"The gold recovery of a Mexican cyanidation plant, in Sonora, has been decreasing due to the increasing presence of gold tellurides. This work presents the results of different processes aimed to recover the remaining gold from the cyanidation tailings of the operation. The cyanidation in the mine is performed at 0.1 g/L NaCN and pH = 10.3, adjusted with lime. The treatments studied in the laboratory with these tailings were: cyanidation at higher cyanide concentration than that used in the plant, cyanidation with oxygen injection, cyanidation with oxygen and lead nitrate addition, and thiourea leaching. The results obtained with each of these treatments are presented and discussed with the final objective of proposing a method to recover the gold associated with tellurium.INTRODUCTION It has been demonstrated that gold telluride is refractory to the conventional cyanidation process and, for this reason, some alternative methods to recover precious metals from tellurides have been proposed. (Zhang et al., 2010). These include cyanidation with modified conditions or the use of non-cyanide leaching agents. This work presents the gold leaching results of tests performed with a sample of cyanidation tailings obtained from a Mexican deposit containing telluride species. The mine exploits a mesothermal deposit with a molar Te/Au ratio of 1, containing also lead, molybdenum, bismuth and tungsten. Gold is recovered from the ore by standard cyanidation, however, lately the gold recovery has decreased, likely due to the tellurium content of the ore. The sample used in this work was the cyanidation tailings of this deposit. It was treated in the plant by cyanide heap leaching (0.1 g/L NaCN, pH = 10.3 adjusted with lime). Some gold remained after the cyanidation and it was thought that this gold was associated with tellurium. The objective of this work was the recovery of the remaining gold from the tailings by an alternative process."

"Colombian nickel laterites have historically been processed by pyrometallurgy. However, due to the depletion in ore grades, alternative processes are required. Hydrometallurgical processes, such as pressure acid leaching, have been proposed as alternatives to extract nickel from deposits with suitable characteristics. Such a leaching process requires high concentrations of acid to achieve acceptable extractions, and is not selective. In this study, an alternative aqueous alkaline glycine system has been employed to evaluate the leaching behaviour of a Colombian nickel laterite which contains 1.15% Ni, 0.12% Co and 41.1% Fe. Additionally, the effect of the addition of chloride ions, the use of a reducing agent and the application of a pre-treatment to improve the extraction of nickel were evaluated. Extractions of 4.63% Ni, 42.16% Co and 0.33% Fe were obtained using a 1M solution of glycine at pH 9. In addition, an increase in nickel extraction from 4.63% to 25.68% was achieved by applying a pre-treatment to the sample. The results show that even though nickel dissolution was much slower than in acid leaching, it was selective over other metals such as iron, proving the proposed method to have potential as a process for the extraction of nickel from Colombian laterites.INTRODUCTION Before 2010, most of the industrial operations used pyrometallurgical processes for the extraction of nickel, mainly in saprolitic regions of deposits, with greater contents of the metal. Nevertheless, due to the gradual depletion of such deposits, different hydrometallurgical processes have been studied as alternatives to process those nickel laterites with low grade and those which present problems of refractoriness due to the presence of acid consuming materials (McDonald & Whittington, 2008; Oxley & Barcza, 2013; Wang et al., 2012). However, such leaching processes require high concentrations of acid to achieve acceptable extractions and they are not selective. Facing lateritic nickel ore deposits containing high levels of acid consuming materials, an alkaline leaching medium becomes an advantageous alternative over acidic media, due to the increase in selectivity and decreased corrosiveness and reagent consumption (Tanda, Eksteen, & Oraby, 2017). Unlike conventional acidic reagents used for metal recovery, alkaline reagents can selectively dissolve the desired metal, leaving in the solid residue other elements such as iron, magnesium and aluminum, which are problematic in subsequent stages of metals separation and recovery. Furthermore, there are no serious corrosion problems associated with alkaline leaching, even at higher reagent concentrations, or at elevated temperature and pressure (Ntumba Malenga, Mulaba-Bafubiandi, & Nheta, 2015)."

"In the current work, factors influencing the corrosion mechanisms of TiC and Ti(C,N) based cermets are reviewed. Cermets were typically prepared with 30 vol.% of metal binder, in the form of various in-situ reaction-formed Ni3Al alloys. Commercial WC-Co hardmetals were also examined as baseline materials. The assessment of corrosion involved a variety of electrochemical measurements, including open circuit potential and potentiodynamic polarisation. The corrosion potential and current density were determined, following Tafel extrapolation, allowing estimation of the corrosion rates. Post-corrosion characterisation involved scanning electron microscopy analysis and associated energy dispersive X-ray spectroscopy of the sample surfaces. It is demonstrated that the primary corrosion mechanism for this type of cermet is dissolution of the metallic phase during oxidation attack, and thus this response can be expected to increase with the amount of binder in the cermet, although degradation can be subtly affected by composition (i.e. alloy composition, C:N ratio, impurities in the ceramic phase, etc.) and test procedure (i.e. aerated vs. de-aerated electrolytes). It was observed that addition of N content into the ceramic phase is beneficial to the corrosion characteristics of TiC based cermets, through significant refinement in the grain size of the hard phase. Similarly, elimination of impurities, such as W in selected TiC powders, also improves the corrosion resistance.INTRODUCTION Cermets are prepared using the combination of a hard, high elastic modulus ceramic phase with a ductile, high toughness metallic binder. This pairing of hard and ductile components ensures wide application of cermets in demanding wear environments. These materials are consequently used industrially in both bulk and coating form. The most common example of such a composite system is based on the use of tungsten carbide with a cobalt-based binder (WC-Co), which has been widely examined over the past 80 years. However, while WC-Co has been shown to exhibit an excellent combination of high strength and wear resistance, the corrosion and high temperature properties of this material are relatively poor. In addition, WC-Co possesses a high density (~13–14 g/cm3), which makes it a less desirable option when the component mass is a design factor (i.e. use in aerospace). In particular, the aqueous corrosion response of WC-Co limits its use in wear environments where combined corrosive degradation may occur (i.e. tribo-corrosion scenarios). Alternate cermet systems are therefore being actively developed due to these performance limitations."

"Rare earth intermetallic compounds are utilized commercially as magnetic and battery materials, electron gun electrodes, etc. Several of these intermetallics will be briefly discussed. There are many other rare earth intermetallic compounds which are not utilized industrially but have unusual properties which are of fundamental interest and may have future technological applications. Several of these materials are discussed as well.INTRODUCTIONTens of thousands of rare earth intermetallic compounds exist, but physical properties (primarily their magnetic behaviors), other than their crystal structures have been measured for only a small percentage of these materials. Among these are the commercially important compounds: Nd2Fe14B, and the SmCo5 – Sm2Co17 family – well known high strength permanent magnets; (Tb0.3Dy0.7)Fe2, Terfenol-D, a giant magnetostrictive material; LaNi5Hx a critical component of the rechargeable Ni metal hydride batteries; and LaB6 an electron emitter. There are, however, many other intermetallic compounds which are not utilized industrially, but none-the-less, exhibit interesting, and sometimes, exotic physical properties which are of fundamental interest and may have some future technological significance. These include: the giant magnetocaloric effect compounds Gd5Si2Ge2 and La(Fe13-xSix)Hy; the RCu and RAg families of ductile intermetallics; the mixed intra-lanthanide (R,R')Al2 compounds in which magnetic transitions disappear and reappear as one R is substituted for by R'; and GdNi which exhibits large dilations along two crystallographic directions and a larger contraction in the third direction at the Curie temperature resulting in zero volume change as GdNi orders magnetically via a second order phase transition.COMMERCIALLY IMPORTANT INTERMETALLICSNdFeB Permanent MagnetsThe Nd2Fe14B permanent magnets were discovered in 1984 independently in the USA and Japan. It is a ferromagnet and with proper heat treatment and processing Nd2Fe14B is the strongest near room temperature permanent magnetic material known today. This intermetallic compound is utilized as a permanent magnet in many applications, such as electric motors (e.g. the modern automobile contains up to 35 electric motors), spindles for computer hard disc drives, microphones and speaker magnets for cell phones and other audio equipment, direct drive wind turbines, actuators, and Magnetic Resonance Imaging (MRI) units. There are two kinds of NdFeB permanent magnets – bonded and sintered. The bonded magnets have a lower magnetic strength than the sintered magnet. The highest strength magnets are obtained by small substitutions of Dy (up to a maximum of 10%) for Nd, because Dy can significantly increase the coercivity and thus the energy product (a measure of the magnetic strength or hardness). The bonded magnets account for about 12% of the NdFeB market (~82 metric kt per year, containing ~20 kt/a of Nd). The NdFeB permanent magnet market is growing at a rate of about 15% per year. (Burzo & Kirchmayr, 1989; Kobayashi & Hirosawa, 2001; Coey, 2011)."

"A mine shaft is one main development method of establishing access in an underground mine. The construction technology of the mine shaft sinking is complicated and large equipment setup on surface and in the mine shaft. The paper briefly reviews a single-line operation method, parallel operation method and mixed operation method as well as the features of the one operation method with the excavation, lining and installation. The special construction technology mainly would include ground freezing methods, full diameter shaft drilling methods, caisson methods, grouting technology and concrete curtain methods as well as other methods. The paper summarizes the shaft sinking numbers and effects by the special construction methods during different periods. The paper states the shaft sinking conditions and the each created record conditions in the coal, metallurgy, non-ferrous metal, hydropower, highway, railway, nonmetallic and other industries. The paper has a prediction on the shaft sinking requirements and development tendency in the future for China.INTRODUCTIONA mine shaft is one main development method of access in an underground mine. In recent years in China the new shaft mines represent 45% of the total number of new mines. With the development of new mining area under construction and the development of deeper mines, the ratio of the mine shaft as access for underground mines will increase. The construction technology of the mine shaft engineering will be complicated, the operation site footprint will be small and the working environment will be more difficult. The mine shaft sinking operation will often be varied by the geological conditions and affected by underground water inflows, seam gas outbursts, geothermal and other natural conditions. The safe construction of the mine shaft sinking will be challenged by all these conditions. Although the mine shaft engineering will only be about 5% of the total mine roadway engineering, the mine shaft construction period often will take over 40% of the total mine construction period. With the progress of modernized mine production technology and the construction of a high production and high efficient mine, the mine transportation roadways mostly would be set in the seam and the engineered amount of the mine rock roadways reduced year by year could cause more prominent long extensions of the mine shaft construction period. Therefore, in order to speed up the construction, to shorten the mine construction period and to realize the investment benefits as early as possible, the technical level of the mine shaft sinking should firstly be improved and the construction speed of the mine shaft engineering and sinking should be speeded up, which would have important significant benefits."

Scorodite samples were synthesized, in adding or without crystal seed respectively by using Atmospheric Scorodite Process (ASP), Hydrothermal Scorodite Process (HSP), and Improved Atmospheric Scorodite Process (IASP) individually; and their crystal structure, crystallinity, morphology, particle size, specific surface area, Fe/As mole ratio, as well as the leaching stability were characterized, aimed to reveal the relationships among the synthesis methods, the compositional and structural properties, and the leaching stabilities of scorodite. The results show that synthesis methods have significant effects on the compositional and structural properties of scorodite. Scorodite samples of high crystallinity, small specific surface area, and low Fe/As mole ratio, possess high leaching stability. The order in the leaching stability of scorodite samples synthesized in this study is as follow: ASP<HSP<IASP. Scorodite particles in the sample synthesized by IASP without crystal seed are in large sizes and of pyramidal morphology enclosed mainly by crystal planes of {111}; and the sample possesses the crystallinity of 84.5%, the particle size (D50) of 28.2 m, the BET specific surface area of 3.72 m2/g, and the Fe/As mole ratio of 1.05; after leaching this sample by using acetate buffer solution of pH 4.95 for 10 days, the total arsenic concentration in the leaching solution is merely 1.14 mg/L.

GOLGOHAR Mining & Industrial Co., with annual production of 16 million tons, is one of the largest pelletizing and iron ore supplier in Iran that recently this year, because of using mineral processing techniques and extraction of ore body positioning between the metamorphic rocks, about 150 million tons of dry tailings has been created as a result of concentrate production. On the other hand, many environmental issues such as groundwater pollution have been developed by sulfide and silicate gangue minerals, which containing heavy metals such as mercury and arsenic. In this study, a new product with high added value has been introduced for the company by identification and extraction of industrial minerals in dry tailings. Also, by removing large masses of dry tailings, environmental pollution sources were gradually eliminated. This method can be used as a modern waste management approach in the world.

Activation analysis for copper and manganese in 10 mg samples machined from aluminum-base diffusion couples has been used in the study of ternary diffusion in the Al-Cu-Mn system. The accuracy, economy and convenience of the method are considered to be very competitive with other methods for analysis of such small samples. Neutron-activated aluminum-zinc alloys in the range from 10 per cent to 100 per cent zinc have been equilibrated with a known volume and the vapors subsequently condensed and collected. The vapor pressures relative to pure zinc (the thermodynamic activities) have been determined at 550°C' by recording the relative count of /'-rays from zn65 in the collected samples. The method is a sensitive one, although subject to serious obstacles to experimental accuracy.

"Atmospheric leaching of arsenical sulfide concentrates, and especially enargite leaching, is one of the major challenges within the current hydrometallurgy research area. One of the recent processes developed for sulfide ore treatment is atmospheric leaching in the presence of AF 5, a novel carbon based catalyst, in chloride media. The quantification of different ion concentrations during enargite and chalcopyrite leaching in the presence of AF 5 were measured and the copper recovery rates of 97% and 96% were achieved. The objective of this study is to shed light on the leaching mechanism of the sulfide minerals. Based on the speciation of iron and copper by different titration methods, the AF 5 catalyst first reduced ferric and cupric ions and then oxidized ferrous, cuprous and arsenite ions. The oxidation behavior of the catalyst enhanced the leaching results. The AF 5 catalyst also caused in situ precipitation of scorodite in leaching experiment. The speciation of ions in the chloride media were simulated by Phreeqc software and the dominant species in the leaching solution were determined.INTRODUCTION The hydrometallurgy of copper has been used for several decades and is still under development for more complex copper sulfide minerals due to their refractory nature. Most of the world copper reserves are in the form of chalcopyrite; and enargite is known as a major contaminant. Pyrometallurgical processing of enargite is problematic due to arsenic release and tight environmental regulations (Peacey, Gupta, and Ford n.d.). On the other hand, lower recoveries in the hydrometallurgical processes make most of these processes impractical. Several leaching processes have been developed for the leaching of copper sulfide minerals. Some of the common treatment methods for copper sulfide minerals are pressure oxidation leaching (POX), CESL, Activox, Albion process, atmospheric ferric sulfate leaching, Dynatec, Galvanox, and Hydro copper process (Barr, Defreyne, and Mayhew 2005; Conner and Anderson 2013; D.G. Dixon, Mayne, and Baxter 2008; Hyvärinen and Hämäläinen 2005; Palmer and Johnson 2005; Rohner, Bartsch, and Ngoviky 2012). Generally it is not viable to dissolve copper sulfide minerals at ambient pressure in mild acidic media and dissolution of these refractory minerals requires harsh conditions in the presence of oxidant materials (Biswas and Davenport 2002). Ferric ions have been used as an oxidant in different media in copper sulfide leaching processes. U. S. Bureau of Mines’ Reno Metallurgy Research Center in 1969 (Haver and Wong 1971) investigated ferric chloride leaching of chalcopyrite. Dutrizac and Macdonald (1972) studied ferric sulfate leaching of enargite. Based on this study, 50% of the copper was recovered at 80-85 ºC after 7 days of leaching. Cupric ions can also be used as an oxidant. Parker, Paul, and Power (1981) stated that cupric/cuprous couples are more effective than ferric/ferrous couples in chloride media because they are rapid and reversible. The Hydro Copper process leaches copper sulfide minerals in chloride solution catalyzed by cupric ions. In this process, copper dissolves as cuprous ions in presence of cupric ions (about 10 g/L) (Hyvärinen and Hämäläinen 2005)."

Current AG and SAG mill circuits have continued the trend to larger, fewer mills. These large mills place a significant additional load on the discharge systems and it has become imperative that the designs of these mill discharge systems are evaluated carefully to ensure maximum efficiency and have the capacity to be able to handle the increased mill discharge volumes. The current generation of multiphysics modeling tools allow a detailed analysis of AG and SAG mill discharge performance. The combination of Discrete Element Method modeling and Computational Fluid Dynamics allows the designer to model in detail all aspects of a mill discharge performance. This includes a detailed description of the build-up of solids and slurry in a mill discharge, the recycle of material back into the mill through the grates, the relative wear rates and the occurrence of overloading at the pinch points. These tools allow intelligent decisions to be made regarding the type of discharge arrangement, pan lifter geometry, and discharge cone design, so as to ensure that the discharge is capable of handling the duties required for a specific installation. This paper details the current state of the art in these modeling tools, and provides an overview of some recent applications.

"This article makes evident the shortcomings of the current operation of oxygen pipes as well as the damages they cause and why they cause them. When focusing on the causes and effects of these drawbacks, it was possible to develop a new family of thermal lances that could pierce a taphole with the precision of a drill but with the capacity to complete the whole operation. Although efforts have been made to replace oxygen pipes since they are annoying, dangerous and inefficient, nobody had worked to improve the way the traditional oxygen pipe taps/perforates the furnaces and reactors tapholes. In fact, developments made in drills and robotic arms, have failed to replace the oxygen pipe, which despite their negative side effects have been used for more than a century. Observation and theory were key to radically transform this humble tool into a dependable and efficient support in the operation. A good news that it is worthwhile to share for the benefit of all of us, passionate about the world of pyro metallurgy.INTRODUCTION Normally, reports and papers prepared for conventions, symposia or other technical events related to metallurgy aim to relevant topics in the operational field, probably because in them lay the scale economies every company pursues. We intend to give relevance to a matter normally disregarded in operations, but that unmistakably vital: if the furnace or reactor cannot be bled, the pyrometallurgical process will not be completed. Besides, if the tapping task is difficult or is long delayed, the availability of the furnace will be reduced. Consequently, there will be a waste of energy and workers will be exposed to dangerous levels of radiation as well as to work overload and physical injuries Apart from these basic effects, in tapping operations where oxygen pipes are used, we can see serious damages in the smelting furnace, especially in the taphole components such as refractory bricks, taphole jackets and water cooled plates. This paper intends to show that taking care of the tapping task can significantly upgrade not only to the tapping operation itself, but also the whole plant productivity."

An inclined cooling plate is utilized as a modification in the compocasting process of magnesium alloy and the mechanical properties of the composites obtained are studied in this work. Based on crystal separation theory, molten AZ91D is poured onto an inclined plate in order to produce solidification nuclei inside the fluid metal, and is mechanically stirred while reinforcement is added. Particulate SiC was utilized as reinforcement in quantities varying from 0 to 15%vol. Dispersion of the reinforcement was observed by macro and microstructure analysis. SiC was properly mixed into matrix until 15%vol., and Vickers hardness tests were carried out for the composites produced. Results obtained for hardness were shown to increase with reinforcement addition and comparable to those of traditional compocasting. Utilization of Inclined Cooling Plate produced good inclusion and homogenization of SiC through an AZ91D matrix, at lower temperatures and shorter times than traditional compocasting.

"Several base metal plants operate in low grade/high tonnage conditions which impose strict cost control on all fronts for their operations to remain profitable. This leads to decisions regarding plant design, procurement, operations and maintenance that often favor cost minimization over value optimization. This may hinder the representativeness of the metal accounting systems while this should be a priority in a low margin environment. Such poor representativeness not only creates confusion in plant scheduling but can also hide suboptimal metallurgical performance. Furthermore, this situation can run undetected for a while since one dominant feature of a poor metal accounting system is its poor self-awareness. During their practice, authors have particularly identified measurement bias and reproducibility, as well as their impact on metal recoveries as areas of concern. These issues have not been extensively reviewed in the specific context of precious metals in base metal plants. Pragmatic solutions are proposed either at the design stage for a new project or to retrofit an actual operation. These solutions should be based on a business analysis that set a value of information matching the contribution of precious metals as well as the potential to use such information to act toward increasing plant profitability. Conclusions are that trade-offs are an inherent part of the design/audit/retrofit of any metal accounting system in any plant processing either base or precious metals. However, compromises must be evaluated on economic/technical ground.INTRODUCTION Every mineral processing plant must produce metal accounting reports (Morrison, 2008) where estimated saleable metal flows and inventories are published. These metal accounting reports are delivered to a variety of stakeholders who use them for internal management purposes (day-to-day plant production planning, plant operation optimization, capital spending, etc.) as well as for external management (royalty settlements, tolling agreements, etc.). Hence, there should be no doubt that state of the art metal accounting is instrumental for mining companies to reach and sustain high-quality corporate governance (Gaylard, Randolph, & Wortley, 2014). However, producing a metal accounting report involves much more than just printing it (Lachance, Leroux, & Gariépy, 2015a). The underlying metal accounting system (Figure 1) is responsible not only for the reliable production of the metal accounting reports but also for the quality of the outcome. As such, the crucial tasks of its design/audit/retrofit should neither be seen as ancillary nor be left as an afterthought."

Mathematical programming (MP) is fundamental to systems engineering and operations management, but has not been widely adopted by mineral processors. The current paper presents an interdisciplinary approach, using MP to incorporate basic notions of mass balancing into an optimization framework. The optimization is typically related to economic profitability. Two- and three-product formulas are extended to give formal descriptions of alternate modes of operation, and a global representation of the concentrator. At this global level, the framework may assist plant managers to make tactical decisions based on incoming feed data. The MP framework is demonstrated through sample calculations describing a lead-zinc concentrator.

Hydraulic fills are widely used in the tabular, steeply dipping stopes of the South African gold and platinum mines as an integrated process within a daily cycle of drill and blast. There is therefore only a small time window in which to fill the geotextile bags used as primary fill containment, without the risk of loosing production. Consequently, mines tend to increase the flow rate to the stopes, although this compromises adequate drainage, consolidation and strength development during filling. Recent underground measurements inside the geotextile bag have revealed that at high rates of rise and at 25 degrees dip, the backfill can remobilise within a limited area inside the geotextile bag during filling. This sudden downward surge of backfill exerts, for only a few seconds, additional loading on the geotextile, its supporting mesh and the props. This unstable behaviour poses a serious threat as it can push props out of place, thereby damaging the geotextile bag and causing a mud slide in the stope. To reduce the risk of accidents, the phenomenon of sudden slumping was further investigated for various filling conditions in the laboratory. The results confirmed that the maximum pressures associated with the sudden slumping can be more than five times those experienced during steady-state consolidation. Based on this new insight, the current best practice for hydraulic backfilling was critically reviewed. A practical approach to implementing meaningful standards is presented to ensure safe operations in relation to the consistency of the backfill quality and the appropriate matching of geotextile characteristics with backfill properties.

The treatment of Turam data by conventional procedures does not permit the interpreter to make any estimate of induced current magnitudes. This problem may be overcome by using an alternative data treatment procedure. It is shown that the conventional and alternative procedures are equally satisfactory in terms of their ability to provide the location of line currents and estimates of conductor quality. A full description and evaluation of both procedures is presented in conjunction with field examples to show how the alternative procedure may assist interpretation when used to complement the conventional approach.

Canadian nickel-copper ore deposits have been a major source of nickel, copper, cobalt and precious metals for more than 100 years. The two main minerals of interest, pentlandite (Pn, (Ni,Fe)9S8) and chalcopyrite (Cp, CuFeS2), are usually accompanied by large quantities of pyrrhotite (Po, Fe1-xS). Until the 1950s, Po containing small amounts of nickel was routinely smelted as part of the valuable Ni concentrate. The rapid growth in Ni demand following the Second World War created impetus to treat the Po separately. This action would liberate a valuable smelting capacity for higher value Pn, allow for recovery of Ni locked in Po, convert the Fe to iron oxide or metallic iron pellets, and recover S as sulphuric acid or elemental sulphur. The roasting process also has the potential to produce energy due to the highly exothermic oxidation of Po. The Ni industry would then have a “waste-free” process. Both Inco (now Vale) and Falconbridge (now Glencore) developed processes and built large industrial plants for this purpose that operated with some success. But technical issues and tenuous economics were continual challenges. By the early 1980s these industrial operations were closed. Sophisticated froth flotation methods of rejecting Po were developed, and Po containing up to 1% Ni became a waste material reporting to the tailings stream. As part of a major study on possible processing methods of Po for both value recovery and waste remediation, this paper presents a historical perspective on Canadian Po tailings with regards to their generation, inventory, value, and attempts to process them.

At both the international and country level, the issue of how the mining sector and indigenous populations should engage on issues of mutual interest or concern has emerged as one of central importance and controversy; involving the mining industry, Aboriginal communities, governments, the courts, and other stakeholders. At its heart, stakeholder engagement is an ethical issue, although it manifests itself in international instruments, domestic laws, industry guidance and agreements. At the international level, the concept of ?free, prior and informed consent? (FPIC), while not subject to widespread agreement on the finer details of evolving definitions, seems to be emerging as an increasingly recognized engagement norm. Within Canada, through a series of decisions, the Supreme Court of Canada (SCC) has articulated a fiduciary obligation of the Crown to consult with and accommodate impacted Aboriginal groups on resource management issues. Provincial governments have been variously attempting to adjust their resource management regimes to stay in alignment with SCC and lower court decisions. Mining sector organizations, working with First Nations partners, have developed agreements to work together for mutual benefit. At the individual mine and community level, there have been instances of constructive engagement, as well situations of physical resistance and legal challenges. The purpose of this paper is to examine the potential impact of new rules under the Ontario Mining Act introduced in 2012 and taking full effect in 2013, which amongst other procedural specifications, addresses the issue of mining industry-Aboriginal consultation in exploration and development activities. Leading up to the passage of the regulations, representatives from some junior mineral exploration companies have been highly critical of the new rules. Similarly, there have been a range of responses to the new rules from some in the First Nations community. The paper will review the regulation in terms of its apparent alignment with SCC decisions and the international norm, compare the regulations with existing mining sector organization guidance documents, and it will draw on the stated perspectives and commentaries of First Nations communities, mining firms, governments, nongovernmental organizations, and others. Building on the foregoing, the paper will provide a preliminary analysis of the perspectives and potential impacts of the new regulation on various stakeholders, and on that basis, possible avenues for further consideration will be suggested.

THIS paper offers examples of some of the typical calculations which occur in the ventilation of metal mines. The fi.rst section of the paper discusses the problems associated with natural-draft pressure; the second section presents the more common of the calculations concerned with the operation of mine fans; the third section illustrates the integration of the individual problems covered by the preceding sections into the larger problem of determining the operating characteristics of a fan for a particular mine duty. There is a very definite limit to the extent to which pure arithmetic can be successfully applied to the solution of min<; ventilation problems. As mines advance from the exploration, development, and initial production stage to the rime when underground workings become exceedingly complex, there is a considerable increase in the relative importance o theory and judgment in the solution of ventilation problems. These calculations illustrate the application of mathematics to ventilation, but they also in-elude examples of instances where arithmetic cannot be conveniently applied, and important estimates, based on judgment compounded of experience and a knowledge of the theoretical consideration involved, must be made. The inclusion of such estimates is intended as a guide and a warning to the reader; a guide in assisting him to recognize and estimate his own incalculables; and a warning that the solutions must not be blindly applied to his apparently similar problems. These sample calculations are intended to assist the reader in applying the theory contained in the standard texts on metal-mine ventilation. They have been selected from the ventilation experience of a British Columbia mine.

The Dominion Coal Board was created by Statute passed on July 17th, 1947, and was brought into effect by proclamation on October 21st, 1947. It is, consequently, a comparatively young body, having been in existence for only eighteen months. Before dealing with the constitution and duties of the Board, it may be well to answer the unspoken question of why it has been considered necessary to single out coal as one specific mineral requiring the continuous attention of a specially created permanent Board. In Canada, coal has been the neglected sister of the more spectacular minerals and it comes as a surprise co many to note that in 1948 the value of the coal produced in Canada was higher than that of any other mineral with the one exception of gold. Coal touches upon our daily lives in many different places of which the public are not generally conscious. As household fuel, it is a necessity of life in this northern climate; as a source of steam, it provides the heat for most of our industries; it is the food of the &apos;iron horse&apos; chat shuttles our persons and our goods across the land; it is the source of power in many parts of the country; it is the chemical reducing agent chat, in our furnaces, transmutes the metallic oxides to the virgin metal. Coal is, in fact, the indispensable mineral chat forms the corner-stone of our present structure of industrial civilization. Is it, then, such an odd thing that the provision of an adequate supply of coal should be a matter of national interest or that measures should have been taken by government co provide for a constant watch, by a permanent Board, on the supply of co al? ? The Board is the result of the recommendations of the Royal Commission on coal which made a long and detailed study of the Canadian coal problem. It is composed of a permanent Chairman and six part-time members, most of whom have had intimate contact with various phases of the industry.
