of the international research community and mining companies has expanded to the seafloor, looking for additional resources. The seafloor may have the potential to contribute significantly to a secure metal supply in the future. However, we have only investigated a fraction of our oceans in sufficient detail to assess the global resource potential. A detailed exploration of the vast seafloor is currently economically not feasible, due to its extremely time-consuming and costly nature. Seafloor massive sulfides generally form along the active plate boundaries and at active volcanoes in arc settings. However, the resources are not evenly distributed on the seafloor. Large deposits tend to be more common along slow-spreading and ultra-slow- spreading ridges that make up the majority of the global mid-ocean ridge system [2]. Therefore, it is important to establish geological models and exploration criteria in order to narrow down the permissive areas, which are likely to accommodate economically interesting deposits. Based on a detailed study of the TAG hydrothermal field in the central Atlantic Ocean, hosting a large active mound as well as several inactive mounds, we develop exploration methods and criteria to define areas of potential massive sulfide occurrences along slow-spreading sections.

The situation in the raw material market has brought into consideration the commercial exploitation of the mineral deposits on the deep sea bed and in particular the manganese nodules. They occur generally in depths of 4000-5000 m, partially covered or buried in bottom sediments. The deposits and their potential recovery have been intensively explored and researched during the past twenty years (Bischoff 1979, Halbach 1988, Padan 1990). Although the present market situation limits the rentability of deep sea mining on an industrial scale, the mining technology is being further developed in many countries. The stagnation phase in the deep mining issue allows sufficient time for conducting research on the precautionary protection of the deep sea environment and for consultation in the development of technologies with the least possible impact on it. The subject has gained in importance since autumn 1994, when the United Nations International Law of the Sea was signed. This also regulates human activities in international waters from the environmental point of view. As fields tests have shown in the past, even with the most modern technologies, mining of the manganese nodules will inevitably be accompanied by a resuspension of some bottom sediments. The generated sediment plumes will be further transported with the ocean currents and in the worst case form stable turbidity layers in different depths (Ozturgut 1981a, Baturin 1991). One of the problems of the environmental impact assessment is the estimation of the plume persistence before it eventually dilutes to approximately the ambient concentration level or settles at the bottom (Lavelle 1981a, Lavelle 1981b, Lavelle 1982, Thiel 1991a, Thiel 1991b). The aim of the research is to develop a numerical sediment transport model in connection with potential manganese nodule mining in a reference area located in the southeastern equatorial Pacific Ocean off Peru (Peru Basin, Discol Experimental Area). In this region, a German mining claim is registered and interdisciplinary field works of the TUSCH (German: TiefseeUmweltSCHutz, deep sea environmental protection) research group are carried out in order to obtain the required scientific background for evaluating of the deep sea mining impacts and to provide the necessary supporting data for the modelling (Thiel 1991a, Thiel 1991h).

The Atlantic Continental Shelf (ACS) of the United States includes about 391,000 km2 extending from the shoreline to the 200-m isobath. It varies in width from a fraction of a kilometer (offshore of southern Florida) to about 150 km (offshore of Cape Cod, MA). The contained volume, of sand and gravel is estimated to be on the order of 3-7 x 1.011 m3. Concentrations of potentially commercially important heavy minerals (HM) exist locally, particularly in high-energy depositional environments (for example in channels, tidal deltas, ridge and swale areas, and submerged former shoreline complexes). Recently completed and ongoing studies of HM assemblages in vibracore samples from the south shore of Long Island Sound, NY, offshore of Ocean City, NJ, offshore of Cape May, NJ, offshore of the mouth of Chesapeake Bay, VA, offshore of Myrtle Beach, SC (grab samples), and the ACS offshore of Florida provide the information base for this presentation (Table 1). INTRODUCTION Airlift pumping, utilize compressed air that is injected at the bottom of a vertical pipe submerged in the water, reduces the mixture density inside the pipe and lifts the liquid or mixture of liquid and solids. This type of pumping technology, which is simple and without moving parts submerged in water, which provides several advantages compared to the mechanical pumping. Airlift is used in various difficult pumping applications such as transport of fluids corrosive to metals, explosives, nuclear and toxic materials in chemical industries, diamond mining and coal transport. Application of airlift to deep sea mining conditions was investigated by extensive laboratory experiments [1], theoretical analysis [2], and limited proof of concept field studies [3] starting in 1970’s with the discovery of huge amounts of manganese nodules discovered on the seabed at a depth of ranging from 4000 to 6000 m . Even after extensive investigations over the last five decades, there exists no commercial application of airlift technology for lifting of minerals. The major problems with the application airlift for deep ocean mining was (a) lack of control over the expansion of the injected gas, which increases the velocity in upper part of the riser pipe (b) lower efficiency compared to mechanical pumping [3]. Different flow regimes are encountered in airlift pumping: bubble, slug, churn and annular flow. Annular flow regime is the least efficient in lifting of particles and churn flow has better efficiency [3].

Germany?s industry heavily depends on the continuous import of mineral commodities such as manganese, copper, nickel, and molybdenum. Due to the strong increase in metal prices since 2002 Germany?s federal geological survey, the Bundesanstalt für Geowissenschaften und Rohstoffe (Federal Institute for Geosciences and Natural Resources, hereafter called BGR) applied for a license area for the exploration of deep-sea manganese nodules in the Pacific manganese nodule belt between the Clarion and Clipperton fracture zones. A 75,000 km2 covering license area was eventually granted to the BGR by the International Seabed Authority (ISA) in 2006. It is separated into two parts: ?W1? (17,000 km2) and ?E1? (58,000 km2; Fig. 1). The BGR obtained initial information on the abundance and grade of nodules in the license area from samples collected during three cruises with R/V Valdivia and one cruise with R/V Sonne between 1976 and 1978 (Rühlemann et al., 2009). Since the accuracy of navigational data obtained during these cruises is outdated and sample coverage is unevenly distributed and sparse in many parts of the license area, BGR has started a new exploration program to investigate the German license area according to the rules, regulations and procedures issued by the ISA for the exploration of Mn nodules in the Area.

Ferromanganese crusts have traditionally been considered a potential ore for Co, whereas ferromanganese nodules have typically been considered a potential ore for Ni and Cu. However, both nodules and crusts sequester high concentrations of many metals (Table 1) from sediment pore waters and seawater, many of which are essential for high-tech applications. The resource potential of these rare and valuable metals is poorly known and they are the subject of considerable current research. The need for adequate and dependable supplies of these metals is essential for the development of new technologies. The rare-earth elements have recently received much attention in the scientific and popular press because of their use in so many high-tech applications and because more than 95% of the production comes from China (e.g., Service 2010); consequently, there is concern about the possibility of a significant decrease or even curtailment in exports from China. The lack of a primary source and the inadequate supply of Te have prohibited the development of a Cd-Te photovoltaic solar-cell industry (Hein et al. 2010). Inadequate supplies of many of the elements listed in Table 1 are limiting the development of key high-tech industries, forcing the use of alternative metals that [ ] may result in less efficiency or less favorable properties for a product. The rare-earth elements, Te, and other elements listed in Table 1 occur in high abundances in marine hydrogenetic and diagenetic ferromanganese deposits. Here, we look at the mechanisms by which these rare and valuable metals are incorporated into different genetic types of marine ferromanganese deposits.
